“Does Jeb Bush Know Anything?”: There’s Something A Little Odd About Running A “Who’s To Say?” Campaign

Jeb Bush has worked in politics for 35 years, and has been a potential presidential candidate for at least 10, but there’s still so much he doesn’t know. He doesn’t know what’s causing climate change. He doesn’t know whether the Iraq war was a good idea. He doesn’t know if a racist shot up a church because black people were in there. There’s something a little odd about running a “Who’s to say?” campaign for a job that by definition answers that question with “me.”

On Friday, Bush said of the Charleston church shooting, “I don’t know what was on the mind or the heart of the man who committed these atrocious crimes. But I do know what was in the heart of the victims.” We don’t have all the facts about this terrible crime. But the alleged shooter, Dylann Roof, appears to be an open book. He wore the flags of the racist governments of Rhodesia and apartheid South Africa. He used racial slurs. He said he wanted to start a “civil war.” So while Jeb is technically right that you can never know exactly what’s in another person’s head at any moment, there’s enough evidence of Roof’s motivations to hazard a guess. But not Jeb, not even when a Huffington Post reporter caught him in a hallway and pressed him on the question:

Huffington Post: Mr Bush do you believe the shooting was racially motivated?

Bush: It was a horrific act and I don’t know what the background of it is, but it was an act of hatred.

Huffington Post: No racially motivated?

Bush: I don’t know! Looks like to me it was, but we’ll find out all the information. It’s clear it was an act of raw hatred, for sure. Nine people lost their lives, and they were African-American. You can judge what it is.

You can judge, just please don’t make Jeb Bush do it!

In many cases, admitting your own ignorance is an act of bravery. For Jeb Bush, it’s probably the opposite. Today’s Republican presidential candidate has to take conservative positions to win the nomination and then, just a few months later, moderate them to appeal to swing voters. So you could imagine he might see an advantage in a different tactic: claiming you just don’t know what to think in the primary and then come to an understanding in the general.

Whatever the reason, “I don’t know” is one of Bush’s favorite phrases. Here are some of the many things he should probably know about but doesn’t.

On whether the federal government should enforce laws against marijuana in states that have legalized it:

“In medical marijuana states? I don’t know. I’d have to sort that out.” – August 15, 2014.

On whether man is causing climate change:

“I’m a skeptic. I’m not a scientist. I think the science has been politicized.” – July 8, 2009.

“I don’t think anybody truly knows what percentage of this is man-made and which percentage is just the natural evolution of what happens over time on this planet.” – May 21, 2015.

On whether he would have invaded Iraq, knowing what we know now:

“Yeah, I don’t know what that decision would have been, that’s a hypothetical.” – May 12, 2015

On whether “religious freedom laws” that allow discrimination against gays are a good thing:

“I don’t know about the law, but religious freedom is a serious issue, and it’s increasingly so, and I think people that act on their conscience shouldn’t be discriminated against, for sure.” – March 19, 2015.

On whether the Florida legislature should compromise and accept the Medicaid expansion:

“I don’t know. That’s their job, frankly. Expanding Medicaid without reforming it is not going to solve our problems over the long run.” – April 16, 2015.

On whether Hillary Clinton should turn over the private server that stored her State Department emails:

“I don’t know. I don’t know what the laws are. I think being clear and transparent in a world of deep disaffection where people don’t trust folks is the right thing to do.” – March 26, 2015.

On a potential Sarah Palin presidential candidacy:

“I don’t know what her deal is.” – February 24, 2010.

On the quality of his own potential candidacy:

“I have no clue if I’d be a good candidate, I hope I would be.” – December 14, 2014.

On the quality of his own potential presidency:

“I think I could serve well as president, to be honest with you. But I don’t know that either.” – December 14, 2014.

“Creating Straw Politicians”: Scott Walker And The GOP Are Wrong About The Safety Net

It’s back and Democrats are going to have to deal with it. I’m talking about the political argument that they want to lure as many people as possible into government dependency.

