“Mitt Flips On The Very Poor”: Is Romney The Guy Republicans Want Talking About Poverty?

Nearly three years after he famously said he was “not concerned about the very poor,” former presidential nominee Mitt Romney told Republicans in a speech Friday night the party must focus on helping “lift people out of poverty.”

Welcome to Mitt 3.0: The Mitt who cares.

His comments on the very poor—not to mention the 47 percent—may have played a major role in his 2012 loss, but don’t tell that to Romney. The issue is now among the hottest debates in politics—and he seems determined to be part of that conversation.

Of the three topics the Romney stressed in his brief address to the Republican National Committee’s winter meeting—during which he also confirmed he was thinking about a third campaign for president—two had to do with the less fortunate.

“First, we have to make the world safer,” Romney said. “Second, we have to make sure and provide opportunity for all Americans regardless of the neighborhood they live in. And finally, we have to lift people out of poverty. If we communicate those three things effectively, the American people are going to be with us—be with our nominee and with our candidates across the country.”

But why the change of tone?

Over the past three years, the issue has changed in ways that favor a more progressive approach. The poverty rate has actually gone down since Mitt 2.0—the economy fixer—lost the race in 2012.

According to U.S. Census Bureau data, the official poverty rate went from 15 percent in 2012 to 14.5 percent in 2013. The last time the poverty rate dipped was in 2006. That’s not to say things have gotten markedly better, the number of people in poverty—45.3 million—has remained statistically the same.

This problem is hardly a new issue. The poverty rate was on the rise in 2007, when Romney first ran for president as Mitt 1.0—the Conservative. But even though it spiked from 12.5 percent in 2007 to 13.2 percent in 2008, only then-Sen. John Edwards (D-N.C.) chose to make the issue a centerpiece of his campaign.

But one thing that has changed is public opinion on the issue. Recent polling shows a more compassionate country when it comes to the poor. A June 2014 NBC/Wall Street Journal poll showed fewer people blamed the poor for their financial situation. When asked “which is the bigger cause of poverty today?”, 46 percent of those polled attributed poverty to “circumstances beyond people’s control” as opposed to 44 percent who blamed “people not doing enough.” In 1995, 60 percent blamed “people not doing enough” for their poverty, while 30 percent blamed “circumstances beyond people’s control.”

Back in 2012, it wasn’t as if the Romney campaign completely ignored the poor—poverty was a key issue for his then-running mate Rep. Paul Ryan (R-Wis.). Romney, himself, routinely talked of the rising number of people on food stamps and other government programs as evidence President Obama’s economic policies weren’t working.

But it was what he said behind closed-doors that caused any poverty message he tried to ring hollow. His campaign was never able to shake his comments about the 47 percent of Americans who don’t pay income tax made during a Florida fundraiser.

“There are 47 percent of the people who will vote for the president no matter what. All right, there are 47 percent who are with him, who are dependent upon government, who believe that they are victims, who believe the government has a responsibility to care for them,” Romney told a group of donors during a closed door meeting. “These are people who pay no income tax. … My job is not to worry about those people. I’ll never convince them they should take personal responsibility and care for their lives.”

When a recording of his remarks leaked, it became a public relations disaster for Romney, solidifying the image of him as an out of touch millionaire in the minds of voters. Even after he lost the 2012 race, Romney doubled down during a call with donors, blaming the Obama administration for giving special interest groups—like African Americans, Hispanics and young people—“gifts” to get their vote, according to the New York Times.

“In each case, they were very generous in what they gave to those groups,” Romney said, according to the Times.

He blamed the so-called gifts for overshadowing his campaign about “big issues for the whole country: military strategy, foreign policy, a strong economy, creating jobs and so forth.”

With wages stuck in neutral for many, poverty and income inequality will likely be a major issue of the 2016 campaign. But Republicans have to think—is Mitt the guy they want talking about it?

“Romney Is The Only One Who Thinks He’s Reagan”: Mitt Has Done Exactly Zero To Enhance His Credentials

Yeah, this one isn’t gonna fly.

