“Reproductive Rights Are Political”: Yes, Planned Parenthood Has To Be In The Politics Business
On Sunday’s “Meet the Press” Chuck Todd, a journalist I respect, asked an interesting, but odd, question of Cecile Richards, the president of Planned Parenthood: “Should you be in the politics business?”
This is a circular argument: Planned Parenthood has been in the politics business since it opened its doors. Female sexuality, and the control thereof, has always been inherently political. The term “sexual revolution” is not an abstract concept – the introduction of the pill 50 years ago was what marked the full entry of American women into the workforce. The pill is credited with a third of the increase in wages for American women.
There is nothing more physically and economically determinative to a woman than deciding if or when to have children, a decision to which Planned Parenthood has made an enormous contribution for millions of us.
This is why social conservatives continue to attack not just abortion, but contraception – if you’re against abortion and contraception, it’s not just about abortion. And it’s why Planned Parenthood has become a talisman to the right, a symbol of what they fear most – women controlling their own reproductive destiny. Two-thirds of the 1 million abortions in this country are done by private practitioners other than Planned Parenthood, but there are no mass protests and bloody fetus pictures outside their offices.
Why? Because Ruth Bader Ginsburg is right – the right’s War on Women is fundamentally a war on poor women. Two-thirds of women who have an abortion already have a child, and the overwhelming reason cited for the procedure is that they can’t afford another one. There’s a reason the original Roe plaintiff, Norma McCorvey, was working class. Rich women could get abortions before Roe, and they will if the Supreme Court overturns it next spring – which is possible, since the court has taken up the Texas abortion restrictions.
Historically, fights over female autonomy are hardly unique to either our country or even our millennia. Sex and power for women have always been intertwined and an object of fascination, fear and political manipulation for men.
Anne Boleyn was executed by Henry VIII for accusations of infidelity – and not producing a son, as were many royal wives, never mind that the man determines the sex of the child. Her daughter Elizabeth I, arguably Britain’s greatest monarch, was the Virgin Queen, precisely because once she married and surrendered her sexuality to a man it diminished her imperium.
So what it comes down to, again, is that this is about power. House Republicans are creating a Planned Parenthood investigative “committee” to weaken political opponents and catalyze their base, the same way they set up the Benghazi “committee” to weaken Hillary Clinton and fire up conservatives.
And in the states, right-wing Republicans are attacking Planned Parenthood with every political means at their disposal, including electing retrograde state legislatures that in turn enact horrific, humiliating laws designed to slut-shame women out of having abortions and restrict access to contraception.
What angers conservatives about Planned Parenthood isn’t just what they do – contraception, reproductive health care and, yes, abortions. It’s how the organization does it – without judgment or shame – and the result it produces: women in control of their own bodies, both physically and politically.

“The Hostility Is Clarifying”: Conservatives To Pope Francis: Stick With Salvation; We’ll Handle Politics
In a 1979 column, George Will quoted Chekhov describing a character in these terms: “He was a rationalist, but he had to confess that he liked the ringing of church bells.” To Chekhov’s lovely words, Will added his own smarmy endorsement, writing, “Me too.” In his column, Will was affirming the quote in the most literal way possible: He was writing to celebrate bells. But it’s not hard to discern in the quote a larger attitude toward religion. Will is, as he told an interviewer from this magazine, an atheist, yet as a conservative he finds religion to be socially useful and often praises it for that reason. Like the political philosopher Leo Strauss, who has shaped much of his broader outlook, Will has a utilitarian attitude toward religion: Christianity might not be true, but it helps create a cohesive society. To put it another way, Will believes in philosophy for the elite and religion for the masses.
Not surprisingly given this attitude, Will has been at the head of the conservative chorus denouncing Pope Francis’s advocacy for the environment, for migrants, and for the poor—a chorus that has grown more vehement in the run-up to Francis’s U.S. journey. In a syndicated column published on Saturday, Will came out firing: “Pope Francis embodies sanctity but comes trailing clouds of sanctimony. With a convert’s indiscriminate zeal, he embraces ideas impeccably fashionable, demonstrably false, and deeply reactionary.”
Seeing religion as a tool for political ends, Will quite naturally praises religious figures he sees as politically simpatico (like Pope John Paul II) and savages those whose politics he finds politically unpalatable (like Pope Francis). It’s not surprising that Will is so nakedly partisan in his evaluation of religious leaders. What is perhaps more noteworthy is that the same pattern can be found among conservatives who claim to be genuinely devout. Some of these critics voice the objection that Francis is too political, but on closer inspection their real problem is the same as Will’s: They don’t like his politics.
