“How Donald Trump Broke Jeb Bush”: Political Jujutsu; Turning An Asset Into An Albatross

In jujutsu, one uses an opponent’s weight against him. And, in the version most often seen in politics, a candidate turns his opponent’s strength into a weakness. In political jujutsu, assets can become liabilities.

In 1992, Bill Clinton faced off against George H.W. Bush. The latter had been a congressman, U.S. ambassador to the United Nations, chairman of the Republican National Committee, special envoy to China, director of the Central Intelligence Agency, and Vice President of the United States. By contrast, Clinton was governor of the 32nd-largest state—Arkansas.

If that election had boiled down to résumés, Bush would have walked off with it. But the Clinton War Room created a new narrative that revolved around youth, energy, fresh ideas. They made Bush’s experience a liability instead of an asset.

Now, in 2015, Donald Trump has employed the same strategy against Jeb Bush, and quite effectively at that. In most polls, Bush seems cemented in fifth place—behind Trump, Ben Carson, Marco Rubio, and Ted Cruz.

In the lead-up to the 2016 election, one of Bush’s major strengths was thought to be his strong appeal to Hispanic voters. Republicans were still smarting from Mitt Romney’s decisive defeat in 2012 at the hands of an incumbent president who enjoyed a wide margin of support from Hispanics. Romney did horribly with those voters.

Hispanics have a disproportional importance to the political process for three reasons—youth, unpredictability, and location. First, they’re younger than most other groups of voters; Hispanics have a median age of 27, compared to 37 for the overall U.S. population. So they’ll be around for a while.

Next, while the majority of Hispanics are registered Democrats, they have shown a willingness to cross party lines to support moderate Republicans. George W. Bush is the prime example, winning 44 percent of the Hispanic vote in 2004.

And lastly, they represent a significant presence in three “purple” battleground states: Colorado, Florida, and Nevada.

As Republicans proceeded to do an autopsy on Romney’s defeat, two different schools of thought emerged. Either the GOP nominee came up short because he hadn’t inspired enough white conservatives to come out, or because he had done such a poor job of reaching out to those voters who don’t typically vote Republican—especially Hispanics.

For those in the first school, the problem was that the party had nominated the wrong person. A more dependable conservative, they reasoned, could have done a better job of bringing out the GOP base.

Those in the second school agreed that the GOP needed to get behind a different sort of candidate in 2016. But, for them, the problem wasn’t that Romney didn’t excite the base but that he did nothing to widen it.

That’s the view of former White House political adviser and GOP strategist Karl Rove, who during a recent appearance on MSNBC’s Morning Joe shot down the idea that there was some “magical cache of conservative voters” that could save the day in 2016. Instead, he argued, the emphasis for Republicans should be on peeling off voters that traditionally vote Democratic.

Asked if Donald Trump could win the general election, Rove said, “My view is no, but we’ll see.” Asked to explain why not, he referred back to the party’s nominee in 2012.

“If Mitt Romney lost with 27 percent among Latinos,” Rove said, “how good would someone do when he’s got an 11 percent approval rating among Latinos?”

Rove and Co. decided early on in the prep for 2016 what was needed was a Republican with a proven track record of appealing to Hispanic voters, getting them out of their Democratic comfort zone, and showing them enough respect that they actually consider voting for the Republican nominee for president.

That candidate was supposed to be Jeb Bush, who had all the ingredients of being the most Hispanic-friendly Republican candidate in history. Bush speaks fluent Spanish, has a Mexican-born wife, spouts moderate views on immigration, and won more than 50 percent of the Hispanic vote in each of his Florida gubernatorial races in 1998 and 2002.

Bush was supposed to be the peacemaker who mended fences with Hispanics, and reassured them that Romney’s cold shoulder notwithstanding, they were indeed welcome in the Republican Party. Mi casa es su casa.

But with a series of deft maneuvers, and a little political jujutsu, Trump managed to turn Bush’s asset into a liability that essentially took him out of the race.

