“Let That Hateful Flag Fly”: From George W. Bush To Lindsey Graham, A History Of Republican Support For The Confederate Flag

South Carolina, a state that’s nearly 30% African-American, celebrates”Confederate Memorial Day” and proudly displays the flag of the Southern Confederacy at its statehouse in Columbia — a longstanding practice that’s under increasing fire following this week’s Charleston massacre, in which a white supremacist gunman is suspected of murdering nine black churchgoers.

In 2000, state lawmakers reached a “comprise” on the controversial symbol, voting to move the flag from the top of the dome to smack-dab in front of the statehouse on the front lawn. In the first state to secede from the Union in 1861, this was what passed for progress.

By now we are all familiar with the defensive refrain from supporters of the Confederate Flag: it’s heritage, not hate.

But that’s a load of crock. It’s been noted that after the Civil War, Confederate Vice President Alexander Stephens wrote a revisionist account entitled A Constitutional View of the Late War Between the States, which helped push the myth that the war was really about states’ rights.

According to a 2011 Pew Research poll, just nine percent of Americans had a positive reaction to the Confederate flag. But while the ranks of stars-and-bars fans may be thin nationally, much of the modern Republican Party, defined as it is by white Southern support, cannot bring itself to condemn the symbol of racial apartheid.

Republican South Carolina Senator and presidential candidate Lindsey Graham said following the massacre that although the flag “been used in a racist way” in the past, it remained ”part of who we are,” shrugging off the symbolism in favor of “what’s in people’s heart.” Defending his state’s supposed “comprise,” Graham said “It works here, that’s what the Statehouse agreed to do.”

And remember: Graham is supposed to be one of the “sane” Republicans.

Republican politicians have stumbled over themselves to pander to GOP South Carolina primary voters at the expense of the truth, their fellow Americans and potential voters (granted, the 2012 primary garnered a pathetic 1% turnout from African-American voters) for entirely too long.

During a 2000 Republican primary debate in South Carolina, moderator Brian Williams asked, “does the flag offend you personally,” to which George W. Bush defensively retorted, ”What you are trying to get me to do is express the will of the people of South Carolina. Brian, I believe the people of South Carolina can figure what to do with this flag issue. It’s the people of South Carolina’s decision. I don’t believe it’s the role of someone from outside South Carolina and someone running for president to come into South Carolina.

Lost on Bush was the irony of citing states’ rights — long the doctrine of choice for segregationists and Confederate nostalgists — to defend South Carolina’s right to fly the stars and bars. His response was met with raucous support from the GOP crowd.

For his part, brother Jeb ordered the Confederate battle flag be taken down from Florida’s capitol building back in 2001, arguing that “the symbols of Florida’s past should not be displayed in a manner that may divide Floridians today.”

In 2008, both John McCain and Mitt Romney ran into trouble when they refused to cave to Confederate Flag fetishizers who then took out ads in the early primary state attacking them for speaking out against the hateful symbol.

McCain, learning his lesson from the infamously racist 2000 primary during which he delivered a tortured but typical defense, said “some view it as a symbol of slavery; others view it as a symbol of heritage. Personally, I see the battle flag as a symbol of heritage,” went on to apologize for his inability to forcefully denounce the flag, calling it one of the “worst decisions” he’d ever made.

McCain revealed the truth in the GOP’s struggle to admonish the flying of the Confederate Flag, recounting his own flip-flop, “[I]t could come down to lying or losing. I chose lying.”

So much for the Straight Talk Express.

In 2012, former House Speaker and advocate of child labor Newt Gingrich made clear his opposition to national demands that the flag be taken off public property, “I have a very strong opinion,” Gingrich said. “It’s up to the people of South Carolina.”

Arkansas governor Mike Huckabee defiantly declared that “outsiders” were not allowed to debate the Confederate Flag.

But there seems to be some hope that the 2016 primary may change.

Rick Perry, who supported Texas’ rejection of Confederate-flag license plates that was upheld by the Supreme Court this week, called the issue a state’s matter today but added that “I agree that we need to be looking at these issues as ways to bring the country together….And if these are issues that are pushing us apart, then maybe there’s a good conversation that needs to be had about [it].”

