“Making The GOP Pay For Medicaid Obstruction”: National Democrats, Especially, Need To Stop Equivocating About The Benefits Of The Law
Jonathan Martin wrote a primer this weekend on why many nervous Democrats won’t take President Obama’s advice – or mine — and run on the Affordable Care Act in the 2014 midterms. To me, it seems like a chicken and egg problem: Vulnerable Democrats won’t run on the ACA because key groups of voters don’t like it. But why should voters like it if even Democrats won’t defend it?
But there is one ACA issue where Republicans seem to be on the defensive, and that’s on the question of Medicaid expansion. Even Georgia Democratic Senate candidate Michelle Nunn and gubernatorial candidate Jason Carter, who have been wishy-washy on the law, support Medicaid expansion – and that’s partly because polls show 59 percent of Georgians support it too. Gov. Nathan Deal has tried to pass the decision off to the state Legislature, which is widely seen as an effort to pass the buck. Kansas Sen. Sam Brownback just managed to do the same thing, on Friday signing a bill that gave the Republican-dominated Legislature the power to decide on Medicaid expansion – but they won’t meet again until 2015.
In Florida, newly minted Democrat Charlie Crist is hitting Gov. Rick Scott hard for his refusal to accept Medicaid funding. Much like in Georgia, 58 percent of Florida voters want to see their state take the federal funds. Crist leads Scott in the latest polling.
And Republican Senate candidates Scott Brown of New Hampshire (it seems wrong not to write Massachusetts, Scott), Tom Cotton of Arkansas and Terri Lynn Land of Michigan have all refused to take a stand on Medicaid expansion, which might make them the biggest cowards of all.
In Louisiana, Democrats are trying to bypass Gov. Bobby Jindal and let state voters decide whether to accept $16 billion in expanded federal Medicaid funding, to cover 242,000 newly eligible Louisianans. The federal funding would create 15,600 new healthcare jobs, according to Families USA. Vulnerable Democratic Sen. Mary Landrieu has been hitting Jindal hard on the issue, and the New Orleans Times-Picayune just called on the state Legislature to back the referendum notion, blaming Jindal’s presidential ambitions for his decision to turn down the funds. Even conservatives, the paper suggested (perhaps with a little sarcasm), ought to back an effort to give voters a say on the matter. What are they afraid of? Well, the Koch-funded Americans for Prosperity, for one thing, which has promised to campaign against Republicans who support Medicaid expansion.
“We Built This Country On Inequality”: The Wealth Gap Didn’t Spring Up From Policy Gone Awry, It Is The Policy
I admit to tuning out most conversations surrounding income and/or wealth inequality in the United States. It’s not because I don’t find these conversations important; they are vital. The problem is that I always hear the issue of inequality situated around what has happened in the last thirty or forty years, which ignores the fact this is a nation built on inequality. The wealth gap didn’t spring up from policy gone awry—it is the policy. This country was founded on the idea of concentrating wealth in the hands of a few white men. That that persists today isn’t a flaw in the design. Everything is working as the founders intended.
The source of that inequality has changed, as the past thirty/forty years have been dominated by the financial class and rampant executive corruption, but the American economy has always required inequality to function. Even times of great prosperity, where the wealth gap decreased, inequality was necessary. The post-WWII period is notable for the lowest levels of inequality in the modern era, but the drivers of that prosperity (the GI Bill, construction of the highway system, low-interest home loans) deliberately left black people out, and the moments of robust public investment that have benefited racial minorities and women have always been followed by a resurgence of concern over government spending and “state’s rights.”
Our job, then, if we’re serious about forming a society of true equality, is to interrogate and uproot the ideologies that created the original imbalance. In other words, we can’t deal with income/wealth inequality without also reckoning with white supremacy and patriarchy.
So far, we haven’t done a very good job of that. Bryce Covert writes eloquently about the gender gap, while Matt Bruenig writes about the failure to address economic disparity along racial lines. Over at Salon, he says:
Although the Civil Rights Act, the landmark legislation which just reached its 50th anniversary, made great strides in desegregating the economy, economic discrimination is still widespread, and anti-discrimination legislation alone can never rectify the economic damage inflicted upon blacks by slavery and our Jim Crow apartheid regime.
He’s right, though I’d quibble with some of the other points in this piece. Later on, he says, “Even if racism were wiped out tomorrow and equal treatment became the norm, it would never cease being the case that the average white person has more wealth than the average black person.” Except that is racism. The persistence of inequality along racial lines is racism. It may seem to be a minor point, but it’s important in constructing a truer definition of racism, in order that we know what we’re fighting against. It’s important to remember that slavery was chiefly an economic enterprise that created a racial caste system out of necessity. Karen and Barbara Fields chart this history in their book Racecraft.