When Bush described as “an act of love” the concept of a Mexican immigrant traveling north to the United States—even without proper documents—in order to reunite with family members or to support a family back home, or when Bush spoke to Hispanic crowds in Spanish and fielded questions from Spanish-language media in the same language, or when Bush told an audience in New Hampshire that he had a “grown up plan” to deal with immigration that combined border security with earned legal status for the undocumented, Trump pounced. And pounced. And pounced some more. In tweets, speeches, and jabs, Trump has learned to effectively use Bush’s own words against him.

On one occasion, the weapon wasn’t Bush’s choice of words but something much more personal: His choice of a life partner.

In July, Trump advanced the theory that Jeb’s moderate views on immigration stem from the fact that his wife, Colomba, was born in Mexico. It started with a tweet created by a third party, but retweeted by Trump’s account, which asserted: “Jeb Bush has to like the Mexican Illegals because of his wife.” The tweet was later deleted. Colomba Bush came to the United States legally, and eventually became a U.S. citizen.

During an interview on CNN’s AC360, Trump was asked by Anderson Cooper if he authorized the retweet. He said he didn’t, but also that he didn’t regret that the retweet went out from his account. Then, in so many words, he restated the accusation.

“I don’t regret it,” Trump said. “I mean, look, I would say that he would. If my wife were from Mexico, I think I would have a soft spot for people from Mexico. I can understand that.”

Understand this. All these things—that Bush speaks Spanish, supports legal status for the undocumented, married a woman from Mexico—feed the narrative that Trump has pushed to working-class whites since he first began attacking the establishment’s candidate: “Bush isn’t for you. He’s for the Mexicans.”

It’s not unlike the accusations from some on the right wing in 2008 that Barack Obama, if elected, would be a president for African Americans but no one else.

As a Mexican-American, I knew this day would come—when someone who spoke Spanish and had moderate views on immigration would be accused of being too close to “the Mexicans.” But I never imagined the accusation would be hurled at a white guy.

Using political jujutsu, Trump will probably keep Bush out the top tier of GOP presidential candidates until that moment when Bush drops out of the race altogether.

And that’s a real shame. Bush isn’t the perfect candidate, but he’s a serious person who could step into the role of president on Day 1. He could also move his party forward on immigration and help make things right with a group of voters who Republicans can’t afford to write off. Besides, by all accounts, he’s a good man. That can’t be said of his chief nemesis. What Trump did to Bush was evil. Brilliant, but evil.

“What’s The Price On Jeb Bush’s Integrity?”: Preaching Against The Corrupt Coziness Between Money Interests And Government Officials

If you are a presidential aspirant and you have to tell people that you are a person of integrity — there’s a very good chance that you are not.

And those odds at least quadruple if you have to hire a talking head to attest to your honor; how intriguing, then, that a spokeswoman for the Bush campaign was recently trotted out to tell us that, “Jeb’s record, both in office as Florida’s governor and in the private sector as a successful businessman, is one of integrity.” The testimonial from his paid mouthpiece was necessitated by the still-evolving news story that, after leaving the Florida governorship in 2007, he immediately cashed in on his name, state government knowledge, and contacts. Bush became a richly paid legislative consultant and board member to major corporations that had received lucrative benefits from Florida’s government while he was at the helm of it.

With cynical chutzpah, Jeb, the presidential wannabe, now campaigns as an ethics reformer, piously preaching against the corrupt coziness between money interests and government officials. But in the last eight years, Preacher Bush has pocketed at least $18 million in personal payment from his own quiet spins through the revolving door of government-corporate corruption. For example, Jeb was only out of government office for four months when he got a nice sinecure as a board member of the insurance giant, Tenet Healthcare (which just happened to run several of Florida’s private hospitals under Florida’s Medicare program). In 2006, Tenet was found to have cheated patients and taxpayers with more than a billion dollars in overcharges. To settle this malfeasance, the corporation paid only $7 million.

Meanwhile, Tenet has gushed in recent financial reports that it has “benefited greatly from Mr. Bush’s extensive background in government service, his perspectives on public policy and social issues.” In heartfelt gratitude, during the past eight years, this one corporation alone has put more than $2 million in Bush’s pocket.

