“There’s A Larger Story”: Why Won’t The Press Put U.S. Gun Violence In Context?

Another unfolding American gun massacre has produced an avalanche news coverage, but it’s coverage that continues to omit crucial context about gun violence and the rash of often public shooting sprees that plague the country. It’s a troubling journalism trend, and one that seems to be getting worse. As America recoils from new shootings, the news media are casting the gun horrors in less context, not more.

It’s true that the press is moving away from presenting shooting sprees as isolated incidents. The coverage of the Sandy Hook elementary school massacre in Newtown, Conn., has been rich with references to the Aurora, Colo., movie theater massacre from this summer. Then again, how can reporters not connect the dots from those two rampages to a sweeping cultural and criminal problem, and one that continues to worsen and extends to all corners of the country.

But simply acknowledging the deadly trend doesn’t mean the news media are providing much-needed context. For instance, each year roughly 30,000 Americans die from gun violence. By comparison, since the invasion of Iraq in 2003, approximately 4,300 Americans have died in that conflict.

As Forbes’ Rob Waters noted, from the period between 2000 to 2009, “If you exclude natural causes of death and consider only deaths caused by injury, [gun violence] is the second-leading cause of death over that time span; only car accidents (417,000) killed more people.” And according to Bloomberg News, the number of Americans killed by guns will soon exceed the yearly number of auto fatalities, as auto-related deaths are falling and gun fatalities are rising.

To understand the larger story of gun violence in America, people have to understand the context. People have to be aware of the 30,000 figure. They ought to know, for instance, that in the week since Newtown, an estimated 500 Americans have died from gunfire, and more than 1,200 have been wounded. They ought to know that just since the Sand Hook School massacre, approximately 50 more American children and teens have died from gunfire.

If we don’t understand the saturation status we’re not going to understand the steady stream of public shooting sprees.

But news consumers aren’t getting that information from the media – at least not in the wake of the Newtown tragedy.

Very few mentions of the 30,000 statistic have appeared in newspaper articles or on television segments about the Connecticut massacre. In fact, a Nexis search uncovers only two major newspaper news articles that referenced that key figure in the last week, one in the San Francisco Chronicle, on December 18, and one in the Hartford Courant December 19. (The Cleveland Plain Dealer, Tampa Tribune and Indianapolis Star published references to the 30,000-death statistic in opinion pieces about the Newtown killings.)

On television, the references were just as rare: I found only four. One each on PBS, CNN, NBC and MSNBC.

It’s possible that a handful of additional newspaper news accounts and television discussions mentioned the fact that approximately 30,000 people die from gunfire every year. (Nexis transcripts don’t capture every cable news segment.) But given the extraordinary amount of coverage of the Newtown shooting, the press had ample opportunities to highlight the 30,000 number. But these findings indicate that the references were quite scarce. In fact, they were even scarcer than when I urged the press to include crucial gun death context following the Aurora gun massacre in July.

Other key points that have been largely ignored in the Newtown coverage:

•There are huge economic costs associated with gun violence. For example, firearm-related deaths and injuries resulted in medical and lost of productivity expenses of about $32 billion in the U.S., according to most recently available data.

•Gun violence is among the leading causes of premature death in the U.S.

•Among the world’s 23 wealthiest countries, 87 percent of all kids killed by guns are American kids.

The point here isn’t to simply to wallow in a grim statistics. It’s to illustrate how little context is included in the so-called ‘gun debate’ in this country. And especially the so-called gun debate that takes place in the media.

If that conversation is really going to happen it’s imperative Americans understand what’s at the center of the topic, and that sadly, this crisis extends far beyond Newtown.

“For Those Of Us Who Remain”: Here Is Where We Start On A National Gun Policy

In the wake of Friday’s gruesome tragedy, in which a presumably mentally ill shooter killed 26 Americans in an elementary school in Newtown, Connecticut—including 20 children between the ages of six and seven—it has never been more evident that our nation’s gun laws are in desperate need of reform.Thanks to years of relentless propaganda by the National Rifle Association (NRA) the American people no longer care much for the phrase “gun control,” but they do support specific policy proposals in overwhelming numbers. For example, swing-state exit-polling data from the 2012 election indicates that 90 percent of gun owners support requiring background checks on all gun sales, including private sales. Republican pollster Frank Luntz has conducted additional surveys showing broad support for common-sense gun laws even among NRA members.

This does not mean that the road to better gun policy is going to be easy, but it does suggest that progress can be made, particularly after President Obama’s inspiring remarks last night, in which he promised to use the full power of his office to ensure that mass shootings like Newtown do not occur again.

There is no doubt we need broad changes to our nation’s gun laws. Here are three ways to start reforming our policy.

First, every purchaser of a firearm should be subject to a background check through the FBI’s National Instant Criminal Background Check System (NICS). Currently, an estimated 40 percent of guns sales are made by private individuals (at gun shows, over the Internet, through classified advertisements, etc.) who have no legal duty to subject purchasers to background checks or maintain records of sale. What is the purpose of having a NICS database with millions of disqualifying records if prohibited purchasers can simply circumvent the system? It would be the equivalent of having optional security screening at our airports, with a second line for folks who simply wish to bypass the scanners. In this Information Age, NICS checks are typically completed in a matter of minutes, and they can be administered by any one of the nation’s more than 50,000 federally licensed firearm dealers.