This is a staple of Wisconsin Gov. Scott Walker’s incipient presidential campaign, and he frames it as simple common sense. “Oftentimes when I think about the president and people like Hillary Clinton, I hear people who I think measure success in government by how many people are dependent on the government. By how many people are on food stamps and Medicaid and unemployment,” he said this week at the Florida Economic Growth Summit in Orlando. “I don’t know about all of you, but my belief in America is that we should measure success by just the opposite.”

Walker added: “I don’t remember any of my classmates saying to me ‘Hey, Scott, someday when I grow up, I want to become dependent on the government.’ Nobody signed my yearbook ‘Dear Scott, Good luck becoming dependent on the government.’”

Very funny, and a lot more appealing than Mitt Romney’s assertion that 47 percent of the electorate is dependent on government and will never take responsibility for themselves. The problem with Walker’s formulation, however, is that he’s creating straw politicians. President Obama and Clinton and practically everyone in their party — in fact both parties — talk incessantly about education, job creation, income inequality, and how to increase wages. That doesn’t sound like a yearning for Handout Nation. It sounds like people obsessing over how to make America a country of tubs standing on their own bottoms.

I’m not saying that Democrats haven’t given Republicans ammunition. The 2012 Obama campaign’s “Life of Julia” cartoon slideshow was a parody waiting to happen. From Julia’s enrollment in Head Start as a preschooler to her retirement aided by Medicare and Social Security, the sequence gave off a distinctly Soviet, cradle-to-grave vibe.

As pediatric neurosurgeon-turned GOP candidate Ben Carson put it in his announcement, “We’re not doing people a favor when we pat them on the head and say ‘there there, you poor little thing, we’re going to take care of all your needs. You don’t have to worry about anything.’ You know who else said stuff like that? Socialists.” That was less than a week after a real socialist — Vermont Sen. Bernie Sanders — announced he was running for the Democratic nomination.

Obama came into office amid the worst recession since the Great Depression. The rolls of the three programs Walker named swelled as people lost jobs, income and health insurance. Job losses climbed to a terrifying 818,000 in January 2009, the month Obama was inaugurated. Another 2.2 million jobs were gone by the end of April. The unemployment rate was at or near 10 percent for eight months. So yes, there were a lot of people relying on government programs, for good reason. The private sector had completely failed them.

Obama’s chief economic message for years has been about sustained job creation and an unemployment rate nearly down to half its recession peak, not high enrollment in safety-net programs. Democrats do try to educate people about benefits for which they may qualify. But the goal is to get them on their feet, not lock them into dependency.

There is one area of government “dependency” that Obama and his party are proud of, and that is health insurance. The Department of Health and Human Services said this week that 10.2 million people bought private health coverage this year under the Affordable Care Act, and 85 percent of them receive federal subsidies to help pay for it. Millions more have been able to enroll in Medicaid as a result of the ACA expansion of the program to people with incomes slightly above the official poverty line. For those who believe health coverage should be universal, the numbers justify a victory lap.

People who receive insurance help, or food stamps or unemployment benefits, do indeed depend on the government — just like farmers, homeowners, corporations, and anyone else who receives subsidies or tax breaks, as well as companies that don’t provide health insurance or living wages. And just to be clear, if they are not children, disabled, or elderly, people who use the safety net often have jobs. Nearly 43 percent of all food-stamp recipients live in a household with earnings, according to the Department of Agriculture. The Kaiser Family Foundation, in a study of states that haven’t adopted the Medicaid expansion, found there are workers with full- or part-time jobs in 66 percent of the families eligible for it.

Jeb Bush has called the safety net “a spider web that traps people in perpetual dependence.” We are going to hear a lot of statements like that in the next 18 months. But that doesn’t make them true.

“State Of Disaster”: How Many Natural Disasters Will It Take For The Lone Star State To Wake Up To The Disaster Of Its Elected Officials?

As extreme weather marked by tornadoes and flooding continues to sweep across Texas, Gov. Greg Abbott has requested – and President Obama has granted – federal help.