In a 2005 column, for instance, Will praised John Paul II as one of the great heroes of the 20th century because he made common cause with Margaret Thatcher and Ronald Reagan in fighting communism. Enthusiastically voicing a theme common to conservatives, Will marveled that “[i]n an amazingly fecund 27-month period, the cause of freedom was strengthened by the coming to high offices of Margaret Thatcher, Ronald Reagan, and John Paul II, who, like the president, had been an actor and was gifted at the presentational dimension of his office.”
Yet if John Paul II’s political interventions were held up as crucial in the battle against the enemies of civilization, then his successor Francis, seemingly embodying very different politics, stands condemned as a menace who threatens the very survival of capitalism. As one of America’s foremost climate change deniers, Will has nothing but contempt for Francis’s calls for environmental responsibility. In a 2014 column, Will condemned the Pope as a sanctimonious interloper whose ignorance of worldly matters threatens to leave millions impoverished. “He stands against modernity, rationality, science and, ultimately, the spontaneous creativity of open societies in which people and their desires are not problems but precious resources,” Will thundered. “Americans cannot simultaneously honor him and celebrate their nation’s premises.”
In taking up the cause of the environment, Will argued over the weekend, the church was abandoning its “salvific mission.” Since Will doesn’t actually believe that the salvation the church offers is real, his polemic amounts to a call for the church to continue to offer consoling lies to parishioners and ignore real problems so that the social system continues to work the way Will wants it to. Continue ringing those church bells, Will is saying, so they’ll drown out the protests of environmentalists.
The cynicism of Will’s position hardly needs to be underlined. Yet it is broadly shared by others on the right. Writing at the Federalist, Joy Pullmann, managing editor of the publication and a fellow at the lavishly funded climate change denialist think tank The Heartland Institute, makes many of the same arguments that Will does: that in voicing concern for the environment, the Pope is overstepping his proper duties as a religious leader, and that serious efforts to combat climate change would lead to an economic catastrophe that would have its worst impact on the world’s poor. In an extremely confusing line of argument, Pullmann seems to suggest that an environmental apocalypse might actually be a welcome outcome from a Christian point of view:
We will never achieve utopia in this world. That’s kind of the central story arc of the Bible: How humans screwed themselves and the whole world up, and how Jesus has and will ultimately put things to right. Getting all the way to a perfect eternity, however, requires first an apocalypse.
So maybe Pope Francis should welcome the environmental apocalypse he thinks is coming. That’s partly a joke and partly serious, because every time I see another Planned Parenthood butchering video I am ready for Jesus to take me and my kiddos right up to Paradise and end this sick, mad world.
Pullmann’s words might seem lurid and even nonsensical, but they follow the basic contours of Will’s: The church should stick to saving souls and leave the job of running the world to big business. She also upholds John Paul II as an example of a pope whom it was possible “to respect and admire”—further proof that what is wanted is not an apolitical pope but a pope who aligned with the Republican Party.
Pat Buchanan, the legendary conservative columnist, takes the right-wing hostility toward Francis to its logical conclusion and sees the current Pope, along with President Obama, as being emblematic of the deep sickness in Western civilization. In a breathtaking recent column, Buchanan opines that Francis is promoting “moral confusion,” and argues that both Putin’s Russia and Communist China show much greater cultural health than either Obama’s America or Francis’s church:
America is a different country today, a secular and post-Christian nation on its way to becoming anti-Christian. Some feel like strangers in their own land. And from the standpoint of traditional Catholicism, American culture is an open sewer. A vast volume of the traffic on the Internet is pornography.
Ironically, as all this unfolds in what was once “God’s country,” Vladimir Putin seeks to re-establish Eastern Orthodox Christianity as the basis of morality and law in Russia. And one reads in The Wall Street Journal on Monday that Xi Jinping is trying to reintroduce his Chinese Communist comrades to the teachings of Confucianism.
The world is turned upside down. Every civilization seems to recognize the necessity of faith except for the West, which has lost its faith and is shrinking and dying for lack of it.
Will is a religious skeptic, while both Pullmann and Buchanan are believers. Will’s prose is elegant and measured, while both Pullmann and Buchanan write shrill screeds. Yet despite these surface differences, they are making the same argument: that the proper role of the church is promoting individual salvation and social morality, a mission Francis is jeopardizing by advocating for political change.
The hostility conservatives of all stripes have toward Francis is clarifying. It shows that issues of belief and non-belief are less important to conservatives than adherence to an ideological party line. Despite their different metaphysics, Will, Pullmann, and Buchanan can unite in opposing Francis as a political enemy. Theology serves merely as a convenient cloak for politics.

