“The GOP Grand Swindle”: “We’re Not Going To Do Anything To Address Health Care”
It’s been nearly three months since House Majority Leader Eric Cantor (R-Va.) declared, “This year, we will rally around an alternative to ObamaCare and pass it on the floor of the House.” Last week House Majority Whip Kevin McCarthy (R-Calif.) said the plan is being delayed “at least a month.” A month from when? He didn’t say.
ThinkProgress reports that Rep. Dennis Ross (R-Fla.) is telling his constituents that his party doesn’t intend “to do anything” on this issue for the rest of the year.
CONSTITUENT: You’ve voted to repeal it approximately 50 times. Had zero votes on a replacement. So my question is, why do you think it is so good to deny seniors on Part D to make them pay more, about $4,000 more for medicine, and people with pre-existing conditions get denied insurance, have 26-year-olds have a harder time getting insurance because they can’t get on their parents’? Why do you think those are good ideas?
ROSS: I don’t. And let me tell you, I think one of the most unfortunate things my party did the last three years was not offer an alternative to health care. I’ve always felt that way. I think it’s absurd when I tell people that this isn’t what you should do, but I don’t have an alternative for you…. I wish we had an alternative. For the next six months, we’re going to go into an election knowing that we’re not going to do anything to address health care. Because we’ve gone so far in the last few years saying “no” that we don’t have an alternative to say “yes” to.
It’s not too common to hear House Republicans referring to their own party’s posture on health care as “absurd,” which make Ross’ comments fairly striking on their own.
There’s also the news that Ross is apparently under the impression that his party won’t bother with an ACA alternative at all in 2014, despite literally years of Republican promises to the contrary.
But perhaps most interesting of all was the two-word answer in response to the question from Ross’ constituent: “I don’t.”
The question made a lot of sense: here’s a Republican congressman who voted several dozen times to repeal – either in whole or in part – the Affordable Care Act, including all kinds of popular provisions, benefits, and consumer protections. Why is Ross against them?
He’s not, he says.
It’s part of an increasingly common pitch from congressional Republicans: they share the goals of “Obamacare,” they say, but disagree with how the reform law achieves those goals.
Rhetorically, that’s not a bad idea. Substantively, as Brian Beutler explained, it’s nonsense.
Republicans have replaced an unabashed “full repeal!” mantra with a deluge of weasel words meant to conceal the fact that “repeal” is still the beginning and end of their health-care reform agenda. It’s still the goal – they’re just a little ashamed of it now. And that places an onus on Dems (and reporters and anyone else who believes politicians should own the consequences of their policies) to be extremely explicit about the benefits Obamacare is conferring, and what an unvarnished rendering of GOP health policy would really look like.
This is clearly true of Ross, who went on to tell his constituents how much he likes all kinds of ACA provisions, making it sound as if he were somehow sympathetic to the law he voted to repeal several dozen times.
But real health care policy doesn’t work this way. A policymaker can’t (1) vote to gut the federal health care system; (2) endorse the goals of the federal health care system; (3) talk up the need for a credible alternative; (4) and offer no credible alternative, all at the same time.
It is, as Beutler added, “a grand swindle.”

“Where Is The Republican Voter Expansion Project?”: Republicans Used To Support Voting Rights—What Happened?
During a speech on Friday at the National Action Network, President Obama made his strongest and most extensive comments yet on the topic of voting rights. “The right to vote is threatened today in a way that it has not been since the Voting Rights Act became law nearly five decades ago,” Obama said. “Across the country, Republicans have led efforts to pass laws making it harder, not easier, for people to vote.”
The election of the first black president and the resurrection of voter suppression efforts was hardly a coincidence. New voting restrictions took effect in nineteen states from 2011–12. Nine states under GOP control have adopted measures to make it more difficult to vote since 2013. Since the Supreme Court gutted the Voting Rights Act in June 2013, half of the states (eight in total) previously covered under Section 5 have passed or implemented new voting restrictions.
These laws, from voter ID to cutting early voting to restricting voter registration, have been passed under the guise of stopping voter fraud, although there’s scant evidence that such fraud exists. Obama cited a comprehensive study by News21 that found only ten cases of in-person voter impersonation since 2000. “The real voter fraud,” the president said, “is people who try to deny our rights by making bogus arguments about voter fraud.”
Obama’s speech highlighted how Democratic leaders are embracing the cause of voting rights. (Attorney General Eric Holder has made it a signature issue, with the DOJ filing lawsuits against new voting restrictions in Texas and North Carolina last year.)
