“The Dubya Albatross”: Why Republicans Can Never Distance Themselves From George W. Bush
When he was performing his Full Jeb of Sunday show interviews over the weekend, Jeb Bush got asked everywhere whether he’s running for president, and each time he gave the same practiced answer (not thinking about it yet). He also got asked whether his brother’s disastrous presidency, and the fact that Dubya left office with abysmal approval ratings (Gallup had him in the 20s for much of 2008) would be a drag on him. Jeb gave the answer you’d expect: history will be kind to my brother, I’m very proud of him, and so on. Of course it’s true that Jeb, what with his last name and all, would have to “grapple” with his brother’s legacy more than other candidates. But when we think about it in those terms, I think we overlook something important about how the Bush legacy will continue to operate on Republicans, not just Jeb but all of them.
I thought of this when reading Peter Beinart’s take on Jeb, wherein he says something I think misses the mark:
That’s why Jeb Bush will never seriously challenge for the presidency—because to seriously challenge for the presidency, a Republican will have to pointedly distance himself from Jeb’s older brother. No Republican will enjoy credibility as a deficit hawk unless he or she acknowledges that George W. Bush squandered the budget surplus he inherited. No Republican will be able to promise foreign-policy competence unless he or she acknowledges the Bush administration’s disastrous mismanagement in Afghanistan and Iraq. It won’t be enough for a candidate merely to keep his or her distance from W. John McCain and Mitt Romney tried that, and they failed because the Obama campaign hung Bush around their neck every chance it got. To seriously compete, the next Republican candidate for president will have to preempt that Democratic line of attack by repudiating key aspects of Bush’s legacy. Jeb Bush would find that excruciatingly hard even if he wanted to. And as his interviews Sunday make clear, he doesn’t even want to try.
The focus on ideas like credibility and pre-empting attacks makes it seem as though this is really an issue of rhetoric and positioning, but it’s more than that. Let’s go through point by point. Does a Republican need to establish credibility as a deficit hawk? No, because the definition of deficit hawkery is endlessly malleable; Republicans who want to give huge tax cuts to the rich and increase military spending pretend to be deficit hawks just by saying “We need to rein in entitlements,” and people in the press believe them. Nobody voted for Barack Obama because they didn’t think Mitt Romney was enough of a legitimate deficit hawk. Does the next Republican candidate need to promise foreign-policy competence? Ask Michael Dukakis how important establishing your competence is to winning the White House. And did McCain and Romney lose because they didn’t create enough distance between themselves and Bush by not repudiating parts of his legacy?
Ah, here’s where it gets tricky. What, exactly, should they have repudiated, or should future Republican presidential contenders repudiate? Bush’s tax cuts for the wealthy that helped explode the deficit? His military adventurism? Appointing right-wing judges? Undermining environmental and workplace protections? The trouble is that those things are central to conservative ideology as it exists today. During much of the Bush years, Republicans controlled all three branches of government, and got pretty much everything they had ever wanted. You can tweak Bush’s legacy around the edges, but if you don’t believe in nearly everything he did, you aren’t really a Republican.
This reminds me of a terrific piece this magazine ran about the Iraq War in the fall of 2005 by Sam Rosenfeld and Matthew Yglesias called “The Competence Dodge.” Their argument was that while the Bush administration was most certainly screwing up the war, even if they had been more competent, it would only have made a small difference. The problem wasn’t the details of the execution; the problem was that invading Iraq was a terrible idea. The same is true of the Bush administration more broadly. Yes, they screwed some things up. But on the whole, the problems sprang from their goals. The people who run for the Republican nomination in 2016 are going to share those goals, and the Democrats will once again say “You just want to take us back to the Bush years.” That will be true whether any of them are named Bush or not.

“From Tragedy To Farce”: Paul Ryan’s Obamacare “Repeal” Fails The Laugh Test And The Cry Test
Paul Ryan releases his budget plan today and the rollout and coverage of the document and its author represent a test for both Ryan and the media. I’m speaking specifically of its provisions regarding repealing Obamacare—or more precisely “repealing” Obamacare.
