“Gospel Of Inequality”: Santorum Praises Income Inequality

“Santorum Praises Income Inequality.”

That was Fox News’s headlineabout Rick Santorum’s speech at the Detroit Economic Club on Thursday. Santorum said, “I’m not about equality of result when it comes to income inequality. There is income inequality in America. There always has been and, hopefully, and I do say that, there always will be.”

Unbelievable. Maybe not, but stunning all the same.

Then again, Santorum is becoming increasingly unhinged in his public comments. Last week, he said that the president was arguing that Catholics would have to “hire women priests to comply with employment discrimination issues.”

Also last week, he suggested that liberals and the president were leading religious people into oppression and even beheadings. I kid you not. Santorum said: “They are taking faith and crushing it. Why? When you marginalize faith in America, when you remove the pillar of God-given rights, then what’s left is the French Revolution. What’s left is a government that gives you rights. What’s left are no unalienable rights. What’s left is a government that will tell you who you are, what you’ll do and when you’ll do it. What’s left in France became the guillotine.”

Yet for Santorum to champion income inequality in Detroit, of all places, is still incredibly tone-deaf.

Detroit has the highest poverty rate of any big city in America, according to data provided by Andrew A. Beveridge, a demographer at Queens College. Among the more than 70 cities with populations over 250,000, Detroit’s poverty rate topped the list at a whopping 37.6 percent, more than twice the national poverty rate. And according to the Census Bureau, median household income in Detroit from 2006-10 was just $28,357, which was only 55 percent of the overall U.S. median household income over that time.

This is a city that last year announced plans to close half its public schools and send layoff notices to every teacher in the system.

This is a city where the mayor’s pledge to demolish 10,000 abandoned structures was seen as only shaving the tip of the iceberg because, as The Wall Street Journal reported in 2010, “the city has roughly 90,000 abandoned or vacant homes and residential lots, according to Data Driven Detroit, a nonprofit that tracks demographic data for the city.”

This is not the place to praise income inequality. Last week, at a hearing before the Senate Budget Committee, Kent Conrad, the chairman of that committee, laid out the issue as many Americans see it:

“The growing gap between the very wealthy and everyone else has serious ramifications for the country. It hinders economic growth, it undermines confidence in our institutions, and it goes against one of the core ideals of this country — that if you work hard and play by the rules, you can succeed and leave a better future for your kids and your grandkids.”

This is arguably even more true of people in Michigan than for the rest of us. Even though income inequality in the Detroit area isn’t particularly high, looking at the issue as an urban one in the case of cities like Detroit is problematic. The whole region took a hit. The comparison for cities like Detroit may be more intra-city than inter-city.

As Willy Staley argued in 2010 in an online column for Next American City magazine: “In richer cities, the inequality is put side-by-side, in an uncomfortable, loathsome way; for cities left in the dust of deindustrialization, the inequality is presents (sic) as existing between cities, not within them. Gone is the city/suburb divide between rich and poor, income inequality manifests itself within wealthy cities and between cities.”

And it is this feeling of being left behind by the American economy and abandoned by Republicans that is pushing Michigan into the blue. Public Policy Polling, a Democratic polling company, found this week that Obama would handily defeat all the Republican candidates in head-to-head matchups in the state. The company’s president, Dean Debnam, said in a statement: “Michigan is looking less and less like it will be in the swing state column this fall.” He continued, “Barack Obama’s numbers in the state are improving, while the Republican field is heading in the other direction.”

Santorum went on to say about income inequality during his speech on Thursday: “We should celebrate like we do in the small towns all across America — as you do here in Detroit. You celebrate success. You build statues and monuments. Buildings, you name after them. Why? Because in their greatness and innovation, yes, they created wealth, but they created wealth for everybody else. And that’s a good thing, not something to be condemned in America.”

Santorum might want to take a walk around Detroit to see who’s celebrating and to see how many statues he can find to honor people who simply invented something and got rich.

Furthermore, as a newspaperman and a former Detroiter, I’d like to direct him to the James J. Brady Memorial. Detroit1701.org, maintained by a University of Michigan emeritus professor, calls it “one of the more attractive memorials in Detroit.” It pays tribute to Brady, a federal tax collector, who set out to address the issue of child poverty in the city by founding the Old Newsboys’ Goodfellows of Detroit Fund in 1914 — what is essentially a local welfare fund.

The group provides “warm clothing, toys, books, games and candy” to local children every Christmas in addition to sending poor children to summer camps, the dentist and to college.

