“Always Ready For Closeups”: Dick Cheney Is Still A Petty Hypocrite
Former vice president Dick Cheney resurfaced again this week, to sharply criticize President Barack Obama for being on vacation when ISIS murdered American journalist James Foley.
During a Wednesday night appearance on Fox News’ Hannity, Cheney reiterated his belief that President Obama doesn’t understand foreign policy, and slammed him for playing golf after making a statement condemning Foley’s killing and denouncing ISIS as a “cancer.”
“Every day we find new evidence that he’d rather be on the golf course than he would be dealing with a crisis that’s developing rapidly in the Middle East,” Cheney insisted.
Cheney is not the only person to criticize President Obama for taking a working vacation, nor is his criticism the most ridiculous (for example, The Hill recently criticized the president for taking a walk while “the White House grapples with crises at home and abroad”). But the complaints are especially galling coming from the 46th vice president.
For starters, Cheney’s former boss blew Obama out of the water in terms of time spent away from Washington. To date, President Obama has spent about 150 days on vacation. During his two terms, according to accepted presidential vacation expert Mark Knoller of CBS, George W. Bush spent 1,020 days: 487 at Camp David, 490 at his Crawford, Texas ranch, and 43 at the Bush family compound in Kennebunkport, Maine.
But guess who Cheney thinks was better at dealing with crises in the Middle East (never mind the question of who’s responsible for them)?
Cheney himself has some experience with executive branch vacations. Back in 2005, Cheney hesitated to cut his own vacation short after Hurricane Katrina struck, and then pointedly turned down President Bush’s request that he lead a task force designed to speed the recovery effort (White House advisor Dan Bartlett reportedly backed the decision, noting that the vice president “doesn’t do touchy-feely“).
For its part, the White House insists that, like his predecessors, President Obama is perfectly capable of doing his job from outside of Washington. But that won’t stop the media from obsessing over his vacation. After all, punditry is hard during the dog days of summer — and overeager critics like Cheney are always ready for their closeups.

“Taking Cover Behind What’s Left Unsaid”: The GOP’s Midterm Strategy Is As Hollow As Their Ideas Are
The most interesting thing about Senator Mark Pryor’s decision to tout his support for the Affordable Care Act in a well-financed, statewide television ad isn’t that he stands apart from other embattled Democrats this election cycle. It’s that Republicans scrambled to spin the story, insisting to reporters that Pryor couldn’t possibly be running on Obamacare if he won’t refer to the law by name.
This was poorly disguised Calvinball, a standard that Republicans invented for the special case of the ACA. Literally no other members of Congress are expected to refer to the laws they’ve helped pass by name or nickname. Republicans in the aughts weren’t expected to refer to the “Economic Growth and Tax Relief Reconciliation Act,” or “EGTRRA,” or “the Bush tax cuts,” or “the Bush tax cuts for the rich,” no matter how unpopular the moniker became. They ran on having cut taxes, and wanting to renew those tax cuts. And sure enough when President Obama set about trying to let “the Bush tax cuts” expire, he conveniently omitted the popular ones. Which is to say, the vast majority of them. He made those permanent.
Nevertheless, several reporters fell into line. And good for the ref workers. Score one for them.
But if Obamacare is a huge liability for Democrats, why are conservatives and GOP operatives desperate to control the narrative surrounding Pryor’s decision to run on the law? If your opponent’s stepping on rakes, why not just stand back and let him?
The answer is that with respect to both Obamacare and other issues Republicans must rely on diversions from policy and outcomes when expressing their substantive and strategic views. We’ve reached a point in the fight over Obamacare where the best thing Republicans have on their side is the law’s unpopular brand. Particularly in states like Arkansas, where President Obama is widely loathed but his signature law has cut the uninsurance rate nearly in half. It’s deeply silly to argue that Pryor isn’t running on Obamacare unless he refers to it using one of two unpopular slogans. But that’s the argument.
