“Campaigning In Fiction”: Mitt Romney’s Campaign Pledges Raise Questions For Conservatives
Republican presidential candidate Mitt Romney is making campaign promises that could produce an economic miracle – or a more predictable list of broken vows.
Romney says he wants to put the nation on a path to a balanced budget while also cutting an array of taxes, building up the Navy and Air Force and adding 100,000 active-duty military personnel. He says he would slash domestic spending and reduce tax loopholes but has offered few details.
His comments raise eyebrows in Congress, long accustomed to easier-said-than-done promises. And even some conservatives have their doubts.
Christopher A. Preble, a vice president for the libertarian Cato Institute, says Romney’s promise to push military spending to 4 percent of the national economy would require dramatic increases that would raise, not lower, the federal deficit.
Citing “the absurdity of Romney’s plan,” Preble wrote recently that the candidate “hasn’t said what other spending he will cut, or what taxes he would increase.”
“Until he does,” Preble wrote, “it is logical to conclude that he plans to pile on more debt.”
Romney says he will avoid that problem by making courageous cuts to federal programs if elected.
“I have three major ways that we can get ourselves to a balanced budget,” he told voters this month in Warwick, R.I. “Number one is to eliminate some programs. Stop, eliminate them. Not just slow down their rate of growth. But look at programs and say, `Too many, too big, too expensive, too ineffective, get rid of it.’ Some programs you’re going to like. I’m going to ask for sacrifice. But the sacrifice will not be taking more from your wallet…. I’m not going to give anybody any free stuff.”
Other Romney proposals would make states responsible for programs such as Medicaid, and reduce the federal workforce by 10 percent “through attrition.”
It’s not uncommon for candidates to promise unspecified spending cuts. Often, however, they find it extremely difficult to fulfill the pledges once elected. That’s one reason the nation’s debt has soared under Republican and Democratic presidents and congresses alike.
Romney has shown little willingness to cut popular programs so far. He joined President Barack Obama, and bucked some House Republicans, by backing an extension of low college loan rates for middle-income students, a $6 billion government cost.
Voters may understand that candidates can’t or won’t keep all their promises.
“You campaign in fiction, and govern in fact,” said Tom Davis, a former congressman who headed the Republicans’ House campaign committee from 1998 to 2002.
He noted that Obama quickly backed off his campaign promise to close the Guantanamo Bay prison. Obama also pledged to tamp down Washington’s partisan tone and to overhaul immigration laws, neither of which has happened.
Davis said it’s the general thrust of Romney’s proposals that matters most, not every specific item.
“What he’s trying to do is sketch a different vision,” Davis said. Details of how Romney’s proposals will pan out, if he’s elected, “will be determined by Congress and events,” he said.
Rep. Steve LaTourette, R-Ohio, said Romney’s proposals “are aspirations” more than firm promises. If elected, Romney may have to revisit his current rejection of tax increases and his vow to leave Social Security and Medicare unchanged for current and soon-to-be recipients, LaTourette said.
Romney and Obama “have to come to the realization that a big deal,” which includes tax increases, spending cuts and changes to Social Security and Medicare, “is the only way” to address the nation’s deficit dilemma, LaTourette said.
Romney calls for a host of tax cuts. But independent analysts say they will worsen the deficit unless offset by deep and politically unpopular spending cuts.
Romney would keep the Bush-era tax cuts, and further reduce all marginal income tax rates by 20 percent. He says he would lower the corporate tax rate, eliminate the estate tax, push a balanced budget amendment to the Constitution and make $500 billion in unspecified domestic discretionary spending cuts in 2016.
He wants wider exploration for energy, including oil drilling in the Arctic National Wildlife Refuge, or ANWR.
Such promises draw loud cheers at GOP rallies. But for decades, Republican-run and Democratic-run congresses alike have rejected ANWR drilling, a balanced budget amendment, deep spending cuts and other mainstays of Romney’s campaign.
Whether these campaign ideas are called proposals, aspirations or promises, they are easier to talk about than to achieve.

“Not To Worry Ladies”: Rick Perry And The Texas GOP Has Your Back
After doing their best to dismantle the Women’s Health Program—and losing federal funding in the process—the state’s Republicans promise they’ll find the money somehow.
Texas health officials are telling low-income women not to worry. The Women’s Health Program, the Medicaid program serving 130,000 women, will still be there for them. Of course, how it will be paid for and whether enough clinics will be left providing services are still subjects up for debate.
The Republican-dominated Texas Legislature cut funding for the program—which offers poor women basic reproductive health services like birth control and cancer screenings—by two-thirds last year. The cuts came out of fear that the health-care providers were too linked with the so-called abortion industry. Just to be safe, conservative lawmakers barred Planned Parenthood from participating in the program. Of course, since the beginning of the program, no public dollars could go to abortions, and women could only participate if they were not pregnant.