A day before arriving in New York, Obama spoke about civil rights at the Lyndon B. Johnson Presidential Library’s commemoration of the fiftieth anniversary of the Civil Rights Act—where the subject of contemporary attacks on voting rights came up often. “Is this what Martin Luther King gave his life for?” asked Bill Clinton. “Is this what Lyndon Johnson employed his legendary skills for? Is this what America has become a great thriving democracy for? To restrict the franchise?”
Democratic presidential hopefuls like Hillary Clinton and Joe Biden have recently championed voting rights. The Democratic National Committee has launched a new Voter Expansion Project and veterans of the Obama campaign started iVote to elect Democratic secretaries of state in Colorado, Iowa, Ohio and Nevada. Democrats hope that an appeal to voting rights will help mobilize key constituencies, like in 2012, when a backlash against GOP voter suppression efforts increased African-American turnout. “The single most important thing we can do to protect our right to vote is to vote,” Obama said on Friday.
It’s great that Democratic leaders are finally recognizing the severity of the attack on voting rights. But it’s sad that Republicans are almost unanimously supporting the restriction of voting rights rather than the expansion of the franchise.
Things weren’t always this way. In his new book about the Civil Rights Act, An Idea Whose Time Has Come, Todd Purdum tells the story of Bill McCulloch, a conservative Republican from Ohio who championed civil rights as the ranking Republican on the House Judiciary Committee. The Politico excerpt from the book was titled “The Republican Who Saved Civil Rights.”
There would have been no Civil Rights Act of 1964 or Voting Rights Act of 1965 without the support of Republicans like McCulloch and Senate minority leader Everett Dirksen of Illinois. For decades after the 1960s, voting rights legislation had strong bipartisan support in Congress. Every reauthorization of the VRA—in 1970, 1975, 1982 and 2006—was signed by a Republican president and supported by an overwhelming number of Republicans in Congress.
Republicans like Jim Sensenbrenner of Wisconsin, an heir to McCulloch who as the former chairman of the House Judiciary Committee oversaw the 2006 reauthorization of the VRA and is co-sponsoring a new fix for the VRA, used to be the norm within the GOP. Now he’s the rare Republican who still believes the GOP should remain the party of Lincoln. Where is the Republican Voter Expansion Project?
It’s also unfortunate that many in the media continue to report on voting rights like it’s a left-versus-right issue, as if supporting a fundamental democratic right suddenly makes one a flaming liberal. Jamie Fuller of The Washington Post called voting rights “the Democrats’ most important project in 2014.” Michael Shear of The New York Times dubbed Obama’s speech an effort “to rally his political base.”
The right to vote used to be regarded as a moral issue, not a partisan one. As President Johnson said when he introduced the VRA before Congress: “It is wrong—deadly wrong—to deny any of your fellow Americans the right to vote in this country.”
As long as Democrats are the party of voting rights and Republicans are the party of voter suppression, the right to vote will continue to be under siege.

“IRS Hearings Are Another Republican Circus”: A Folly Wrapped In A Charade And Shrouded By Farce
Dave Camp had a secret.
The House Ways and Means Committee chairman was ready to send the panel’s files on former IRS official Lois Lerner to the Justice Department for a possible prosecution — a handover that could have been accomplished with a simple phone call to the attorney general. Instead, Camp put on a show.
The Michigan Republican invited the press and the public to the committee’s storied hearing room Wednesday, only to call an immediate vote to kick them out. This way, the panel could meet in a closed session to debate Lerner’s fate — a dramatic but meaningless gesture because the sole purpose of the secret meeting was to authorize releasing the committee’s files on Lerner to the public.
Republicans said the closed session was required to make the information public, but the panel’s ranking Democrat, Sandy Levin (Mich.), said the debate should be held in the open.
“Mr. Chairman?” he inquired after the plan to go into secret session was announced.
Camp ignored Levin. “The clerk will call the roll,” he said.
“Mr. Chairman?”
“The clerk will call the roll.”
“Mr. Chairman?”
“The clerk will call the roll.”
Levin pressed on, patiently raising a point of order.
“Just chill out,” the 60-year-old Camp finally snapped at his 82-year-old colleague.
“I’m very chilled out,” Levin replied.
This was true. Levin hadn’t raised his voice at all. Camp, on the other hand, was agitated — for good reason.
The lawmaker, who is retiring at the end of this term, has built a solid reputation over the years, and he recently won plaudits for releasing a thoughtful proposal to overhaul the tax code. Camp was on course to retire with dignity — at least until he allowed his committee room to be turned into a circus tent Wednesday. It was a folly wrapped in a charade and shrouded by farce.
Folly: There was no need to have a formal hearing to convey the information to the Justice Department, which is already investigating the IRS’s targeting of conservative groups.
Charade: The committee made a big show of having its secret hearing, even though it was a foregone conclusion that the members would vote along party lines to release its “secret” information — including the transcript of the secret hearing — to the public.
