“In The Same Situation”: Mitt Romney Isn’t Running In 2016. Now What?

Three weeks after throwing the early competition for the 2016 Republican presidential nomination into chaos by announcing that he was “seriously considering” joining the race, Mitt Romney announced on Friday morning that he would not launch a third bid for the White House.

“After putting considerable thought into making another run for president, I’ve decided it is best to give other leaders in the party the opportunity to become our next nominee,” Romney told a group of staffers and supporters.

Romney’s decision was probably a good one; although he led most of his Republican rivals in the polls, that advantage was largely built on name recognition. The vulnerabilities that sank him in the 2012 general election still exist, and the conservatives who will play an outsized role in picking the 2016 nominee still distrust him. Furthermore, Romney’s plan to rebrand himself as an anti-poverty warrior would have been tough to buy, due to his longstanding reputation for flip-flopping (and his flat acknowledgement in 2012 that “I’m not concerned about the very poor”).

There are some obvious winners in the wake of his decision: Former Florida governor Jeb Bush, New Jersey governor Chris Christie, and Wisconsin governor Scott Walker will now be able to compete for the moderate-leaning, pro-business Republicans who have long favored Romney. The former Massachusetts’ governor’s staffers and donor base will now be up for grabs as well.

But Republicans still find themselves in the same situation they were in before Romney ever floated a third run: with a crowded, unsettled field.

A Public Policy Polling survey released Friday illustrates the tumultuous state of the race. It polled the Republican field both with and without Romney, and found that his staying on the sidelines leaves the GOP in a free-for-all fight for the nomination. With Romney’s supporters reallocated to their second choices, Bush leads the field with 21 percent. Former surgeon-turned-Tea Party activist Ben Carson trails with 16 percent, followed by Walker at 14 percent, former Arkansas governor Mike Huckabee at 12 percent, and Texas senator Ted Cruz at 10 percent.

In other words, it’s anyone’s game.

Republicans do have some incentive to figure things out sooner rather than later, however. On the Democratic side, Hillary Clinton appears unlikely to face a serious primary challenge, leaving her free to coast and raise money as the Republicans batter each other in their primary contests. While there’s a compelling case to be made that tough primaries make stronger candidates, that’s a scenario that Republicans would still clearly rather avoid.

“The Moderate Revolution In Kansas”: The Center Is Fighting Back And The Right Wing Is Getting Pretty Nervous

A surprising political revolt is now brewing in Kansas, one that could provide a model for breaking the stranglehold of the hard right on the Republican Party — if enough people join in.

Moderates and Tea Partiers have jousted for several years in Kansas, just as they have elsewhere, and the right wing has largely won, ousting moderates from school boards, county commissions, and the Capitol. But now the center is fighting back, summoning an aggressiveness that like-minded Republicans have rarely employed at the national level or in other states.

On Monday, 104 moderates did something unthinkable, banding into a group called Republicans for Kansas Values in order to endorse a Democrat, Paul Davis, in his campaign to oust Gov. Sam Brownback from office. The main reason was Mr. Brownback’s ruinous tax cuts, which, as The Times editorial board noted on Monday, have severely reduced the state’s revenues, leading to a credit-rating reduction and less money available for schools and roads.

“Kansas has not had that kind of tradition,” said Dick Bond, a Republican and former president of the Kansas Senate. “We value higher education. We value K-12. And we’re abandoning that in the name of some kind of extreme policy.”

But the group’s bill of particulars against Mr. Brownback — a mini-Declaration of Independence for moderates — goes far beyond what it calls a “reckless tax experiment” that actually raised middle-class taxes and pushing the state’s economy below all of its neighbors. It points out that the governor’s refusal to expand Medicaid had hurt Kansas hospitals and driven people out of rural counties. It accuses him of trying to end the state’s merit selection process for judges so that he could install his own appointees.

And most powerfully, it says he damaged the Republican party by purging those who disagreed with him — exactly the method favored by Tea Party leaders across the country.