Then again, charitable giving doesn’t appear to be high on Motor Mouth Santorum’s list of priorities. As The Washington Post pointed out, based on Santorum’s tax return disclosure this week, he has given the least amount to charity of the four presidential candidates who have disclosed their tax returns. (Ron Paul has not.) His charitable giving was just 1.8 percent of his adjusted gross income.

The Obamas were the highest, giving 14.2 percent, even though their income was second lowest.

Maybe that’s the imbalance we should praise.

Why I Wish Catholic Leaders Would Stop Saying Our Church Is Under Attack

On Friday the White House reached a compromise on the contraception mandate that can satisfy both reproductive health advocates and Catholic hospitals. For those like Rick Santorum, though, who have been loudly and repeatedly accusing the Obama administration of engaging in “overt hostility to faith in America,”  this isn’t enough. But if this is really a war against religion, maybe it’s time to ask the people of faith who are supposedly under attack. People like me.

My expertise on this topic is personal. Mine is a family in which priests and nuns outweigh any other profession except nurses. My mom taught nursing and medicine at a Catholic college, and placed nursing students in Catholic hospitals for 40 years. Family, faith, and taking care of people—these values are at the core of what we were taught growing up. Perhaps that is why the harsh tones, the imaginary division of the world into two camps—the faithful under attack and the attackers—seems more politics than theology. Certainly it is extremely distant from the millions of lives that could be affected by these conservative outcries. This would merely be entertaining election year political shenanigans if there were not so many lives at stake. More than 11 million women use birth control; millions more will have access to it under the new law.

In fact, birth control use is nearly universal in the United States, even among Catholic women. One recent study shows that 98 percent of sexually experienced Catholic women will have used birth control at some point in their lives. Nearly 60 percent of women use birth control pills for something other than, or in addition to, contraception. For example for women at risk for ovarian cancer, taking birth control pills for five years reduces their risk of getting cancer by 50%. Should women have to explain to employers they need coverage for serious illnesses, not birth control, in order to obtain the medicine their doctor prescribes?

Yes, there is a religious freedom question at stake, not only for employers but also employees. But much of this is already settled territory. The wide use of contraception long ago opened up the complex nature of religion in the public square and already found resolution, well before these election year political attacks. The new Department of Health and Human Services rule comes years after advances in 28 states, where regulations similar to the HHS rule have prompted religious leaders and policy makers to create solutions that serve women and their families and faith-based organizations. Take, for example, DePaul University, the nation’s largest Catholic college, which has confirmed that its employee benefits include prescription birth control coverage. DePaul is not alone—the Archdiocese of New York provided contraceptive coverage for medical reasons even prior to a state law mandating it, as did Marquette University in Milwaukee, Wisconsin, where the Diocese itself now provides coverage under Wisconsin law.

I agree with the Bishops that there are cases when the religious freedom of an employer trumps that of an employee. For example, when I was a secretary at the Sacred Heart Rectory, I wouldn’t expect my health care plan to include prescription contraception because I worked for the church. Under Obama’s regulation, religious institutions, like the church I grew up in, are exempt.  Synagogues and other houses of worship do not have to provide contraception. Period.

But when Notre Dame is the single largest employer in South Bend, Indiana, with Saint Joseph Regional Medical Center not far behind, how could we say, “Sorry, you should move if you want to have affordable access to these health services.” It is discordant with my Catholic and my American values that a receptionist at the local hospital making around $26,000 a year should have to shell out nearly $600 for birth control or cede control to her employer over when to start a family, when she is already paying in to her health care plan. The new agreement would take this difficult question off the table by allowing the women and men working at these religious affiliated organizations to receive the equal and affordable access through their insurers directly without engaging their employers.

It is about time we raise the policy debate in Washington to keep up with complexity of faith, health and family that most Americans already navigate in their daily lives. Most Americans are religious. Fifty-five percent told Gallup that religion is “very important” to them. But these same Americans are also focused on the health of their families and they are, in fact, using birth control. Newt, Mitt, Rick, and all the other gentlemen trying to demagogue this issue would be best served listening to the folks in the pews before launching any more pious screeds. Most of America’s faithful families aren’t under attack from a “war on religion.” I for one don’t feel under attack—except perhaps from a small group of Republican presidential candidates who keep ignoring the voices, values, and lives of women like me.

