“The Narrow Definition Of Socialism Was Always Wrong”: What “Socialism” Means To Bernie Sanders, Hillary Clinton — And You
Once upon a time, socialists running for president in the United States had to explain that while they had no chance of actually winning an election, their campaigns were aimed at “educating” voters — about socialism.
As a successful politician twice elected to the U.S. Senate and showing very respectable numbers in most presidential primary polls, Bernie Sanders needs no such excuse. He assures voters that he is running to win and there is no reason to doubt him. But win or lose, his campaign nevertheless is proving highly educational for Americans perpetually perplexed by the meaning of “socialism.” Or as Sanders sometimes specifies, “democratic socialism,” or the even milder “social democracy.”
Since the advent of the Cold War and even before then, the multifarious meanings of the S-word were hidden behind the ideological and cultural defenses erected against communism. The Soviet dictatorship and its satellites claimed their authoritarian way was the only true socialism – and conservatives in the West seized that self-serving claim to crush arguments for social justice and progressive governance. American politicians of both parties embraced the blurring of socialism with communism.
But that narrow definition of socialism was always wrong. To accept it meant to ignore fundamental realities, both contemporary and historical – such as the bolstering of the Western alliance by European democracies that called themselves “socialist” or social democratic, all of which had adopted programs, such as universal health care, denounced by American politicians as steps on the road to Communist serfdom. Decades later, of course, those same countries – including all of Scandinavia, France, Germany, the United Kingdom – remain democratic, free, and open to enterprise.
As for the United States, Sanders might recall that this country once had a thriving Socialist Party, which elected mayors in cities like Milwaukee and even sent two of its leaders, Milwaukee’s Victor Berger and New York’s Meyer London, to Congress. Their movement enjoyed not only electoral victories but a strong record of municipal reform and reconstruction. They built sewers to clean up industry’s legacy of pollution; they built public housing; they ensured delivery of publicly owned, affordable water and power; and they cleaned up local government.
Between the triumph of the New Deal and the devastation of McCarthyism, the political space for American socialism virtually vanished. Before they were relegated to the margins, however, the socialists strongly influenced the direction of American social policy.
Long after the various socialist parties had faded, their heirs continued to serve as the nation’s most insistent advocates for reform and justice. Socialists (and yes, communists), were among the leading figures in the civil rights, labor, and women’s movements. It was a remarkable 1962 book by the late, great democratic socialist Michael Harrington, The Other America, that inspired President Kennedy and his brothers to draw attention to the continuing shame of poverty in the world’s richest nation. When Ronald Reagan warned in 1965 that Medicare was a hallmark of “socialism,” he wasn’t too far from the mark – except that 50 years later, the popular program has liberated older Americans, not enslaved them.
Now Bernie Sanders has taken up the old banner in a political atmosphere where more voters – and especially younger voters — are receptive to calm debate instead of hysterical redbaiting.
Certainly Hillary Clinton, whatever her view of Sanders’ ideology, understands social democracy: When her husband was president, the democratically elected socialist leaders of Western Europe were his closest international allies. In her first book, It Takes A Village, she highlighted many of the same social benefits in France, Germany, and the Scandinavian countries that Sanders advocates today.
So Clinton knows very well that “socialism,” as her primary rival uses that term, is no frighteningly alien worldview, but merely another set of ideas for organizing society to protect and uplift every human being.
It is long past time for the rest of the American electorate to learn that, too.

“Ceding To The Language Of Reform”: The Senate’s Bipartisan Criminal Justice Reform Bill Only Tackles Half The Problem
Determination to “do something” about the issue of mass incarceration has, at last, moved from the academic and activist worlds into the halls of Congress: At the beginning of October, a bipartisan coalition of Senators, including Chuck Grassley, Dick Durbin, Cory Booker, John Cornyn, and Tim Scott, unveiled a criminal-justice-reform plan. Whether that “something” they’re doing is commensurate to the scale of the problem, though, depends on the terms of the debate.
So far, the growing cost of imprisonment and the injustice of long prison sentences for nonviolent offenders have been the centerpieces of conversations about reform. But if that is all the criminal-justice reformers focus on, the “something” that gets done about the United States’ prison problem will fail to address the root causes of the explosion in the incarcerated population that has occurred over the past 40 years.