Instead, Pryor says, “I helped pass a law that prevents insurance companies from canceling your policy if you get sick or deny [sic] coverage based on pre-existing conditions.” Maybe he shouldn’t have said anything about “a law” at all, but that’s a niggling, semantic critique. That Republicans working to defeat Pryor are asking reporters to squeeze the word “Obamacare” into this sentence is an admission that they’ve lost the policy fight. They criticize Pryor for eschewing the label, because the label’s just about the only thing they’re comfortable assailing. In this way, they resemble Democrats six and eight years ago, running against the Bush tax cuts (for the rich), knowing that they had no intention of letting anything but the most regressive of those tax cuts expire.
In that sense, the GOP’s obsession with the moniker, and only the moniker, is excellent news for Obamacare’s political durability. But only if the people who cover politics are clear about the implications of the GOP’s rhetoric. Unlike Democrats, who were generally clear about the fact that they planned to make most of the Bush tax cuts permanent, Pryor’s opponent, Representative Tom Cotton, acknowledges that the pre-Obamacare status quo, in which insurers denied coverage to people with pre-existing health conditions, was “broken,” but nevertheless maintains that his goal is to repeal the law that makes that practice illegal.
Cotton repeated that mantra just this week, on the trail with Mitt Romney, who, in an amusing twist, tried to save Cotton from himself. “Tom Cotton is going to make sure that we change Obamacare, making sure that people can keep insurance and those that have pre-existing conditions can have coverage,” Romney said, “but he doesn’t want to see the federal government telling people in Arkansas what kind of insurance they have to have or making it more expensive.” Those are remarkably accommodating priorities. They’re just not ones Cotton is prepared to espouse just yet.
In this way, the politics of Obamacare in Arkansas mirror the politics of legislative brinksmanship in Kentucky. Just two days ago, Mitch McConnell, the embattled Senate minority leader who hopes to become majority leader next year, vowed to lard up appropriations bills with partisan policy riders and allow the president to choose between a veto, precipitating a government shutdown, and a bitter pill. A classic take it or leave it proposition.
McConnell said it would be up to the president to decide whether to veto spending bills that would keep the government open.
Obama “needs to be challenged, and the best way to do that is through the funding process,” McConnell said. “He would have to make a decision on a given bill, whether there’s more in it that he likes than dislikes.”
It wouldn’t be much of a challenge to Obama if McConnell plans to cave the moment the president whips out his veto pen. So the threat is pretty clear. Nevertheless, McConnell’s campaign wasn’t pleased by the ensuing deluge of stories about how a GOP majority would embrace high-stakes confrontations and potentially shut down the government again. And in a very narrow sense they have a point—McConnell never said he’d shut down the government. Political scientist Jonathan Bernstein, no McConnell partisan, was among those who defended McConnell on this score.
But much like Cotton can’t credibly claim to support protections for people with pre-existing medical conditions when his plan is to repeal Obamacare, McConnell can’t sidestep the implications of his publicly declared strategy. He can’t say “when we’re in power, we’re going to put two and two together,” and then get angry when the headlines say, “McConnell promises four.”
That won’t stop him from trying to, though. And to an unappreciated extent, the broader Republican strategy heading into November is to speak in abstractions, and take cover behind what’s left unsaid.

“Non-Journalistic Instincts”: Joe Scarborough, Mike Allen Form Journalistic Axis of Evil
One of the more fascinating sidelights of the crisis in Ferguson is the way it has revealed the complacent, obedient, and fundamentally non-journalistic instincts of certain leading centrist establishmentarian journalists. The precipitating event was the arrest of Wesley Lowery, a young Washington Post reporter who was illegally ordered to leave a McDonalds near the demonstrations and, correctly, refused, leading to his arrest.
This angered Joe Scarborough. And by “angered,” we should be clear, we mean angered at the presumption of Lowery for refusing. The avuncular host of Morning Joe instructed him, “Next time a police officer tells you that you’ve got to move along because you’ve got riots outside, well, you probably should move along.” (Because nothing says “journalism” like following orders from authorities, however questionable, self-interested, or illegal they may be.) Scarborough attributed Lowery’s refusal not to any commitment to continue doing his job but to his desire to “get on TV and have people talk about me the next day,” because the desire to get on television in any way possible is the only motivation that makes sense to Joe Scarborough.