The larger point still remains, as Bruenig concludes:
Thus, those actually serious about righting the wrongs of enslavement and Jim Crow apartheid must support more drastic leveling efforts. Beefed up anti-discrimination, which is both necessary and good, will not be enough. Ideally, we could work towards reparations in the form of redistributing wealth along racial lines. With that an unlikely possibility though, we can at least think about ways to redistribute wealth more generally from those with wealth to those without it, something that would have a similar, albeit more attenuated, effect as reparations given who the wealthy and non-wealthy happen to be.
I would more than welcome a renewed discussion about reparations. It is, however, as Bruenig notes, a long shot. But there are other avenues to explore that would have a similar impact to reparations, like a jobs guarantee and universal basic income. Perhaps this is an opportunity to revisit A. Philip Randolph’s “Freedom Budget for All Americans.” But any conversation about inequality absent one of white supremacy (and patriarchy) isn’t one worth engaging.

“GOP Rebranding Efforts Are Doomed”: The Far-Right Pundits Tasked With Moderating The Iowa GOP
Conservative media figures that embody messages of misogyny and hate will take center stage at a GOP candidate forum in Iowa, despite the party’s own acknowledgment that future electoral victories hinge upon the development of a more tolerant platform.
After Mitt Romney’s loss in the 2012 presidential election, the Republican National Committee drafted a series of recommendations on how to evolve and grow the party into a force that can win consistently in the 21st century. To a large extent, the plan recommended reaching out to women and minorities, after Democrats won both groups by healthy margins that year. The RNC report recommended “developing a forward-leaning vision for voting Republican that appeals to women.” It went on to suggest that the party needs “to campaign among Hispanic, black, Asian, and gay Americans and demonstrate that we care about them, too.”
But in a move that seems in total opposition to those recommendations, the Iowa Republican candidates for U.S. Senate, as well as Republican Gov. Terry Branstad and Sen. Chuck Grassley (R-IA), have chosen to partner with Fox News contributor Erick Erickson, radio host Steve Deace, and The Family Leader, an anti-gay organization headed by Bob Vander Plaats, to conduct a forum for the candidates on April 25.
Despite his role as “moderator” for the event, Erickson’s far-right views on women and minorities are anything but moderate. Erickson has argued that businesses that serve gay couples are “aiding and abetting” sin, that proposed anti-discrimination laws are part of a war on Christians waged by “evil” gay rights activists, and that marriage equality is akin to incest. According to the pundit, gay people are definitely “on the road to hell.”
In fact, Erickson is scheduled to appear at an event for the Alliance Defending Freedom (ADF) on the night before the candidate forum. The ADF, whose work has been touted by Erickson, is an extreme anti-gay organization working to criminalize homosexuality. The event is billed as “An Evening with Erick Erickson,” making him a de facto spokesman for a group whose stances are so extreme even some of Erickson’s peers at Fox News have distanced themselves from them.
Erickson’s relationship with women’s issues is just as offensive — he is particularly hostile to the idea that women should help support a family financially. Erickson stated on his radio show in 2013 that “some women believe they can have it all, and that’s the crux of the problem,” and told Fox host Lou Dobbs that the recent increase in the number of female breadwinners is “concerning and troubling.” He elaborated on this point, saying, “When you look at biology, look at the natural world, the roles of a male and female in society, and the other animals, the male typically is the dominant role.”
But it’s not just Erickson. The Republican candidate forum will also feature a post-forum focus group moderated by radio host and Washington Times columnist Steve Deace.
Deace maintains strong anti-gay and anti-immigrant views. Most recently, he penned a column suggesting that President Obama and the media were using the story of Michael Sam, an openly gay NFL prospect from the University of Missouri, as an excuse to distract attention away from the 2012 attacks in Benghazi, Libya. He has also compared gay marriage to bank robbery and strongly opposes proposals like the DREAM Act that would aid longtime immigrant children in obtaining a college education.
And the forum itself is presented by The Family Leader, whose president Bob Vander Plaats has called gay people a “public health risk,” likened being gay to adultery and polygamy, and is a vocal supporter of the fringe birther movement.
If right-wing hate mongers like Erickson and Deace continue to be chosen to represent the party, GOP rebranding efforts are likely doomed.

