“Rule And Ruin Party Crashers”: The Tea Party’s Drive For Ideological Purity

In the late nineteen-sixties, Mitch McConnell came to Washington to work as an aide to Senator Marlow Cook, a Kentucky Republican. Cook backed clean-air standards and limits on strip mining. It was a time of political diversity among Republicans: in 1970, Senate Republicans endorsed the creation of the Environmental Protection Agency and the Occupational Safety and Health Administration. McConnell was briefly a fellow-traveller of those who regarded government as a source of public protection. He once called the Nixon Administration “at worst, completely reactionary.”

In 1984, McConnell was elected to the Senate, on the coattails of Ronald Reagan’s landslide reëlection. By then, a movement of Southern and evangelical conservatives was rising within the Party. McConnell tacked right periodically, saluting the new Republican leaders. During the Administration of George W. Bush, he backed the President by voting, with Ted Kennedy, to enact No Child Left Behind and the expansion of the Medicare drug benefit. By 2009, after Wall Street melted down, McConnell had risen to Minority Leader, and he forged a deal with Democrats to bail out big banks.

Then the Tea Party rose up in fury, and McConnell moved right again, in an effort to reinvent himself as an anti-government insurgent. It wasn’t easy; he was sixty-nine, and his long jowls and round eyeglasses gave him the look of a Taft Administration clerk. Nonetheless, in 2011, he led the Senate Republicans through a ruthless, extortionate campaign to threaten default on the national debt. It succeeded. President Obama wobbled and accepted budget cuts. Afterward, McConnell called the national debt “a hostage worth ransoming.”

This autumn, he supported the Tea Party radicals’ second threat to default on the debt and a sixteen-day shutdown of the federal government. This time, though, Obama held firm, and, in the end, McConnell and House Speaker John Boehner were forced to choose between Tea Party principles and the viability of the world economy. McConnell negotiated his party’s late-hour capitulation, and, within days, Tea Party groups called for his ouster. The Senate Conservatives Fund, a PAC founded by Jim DeMint, the president of the Heritage Foundation, which has bankrolled Senator Ted Cruz, of Texas, and other highly conservative candidates, announced that it would finance a Republican primary challenge against the Minority Leader next year, because he “has a liberal record and refuses to fight for conservative principles.”

Other veteran Republicans who joined McConnell on the debt-ceiling vote are facing similar challenges from Tea Party-backed candidates. Those targeted include Thad Cochran, of Mississippi, who was elected to the Senate in 1978; Lindsey Graham, of South Carolina; and Lamar Alexander, of Tennessee. In 2012, such primary challenges weakened the Party’s competitive position, and allowed the Democrats to win an eight-seat majority in the Senate. Even now, the insurgents seem less interested in victory than in purification. “We know which senators fought for liberty, and which ones caved to Obama,” Lee Bright, the South Carolina state senator who is challenging Graham, told Slate recently. “We’ve got a list.” The Tea Party’s approval ratings have plummeted since the shutdown ended. Business lobbies and their PACs, appalled by the shutdown’s estimated twenty-four-billion-dollar cost to the economy, are signalling that they may pull back from uncompromising candidates. But the fact that PACs like the Senate Conservatives Fund are willing to force incumbents into expensive, distracting primary fights makes it even less probable that the Republicans can retake control of the Senate.

Like a guerrilla army, the Tea Party is learning how to influence public opinion even when it loses a conventional battle. The budget caps that Obama conceded in 2011 have already enshrined in law a portion of the movement’s draconian fiscal agenda. And although Cruz and his allies in the House won no additional cuts this time, they managed to spread magical thinking among their followers about a possible future debt default. (The next debt-ceiling deadline arrives early next year.) Cruz and the others systematically promoted the idea—the fantasy—that, if the Treasury Department were prohibited from issuing any new debt to finance interest payments and government operations, the country would do just fine. The global economy, this story goes, far from collapsing into crisis, would prove resilient, and, while some nonessential federal departments might wither for lack of funds, that would only demonstrate how Americans could get by with a much smaller government.

This campaign has been dismissed by some Wall Street analysts as just a form of coercive bargaining. Washington is a grand opera of phony crises. Congress has raised the debt ceiling more than seventy times since 1960 without forcing an actual default. It’s tempting to believe that even a diva like Cruz, who, after all, holds a law degree from Harvard and evidently aspires to higher office, would never countenance a final default. Yet history is rife with political radicals who have shocked the world by doing just what they always said they would: Confederate secessionists, for example, who seem to inspire so many Tea Partiers today.