The results were swift. The budget cuts resulted in clinic closings around the state, and the decision to exclude Planned Parenthood violated federal policy, meaning that the federal government, which paid for 90 percent of the $35 million program, would no longer pay for any of it. Protests have broken out around the state. Planned Parenthood has already filed a lawsuit.
But not to worry—Governor Rick Perry promised that the state would take over the Women’s Health Program. Yesterday, state health officials unveiled their plan. Step one: Stay on the federal tab a few months longer. Step two: They’re working on it.
The Texas Health and Human Services Commission will ask the feds to keep funding them through November 1. (Texas was supposed to get cut off at the end of April.) By then, presumably, the state will find some way to free up dollars. That’s hardly a cakewalk. Texas has been in a fiscal crisis since 2011. For the last two-year budget, lawmakers had to deal with a $22 billion shortfall, resulting in unprecedented cuts to education and underfunding of Medicaid programs by almost $5 billion. The state has a structural deficit thanks to a dysfunctional tax structure. Yesterday, Perry announced his “Budget Compact,” which asks lawmakers to pledge no new or increased taxes as well as offering voters a constitutional amendment that would limit spending increases to the population growth.
Given the situation, $35 million isn’t going to be easy to find, unless the state comes up with a way to get more federal money. Which may be its best option. According to The Texas Tribune, officials “hinted the state could free up state dollars to fund the Women’s Health Program by seeking federal block grants for other programs.”
But even if they find the money, there’s still the problem of clinics. Planned Parenthood clinics served almost 50 percent of the women participating in the WHP. With those providers out of the picture, the remaining clinics have to shoulder the burden—and they have to do so with a major funding cut. As the Austin Chronicle notes, non-Planned Parenthood clinic Community Action Inc. has had to close 11 of its 13 clinics in Central Texas. The two remaining ones are in danger as well. In their plan for taking over the program, state officials say they will try to increase the number of providers.
The head of the state’s biggest health agency, Tom Suehs, has promised that things will be fine, dismissing the “scare tactics and misinformation campaigns.” The bigger challenge, he says, is “making sure women get accurate information about the program in the midst of organized attempts to confuse and frighten those who rely on it.”
Maybe it’s just me, but what’s confusing is a health-care policy that makes it hard to access health care.

“The Paul Ryan Cult” And The Gullible Center
So, can we talk about the Paul Ryan phenomenon?
And yes, I mean the phenomenon, not the man. Mr. Ryan, the chairman of the House Budget Committee and the principal author of the last two Congressional Republican budget proposals, isn’t especially interesting. He’s a garden-variety modern G.O.P. extremist, an Ayn Rand devotee who believes that the answer to all problems is to cut taxes on the rich and slash benefits for the poor and middle class.
No, what’s interesting is the cult that has grown up around Mr. Ryan — and in particular the way self-proclaimed centrists elevated him into an icon of fiscal responsibility, and even now can’t seem to let go of their fantasy.
The Ryan cult was very much on display last week, after President Obama said the obvious: the latest Republican budget proposal, a proposal that Mitt Romney has avidly embraced, is a “Trojan horse” — that is, it is essentially a fraud. “Disguised as deficit reduction plans, it is really an attempt to impose a radical vision on our country.”
The reaction from many commentators was a howl of outrage. The president was being rude; he was being partisan; he was being a big meanie. Yet what he said about the Ryan proposal was completely accurate.
Actually, there are many problems with that proposal. But you can get the gist if you understand two numbers: $4.6 trillion and 14 million.
Of these, $4.6 trillion is the revenue cost over the next decade of the tax cuts embodied in the plan, as estimated by the nonpartisan Tax Policy Center. These cuts — which are, by the way, cuts over and above those involved in making the Bush tax cuts permanent — would disproportionately benefit the wealthy, with the average member of the top 1 percent receiving a tax break of $238,000 a year.
Mr. Ryan insists that despite these tax cuts his proposal is “revenue neutral,” that he would make up for the lost revenue by closing loopholes. But he has refused to specify a single loophole he would close. And if we assess the proposal without his secret (and probably nonexistent) plan to raise revenue, it turns out to involve running bigger deficits than we would run under the Obama administration’s proposals.
Meanwhile, 14 million is a minimum estimate of the number of Americans who would lose health insurance under Mr. Ryan’s proposed cuts in Medicaid; estimates by the Urban Institute actually put the number at between 14 million and 27 million.
So the proposal is exactly as President Obama described it: a proposal to deny health care (and many other essentials) to millions of Americans, while lavishing tax cuts on corporations and the wealthy — all while failing to reduce the budget deficit, unless you believe in Mr. Ryan’s secret revenue sauce. So why are centrists rising to Mr. Ryan’s defense?
Well, ask yourself the following: What does it mean to be a centrist, anyway?
It could mean supporting politicians who actually are relatively nonideological, who are willing, for example, to seek Democratic support for health reforms originally devised by Republicans, to support deficit-reduction plans that rely on both spending cuts and revenue increases. And by that standard, centrists should be lavishing praise on the leading politician who best fits that description — a fellow named Barack Obama.