“Texas Swagger No Longer Travels Well”: Rick Perry, George W. Bush, And The Death Of The Cowboy Conservative
Rick Perry, who dropped out of the 2016 presidential race on Friday, was always a long shot. It seemed hard to imagine that the erstwhile Texas governor could win the nomination in a field decidedly stronger than the one he failed to overcome in 2012. And in the end (which didn’t come all that long after the beginning), what Perry hoped to be a redemption song turned into a swan song. Mistakes were made. The campaign gambled Perry would make it to the first “varsity” debate and that donors and supporters would believe again. He didn’t and they didn’t. (A necessary disclosure: My wife advised Perry’s ill-fated campaign.)
There’s no guarantee Perry would have risen to the occasion even if he had made the main debate stage. There may be little correlation between being a good debater and a good president, but there seems to be a strong one between being a good debater and being a good candidate.
Regardless, Perry never really got the chance. So we are left asking questions like “What if today’s more prepared Rick Perry had run in 2012?” or “What if John Kasich hadn’t gotten into the race and bumped Perry out of that last debate slot?”
The world will never know. Yesterday’s rock stars are today’s forgotten men. The political gods are fickle.
But here’s one clear lesson of Perry’s failed campaign: Texas swagger no longer travels well. Blame changing demographics in America, and George W. Bush.
In my forthcoming book Too Dumb to Fail, I document how several Republican presidents, including Gerald Ford, Ronald Reagan, and George W. Bush, all profited politically by feigning a sort of everyman ignorance. After losing a congressional bid, Dubya reportedly vowed that he’d never be “out-countried” again. This was smart short-term politics, but it also reinforced the notion that the GOP was the “stupid” party. That’s a notion that haunts us, and Perry, to this day.
For a long time, though, being a “good ol’ boy” was decidedly better than being an effete urbanite, and Republicans liked this contrast. Times are changing. Republicans are running out of old, white, married, rural voters. Being a “cowboy conservative” ain’t what it used to be.
As I have long argued, conservatives should “modernize, not moderate.” Some of this does include emphasizing substantive policy positions that might better appeal to 21st century Americans. But a good bit of it involves style.
Younger, more diverse, and cosmopolitan voters aren’t so much embracing liberalism as they are rejecting what might be described as a caricature of a Republican. It’s an image, largely of Republicans’ own creation, that repels these voters culturally and aesthetically. A 2014 survey of millennials, for example, demonstrated that “[o]ften, they decided they were liberals because they really didn’t like conservatives.”
The stereotypes that George W. Bush helped cement about the “dumb” swaggering cowboy made it almost impossible for Rick Perry to reinvent himself. The two men were never particularly close, but the prospect of electing another Texas governor (literally, the next Texas governor after Bush) was always going to be a tough sell, especially since the two were stylistically very similar. Bush left office extremely unpopular, and didn’t just damage the Republican brand; he did specific damage to a particular type of Republican.
Consider the case of George Allen, who was thought of as a bit of a rock star as governor of Virginia and U.S. senator. Political insiders viewed him as the likely GOP nominee in 2008. But he fell apart, and I don’t think it was just the “macaca” gaffe that did it. It was also the Confederate flag, the cowboy boots, and the “Welcome to America and the real world of Virginia” line. (People assumed he reserved that for the young man he called “macaca.” In fact, this was his shtick. Allen said virtually the same thing to me the first time I met him and told him I was from Maryland).
It’s hard enough to get a second chance to make a first impression, but it becomes doubly difficult when your persona viscerally reinforces urban America’s pre-existing negative notions about Southerners. These biases and stereotypes may not be fair. But whoever said running for president would be? In the end, Perry’s accent and swagger were too much a part of our collective conscience for even hipster glasses to overcome.

“When Representation Fails, Demagogues Thrive”: How America’s Political And Economic Elite Gave Birth To The Trump Campaign
“Trump talks about Mexicans the way anti-Semites talk about Jews.”
There’s a lot of truth in that Christopher Hayes tweet from the night of the first Republican debate. Ominous (and unsubstantiated) talk of rapists and murders streaming over the southern border, demonization of “anchor babies,” calls to end birthright citizenship — Donald Trump’s surging campaign for president has brought xenophobic fears and hostility into the political mainstream in a big way. No one should be surprised that just a couple of clicks to Trump’s right, Iowa radio personality Jan Mickelson has begun to muse with his listeners about whether the U.S. should enslave undocumented immigrants who fail to leave the country.