The Tea Party’s anti-intellectualism reflects a longer, deeper decline in the Republican Party’s ability to tolerate a diversity of ideas and public-policy strategies, and to adapt to American multiculturalism. Mitt Romney’s poor showing among Latino voters in 2012 helped insure Barack Obama’s reëlection. Republican leaders, chastened and without any other obvious way to increase their vote base before 2016, pledged earlier this year to revive a comprehensive immigration-reform bill. Yet party leaders, in part because they have been tied down since July by the debt confrontation, haven’t found a way to move legislation past the nativist caucus in the House.

As recently as 2007, when the Bush Administration almost passed a similar bill, it still seemed possible that a modernizing Republican Party might build a formidable political coalition of Latinos, evangelicals, disaffected Catholic Democrats, high-tech entrepreneurs, libertarians, social and educational reformers, and eclectic independents. Instead, as Geoffrey Kabaservice puts it in his history of the Republican decline, “Rule and Ruin,” movement conservatives have “succeeded in silencing, co-opting, repelling, or expelling nearly every competing strain of Republicanism from the party.” Political purges have no logical end point; each newly drawn inner circle of orthodoxy leaves a former respected acolyte suddenly on the outside. That a Tea Party-influenced purification drive now threatens such a loyal opportunist and boardroom favorite as Mitch McConnell seems a marker of the times.

McConnell’s would-be usurper is Matt Bevin, a businessman who owns a bell company; his campaign slogan is “Let Freedom Ring.” He told Glenn Beck recently, “We have got to wean people from this idea of free lunches.” (He might start with fellow Kentuckians; their state pays sixty-six cents in federal taxes for every dollar of federal spending it takes in.) Bevin pleaded, “What we need to tell the American people is that the party’s over.” Presumably, he didn’t mean the Grand Old Party, but the American people may be forgiven for thinking that he did.

“No Country For Old Moderates”: In The GOP, One Side Is Fighting, The Other Side Is Rolling Over

The more I think about this Republican “civil war,” the less it looks like war to me. It often gives the appearance of being war because these Tea Party people march into the arena with a lot of fire, brimstone, and kindred pyrotechnics that suggest conflict. But what, really, in hard policy terms, are these two sides arguing about? Practically nothing. It’s a disagreement chiefly over tactics and intensity. That’s a crucial point, and so much of the media don’t understand it. But I’m here to tell you, whenever you read an article that makes a lot of hay about this “war” and then goes on to describe the Republican factions as “moderate” and “conservative,” turn the page or click away. You are either in the hands of an idiot or someone intentionally misleading you.

What’s going on presents many of the outward signs of political warfare. Insurgent radical extremists are challenging already very conservative incumbents whose thought and deed crimes are that they are conservative only 80- or 90-something percent of the time instead of 100 (or 110, preferably). Sen. Lindsey Graham (R-SC), American Conservative Union 2012 rating of 92, being challenged? Senate Minority Leader Mitch McConnell? He got 100 percent in 2012!  Hey, I was joking about that 110!

So sure, running primaries against people like this can be called warlike acts. But a real war has two sides who believe different things and are willing to fight to the death for them. In this war, that description applies only to one side.

This…skirmish, let’s call it, is between radicals and conservatives. (It certainly doesn’t involve moderates; there are roughly four moderate Republicans in Congress, depending on how you count, out of 278.) The conservatives, the more traditional conservatives such as John McCain, Orrin Hatch, and many others in the Senate, and House Speaker John Boehner, could be a force if they wanted to. But by and large, they’ve refused to be. If the GOP had two warring factions, then you might expect that on all major high-profile legislative votes, the schism would evince itself in the roll calls. But when you look back over the list of high-profile measures that have come before them while Barack Obama has been president, the conservatives and the radicals only really split on two occasions.

One was the fiscal cliff deal as 2013 started. In the House, 85 Republicans backed that deal and 151 voted against it.  In the Senate, the vote was 89-8; 40 Republicans backed and five opposed. (Three Democrats opposed it because the tax-increase threshold went too high, from the expected $250,000 per household to $400,000.) The second was the vote we just had to reopen the government and raise the debt limit. That, of course, passed the House by a comfortable margin, with the support of 87 Republicans, while 144 opposed.  The vote in the Senate was 81-18, with 27 Republicans voting aye and 18 nay.