Mitt Romney’s third campaign for the White House got off to a good start … for about three days. The backlash this week came not just from core conservatives, who have never been enthusiastic about the ideological chameleon, but also from just about everyone who isn’t a die-hard Romney supporter. This group includes quite a few mainstream conservatives, according to Washington Post and New York Times reporting.

What is Team Romney’s answer to those who say he’s had his chance?

“If that’s the case, then Ronald Reagan never would have become president,” said Eric Fehrnstrom, Romney’s longtime spokesman. “Reagan ran three times. Mitt learns from experience. If he does run, he will run his strongest campaign yet.”

Yeesh. I can just imagine all the Republican contenders and conservative leaders going all Bentsen on the Mittster, as the Wall Street Journal did Wednesday.

Does Romney really want to die on this hill?

Between Reagan’s first (1968) and second (1976) presidential runs, he went from being an inexperienced governor who had given an impressive speech for Barry Goldwater in 1964 to being a successful two-term governor who continued to consolidate his position as leader of the conservative movement. Then, in the run-up to his third try in 1980, Reagan remained the clear conservative leader. A real, influential leader: His attack on the Panama Canal treaties, for example, made opposition to them the standard conservative position.

In other words, Reagan didn’t just get better at running for president. He was a much more impressive politician with far more accomplishments by 1980 than he had been in 1968.

Romney? Not so much.

He first ran for president as a successful one-term governor, although he had to repudiate much of what he had done when he moved to the national stage. He ran for president a second time as a successful one-term governor. He is now running for president yet again as … a successful one-term governor.

As far as I can see, he has done exactly zero to enhance his credentials apart from having now developed extensive experience in running for president. If he has ever been an influential leader among Republicans on any policy position, I’ve clean forgotten about it.

More to the point, no one has rallied to Romney’s side other than his core supporters, and reporters are having no trouble finding 2012 supporters who are willing to distance themselves publicly from his third effort. And not only has no one dropped out of the race in the last week since Romney and Jeb Bush stepped up their efforts, other than the already bearded Paul Ryan, but Rand Paul, Chris Christie, Scott Walker and others are ramping up their own campaigns.

Right now, the odds of Romney’s campaign fizzling out before summer appear to be higher than the odds of his making it to New Hampshire, let alone repeating as the Republican’s presidential nominee.

“Sometimes, It’s Not Entirely About Us”: A Note On Criticism Of Obama For Not Attending Paris March

The march in Paris yesterday expressing solidarity in the wake of the terrorist attack on the office of the satirical magazine Charlie Hebdo was an inspiring sight, with somewhere between one and two million people, joined by world leaders, proclaiming their defiance of terrorism and their support for freedom of expression. But don’t think for a second that politics was absent, there or here at home. For instance, there was apparently a great deal of behind-the-scenes wrangling between the French, Israeli and Palestinian governments over whether Benjamin Netanyahu and Mahmoud Abbas would attend. Back here in the United States, the Obama administration has been roundly condemned for not sending sufficiently high-ranking officials to participate in the march.

Many argued that President Obama should have attended, since other heads of state like Angela Merkel and David Cameron were there. “Our president should have been there,” wrote Sen. Ted Cruz. Others said that if not the President, then at least the Vice President or Secretary of State should have gone (the U.S. was represented at the march by the American ambassador to France). The criticisms have been somewhere between vehement and vicious, and not just from conservatives, but from mainstream reporters and news organizations. CNN ran a headline reading, “Where was Obama?” The New York Daily News cover read: “You let the world down.” Jake Tapper, writing about the absence of American officials, opined: “I say this as an American — not as a journalist, not as a representative of CNN — but as an American: I was ashamed.”

Let’s dispense with this specific question with no more than the attention it deserves: It would have been all but insane for President Obama to participate in a march, in public, in a foreign country, with a couple million people around him. The security requirements necessary to protect him make it impossible. The Secret Service has to do an extraordinary amount of work and planning for him to drop by Ben’s Chili Bowl a mile from the White House; the idea that with a couple of days notice he could walk through the streets of Paris in an enormous throng of people is absurd.

