“Don’t Run, Elizabeth Warren, Don’t Run!”: She Just Might Actually Have More Leverage As A Non-Candidate
And so the ratcheting up continues: Now The Boston Globe has weighed in with not one or two or three but four pieces, one of them an in-house editorial, urging Elizabeth Warren to run for president. All right; this is the kind of thing hometown newspapers do, and it gets them attention. And it means that more people will press Warren to take The Globe’s advice when they run into her at the Star Market. But does it really raise the pressure on her in any serious way?
The arguments, by the paper’s editorial board and by contributors Bob Kuttner, Josh Green, and Anna Galland, are reasonable and sound. Warren has a huge following (true). Warren is the Democratic Party’s most articulate and high-profile crusader for the middle and working classes (true). Warren uniquely can pressure Clinton to adopt more populist positions on these issues than she has been associated with in the past (true).
But then come two arguments I find less persuasive, and I write as an admirer of Warren’s. The first is that Warren can have more influence as a candidate than not. The second is that a primary run against an opponent who’s in her political weight class (none of the other Democrats are) will toughen Clinton up in all the good ways. I think there are very good reasons to be less sure about the validity of either of those.
Inside the Democratic Party right now, Warren has as much influence as just about anybody short of the president. She has moral authority. She can move armies. But here’s the next thought in that chain, and it’s important: She can move them without much—or even any—intra-party pushback. The Clinton people know that to throw a brushback pitch at Elizabeth Warren is to risk alienating her millions of followers in a deep way.
But if Warren gets into the race, that hesitation on the part of the Clinton people ends. It would not be a gloves-off, no-holds-barred kind of combat, but combat it would be. The Clinton team would plant negative stories about her. Is there even any real dirt on Elizabeth Warren? Not that anyone knows about, now that she danced her way across Scott Brown’s “fake Cherokee” bed of hot coals. But this is politics. There’s always something. Tim Geithner at least would probably try to supply it. Jim Carville would go on the Sunday shows and start popping off about it. So suddenly, her profile would change: Right now, she’s above the fray; as a candidate, she’d be knee-deep in it, against the Clinton operation.
Even so, Warren would probably win a primary or two, or more, maybe several more. What then? It could actually get kind of ugly in a way that damages both of them. Now I suppose we’ve segued into the second argument, about how a good primary would toughen Clinton up. Maybe. But no one who is writing that sentence today can possibly know for certain that that’s how it would turn out.
People say, “Oh, but look at how the 2008 primary process helped toughen up Obama.” Did it? I’m not so sure. Or if it did, this fabled toughening-up process didn’t have much to do with Clinton. The two biggest crises Obama had to work through during the primary process were entirely self-inflicted: explaining away both a) why he spent all those years in the pews of a pastor who hated America and b) what exactly he meant when he said red-state people cling to guns and religion.
And anyway, Obama did not win the 2008 general election because a long primary season toughened him up. He won for three reasons: America was psychically ready to elect a black man, this particular black man, as its president; the financial meltdown happened on GOP watch; and John McCain chose Sarah Palin as his running mate. It had very little, or indeed arguably nothing whatsoever, to do with the primary process.
One could well argue that a long primary fight between her and Clinton would mainly work to the Republicans’ benefit. Especially with the media acting as they inevitably would with two women running against each other—that is, playing up the catfight angle as much as possible, running deep into the ground every cliché from the kingdom of nature about emasculating females.
I have speculated in the past that maybe Warren doesn’t even really want to be president (for foreign policy-related reasons). I also suspect there’s a part of her that doesn’t want to risk doing anything that might end up helping the GOP and allowing the media to indulge its Bette Davis vs. Joan Crawford fantasies at the expense of the party.
Finally I suspect Warren knows that she has a tremendous amount of power and leverage as things stand right now. She can sway Clinton’s course plenty as a non-candidate. She doesn’t even have to say or do much. She just needs, every so often, to remind Clinton that she exists, and that her army exists.
So, presidential candidate? She doesn’t need to bother. The things people say she would gain from such a candidacy she in fact has already. However…vice presidential candidate…think about it. Clinton-Warren. I’ve been chewing on this one for months. Mold-shattering. Exactly like what Clinton’s husband did in choosing Al Gore. Precisely the kind of bold play she needs to make to shed her image of caution. Two-thirds of women voters, easy. They’d be a great team on the trail. And imagine that closing-night convention visual. And in office, they could be a great governing team, too.
But I’m getting ahead of myself. For now, my contention is that Warren is at a point of very high leverage as it is, and no one from anywhere inside the Democratic tent wants to lay a glove on her. That would change if she ran. I can understand why her most ardent partisans want her to run—there’s only one gold ring in American politics, and that’s the presidency. But she has been absolutely insistent that she does not want to run. At some point, people ought to accept that she means it. Besides, she’s actually in the catbird’s seat now. She has the power without having to endure the scrutiny. I don’t know many politicians who wouldn’t take that.

“Open Letters Without Envelopes Don’t Count”: The Worst Excuse Yet For The Senate Republicans’ Iran Letter
As last week progressed, and the scope of the fiasco surrounding the Senate Republicans’ letter to Iran became more obvious, many GOP officials on Capitol Hill furiously tried to think of excuses. The scramble was understandable: Republicans had tried to sabotage American foreign policy, and the stunt hadn’t gone well.