That’s it. Interestingly, those two votes show us a radical caucus in the Senate that grew in 10 months from five to 18, while in the House, the radicals have outnumbered the conservatives in a remarkably consistent way. But those are the only diversions from party unity. On all other major matters, matters of policy—Obamacare, Dodd-Frank, cap and trade in the House—there is no disagreement. Everyone, or nearly everyone, votes no. The only really important votes on which these two sides disagree are the votes that threaten fiscal calamity. So that’s all the conservatives stand for. Elect me, and at five minutes ’til midnight, I’ll stand courageously against global economic cataclysm!

One could add one more basis of disagreement. Occasionally, the conservatives cast votes conceding that the government ought to be able to function as designed; you know, with agencies having people run them. But that happens only once about every two years.

Now is the time for them to stand up and say “enough.” An October 7 Washington Post-ABC poll found that just 52 percent of Republicans approved of how Republicans were handling the budget negotiations. That’s margin of error to 50-50. So half of the Republicans in the country disapprove of what the GOP just did.

But they might as well be zero, for they effectively have no representation. The regular conservatives—most conspicuously the craven Boehner, but all the others, too—did nothing to represent these people until the last possible second, and until the radicals demonstrated conclusively that they couldn’t pull off defunding Obamacare.

Think about that. Half of one of our major political parties, constituting many millions of citizens, barely has a voice in Washington. If they did have a voice, none of this late madness would have happened. But the legislators who ostensibly represent them are cowards, kittens, balled up in the corner. The radicals may be fighting a war. But the conservatives are executing a classic rearguard action. At best. And that’s not much of a civil war. And it says a great deal about the character of the Republican Party, and especially of the conservatives. History will remember.

“Only Division Is Over Tactics, Not Policy”: The Tea Party And Big Business Want The Same Things

Dave Weigel patiently explains today that there isn’t actually a brewing war between “the Tea Party” and Wall Street and “the business community.” There is, really, just the same fruitful alliance that birthed the Tea Party. Because as long as “the Tea Party” means “Republicans in control of the House,” that means “Democrats not in control of the House.” Which is good for business! (In a very dumb and short-sighted way, mostly.) As Weigel says: “No one’s looking to primary the average Class of 2010 Republican because he’s trying to repeal Dodd-Frank or challenge EPA rules or prevent any changes in tax law that would anger the donors.”

And “big business,” in the form of the Chamber of Commerce and other business-backed groups, has spent and will continue to spend a small fortune electing Republicans, including “Tea Party” Republicans, in order to help Republicans, including “Tea Party” Republicans, maintain control of the House and possibly take over the Senate. The shutdown and the default showdown didn’t stop that. There is still one party that is very committed to rolling back environmental and other regulations, preventing meaningful financial reform, and, most importantly, keeping taxes as low as possible on very wealthy people and corporations. The Tea Party is not opposed to any of those things.

There are really only two issues dividing “the business community” from “the Tea Party.” They are a) tactics and b) immigration. “The business community” wants the Republican Party to be competitive in national races — they’re also be fine with the Republicans trying to win elections through gerrymandering and voter suppression — while “the Tea Party” prioritizes purity over electability. (In fact most of them don’t see conservative purity as any sort of obstacle to electability, but they are wrong.) The backlash to Ted Cruz and the House “suicide caucus” was mainly a reaction to tactics, not a blow-up over policy.

Conservatives simply differed over the best way to force Democrats into accepting the roll-back of the ACA and/or a tax-cutting, social insurance-cutting long-term budget deal. Plenty of “establishment” Republicans still believe it is perfectly appropriate to use the debt ceiling, and the implicit threat of default, to extract policy concessions. Where Republicans split was on the wisdom of actually shutting the government down or merely threatening to, and on what precisely to demand in exchange for reopening the government. Grover Norquist attacked Ted Cruz for demanding the unachievable, but he doesn’t actually oppose defunding Obamacare. He just thought Paul Ryan had a better strategy for actually winning concessions. (Grover Norquist is right, by the way.)

Where there could actually be a break of some kind is in next year’s primaries, when Tea Party groups will fund some less-electable candidates against perfectly conservative members with more realistic grasps of the achievable. But if the Tea Party groups win those primaries, big business will still support their candidates. (The Chamber of Commerce donated to Mike Lee and Allen West in 2012.)