Freedom Of Religion Is Freedom From Religion: “Can’t Get More American Than That”

The president did something agile and wise the other day. And something quite important to the health of our politics. He reached up and snuffed out what some folks wanted to make into a cosmic battle between good and evil. No, said the president, we’re not going to turn the argument over contraception into Armageddon, this is an honest difference between Americans, and I’ll not see it escalated into a holy war. So instead of the government requiring Catholic hospitals and other faith-based institutions to provide employees with health coverage involving contraceptives, the insurance companies will offer that coverage, and offer it free.

The Catholic bishops had cast the president’s intended policy as an infringement on their religious freedom; they hold birth control to be a mortal sin, and were incensed that the government might coerce them to treat it otherwise. The president in effect said: No quarrel there; no one’s going to force you to violate your doctrine. But Catholics are also Americans, and if an individual Catholic worker wants coverage, she should have access to it — just like any other American citizen. Under the new plan, she will. She can go directly to the insurer, and the religious institution is off the hook.

When the president announced his new plan, the bishops were caught flat-footed. It was so … so reasonable. In fact, leaders of several large, Catholic organizations have now said yes to the idea. But the bishops have since regrouped, and are now opposing any mandate to provide contraceptives even if their institutions are not required to pay for them. And for their own reasons, Republican leaders in Congress have weighed in on the bishops’ side. They’re demanding, and will get, a vote in the Senate.

Sen. Mitch McConnell, R-Ky., says:

The fact that the White House thinks this is about contraception is the whole problem. This is about freedom of religion. It’s right there in the First Amendment. You can’t miss it, right there in the very First Amendment to our Constitution. And the government doesn’t get to decide for religious people what their religious beliefs are. They get to decide that.

But here’s what Republicans don’t get, or won’t tell you. And what Obama manifestly does get. First, the war’s already lost: 98 percent of Catholic women of child-bearing age have used contraceptives. Second, on many major issues, the bishops are on Obama’s side — not least on extending unemployment benefits, which they call “a moral obligation.” Truth to tell, on economic issues, the bishops are often to the left of some leading Democrats, even if both sides are loathe to admit it. Furthermore — and shhh, don’t repeat this, even if the president already has — the Catholic Church funded Obama’s first community organizing, back in Chicago.

Ah, politics.

So the battle over contraception no longer seems apocalyptic. No heavenly hosts pitted against the forces of Satan. It’s a political brawl, not a crusade of believers or infidels. The president skillfully negotiated the line between respect for the religious sphere and protection of the spiritual dignity and freedom of individuals. If you had listened carefully to the speech Barack Obama made in 2009 at the University of Notre Dame, you could have seen it coming:

The soldier and the lawyer may both love this country with equal passion, and yet reach very different conclusions on the specific steps needed to protect us from harm. The gay activist and the evangelical pastor may both deplore the ravages of HIV/AIDS, but find themselves unable to bridge the cultural divide that might unite their efforts. Those who speak out against stem-cell research may be rooted in an admirable conviction about the sacredness of life, but so are the parents of a child with juvenile diabetes who are convinced that their son’s or daughter’s hardships might be relieved. The question then is, “How do we work through these conflicts?”

We Americans have wrestled with that question from the beginning. Some of our forebearers feared the church would corrupt the state. Others feared the state would corrupt the church. It’s been a real tug-of-war, sometimes quite ugly. Churches and religious zealots did get punitive laws passed against what they said were moral and religious evils: blasphemy, breaking the Sabbath, alcohol, gambling, books, movies, plays … and yes, contraception. But churches also fought to end slavery, help workers organize and pass progressive laws. Of course, government had its favorites at times;  for much of our history, it privileged the Protestant majority. And in my lifetime alone, it’s gone back and forth on how to apply the First Amendment to ever-changing circumstances among people so different from each other. The Supreme Court, for example, first denied, then affirmed, the right of the children of Jehovah’s Witnesses to refuse, on religious grounds, to salute the flag.

So here we are once again, arguing over how to honor religious liberty without it becoming the liberty to impose on others moral beliefs they don’t share. Our practical solution is the one Barack Obama embraced the other day: protect freedom of religion — and  freedom from religion. Can’t get more American than that.

“Bad History And Undisciplined Demagoguery”: Rick Santorum Mangles The Founding Fathers

Each time presidential candidate Rick Santorum rears his righteous head, it is to exploit a social issue that is of no import in a national election.  But he knows that the way to keep the cameras pointed at him one more day is to manufacture a new bit of hysteria.