The test for Ryan is the extent to which his reputation as a straight-shooting budget wonk survived the ill-fated Romney campaign. Longtime Ryan observers know that that standing was more contrivance than reality (he cast a string of budget-busting votes during the Bush years before finding his inner fiscal warrior when a Democrat was in the White House, and his budgets have been less intellectually honest than advertised), but its durability showed it to be impervious to reality.
So the question now is whether that disconnect will endure? Because even before it’s fully unveiled Ryan’s budget fails both the laugh test and the cry test—both, as I said, regarding its treatment of the Affordable Care Act, more popularly known as Obamacare.
The laugh test regards the fundamental premise that Ryan’s budget anticipates the law’s repeal. Agree or disagree with the idea of repealing the law, you have to admit that it’s about as likely as Mitt Romney signing any bills into law any time soon.
National Journal‘s Jill Lawrence wrote an article yesterday looking at the political logistics of repeal, and they’re daunting, to put it mildly.
For the health-care law to be repealed before 2017, you’d have to believe that either Obama would, lamb-like, accept repeal of his signature domestic accomplishment, or that Republicans in 2014 would somehow win veto-proof two-thirds majorities in the House (290 votes if all 435 representatives are present, 58 more seats than the GOP held as of mid-March) and the Senate (67 votes, which would require a net gain of 22 seats).
For repeal to be feasible in 2017, a Republican would have to win the White House in 2016; Republicans would need to hold their House majority, and Republicans would need a filibuster-proof 60 seats in the Senate (15 more than they have now).
That latter scenario, Lawrence notes, also doesn’t take into account the day to day reality of the law in 2017—the practical problems of unwinding a system that will have become entrenched as people use it to get health coverage and so forth.
“The continuing assumption that Obamacare will be repealed, even with Obama reinstalled in the White House, is just one more factor that makes Ryan’s budget more wishful than credible,” Lawrence concludes. That’s putting it politely. The fact is that if we’re to take Ryan and his budget seriously, it should be grounded in reality, not in the wishful thinking of the right wing.
But Ryan’s Obamacare repeal also fails the cry test for being so intellectually dishonest as to make a noncynical citizen weep. You see Ryan’s repeal of Obamacare isn’t actually a full repeal of Obamacare. As the Washington Post‘s Ezra Klein points out, “Ryan’s version of repeal means getting rid of all the parts that spend money to give people health insurance but keeping the tax increases and the Medicare cuts that pays for that health insurance.” So the $716 billion which Obamacare cut from Medicare and which Ryan and running mate Mitt Romney campaigned so hard against last year? Those cuts are in Ryan’s budget … just like they were in his previous budgets. He was, as TPM’s Sahil Kapur points out, against those cuts before he was for them before he was against them before he was for them. Or something.
As the Washington Post‘s Jonathan Bernstein notes, “This is no garden-variety flip-flop. It’s a fundamental decision to govern one way and campaign the exact opposite way.” It’s breathtaking, really.
And the governance/campaigning dichotomy is the more striking for the results of the campaign. You would think that after losing a race that the GOP insisted was a grand philosophical showdown, Republicans would attempt some sort of course correction other than reverting to their we say we hate it, but we’re happy to use it stance on Medicare cuts. Voters disapprove of both the party and its policies, and Ryan’s response is more of the same. To paraphrase his least favorite philosopher, his budgets seem to repeat themselves, first as tragedy, then as farce.
The question remains whether Ryan will be called on it in news reporting or whether he will reclaim his reputation as honest-green-eye-shade guy. Stay tuned.

“Obama’s Outreach Isn’t New”: When Dealing With Obstructionist’s, The Larger Dynamic Won’t Budge
After President Obama treated 12 Republican senators to dinner, and had a nice lunch with House Budget Committee Chairman Paul Ryan (R-Wis.), the Beltway’s reaction can be summarized in one word: Finally.
Sen. Tom Coburn (R-Okla.), who attended Wednesday’s dinner, said, “This is the first step that the president has made to really reach out and do like other presidents in the past — develop relationships and build trust.” House Speaker John Boehner (R-Ohio) added, “After being in office four years, he’s actually going to sit down and talk to members.”
