“The Tax Rates That Don’t Cause Bernie Sanders To ‘Flinch'”: About As Radical As Republican Plans To Slash Taxes On The Wealthy

Sen. Bernie Sanders (I-Vt.) is many things, but subtle isn’t one of them. Take a look at these comments the Democratic presidential candidate made to CNBC about higher taxes on the wealthiest Americans.

“These people are so greedy, they’re so out of touch with reality,” he said. “They think they own the world…. I’m sorry to have to tell them, they live in the United States, they benefit from the United States, we have kids who are hungry in this country. We have people who are working two, three, four jobs, who can’t send their kids to college.

“Sorry, you’re all going to have to pay your fair share of taxes,” he asserted. “If my memory is correct, when radical socialist Dwight D. Eisenhower was president, the highest marginal tax rate was something like 90 percent.”

That last part is true, by the way. In the 1950s, when Republicans were far more interested in deficit reduction than tax breaks, Eisenhower was committed to helping pay off World War II-era debts. He kept Roosevelt’s 90% top marginal rate in place, and the post-war economy boomed anyway. (It wasn’t until JFK in 1961 that Washington approved a “peace dividend,” and even then, some Republicans of the era balked, still preferring to focus on the debt, not tax breaks.)

But Sanders’ support for similar rates is so far from mainstream norms that his comments strike much of the political world as somehow bizarre. The New York Times noted with incredulity that the Vermont senator “doesn’t flinch over returning to the 90 percent personal income tax rates of the 1950s for top earners.”

Over at Salon, it led Simon Maloy to raise a good point: “We’ve become so accustomed to historically low rates of taxation for the wealthy that when someone like Sanders comes along and says the rich can and should pay a far higher rate, people assume he’s out to lunch.”

The flip side to the dynamic is that while reporters and pundits raise their eyebrows at the notion of dramatically increasing the tax burden on the wealthy, absurd and irresponsible tax cuts for top earners are now just assumed to be a given when it comes to Republican policymaking. Several current Republican candidates for the presidency have laid out plans that would eliminate capital gains taxes and the estate tax while cutting the top income tax rate. […]

The thrust of GOP policymaking is to redirect an even greater share of the nation’s wealth to the already engorged few sitting at the top of the income ladder. Sanders is proposing instead that we funnel some of that wealth away from the rich and toward the middle class. And while we’re supposed to “flinch” at a high rate of taxation for income, a zero percent rate on investments is taken in stride.

I think that’s right. Sanders’ position is clearly far from the traditional menu of tax-policy options, so far that he practically sounds like a visitor from another country (if not another planet). We’re accustomed to hearing national figures talk about raising taxes on the rich a little; we’re not accustomed to hearing them talk about raising taxes on the rich a lot.

But what Sanders is proposing is about as radical as Republican plans to slash taxes on the wealthy by hundreds of billions of dollars. It just seems more extreme because our expectations have begun to adapt to a ridiculous GOP wish list that we’re confronted with all the time.

“How Dems Can Peel Off GOP Voters”: The Birth Of The Left-Wing Wedge Issue

Here’s a little datum that may have slid by you: Gallup has just found that on social issues, the country is now equally split between liberals and conservatives. The question was: “Thinking about social issues, would you say your views are” very conservative, conservative, liberal, or very liberal?

And the answer came back: Grouping the first two into one category and the last two into another, it was a dead heat at 31 percent each. This is pretty close to seismic. Just five years ago, the conservative edge on social issues was 39 to 22 percent. Now it’s totally wiped out. The implications for our electoral politics are obvious and enormous, and I mean good-enormous.

I’m not sure when people started using the phrase “wedge issue.” But we’re all sure what wedge issues are: They’re cultural politics issues used in elections by the right—and always only the right—to drive a wedge into the liberal coalition. Nixon did it expertly, even though the phrase wasn’t in use back then. Reagan did it well, cleaving so many working-class white ethnics away from the Democratic Party. George H.W. Bush and Jim Baker did it—remember Willie Horton (race was the original wedge issue). And Bush the younger and Karl Rove expanded it out to include guns and gays.

And now, Gallup is suggesting to us, the era of the wedge issue may be over.

But wait! Why should it be over? Maybe it’s time for some liberal wedge issues! I like the sound of that a lot.