Last Thursday, Joan Walsh reported on Santorum as he clamored to punish non-Catholics by limiting their access to contraceptives if their workplace was in the hands of the Catholic Church.    She rightly pointed out that he “absolutely mangles” what the founders said about religion.  Raising the specter of the atheistic French Revolution and its notorious use of the guillotine, the former Pennsylvania senator planted a seed in the minds of his hearers: A left-driven tyranny was where the anti-Christian Obama administration would be heading next.

The fear-monger tosses out familial metaphors with devilish glee.  At once subverting patriarchy within the home and turning the federal government into Big Brother, the sitting president stands in moral opposition to all that is good.  And only the moral policeman Rick can stop him.

“They are taking faith and crushing it,” Santorum howls at the political left. “When you marginalize faith in America, when you remove the pillar of God-given rights then what’s left is the French Revolution…. What’s left are no unalienable rights.  What’s left is a government that will tell you who you are, what you’ll do and when you’ll do it. What’s left in France became the guillotine.”

This is a combination of really bad history and undisciplined demagoguery.  What we’d like to focus on is not the fractured logic of the demagogue so much as the perversion of history by the two-term senator.  We consider it quite sad that a presidential candidate in 2012 should be resurrecting the same dirty campaign tactic that accompanied the charge that Thomas Jefferson, for five years U.S. minister to France, would, if elected president, shut down churches and burn bibles.

Start with the fact that in his superficial evocation of the 1790s, Santorum was referring not to the French so much as he was unconsciously reviving the propaganda used by New England Federalists against the “atheist” Thomas Jefferson, who championed freedom of conscience and refused to wear his religion on his sleeve.  From 1793 on, conservative Yankees predicted that the social chaos of Paris would wash ashore in America.  Indeed, conservative academics of our own time view the French Revolution as the first step toward the Russian Revolution and the rise of the Soviet Union–all of which fits neatly with the crack-brained Tea Party narrative in which President Obama is a sworn socialist and enemy of capitalism.

Mitt Romney is not beyond indulging in the same polemical game, associating Obama with European social programs.  Yet Santorum does what the Mormon cannot, by playing the “Catholic card” in his effort to “other” the president.  It is an especially bizarre move in historical relief, because the Federalist critics who most loudly warned of the French-tainted Jefferson were New England Calvinists who feared Catholics as much as they feared French anarchy.

Federalists termed the French Revolution a “contagion,” a violent, sickening, uncivilizing process.  If Santorum sees the metaphorical blade of the guillotine hanging over the heads of the Catholic bishops, it is well worth noting that eighteenth-century conservatives were so carried away by their own outlandish predictions that their panicky congressional majority passed a series of repressive laws, the infamous Alien and Sedition Acts in 1798, which first targeted French émigrés and then U.S. citizens who needed to be silenced.  The Sedition Act authorized the imprisonment of journalists and politicians who criticized the president.  The main purpose of the legislation was, as James Madison observed, to shut down free and open political debate–to derail democracy.  Cleverly drafted, the Sedition Act allowed the government to punish critics of the president, but not the vice president.  Why the omission?  Because in 1798, John Adams’s vice president was the unAmerican Thomas Jefferson.

It certainly seems that Rick Santorum reads the First Amendment just as the Federalist Congress of 1798 did.  As we all know, though, the First Amendment was intended to uphold religious freedom, protect speech, and ensure liberty of conscience.  Madison, who conceived the First Amendment, defended the last of these three principles as a deeply private, individual right shielding citizens from the coercive, invasive force of a church or state government.

It is Santorum, not President Obama, who is waging a war against religion.  It is the fear-mongers who endanger religious freedom.  Why should the Catholic Church impose its doctrines on employees who are not Catholic?  Why should any who are not Catholic be deprived of access to a health insurance benefit solely because they are employed by a Catholic hospital or university?  Why should the Church be permitted to impose its doctrines on an individual who not a member?  The First Amendment does not grant any church the power to deprive individuals of rights.

Santorum is waging a war not only on religion but on all Americans who do not share his faith.  The Catholic Church has every right to impart its doctrines; its members can accept or reject them.  The majority of Catholic men and women have rejected the particular doctrine prohibiting the use of contraception.  Employees possess the right to insurance and the right to adhere to their own religious beliefs.

As Madison argued in a 1788 letter to Jefferson, religious fanaticism was as serious a danger to religious liberty as excessive state authority.  In his words, “rights of conscience” were undermined by “overbearing majorities” who were intent on advancing the interests of a particular “religious establishment.”  In plain and simple terms, the founders meant to protect individuals against excessive encroachments by church as well as state.