And while plenty of pundits are echoing the sentiments, John Dickerson notes that those who insist this is a first for Obama are mistaken.
The aloof president is reaching out. That was the media’s first gloss on the president’s new robust effort at networking. He had finally embraced a Truth of Washington: You must engage your opponents and work with them. Finally he’s showing leadership. Hooray! […]
But this isn’t the first time the president has tried…. Early in his first term, during negotiations over the stimulus package, he reached out to Sens. Grassley, Snowe, Collins, and Specter…. Obama may not be very good at trying to work Congress; he may only have done it in fits and starts, but you can’t say he hasn’t tried.
On the Recovery Act, Obama reached out to Republican lawmakers. On health care, the president not only reached out, he spent about as much time talking to Olympia Snowe and Susan Collins as he did talking to his own staff. In May 2011, Obama invited a bipartisan group to the White House, not for a meeting or policy negotiations, but as part of “a get-to-know-you effort in the spirit of bipartisanship and collegiality.” In one of my very favorite moments of Obama’s presidency to date, he even attended a House Republican retreat, engaging in a spirited Q&A.
But, my DC pundit friends will tell me, these outreach efforts don’t count because they were in professional settings. What Obama needs to do is try personal outreach in informal ways and friendly settings. Except, the president has tried this, too, inviting members to the White House for Super Bowl and March Madness parties, and even golfing with Boehner.
Those who keep asking why Obama hasn’t reached out before this week don’t seem to be paying close enough attention.
So, why haven’t the efforts paid dividends? Dickerson has some worthwhile ideas on the subject, but for what it’s worth, I’ll add some speculation of my own.
For one thing, the parties sharply disagree with one another — there is no modern precedent for partisan polarization as intense as today’s status quo — and presidential outreach won’t change that. Congressional Republicans tend to fundamentally reject just about everything the White House wants, believes, and perceives as true. Presidential face-time changes nothing.
For another, outreach may help set the stage for constructive negotiations, but compromise has been rendered all but impossible, not just because Republicans reflexively oppose everything Obama supports — including, at times, their own ideas — but also because the parties can’t horse-trade when one side doesn’t have much of a wish list.
Jonathan Bernstein had a very smart post on this yesterday.
In a world of divided government with two sensible parties, the logical compromise is that Republicans would trade the minimum wage hike — a popular policy Democrats care more about than Republicans anyway — for something which Republicans care about more than Democrats. That’s what happened last time, when Republicans were able to extract tax cuts for business in exchange for supporting the increase, with the whole thing going into a larger bill that had plenty of things for both parties.
And this gets at a larger problem that explains a lot about dysfunction in Washington right now: Republicans have largely given up on developing specific policy goals while becoming more and more dedicated to opposing compromise on everything as some sort of fundamental principle.
Think about it: what is the Republican agenda item the party could trade for a minimum wage increase? What’s the GOP policy request on health care, other than the dream of repealing the Affordable Care Act? What’s their policy request on climate? Energy? Education? I mostly have no idea.
And neither do I. Sure, it’s obvious Republicans have some vague policy preferences — energy = drilling; education = vouchers — and certainly stick to broad principles on tax cuts, but the traditional give-and-take process falls apart when transactional policymaking isn’t a possibility.
Obama could host luncheons and dinners every day, but this larger dynamic won’t budge.

“At The Urinals In The Bathroom”: Falling Into Bob Woodward’s Den Of Iniquity
When I got to my computer this morning and saw how many people were blathering about Bob Woodward, a wave of despair washed over me. First, because this is the kind of stupid argument from which we thought we could get something of a reprieve once the campaign ended, and second, because Bob Woodward himself, and the deference with which he is treated, just make me depressed.