I don’t begrudge Texas billions of dollars in disaster relief. After all, we’re all part of America. When some of us are in need, we all have a duty to respond.

But the flow of federal money poses a bit of awkwardness for the Lone Star State.

After all, just over a month ago hundreds of Texans decided that a pending Navy Seal/Green Beret joint training exercise was really an excuse to take over the state and impose martial law. And they claimed the Federal Emergency Management Agency was erecting prison camps, readying Walmart stores as processing centers for political prisoners.

There are nut cases everywhere, but Texas’s governor, Greg Abbott added to that particular outpouring of paranoia by ordering the Texas State Guard to monitor the military exercise. “It is important that Texans know their safety, constitutional rights, private property rights and civil liberties will not be infringed upon,” he said. In other words, he’d protect Texans from this federal plot.

Now, Abbott wants federal money. And the Federal Emergency Management Agency is gearing up for a major role in the cleanup – including places like Bastrop, Texas, where the Bastrop State Park dam failed – and where, just five weeks ago, a U.S. Army colonel trying to explain the pending military exercise was shouted down by hundreds of self-described patriots shouting “liar!”

Texans dislike the federal government even more than most other Americans do. According to a February poll conducted by the University of Texas and the Texas Tribune, only 23 percent of Texans view the federal government favorably, while 57 percent view it unfavorably, including more than a third who hold a “very unfavorable” view.

Texas dislikes the federal government so much that eight of its congressional representatives, along with Senator Ted Cruz, opposed disaster relief for the victims of Hurricane Sandy – adding to the awkwardness of their lobbying for the federal relief now heading Texas’s way.

Yet even before the current floods, Texas had received more disaster relief than any other state, according to a study by the Center for American Progress. That’s not simply because the state is so large. It’s also because Texas is particularly vulnerable to extreme weather – tornadoes on the plains, hurricanes in the Gulf, flooding across its middle and south.

Given this, you might also think Texas would take climate change especially seriously. But here again, there’s cognitive dissonance between what the state needs and how its officials act.

Among Texas’s infamous climate-change deniers is Lamar Smith, chairman of the House Committee on Science, Space, and Technology, who dismissed last year’s report by the United Nations’ Intergovernmental Panel on Climate Change as “more political than scientific,“ and the White House report on the urgency of addressing climate change as designed “to frighten Americans.”
Smith is still at it. His committee just slashed by more than 20 percent NASA’s spending on Earth science, which includes climate change.

It’s of course possible that Texas’s current record rainfalls – the National Weather Service reports that the downpour in May alone was enough to put the entire state under eight inches of water  – has  nothing to do with the kind of extreme weather we’re witnessing elsewhere in the nation, such as the West’s current drought, the North’s record winter snowfall, and flooding elsewhere.

But you’d have to be nuts not to be at least curious about such a connection, and its relationship to the carbon dioxide humans have been spewing into the atmosphere.

Consider also the consequences for the public’s health. Several deaths in Texas have been linked to the extreme weather. Many Texans have been injured by it, directly or indirectly. Poor residents are in particular peril because they live in areas prone to flooding or in flimsy houses and trailers that can be washed or blown away.

What’s Texas’s response?  Texas officials continue to turn down federal funds to expand Medicaid under the Affordable Care Act, thereby denying insurance to more than 1 million people and preventing the state from receiving an estimated $100 billion in federal cash over the next decade.

I don’t want to pick on Texas. Its officials are not alone in hating the federal government, denying climate change, and refusing to insure its poor.

And I certainly don’t want to suggest all Texans are implicated. Obviously, many thoughtful and reasonable people reside there.

Yet Texans have elected people who seem not to have a clue. Indeed, Texas has done more in recent years to institutionalize irrationality than almost anywhere else in America – thereby imposing a huge burden on its citizens.

How many natural disasters will it take for the Lone Star State to wake up to the disaster of its elected officials?