We might all wish to heed Madison’s further warning:  “It is a melancholy reflection that liberty should be equally exposed to danger whether the Government has too much or too little power.”  Religious liberty required the protection of state authority, in creating a barrier around the individual and guarding against intrusions from religious institutions.

The fact remains that President Obama is no more a French Revolutionary Jacobin than Jefferson or Madison.  It appears, in fact, that the president has a very clear understanding of religious liberty, appreciating the boundaries between church and state just as Madison intended.  His promptly conceived compromise solution, respecting religion without restricting rights, fits the balanced, reasonable approach our founders prescribed when they fought, state by state, to eliminate state funding and sanctioning (i.e., disestablishment) of privileged sects.

If the last three years tell us anything, 2012 will not usher in a new Age of Reason.  Fanaticism will continue to seize the news cycle.  Rick Santorum has learned (perhaps from Donald Trump and birther mania) that the best way to grab the headlines is to ramp up the epithets, bark the loudest, and fantasize a history that never was.

Why The Catholic Contraception Controversy Is A Phony Battle

Public health and women’s autonomy collided with religion  last week. Elders in the Catholic Church were incensed as the regulations  implementing the federal healthcare law would have required institutions  affiliated with the Church (but not the Church itself) to provide health plans  covering contraception. The rules (part of the normal regulation-writing  process that comes after a sweeping law is enacted) would not have forced the Church or its clergymen to hand out birth control; they only would have required  Catholic-affiliated schools, hospitals, and universities to play by the rules  everyone else has to follow, and provide for full healthcare coverage for  women.

The Obama administration, under fire as the health issue  turned into a  political issue, offered a compromise: health insurance companies   would have to provide the free birth control to the female employees  (some of  whom are not even Catholic), but the religious-affiliated  institutions would  not have to pay for it.

It was a dodge of sorts, to be sure, but it gave the  bishops the  cover they needed to maintain the Catholic Church standard opposing   contraception. Still, it was a generous compromise. And now the bishops  are  suggesting it is not enough, citing “serious moral concerns” about  the compromise,  particularly as it might apply to entities that  self-insure.

That, on its own, is a bit of a stretch. The Church,  after all, has  given marriage annulments to politically-connected people who  had not  only been married for years, but have had children. If that’s not an   inartful dodge around the Church rule forbidding divorce, nothing is.  And while  it’s probably not helpful to resurrect the painful episode of  the decades of  child sexual abuse by priests and the failure of the Church to stop them, it’s  also true that the institution of the Church  is still rebuilding its “moral”  brand.

Picking a fight with the Obama administration does  nothing to advance  that goal. Nor does it improve the Church’s power over its  own  flock—98 percent of whom have used birth control. Government should  indeed  protect religious freedom, which is why no one’s asking priests  to marry  same-sex couples or forcing Catholic hospitals to perform  abortions. But what  the Church is dangerously close to doing is an  equally invasive reverse: asking  the government to try to enforce a  rule the Church has been wildly unsuccessful  in imposing on its own  members.

There’s one clear reason why both the Church and the GOP  presidential  candidates have been raising the tired old accusations of the a  war on  Catholicism (an allegation that is extremely insulting to Catholics, to   whom faith in God is sincere and unshakeable—certainly not threatened  by a  coworker getting free birth control pills). It’s an election  year, so it’s  prime time for making hyperbolic and incendiary  accusations that have little  basis in fact. Social issues have been  largely absent from the campaign so far,  and for a reason: the economy  has been so bad that it was enough of an issue  for GOP candidates to  run on. But now that the unemployment rate is creeping  slowly down and  the stock market is stabilizing, the economy may retreat  somewhat as an  issue. And that leads candidates to insert wedge issues like the   contraception debate.

Remarkably, opponents of the Obama administration rule,  along with  self-described liberal pundits, are convinced that the “Catholic  vote”  will rise up against Obama in the fall. That analysis assumes that all   Catholics vote according to their Church’s dictates, which is absurd,   especially in this case. If nearly all Catholics use birth control, why  on  earth would they vote against a president who tried to make access  to birth  control easier? Those who are that upset about contraception  weren’t planning  to vote for this president, anyway.

There will be more social issues raised during this  election year,  especially after the GOP nomination is sealed. But the  contraception  debate is a phony one.
