“Stuck With Each Other”: The Religious Right Can’t Get Away From The GOP, And The GOP Can’t Get Rid Of The Religious Right
Imagine you’re a religious right activist, used to being a serious player within the Republican party, the kind of person candidates court and party chieftains huddle with. You’ve done well at making sure that just about every politician in your party has the right position on your issues. You may not always get everything you want as quickly as you want, but you know that you don’t have to waste energy fighting rear-guard actions within the GOP.
But then bad things start to happen. We spend a couple of years talking about nothing but the economy and budgets, ignoring your favorite issues, and some in the party suggest that the real culture war isn’t your culture war, it’s an economic one. A couple of your favorite candidates get a little too candid with their views on rape, and end up losing at the polls, leading some influential strategists to suggest that the party needs to shift its focus away from your issues. Then one of your party’s senators comes out in support of same-sex marriage, and even though it’s only one senator, all the pundits agree that he won’t be the last, and it’s only a matter of time before your party abandons its insistence on “traditional” marriage entirely. Then some party bigwigs come out with a report on how the GOP can win future elections, and it says nothing about you and your issues. There’s talk about how libertarian the party should become and how it can appeal to minority groups, young people, and women, but all that makes you feel pretty left out.
As McKay Coppins reports, that’s leaving religious right activists more than a little peeved. But he puts his finger on a big reason that some in the party feel free to encourage a move in a leftward direction:
If Republican officials feel confident that they can soften the party’s stance on social issues without any real risk of losing their religious base, it may be because the Christian right hasn’t presented a united front in nearly a decade. Not since 2004, when Evangelicals swarmed to the ballot to support a marriage amendment in Ohio, and re-elect George W. Bush, have those voters managed to coalesce around a winning presidential candidate.
In the 2008 Republican primaries, they were split between a culture-warring Mitt Romney and the insurgent Baptist minister Mike Huckabee, and neither won. Then, in 2012, conservative Evangelicals vacillated between a bevy of Republican candidates, allowing the well-financed Mormon guy — who had dropped the social agenda rhetoric and was now just talking math — to navigate his way around them and grab hold of the nomination.
You can get a religious right leader to threaten that his people will stop voting unless they get what they want, but nobody believes that. There’s no question that the religious right is still a core part of the Republican coalition, but the problem they face is that national Republican leaders aren’t afraid of them anymore, or at least those leaders are less afraid of them than they are afraid of continuing to alienate young people and minorities.
That isn’t to say, though, that the religious right won’t continue to wield great influence. Just as they don’t have the ability to move en masse, the party leadership can’t just snap its fingers and change the party’s image. A national party is made up of thousands of people with their own agendas and ideas. Karl Rove can say, “No more Todd Akins,” but that doesn’t mean there won’t be more Todd Akins, spouting off retrograde ideas and getting lots of attention for them, because there probably will. Reince Priebus can say, “Let’s chill with the anti-gay stuff,” but that won’t stop Rick Santorum from running for president again if he wants to. The party can try to move away from the religious right, but the religious right is woven so tightly into the party at every level that it will be almost impossible to do.

“Change Even They Don’t Believe In”: The Republican Party Has Neither The Strength Nor Will To Make The Transformation It Needs.
If you follow national politics at all, you’re familiar with the Republican Party’s current predicament. Not only has the party lost the popular vote in four of the last five presidential elections, but the public turned against the GOP in two consecutive wave elections: 2006 and 2008. The Republican Party’s veto power in Congress and its substantive power in the states has everything to do with the Tea Party rebellion of 2010, which—in light of last year’s elections—looks more and more like an aberration. It’s unpopular with a wide swath of Americans, and is associated in many minds with virulent strains of homophobia, nativism, sexism, and racial prejudice.
In an effort to change perceptions and win new voters, national GOP officials have embarked on a plan of recovery and reform. The Republican National Committee commissioned an in-depth look at the party’s challenges, in order to craft and chart a new path for the party and its candidates. The RNC released its report this morning, and at a hundred pages—the product of contacts and interviews with 52,000 voters, party consultants, and elected officials—it’s a hefty document. More importantly, as NBC News notes, “it calls for drastic changes to almost every major element of the modern Republican Party.”
The GOP wants to shift from the “Grand Old Party” to the “Growth and Opportunity Party,” and to reach that goal, it makes several prescriptions, including increased outreach to women, young voters, and minorities, with a particular focus on Latinos. “We are not a policy committee, but among the steps Republicans take in the Hispanic community and beyond, we must embrace and champion comprehensive immigration reform,” says the report, “If we do not, our Party’s appeal will continue to shrink to its core constituencies only.”