“The Insecure American”: Members Of Our Political Elite Seem To Have No Sense Of How The Other Half Lives

America remains, despite the damage inflicted by the Great Recession and its aftermath, a very rich country. But many Americans are economically insecure, with little protection from life’s risks. They frequently experience financial hardship; many don’t expect to be able to retire, and if they do retire have little to live on besides Social Security.

Many readers will, I hope, find nothing surprising in what I just said. But all too many affluent Americans — and, in particular, members of our political elite — seem to have no sense of how the other half lives. Which is why a new study on the financial well-being of U.S. households, conducted by the Federal Reserve, should be required reading inside the Beltway.

Before I get to that study, a few words about the callous obliviousness so prevalent in our political life.

I am not, or not only, talking about right-wing contempt for the poor, although the dominance of compassionless conservatism is a sight to behold. According to the Pew Research Center, more than three-quarters of conservatives believe that the poor “have it easy” thanks to government benefits; only 1 in 7 believe that the poor “have hard lives.” And this attitude translates into policy. What we learn from the refusal of Republican-controlled states to expand Medicaid, even though the federal government would foot the bill, is that punishing the poor has become a goal in itself, one worth pursuing even if it hurts rather than helps state budgets.

But leave self-declared conservatives and their contempt for the poor on one side. What’s really striking is the disconnect between centrist conventional wisdom and the reality of life — and death — for much of the nation.

Take, as a prime example, positioning on Social Security. For decades, a declared willingness to cut Social Security benefits, especially by raising the retirement age, has been almost a required position — a badge of seriousness — for politicians and pundits who want to sound wise and responsible. After all, people are living longer, so shouldn’t they work longer, too? And isn’t Social Security an old-fashioned system, out of touch with modern economic realities?

Meanwhile, the reality is that living longer in our ever-more-unequal society is very much a class thing: life expectancy at age 65 has risen a lot among the affluent, but hardly at all in the bottom half of the wage distribution, that is, among those who need Social Security most. And while the retirement system F.D.R. introduced may look old-fashioned to affluent professionals, it is quite literally a lifeline for many of our fellow citizens. A majority of Americans over 65 get more than half their income from Social Security, and more than a quarter are almost completely reliant on those monthly checks.

These realities may finally be penetrating political debate, to some extent. We seem to be hearing less these days about cutting Social Security, and we’re even seeing some attention paid to proposals for benefit increases given the erosion of private pensions. But my sense is that Washington still has no clue about the realities of life for those not yet elderly. Which is where that Federal Reserve study comes in.

This is the study’s second year, and the current edition actually portrays a nation in recovery: in 2014, unlike 2013, a substantial plurality of respondents said that they were better off than they had been five years ago. Yet it’s startling how little room for error there is in many American lives.

We learn, for example, that 3 in 10 nonelderly Americans said they had no retirement savings or pension, and that the same fraction reported going without some kind of medical care in the past year because they couldn’t afford it. Almost a quarter reported that they or a family member had experienced financial hardship in the past year.

And something that even startled me: 47 percent said that they would not have the resources to meet an unexpected expense of $400 — $400! They would have to sell something or borrow to meet that need, if they could meet it at all.

Of course, it could be much worse. Social Security is there, and we should be very glad that it is. Meanwhile, unemployment insurance and food stamps did a lot to cushion unlucky families from the worst during the Great Recession. And Obamacare, imperfect as it is, has immensely reduced insecurity, especially in states whose governments haven’t tried to sabotage the program.

But while things could be worse, they could also be better. There is no such thing as perfect security, but American families could easily have much more security than they have. All it would take is for politicians and pundits to stop talking blithely about the need to cut “entitlements” and start looking at the way their less-fortunate fellow citizens actually live.

“Sympathy For The Speaker” GOP Leaders Appear To Know They Have A Credibility Problem

I have sympathy (not much, but some) for John Boehner.

When it comes to the Affordable Care Act, the Republican House Speaker is nearly always between a rock and a hard place.

On one hand, he and the GOP leadership must stand against President Barack Obama’s health care law, because the longer it remains on the books, the more likely those who receive its benefits are going to support Democrats, not Republicans.