The Sentencing Reform and Corrections Act, as it is currently known, reduces mandatory minimum sentences for some nonviolent drug offenders, replaces life sentences for “three strikes” violations with 25 years, provides judges more discretion in sentencing low-level drug offenders, mostly ends solitary confinement for juveniles, and funds reentry programs, among other reforms. The bill is expected to pass in the Senate, be supported in the House (which introduced its own reform bill earlier this year), and ultimately be signed into law by President Obama.
In the immediate future, it will mean shorter sentences for some nonviolent drug offenders in federal prison; when applied retroactively, it will lead to the release of others. The prison population will shrink slightly, and the federal government will save a bit of money. But the United States will remain free to continue locking away millions of people.
Many reform advocates have praised the Senate proposal, and understandably so. Organizing around prisons and incarcerated people—those written off as the dregs of society—is tough, and any win is a welcome one, particularly one that will directly benefit people currently serving unjust sentences. “I spent 12 years behind bars because of mandatory minimum sentences in New York,” Tony Papa of Drug Policy Alliance said in a statement, “and I’ve been fighting to end them since my release in 1996. I’m proud to say DPA worked with members of Congress to reach this…historic deal. It’s a great step in the right direction.”
“But,” he added, “we must remember it is just a step.” These changes only affect federal sentencing guidelines and don’t end mandatory minimums (in fact, the bill imposes new minimums, on certain crimes related to domestic violence and gun possession or sale linked to terrorist activity). Despite such moderate reforms, it is being hailed as “historic,” “major,” and a “game changer.” Why? Because a true agenda for change has been ceded to the language of reform. The debate started and has effectively ended without considering the injustice of the very existence of prisons. We never considered abolition.
In a reply to Ta-Nehisi Coates’s Atlantic cover story “The Black Family in the Age of Mass Incarceration,” political scientist Marie Gottschalk calls for a “third Reconstruction.” She argues that any plan to reduce the prison population cannot focus only on those already incarcerated, but must include a massive investment program to ameliorate the conditions that produce the violence that leads to arrest and imprisonment. “If the US is serious about reducing high levels of concentrated violence,” Gottschalk writes, “then addressing the country’s high levels of inequality and concentrated poverty should become a top priority, not a public-policy afterthought.”
Gottschalk is using language that will be familiar to longtime Nation readers. It was at the onset of Bill Clinton’s presidency that historian Eric Foner made the case in these pages for a “third Reconstruction” to repair the damage of done during the Reagan/Bush era. The Reconstruction, of course, is the period after the end of the Civil War, when federal investment and military protection made it possible for the formerly enslaved to relocate, vote, run for office, start their own businesses, and begin the building of thriving communities. The second Reconstruction is considered to be the fruit of the civil-rights movement, which ended legalized segregation, implemented federal protections to ensure the right to vote, and led to the passage of the Fair Housing Act. Gottschalk sees room to invest in the sort of programs that would drastically reduce the crimes used as a pretext for mass incarceration. To her, the “only legitimate long-term solution to the crime crisis is another Reconstruction.”
But the language of “reconstruction” can’t be employed without considering what preceded it—abolition. We abolished the institution of slavery. We abolished legalized segregation. If we want a third Reconstruction to take place, the abolition of prisons should be on the table.
Abolition makes sense, though, only if we see prisons as a site of injustice in and of themselves. And they are—not only because of the violence of rape and murder that exists within prison walls, the psychological damage, the lack of educational opportunities, and the denial of due process that locks up innocent people. Prison is the means by which we tell ourselves we are dealing with our societal ills, but only creating more. Prison makes us lazy thinkers, hungry for revenge instead of justice. Prison is a violent representation of our failure to fight inequality at all levels. In abolishing prison, we force ourselves to answer the difficult question: How do we provide safety and security for all people?
Abolition will not win right now. But an abolitionist framework for crafting reforms would lead to more substantial changes in the US prison system. An abolitionist framework makes us consider not only reducing mandatory minimums but eliminating them altogether. An abolitionist framework would call for us to decriminalize possession and sale of drugs. Abolition would end the death penalty and life sentences, and push the maximum number of years that can be served for any offense down to ten years, at most.