“Brownback shrunk President Reagan’s ‘Big Tent’ Republican Party by joining with special interests to campaign against and beat Republicans who disagreed with his policies,” the group’s statement says. “Brownback’s extreme agenda makes Kansas appear intolerant and backward. Brownback’s hand-picked legislators have spent two straight legislative sessions focusing on social issues that sparked national negative press and embarrassed Kansas. Brownback’s Washington D.C.-style approach downgrades Kansas’ character and brings embarrassing headlines.”

This is tough stuff in a conservative state, and the far right is regrouping fast. One state legislator, noting the many former politicians in the group, said it had “raided the nursing home” for its members. Rick Santorum flew in this week to campaign for Mr. Brownback, and actually said “the future of the free world is at stake” in the governor’s re-election, because liberals — whom he compared to the “eye of Mordor” — were trying to destroy true patriots.

“The New York Times has no idea where Kansas is,” he said, according to the Wichita Eagle, “but they’ve written several articles hammering Sam Brownback, because Sam is a descendant of the American Revolution.”

When the hyperbole reaches the level of Tolkien, you know the right wing is getting nervous. Moderate Republicans have been silenced in state after state, too afraid of a vicious backlash to speak their minds. But now, coming from a very unexpected place, there is an example of courage to follow.

“The Insufficient Craziness Theory”: When Plain Old Everyday Crazy Is Just Not Enough

Every time Republicans suffer a rejection of the most right-wing items on their agenda, a significant number decide they haven’t been sufficiently crazy. That was the conclusion that many Republicans drew from the defeat of Mitt Romney in 2012. And now that Republicans in Congress have been forced to surrender in their fight with President Obama over the budget, health care and the nation’s credit, some are drawing the same conclusion.

In this view, as Dylan Scott pointed out on Talking Points Memo today, it was not the far-right that caused Speaker John Boehner problems, it was those pesky moderates (whoever they may be).  ”I’m more upset with my Republican conference, to be honest with you,” said Rep. Raul Labrador, Republican of Idaho. “It’s been Republicans here who apparently always want to fight, but they want to fight the next fight, that have given Speaker Boehner the inability to be successful in this fight. So if anybody should be kicked out, it’s probably those Republicans.”

He said they “are unwilling to keep the promises they made to the American people. Those are the people who should be looking behind their back.”

I don’t really have any idea what Mr. Labrador thinks those promises were. Presumably they did not include withholding paychecks from federal workers and threatening to create a worldwide recession.

But in the view of this crowd, having the same fight again in an election year (which could happen since the debt ceiling was raised only until Feb. 15) could actually be a good thing. That’s not so shocking, I guess, coming from the bomb-throwing Tea Party wing, but the political blindness goes farther than that.

Senator Lindsey Graham of South Carolina, for example, said the fight over the debt ceiling was good for Democrats, but for a peculiar reason. “It has been the best two weeks for the Democratic Party in recent times because they were out of the spotlight and didn’t have to showcase their ideas,” Mr. Graham said.

What Mr. Graham perceived as hiding was actually an exercise in not interrupting your enemy while he’s making a mistake. It was a good period for Democrats because Republicans were in the spotlight and showcasing their ideas. Or their lack of ideas, in the words of Jeb Bush, the former Florida governor who always seems on the verge of making a presidential run that never quite seems to materialize.

“We have to have an agenda, we just can’t be against what’s in front of Washington, D.C.,” Bush said on MSNBC’s “Morning Joe” today. “Much of what goes on in Washington is completely irrelevant to the lives of everyday people. I mean it’s just amazing.”

“A Very High Price”: A Lesson For Moderates In The Government Shutdown Denouement

We should never govern ourselves like this again. We cannot create absolutely pointless crises that make our great democracy look foolish around the globe. We cannot give Chinese government propagandists fodder as they call for “a de-Americanized world.” We must not allow the extremist politics of a tea party minority to turn our republic upside down.

Our nation escaped the worst. But there were consequences to the decision of a craven House Republican leadership that knew full well it was picking a fight it could not win. House Speaker John Boehner did the right thing at the very end but only after a series of time-wasting gestures designed to coddle his party’s radical wing. These are the folks who denied the dangers of going past the debt ceiling, see the Affordable Care Act as a Stalinist adventure, compare President Obama to Al Capone and, in many cases, still aren’t sure where our twice-elected president was born or what his religion is.