Gov. Nikki Haley, the state’s Republican governor who had previously defended not demanding the flags removal because no business owners had complained to her, said today, ”I think the state will start talking about that again, and we’ll see where it goes.”

We shall see how 2016ers handle the GOP South Carolinan primary voters’ demands to proclaim state’s rights and let the Confederate Flag fly free.

“From Unlikely To Long-Shot”: Rand Paul Just Sacrificed His Presidential Campaign For His Libertarian Principles

Sen. Rand Paul (R-Ky.) had what will probably be the defining moment of his presidential campaign on Sunday night. It could conceivably help him, but at a high political cost. It could also end his presidential hopes.

The junior senator from Kentucky infuriated his Republican colleagues by blocking a vote on the USA Freedom Act, a bill that would curtail a controversial National Security Agency bulk phone-data collection program and reauthorize three other surveillance programs that expired at midnight. The NSA had stopped collecting telephone metadata Sunday afternoon, when it became clear no deal would be finalized in time. It won’t be able to resume until the Senate acts, the House approves any changes, and President Obama signs the bill.

In Rand Paul’s telling, and that of the red-shirted “Stand With Rand” supporters who filled the Senate gallery on Sunday evening, Paul stuck a shiv in the government surveillance state, at least for a few days. “The Patriot Act will expire — it will expire tonight,” Paul said on his way out of the Senate chamber Sunday night. “The point I wanted to make is that we can still catch terrorists using the Constitution.”

Paul had some other help, if inadvertent. Senate Republicans, notably Majority Leader Mitch McConnell (Ky.), had wanted to extend the USA Patriot Act as is. They fell short. Then, after a week’s recess, when it became clear the votes just weren’t there for the Patriot Act renewal, McConnell reluctantly agreed to put the “flawed” USA Freedom Act up for a last-minute vote on Sunday, and the Senate agreed, 77 to 17. The bill had passed the House on May 13, 338-88, and Obama supports it.

Senate GOP hawks say the Freedom Act puts too many constraints on the NSA; Paul and some other civil libertarians say it still goes too far. But his usual civil-liberty allies in the Senate signaled their comfort with the House bill, leaving Rand Paul the lone holdout. In the Senate, that’s often enough to delay a bill, and Paul did so on Sunday.

Whether or not it was his prime motivation, as Sens. Dianne Feinstein (D-Calif.) and John McCain (R-Ariz.) suggest, Paul will earn a lot of money for his presidential campaign. But his chances of becoming the 2016 Republican nominee just went from unlikely to long-shot.

Shutting down American espionage and surveillance capabilities, even for a few days, is too off-brand for the GOP — especially at the moment.

Paul is “a niche candidate of a shrinking niche, because events are not playing out the way he anticipated two years ago when he began running for president,” George Will said on Fox News Sunday. “The world looks much more dangerous than it did,” and “literally cashing in” on his “conscientiousness as a libertarian” really “muddies the waters” of his intentions.

In a crowded Republican presidential field, Rand Paul is betting he can monopolize the libertarian caucus. It’s a gamble. Forcing expiration of the NSA provisions for a couple of days was a small victory on its own. But “his larger political victory was that he took ownership of Patriot Act opposition,” said David Weigel at Bloomberg Politics, “angering Republican colleagues whom he is happy to anger.”

Weigel names McCain and Sen. Lindsey Graham (R-S.C.), but Paul also angered McConnell, who has endorsed him for president, and Senate Intelligence Committee Chairman Richard Burr (R-N.C.), who vowed on Sunday that “there won’t be any negotiations with Rand Paul from this point forward.” Paul didn’t attend the GOP caucus meeting before Sunday’s session, and Republicans walked out on him en masse when he started speaking.

The big question for Paul is whether there are enough civil libertarians in the Republican Party, and if so, whether they will vote in the primary. Plenty voted for his father, former Rep. Ron Paul (R-Texas), but it wasn’t enough.