With these reforms in place, we as a society would have a huge incentive to rehabilitate those in prison, and we would ensure the incarcerated are capable of socialization when they are released. And without being able to depend on prison as a site of retribution, we would have to find new ways to address things like gender-based violence, sexual assault, and domestic violence. And we could then start making the kinds of investments in alleviating poverty that Gottschalk calls for.
But we can’t do that so long as prison exists as a fail-safe. Abolition may not win today, but neither did it win when it was first introduced as solution for slavery or segregation. So long as we allow the terms of the debate to be shaped by what is politically possible, we’ll only ever be taking tiny steps and calling them major.

“Why The GOP Is The True Party Of ‘Free Stuff'”: Bush’s Logrolling Directs Almost All The Benefits To People Who Don’t Need It
While other candidates are a lot crazier, Jeb Bush is clearly the most fumble-brained option in the presidential race. He can’t seem to string two words together without committing a grievous political faux pas. Whether it was his call for “phasing out” Medicare, or his scorn for women’s health issues, or his claim that Asians are the real anchor babies, he’s got a serious case of foot-in-mouth disease.
Now he’s out with a fresh clunker, this time about how Republicans, unlike Democrats, won’t try to lure black voters with “free stuff.” Primary voting is months away, and already Bush is flirting with language that may have lost Mitt Romney the election.
Bush’s argument — that Democrats cynically use welfare to buy black votes and thereby trap them in a cycle of dependency — is seriously mistaken, as well as deeply hypocritical. But a more fundamental mistake is the picture of government Bush envisions. Put simply, handing out “free stuff” of one sort or another is perhaps the most important job governments can do.
First, let’s tackle why black people vote Democratic. I think the answer can be illustrated best in two words: Strom Thurmond. He was a South Carolina Democrat when he broke the record for the longest Senate filibuster ever trying to stop the 1957 Civil Rights Act. But after a much more aggressive civil rights bill passed in 1964, he switched parties, eventually followed by most of the other Dixiecrats. As Philip Bump demonstrates, blacks unsurprisingly did the opposite at the same time, shifting very heavily towards the Democratic Party.
In other words, government benefits play, at best, an incidental role in black support for the Democrats. Republicans today are not segregationists, but they are the inheritors of a legacy of outright white supremacy. Thurmond was in the Senate until 2003. At his 100th birthday party in 2002, then-Senate Majority Leader Trent Lott (R-Miss.) praised Thurmond’s 1948 run for president under a third party apartheid ticket. (Lott later resigned as leader after his comments were made public.) Democrats have not been the finest stewards of black fortunes, but it’s pretty obvious that they’re better than the alternative.
That brings me to the hypocrisy. While Democrats support social benefits in a wishy-washy way, conservatives are absolutely obsessed with directing huge monetary benefits to their favored constituencies — namely, the rich.
George W. Bush’s tax cuts were violently skewed towards the wealthy — over 73 percent of the benefits went to the top income quintile, and fully 30 percent to 1 percenters alone. Jeb Bush aims to pull the same trick, proposing another corpulent set of tax breaks — only this time, over half of the benefits would accrue to the top 1 percent alone. You can’t win an election solely with the support of billionaires, of course, but Bush and his allies have also already raised over $120 million. Not, one suspects, a coincidence.
Overall, welfare benefits for the top income quintile — largely a result of conservative policymaking — cost roughly $355 billion yearly. Meanwhile, what passes for new policy in Republican circles — a child tax credit — is a government benefit for middle- and upper-class parents that carefully and deliberately excludes the poor.
But it would be a mistake to stop here. Good government types often rail against the blatant cronyism of Bush family politics — i.e., you give me hundreds of millions of dollars for my presidential campaign, and I’ll cut the capital gains tax so you can better loot your company — but making good policy isn’t as simple as being against patronage in general. As Francis Fukuyama points out in Political Order and Political Decay, Boss Tweed-style patronage politics can also be a first step towards an efficient, decent modern state. There is no bright line between handing out jobs to one’s ethnic community in return for votes, and constructing a modern bureaucracy that provides universal social benefits like clean air and water, low crime, a safety net, and so forth.