But political commentators would be wise to avoid sliding too quickly into denunciations of Trump’s supporters and his campaign for falling prey to fascism. Yes, their rhetoric is often illiberal and sometimes blatantly racist. But that doesn’t mean their concerns deserve to be dismissed entirely. Trump’s supporters have reasons for their views, and some of those reasons are worth taking seriously.
Anti-immigrant sentiment has been on the rise (in intensity if not always in sheer numbers) throughout the Western world in recent years. The severe economic downturn that began in 2008 and the painfully slow recovery that followed has no doubt helped to fuel it. But so has a visceral frustration at what many believe to be a failure of representative institutions to respond to popular discontent about the changing ethnic and economic character of Western nation states over the past several decades.
These institutions have been sluggish to respond to this discontent because two (sometimes overlapping) factions of our political and economic elite strongly support high levels of immigration — or at least oppose doing very much to stop it.
One of the factions — the business class and its neoliberal champions in government, think tanks, and NGOs — believes in a free-flowing international labor market that treats borders as superfluous.
The other faction — liberal lawyers, activists, intellectuals, journalists, academics, members of the clergy, and (once again) NGO staffers — has a deep-seated moral suspicion of nations and political boundaries in general. Why should an American count for more than a Mexican who crosses the border into the United States? Shouldn’t a refugee fleeing violence in North Africa enjoy full political rights upon setting foot in the European Union? Don’t all human beings deserve to be treated equally under the law? Isn’t opposition to such equality an example of bald-faced racism?
Both of these factions make deeply anti-political assumptions, denying the legitimacy of particularistic affiliations and dismissing the intuition that citizenship in a particular political community is a distinction that should not be open to all comers. The first faction denies these fundamentally political distinctions in the name of economic universalism; the second denies them in the name of moral universalism.
Universalism might be the gold standard of truth in economics, moral philosophy, and in every field of inquiry that aims to model itself on the natural sciences. But politics is always about how these particular people choose to govern themselves. Which means that politics can never be conducted entirely in universalistic terms.
It would be one thing if we had reason to believe that the human race was evolving in the direction of a universal, homogenous state in which there would be no one “outside,” and therefore also no one “inside,” a single political community of worldwide extent. The trouble is that there is little evidence that politically based solidarity is withering away. On the contrary, the more that economic and moral universalists get their way in the policy arena, the more they inspire a radically particularistic (nationalistic, often race-based) backlash.
That describes exactly what’s been happening in the United States (and Europe) in recent years. Not only has the federal government been half-hearted at policing the nation’s southern border, but millions of individuals and business owners have flouted the nation’s immigration laws by hiring undocumented workers, most of them below minimum wage. (I wonder: Will the dramatic increases in the minimum wage being enacted and contemplated around the country alleviate or exacerbate this problem?)
The combination of a porous border and abundant jobs is what keeps attracting immigrants to risk crossing into the United States. Then once they’re here, the moralists deny the legitimacy of finding and deporting them. That creates something close to an open-border policy.
A majority of American citizens may support a generally liberal immigration policy — I certainly do — but there’s no evidence they think the border should be effectively abolished. Those for whom this is an important issue are not wrong to see our drift in that direction as, in part, a failure of democratic representation.
And when representation fails, demagogues thrive, promising to serve as something more than a mere representative — something more like a living embodiment of the people’s will.
Enter Donald Trump.
The magnate from Manhattan is still a long-shot to land the Republican nomination, let alone to win the general election against a halfway competent Democrat. But the passions he’s drawn on and stirred up are unlikely to disappear. And that’s where the dysfunction of our political system rightly inspires serious concern.
Everybody in Washington understands perfectly well what the solution will have to be — some combination of much more stringent border controls with a path to citizenship for those already here. This is precisely the kind of deal that Congress (led by GOP presidential hopeful Marco Rubio) worked hard, and failed, to pass after the 2012 election. It went down in large part because those who care about the issue no longer trust the federal government to impose the crucially important first half of the deal (enforcement of the border). They fear, and not without reason, that the path to citizenship will be enacted with enthusiasm while the border controls will be half-hearted — a combination that would likely inspire even more people to come to the U.S. illegally.
That leaves us stuck: knowing what we need to do but unable to get it done, with some of us tempted to treat a billionaire snake oil salesman as the nation’s savior.
It’s unclear how to go about righting our course. But it certainly couldn’t hurt for the moral universalists among us to acknowledge that their contempt for particularistic political attachments is helping to provoke the very xenophobic passions they rightly decry.