It’s not that Woodward isn’t a good reporter, of a sort. But Watergate was pretty much the last time his reporting enhanced public understanding in a meaningful way. Woodward’s modus operandi since then has been to approach powerful people and convince them to tell their side of major events through him. Knowing that if they don’t, someone else will and they might come out looking bad, many of them give him their spin in great detail, which his books then pass on to a wide readership. They aren’t so much a record of events as a record of events as the people who talked to Bob Woodward would like us to see them. Nobody has done more than Woodward to elevate insiderism, the belief among many journalists that what matters isn’t the effect government has on people’s lives, but who said what to whom when, that if you can get the Secretary of State to tell you what he said to the National Security Advisor while they were at the urinals in the bathroom down the hall from the Oval Office, then you’re a hero of democracy.
I’m not saying there’s no value in that kind of reporting—we do want to know what policy makers are thinking, how they interact with each other, and so on. The mistake is to think it’s the only thing that matters. And I think that explains why Woodward is now finding himself at odds with the White House.
This whole thing started because Woodward had previously reported that the idea for the sequester originally came from the White House, in his last book. When the book was published it seemed like just one detail among many, but as we approached the sequester, Republicans decided that it was hugely important, making “Don’t blame us, it was all his idea!” their primary talking point, and citing Woodward again and again. Now the truth is that the question of who thought of it first is completely irrelevant; Republicans agreed to it and voted for it, so they can’t absolve themselves of responsibility for it, not to mention the fact that this all came about because of their hostage-taking, and we’re only in the position we are now because they refuse to compromise with Democrats. But now that important people in Washington were talking about a piece of information that came out of his reporting, Bob Woodward rushed to tell everyone that this piece of information is the most important thing to understand about this debate. After all, it was his scoop! And he got it by getting powerful people to tell him about their conversations with other powerful people. So that must be what matters.
When asked, he might have said, “Sure, I reported that the idea first came from the White House, but at this point, who cares?” Instead, he decided to wade in like he was auditioning for a job at the Daily Caller. He went on television to talk about this fantastic scoop of his. Then he wrote an op-ed charging that because the sequester itself doesn’t have tax increases in it, Obama is “moving the goalposts” by demanding that a deal to replace the sequester have at least some revenue in it, which is kind of like arguing that if yesterday we said we were going to have pizza for lunch today, but it turned out nobody wants pizza, you’re being unfair by suggesting sandwiches, because yesterday you had agreed to pizza. Then he poured contempt on Obama for not just breaking the law and having government do everything it was otherwise doing, regardless of the sequester (this is a variant of the most bizarre delusion currently gripping centrist Washington, that any problem could be solved if Obama would just “lead,” or maybe make a “firm presidential statement”).
Then after White House Budget Nebbish Gene Sperling yelled at Woodward about that op-ed, he gave an interview to Politico claiming Sperling had threatened him in an email. In fact, in the email Sperling apologized for yelling at Woodward, and the “threat” was this: “But I do truly believe you should rethink your comment about saying saying that Potus asking for revenues is moving the goal post. I know you may not believe this, but as a friend, I think you will regret staking out that claim. The idea that the sequester was to force both sides to go back to try at a big or grand bargain with a mix of entitlements and revenues (even if there were serious disagreements on composition) was part of the DNA of the thing from the start…” That’s some terrifying threatening, which is probably why Woodward replied, “You do not ever have to apologize to me. You get wound up because you are making your points and you believe them. This is all part of a serious discussion. I for one welcome a little heat; there should be more given the importance.” You can just smell his fear, can’t you?
Anyhow, Bob Woodward is very good at getting powerful people to tell him their side of a given story, when they might ignore similar requests from other reporters. The mistake is to assume that once you’ve gotten that, there isn’t much more to know. I’ll leave you with this, from Jonathan Chait, who argues persuasively that Woodward’s problem is that whatever his abilities as a reporter, he’s a terrible analyst:
To reconcile Woodward’s journalistic reputation with the weird pettiness of his current role, one has to grasp the distinction between his abilities as a reporter and his abilities as an analyst. Woodward was, and remains, an elite gatherer of facts. But anybody who has seen him commit acts of political commentary on television has witnessed a painful spectacle. As an analyst, Woodward is a particular kind of awful — a Georgetown Wise Man reliably and almost invariably mouthing the conventional wisdom of the Washington Establishment.