Farce: Camp said Lerner could be prosecuted for releasing private taxpayer information. Yet in making public its Lerner files, the committee used its authority to do legally the same thing it accused her of doing illegally: releasing confidential taxpayer information. That hadn’t been done in at least 40 years.
Of course, the taxpayers whose information was released — mostly related to Karl Rove’s Crossroads GPS group — may not mind, because they have an interest in seeing somebody pay for the IRS’s targeting of a disproportionate number of tea party groups for extra scrutiny.
The IRS scandal didn’t come close to the “culture of corruption” Camp promised or the “targeting of the president’s political enemies” and coverup alleged by Darrell Issa (R-Calif.), whose committee is holding the contempt vote. Instead, the investigations didn’t go beyond Lerner, a civil servant who led the agency’s tax-exempt division. “This was a career employee in the IRS potentially who did all these things,” Camp said after Wednesday’s secret session. “So we have to make sure that the signal goes out that this doesn’t happen again.”
That’s a reasonable sentiment, and one shared by Levin, who on Wednesday said Lerner had been guilty of “clear mismanagement.” Democrats objected not to Camp turning over the committee’s information on Lerner, but to the cloak-and-dagger hearing followed by the wholesale release of tax records.
The AP’s Stephen Ohlemacher asked Camp why he didn’t just “pick up the phone” rather than make private taxpayer files public.
Camp agreed that such a release was unprecedented but said, “This is so important that I think the public has a right to know.” He repeatedly called the matter “important” and “a very serious thing.”
But the chairman’s claims of importance were undermined by his committee’s antics, including its showy secrecy. Reporters, waiting out the two-hour closed session in the hallway, were treated to Krispy Kreme doughnuts by the committee’s staff. But inside the room, other staffers were unplugging the journalists’ cables, just to be sure nobody pierced the veil.
When Camp reconvened the hearing after the secret session, cameramen called out for him to wait as they reassembled their equipment. Rep. Paul Ryan (R-Wis.) complained. “Are you guys ready?” he moaned.
But Camp waited, which was wise. What good is a farce if it isn’t on film?

“Irrational Hatred Of Obamacare Is Hard To Fathom”: The GOP’s Relentless Opposition Has Been Puzzling
My friend Isatou has just received an invoice from Kaiser Permanente, testament to her new coverage through the Affordable Care Act — usually called “Obamacare.” She’s thrilled to finally have health insurance so she can get regular checkups, including dental care.
A reasonably healthy middle-aged woman, she knows she needs routine mammograms and screenings for maladies such as hypertension. But before Obamacare, she struggled to pay for those things. She once had to resort to the emergency room, which left her with a bill for nearly $20,000. (She settled the bill for far less, but it still left her deeply in debt.)
She is one of more than 7 million people who have signed up for health insurance through the ACA, stark evidence of the overwhelming market demand. Despite a badly bungled initial rollout, a multimillion-dollar conservative media campaign designed to discourage sign-ups, and a years-long Republican crusade against it (50 votes to change the law), millions got health insurance.
That hardly means Obamacare is a raging success. It’s much too early to know how it will affect health outcomes for the previously uninsured. But it’s abundantly clear that the ACA has already made great strides in improving access to health care. And that alone is quite an accomplishment.
Now, young adults can stay on their parents’ health insurance policies until they are 26 years old — a boon in an economy where many young folks are struggling to find decent jobs. Now, patients with previously diagnosed illnesses (“pre-existing conditions,” in insurance lingo) can’t be denied coverage. Now, the chronically ill don’t have to worry about hitting a lifetime cap that would deny them essential procedures or pharmaceuticals. Now, working folks who don’t get insurance through their employers can purchase affordable policies.
Factoring in the Medicaid expansion, the ACA has extended health care coverage to an additional 9.5 million people, according to the Los Angeles Times, which gathered data from national surveys. Needless to say, millions more would have been covered if so many Republican governors, mostly located in Southern states, had not callously refused to accept the Medicaid expansion despite the fact that it is largely paid through federal government funds.
The GOP’s relentless opposition has been puzzling. Republicans have resorted to extreme measures to try to derail Obamacare, including an implicit threat to prevent the National Football League from participating in a marketing campaign to encourage people to sign up.
Oh, did I mention 50 votes to repeal or alter the law?
Even acknowledging that our politics have become bitterly polarized, I don’t understand this one. Even taking into account the GOP’s irrational hatred for President Obama, I don’t get it. Even though I know that Republicans believe in less government, I don’t understand their approach to Obamacare.