Lowery replied sharply. Riding to Scarborough’s side today, forming a kind of journalistic Axis of Evil, is Mike Allen. In Allen’s world, which is defined by overlapping and possibly coterminous circles of sources, friends, and paid advertisers, the sort of effrontery displayed by Lowery first toward the police and then toward an esteemed television commentator was thoroughly intolerable. Sniffs Allen, in today’s Playbook:
YA CAN’T MAKE IT UP – Wesley Lowrey, 23-year-old Congress/politics reporter for the WashPost, responding on CNN to suggestions that he should have obeyed police amid a riot: “[L]et me be clear about this: I have LITTLE PATIENCE for talking heads.”
FYI, his name is spelled Lowery, and his age is 24. But if Lowery wants more favorable coverage from Allen, maybe he should think about sponsoring some ads in Playbook.

“Where She Always Was”: Everyone Suddenly Remembers That Hillary Clinton Is A Foreign Policy Hawk
There are few things the political press loves more than an intra-party squabble, so it wasn’t surprising that when Hillary Clinton gave an interview to The Atlantic about foreign policy that offered something less than fulsome support for everything Barack Obama has done, it got characterized as a stinging rebuke. The Post’s Chris Cillizza described her “slamming” Obama. The New York Times said the “veneer of unity…shattered.” “Hillary slams Obama for ‘stupid’ foreign policy,” said an absurdly misleading New York Post headline (she never called anything Obama did “stupid”).
If you actually read the interview, you’ll see that Clinton actually didn’t “slam” Obama (even Jeffrey Goldberg, who conducted the interview, overstates the disagreement in his report on it). She was careful not to explicitly criticize the administration, even when she was articulating positions that differed from what Barack Obama might believe. But there were clear indications that Clinton will be staking out a more hawkish foreign policy than the president she served as Secretary of State, on issues like Iran and Syria.
That isn’t because of some cynical calculation, or because she wants to “distance” herself from a president whose popularity is currently mediocre at best. It’s because that’s what she sincerely believes. If people didn’t have such short memories, they wouldn’t be surprised by it. Hillary Clinton has always been a liberal on social and economic issues, but much more of a moderate (or even a conservative) when it comes to foreign policy.
From the moment Clinton began forging her own distinct political identity in her run for Senate in 2000, it was clear she was a hawk on foreign affairs and defense, placing herself in the right-leaning half of the Democratic party. She wasn’t looking to slash military spending or avoid foreign interventions. Look at how the National Journal ranked her on foreign affairs during her time in the Senate (the NJ rankings are idiosyncratic, but they have the benefit of examining foreign affairs distinct from other issues):
- 2001: 28th most liberal senator
- 2002: 28th most liberal
- 2003: 15th most liberal
- 2004: 42nd most liberal
- 2005: 30th most liberal
- 2006: 36th most liberal
- 2007: 19th most liberal
- 2008: 40th most liberal
When Clinton ran for president in 2008, the primary issue distinction between her and Barack Obama was that she had supported the Iraq War, while he had opposed it. There was no issue that made more of a difference in the primaries. Even as Secretary of State, while carrying out the President’s policies, in private she counseled more aggressive moves. As Michael Crowley wrote in January, “As Secretary of State, Clinton backed a bold escalation of the Afghanistan war. She pressed Obama to arm the Syrian rebels, and later endorsed air strikes against the Assad regime. She backed intervention in Libya, and her State Department helped enable Obama’s expansion of lethal drone strikes. In fact, Clinton may have been the administration’s most reliable advocate for military action.”
As we move toward the campaign, it’s likely that liberals are going to start finding reasons to be displeased with Clinton on foreign policy. In the Atlantic interview, for instance, they discuss the Gaza situation at some length, and she practically sounds like a spokesperson for the Netanyahu government, putting all the blame for the conflict and all the casualties squarely on Hamas, while refusing repeated opportunities to say Israel has done anything wrong at all.
Over the next two years there will probably be more situations in which Clinton winds up to the right of the median Democratic voter. That would be more of a political problem if she had a strong primary opponent positioned to her left who could provide a vehicle for whatever dissatisfaction the Democratic base might be feeling. But at the moment, there is no such opponent. Her dominance of the field may give her more latitude on foreign affairs — not to move to the right, but to be where she always was. Neither Democrats nor anyone else can say they didn’t see it coming.