The biggest problem with the moderate fantasy of a new Moderate Republican rising from the ashes of Ted Cruz is that “big business” isn’t going to force the “Tea Party” to moderate its positions, it’s going to fight to get them to fight for their positions more effectively.  People opposed to the goals of the Tea Party movement should be even more opposed of the business community reasserting control over the party. The end result of the “grown-ups” stepping in to squash the Tea Party would be more power to people like… Mitch McConnell, the man who’s done more than anyone else to block Barack Obama’s agenda. The actual policies being fought for, with few exceptions, wouldn’t change.

The one major issue where there is actually tension between the bottom-line priorities of the donor class and the desires of the activist movement is immigration. There are many obvious reasons why big business would prefer looser immigration restrictions, more guest-workers and visas for “highly skilled” immigrants. But for a popular movement still fueled by the tribal panic of aging whites, “more immigrants” is not a winning message. (It’s also true that “the donor class” is much more socially liberal than the grassroots activists, but same-sex marriage isn’t enough of a profit-booster to make it a fight worth having outside the “blue states” where it’s already popular.) Even on immigration, smart representatives of the donor class seem to be suggesting that they believe it’s better to let activist conservatives have their way than to create a genuine split in the party. Because what’s good for Republicans is good for rich people.

That will still be true  in 2014 and in 2016. And that’s why when the next presidential election rolls around, the conservative grassroots and the money will fall in line behind whichever guy the GOP nominates, even if they disagree about him at first.

“Common Ground Is Not Always Common”: Beware Of Paul Ryan’s Lose-A-Battle, Win-A-War Strategy

The conventional wisdom is that the Republicans got nothing—except some historic disapproval numbers and a lot of internal backbiting—from the whole shutdown showdown.

But there are different Republicans, with different intentions, and not all of them were frowning as the week of their party’s public shame came to a conclusion.

It is certainly true that Texas Senator Ted Cruz has become a political punch line—the Canadian-born Republican whom Democrats would most like to see the Grand Old Party nominate for president. House Speaker John Boehner’s name is likely to enter the lexicon as an antonym for “leadership.” Senate minority leader Mitch McConnell is going to be spending an inordinate amount of time discussing the term “Kentucky kickback.” And it may even be dawning on the Tea Partisans that the whole “defund Obamacare” gambit was a charade.

The real point of the exercise in chaos that the country was just dragged through was the chaos itself.

And the beneficiary of it all is the Republican who has suddenly stepped back into the limelight after laying low through most of the shutdown: House Budget Committee chairman Paul Ryan, R-Wisconsin.

Fully aware that the American people have no taste for a “grand bargain” that might see the implementation of at least some of his Ayn Rand–inspired “survival-of-the-fittest” proposals for means-testing earned-benefit programs, for taking the first steps toward privatization of Social Security, for turning Medicare and Medicaid into voucher programs, Ryan has for years been looking for an opening that makes his proposals seem “necessary.”

The 2012 election, when he was his party’s “big ideas” guy, and its nominee for vice president, confirmed that there was no electoral route to advance his agenda. Americans rejected Ryan, overwhelmingly. He could not even carry his home state for the Romney-Ryan ticket, which was defeated by a 5 million popular-vote margin and a 332-206 Electoral College blowout. Ryan knew that it would take more to get his opening. And the crisis of the past several weeks in Washington provided it.

Some analysts were surprised when Ryan voted against the deal to temporarily end the shutdown and raise the debt ceiling. They shouldn’t have been. While it’s true that Ryan—an enthusiastic backer of the 2008 bank bailout—is a reliable vote for the agenda of the Wall Street speculators who fund his campaigns, he wasn’t going against his political patrons when he joined 143 other House Republicans in voting “no.” Rather, the Budget Committee chairman—who just reported raising more than $1 million in fresh campaign funds in the third quarter of 2013—was voting to strengthen his own hand as he steps into the ring for the next stage of an inside-the-Beltway fight that is far from finished.

The deal that ended the shutdown set up a high-stakes conference committee on budget issues. If there is to be a “grand bargain,” this is where it will be generated. And Ryan—the most prominent of the fourteen Democrats, fourteen Republicans and two independents on the committee—is in the thick of it.

The Budget Committee chairman says it would be “premature to get into exactly how we’re going to” sort out budget issues.

But no one should have any doubts about the hard bargain he will drive for. In the midst of the shutdown, Ryan jumped the gun by penning a Wall Street Journal op-ed that proposed: “Reforms to entitlement programs and the tax code…”

“Here are just a few ideas to get the conversation started,” Ryan wrote. “We could ask the better off to pay higher premiums for Medicare. We could reform Medigap plans to encourage efficiency and cut costs. And we could ask federal employees to contribute more to their own retirement.”