But let’s be honest: practical considerations aside, the world wasn’t waiting to see whether Barack Obama would participate in this particular march. As shocking as this idea may seem from our perspective, sometimes it’s not entirely about us.

And it isn’t as though the whole American political leadership, from the President on down, haven’t spoken out on this subject. Should the administration have sent Vice President Biden to the march? Yes, they should have. That would have been a fine gesture (and I’m guessing he could have fit it into his schedule). But what’s interesting to me is the way that people and organizations that hesitate to express personal opinions on other topics feel free to issue thunderous condemnations of the White House for its less than active participation in what is, after all, a symbolic act.

Maybe my memory’s faulty, but I don’t recall any other journalist committed to the ideal of “objectivity” saying he was “ashamed” about the fact that millions of Americans have no health coverage, or about the 30,000 Americans killed by guns every year, or about our ample contributions to global warming. It’s precisely because those things are about real people’s lives that it would be considered deeply inappropriate for a mainstream journalist to express such an opinion. But you can say you’re ashamed about something entirely symbolic — and in the long run essentially meaningless — like the fact that the American ambassador attended a march when it would have a bigger deal had the Secretary of State or the Vice President been there.

That isn’t to say that symbolism is unimportant. Much of politics is about the creation and dissemination of symbols. But what exactly is the damage that has been done by the fact that a (supposedly) insufficiently high-ranking American official represented our government at this event? Will the peoples of the world no longer believe that America is an advocate for freedom of speech, or that Americans abhor terrorism? I doubt it.

And before anyone gets too self-congratulatory about his or her own courage and ideals in expressing solidarity with those murdered in France, consider another event that occurred last week, when Boko Haram killed as many as 2,000 men, women, and children in the city of Baga, Nigeria. There are mundane reasons why that news got so much less attention than the events in France — perhaps most important, those killings occurred in an isolated place, while Paris was already full of reporters, and more could get there quickly and easily to report on the story. But it’s undeniable that a terrorist attack in Europe — and one targeting journalists — is going to be of infinitely more concern to the media in Europe and America than an attack in Africa.

When someone in France or Germany or the United States says “Je suis Charlie,” in many ways they’re right. The victims of the Paris attacks were people like them, which makes the horror of their murders feel more real and immediate. And of course, there’s a critical democratic value at issue, that of free expression, which allows us to expend plenty of words considering what these events “mean.” Boko Haram’s victims, on the other hand, weren’t advocates for a cause, and their deaths weren’t imbued with symbolism. They were just human beings.

“Who Cares About Ideology?”: Why Jeb Bush Is Taking Big Risk In Pandering To Conservative Primary Voters

It’s never too early to start questioning the assumptions that guide presidential campaign coverage, whether they concern what candidates do and why they do it, what impact their decisions have, or how voters actually view the whole sordid extravaganza. And there are plenty of those just waiting to be unpacked and cast aside.

Today Lynn Vavreck, a political scientist writing for the New York Times, has what looks like some good news for Jeb Bush. She looks back at weekly polling data from 2012, and declares that if Mitt Romney moved to the right to win the primaries, the public seems not to have noticed. This might suggest that Bush — who has a couple of issue positions that conservative voters don’t like — is free to pander in the primaries to his heart’s content, without worrying about whether it might hurt him in the general election.

But I fear that Vavreck may be forgetting about a myth far more important than the one she’s trying to debunk. Before I explain, here’s the heart of her argument:

Because we have data every week, we can assess changes in average placements of the candidates over the course of the primaries and the general election. The data show that people’s views about the candidates’ ideologies didn’t move over the course of 2012. The lines are essentially flat.