The report asks Republicans to back away from their hardline approach to same-sex marriage—“If our Party is not welcoming and inclusive, young people and increasingly other voters will continue to tune us out”—to better appeal to the economic aspirations of ordinary people—“Instead of connecting with voters’ concerns, we too often sound like bookkeepers”—to improve their relationship with women and promote more women candidates—“Republicans need to make a better effort at listening to female voters”—and to make serious inroads into nonwhite communities—“If we want ethnic minority voters to support Republicans, we have to engage them, and show our sincerity.”
There’s much, much more than this, but as an outline, it looks good. Republicans are saying (some of) the right things, and hopefully, they’ll begin to make the right moves. But it will take great effort to build a culture of respect toward voters who don’t normally support the GOP, and in the meantime, national party leaders will have to deal with the fact that they can’t control all Republicans at all times. Indeed, a large chunk of the party isn’t even theirs to control. American political parties are large and amorphous, with only an appearance of hierarchy. The Democratic Party of Virginia is a different beast than the Democratic Party of Florida, despite their occasionally shared goals. Moreover, national party leaders have no real control over how voters interact with local and state parties—the Democratic National Committee can’t set guidelines for state legislators and local officials.
The RNC’s reform agenda might help as it tries to rebuild its national reputation, but the GOP is still at the mercy of its more anonymous representatives: The South Carolina lawmaker who admits “It is good politics to oppose the black guy in the White House right now, especially for the Republican Party”; the Florida Lieutenant Governor who resigns after allegations of rampant corruption; the Texas Republican who accuses Planned Parenthood of tricking teens into sex and then profiting on their abortions; and the legislatures around the country that have limited reproductive rights, selectively imposed voter identification requirements, and slashed spending on the poor and vulnerable.
On its own, this doesn’t necessarily harm the GOP brand—politicians aren’t known for their cool thinking or general competence—but when combined with a national party that shows similar traits and holds similar views, it’s disastrous. The RNC’s inventory of the GOP is a good first step in trying to fix this problem by changing the Republican Party’s culture to fit the concerns of a broader swath of Americans.
At the same time, it’s hard to see how this will work—at all—without a similar change in policy. Americans haven’t just rejected the Republican Party because it’s unfriendly and unwelcoming—they’ve rejected it because it doesn’t seem to offer solutions to the nation’s problems. There needs to be something after “Repeal Obamacare,” and Republicans don’t seem to have it. And while they can try to build it, that kind of change is incredibly hard to execute. Given the GOP’s constituency—older white Americans—and its continued commitment to unsuccessful anti-government policies, it’s hard to imagine the Republican Party has either the strength or will to make the genuine transformation it needs.

“Dictatorship Vs Democracy”: Republicans Are Trying To Exercise Powers That Do Not Rightly Belong To Them
Readers familiar with my work know that one of my favorite quotes about the nature of politics, and democracies in particular, comes from Walter Lippmann’s Essays in the Public Philosophy, where the preeminent American journalist of the 20th century tried in 1955 to diagnose why fascism and other forms of dictatorship took root in democratic Europe in the early decades of the last century.
It is possible to govern a great state without giving the masses of people full representation, writes Lippmann. “But it is not possible to go on for long without a government which can and does in fact govern.”
If, because of gridlock, stalemate, partisanship and implacable polarization people find “they must choose whether they will be represented in an assembly which is incompetent to govern, or whether they will be governed without being represented, there is no doubt at all as to how the issue will be decided,” writes Lippmann. “They will choose authority, which promises to be paternal, in preference to freedom which threatens to be fratricidal.”
Because the truth is, says Lippmann, large communities cannot do without being governed. “No ideal of freedom and of democracy will long be allowed to stand in the way of their being governed.”
The standoff between President Obama and the Republican hardliners over the sequester is not, at the end of the day, about taxes and spending.
It is, rather, about whether America can remain a viable democracy in which the country is able to move forward with a program once that program has been put to a vote — as President Obama’s plan of a balance between spending cuts and tax hikes was in the last election — or whether a determined minority supported by little more than 20% of the public will still be able to leverage tools that were crafted two centuries before to arm the minority against majority “tyranny” in order to dictate surrender terms to that majority by holding the nation’s government and economy hostage.