The Tenet case clearly shows that Bush suffers from a total lack of integrity, but poor ‘ol Jeb seems to also have a terminal case of “Mitt Romney disease” — he just keeps blurting out asinine comments that reveal the fact that, in heart, soul, and political mindset, he is yet another “son of a Bush.”

His inner-bigotry against the poor, coupled with his cartoonish concept of the black community’s political motivation, was outed recently when he was asked how he planned to win the votes of African-Americans. “Our message is one of hope and aspiration,” he responded. Okay, Jeb, go positive, so far so good! But then the deep prejudice derived from his narrow upbringing as a child of privilege surfaced. His campaign message “isn’t one of division and get in line and we’ll take care of you with free stuff,” he asserted with a sneer. Then, to punctuate his little lecture on how to appeal to low-income black families, the multimillionaire heir to the Bush fortune said he would tell them: “You can achieve earned success.”

Yes, Jeb — instead of hard-hit people lining up to get what you call “free stuff” (like unemployment compensation and health care), thinks it better to challenge them to “earn” success. Tell them to have the same gumption you did — to be born to rich parents, to be welcomed as “legacy” applicants into the most prestigious schools, and to have their fathers open the doors for them to “achieve” financial and political success.

Yet the former “shoo-in” for the GOP presidential nomination can’t figure out why he’s running fifth in New Hampshire and fifth in Iowa, even after pouring millions into a month-long blitz of TV ads to goose up his appeal. Such shallowness, callousness, and condescension expose an ingrained contempt for all who don’t live in Bush’s elite zip code. No one but his fellow “one-percenters” wants someone like that in the White House.

“CNBC Is The Perfect Scapegoat For The GOP’s 2016 Problems”: Candidates Who Blow It In A Debate Have Only Themselves To Blame

The third GOP presidential debate, held Wednesday evening in Colorado, revealed two key truths: The political media has declared war on several Republican candidates, and the candidates have declared war on the political media.

The GOP’s gripes against the media are legion. Over the past several election cycles, they have reached a fever pitch, with the presidential debates largely to blame. The problem, from a Republican standpoint, was epitomized by Candy Crowley’s intervention on behalf of President Obama during his crucial second debate with Mitt Romney in 2012. Reeling from a limp and lackluster performance the first time around, Obama needed to beat Romney on foreign policy; Crowley upended Romney’s plans by jumping into their exchange on the administration’s shifting talking points around the Benghazi attack, and essentially siding with Obama.

Long critical of the “lamestream media,” as Sarah Palin once called it, conservatives reserve a particular ire for debate moderators, who do, after all, command an outsized ability to influence how presidential candidates perform and are perceived.

So when Ted Cruz crushed the CNBC moderators Wednesday night, the resulting applause — in the studio and across the conservative internet — was not particularly surprising. The other candidates all quickly caught on. Chris Christie jumped at the chance to wryly cry rude. Donald Trump hooked his closing argument around the way he muscled the network into improving the debate’s format. Even Bush campaign manager Danny Diaz got into the act, railing against a CNBC producer about the distribution of speaking time. (Bush came in last.)

But the debate-bashing crescendo came courtesy of Ben Carson, whose own campaign manager, Barry Bennett, said he detests the traditional format and wants to rally the field to demand an anti-lamestream reboot. “There’s not enough time to talk about your plans,” Bennett griped. “There’s no presentation. It’s just a slugfest. All we do is change moderators. And the trendline is horrific. So I think there needs to be wholesale change here.”

Those critiques are legit. Whether you’re a beltway insider or just a Twitter junkie, you know well that debate season is a time for gallows humor, morbid drinking games, and existential boredom among the political media itself.

Embittered conservatives might say that suggests how endemic the cynicism and hypocrisy of that crowd has become. But from the standpoint of a sympathetic political writer, it’s not that simple.