Second, while it is important to understand that the vast majority of those who suffer from mental illness will never be dangerous, a more effective approach to preventing persons that are a danger to themselves or others from acquiring firearms is needed. Under current law, only individuals who have been involuntarily committed to a psychiatric institution or formally adjudicated as “mental defectives” (the law was written in 1968) are prohibited from buying firearms. This standard tells us little about who might be dangerous and allows people to acquire firearms who should never get close to a gun. Keep in mind, too, that firearms are used in half of all completed suicides in the U.S. It is time to bring mental-health providers, law-enforcement officials, and other experts to the table to see if there are new or additional criteria that will more fairly balance privacy and public safety concerns.

For instance, Indiana allows law enforcement to remove firearms from someone that they suspect may be a danger to themselves or others and a court will evaluate the situation in 14 days. California requires that a person subject to a 72-hour psychological hold because there is probable cause to believe the person is a danger to self or others be prevented from purchasing or possessing a firearm for five years unless the person can prove his or her competency.

Third, we need to renew the federal ban on assault weapons and high-capacity ammunition magazines. The ban expired at the end of 2004 and, according to an extensive analysis of mass shootings by Mother Jones, such events have increased in frequency since that time. Regarding the Bushmaster rifle used in the Sandy Hook shooting, while Connecticut does ban certain assault weapons, the breadth of the law falls far short of a state like California, where that rifle would have been strictly prohibited. California should be the model for a new federal law. There is no need for a weapon designed for battlefield use and easily outfitted with magazines holding up to 100 rounds of ammunition to be legally available in our neighborhoods.

Despite the conventional wisdom, I would argue that the National Rifle Association is not a significant obstacle to these reforms. The political equation had changed on guns. As this publication’s own Paul Waldman has shown, the NRA’s ability to affect elections cycles is minimal and it should be completely evident to any student of politics that the NRA got its butt kicked in the 2012 cycle, in which it went “all in.” They were unable to defeat President Obama; lost seven of eight Senate races where they spent more than $100,000; and endorsed 17 of the 30 House incumbents who were defeated. In addition, NRA lackeys in Congress now have a well-funded opponent in New York City Mayor Michael Bloomberg, whose new Independence USA PAC managed to knock off a handful of NRA-supported candidates.

The policies I have recommended will take time to work and they won’t stop every gun death (nor could any policy), but they certainly would put us on a path to a safer society. With our president now leading the way, it is time to stop making our children pay the ultimate price for our nation’s immoral gun laws.

Bad News For Americans Who Eat Food

In December, Americans who eat food received some very good news. A sweeping overhaul of the nation’s food-safety system, approved by both chambers with large, bipartisan majorities, cleared Congress, and was quickly signed into law by President Obama.

The long-overdue law expands the FDA’s ability to recall tainted foods, increases inspections, demands accountability from food companies, and oversees farming — all in the hopes of cracking down on unsafe food before consumers get sick. This was the first time Congress has approved an overhaul of food-safety laws in more than 70 years.

That’s the good news. The bad news is, the Republican-led House is fighting to gut the law.

Budget cuts proposed by House Republicans to the Food and Drug Administration would undermine the agency’s ability to carry out a historic food-safety law passed by Congress just five months ago, food safety advocates say. […]

To carry out the new law, President Obama is seeking $955 million for food safety at the FDA in the fiscal year that starts Oct. 1.

Last week, the House Appropriations subcommittee that oversees the FDA pared back that amount to $750 million, which is $87 million less than the figure the agency is currently receiving for food safety.

“This subcommittee has begun making some of the tough choices necessary to right the ship,” said Chairman Jack Kingston, (R-Ga.).The full committee was scheduled to vote on the proposed cuts Tuesday, and the budget proposal was expected to pass.

Republicans on the House Appropriations Committee approved the cuts yesterday, which are severe enough to prevent the FDA from implementing the new law. Erik Olson, director of food and consumer product safety programs at the Pew Health Group, part of a coalition of public health advocates and food makers, said this week, “These cuts could seriously harm our ability to protect the food supply.”

Boy, those midterm elections really set the country on the right path, didn’t they?

It’s also worth appreciating the fact that these cuts to food safety were made in the name of fiscal responsibility, but it’s a classic example of being penny wise and pound foolish. Indeed, cutting funding on food safety is likely to cost us more money, not less.

I realize this may seem counter-intuitive. I can even imagine some Fox News personality telling viewers, “Those wacky liberals think it costs money to cut spending! What fools!”

But this just requires a little bit of thought. When we cut spending on food safety, we save a little money on inspection, but end up paying a lot of money on health care costs when consumers get sick.

The GOP approach is misguided as a matter of public health, public safety, and budgeting.