But the “centrists” who weigh in on policy debates are playing a different game. Their self-image, and to a large extent their professional selling point, depends on posing as high-minded types standing between the partisan extremes, bringing together reasonable people from both parties — even if these reasonable people don’t actually exist. And this leaves them unable either to admit how moderate Mr. Obama is or to acknowledge the more or less universal extremism of his opponents on the right.
Enter Mr. Ryan, an ordinary G.O.P. extremist, but a mild-mannered one. The “centrists” needed to pretend that there are reasonable Republicans, so they nominated him for the role, crediting him with virtues he has never shown any sign of possessing. Indeed, back in 2010 Mr. Ryan, who has never once produced a credible deficit-reduction plan, received an award for fiscal responsibility from a committee representing several prominent centrist organizations.
So you can see the problem these commentators face. To admit that the president’s critique is right would be to admit that they were snookered by Mr. Ryan, who is the same as he ever was. More than that, it would call into question their whole centrist shtick — for the moral of my story is that Mr. Ryan isn’t the only emperor who turns out, on closer examination, to be naked.
Hence the howls of outrage, and the attacks on the president for being “partisan.” For that is what people in Washington say when they want to shout down someone who is telling the truth.

“Let Them Eat Broccoli”: Mitt Romney Doesn’t Have A Health Care “Replace” Plan
Congressional Republicans aren’t the only ones who don’t have a health care plan to comprise the “replace” part of repealing and replacing the Affordable Care Act. Mitt Romney doesn’t either, despite his protestations to the contrary. Here he is last week:
“It’s critical that we repeal Obamacare and, by the way, also replace it,” he said. “I think I’m the only person in this race who’s laid out what I would replace it with.”Romney said he plans to give a waiver to all 50 states discontinuing the president’s plan—known formally as the Patient Protection and Affordable Care Act—and returning healthcare responsibilities to the states. He wants to take Medicaid money administered by the federal government and give it to states as block grants. His plan also includes giving individuals the same tax break that companies get when they buy insurance for their employees, allowing individuals to buy insurance across state lines, and encouraging consumers to shop around for the least expensive medical services, creating competition among healthcare providers.
None of these proposals are actually health care reform. They don’t get at spiraling health care costs, at best they just shift costs on to states and consumers. The idea that a patient is going to shop around for the least expensive medical service is utterly laughable. “So, Regional Medical Center Y says they’ll do my chemo treatments for $120K. Can you beat that price, Regional Medical Center X?”
Of course, Romney has a more comprehensive reform plan in his back pocket, the one he invented for Massachusetts that provided the template for Obamacare. But he can’t trot that out, since it’s his biggest liability with his base. So he happily pretends that bankrupting Medicaid and telling people to negotiate the cost of their care is reform, hoping that the lack of a plan will make people think he’s a real Republican. In other words, he’s a fraud, too.

“This Really Isn’t Complicated”: Mitt Romney Should Read Paul Ryan’s Budget Plan
Mitt Romney’s allergy to honesty has come into sharper focus this week, but even by his standards, the comments Romney made on a Wisconsin radio show this morning were astounding.
Romney said the plan introduced by House Budget Committee chairman Ryan (R-Janesville) “does not balance the budget on the backs of the poor and the elderly … It instead preserves Medicare and preserves Social Security.”
Look, this really isn’t complicated. Paul Ryan’s budget plan is simply brutal towards the poor and working families. Romney doesn’t have to like it, but he really shouldn’t lie about it.
Center on Budget and Policy Priorities
House Budget Committee Chairman Paul Ryan’s budget plan would get at least 62 percent of its $5.3 trillion in nondefense budget cuts over ten years (relative to a continuation of current policies) from programs that serve people of limited means. This stands a core principle of President Obama’s fiscal commission on its head and violates basic principles of fairness.
While giving a massive tax break to the wealthy, the Ryan budget plan Romney is so fond of slashes funding for Medicaid, food stamps, and other for low-income programs, nearly all of which Ryan’s plan would eliminate over the next couple of decades.
As the CBPP’s Robert Greenstein put it, “[T]he Ryan budget would impose extraordinary cuts in programs that serve as a lifeline for our nation’s poorest and most vulnerable citizens, and over time would cause tens of millions of Americans to lose their health insurance or become underinsured.” He added that Ryan’s plan “would cast tens of millions of less fortunate Americans into the ranks of the uninsured, take food from poor children, make it harder for low-income students to get a college degree, and squeeze funding for research, education, and infrastructure.”
If this doesn’t “balance the budget on the backs of the poor,” for crying out loud, what exactly would such a budget plan look like?
As for “preserving” Medicare, the Ryan plan that Romney supports would turn Medicare into a voucher program, scrapping the guaranteed benefit altogether; weaken Medicare solvency; and bring back the Medicare Part D prescription drug “donut-hole.”
So, what are we to make of Romney’s comments this morning? He’s either lying or he hasn’t read the budget plan he’s endorsed. It’s one or the other.