Gay marriage was a great wedge issue for Dubya and Rove in 2004, as you’ll recall. They got anti-gay marriage initiatives on the ballot in 11 states, many of them key swing states; studies have tended to find that in Ohio, which Bush carried and which was the difference between victory and defeat in the Electoral College, the initiative did goose evangelical turnout a bit (and remember, Bush won the state by just 118,000 votes out of around 5.6 million cast). It may have also helped him win more African Americans than he would have otherwise, hence the wedge.

Well, in 2016, same-sex marriage can be a wedge issue again, but this time, for our team. The numbers are now so decisive that surely in the key swing states with the bushels of electoral votes, the likely Democratic candidate can cast shame upon the head of her opponent. In Florida, support for gay marriage was 57 percent a year ago, and it’s probably a little higher now. In Ohio, support-to-opposition was 52-37 in 2012, and that’s surely higher now. In Virginia in 2013, support registered at 56 percent. The issue isn’t a loser in any important swing state, with the possible exception of North Carolina, which of course is just icing for the Democrats anyway.

How could Hillary Clinton and her party use this, exactly? That gets a little harder to say. The thing that makes a wedge issue a wedge issue is that, historically anyway, it’s been about fear. The blacks are coming. The gays are coming. The anti-gun nuts are going to be pounding on your door, warrant in hand. As has often been said, it’s the best motivator in politics.

The crucial psychic element of fear-mongering is that you have to persuade the majority that some minority is “taking over” and they, your majority, will soon be the trampled minority unless they act. That’s what gets the blood cooking in the old amygdala. (What?! Microsoft Word doesn’t recognize amygdala?!) Conservatives are much better at this than liberals are, and in any case, if liberals tried this it just wouldn’t make sense or work. Everybody knows that the anti-same-sex-marriage side is losing fast, so fear is a non-starter here.

No, the psychic ingredient of the liberal wedge campaign has to be something else. And of course it has to resonate with people on some level, be in tune with what they’re actually thinking. So, what are people (not just liberals, but average, quasi-informed people) thinking about conservatives right now? I’d suggest it’s that they’re just out of it. Out of touch with the times. Holding us back.

Certainly this is so with respect to same-sex marriage, although the problem is hardly limited to that by a long shot. One issue I’d really love to see Clinton and the Democrats plop down smack in the middle of the table this election is the way conservatism today just strangles opportunity for middle-class people, and for young people in particular, in the name of their messianic tax-cutting.

TPM ran a great piece Friday on how the Republican governors who are running for president are destroying their higher-education systems in the name of cutting state income taxes and never, ever raising another tax of any kind. Bobby Jindal has cut taxes six times in Louisiana, which has produced a $1.6 billion shortfall. To plug the gap, he’s cutting higher-ed funding by as much as $600 million, which is 82 percent of state higher-ed aid. Scott Walker’s half-a-billion dollars in tax cuts in Wisconsin have led to a $2 billion shortfall, so he’s slashing higher ed by $300 million.

These, too, are wedge issues, if you ask me. Republicans send their kids to college too. Yes, they like their tax cuts. But I would assume that they don’t like whopping tuition hikes, or their kids having to drop out of college altogether, any more than Democrats or independents do. If the Democrats can connect these dots in the right way—on this and a whole range of Warrenesque “household economics” issues—they can peel off a decent chunk of voters who have been traditionally Republican.

Republicans will still roll out their wedge issues, but it seems that the pickings are pretty slim. Fear just isn’t selling. To borrow from A.J. Liebling’s nice line about sweet Louisiana corn, fear just doesn’t travel well anymore outside the right-wing base. Muslim-bashing may be the exception to that, but even that won’t work without a triggering event of some kind. Republicans might actually have to talk about issues. Which of course is even worse for them.

“Progressive Frenemies”: It’s Always Wise To Seek The Truth In Our Opponents’ Error, And The Error In Our Own Truth

You probably think there is a big struggle over the Democratic Party’s soul and the meaning of progressivism. After all, that’s what the media talk about incessantly, often with a lot of help from the parties involved in the rumble.

Earlier this month, Gov. Jack Markell of Delaware, a proud Democratic centrist, published a thoughtful essay on The Atlantic‘s website under a very polemical headline: “Americans Need Jobs, Not Populism.” Take that, Elizabeth Warren.