As long as Boehner permits this lunatic fringe — there’s no other way to describe it — to have a virtual veto power in his caucus, we will descend into chaos again and again. And as long as more middle-of-the-road conservatives hang back because they fear primary challenges, scoldings from Heritage Action or occasional insults from the talk-show barons, the Republican Party will remain in receivership.

Those who genuinely want a more moderate approach to politics must also reflect on what just happened. Obama and an astonishingly unified Democratic Party insisted that there could be no negotiation over raising the debt ceiling. It was time, they said, to stand up against government by intimidation. This made many who chase the political center, no matter how far to the right conservatives might drag it, uneasy. Their critiques took many forms: that Obama should “lead” more, that he should be more “involved,” that refusing to negotiate sounded so ill-tempered.

The irony the centrists must confront is that there is now a larger opening for moderate governance precisely because foes of the far right’s extra-constitutional abuses of the congressional process stood firm. In doing so, they brought a large majority of the American people with them. Republicans paid a very high price for a benighted strategy, which gives the most thoughtful among them at least a chance of pushing their party back to more reasonable ground.

And because the effort to hold the country hostage to right-wing demands failed, a crisis of this kind is less likely in the future. Sen. Ted Cruz and those who joined his doomed crusade against Obamacare find themselves discredited. Cruz acknowledged as much when he slipped away, announcing he would not block a deal of the very sort that, just days earlier, he was denouncing as a shameful sellout.

Obama needs to build on this victory. He must push the national and congressional agendas back toward the issues the nation cares about — above all, shared and more rapid economic growth and lower unemployment. This, in turn, means a real effort over the next two months of budget talks to ease deep sequester cuts that are harming the economy in exchange for the first steps toward longer-term deficit reduction.

To keep the initiative, Obama needs to engage with Congress as he never has before. His recent efforts to build relationships with more level-headed conservatives such as Sen. Bob Corker appear to have paid off in this round, and he could use help from such Republicans again. He should extend his diplomacy to members of his own party who stood with him in this fight and who would be bolstered by expressions of presidential gratitude that they have not always received. His task is to build a broad front against crisis-to-crisis governance by rebuilding confidence in government itself and the role it plays in American life.

But nothing good can happen unless Republicans take on their extremists and unless everyone acknowledges that ,at the moment, there is no equivalent on the left side of American politics to the right-wing radicalism that has just put our country through this wasteful and dangerous exercise.

In condemning the paranoid politics of the John Birch Society in 1962, William F. Buckley Jr. asked his fellow conservatives whether they would “continue to acquiesce quietly in a rendition of the causes of the decline of the Republic and the entire Western world which is false.” This is, alas, a live question again. It must be answered forcefully and fearlessly.

“The Mythical Republican Moderates”: Taking Visibly Moderate Stands While Quietly Siding With Their Party

Until recently, moderate Republicans had succeeded in flying under the radar during the shutdown crisis. Initially, journalists focused on Speaker John Boehner. Journalists have a penchant to personalize, and Boehner is the most prominent Republican. Some commentators described the current impasse as a result of Boehner’s inadequacies. They offered a Not-So-Great Man theory of history.

Political scientists would be skeptical. In a classic study, Joseph Cooper and David Brady argued that effective leadership style among House speakers is a function of the preferences in their party caucuses. A cohesive party will allow a speaker to exercise a lot of authority. A divided one will reduce the most talented speaker to the role of a broker among factions.

More insightful analyses focused less on Boehner’s alleged failings than on a few dozen “Tea Party” representatives in the House Republican Conference. This is a better reading of the situation than a narrow focus on Boehner, but it still leaves out a lot. Boehner’s adherence to “the Hastert Rule” (bringing forward only bills favored by a majority of the majority party) does not explain how a few dozen Tea Party legislators can determine party policy. In fact, the current crisis is not simply a result of the intransigence of a small number of Republicans on the fringe of their party any more than it is a simple product of Boehner’s leadership style. A much larger group of GOP representatives, not identified as Tea Partiers, are loath to challenge that faction.

