“Errors And Lies”: The Iraq War Wasn’t An Innocent Mistake; The Bush Administration Wanted A War

Surprise! It turns out that there’s something to be said for having the brother of a failed president make his own run for the White House. Thanks to Jeb Bush, we may finally have the frank discussion of the Iraq invasion we should have had a decade ago.

But many influential people — not just Mr. Bush — would prefer that we not have that discussion. There’s a palpable sense right now of the political and media elite trying to draw a line under the subject. Yes, the narrative goes, we now know that invading Iraq was a terrible mistake, and it’s about time that everyone admits it. Now let’s move on.

Well, let’s not — because that’s a false narrative, and everyone who was involved in the debate over the war knows that it’s false. The Iraq war wasn’t an innocent mistake, a venture undertaken on the basis of intelligence that turned out to be wrong. America invaded Iraq because the Bush administration wanted a war. The public justifications for the invasion were nothing but pretexts, and falsified pretexts at that. We were, in a fundamental sense, lied into war.

The fraudulence of the case for war was actually obvious even at the time: the ever-shifting arguments for an unchanging goal were a dead giveaway. So were the word games — the talk about W.M.D that conflated chemical weapons (which many people did think Saddam had) with nukes, the constant insinuations that Iraq was somehow behind 9/11.

And at this point we have plenty of evidence to confirm everything the war’s opponents were saying. We now know, for example, that on 9/11 itself — literally before the dust had settled — Donald Rumsfeld, the secretary of defense, was already plotting war against a regime that had nothing to do with the terrorist attack. “Judge whether good enough [to] hit S.H. [Saddam Hussein] …sweep it all up things related and not”; so read notes taken by Mr. Rumsfeld’s aide.

This was, in short, a war the White House wanted, and all of the supposed mistakes that, as Jeb puts it, “were made” by someone unnamed actually flowed from this underlying desire. Did the intelligence agencies wrongly conclude that Iraq had chemical weapons and a nuclear program? That’s because they were under intense pressure to justify the war. Did prewar assessments vastly understate the difficulty and cost of occupation? That’s because the war party didn’t want to hear anything that might raise doubts about the rush to invade. Indeed, the Army’s chief of staff was effectively fired for questioning claims that the occupation phase would be cheap and easy.

Why did they want a war? That’s a harder question to answer. Some of the warmongers believed that deploying shock and awe in Iraq would enhance American power and influence around the world. Some saw Iraq as a sort of pilot project, preparation for a series of regime changes. And it’s hard to avoid the suspicion that there was a strong element of wagging the dog, of using military triumph to strengthen the Republican brand at home.

Whatever the precise motives, the result was a very dark chapter in American history. Once again: We were lied into war.

Now, you can understand why many political and media figures would prefer not to talk about any of this. Some of them, I suppose, may have been duped: may have fallen for the obvious lies, which doesn’t say much about their judgment. More, I suspect, were complicit: they realized that the official case for war was a pretext, but had their own reasons for wanting a war, or, alternatively, allowed themselves to be intimidated into going along. For there was a definite climate of fear among politicians and pundits in 2002 and 2003, one in which criticizing the push for war looked very much like a career killer.

On top of these personal motives, our news media in general have a hard time coping with policy dishonesty. Reporters are reluctant to call politicians on their lies, even when these involve mundane issues like budget numbers, for fear of seeming partisan. In fact, the bigger the lie, the clearer it is that major political figures are engaged in outright fraud, the more hesitant the reporting. And it doesn’t get much bigger — indeed, more or less criminal — than lying America into war.

But truth matters, and not just because those who refuse to learn from history are doomed in some general sense to repeat it. The campaign of lies that took us into Iraq was recent enough that it’s still important to hold the guilty individuals accountable. Never mind Jeb Bush’s verbal stumbles. Think, instead, about his foreign-policy team, led by people who were directly involved in concocting a false case for war.

So let’s get the Iraq story right. Yes, from a national point of view the invasion was a mistake. But (with apologies to Talleyrand) it was worse than a mistake, it was a crime.