The Massachusetts Democrat is clearly unpersuaded. In a powerful speech to the California Democratic Convention last weekend, she used variations on the word “fight” 21 times. “This country isn’t working for working people,” Warren declared. “It’s working only for those at the top.” If populism is a problem, Warren has not received the message.

There’s other grist for this narrative. Chicago mayor Rahm Emanuel was re-elected earlier this year only after a spirited battle during which his opponent, Jesus “Chuy” Garcia, labeled him “Mayor 1 Percent.” And every other day, it seems, there’s a report about Hillary Clinton being under pressure either to “move left” or to resist doing so.

A storyline doesn’t develop such a deep hold without some basis in fact. There are real dividing lines within the center-left around issues such as the right way to reform public education and the best approach to public employee pension costs. There’s also trade, a matter that has so vexed Democrats that for many years, its presidential candidates have tried to hedge the issue — usually during the primaries but sometimes until after the election.

But the us-vs.-them frame on this debate has two major problems. The first affects the center-left itself, something shrewd Democrats have started to notice. A post on The Democratic Strategist website in March argued that “slinging essentially vacuous stereotypes like ‘corporate centrists’ and ‘left-wing populists’” inevitably leads to “a vicious downward spiral of mutual recrimination.”

The larger difficulty is that the epithets exaggerate the differences between two sides that in fact need each other. There is political energy in the populist critique because rising inequality and concentrated wealth really are an outrage. But the centrists offer remedies that, in most cases, the populists accept.

Both Markell and Warren, for example, have emphasized the importance of business growth and job creation. In her California speech, Warren described the need for policies that foster prosperity while “bending it toward more opportunity for everyone.” Her priorities were not far from those Markell outlined in his article.

There was nothing exotically left wing about Warren’s call for “education for our kids, roads and bridges and power so businesses could grow and get their goods to market and build good jobs here in America, research so we would have a giant pipeline of ideas that would permit our children and grandchildren to build a world we could only dream about.”

For his part, Markell freely acknowledged that “the altered economic terrain is preventing new wealth from being broadly shared,” that “income inequality is growing worse,” and that “a huge number of Americans are economically insecure.” Growth is “necessary, but not sufficient,” and he made the case for “a decent minimum wage,” “affordable and quality health care,” and support for a dignified retirement.

Sen. Warren and Gov. Markell, would you kindly give each other a call?

As for Emanuel, his inaugural address on Monday was devoted to the single subject of “preventing another lost generation of our city’s youth.” It was a powerful and unstinting look at how easy it is for the rest of society to turn its back on those for whom “their school is the street and their teachers are the gangs.”

“The truth is that years of silence and inaction have walled off a portion of our city,” he said. “It is time to stop turning our heads and turning the channel. … We cannot abandon our most vulnerable children to the gang and the gun.” If “centrists” and “populists” can’t come together on this cause, they might as well pack it in.

Yes, the populists and centrists need to fight out real differences, and that’s what we will see in the coming weeks on trade. But they would do well to remember the theologian Reinhold Niebuhr’s observation that it’s always wise to seek the truth in our opponents’ error, and the error in our own truth.

And as it happens, to win the presidency, one of Hillary Clinton’s central tasks will be to move both sides in the progressive argument to embrace Niebuhr’s counsel.

“Are ‘Death Panels’ Coming To Scott Walker’s Wisconsin?”: A Scheme To Make Middle-Class Workers Pay Even More For Health Care

Scott Walker could be on the verge of giving Infowars some great conspiracy theory fodder. A move by Wisconsin’s Group Insurance Board to substantially increase how much state employees pay for their health insurance is drawing unqualified and sharp opposition from labor leaders but could once have drawn criticism from Sarah Palin, as well. That’s because the proposal includes “consultations about end-of-life care, which some called ‘death panels,’” as the Wisconsin State Journal put it.

Death panels?! In the great Badger State? Putting Badger Staters to death? How could this be? One may have asked, as some on the right did during the debate over the Affordable Care Act. But here we are, with the Wisconsin state government overseeing what’s set to be the controversy-free implementation of new policies designed to save the state money through its employees’ end-of-life decisions.