The fact is that quite often, candidates who blow it in a debate have only themselves to blame. In part, that’s because the media just likes to reward winners. Whether it’s Carly Fiorina, Lindsey Graham, Marco Rubio, or Mitt Romney in his first showdown with Obama, good performances get good press. In larger part, it’s because the media loves to punish losers. Candidates who do okay but turn off the media — like Trump — don’t pay much of a price in the horserace. Candidates who have a rotten debate night — like Bush — do. And when they do, it’s almost never because of a Crowley-esque act of butting in. It’s because the debate is a crucible, however clumsy, where a candidate’s behind-the-scenes struggles are revealed.

Consider Jeb Bush’s one big mistake last night, the one that defined the evening, cemented the narrative, and possibly sank his campaign. Looking for an opportunity to deliver a canned attack on Rubio’s spotty Senate attendance record — a talking point his campaign has been stressing in recent days — Bush let loose: “When you signed up for this, this was a six-year term and you should be showing up to work. I mean literally, the Senate, what is it, a French work week? You get like three days where you have to show up. You can campaign or just resign and let somebody else take the job.” With Rubio flush from his own knock on the debate moderators, Bush’s dig was both weak and poorly timed — and it resulted in this killer rejoinder: “I don’t remember you ever complaining about John McCain’s vote record; the only reason you’re doing it now is because we’re running for the same position and someone has convinced you that it’s going to help you,” Rubio said.

Game, set, match. That one exchange led everyone from The Weekly Standard‘s Jonathan Last to Slate‘s Jamelle Bouie to pronounce Bush politically dead. A judgment that harsh, across that broad a political spectrum, doesn’t indicate a new low for D.C.’s smug and jaded smart set. It doesn’t discredit today’s (admittedly dumb) debate format. And it doesn’t indict the media elite literally running the show. It reveals that Jeb Bush couldn’t prevent a horrendously unforced error — at this stage, proof of far bigger problems than bad timing or flimsy opposition research.

For all their problems, the debates — and those who run them — can only do so much damage to Republican candidates onstage. On debate night, the real lamestream doesn’t run through the political media, but through campaigns that could use some wholesale change of their own.

“Do Republicans Think It Will Be Easy To Beat Hillary?”: Continuing To Believe In Circumstances Shaped By Their Own Talking Points

What is the Republican theory of the 2016 election? Is it that the Democrats have developed a durable demographic advantage in national elections and that the GOP must nominate someone who can broaden the party’s reach beyond core constituencies, as Republicans concluded after the 2012 debacle?

Or is it increasingly that such demographic concerns can be tossed to the winds — that Hillary Clinton is such a flawed candidate that Republicans don’t have to worry too much about picking a standard bearer with broad general election appeal?

The Washington Examiner’s Philip Klein has a good piece today in which he posits the latter theory. Klein’s overall point is that the two parties are each making wildly different assumptions about next year’s contest — and that this has driven each party further into its own ideological corner, portending an unusually charged and intense general election battle.

Democrats, Klein points out, are betting that the last two presidential elections show that the way to win is to reconstitute the Obama coalition of millennials, nonwhites, and socially liberal college educated whites. The robust liberal consensus on display at the last debate shows that Hillary Clinton is fully embracing this coalition’s priorities. As I’ve also argued, Democrats see no need to believe this will compromise her in a general election, since many of these policies also have majority support.

The Republican theory of the 2016 election, however, is very different. Here’s how Klein describes it:

Republicans, on the other hand, are making a completely different calculation. Looking ahead to the 2016 campaign, they see Hillary Clinton’s numbers steadily tanking under an ethical cloud, as a growing number of Americans say they don’t trust her. Polls have shown Republicans ahead of Clinton even in Pennsylvania, a blue state that has eluded GOP nominees for decades. They’re confident that her weaknesses as a candidate have made the presidency ripe for the picking. Given this sense of optimism, they see no reason to settle.