“The Conservative Imagination”: Why Republicans Cannot Have A National Security “Doctrine”

In case you missed it, Marco Rubio delivered a Great Big Foreign Policy Speech yesterday, at the hallowed venue of the Council on Foreign Relations. It was such a big deal that Charlie Rose introduced him. And it even unveiled a proposed “doctrine” for national security, which I am sure the Floridian hopes will soon be known as the Rubio Doctrine.

But as Peter Beinart notes at The Atlantic, the Rubio Doctrine is basically just a collection of banal principles almost anyone could agree with:

The Rubio doctrine, which the Florida senator announced on Wednesday, “consists of three pillars.” Pillar number one is “American strength”: America must “adequately fund our military.” Pillar number two is “the protection of the American economy”: America must pursue “free trade.” Pillar number three is “clarity regarding America’s core values”: America must “support the spread of economic and political freedom by reinforcing our alliances, resisting efforts by large powers to subjugate their smaller neighbors” and “advanc[ing] the rights of the vulnerable.”

These, Rubio told moderator Charlie Rose, “are timeless truths.” But that’s precisely the problem. Historically, foreign-policy doctrines have been the opposite of “timeless.” They represent efforts to further American interests and ideals by offering a specific response to a specific geopolitical reality. Every president wants the United States to be strong, prosperous, and moral. Doctrines are supposed to outline a strategy for achieving those goals. They are not the goals themselves.

The most significant part of Beinart’s critique is this acerbic explanation of why Rubio has to keep his “doctrine” at 40,000 feet above the specific challenges of our era:

Rubio and most of the other GOP candidates want the United States to go on offense overseas after the perceived retrenchment of the Obama years. But Americans have little appetite for additional wars, and the threat that Republicans focus on most—“radical Islam”—lumps together states and organizations that are not only disparate, but bitterly hostile to each other. Truman’s “containment” doctrine and Reagan’s doctrine of “rollback” each had problems. But at least they were aimed at a specific enemy. Rubio can’t lay out a doctrine like that today because the two enemies he and other Republicans talk about most—Iran and ISIS—are only linked in the conservative imagination. On the ground, they’re at war.

That’s a bit of a problem, eh? I’m guessing if Rubio were challenged on this point, he might answer the way Will Rogers once did shortly before World War I when he was asked exactly how he proposed to drain the Atlantic Ocean, which was his “solution” to the problem of German U-Boat attacks: “That is a detail, and I am not a detail man.”

“Scott Walker And The Christian Right”: Seeing What They Can Extort From Walker In Exchange For Their Blessing

Yesterday Politico‘s Alex Isenstadt created a stir by reporting that Scott Walker was rushing to deal with misgivings among Christian Right leaders about his fidelity to the Cause. The less-than-subtle headline–“Scott Walker’s crisis of faith”–suggested that he was speeding to a summit meeting with said leaders, who held his fate in their hands.

But if you read the piece carefully, it’s not clear exactly who’s among the “50 influential leaders” Walker is meeting with at the Capitol Hill Club–the top Republican Beltway hangout, and an unlikely place for any faith-based summit–other than social-issues warhorse Tony Perkins. Isenstadt actually used the meeting to solicit skeptical comments from an array of old-school Christian Right types, including Iowa’s Bob Vander Plaats (whose whole shtick is using his leverage in the first-in-the-nation Caucus state to intimidate Republican presidential candidates), Penny Nance of Concerned Women of America, a group that’s been closely associated with Mike Huckabee, and Liberty Counsel’s Matt Staver, co-author of a recent shrill anti-marriage equality manifesto.

On Twitter Sarah Posner of Religion Dispatches quickly dismissed Walker’s DC “huddle” as a nothing-burger. Posner, as some of you may recall, wrote a piece recently suggesting that Walker may wind up being the favorite of rank-and-file conservative evangelicals, who aren’t necessarily following their old leaders these days.