Quick background: The Wisconsin state government is having some tough fiscal times, and Walker’s budget proposal suggested substantial cuts in a number of areas, including to the University of Wisconsin system and to K-12 education. The governor’s budget proposal also called for savings of $81 million on the state employees’ group health insurance program. (Remember that in 2011 the governor oversaw the passage of Act 10, which virtually ended collective bargaining for most of the state’s public sector unions.) But the budget wasn’t too specific about how to save that $81 million. Instead, Walker’s proposal directed the state’s Group Insurance Board to work with Atlanta-based Segal Consulting to figure it out.

The most buzzed-about change, the Wisconsin State Journal reported, will require public sector employees to pay twice as much out of pocket for their health care than they do now. These changes are projected to save the state $85 million over the next two years (Wisconsin passes budgets biennially), and most of the savings “will come from increasing out-of-pocket limits and introducing deductibles for the vast majority of state workers who don’t have them,” according to the paper. Individual employees will have new $250 deductibles, and family deductibles will be $500.

The Group Insurance Board voted for the changes on May 19, and unless the legislature’s Joint Finance Committee moves to require legislative approval for the changes, they will go into effect Jan. 1, 2016, according to Mark Lamkins, communications director for the state’s Department of Employee Trust Funds. The board that approved the changes has 11 members, some of whom are Walker appointees. The majority of the Walker appointees on the board voted in favor.

And the change has labor leaders irate.

“What the group insurance board did today is unconscionable,” said Wisconsin AFSCME executive Marty Beil, according to THOnline. “I’d also call it evil that they’re treating state employees at that level. It’s incredible.”

But Walker’s critics on the left aren’t just going after him for increasing public sector employees’ expenditures for their health care. They’ve also targeted him for a tiny provision the board approved that seeks to save a bit of money through end-of-life care. The memo laying out the cost-cutting health-care proposal doesn’t detail how these changes would work, and the State Journal reported that “[e]nd-of-life care consultations, also called advanced care planning or palliative care, would save $292,500.” That’s hardly a hefty sum. Lamkins said the changes would involve “keeping people out of institutions near the end of life, giving them more opportunities to manage their care-treatment plan.”

He added that the change is designed “to ensure that members facing serious illness and survival of less than six months are informed of care options and are able to make treatment decisions based on their individual values and goals of care.”

Reached for comment, Laurel Patrick, a spokeswoman for the governor, pointed out that the phrase “death panels” is nowhere to be found in any of the health care change proposals. But that hasn’t defused liberal ire about the panel’s move.

That’s because Walker has been one of the most outspoken conservative opponents of the Affordable Care Act.

“When Sarah Palin was trying to derail Obamacare over ‘death panels,’ Scott Walker didn’t say a word defending the need for people to have end-of-life counseling and instead on his first day as governor wasted taxpayer dollars suing the federal government over Obamacare,” said Scot Ross, executive director of One Wisconsin Now. “But wrapped in a scheme that would make cash-strapped middle-class workers in Wisconsin pay even more for health care, Team Walker quietly slides this into the mix. The inclusion of the palliative counseling is critical, but Scott Walker would have saved families a lot of grief if he would have stood up to the Tea Party in 2010 instead of this backdoor deal now.”

Robert Kraig, executive director of Citizen Action of Wisconsin, voiced support for Walker’s so-called death panels but said he was frustrated the governor didn’t do more to defend the Affordable Care Act.

“The right, using Sarah Palin, shamelessly tried to call simple voluntary end-of-life consultation a ‘death panel’ early in the debate over Obamacare,” he said. “There’s obviously a great irony that the Walker administration would now come forward with an end-of-life consultation provision. I still have to say that it’s good policy, most likely, it’s just incredible hypocrisy for them to come out with that after Walker has been one of the most disingenuous critics of the ACA.”

It’s doubtful, of course, that any of this will be a problem for Walker’s 2016 ambitions. Nobody ever did poorly with Iowa Republican caucus-goers because critics on the left were too noisy. But the debate highlights one of the tricky aspects of running for president as a governor: that the tiniest provisions in uncontroversial policies can easily become flashpoints for controversy.

“Entitlements For Me And Mine”: The GOP Wants To Cut The Social Safety Net — But Only For Young And Poor People

Newly minted 2016 presidential candidate Mike Huckabee is selling himself to older Republicans as the guy who will keep Washington’s grasping hands off their government-provided Medicare and Social Security. In his recent announcement speech, the former Fox News host and ex-governor of Arkansas attacked rivals who “propose that to save the safety nets like Medicare and Social Security, we ought to chop off the payments for the people who have faithfully had their paychecks and pockets picked by the politicians.” For that and similar statements, Huckabee’s candidacy is being portrayed as some radical departure from GOP economic orthodoxy and, as The New York Times put it, is supposedly “exposing growing fault lines in the party over an issue that has long been considered a political third rail.”