“People here in town think I’m making a huge mistake,” Rand Paul said Sunday evening. “Some of them I think secretly want there to be an attack on the United States so they can blame it on me.”

In other words, Rand Paul sounds like a lot of Democrats after the Sept. 11, 2001, terrorist attacks. That wasn’t a good place to be, politically.

Brit Hume at Fox News hammered the same point on Sunday. Paul “seems confused about which party he’s running in,” he said. “There’s a segment of the Republican electorate which shares his somewhat paranoid views of things, and he’ll have their support, but that’s not a nominating set.”

Rand Paul seems to know the risks, and he seems content to go down swinging. And if he does stake his political future on curtailing government spying and lose, unlike other GOP presidential contenders, he probably shouldn’t expect a soft landing at Fox News.

“Lindsey Graham And ‘The Gay Conspiracy'”: Set Aside The Ambiguities Of Gossip And Paranoia And See Him In His Proper Light

I’m going to mention briefly that the never-married senator from South Carolina, Lindsey Graham (R-SC), has been dogged for years by rumors that he’s gay, but that’s not the point of this article. It’s only the lede.

I don’t know if he’s gay; he has denied repeatedly that he is; and at this moment in American history, when gay marriage has entered new levels of normalcy, breathless inquiries into a senator’s sexuality ought to exceed everyone’s threshold for boredom.

My point is that there may be something more detrimental to his presidential aspirations (to be announced formally next month): the conspiracy theory based on the rumors.

Conspiracy theories aren’t like rumors. Rumors are based on ambiguities.

Conspiracy theories are much more.

As Arthur Goldwag, an authority on the politics of conspiracy theories, explained in The Washington Spectator, they are more like a religion. He wrote last year, “a kind of theology that turns on an absolute idea about the way things are — and on the immutable nature of the supposed enemy. … Paranoid conspiracism… proposes that some among us, whether Jewish bankers or heirs to ancient astronauts, owe their ultimate allegiance to Satan.”

That’s a key point — the enemy.

And you know who that is.

If Graham were gay — and we should take him at his word that he is not — that might offend some in the GOP’s evangelical wing, but a more serious problem is the suspicion that he’s in cahoots with “the enemy.” Why has he repeatedly joined the Democrats on immigration reform? Simple — “out of fear that the Democrats might otherwise expose his homosexuality,” according to 2010 a profile in The New York Times Magazine.

The Times’ profile echoed accusations by William Gheen, the head of the nativist PAC Americans for Legal Immigration, who had urged Graham to avoid being blackmailed into supporting immigration reform by outing himself. At a rally on April 17, 2010, he asked Graham to “tell people about your alternative lifestyle and your homosexuality.”

In an April 20, 2010 press release, Gheen elaborated: “I personally do not care about Graham’s private life, but in this situation his desire to keep this a secret may explain why he is doing a lot of political dirty work for others who have the power to reveal his secrets.” The entire episode might have been ignored but for Comedy Central’s Stephen Colbert. He said Graham could easily prove his heterosexuality by releasing a sex tape.

Moreover, Graham is seeking his party’s nomination, as other Republican contenders are going to the wall in connecting homosexuality with unseen, dark, and malevolent forces. Senator Marco Rubio (R-FL) this week told the Christian Broadcasting Network: “We are at the water’s edge of the argument that mainstream Christian teaching is hate speech, because today we’ve reached the point in our society where if you do not support same-sex marriage, you are labeled a homophobe and a hater.”

Senator Ted Cruz (R-TX), meanwhile, rails against a liberal fascist plan to impose a new gay-world order. “Today’s Democratic Party has decided there is no room for Christians,” he said at the Iowa Faith and Freedom Coalition gathering in April. “Today’s Democratic Party has become so radicalized for legalizing gay marriage in all 50 states that there is no longer any room for religious liberty.”

But conservatives need not fret.

Like John McCain, Graham might clash occasionally with Tea Party Republicans, but that’s style, not substance. Like every congressional Republican, Graham voted against the Affordable Care Act and virtually everything President Obama has asked for. Graham’s views on social issues are unfailingly partisan — he holds a hard line against abortion and opposes gay marriage and gays serving in the military. And his views on foreign affairs are uniformly doctrinaire, in keeping with the Republican Party’s orthodox view of American exceptionalism vis-à-vis military might.