His more recent books often compile interesting facts, but how Woodward chooses to package those facts has come to represent a barometric measure of a figure’s standing within the establishment. His 1994 account of Bill Clinton’s major budget bill, which in retrospect was a major success, told a story of chaos and indecision. He wrote a fulsome love letter to Alan Greenspan, “Maestro,” at the peak of the Fed chairman’s almost comic prestige. In 2003, when George W. Bush was still a decisive and indispensable war leader, Woodward wrote a heroic treatment of the Iraq War. After Bush’s reputation had collapsed, Woodward packaged essentially the same facts into a devastating indictment. Woodward’s book on the 2011 debt negotiations was notable for arguing that Obama scotched a potential deficit deal. The central argument has since been debunked by no less a figure than Eric Cantor, who admitted to Ryan Lizza that he killed the deal.

“Muting Women”: Like A Sailboat On A Lake With No Wind, The Status Of Women Is Stuck In A Lull
What a surprise. Men are drowning out women in the public conversation, a new report from the Women’s Media Center tells us.
Actually, it is a surprise to learn just how bad it is, as if there never was a women’s movement launched by Betty Friedan’s classic, The Feminine Mystique, 50 years ago, which decried the quiet desperation of domestic suburbia.
Fifty years ago is long enough for a cultural forgetfulness to fall over us and long enough for a hostile camp of enemies to make their living mocking women’s empowerment—and yes, I mean you, Rush Limbaugh, most of all. You are the self-appointed keeper of the patriarchy’s keys. The medieval archbishops of the Catholic Church are vigilant in the war on women. The mean-spirited men of the Supreme Court can be counted on, too, ready to usurp our human rights if the “right” opportunity presents itself. Meanwhile, Michelle Obama has new bangs.
In other words, ladies, things are not getting better for us in the 21st century. The recession has been rough on everyone, but especially for our place in the workplace world. As a journalist, let me share some numbers that show you how the conversational monopoly works. In the 2012 presidential campaign, male bylines outnumbered female bylines by nearly three to one, according to he Women’s Media Center. Newspaper decision-makers are usually male in these tight times, as are the subjects of most front-page stories, even obituaries. Then the echo chamber takes effect, because men are far more likely to be quoted than their female colleagues in public discussions—especially on politics.
The Sunday talk shows, the power listening posts of the Washington establishment, predominantly invite men as their guests. But here’s the thing: only 14 percent of the interviewed guests and 29 percent of the roundtable guests are women, according to the report. The hosts conducting the dialogue are predominantly male. Avuncular, authoritative Bob Schieffer of Face the Nation is by far the best of ’em.
Women protested this state of affairs at the ballot box last fall. Twenty women senators are now serving, more than ever before. Is this a critical mass that will change the conversation, or the conversationalists? Let’s see.
I remember being in a panel cable interview after the State of the Union with two good guys—Howard Fineman and Steve Roberts. I had something sparkling to say but even I was drowned out by these older silver-tongued pros, who later apologized for being “the two biggest airhogs in Washington.” It’s a salty slice of memory. Men are just used to talking over women, just as boys talk over girls, like breathing. It happens all the time in Washington. What made Hillary Clinton’s verbal victory over her attacking jousters in her valedictory Senate hearing so extraordinary was because it was, well, extraordinary in this talkative town. She lifted morale all over for Washington women.
To our rescue comes Sheryl Sandberg of Facebook, who is lighting a match to start a “Lean In” movement. More on that another day as it gets underway. Consider the Oscars: Daniel Day-Lewis was honored for playing the greatest president and humanitarian in our history while Jennifer Lawrence won for playing a wifely female stereotype. As I listened to two male critics from the New York Times website comment on every single Academy scene in the show, it felt relentlessly normal. We are such good listeners.
The status of women is stuck in a lull, like a sailboat on a lake with no wind. And we are the ones who have to start speaking our views and telling our stories—to borrow from radical abolitionist William Lloyd Garrison—so that we will be heard.