Instead, as of this writing, half of Republican primary voters polled nationally are supporting candidates who have never held elective office. At the same time, candidates who fit the profile of a traditional Republican nominee (such as Jeb Bush and Ohio Gov. John Kasich) are at about 10 percent — combined….when the dust settles, it’s difficult to see the Republican electorate deciding that to beat Clinton, they need an “electable moderate” in the mold of Bob Dole, John McCain or Mitt Romney.

Klein seems to be talking mainly about what’s driving the thinking of GOP primary voters. This gives rise to a question: Do serious Republican strategists and establishment figures really believe this? Do they think Clinton is suddenly proving so unexpectedly flawed — thanks to the email scandal and Bernie Sanders’ surprisingly robust challenge — that they are now less inclined to worry about the need for a candidate who can help offset the party’s structural and demographic disadvantages?

If so, you’d think recent events would undercut that confidence. After months of being on the defensive over the email story, we’ve now seen an unexpectedly strong debate performance from Clinton. New fundraising numbers show that she enjoys a large advantage over the serious GOP candidates, and that rank-and-file Democrats may be very energized. A series of disastrous moments of candor from Republicans about the Benghazi probe have undermined the credibility of GOP efforts to exploit the email story. While none of these guarantees anything for Clinton, you’d think they’d remind Republicans that politics changes quickly and that placing too many chips on Clinton’s weakness might be misguided.

And yet recent history demonstrates that GOP strategists sometimes do place too much stock in overly confident, ill-thought-through assessments of the weakness of the opposing candidate and what appear to be insurmountable (but actually prove ephemeral or misleading) political circumstances. In 2012, for instance, the Romney campaign convinced itself that there was no way Obama could possibly get reelected amid such difficult economic circumstances: this made it inevitable that Obama would meet the fate that befell Jimmy Carter, when undecided voters shifted against him to hand Ronald Reagan a big victory. (That itself is bad history, but that underscores my point.) The larger Romney campaign calculation was that there was no way swing voters could possibly see Obama as anything but a total, abject failure, since Republicans knew he had been one. But that reading turned out to be seriously flawed.

Meanwhile, the Romney camp also convinced itself that there was no way the 2012 electorate could possibly be as diverse as it had been in 2008, presumably since Obama’s election was probably a fluke driven by the cult of personality that driven nonwhite and young voters into a frenzy that had worn off once they realized who he really was. That also turned out to be wrong. The point is that Republican operatives adopted a strategic view of the opposing candidate and his circumstances that was largely shaped by their own talking points about him and less about a hard-headed and nuanced look at deeper factors.

Hillary Clinton will of course not be as strong a candidate as Obama was. She does have serious weaknesses. History tilts against one party winning the White House three times in a row. And the question of whether she can mobilize the Obama coalition in Obama-like numbers is a big unknown. But superficial assessments of her current weaknesses — which could be reinforced if Republicans believe their talking points about her — could obscure an appreciation of the built-in advantages that she may enjoy. She could benefit from structural factors such as continued demographic change. The Democratic agenda (this is another possibility that the Romney camp seemed incapable of grasping) may prove more popular than the Republican one with the national electorate, brash assessments that Hillary has lurched “left” notwithstanding. The very real chance at electing the first female president could prove a major factor. And it’s possible — yes, possible — that the Clinton camp may successfully neutralize the email mess after all.

It would be interesting to know just how seriously the smartest GOP operatives are taking these possibilities. Paul Waldman argues today that Republican operatives and establishment figures are not exactly adopting a hard-headed approach to the electability question.

Of course, if Klein is right, and GOP voters are deciding that Clinton is so weak that they need not worry about their standard-bearer’s electability, then it may not matter what Republican strategists and establishment figures think. They aren’t the ones who are picking the GOP nominee.

“Emotions Are Too Raw, Resentments Too Deep”: Republicans Have A Serious Electability Problem — And Marco Rubio Is Not The Answer

Do Republicans want to win the presidential election next fall? Of course they do — but it’s curious that they’ve spent so little time debating not just which of their candidates is the most pure of heart and firm of spine, but which might actually have the best chance of winning the general election.

