“Where’s My War?”: Spoiling The War With Iran That GOP Hawks So Fervently Desire
Last week I predicted that a lot of conservatives would wind up opposing the president’s request for a use-of-force resolution aimed at limited objectives based on a revival of the ancient “no-win-war” meme: that only a big, brawling unlimited war based on imposing America’s will unilaterally is worth fighting. Now that the threat of a military strike is being explicitly linked to the possibility of a diplomatic solution, neocons and regular old-school defenders of the military-industrial complex look to be stampeding in that direction.
Mitch McConnell has released his draft speech opposing a use-of-force resolution, and it relies very heavily on the no-win-war meme (even if his real motives are inveterate Obama-hatred and fear of getting out of synch with his most crucial ally is his primary battle back home, Rand Paul).
On the deepest level, I think it comes down to a fundamentally different view of America’s role in the world. Unlike the President, I’ve always been a firm and unapologetic believer in the idea that America isn’t just another nation among many; that we’re exceptional. As I’ve said, I believe we have a duty, as a superpower without imperialistic aims, to help maintain an international order and balance of power that we and other allies have worked very hard on over the years.
This President, on the other hand, has always been a very reluctant Commander in Chief. We saw that in the rhetoric of his famous Cairo speech, and in speeches he gave in other foreign capitals in the early days of his administration. The tone, and the policies that followed, were meant to project a humbler, more withdrawn America … and, frankly, I’m hard pressed to see any of the good that’s come from it.
He goes on and on, but the bottom line is that he won’t support a limited war and doesn’t think this president is capable of anything else.
Since neocons like John McCain and Lindsey Graham were already furious at Obama for failing to commit fully to war in Syria, and stayed on the reservation only when the use-of-force resolution was amended to aim at a change of the balance of forces between Assad and the rebels, it will be interesting to see if they defect as well (they have not so far) if the diplomatic initiative doesn’t collapse right away.
But neocon blogger Jennifer Rubin, who previously managed to support the use-of-force resolution while continuing to hurl insults at its prime proponent in the White House, has had enough of this peace talk:
This is fitting in a way. The president went to Congress for political cover. Then he went to Putin. Congress at this point is entitled to tell the president to solve his own mess.
Yeah, it’s sad that Obama may be in the process of spoiling the war with Syria that was supposed to pave the way to the war with Iran that so many GOP “hawks” actually want. So many of them may well move from a tactical alliance with Obama to a tactical alliance with Rand Paul, squawking belligerently all the way.

“Beyond The Borders Of Logic And Reason”: The Threat Of Terrorism Is Still Making People Really Stupid
When you’re a partisan, you have a certain obligation to be, well, partisan. That means you have to put the things your side does in the best light and the things the other side does in the worst light. Their motives are always suspect while your are always pure, and if anything goes wrong it was obviously their fault, while if anything goes right they had nothing to do with it.
But just how far does this obligation extend? How far beyond the borders of logic and reason can you ride it? The unfortunate answer is, pretty darn far.
As you’ve heard, the administration ordered a number of embassies, mostly in the Middle East, closed for a few days because of some “chatter” relating to a potential al Qaeda attack. Republican Congressman Peter King said that this demonstrates that “Al Qaeda is in many ways stronger than it was before 9/11,” which is kind of like saying that the fact that the Backstreet Boys are currently touring shows that they’re even more popular than they were in the 1990s. And for some unfathomable reason, Rick Santorum was invited on Meet the Press on Sunday, and when he was asked about the significance of this potential attack, here’s what he said:
Oh, I think it’s a huge deal. And I think it’s really a consequence of the policies of this administration. I mean, if you look at Benghazi and what happened there. We had an attack on our embassy. We’ve seen really nothing other than cover-ups. We haven’t seen anything from this administration really go after the people who are responsible, or the network behind it. And I’m sure if you’re looking at it from a terrorist perspective, you say, “Well, here’s an administration that’s pulling back, that’s timid, and an opportunity to go after additional embassies.” So this is to me a direct consequence from what we saw in Benghazi.
Oh for pete’s sake. Now let’s think about this for a moment. What actually happened here? Well, American intelligence agencies, through whatever combination of techniques they’re employing, picked up information leading them to conclude that some kind of an attack or series of attacks was imminent. The government then decided to take action to make it more difficult for those attacks to take place, in a highly public way that no doubt had as one of its purposes letting the potential perpetrators know that we’re on to them. Unless there is an attack, this would seem like exactly what we want the government to do. Success, right?
But Santorum wants us to believe that this is actually a terrible failure! Sure, we may have headed off the attack, but just the fact there are still terrorists in the world who would even contemplate committing acts of terrorism shows how weak Barack Obama is.