Republicans who insist that President Obama show “leadership” in this crisis by “capitulating” to their political demands are engaging in the same cynical wordplay for which the GOP has become famous. For like those who said the only way to save the village was to destroy it, Republicans say the President must save the nation from the “devastating” consequences of $85 billion in budget cuts by cutting another $85 billion from the budget — only not from defense and without new taxes, which are “off the table.”
But the darker side of these calls for executive action to overcome legislative gridlock is the one that Walter Lippmann understood so well decades ago. It’s one the President referred to obliquely in his press conference when he reminded reporters who wanted to know why he did not just “do something” to end the standoff that presidents under our Constitution are not “dictators” (Obama used that word) who can dispatch the Secret Service like a Praetorian Guard to prevent legislators from catching their planes or forcing these duly-elected, if recalcitrant, democratic leaders to do a thing once they’ve made up their minds not to.
It does not take a genius — or unhinged conspiracy theorist – to imagine that one strategy a right wing authoritarian movement might employ to concentrate political power in the hands of a few would be to: First, allow the wealthy to make unlimited, untraceable political contributions; Second, strike down the Voting Rights Act as unconstitutional as part of a broader strategy to disenfranchise the right wing’s opposition; and finally, make democracy so unworkable that a frustrated public chooses “authority to freedom” just as Lippmann predicted.
The rise of Hitler, as Lippmann points out, was fueled and facilitated by the German public’s frustration with a dysfunctional German parliament unable to govern because it had become a battleground between parties of the extreme left and right.
What’s been extraordinary in the recent stalemate over the sequester, however, is that the flight from democracy to dictatorship which Lippmann foretold if popular government proved incompetent to govern, has not been evident among the American people, who are standing solidly with the President.
Instead, it’s Washington’s political class who’ve blinked first, unnerved perhaps by the dysfunction of a political system they no longer understand nor control.
A good example is Ron Fournier, writer for the National Journal and former Washington Bureau Chief for the Associated Press, who says Obama makes a credible case that he has reached farther toward compromise than House Republicans. But, paraphrasing Bill Joel, Fournier nevertheless insists: “You may be right, Mr. President, but this is crazy.”
Even though the public sides with Obama and gives Republicans “pathetic approval ratings,” Fournier still blames Obama for the GOP’s stonewalling because “in any enterprise, the chief executive is ultimately accountable for success and failure.”
Even if Congress is factually to blame, Fournier says “there is only one president” and even “if he’s right on the merits, Obama may be on the wrong side of history. Fair or not, the president owns this mess.”
The impulse to let the bullies have their way also helps explain, I think, why Bob Woodward has made a fool of himself empowering Republican obstructionists as he, wrongly, accuses the President of “moving the goal posts” when Obama insists on the very same balanced package of deficit-cutting tax hikes and spending cuts the President has been pushing all along, ever since Republicans first pushed the nation to the brink of insolvency two years ago in an effort to win concessions on spending through extortion they could not win democratically at the ballot box.
As John Harwood writes in the New York Times, Republicans don’t seek to grind government to a halt so much as they aim “to shrink its size by an amount currently beyond their institutional power in Washington, or popular support in the country, to achieve.”
President Obama acknowledges that some entitlement cuts are needed to keep the programs solvent, says Harwood. He also based his reelection on the choice he gave voters for his smaller cuts combined with tax increases on affluent Americans versus the Republicans’ bigger ones without tax increases.
Americans chose Obama’s approach. Even surveys today show 50 percent of Americans approve of Obama’s job performance while only 29 percent expressed a positive view of the Republican Party, said Harwood. Among demographic groups, the only group that views Republicans more positively than negatively are white Southerners, and even then it was by just 39 percent to 35 percent.
“More than twice as many Americans credited Mr. Obama, as compared with Republicans, with emphasizing themes of bipartisan unity,” said Harwood.
Republicans today are trying to exercise powers that do not rightly belong to them, at least not democratically. So why are so many Beltway elites willing to let them?
It’s the nation’s political elites who seem to be abandoning democracy, not the masses, as they urge Obama to flex executive muscles he does not possess or surrender unconditionally to the non-negotiable demands of an ideological minority that knows it can’t win elections outright but also that the country can’t move forward without it just so long as its capacity for manufacturing crisis after crisis remains undiminished.