Not so much, actually. Huckabee’s do-(almost)-nothing stance on entitlement reform reflects the GOP consensus. He’s just more explicit about it than most. It’s really only potential 2016er Chris Christie — with his call for cutting retirement pay for wealthier seniors — who seems to be the odd man out.

There was a time, of course, when Republicans were pushing hard to fix the fiscal problems of Medicare and Social Security. Rep. Paul Ryan’s 2010 “Roadmap for America’s Future” probably marked Peak Reform. That budget blueprint called for allowing pre-retirement workers to divert part of their payroll taxes into private retirement accounts and to receive vouchers to buy private health insurance when they finally called it quits. Such sweeping changes were needed, Ryan and other Republicans argued, to prevent these programs from “bankrupting” America.

But by the 2012 presidential election, Republicans were backtracking from those big ideas. In his convention speech, GOP presidential nominee Mitt Romney attacked President Obama for wanting to cut future Medicare spending. Vice presidential nominee Paul Ryan explained how important Medicare was for his grandmother with Alzheimer’s. Social Security wasn’t mentioned by name at all. Likewise, the Ryan budgets stopped calling for specific Social Security reforms.

Things went even further in the 2014 midterms, when GOP groups ran ads against some Democratic candidates accusing them of wanting to cut Social Security benefits and raise the retirement age. And today, the new Republican House-Senate budget drops the “premium support” Medicare reform that had been a staple of the Ryan budgets, although it does include some $400 billion in unspecified, 10-year Medicare savings also requested by Obama.

So what happened? The long-term federal financial picture hasn’t miraculously turned around since 2010. The Congressional Budget Office projects that federal spending on Medicare and Social Security over the next 25 years will rise by roughly three percentage points of GDP, from 8 percent to 11 percent. The debt deluge that prompted calls for radical reform is still on its way. What has changed is that Republicans are wising up to just how much they depend on older voters. Those 65 and over gave 56 percent of their votes to Romney in 2012 and were critical to congressional victories in 2010 and 2012.

Another big change since 2010: ObamaCare. The passage of the the president’s Affordable Care Act — opposed by older, tea party Republicans — has affected how GOP politicians view and talk about the safety net. They now clearly differentiate between “earned” entitlement benefits such as Medicare and Social Security and “unearned” welfare benefits such as ObamaCare subsidies, Medicaid, and food stamps. As Wall Street Journal columnist Holman Jenkins accurately predicted back in 2013, “The new ‘conservative’ position will be to defend Social Security and Medicare, those middle-class rewards for a life of hard work and tax-paying, against Mr. Obama’s vast expansion of the means-tested welfare state for working-age Americans.” Republican voters get the “good” entitlements, Democratic voters the “bad,” dependency-creating ones.

Huckabee clearly intends seniors to be the rock upon which he builds his candidacy. In the “Seniors” section of his campaign website, he promises to fight for the “earned benefits” of Social Security and Medicare — perhaps forgetting that a typical middle-class, one-earner couple retiring in 2030 will receive $1.3 million in lifetime Medicare and Social Security benefits, having paid in just under $500,000. Huckabee then attacks ObamaCare as a welfare program that diverts $700 billion from Medicare and fosters “government dependency.” Entitlements for me and mine but not for thee and thine.

The politics of this strategy are debatable. (Though it surely doesn’t help attract younger voters!) But regardless, it makes for simply awful public policy. Future safety net spending increases on older Americans need to be reduced. Republicans should continue the earlier work of Ryan in building the case for those changes. Moreover, more of what is spent will need to shift to lower-income Americans. At the same time, some kinds of safety net spending for the poor will need to be increased, such as the Earned Income Tax Credit. And turning Medicaid into a program that uses tax credits to buy private insurance, as some on the right want to do, would also likely cost more money.

If today’s GOP-leaning seniors want their grandkids to grow up in an America that can better take care of the truly needy — young and old — and pay its bills, they’ll reject Huckabee’s selfish populism.