“The Equivalent Of Thinking The Iraq War Would Be A Cakewalk”: Why The GOP Presidential Candidates Can’t Reform Health Care
In the last few days, Scott Walker and Marco Rubio released health care plans, and other Republican candidates are sure to follow soon. Most will probably be pretty similar, even if some are more fully fleshed out than others.
But they’ll all share one feature, the thing that tells you that they aren’t even remotely serious about this issue: they will take as their starting point that the entire Affordable Care Act should be repealed.
I say that that shows they aren’t serious not because I think the ACA has done a great deal of good, though I do think that. I say it because it shows that they’re completely unwilling to grapple with both the health care system as it exists today, and how incredibly disruptive the wholesale changes they’re proposing would be. Walker’s plan even says, “unlike the disruption caused by ObamaCare, my plan would allow for a smooth, easy transition into a better health care system.” This is the health care equivalent of thinking the Iraq War would be a cakewalk.
The reality is that repealing the ACA now that it has been implemented would mean a complete and utter transformation of American health care. Republicans have often lamented that the law was so terribly long and included many different rules and regulations — yet now they act as though the law amounts to just a couple of rules here and there that can therefore be tossed out without too much trouble. But they were right the first time: the law is indeed complex, and has brought hundreds of changes big and small to American health care, not just in how people get insurance but in how Medicare and Medicaid work, how doctors and hospitals are paid, and in all sorts of other areas.
The ACA established health care exchanges. It brought millions of people into Medicaid, it closed the Medicare prescription drug “doughnut hole.” It gave subsidies to small businesses. It funded pilot projects to explore new means of providing and paying for care, it imposed new regulations on insurance companies. It created new wellness and preventive care programs, it provided new funding for community health centers. It did all that, and much more. You can argue that each one of these was a good or a bad idea, but you can’t pretend that unwinding them all would be anything resembling a “smooth, easy transition.”
We know why every Republican health care plan has to start with repealing the ACA: politics. Republicans have spent the last five years telling their constituents that they’re going to repeal it any day now, and they’ve held over 50 repeal votes in Congress. They’ve refused to admit that a word of it has any merit, even as they try to incorporate some of its more popular reforms (like protections for people with pre-existing conditions) into their own plans. So they’ve backed themselves into a corner where whatever any Republican offers has to start with repeal.
Which is why all their plans, the ones that have been released and the ones yet to come, are absurdly unrealistic. They pretend that it will be no problem to completely transform the American health care system — and there will be no losers in such a transformation, only winners — which shows that they have no intention of actually doing so. In fact, I’d go so far as to say that if a Republican gets elected next November, he’ll be relieved when his health care plan dies in Congress.
Let’s contrast that with how Democrats acted in 2008, when there was a vigorous debate in the presidential primary over health care. The three leading candidates, Barack Obama, Hillary Clinton, and John Edwards, all had very similar plans, similar because they reflected the Democratic consensus on health care reform that had evolved in the decade and a half since Bill Clinton’s reform effort failed. One major disagreement was over whether there had to be an individual mandate — Clinton’s plan had one, and Obama’s didn’t — but when he took office, Obama accepted that the mandate was necessary to make the entire plan work. It wasn’t a fantasy plan that just pandered to liberal hopes, it was something that could actually pass and be implemented.
Whenever liberals told Obama that a single-payer health plan would be far superior to what he was proposing, he would respond that if we were starting from scratch, that would probably be true. But, he’d say, we aren’t starting from scratch, so the ACA has to accommodate itself to the health care system that already exists. The result was a gigantic kludge, new complexity layered on top of an already complex system in an attempt to solve its varied shortcomings. Like all kludges, it seemed like the realistic option given the situation we confronted, but it left us with something that was far from perfect.
A Republican who actually wanted to pass real health care reform would have to approach the problem the same way: by saying that for better or worse, the Affordable Care Act has already affected the system in profound ways, so any realistic plan has to understand what those changes are, and find the most efficient way to keep the ones that are working and change the ones that aren’t. That doesn’t mean that repeal is impossible, just that it would be a spectacular upheaval, one that I promise you Republicans have no genuine appetite for. Remember all the screaming and shouting they did over the people on the individual market whose previous plans didn’t qualify under the new regulations, and who had to shop for new plans? Multiply that by ten or twenty times, because that’s how many people would likely lose their existing coverage if you repealed the ACA in one fell swoop.
And that would be only the beginning. So when any Republican candidate says he or she has a plan to reform health care, take a close look. If it starts with repealing the ACA — and it will — then you’ll know it isn’t serious and it’s never going to happen.