Now, perhaps one should be asking, “Why the hell would Meet the Press think anyone gives a crap what Rick Santorum thinks?” Is he really the best person they could get to represent the Republican view of things? A former senator and failed presidential candidate, widely acknowledged to be one of the most repellent characters in American politics in the last couple of decades? What was the producers’ meeting like that week? “You know who we should try to book? Rick Santorum! He’s terrific! And such an important and influential voice!” “Ooh, great idea, Biff—get on it!”
Back on Earth, when you identify a possible terrorist attack and take steps to prevent it, that’s a good thing, even if there’s a Democrat in the White House. But I wonder what your average middle-of-the-road voter thinks when she hears stuff like this. Is she turned off by it? Does it not really bother her, or make even the tiniest difference in how she looks at the parties and how she might vote next time around? Now imagine if Rick Santorum had said, “This is certainly serious, but let’s give credit where it’s due—if what we’re hearing is accurate, we should commend the intelligence analysts for locating this threat, and the Obama administration did the right thing by closing the embassies as a precaution.” People watching would have said, “Wow, maybe Santorum is a more thoughtful, reasonable guy than I thought.”
But hey, it isn’t just Republicans! Here’s Candy Crowley asking Lindsey Graham, “Since the mission of terrorists is to terrorize, in some sense do you feel as if they’ve already won?” Because we temporarily closed some embassies! Of all the reactions to the threat of terrorism you could come up with, that’s about the least terrorized you could imagine. Something about this topic seems to turn so many people into idiots.

“The Few, The Proud, The Frightened”: Only The Fringe Standing With Rand Paul On Aid To Egypt
Yesterday wasn’t the best day for Rand Paul’s efforts to transform himself from a less cranky version of his old man into a power broker and potential presidential candidate in the Republican Party. Aside from Chris Christie’s contemptuous rejection of Paul’s suggestion that they sit down over a tall cool one and resolve their war of words over foreign policy, Paul failed to make much headway in the Senate in his long-standing attempt to cut off military aid to Egypt, despite having an almost ideal set of circumstances. While Democrats united behind the administration’s position that an aid cutoff could de-stabilize Egypt, most of the floor action involved the pummeling of Paul by his Republican colleagues, prior to a 86-13 vote against his amendment to the THUD appropriations bill.
WaPo’s Dana Milbank captured the flavor of the debate:
More than a dozen senators sat or stood at their desks in the usually empty chamber, engaging Paul, who tried to rebut their points. So many wished to join the fray that Majority Leader Harry Reid (Nev.) extended the debate.
The result reinforced the proud tradition of internationalism in the body, and in the GOP. For all the talk of a Republican civil war over foreign policy, Wednesday’s vote showed that the internationalists still dominate. McCain portrayed Paul as the heir to the America Firsters. But there has been no growth in the isolationist sentiment since March, when an amendment to restrict aid to Egypt failed, 74-25, or since September 2012, when a Paul bill to cut off aid to Egypt, Pakistan and Libya went down, 81-10.
The coup de grace probably occurred when Lindsay Graham read aloud a letter from AIPAC opposing the aid cutoff.
McCain needled Paul. “The question here is whether the senator from Kentucky knows what’s better for Israel, or Israel.”
Paul shook his head, reclaimed the floor and challenged the “so-called leadership” of AIPAC.
When the clerk called the roll, McCain whipped his colleagues aggressively: arguing with Dean Heller (R-Nev.) after the new senator took Paul’s side, applauding when John Hoeven (R-N.D.) voted against Paul and working over Tim Scott (R-S.C.) until the senator cried uncle. “I’m with you,” Scott said.
For the Republican internationalists, this wasn’t about winning but dominating.
Well, maybe. 13 Republicans decided to Stand with Rand on aid to Egypt. That’s just one short of the number of Republican senators who stood with McCain and Graham on immigration reform, which was supposedly a triumph of party “pragmatism” against the craziness of the House GOP. You also see some significant names supporting Paul’s amendment: Mike Lee, the majordomo of the Senate’s “constitutional conservatives,” and his boon companion Ted Cruz, a potential rival of Paul’s in 2016. There’s Mike Enzi of Wyoming, who may be counting on help from Paul in rebuffing a primary challenge from Lynn Cheney that bids fair to become a national Neocon crusade. And then there was Mitch McConnell, who has clearly decided that snuggling up to Paul is his best insurance against his own primary challenge next year.
For dedicated Paulites, this was just another vote in a long struggle against foreign policy internationalists in both parties. For the GOP as a whole, it’s unclear whether the vote pitted the dominant faction against the fringe, or the party’s past against its future.

“The GOP Roadblock To Repairs”: With Limited Time And Opportunity, Republican Infrastructure Intransigence Strikes Again
In 2005, the World Economic Forum ranked America’s infrastructure Number 1 in the world for “economic competitiveness.” Only eight short years later, the U.S. occupies 14th place. Instead of leading our global competitors in planning, staying current and building a transportation system for the 21st century, we have continued to invest at the same rate (in real inflation-adjusted dollars) as we did in 1968.