For example, most people started and ended the election year believing, on average, that Mr. Romney was conservative, but not too much so. Any shifting, message-adjusting or pandering that Mr. Romney did during the primaries in 2012 did not hurt him in the general election by making him seem more conservative than he was earlier in the year, and it’s not at all clear it helped him in the primaries either. Mr. Obama, on the other hand, started the election year twice as far away from voters, on average, than Mr. Romney was and got farther away over the course of the year….

These three pieces of evidence — that Mr. Romney was thought to be no less conservative before the primaries than during or after them, that his average rating didn’t shift much at all during the entire year, and that he was ideologically closer to most voters than Mr. Obama — bust the myth that Republicans lost the 2012 election because of ideological shifts in the primaries.

This would appear to tell us that that Romney suffered not at all from his often comical attempts to pander to the Republican base in the primaries, and therefore such pandering poses no danger for Jeb Bush. But is that really true? To believe it, we’d have to believe that this poll question — asking voters to place a candidate on an ideological scale — captures the pandering phenomenon.

But there’s reason to believe it doesn’t. First of all, it’s possible that the pandering registered with many voters as something more like “Mitt Romney is running around telling people what they want to hear,” rather than “Mitt Romney is more conservative than he used to be.” It’s absolutely vital to remember that most Americans are not like those of us who care deeply about politics. Because politics isn’t something they think too much about, they don’t necessarily have a firm grip on even some of the most basic distinctions between the parties. Many don’t even know what it means for one candidate to be a “liberal” and another to be a “conservative.”

That may sound like an elitist thing to say, but it’s true. The National Election Studies has been asking respondents for many years which is the more conservative party. In recent years about two-thirds have been able to provide the right answer, which is actually an improvement over the 1980′s and 1990′s, when barely half could tell you. Think about that for a moment: a full third of Americans don’t know which is the “conservative” party.

It’s also vital to remember that when you look at all of them together, the public always perceives the Democratic presidential candidate to be farther to the left than the Republican candidate is to the right when they’re forced to answer the question. This is a phenomenon driven almost entirely by Republicans and Republican-leaning independents, who tend to describe the Democratic candidate as an extreme liberal, almost irrespective of who he actually is. The more partisan loyalties harden, the clearer the effect becomes. Here’s an excerpt from a 2003 article I wrote in my former life as an academic, citing NES data:

Republicans always perceive the Democratic candidate as much more liberal than Democrats and independents perceive him to be. Bill Clinton is the clearest case: while Democrats and independents placed him at about the same ideological position as most other Democratic candidates, in 1996 strong Republicans thought Bill Clinton was more liberal than previous strong Republicans had found Michael Dukakis, Walter Mondale, and even George McGovern.

That’s obviously not a judgment based in some kind of rational assessment of what a candidate stands for. More recently, you can see the phenomenon in this Gallup poll from the 2012 primaries. Democrats, Republicans, and independents all rated the Republican candidates about the same on an ideological scale, but Republicans saw Barack Obama as being far, far more liberal than Democrats or independents saw him. That ends up pulling the candidate’s overall rating toward the perception of Republicans. So when Vavreck tells us that Barack Obama was perceived as farther from voters ideologically than Mitt Romney was, she’s actually describing an old phenomenon that tells us little about what actually happened in 2012.

What’s the lesson here if you’re Jeb Bush — or, for that matter, some other Republican who feels the need to genuflect before conservative primary voters? It isn’t that pandering will have no cost. Wherever they put Mitt Romney on an ideological scale, voters rated him as less honest and trustworthy than Barack Obama, and his performance in the primaries probably had something to do with that. The lesson is probably that “ideology,” at least as political junkies understand it, is something that doesn’t matter all that much to most voters.

They aren’t going to say, “Well, I thought he was a 2.4 on the ideology scale, but I’ve concluded that he’s actually a 3.1, so I’m voting against him.” If Jeb Bush can pander and shift about ideologically while still convincing voters he’s a man of principle who can be trusted — no easy task — then if nothing else he’ll have one less thing to worry about. But if he can’t, then he’s much more likely to wind up like Mitt Romney.