“First Impressions”: Ted Cruz Is The Next Jim DeMint
As the old saying goes, you never get a second chance to make a first impression. That isn’t to say that first impressions are necessarily immutable destiny in politics, since there are those who have bombed in their national debut and turned things around, and others who looked terrific at first but turned out to be something less. Bill Clinton gave a famously terrible speech at the 1988 Democratic convention, and Sarah Palin was dynamite in her speech at the GOP’s 2008 gathering. Nevertheless, there are some things you just can’t overcome, particularly if what caused them wasn’t a bad night’s sleep but the very core of your being.
A year or two ago, if you asked Republicans to list their next generation of stars, Ted Cruz’s name would inevitably have come up. Young (he’s only 42), Latino (his father emigrated from Cuba), smart (Princeton, Harvard Law) and articulate (he was a champion debater), he looked like someone with an unlimited future. But then he got to Washington and started acting like the reincarnation of Joe McCarthy, and now, barely a month into his Senate career, we can say with a fair degree of certainty that Ted Cruz is not going to be the national superstar many predicted he’d be. If things go well, he might be the next Jim DeMint—the hard-line leader of the extremist Republicans in the Senate, someone who helps the Tea Party and aids some right-wing candidates win primaries over more mainstream Republicans. But I’m guessing that like DeMint, he won’t ever write a single piece of meaningful legislation and he’ll give the Republican party nothing but headaches as it struggles to look less like a party of haters and nutballs.
It’s kind of remarkable how quickly things went south for Cruz. First he made a splash at Chuck Hagel’s confirmation hearings by implying, without any evidence, that Hagel was on the payroll of foreign enemies. Lindsay Graham called it “out of bounds,” and even grumpy John McCain, who hates Hagel’s guts, rebuked him. Then on Friday, Jane Mayer of The New Yorker revealed that in 2010, Cruz made a speech in which he charged that when he was at Harvard Law School, “there were twelve [members of the faculty] who would say they were Marxists who believed in the Communists overthrowing the United States government.” This is what scholars of rhetoric call a lie. By way of explanation, his spokesperson said that what Cruz said was accurate, since there are people on the Harvard Law faculty who advocate Critical Legal Studies, which back on Planet Earth does not actually involve overthrowing the United States government. It’s kind of like someone saying, “Ted Cruz advocates stoning disrespectful children to death,” then saying that the statement is true, because Cruz once approvingly quoted the biblically-derived saying “spare the rod, spoil the child.” (For the record, I have no idea if Cruz approves of corporal punishment, nor if he has actually participated in any child-stonings.)
So the idea that Ted Cruz is an up-and-comer with a bright future is pretty much dead, replaced by the idea that Ted Cruz is an ideological extremist who employs some of the most shameful political tactics you can imagine, including just making stuff up about people he doesn’t like. Maybe this was inevitable, since by all accounts he really is kind of a jerk, and really does have some crazy ideas. He may end up a favorite of right-wing talk radio, and a hero to Tea Partiers, but he’s not going to be a real power in Washington.

“Obstructionist-In-Chief”: It’s Past Time To Make Mitch McConnell Pay
There’s been no end to the grief Mitch McConnell’s taken for his declaration early in Barack Obama’s first term that his party’s top goal was to make Obama a one-term president. Ironically, though, the failure of McConnell and the GOP to realize their goal may be the best thing he has going for him as 2014 approaches.
McConnell has been the Senate minority leader since 2006, succeeding Bill Frist just as the party lost its majority in the chamber. Twice in his tenure – in 2010 and again in 2012 – Republicans have seemed poised to win back the majority only to fall short thanks to a combination of counterproductive primary results and a national image problem that turned off swing voters in key races. As ’14 approaches, Republicans are again looking at a favorable map, though it would take some big breaks for them to overcome the Democrats’ current 55-45 advantage. But McConnell himself has a much simpler concern: saving his own job.
The Kentuckian, who turns 71 on Wednesday, has never exactly been beloved in his home state, where voters have moved closer to the GOP in recent years but are still more than willing to vote Democratic. In his first campaign, back in 1984, McConnell scored an upset over incumbent Democrat Walter Huddleston by a fraction of a point, a victory owed entirely to Ronald Reagan’s formidable coattails. When McConnell last faced the voters, in 2008, he held on by 6 points against Democrat Bruce Lunsford – this on the same day that John McCain carried Kentucky by 16 points. And in early polling for ’14, he’s running under 50 percent and leading Ashley Judd, the Kentucky native and Hollywood actress who is edging closer to a candidacy, by a high single-digit margin.