On the other hand, if someday the Republicans repeal the law, after having returned to the White House with congressional majorities, they will be forced to devise an alternative — an impossibility given the reactionary impulses of today’s GOP.

In the former scenario, Republicans lose.

In the latter scenario, they lose.

So Boehner must thread the needle while hoping his credibility as a GOP leader isn’t badly tarnished, even as rank-and-file Republicans discover through their experience that Obamacare isn’t actually a harbinger of North Korean-style totalitarianism.

Of course, that’s easier said than done. Boehner reiterated the Republican position on health care on the May 3 broadcast of Meet the Press, saying that Obamacare wasn’t working.

“Obamacare made it harder for employers to hire people,” he said. “You can ask any employer in America, ask them whether Obamacare has made it harder for them to hire employees, and they’ll tell you yes.”

When asked why none of the Republican Party’s dire predictions about health care came true, Boehner responded: “You know why there’s more people insured? Because a lot more people are on Medicaid.” He continued, “Giving people Medicaid insurance is almost like giving them nothing, because you can’t find a doctor that will see Medicaid patients. So where do they end up? The same place they used to end up: the emergency room.”

Events later in the week suggested, however, that something wasn’t right about Boehner’s claims. On Wednesday, the largest independent study of its kind was released. It found that nearly 17 million Americans are now covered under the Affordable Care Act.

Some lost coverage (about 6 million), according to the RAND Corporation study, but many more found coverage, with a net gain of 16.9 million. The evidence also contravenes those who say Obamacare encumbers hiring. For one thing, the largest gains (nearly 10 million) were made in employer-run insurance plans. For another, some 80 percent of the working population under the age of 65 saw no change at all in their health care coverage.

That wasn’t the only reason to look askance at Boehner’s claims. Last Friday’s monthly jobs report showed the unemployment rate had dropped to 5.4 percent, the lowest it’s been since May 2008, before Obama won the presidency. Even wages, which have not typically kept pace with inflation, rose by 2.2 percent in the past year.

So something’s wrong with the picture Boehner is painting. If most employers are offering insurance, and if the job market is expanding, why is Boehner saying that the Affordable Care Act has led to less insurance coverage and more unemployment?

GOP leaders appear to know they have a credibility problem. They are shifting their stance against Obamacare from quantity to quality. According to a report in The Hill published after Boehner’s appearance on Meet the Press, the Republicans now concede that Obamacare has covered more Americans but argue that the coverage is inferior. Hence, Boehner’s comment about Medicaid: Doctors don’t take Medicaid, and having it is like having nothing.

Such a shift raises its own question of credibility. Why would a Republican Party that equates tyranny with the presence of government in the lives of individuals be worried about the government’s role in providing quality health care to individuals?

Some might judge this as hypocrisy and thus dismiss the new Republican position as entirely unworthy of scrutiny. There’s merit to that, as Washington wallows in hypocrisy. But hypocrisy can prevent us from seeing what’s really going on. In this case, I wonder if Boehner and the leadership are worried about holding their ranks, as the temptation to defect grows from within.

Over time, the Affordable Care Act will penetrate deeper into the population. The millions of Americans who will benefit from the law will have an incentive to maintain the status quo. They’ll likely support the Democratic Party as long as the Republicans demand repeal of the law. So, as of now, a vote for a Republican, from the point of someone covered by the Affordable Care Act, is a self-destructive vote. And among those millions are conservatives.

Some might argue that in saying things about Obamacare that just aren’t true, Boehner risks alienating conservatives that make up the base of the Republican Party. Why would they trust the House Speaker if he is so consistently wrong? There’s something to that, but a likelier explanation for the GOP’s continued, and shifting, stance against the health care law is that opposition, no matter how contorted, is the best way to keep the conservatives in line.

Given time, more conservatives are going to benefit from the law. And the more they do, they more they will vote their self-interests. And that’s why I have (a little) sympathy for John Boehner.