“Making Stuff Up”: A Republican Ruse To Make Tax Cuts Look Good

As Republicans take control of Congress this month, at the top of their to-do list is changing how the government measures the impact of tax cuts on federal revenue: namely, to switch from so-called static scoring to “dynamic” scoring. While seemingly arcane, the change could have significant, negative consequences for enacting sustainable, long-term fiscal policies.

Whenever new tax legislation is proposed, the nonpartisan Congressional Budget Office “scores” it, to estimate whether the bill would raise more or less revenue than existing law would.

In preparing estimates, scorekeepers try to predict how people will respond to a new tax law. For example, if Congress contemplates raising the excise tax on cigarettes, scorekeepers consider existing trends in cigarette consumption, the likelihood that the higher taxes will induce some smokers to quit, and the prospect that higher prices will increase incentives for cigarette smuggling. There are no truly “static” revenue estimates.

These conventional estimates do not, however, include any indirect feedback effects that tax law changes might have on overall national income. In other words, they do not incorporate macroeconomic behavioral changes.

Dynamic scoring does. Proponents point out, correctly, that if a tax proposal is large enough, then those sorts of feedback effects can aim the entire economy on a slightly different path.

Such proponents argue that conventional projections are skewed against tax cuts, because they do not consider that cutting taxes could lead to higher economic output, which would make up at least some of the lost revenues. They maintain that dynamic scoring will, therefore, be both more neutral and more accurate than current methodologies.

But the reality is more complex. In order to look at the effects across the entire economy, dynamic modeling relies on many simplifying assumptions, like how well people can predict the future or how much they care about their children’s future consumption versus their own.

Economists disagree on the answers, and different models’ predicted feedback effects vary wildly, depending on the values selected for those uncertain assumptions. The resulting estimates are likely to incorporate greater uncertainty about the magnitude of any revenue-estimating errors and greater exposure to the risk of a political thumb on the scale.

Consider the nonpartisan scorekeepers’ estimates of the consequences of a tax-reform bill proposed last year by Representative Dave Camp, Republican of Michigan. Using different models and plausible inputs, the scorekeepers estimated that, under the bill, total gross domestic product might rise between 0.1 percent and 1.6 percent over the next decade — a 16-fold spread in projected outcomes. Which result should be the basis of congressional scorekeeping?

But the bigger problems lie deeper. Federal deficits are on an unsustainable path (as it happens, because of undertaxation, not excessive spending). Simply cutting taxes against the headwind of structural deficits leads to lower growth, as government borrowing soaks up an ever-increasing share of savings.

The most optimistic dynamic models get around this by assuming that the world today is in fiscal equilibrium, where the deficit does not grow continuously as a percentage of gross domestic product. But that’s not true. If you add the reality of spiraling deficits into those models, they don’t work.

To make these models work, scorekeepers must arbitrarily assume either that we tax more and spend less today than is really the case — which is what they did for the Camp bill — or assume that a tax cut today will be followed by a spending cut or tax increase tomorrow. Economists describe such a move as “making counterfactual assumptions”; the rest of us call it “making stuff up.”

In practice, these models are political statements. They show the biggest economic effects by assuming that tax cuts are financed by unspecified future spending cuts. The smaller size of government, not the tax cuts by themselves, largely drives the models’ results.

Further, the models are not a step toward more neutral revenue estimates, because they assume that, while individuals make productive investments, government does not. In reality, government spending contributes significantly to economic output. Truly dynamic modeling would weigh the forgone economic returns of government investments against the economic gains from lower taxes.

The Republicans’ interest in dynamic scoring is not the result of a million-economist march on Washington; it comes from political factions convinced that tax cuts are the panacea for all economic ills. They will use dynamic scoring to justify a tax cut that, under conventional scorekeeping, loses revenue.

When revenues do in fact decline and deficits rise, those same proponents will push for steep cuts in government insurance or investment programs, because they will claim that the models demand it. That is what lies inside the Trojan horse of dynamic scoring.