Translation: Get ready for the radical reshaping of Medicare so that it is no longer a universal program. Make way for more price-gouging by the private companies that sell supplemental insurance. Launch a new assault on public employees who have already been hit with wage freezes and furloughs.

And Ryan will not stop there.

He never does.

That’s why the Democrats on the conference committee—led by Senate Budget Committee chairman Patty Murray, D-Washington—must be exceptionally wary.

“Chairman Ryan knows I’m not going to vote for his budget, and I know he’s not going to vote for mine,” says Murray. “We’re going to find the common ground between our two budgets that we both can vote on and that’s our goal.”

The thing to remember that Ryan is working to get cuts to earned-benefit programs onto that common ground.

Ryan cast his “no” vote on the deal that set up the conference committee in order to begin organizing his troops for a fight that will set up the next shutdown and debt-ceiling struggles. The committee has a deadline of December 13. That makes its report—or the lack of one—the first deadline on a schedule that proceeds toward new continuing resolution and debt-ceiling votes in January and February. That creates tremendous pressure for a deal, and Ryan’s at the ready.

That answer to his supplications must be a firm “No.”

That’s what Senator Bernie Sanders, I-Vermont, is proposing. Sanders, one of a member of the conference committee says: “it is imperative that this new budget helps us create the millions of jobs we desperately need and does not balance the budget on the backs of working people, the elderly, the children, the sick and the poor…”

Sanders’ office notes: “The Senate budget protects Medicare while the House version would end Medicare as we know it by providing coupons for private health insurance. Unlike the House budget, the Senate resolution does not repeal the Affordable Care Act, which would prevent more than 20 million Americans from getting health insurance. The House version would eliminate grants for up to 1 million college students while the Senate plan protects Pell grants. The House version would kick up to 24 million Americans off of Medicaid while the Senate budget would protect their benefits. The Senate budget calls for new revenue while the House version would provide trillions of dollars in tax breaks mainly for the wealthiest Americans and profitable corporations offset by increased taxes on the middle class.”

Ryan would be more than happy to settle for a “common ground” agreement that opens the way for a little bit of privatization, a little bit of movement toward vouchers, a little bit of means testing, a little bit of an increase in the retirement age. But if he gets that, the big “blink” that everyone was talking about during the shutdown fight will have happened.

If that is where this thing ends, it might not be the Democrats who get the last laugh.

It might yet be a Republican named Paul Ryan.

“The Tea Party, Now And Forever?: That Cosmopolitan, Multiracial Man In The White House Is The Embodiment Of Everything They Fear

People (including me, I’ll admit) have been predicting the demise of the Tea Party for a long time, yet it has managed to stick around, the tail wagging the Republican dog even unto the point of shutting down the government and bringing the country within hours of default. Yet at the same time, if you paid attention to this crisis, you would have seen the words “Tea Party” escaping only the lips of Democrats (and a few reporters). None of the Republicans holding out to destroy the Affordable Care Act started their sentences with “We in the Tea Party…” It has become a name—or an epithet—more than a movement, even as its perspective and its style have woven themselves deeply within the GOP. Not that there aren’t still Tea Party organizations in existence, but how many Republican politicians in the coming months are going to be eager to show up at a rally where everyone’s wearing tricorner hats?

What this moment may mark is the not so much the death of the Tea Party as the final stages of a transition. The silly costumes will get put away, and the angry rallies may draw no more than a handful of fist-shakers. But we should finally understand that the Tea Party has metastasized itself within its host, even if fewer people use its name. It would probably help to come up with a new name for it, since the word “party” misdirects us into thinking that if it isn’t doing practical things like endorsing candidates or putting forward a policy agenda, then it’s fading. But it isn’t, and defeats like this one don’t necessarily make it weaker.

The time has come to stop looking at the Tea Party as a political movement and understand it as a psychological, sociological, and religious phenomenon. That isn’t to say it’s unalterable, and I do think it’s going to be politically wounded in 2014. What is likely to happen is a geographical winnowing, with its politicians losing where they were weakest to begin with. In 2010, many Tea Partiers got elected even in places where they weren’t thick on the ground, since that’s what wave elections can produce. But in the next election we’ll probably see the defeat of people like Maine governor Paul LePage—in other words, those who come from anywhere other than the South and certain corners of the Midwest and interior West. Tea Partiers will still win in Alabama, but not in New England.