First off, the ACA adheres to market-based ideas, many of which were first suggested by conservatives. Instead of a single-payer system like, say, Medicare, the ACA relies on private insurance companies. It adopts the individual mandate that was supported by many Republicans, including Newt Gingrich, back in the 1990s and later adopted by Mitt Romney in Massachusetts.
Second, Republicans are free to offer up a health care scheme that is more in keeping with conservative principles. But the “repeal and replace” mantra is rarely heard anymore since it has become increasingly clear that the GOP has no intention of coming up with a plan to replace Obamacare. While there are various counter-proposals floating about, none has garnered the support of a majority of Republicans in Congress.
Is the ACA perfect? Absolutely not. There is much in the law that needs to be worked on, refined, improved. But the GOP doesn’t seem interested in that. Instead, its members have taken to engaging in increasingly ridiculous criticisms, including the charge that the White House has made up the number of successful enrollees.
It’s strange. Could it be that Republicans are simply furious that millions of Americans like Isatou finally have health insurance?

“Rube Goldberg Survives”: Face It Republicans, Health Reform Has Won
Holy seven million, Batman! The Affordable Care Act, a k a Obamacare, has made a stunning comeback from its shambolic start. As the March 31 deadline for 2014 coverage approached, there was a surge in applications at the “exchanges” — the special insurance marketplaces the law set up. And the original target of seven million signups, widely dismissed as unattainable, has been surpassed.
But what does it mean? That depends on whether you ask the law’s opponents or its supporters. You see, the opponents think that it means a lot, while the law’s supporters are being very cautious. And, in this one case, the enemies of health reform are right. This is a very big deal indeed.
Of course, you don’t find many Obamacare opponents admitting outright that 7.1 million and counting signups is a huge victory for reform. But their reaction to the results — It’s a fraud! They’re cooking the books! — tells the tale. Conservative thinking and Republican political strategy were based entirely on the assumption that it would always be October, that Obamacare’s rollout would be an unremitting tale of disaster. They have no idea what to do now that it’s turning into a success story.
So why are many reform supporters being diffident, telling us not to read too much into the figures? Well, at a technical level they’re right: The precise number of signups doesn’t matter much for the functioning of the law, and there may still be many problems despite the March surge. But I’d argue that they’re missing the forest for the trees.
The crucial thing to understand about the Affordable Care Act is that it’s a Rube Goldberg device, a complicated way to do something inherently simple. The biggest risk to reform has always been that the scheme would founder on its complexity. And now we know that this won’t happen.
Remember, giving everyone health insurance doesn’t have to be hard; you can just do it with a government-run program. Not only do many other advanced countries have “single-payer,” government-provided health insurance, but we ourselves have such a program — Medicare — for older Americans. If it had been politically possible, extending Medicare to everyone would have been technically easy.
But it wasn’t politically possible, for a couple of reasons. One was the power of the insurance industry, which couldn’t be cut out of the loop if you wanted health reform this decade. Another was the fact that the 170 million Americans receiving health insurance through employers are generally satisfied with their coverage, and any plan replacing that coverage with something new and unknown was a nonstarter.
So health reform had to be run largely through private insurers, and be an add-on to the existing system rather than a complete replacement. And, as a result, it had to be somewhat complex.
Now, the complexity shouldn’t be exaggerated: The basics of reform only take a few minutes to explain. And it has to be as complicated as it is. There’s a reason Republicans keep defaulting on their promise to propose an alternative to the Affordable Care Act: All the main elements of Obamacare, including the subsidies and the much-attacked individual mandate, are essential if you want to cover the uninsured.
Nonetheless, the Obama administration created a system in which people don’t simply receive a letter from the federal government saying “Congratulations, you are now covered.” Instead, people must go online or make a phone call and choose from a number of options, in which the cost of insurance depends on a calculation that includes varying subsidies, and so on. It’s a system in which many things can go wrong; the nightmare scenario has always been that conservatives would seize on technical problems to discredit health reform as a whole. And last fall that nightmare seemed to be coming true.
But the nightmare is over. It has long been clear, to anyone willing to study the issue, that the overall structure of Obamacare made sense given the political constraints. Now we know that the technical details can be managed, too. This thing is going to work.
And, yes, it’s also a big political victory for Democrats. They can point to a system that is already providing vital aid to millions of Americans, and Republicans — who were planning to run against a debacle — have nothing to offer in response. And I mean nothing. So far, not one of the supposed Obamacare horror stories featured in attack ads has stood up to scrutiny.
So my advice to reform supporters is, go ahead and celebrate. Oh, and feel free to ridicule right-wingers who confidently predicted doom.
Clearly, there’s a lot of work ahead, and we can count on the news media to play up every hitch and glitch as if it were an existential disaster. But Rube Goldberg has survived; health reform has won.