As it happens, a rare early national poll with exceptionally detailed cross-tabs was released this week that casts some light on the question of conservative evangelical sympathies. The GWU/Battleground Poll showed Scott Walker with a 45/4 favorable/unfavorable rating among conservative white evangelicals, as compared to 54/34 for Jeb Bush, 69/15 for Mike Huckabee, 51/10 for Ted Cruz, 56/11 for Marco Rubio, and 50/26 for Ron Paul. So a lot of them don’t know Walker, but so far, those who do really like him. On the more revealing question of “would you consider voting for this candidate,” Walker paces the field with a yes/no ratio of 70/19, compared with 67/27 for Rubio, 67/28 for Huck, 65/24 for Cruz, 56/37 for Paul, and Jebbie bringing up the rear at 54/42.

So one way to look at it is that Scott Walker’s doing okay with the Christian Right rank-and-file no matter what their alleged leaders are saying. And the other way to look at it is that said leaders figure they’d better get in front of this particular train and see what they can extort from Walker in exchange for their blessing, or at least their non-hostility.

“Pope Francis Makes Tea Party Heads Explode”: Why Steve King & Louie Gohmert Have It In For The Pontiff

The Bishop of Rome is coming to Washington in September to address a joint session of Congress, and boy are things already getting frisky. Pope Francis is an extraordinarily popular Pope who’s not afraid to wield that popularity for human rights and economic justice. In other words, he’s well to the left of most members of Congress, and he may well get up in their faces about issues near and dear to him. Since you’re sort of required to clap for the Pope, this is going to make for an interesting scene.

In late 2013, not long after his election, Francis wrote an extensive document making economic justice a centerpiece of his papacy. “Just as the commandment ‘Thou shalt not kill’ sets a clear limit in order to safeguard the value of human life,” he wrote, “today we also have to say ‘thou shalt not’ to an economy of exclusion and inequality.”

“Such an economy kills,” wrote Pope Francis, denouncing the current economic system as “unjust at its roots” and one “which defend(s) the absolute autonomy of the marketplace and financial speculation.” Such a system, he warned, is creating a “new tyranny,” which “unilaterally and relentlessly imposes its own laws and rules.”

On foreign affairs he’s made his priorities known, too. Earlier this year, Francis helped broker the thawing of relations between the United States and Cuba, and just this week,the Vatican announced that it would sign a treaty recognizing a Palestinian state. As Patricia Miller writes in Salon, these sorts of moves aren’t some radical break in policy for the Vatican. It’s just that American conservatives were able to turn a blind eye to these actions before “rock star Francis” commanded their attention. “It’s more accurate,” Miller writes, “to view this particular step in the Vatican’s relationship with Palestine both as a continuation of the Holy See’s long-standing support for Palestinian statehood and as an expression of Francis’ overriding interest in fostering international peace—and his unique ability and willingness to put his finger on the scales to do so.”

The Vatican’s recognition of a Palestinian state under Francis comes at a time when the Republican Party is more reflexively “pro-Israel” — which is to say, pro-Netanyahu — than ever. It’s become routine, if not an outright litmus test, for Republican presidential candidates to reject the pursuit of a two-state solution to the Israel-Palestine conflict, a position that both Democratic and Republican standard-bearers have held for decades. The Obama administration has gone to great lengths to veto U.N. resolutions recognizing a Palestinian state as a favor to Netanyahu’s Israel, and yet Republicans still assault Obama as working hand-in-hand with the Iranians to assure Israel’s destruction. And now we’ve got an actual religious and political leader who has recognized a Palestinian state coming to address Congress.

The fine congressional reporters at Politico did that thing where they asked the usual funny, good-for-a-quote Republican suspects for their opinion on Francis’ upcoming speech in light of his treaty recognizing Palestine and other heretical moves, like his criticism of unregulated capitalism. And the members were, indeed, good for various funny quotes.

Rep. Jeff Duncan of South Carolina is stunned to see the Pope getting so “political” and demands he rein in his activities to more traditional church-y stuff. “It’s interesting how the Vatican has gotten so political,” Duncan said, “when ultimately the Vatican ought to be working to lead people to Jesus Christ and salvation.” Iowa’s Steve King echoed Duncan, saying he’s not sure that he’s as good of a politician as he is a Pope.”

Know your place, sweetheart.