Unlike Jeb Bush and Marco Rubio, who appear worried about being tied to the foreign policy failures of the George W. Bush administration, Graham is unrepentant about the Iraq War, telling CNN recently that the invasion was not mistake, that the world is a better place without Saddam Hussein, and that if there’s anyone to blame for the current mess in the Middle East, it’s Obama.

Consider also the “conservative scores” assigned by special interest groups. In 2014, Americans for Prosperity, a PAC that bankrolls the Tea Party, gave Graham a lifetime score of 84 percent. In 2013, the American Conservative Union gave him a lifetime score of 88 percent. The Faith and Freedom Coalition and the Christian Coalition, both having enormous sway over the GOP’s evangelical Christian faction, gave him a score of 91 percent in 2014 and 100 percent in 2011, respectively. On taxes, he got 97 percent in 2010 from the National Taxpayers Union. And on business matters, the U.S. Chamber of Commerce gave him a lifetime score of 84 percent in 2013. I could go on. And on.

I don’t think conservatives have to worry much about Graham with respect to immigration, either. True, he says he favors a pathway to citizenship, but the last major push for immigration reform in 2013 called for a pathway lasting some 10 years with numerous hurdles to overcome. Given the stringency of the provisions in that bipartisan Senate bill, I’m thinking Graham and his fellow neocons supported it because they knew few immigrants could finish the process. And if they never finish, they never vote. The result is a twofer for the GOP establishment: a decriminalized workforce that can provide cheap labor, but can’t support the Democrats.

As I said, Graham is a friend to the conservative base of the Republican Party. One need only set aside the ambiguities of gossip and paranoia to see him in his proper light. Of course, that’s not going to help. The people Graham needs are the people most hostile to evidence and fact. Indeed, given the role of gay conspiracies thus far in the 2016 cycle, the “confirmed bachelor” from South Carolina may embody the sum of all their fears.

“Conspiracy-Minded Conservatives, Be Warned”: Sorry, GOP. There’s No Smoking Gun In Hillary Clinton’s Benghazi Emails

If Republicans were looking for a silver bullet to use against Democratic presidential candidate Hillary Clinton, the State Department’s Friday document dump about Benghazi wasn’t it.

There’s no illicit weapons Libyan program to be found in the emails, as some have speculated. No ‘stand-down’ order. Just a hectic flow of information to and from Hillary Clinton—about danger, about death, and ultimately, about condolences.

The State Department released Friday 296 emails involving Hillary Clinton during her tenure as Secretary of State, from 2009 to 2013. The documents include some 300 emails related to Benghazi, which were turned over to the Congressional committee investigating the 2012 attacks. The attacks left four Americans dead, including the U.S. ambassador to Libya.

The hundreds of emails released by the agency show a Secretary of State who was deeply engaged on Libyan issues—but usually just in a crisis. While Clinton was a key proponent of intervening in Libya to protect civilians under threat from then-Libyan leader Moammar Qadhafi, her emails show that she took a largely hands off approach towards the country.

Of course, this document trove is an incomplete view, at best. It excludes any phone calls, briefings or memos. It doesn’t include the emails that were deleted by Clinton—and we know there were many. (Republicans noted “inexplicable gaps” in Secretary Clinton’s emails over several time periods, such as from Oct. 2011 to Jan. 2012, and from April 2012 to July 2012. ) And it was released by a State Department that was formerly helmed by Clinton and is still part of a Democratic administration.

But according to her Benghazi-related email traffic, Clinton appears to only have been involved at times of crisis and even then deferred to those on the ground, including Stevens and friends outside government.

Clinton’s emails show that the late Amb. Christopher Stevens had multiple brushes with danger in Benghazi in 2011—more than a year before the September 2012 attacks that would ultimately take his life.

Then-Secretary of State Hillary Clinton received an update about Stevens’ 2011 security situation: that there had been intelligence indicating a credible threat to his safety, and that officials were moving swiftly out of the hotel he was staying at in Benghazi.