Now journalists’ attention is finally turning to House GOP moderates. For several days, more than  two dozen House Republicans have expressed support for a “clean CR,” or continuing resolution without provisions relating to the Affordable Care Act which President Obama and congressional Democrats would accept and which could end the shutdown.

On paper, these moderate Republicans combined with the House Democrats control enough votes to pass such a resolution. Then why doesn’t it happen? Saying Boehner won’t bring up the resolution that moderates claim to support leaves out the fact that these same moderates refuse to sign a “discharge petition” that could bring a continuing resolution to the floor.

Monkey Cage congressional procedure maven Sarah Binder has described the challenges of using the discharge petition procedure in a series of posts. Yet as Josh Barro notes, it’s simply not the case that these Republicans have explored all the procedural options and taken all opportunities to force an end to the shutdown. They have voted against Democratic “motions to recommit” on GOP “mini-bills” that would reopen the government. Effective tactics might involve voting down a rule, or rejecting a ruling of the chair, steps that would be considered quite radical within the partisan context.

And that’s the point, really. Too narrow a focus on rules obscures a more profound political reality; GOP moderates have been unwilling to break from their party on the shutdown issue. In general, Congressional moderates are more closely aligned to their parties than is understood. Often their defections from party ranks occur when it is clear that their party does not need their votes to prevail on a given issue. Moderates frequently represent constituencies in which their parties are not very popular. This gives them a political incentive to create the impression of a certain distance between themselves and their party. Leadership understands this and does not punish legislators for such behavior.

Congressional scholars, including my colleague Frances Lee and Sean Theriault, have shown that legislators are much more likely to stick with their party on “procedural votes” like rules in the House and cloture in the Senate than on up-or-down or “final passage” votes. Procedural votes and discharge petition signatures are harder for voters to understand than final passage votes, but they determine whether a bill ever reaches the final passage stage. For members who want to stay “on the team” the solution is clear: Criticize your party’s extremists, pay lip service to bipartisanship and vote for the eventual compromise when the leadership decides to bring it to the floor. But do not force the leader’s hand or undermine his position.

Why would members engage in this seemingly devious behavior? There are a few reasons. One factor is fear. Even moderates who represent districts in which they see no gain in being identified with the Tea Party brand still fear primary challengers. Recall that Rep. Mike Castle, who had been in office for decades, lost his primary to an opponent who later had to spend the general election denying she was a witch — and not in Utah or in Mississippi, but in Delaware, a state that had voted Democratic in the last five presidential elections. Similarly, the party switch of the late Arlen Specter was based on an understanding that he would lose the impending Republican Senate primary in purple Pennsylvania. Steve Lonergan, the GOP’s current Senate candidate against Cory Booker in deep blue New Jersey, is a Tea Party ally.

In short, GOP primary voters are perfectly capable of nominating Tea Party or other very conservative candidates and unseating more moderate incumbents, even in blue states, and Republican representatives know this. It is unlikely that most of them would lose renomination simply because they broke from their party on the shutdown issue, but it would be a very high-profile defection that would enrage many conservatives, and elected officials are risk-averse.

Secondly, there is substantial pressure within Congress not to break ranks. Some of this is psychological. Members of Congress spend less time mingling across party lines than they used to and “us vs. them” feelings are intense. There is also some price to pay for going against the party leadership. For example, at the end of the last Congress,  some Republicans who had bucked the leadership once too often lost committee assignments.

Finally, we should take far more seriously the under-discussed possibility raised by journalists like Matthew Yglesias and Congress scholars like Robert Van Houweling that some of these legislators are not as moderate as they pretend. Most elected officials were once party activists, a group that is much more polarized than the general public. Moderate Republicans who refuse to sign a discharge petition may not be Tea Partiers in their hearts of hearts, but it is likely that deep down they are more conservative than most of their constituents. Taking visibly moderate stands while quietly siding with their party on “procedural matters” that insure that their moderation will not have any impact allows these legislators to reconcile their personal policy preferences with their electoral concerns. Of course, if these tactics were better understood by the voters and the media that informs them, they would be much less effective.