Rep. Tim Huelskamp holds the interesting position that Catholicism is agnostic on issues of poverty, and Francis should stick to what he describes as Catholicism’s “non-negotiables,” like its opposition to abortion and gay marriage and its support for school choice. “How do you deal with a poverty problem? There’s not a Catholic [fix], contrary to the arguments of certain economists that work at the Vatican… But there’s a Catholic view on life, on marriage, on the rights of parents and education. So I hope he sticks to this.” As for foreign policy, Huelskamp gives Francis his permission to speak to “faith and morals… but on foreign affairs, maybe not.” Because morals certainly have no place in foreign affairs.

The quotiest of them all, Rep. Louie Gohmert, describes the Palestinians as “haters” and wants the Pope to know that they don’t take too kindly to his style of Popin’ down in East Texas. “The Pope is the head of his religion, and he makes those calls for himself,” Gohmert generously concedes, “but I represent 700,000 people from East Texas and a vast majority agree with me.”

There’s a whole lot more in here, including Rep. Trent Franks questioning Pope Francis’s grasp of scripture.

It’s fascinating to see these members trying to impose constraints on what’s acceptable for the Holy See to say in his address to Congress. Just a few months ago, conservatives were apoplectic that anyone would dare criticize Benjamin Netanyahu’s decision to trash the President’s foreign policy before a joint session of Congress. The man has a right to speak his mind! It helped, of course, that Netanyahu’s mind and the Republican mind were one and the same. Now the Pope might come and say “Palestinians have rights too” and everyone’s all, Whoa whoa whoa, let’s stick to the fetus here, guy.

“Vitter’s Mind-Boggling Obamacare Crusade”: Cutting Benefits For Congressional Staffers Could Have Real Consequences

For those who oppose President Barack Obama’s health care reform law, there’s a lot to campaign against. Many of the arguments in the health care debate arise from differences in philosophy and opinion about the future of health care in this country. For example, there’s the ongoing discussion over the appropriate size of the federal government’s role in the provision of health insurance.

Some arguments, however, are mind boggling. One Republican senator’s recent campaign seems to fall in this category.

For about two years, Sen. David Vitter of Louisiana has been on a mission to eliminate the employer subsidy that members of Congress and their staffs receive to buy their health insurance. Thanks to a provision added on to the Affordable Care Act during its consideration, members of Congress and their staffs are required, for the most part, to get their health insurance from the exchanges established by the new law. According to Politico, a ruling by the White House allowed members and staffers to retain the employer health insurance subsidy that they had been receiving before the changes in the Affordable Care Act took effect. Vitter objects to the ruling and claims that it effectively gives Congress an “exemption” from the law.

Although Vitter’s effort may be a good talking point, from a policy perspective, it doesn’t make sense. The senator is clearly approaching the issue from the standpoint of good government and making sure that Congress adheres to the laws it passes for the rest of the nation. However, if he is successful, his efforts will not make government better and they will not make Obamacare better or prove a weakness in the law. All he will accomplish is putting a thorn in the side of the staffers who work hard to make Congress run.

For most staffers, the loss of the subsidy would result in a substantial pay cut. As a former congressional staffer myself, I know that’s a cut many won’t be able to afford. Further, the White House’s actions didn’t give congressional staff a new benefit, nor did it “exempt” them from the Affordable Care Act. They are still required to purchase their insurance from the exchange. Additionally, as Sen. Lindsey Graham, R-S.C., pointed out to Politico, Congressional staff “aren’t getting anything that any government workers don’t get.” Or anyone else who works for a large employer, for that matter. Under the health care law, employees of large employers still receive health care subsidized by their employer. Members of Congress and their staff should be treated the same way.

It’s also possible that the senator’s efforts, if successful, could hurt Congress. Faced with a significant reduction in benefits, many staff would probably choose to leave the hill and recruiting for their replacements would become more difficult. Less effective Congressional staff ultimately means a less effective Congress and, at the end of the day, that only hurts the country further. Although it may seem a bit intangible for people outside of Washington, Vitter’s drive to eliminate health care subsidies for members of Congress and their staffers has real consequences for the people who serve the institution and their families. The crusade should be dropped. There are more important things to do than take health care away from government workers.