The ones who remain will not be chastened by what just happened, nor when their numbers decrease. As there is after every Republican defeat, there’s talk now amongst the base about the need for more “true conservatives.” But if you look at the people who decided to end the crisis, they aren’t that different in their policy beliefs from the Tea Partiers. Mitch McConnell would genuinely like to repeal the ACA, and outlaw abortion, and slash food stamps. This isn’t even a dispute about tactics, because that would mean the Tea Partiers have some kind of coherent set of tactics in mind, beyond “Fight, fight, fight!” It’s about the apocalyptic worldview that animates the Tea Partiers. Establishment Republicans like McConnell have the same policy agenda as the Tea Partiers, but they also know that if they lose this round, there will be another round, and another after that. They don’t think that America could literally come to an end if they don’t prevail in the next election.

But the Tea Partiers do. In one recent poll, 20 percent of Republicans said they believe Barack Obama is the Antichrist. It’s easy to laugh, but try for a moment to imagine that you believed that. What kind of tactics would you favor? Would you be amenable to compromise? How would you look at even a small political defeat? As Andrew Sullivan argues, even for those who are a step back from imagining a literal apocalypse coming some time in the next few months, the root of the problem is modernity itself, and the stakes are impossibly high:

What the understandably beleaguered citizens of this new modern order want is a pristine variety of America that feels like the one they grew up in. They want truths that ring without any timbre of doubt. They want root-and-branch reform – to the days of the American Revolution. And they want all of this as a pre-packaged ideology, preferably aligned with re-written American history, and reiterated as a theater of comfort and nostalgia. They want their presidents white and their budget balanced now. That balancing it now would tip the whole world into a second depression sounds like elite cant to them; that America is, as a matter of fact, a coffee-colored country – and stronger for it – does not remove their desire for it not to be so; indeed it intensifies their futile effort to stop immigration reform. And given the apocalyptic nature of their view of what is going on, it is only natural that they would seek a totalist, radical, revolutionary halt to all of it, even if it creates economic chaos, even if it destroys millions of jobs, even though it keeps millions in immigration limbo, even if it means an unprecedented default on the debt.

It isn’t just that they sincerely believe that the most uncompromising tactics are the path to victory, it’s also that they believe that adopting anything short of the most uncompromising stance is itself a surrender, before the battle has even begun. You can’t let the devil just sit in the parlor for a while and hope you’ll be able to convince him to leave. You have to bar the door. And as Ed Kilgore notes, this isn’t just about very religious people bringing a religious worldview to their politics; it’s a circular process:

It’s not just that these culturally threatened folk embrace their politics like it’s a religion. The actual religious outlook many of them espouse—whether they are conservative fundamentalist Protestants or neo-ultramontane Catholics—has imported secular political perspectives into their faith. They’ve managed to identify obedience to God with the restoration of pre-mid-twentieth-century culture and economics, and consequently, tend to look at themselves as the contemporary equivalents of the Old Testament prophets calling a wicked society to account before all hell literally breaks loose. So their politics reinforces their religion and vice-versa, and yes, the Republican Party, like the squishy mainline Protestant Churches and lenient do-gooder Catholic priests, are generally within crisis-distance of being viewed as objectively belonging to enemy ranks.

It’s true that this phenomenon is the latest iteration of a pattern we’ve seen before, whether it was the Birchers during the Johnson years or the militia movement under Clinton. Some portion of American conservatives comes to believe that the country has been infected with the most diabolical of viruses, and the normal democratic means are no longer sufficient to confront the evil within our borders. But by now we have to conclude that it’s been worse this time, and not only because the Tea Party’s forebears never got a fraction of the influence within the GOP that it now has. The threat of modernity that Sullivan points to is, for these people, all too real. The world is leaving them behind. And that cosmopolitan, multiracial man in the White House became the embodiment of everything they fear. Every one of his policies, whether born in The Communist Manifesto or at the Heritage Foundation, they see clearly as a rapier thrust at their very hearts. There is no telling them to wait for a more opportune moment to strike, or that the battle of the moment is one they cannot win. To lose is to lose everything.

So when does the Tea Party end? In the simplest terms, it ends whenever the next Republican president takes office. When that happens, there will be no more government shutdowns, no more cries of Washington tyranny, no more debt ceiling standoffs, no more Republican obsession with deficits. The tricorner hats will be put away. But the fears and resentments that created and sustained the Tea Party will fester, waiting until the next Democratic presidency to burst out. And it will begin all over again.