Senate leaders have become irresistible targets for the rival party’s activists in recent years. The trend was kicked off in 2004, when Republicans made toppling Democratic leader Tom Daschle one of their top priorities. The GOP recruited a top-notch candidate, John Thune, poured millions into his coffers and even coaxed then-Majority Leader Bill Frist into coming to South Dakota on Thune’s behalf – a violation of a tradition of party leaders refraining from each other’s home state battles. The gambit worked and Daschle was defeated in a close race. Democrats then made a serious run at McConnell in ’08, although Majority Leader Harry Reid stayed away from Kentucky during the race, and Republicans made Reid their No. 1 Senate target in ’10; if GOP primary voters hadn’t insisted on nominating the erratic, self-destructive Sharron Angle, Reid would likely have been felled.
And now it’s McConnell’s turn to face a full-court press from the other party. Already, a liberal group has aired an anti-McConnell ad in Kentucky, criticizing the minority leader for his opposition to a new assault weapons ban. Under any circumstance, grass-roots Democrats would be excited over the prospect of giving McConnell a fight. But his emergence as the face of reflexive Republican opposition to Obama and his agenda has only ratcheted up the left’s resolve to make him pay.
The question is whether they can actually beat him. The good news for Democrats is that Kentucky isn’t quite the Republican bastion it’s often thought of as. Sure, it’s voted Republican by lopsided margins in the last four presidential elections, but Bill Clinton did manage to carry it twice in the 1990s. It also boasts an impressive run of Democratic governors. The state’s top job is now held by Steve Beshear, a second-term Democrat, and only three Republicans (Ernie Fletcher, Louie Nunn and Simeon Willis) have held it over the last 70 years. Democrats also control one of the state’s two legislative chambers, and while no Democrat has won a U.S. Senate race since Wendell Ford in 1992, the party has come close a few times: In addition to McConnell’s 6-point scare in ’08, Republican Jim Bunning only narrowly fended off Daniel Mongiardo in 2004 and Scotty Baesler in 1998.
So Kentucky is willing to vote Democratic, McConnell has never set the world on fire at the ballot box, and after 30 years of incumbency a change message could be a formidable weapon against him. Plus, as my colleague Alex Seitz-Wald wrote on Tuesday, Tea Party groups in Kentucky – which mobilized behind Rand Paul in 2010 to defeat McConnell’s protégé, Trey Grayson, in a Senate primary – are threatening to challenge McConnell in a primary, which could force him farther to the right and away from the general election mainstream.
And now the bad news for Democrats: There’s reason to believe that Kentucky has moved farther to the right – and grown more hostile to the national Democratic Party – since President Obama came to office. Nationally, Obama’s popular vote margin was down last November from its ’08 level, but Kentuckians turned against him particularly hard. In ’08, he lost the state by 16 points, but last November the margin was 22. To put that in some perspective, that’s even worse than Walter Mondale fared in Kentucky in 1984, when he lost the state by 21 points amid a 19-point national landslide defeat. Obama’s unpopularity in the state was driven home last spring, when a majority of the state’s counties voted for “uncommitted” over the president in the Democratic primary. Since Obama became president, Democrats have also lost one of their House seats in the state, leaving them with just one.
Race has clearly played a role in Kentucky’s Obama-phobia, as it has in other swaths of Appalachia. The Obama administration’s supposed “war on coal” is a big factor too. These attitudes aren’t likely to dull in the next 21 months, which will give McConnell a chance to survive simply by linking his opponent to the president. Already, an attack ad from a Karl Rove affiliated group is bashing Judd as “an Obama-following radical Hollywood liberal.” Judd was an active campaigner for Obama last year and was a delegate (from Tennessee) for him at the Democratic convention. She’s also spoken out against mountain top coal mining, which could play right into the GOP’s “war on coal” theme.
There’s also the matter of Judd herself. She has Kentucky roots, comes from a famous country music family, and is a visible and vocal presence at University of Kentucky basketball games. So she has some serious ammunition to fight charges of carpetbagging. And she’ll obviously be able to raise a ton of money. But Republicans have some ammunition of their own, to portray her as a cultural elite who’s too close to Obama. Judd’s candidacy would attract national attention and money, but it’s not clear she’s the best option for Democrats. If she runs, though, the nomination will probably be hers.
One look at his electoral history shows that McConnell has been ripe for a serious challenge for years. He’s going to get it next year. If he survives, ironically enough, he’ll have the president to thank for it. Without the Obama boogeyman to run against, he wouldn’t have much else going for him.