Contrast that with the Democratic race in 2004 or the Republican race in 2012. In both cases there was a long and detailed debate about electability, and voters ultimately coalesced around the candidate who seemed the best bet for the general election. After being pummeled as unpatriotic and terrorist-loving for years, Democrats in 2004 told themselves that a couple of draft-dodgers like Bush and Cheney could never pull that crap on a war hero like John Kerry, and that would neutralize their most glaring vulnerability. (It turned out they were wrong about that; in addition to the fraud of the Swift Boat Veterans for Truth, a particular highlight was when delegates to the GOP convention showed up with Band-aids with purple hearts drawn on them on their faces, mocking the three Purple Hearts Kerry had been awarded in Vietnam).

Likewise, in 2012, Republicans debated intensely among themselves (see here or here) about whether Mitt Romney really was the only candidate who could win support from the middle, or whether they’d be better off going with a true believer like Rick Santorum or Newt Gingrich.

There were always dissenters, of course, and they felt vindicated by the final outcome, even if there’s no way to know whether a different candidate would have done better. But everyone makes the electability argument that serves their pre-existing beliefs. So conservatives now tell themselves a story in which Republicans lost in 2008 and 2012 because they failed to nominate a “true” conservative, and once they do so, millions of heretofore unseen voters will emerge bleary-eyed from their doomsday bunkers and home-schooling sessions to cast their ballots for the GOP. This is what Ted Cruz will tell you — and it’s notable that he may talk more about electability than anyone else, despite the fact that if he were the nominee, the party would probably suffer a defeat to rival Barry Goldwater’s.

Cruz has a passionate if finite following, but the candidates leading the Republican field — Donald Trump and Ben Carson, who between them are winning about half the Republican electorate — represent a kind of cri de coeur, an expression of disgust with everything the GOP has failed to do for its constituents during the Obama years. That either one would almost certainly lose, and badly, doesn’t seem to matter much to their supporters.

The Republican establishment, on the other hand — that loose collection of funders, strategists, apparatchiks, and officials — thinks long and hard about electability. At first they seemed to settle on Jeb Bush, who seemed like the kind of low-risk grownup who could plod his way to victory. Sure, the name could be a problem, but Bush was the right sort of fellow, a known quantity who could be relied on. And so they helped him raise a quick $100 million, in a fundraising blitzkrieg that was suppose to “shock and awe” other candidates right out of the race.

Yet somehow it didn’t work out, partly because he turned out to be a mediocre candidate, and partly because although the Republican base wants many things, Jeb does not appear to be among them. Depending on which poll average you like, he’s in either fourth of fifth place, sliding slowly down. His campaign just announced it’ll be cutting back on its spending to save money, which is never a good sign (the last candidate we heard was doing that was Rick Perry; a couple of weeks later he was out of the race).

So now, after saying to the base, “Jeb’s a guy who can get elected, what do you think?” and getting a resounding “No thanks” in reply, the establishment has turned its benevolent gaze on Marco Rubio. The billionaires love him, the strategists are talking him up, the press is on board, he’s young and fresh and new and Hispanic — what’s not to like? But so far, the voters aren’t quite convinced. Though Rubio has always scored highly in approval from Republicans, he seems like everyone’s second choice, and he hasn’t yet broken out of single digits. Most Democrats will tell you that though he has some liabilities, Rubio is the one they really fear, but that hasn’t earned him too much support (at least not yet) among Republican voters.

Perhaps the reason is that at the end of eight years suffering under a president from the other party, emotions are too raw and resentments too deep for that kind of pragmatic thinking. In that way, Republicans in 2016 are in a position similar to that of Democrats in 2008 at the end of George W. Bush’s two terms. I’m sure more than a few Republicans would like to find the candidate who can make them feel the way Barack Obama made Democrats feel then: inspired, energized, and full of hope that a new era was really dawning, one in which all their miseries would be washed away and they could show the world how great things could be if they were in charge.

That Obama was not just a vessel for their feelings but also a shrewd politician capable of running a brilliant general election campaign was a stroke of luck. So far, Republicans haven’t found someone who can be both.