For what are governments good for, if not providing universal security and prosperity for as many citizens as possible? Even in a jalopy country like the U.S., the vast majority of state activity is dedicated towards this end, at least ostensibly. The military, to defend the nation; Social Security, to provide for the retired and disabled; Medicare, Medicaid, and ObamaCare, to provide universal access to health care; various safety net programs like food stamps and the Earned Income Tax Credit, to keep people from destitution — these together, plus interest on the national debt, account for 84 percent of direct federal spending. Many of these could be improved, or are badly misused, but that’s their bedrock ideological justification. Other nations with better versions of similar policies show that universal high-quality health care and an end to poverty are easily within our grasp.
So the problem with Bush’s logrolling — and Republican policy in general — is mainly that it directs almost all the benefits to people who don’t need it.

“Francis Prods Congress’ Conscience”: We Can Find No Social Or Moral Justification, No Justification Whatsoever, For Lack Of Housing
Wouldn’t it be grand if Pope Francis could be a recurring visitor to the U.S. Congress, a sort of spiritual superintendent who occasionally drops in to chide, cajole, and mostly just remind our legislators when their actions don’t promote the common good? What kind of country would we become?
Watching as the pontiff stepped away from the podium after his electrifying speech to Congress, I wanted the effect to stick. I wanted to see Democrats and Republicans get off their high horses and cooperate on restoring the health and prosperity of the nation. I wanted our elected officials to stop acting merely as the “political class” and instead legislate as men and women of conscience.
I know I’m not alone. A lot of reasonable people in this country wish the pope’s short visit would usher in such an era.
But with his visit to Capitol Hill complete, the pope drove off in his little Fiat, en route to greet the people nearest his heart: the poor and homeless. At St. Patrick’s Catholic Church in Washington, he spoke to and looked in the faces of the least among us at a Catholic Charities free lunch for more than 200. It was a sharp contrast to his prior errand. And yet there is a role for government at this table, too.
“Why are we homeless?” Francis asked. “Why don’t we have housing? These are questions which many of you may ask daily.”
Then, he added, “We can find no social or moral justification, no justification whatsoever, for lack of housing.”
Is that clear enough for you? There is no justification whatsoever, and yet homelessness persists — thrives, actually — in this rich and powerful nation. Why?
Unwind the life of virtually any homeless man, woman or child and you may see personal failure or family failure. More likely you will see challenges that people can’t handle by themselves: mental illness, domestic violence, catastrophic job loss, poverty. No one sets out in life wanting to be homeless. No one should be trapped in homelessness, even as a consequence of poor choices.
That they continue to be is an indictment of a society that sanctions discarding — a word Francis often uses — those it finds inconvenient.
It’s also a failure of government. Just as you can track the problems along a person’s road to homelessness, you can track policy maker’s failure — or is it refusal? — to respond. The story of homelessness is a story of policy failure: shortfalls in vision and funding of public education, investment in neighborhoods, job training, access to healthcare (especially mental), affordable treatment for addictions of alcohol and drugs, and treatment for PTSD-afflicted veterans after they fight our wars.
Those are all issues that Congress has an impact on, for better or worse.
The pope’s arrival in the U.S. overshadowed a national headline on homelessness out of Los Angeles. City leaders declared a “state of emergency” because the number of homeless people setting up encampments has grown to an estimated 26,000.
In other words, the homeless have become too numerous to ignore.
So an announcement was made that $100 million would be shoveled at programs, which not surprisingly have yet to be FULLY outlined. That’s because there are no easy answers.
The skyrocketing costs of housing, and the lack of affordable options, are significant factors in why homelessness has grown by 12 percent in Los Angeles in the past two years. But affordable housing is an issue in virtually every American city.
The uneven way the economy is recovering from the recession is another complicating factor. Congress and the president approved bailouts and other deals for some, but that didn’t benefit everyone in the long run. How the U.S. rebuilds its economy will determine who and how many land on our streets in the future.
A central moral teaching of virtually every faith is the responsibility to feed the poor. Yet charity alone is not a solution. We have an obligation as a society, through the policies of our governments, to create the conditions and opportunities for all to house, feed and clothe themselves and their families.