“There is credible threat info against the hotel that our team is using—and the rest of the Intl community is using, for that matter… DS [Diplomatic Security] going to evacuate our people to alt locations. Info suggested attack in next 24-48 hours,” wrote top Clinton aide Jacob Sullivan in an email to Clinton on June 10, 2011, with the subject line, ‘Hotel in Benghazi.’

At the time Stevens was a special envoy to Libya, and the U.S. had joined a U.N. campaign to set up a no-fly zone to assist rebels in the overthrow of Muammar Qadhafi.

In a separate incident, in April 2011, a State Department official wrote:

“The situation in Ajdabiyah has worsened to the point Stevens is considering departure from Benghazi. The envoy’s delegation is currently doing a phased checkout (paying the hotel bills, moving some comms to the boat, etc). He will monitor the situation to see if it deteriorates further, but no decision has been made on departure.”

The communications received by the Secretary of State illustrate the fast pace of security decisions made on the ground—but don’t show Clinton with a direct role in these decisions. For example, there’s no indication that Clinton intervened in the decision-making process when told about Stevens’ 2011 security scares.

Clinton was heavily criticized when it emerged in March that she had used a private email server to conduct business while she was Secretary of State. Her private email accounts prevented the normal process of archiving official government records. Clinton’s staff had turned over some 55,000 pages of email correspondence to the State Department in December 2014.

Democrats on the Select Benghazi Committee had urged the release of Benghazi-related emails for months. Clinton herself had urged the State Department to swiftly publish the emails, telling reporters earlier this week that she wanted them in the public domain as soon as possible.

“I am pleased that the State Department released the complete set of Secretary Clinton’s emails about Benghazi—as Democrats requested months ago,” said Rep. Elijah Cummings, the top Democrat on the committee.

The American people can now read all of these emails and see for themselves that they contain no evidence to back up claims that Secretary Clinton ordered a stand-down, approved an illicit weapons program, or any other wild allegation Republicans have made for years.

In the time between the June 2011 security scare and the September 2012 terrorist attacks, the mood in Libya ebbed and flowed—Stevens left Libya in November 2011 before returning as U.S. ambassador in May 2012.

In July, Libya held national elections which went off well, leading to people heralding the country worldwide. Meanwhile, Islamist flags had emerged on buildings throughout Benghazi.

The correspondence in summer 2012 shows a somewhat positive situation in Libya: the last email from Stevens that Clinton receives paints a rosy picture: in July 2012 Sen. John McCain is in Tripoli, Libya, being lauded for his support of the rebels.

“The atmosphere in Tripoli is very festive,” Stevens wrote in one email on July 7, 2012. “The gov’t declared today a holiday and people are driving around honking and waving flags and making peace sign gestures… McCain was applauded and thanked for his support wherever we went.”

The world’s focus doesn’t dwell on Libya, and Clinton doesn’t receive additional emails about Benghazi again until the 2012 attacks on U.S. facilities.

By September 2012, the situation in Libya had deteriorated. In a diary entry on Sept. 6, Stevens wrote about a “security vacuum” and “dicey conditions,” even suggesting that he was on an “Islamist ‘hit list’ in Benghazi.”

On the fateful day of Sept. 11, 2012, at approximately 4 p.m. in Washington, D.C., the first attack on the U.S. diplomatic compound occurred. Clinton had previously testified (PDF) that she was at the State Department that day, which could explain why she did not send or receive a large volume of emails about Benghazi.

She becomes more active on emails that evening, and at 11:37 p.m., she receives word through her Chief of Staff Cheryl Mills that the Libyan government had confirmed Amb. Steven’s death.

“Cheryl told me the Libyans confirmed his death. Should we announce tonight or wait until morning?” Clinton wrote in an email to top aides.

Throughout the morning after the initial attacks she has a lot of activity: in particular she received a large number of messages expressing condolences to her and the State Department over the death of the ambassador.

“The Ambassador was a perfect role model of the kind of person we need representing us around the world, and the others had so much to give—and already had given so much,” said former Secretary of Defense Bob Gates.