“Race Is Not An Intellectual Exercise”: The “Story Of Race In The Obama Years” Cannot Be Told In A Race-Neutral Way
I offered a preliminary take yesterday on Jonathan Chait’s vast New York piece on racial politics, and will probably take another run at the topic at TPMCafe tomorrow. But for now, I’ll suggest a reading of Jamelle Bouie’s tart response to Chait at Slate:
If I were outlining a racial history of the Obama administration, it would begin with policy: A housing collapse that destroyed black Americans’ wealth; a health care law attacked as “reparations” and crippled by a neo-Calhounite doctrine of “state sovereignty”; a broad assault on voting rights and access to the polls, concentrated in the states of the former Confederacy. Indeed, it would focus on the deep irony of the Obama era: That the first black president has presided over a declining status quo for many black Americans.
In short, it would treat race as a real force in public life that has real consequences for real people.
You should contrast this with Jonathan Chait’s most recent feature for New York magazine, where the story of race in the Obama administration is a story of mutual grievance between Americans on the left and right, with little interest in the lived experiences of racism from black Americans and other people of color. It’s a story, in other words, that treats race as an intellectual exercise—a low-stakes cocktail party argument between white liberals and white conservatives over their respective racial innocence….
What’s odd about the argument is that Chait clearly shows the extent to which conservatism—even if it isn’t “racist”—works to entrench racial inequality through “colorblindness” and pointed opposition to the activist state. But rather than take that to its conclusion, he asks us to look away: “Impressive though the historical, sociological, and psychological evidence undergirding this analysis may be, it also happens to be completely insane. Whatever Lee Atwater said, or meant to say, advocating tax cuts is not in any meaningful sense racist.”
Of course, it’s not accusing conservatives of “racism” to note that particular policies—say, tax cuts to defund the social safety net, or blocking the Medicaid expansion under the Affordable Care Act—have a disparate impact. That’s just reality. And it’s not tarring your opponents to note that race plays a huge part in building popular support for those policies. But again, for as much as this is interesting as a matter of political combat, it’s less important to telling the story of race in the Obama years than, for instance, the tremendous retrenchment of racial inequality during our five years of recession, recovery, and austerity.
I personally think part of the problem here is that Chait seems to regard “racism” as a subjective phenomenon and a moral blight; thus conservatives charged with promoting policies that have a disparate racial impact have every reason to feel aggrieved if they are (or perceive themselves to be) innocent of racist feelings. But that’s no excuse for pretending the “story of race in the Obama years” can be told in a race-neutral way.

“More People Have Health Insurance”: Another Day, Another Sign That Obamacare Is Working

It’s impossible to say how big an impact the Affordable Care Act is having on the uninsured. But it’s getting impossible to deny that it’s having an impact at all.
The latest evidence comes from the Gallup organization, which surveys respondents about insurance status. According to Gallup, the percentage of adults without health insurance has been falling since the middle of last year. Now, Gallup says, it’s down to 15.6 percent. That’s the lowest rate that Gallup has recorded since late 2008.
These tracking surveys on the uninsured are far from precise. Among other things, people answering these surveys aren’t always sure of their own insurance status. Nobody should treat them as gospel.
But Gallup also found the most dramatic change in insurance status among low-income and minority populations, which would be consistent with implementation of a law that has its most dramatic impact on people with the least money. It’s also consistent with three other pieces of information
- Health Reform Monitoring Survey. In this survey, conducted by the Urban Institute and supported by the Robert Wood Johnson Foundation, the rate of uninsurance among non-elderly adults fell from 17.6 percent in the first quarter of 2013 to 15.2 percent in the first quarter of 2014.
- The Rand Corporation. According to reporting by Noam Levey of the Los Angeles Times, unpublished research from Rand suggests that the percentage of uninsured Americans fell from 20.9 in late 2013 to 16.6 percent in early 2014.
- Department of Health and Human Services. Late last week, HHS announced that enrollment in Medicaid and CHIP was 3 million higher than it had been in late 2013.
The Congressional Budget Office has projected that 13 million Americans will get health insurance because of Obamacare. Gallup’s numbers would correspond to a significantly smaller decline, although the numbers depend on what you choose as a starting point. Then again, Gallup’s numbers don’t account for the end of open enrollment—when, by all accounts, large numbers of people rushed to sign up for coverage. They also don’t account for a full year of enrollment in Medicaid and the Children’s Health Insurance Program, since people can sign up for those programs all year long.
In short, it seems pretty clear that, because of Obamacare, more people have health insurance. And, yes, that accounts for people who lost existing coverage because insurers cancelled old policies. The question is how big a difference the law is making. And it’s going to be a while before anybody knows.