“Don’t Count Primaries In The Short Run”: The Tea Party Is Still A Powerful Force In GOP Politics
Liberal-friendly media outlets have been running obituaries for the Tea Party almost from the moment the grassroots conservative movement began in 2009. Tea Party anger over ObamaCare and corporate bailouts helped fuel a surprise Republican wave in 2010, shocking most pundits, as the House of Representatives shifted firmly into the GOP’s control. But then the movement fell short in 2012, and ever since then, much of the media have once again seemed eager to pronounce the Tea Party either dead or irrelevant — missing the larger point, and the larger impact. And the media’s Tea Party misfire will surely continue today, now that longtime Kansas Sen. Pat Roberts has emerged victorious over conservative challenger Milton Wolf in Tuesday’s GOP primary.
Or take, for instance, this year’s Mississippi Senate primary. The Republican incumbent, Thad Cochran, has a long reputation for pork-barrel politics and down-home pandering, neither of which has endeared him to small-government conservatives. The competitive challenge from Chris McDaniel came as a shock to Cochran and his supporters, who believed they could get one more easy ride back to the Senate from the seven-term senator in one of the friendliest states for Republicans. Instead, McDaniel narrowly edged Cochran in the initial vote, and narrowly lost the runoff — although McDaniel is contesting the results. To win the runoff, Cochran had to appeal to an unusual constituency: Democrats.
But in most states where incumbents faced challenges from Tea Party activists, the incumbents have had to defend their conservative credentials. Two key Senate GOP leaders had to fend off challengers with more effort than they have probably expended in several cycles put together. National Republican Senatorial Committee chair John Cornyn defeated a sitting House member, Steve Stockman, in the March primary in Texas, but it wasn’t easy; Cornyn got 59 percent of the vote, a decent enough showing, but hardly a ringing endorsement, even after Cornyn vigorously defended his brand of conservatism in the Lone Star State.
Mitch McConnell in Kentucky found himself in the hot seat, too. The Senate minority leader often runs afoul of Tea Party activists for his efforts to find compromise on issues when the grassroots want confrontation. McConnell won his Senate primary by 25 points over a first-time challenger, whose campaign ended up collapsing under its own weight. But first, Matt Bevin forced McConnell to shift to the right and get more defiant, at least rhetorically speaking.
Most Republican incumbents knew to move to the right well before the primary campaign; Lindsey Graham began laying the groundwork two years ago for his re-election effort, which paid off this spring in an easy win over six challengers. But not everyone got the memo. The biggest surprise came in the primary for Virginia’s 7th congressional district, where House Majority Leader Eric Cantor was expected to win easily. Cantor certainly expected it, spending most of his campaign fundraising outside of the district and barely engaging in his own race. Dave Brat, a local college professor with no electoral experience but with plenty of grassroots support, spent less on his whole campaign than Cantor spent on steakhouses — and ended up beating Cantor by double digits.
This dynamic — of conservative challengers, win or lose, forcing longtime incumbents to be more conservative — seems to be lost on the media. This week, both CBS News and The Hill ran Tea Party obituaries. CBS called this week’s primaries “the Tea Party’s last gasp this year,” while The Hill said that the movement’s Senate hopes will surely “fade.” And in the moment, that might well be true.
But look: The true test of the Tea Party won’t be in primary victories this week or this year, but in the impact of the conservative grassroots movement on the Republican Party. We have already seen incumbents who have rarely if ever had to deal with intraparty challengers shift their focus and message in response. The lack of banner wins in 2012 certainly didn’t persuade most of these incumbents to dismiss that pressure — in fact, the ones who succeeded most were the ones who prepared soonest and most vigorously.
When the New Left brand of progressivism arose in the 1960s, its candidates didn’t win a lot of elections at first either. It took two decades for the pressure of the movement to shift the center of the Democratic Party away from its traditional, blue-collar liberalism. In the late 1980s, the trend worried Democrats enough to form the Democratic Leadership Council to push back and recruit moderates to run for office, the most successful of which was Bill Clinton in 1992. By 2008, his wife blew her opening for the presidential nomination in part by falling short of the progressive credentials of Barack Obama.
The lesson here is not to count primaries in the short run. Look for the way incumbents have to defend their record and wait for the grassroots to produce change organically over the long run.