Any honest assessment of homelessness apportions blame and responsibility in many directions. Like the stalemates of Congress, homelessness didn’t begin recently, and it continues through inaction or misdirected action from many, many quarters.
Day by day, struggle by struggle, people fall into being homeless through their own faults and from circumstances they did not create.
There but for the grace of God goes each of us.

“Ideology Standing In The Way”: How To Get Sicker, Die Sooner, And Pay More For It
It is painful that five years after passage of the Affordable Care Act, 19 states still have not taken advantage of its option to expand Medicaid. It becomes more so with each new report on the deeply flawed U.S. health system.
The latest, from the National Academy of Sciences, finds that rich people live about 13 years longer than poor people. The researchers note that consequently, rich people end up getting the lion’s share of Social Security benefits. Such inequity should be attacked at its root. At the very least, we could use available tools to help low-income people get health insurance.
The NAS report is far from the first to highlight problems in our approach and results. The Commonwealth Fund last year examined health systems in 11 western industrialized nations. For the fourth time in a decade, the United States system placed first in cost and last in what it delivers. Our system is less fair, less efficient, makes us less healthy and gives us shorter lives. All that for an average of $8,508 per person, way more than second-place Norway at $5,669. In case you were wondering, Britain’s socialized National Health Service was No. 1 at less than half the U.S. cost.
That information landed just as Allan Detsky published a New Yorker analysis of two 2013 reports on global health systems by the Organization for Economic Cooperation and Development and the National Institutes of Health. The study of the 34 OECD countries found an alarming trend: The United States ranked 20th for life expectancy at birth in 1990 and fell to 27th in 2010. On a measure combining level of health and length of life, we plunged from 14th to 26th.
The NIH report by the federal Institute of Medicine found that Americans fared worse than people in 16 “peer” countries in nine areas: infant mortality, injuries and homicides, teen pregnancy, HIV and AIDS, drug-related deaths, obesity and diabetes, heart disease, chronic lung disease, and disability. Why? The authors cite a larger uninsured population than peer countries, worse health habits, more poverty, and more neighborhoods designed to require automobiles.
We have gained a few new tools since some of those studies were done. Some, such as Michelle Obama’s “Let’s Move” initiative and money for electronic medical records in the stimulus law, are nudging us slowly in a better direction. Among the most significant advances are the ACA’s new marketplaces (where individuals can buy insurance regardless of their health status) and the law’s expansion of Medicaid (even though the Supreme Court transformed it into an option that states could take or leave).
The Medicaid expansion is designed for people who make too much to qualify for traditional Medicaid but too little to afford even subsidized private insurance plans. In states that have rejected the expansion, nearly 4 million people are stuck in an absurd coverage gap. That’s even though the federal government is footing the entire bill for the additional enrollees until 2016 and will pay at least 90 percent for them after that.
If we’re already spending a huge amount on health care, why should we sink more into it? It’s a good question — yet we might not have to spend more if we were spending more wisely. We could start by slashing our astonishing medical pricing. It costs more than eight times as much for an MRI here as in Switzerland, a typical example from a study of nine countries released last year by the International Federation of Health Plans. Just this month, The New York Times reported on a 62-year-old drug that went from $13.50 to $750 per tablet overnight.
How can we get a grip on costs? In part by getting a grip on politics. Medicare, overcoming “death panels” alarmism, recently announced it will reimburse doctors for discussing end-of-life choices with patients. That may lead to a decline in expensive, painful and futile treatments. Next, we should lift bans on research into gun violence, the better to reduce shootings and their public health costs.
Ideology is standing in the way on guns, as it is in the 19 states refusing so far to expand Medicaid. The struggles of purple-state Virginia have been among the most epic. Democratic Gov. Terry McAuliffe has been repeatedly thwarted by Republican lawmakers in his push to expand Medicaid. Last year, a disloyal Democratic lawmaker resigned and threw the state Senate into GOP hands. This year Democrats are trying to win back the chamber and, along with it, the slim chance of a Medicaid deal. In the meantime, some 350,000 Virginians are stranded in the coverage gap.
And this, dear readers, is how you get to be last place in the developed world.