By way of example, Canada spends 4 percent of its GDP on transportation, investment and maintenance, with China spending 9 percent. The U.S. spends only 1.7 percent.
More than 69,000 of America’s bridges are deemed structurally deficient, more than 11 percent of all the bridges in our country. According to the American Society of Civil Engineers, the U.S. would need to invest $3.6 trillion between now and 2020 just to keep its infrastructure in “good” repair.
As a nation, our cities have become more congested, our commutes more delayed and our companies less productive. According to UPS, five minutes of daily delay for its trucks adds up to $100 million lost annually.
President Obama has long understood that investments made to our nation’s infrastructure will create jobs here in America that can’t be outsourced or replaced overseas. Interestingly, this is the same dynamic that has united two bitter enemies, the AFL-CIO and the U.S. Chamber of Commerce, around their mutual quest to see Congress appropriate more funding for infrastructure projects.
Even Republicans seem to understand the need, or at least they have indicated so at times. Senate Minority Leader Mitch McConnell, R-Ky., has said, “Everybody knows we have a crumbling infrastructure. Infrastructure spending is popular on both sides. The question is how much are we going to spend.” Senator Lindsey Graham, R-S.C., once claimed, “If you’re a Republican and you want to create jobs, then you need to invest in infrastructure that will allow us to create jobs.”
This week, President Obama proposed to cut corporate taxes and to invest in infrastructure projects to boost American jobs, all while being “revenue neutral.” These are concepts that have been championed by Republicans in the past, but generally ignored in recent times.
Unfortunately, true to form, the GOP backlash was immediate, claiming Obama’s plan offered them no concessions at all. McConnell said on the floor, “The plan, which I just learned about last night, lacks meaningful bipartisan input,” and thus he will oppose it. As the president suggested in a recent interview with the New York Times, “there’s almost a kneejerk habit right now that if I’m for it, then they’ve [Republicans in congress] got to be against it.”
So, once again, Congress is at a standstill while it admires our nation’s crumbling infrastructure. Seemingly, Republican leadership would rather put up roadblocks than work with the president to build and restore some of our nation’s fundamental structural needs to remain economically competitive – operative roads, bridges, dams, levees and rails. There are only 61 days left before the next government shutdown and nine legislative working days on the calendar in September. This limited time and opportunity will require leaders from both sides to step forward and work efficiently to pass the necessary legislation to get this country back on track.
Perhaps, while members of Congress are away in August, they will actually remember what they were for before they were against it.

“We Were Wrong”: What If Republicans Had Come To This Realization Sooner?
It took over 700 days, a recess appointment, and a nuclear-option showdown, but a prominent Republican senator yesterday took stock of his party’s efforts to reject Richard Cordray and nullify the Consumer Financial Protection Bureau. He reached an interesting conclusion.
“Cordray was being filibustered because we don’t like the law” that created the consumer agency, said Senator Lindsey Graham, Republican of South Carolina. “That’s not a reason to deny someone their appointment. We were wrong.”
That’s not a phrase we often hear from politicians, especially congressional Republicans, and it’s a welcome concession. Indeed, since I made the same argument on Monday, I’m delighted by Graham’s candor.
Perhaps, if Senate Republicans had come to this realization just a little sooner, Elizabeth Warren would be at the CFPB right now and Scott Brown would still be making Wall Street happy as a senator.
Regardless, the question many Senate Democrats are asking right now is whether yesterday’s breakthrough — which overwhelmingly tilted in their favor — can help lay the foundation for broader progress, at least in the upper chamber. Greg Sargent reported this morning:
Democrats plan to seize on yesterday’s events to exacerbate what they hope is a developing schism between the GOP leadership/hard right alliance and a bloc of GOP Senators who (Dems are betting) are genuinely fed up with that alliance’s continued flouting of basic governing norms. They hope to renew the push for a return to budget negotiations, with an eye towards replacing the sequester.”
Greg added that Sen. Patty Murray (D-Wash.), the chair of the Banking Committee and an influential member of the Democratic leadership, is set to deliver a pointed message on the floor this afternoon: “There is a group of Republicans — led by Senator McCain — who are very interested in ending the gridlock and working together to solve problems…. I am really hopeful that the bipartisanship we’ve seen this week will carry over into the budget debate, and that rather than listening to the Tea Party, Republican leaders will listen to the Republican members who prefer common-sense bipartisanship over chaos and brinkmanship.”
There are obviously a whole lot of hurdles between the painful status quo and competent governing, and even if there’s a Senate GOP contingent prepared to be responsible the odds in the House are far worse, but between low expectations and the events of recent years, “we were wrong” is a step in the right direction.