“What a wonderful, strong and moving statement by your boss. please tell her how much Sen. McCain appreciated it. Me too,” wrote a top national security aide for Sen. John McCain.

That weekend, Clinton continued to exchange emails on the Benghazi issue. On Saturday Sept. 15, the day before Susan Rice appeared on cable shows to make the since-rescinded claim that the Benghazi attacks were the result of protests-turned-violent, Clinton was involved arranging calls from her home and the collection of an action memo via classified courier.

The emails give insight into how Clinton operated at the time: using classified couriers to move memos and getting on the phone with other world leaders, rather than using email.

None of the released emails show Clinton being involved with Rice’s appearance on the Sunday shows, or the discussion of what Rice should say. She does, however, receive a transcript of what Rice would eventually say.

Findings of the Republican-led Select committee on Benghazi may not be released until sometime in 2016, in the thick of campaign season.

If the Select Committee continues to operate through the end of the 2015, its estimated cost will rise to $6 million dollars. The House Select Committee on Benghazi was established in May 2014. If it continues through to the end of 2015, it will have been investigating for 19 months—longer than other major, comparable investigations.

(To compare, the joint inquiry into the intelligence community’s actions with regard to the Sept. 11, 2001 attacks took less than a year. The Senate Watergate committee operated for about 17 months before presenting its findings. And the Warren Commission on the assassination of President Kennedy operated for under a year.)

The release of Friday’s Benghazi-related emails has itself been months in the waiting: the State Department had been going through an excruciating process of assessing the emails for any information that would show sensitive or personally identifiable information, and then removing it. The State Department will now turn its attention to performing the same task on thousands of Clinton emails that are not related to Benghazi.

In fact, Hillary Clinton’s email correspondence has the potential to generate headlines at least through the end of the year, acting as a disruptive force that distracts from her presidential campaign.

For Republican committee chairman Trey Gowdy, the release of these emails are just the first step in a long slog to “collect and evaluate all of the relevant and material information necessary.” Gowdy said that the emails released Friday had all been exclusively reviewed and released only after review by her own lawyers.

Earlier this week, a federal judge had dismissed a State Department plan to release her email archives, comprised of some 55,000 pages of emails, by January 2016. Instead, the judge asked the State Department to come up with a plan to gradually release the emails in stages.

In the nearer term, Hillary Clinton is expected to appear before the Select Committee on Benghazi, Gowdy said last week that he will not schedule the former Secretary of State’s testimony until the State Department turns over more documents.

“The Select Committee should schedule Secretary Clinton’s public testimony now and stop wasting taxpayer money dragging out this political charade to harm Secretary Clinton’s bid for president,” Cummings, a Democrat, said Friday.

The New York Times obtained and published about a third of the Clinton Benghazi emails earlier this week, revealing that longtime Clinton friend Sidney Blumenthal had frequently written to her about Libya, serving as a source of information about the country before and after the 2012 attacks.

While Blumenthal had originally blamed demonstrators in the American diplomatic facility in Benghazi, a subsequent memo fingered a Libyan terrorist group for the attacks, arguing that they had used the demonstrations as cover for the violence. This week, the Select Committee on Benghazi subpoenaed Blumenthal to appear before the panel.

“Ted Cruz: I Won Those Purple Hearts!”: It’s Not The First Time Cruz Has Claimed Credit For Something That Has Raised Eyebrows

Senator Ted Cruz’s presidential stump speech electrifies conservative crowds with a cocktail of growls, whispers, warnings of impending doom, and at least one claim of personal accomplishment so powerful, it often brings many in the audience to their feet.

“Just a few weeks ago, I was down in Fort Hood, where the soldiers who were shot by Nidal Hasan were finally, finally, finally awarded the Purple Heart,” Cruz told activists last weekend at the conservative Freedom Forum in Greenville, S.C. “I’ll tell you the reason those Purple Hearts were awarded. I was very proud last year to introduce legislation in the Senate to mandate that the Pentagon award those Purple Hearts.”

Cruz rightly pointed out that for years, the Obama administration had classified the 2009 shooting at Fort Hood, Texas, by Army Major Nidal Hasan as a “workplace violence” incident rather than as a terrorist attack, though Hasan’s rampage came after he had been in contact with al Qaeda leader Anwar al-Awlaki. Hasan’s shooting spree left 13 dead and 32 wounded, including dozens of military personnel who were deemed ineligible for the Purple Heart because of the Pentagon’s classification of the attack as not combat-related.

At the end of 2014, Congress passed a bill requiring the Pentagon to reclassify the 2009 attack, and the Fort Hood victims were indeed awarded the Purple Heart.

But Cruz voted not once but twice against the Pentagon authorization bill that changed the Purple Heart policy. A Cruz spokesman told the Dallas Morning News that Cruz voted against the bill over an issue unrelated to the Fort Hood shootings but that “he would have found another way to get it done” had the bill had not passed. “Supporting one amendment certainly does not mean a senator is obligated to support the entire bill.”

And although Cruz played an important role on the Senate Armed Services Committee at last year, the credit for changing the Pentagon’s long-standing policy belongs to at least a dozen senators and members of Congress who had pushed the issue relentlessly for years before Cruz ever arrived in the Senate.

It was Senator John Cornyn (R-TX), not Cruz, who originally introduced legislation to award the Purple Heart to the Fort Hood victims in 2009. Cornyn’s bill coincided with a similar bill from Representative John Carter (R-TX), whose district includes much of Fort Hood. Cornyn and Carter would introduce their bills again in 2011 and 2013. Representatives Roger Williams (R-TX), Frank Wolf (R-VA), and Peter King (R-NY) all pushed the matter in their own committees.

Representative Michael McCaul, another Texas Republican and the chairman of the House Homeland Security Committee, held hearings on the matter. Senator Joe Lieberman (I/D-CT), the former chairman of the Senate Homeland Security Committee, did the same and commissioned a months-long investigation into the causes of the Fort Hood attack.

Lieberman introduced a bill of his own, along with Cornyn, in 2012 to mandate that the Pentagon change its criteria for awarding the Purple Heart that would include the Fort Hood victims. In 2014, Senator John Boozman, a Republican from Arkansas who is also on the Armed Services Committee, wrote legislation similar to Cruz’s to mandate that the Pentagon award Purple Hearts to victims of a similar shooting at a Little Rock military recruiting center in 2009.

Neal Sher, a lead attorney for the Fort Hood victims and their families who sued the Pentagon over the policy, said the reclassification was the result of efforts by multiple offices for multiple years on and off Capitol Hill.

“Cruz was instrumental, Cornyn was instrumental, the Texas House delegation, McCaul, Carter, Williams, were all instrumental,” said Sher. “It took years, years. The administration and the Pentagon were opposing it every step of the way. It took an act of Congress to get them to change their tune.”

A staffer who worked on the issue agreed that Cruz did play an important part in the final result for the families, but “the claim nonetheless omits what Lieberman, Cornyn and others had done to get the ball to the one-yard line. In other words, ‘the reason those Purple Hearts were awarded’ phrase is true but insufficient. “

It’s not the first time Cruz has claimed credit for something on the campaign trail that has raised eyebrows back in Washington.

Cruz ran into a buzz saw with Senator John McCain last month after the Texas senator told a New Hampshire audience that he had been pressing McCain to hold congressional hearings to allow members of the military to carry personal firearms on military bases. Cruz suggested that McCain had yet to respond.

McCain said Cruz had never spoken with him about it at all.

“Ask him how he communicated with me because I’d be very interested. Who knows what I’m missing?” McCain said to a group of reporters in the Capitol, according to The Hill. “Maybe it was through some medium that I’m not familiar with. Maybe bouncing it off the ozone layer, for all I know. There’s a lot of holes in the ozone layer, so maybe it wasn’t the ozone layer that he bounced it off of. Maybe it was through hand telegraph, maybe sign language, who knows?”

Cruz later acknowledged he “may have misspoken” about his outreach to McCain. Cruz’s office did not respond to requests for comment on his Fort Hood remarks.