Over the course of three days, congressional Republicans came up with at least four different excuses, including Sen. John McCain (R-Ariz.) blaming a D.C.-area snowstorm the week before. None of the arguments was particularly persuasive.
But National Review’s Deroy Murdock yesterday presented the most amazing excuse yet: the 47 Senate Republicans shouldn’t be criticized for sending a letter to Iran since they didn’t literally, physically “send” anything.
Before U.S. Senator Tom Cotton (R., Ark.) and 46 of his GOP colleagues are frog-marched to the gallows and hanged for treason, one vital point of confusion must be cleared up. Say what you will about the Republicans’ open letter “to the leaders of the Islamic Republic of Iran.” The Cotton/GOP letter regarding Tehran’s atom-bomb talks with Obama was not sent to the ayatollahs.
Had Cotton & Co. actually delivered their communique to Iran’s mullahs – perhaps via a Swiss diplomatic pouch or something even more cloak and dagger – their critics would be on less swampy ground in calling them “traitors,” as the New York Daily News screamed.
The National Review piece added that “the Cotton Club” – Tom Cotton and his 46 GOP cohorts – “did not send its letter anywhere.” Murdock added, “Cotton & Co. never even dropped an envelope in the mail.”
How do we know for sure this is an unpersuasive argument? Because Tom Cotton himself says so.
The National Review argument emphasizes the fact that the Republicans message was an “open letter,” published online. As such, if we parse the meaning of the word “send” in the most charitable way possible, then maybe the GOP senators didn’t actually communicate with Iranian officials, at least not directly, during sensitive international talks.
Indeed, the National Review piece said those who claim the Republicans “sent” a letter are guilty of spreading a “gross inaccuracy.”
Does the argument have merit? Actually, no, it doesn’t. Tom Cotton himself, presumably well positioned to speak on behalf of the “Cotton Club” given his role as ringleader, specifically said he and his Republican partners “sent a letter to Iranian leaders.”
Or put another way, if the Republicans involved in this ridiculous stunt themselves say they “sent” a letter, it’s not unreasonable to think the rest of us can make the same claim.
I can appreciate the creativity behind the defense. In fact, it almost brings me back to an undergraduate course on metaphysics – if someone publishes a letter but doesn’t send it, does it really reach its destination?
But this is the wrong way to resolve the fiasco. The letter was specifically addressed “to the Leaders of the Islamic Republic of Iran.” Officials in Tehran noticed, read the message, and responded. The GOP signatories themselves acknowledge that they “sent” a letter intended to derail American foreign policy.
The right may find this embarrassing a week later, but arguing that open letters without envelopes don’t count is the wrong way to go.
On the contrary, the National Review piece arguably makes matters worse for its allies. Murdock wrote that if “Cotton & Co.” had “actually” sent a letter to Iran, the left would be more justified questioning the Republicans’ patriotism.
But according to Cotton, he and his colleagues did send a letter to Iran, which leads to a conclusion National Review may not like.

“The State Of Republicania”: GOP Senators Appear Set On Their Own Breakaway Nation
The New York Daily News branded Senate Republicans “TRAITORS” in large type across its cover Tuesday, saying, “GOPers try to sabotage Bam nuke deal.”
That’s not quite right. It’s true that 47 Republican senators did their level best to bring us closer to war by writing a letter to Iran’s mullahs, attempting to scuttle nuclear talks with the United States. But Republicans aren’t exactly subverting the United States. It’s more as if they’re operating their own independent republic on Capitol Hill. Call it the State of Republicania.
Its prime minister, John Boehner, invited his Israeli counterpart, Prime Minister Benjamin Netanyahu, to criticize U.S. foreign policy last week before a joint meeting of the Republicania parliament. The American president wasn’t consulted.
Mitch McConnell, the Republicania home secretary, wrote an op-ed last week in the Lexington Herald-Leader explicitly urging states to refuse to implement a major new power-plant regulation issued by the U.S. government.
And now we have Tom Cotton, Republicania’s young foreign minister, submitting “An Open Letter to the Leaders of the Islamic Republic of Iran,” counseling Iran’s leaders that any agreement reached by the United States but not ratified by Republicania could be undone “with the stroke of a pen” (assuming the next president comes from Republicania).
But why stop there? Ted Cruz, serving as Republicania’s justice minister, could instruct the sergeant at arms to apprehend administration officials who testify on Capitol Hill and lock them below the Capitol crypt until they agree to more suitable policies. Jim Inhofe, Republicania’s environment minister, could undo recent efficiency improvements at the Capitol Power Plant, and the Capitol Police could become Republicania’s military, under the command of John McCain as defense minister.
Darrell Issa could serve as Republicania’s own J. Edgar Hoover, and Orrin Hatch could become its spiritual leader (the breakaway republic could abandon church-state separation and everything else in the Bill of Rights except for the Second Amendment). Thus could Republicania become a happy little city-state — a Luxembourg on the Anacostia.
There is a potential problem with this model, because Republicania would refuse to levy any taxes. But it appears that Cotton, the recently elected senator from Arkansas, has figured this out, too: He’ll get military contractors to bankroll the new nation.
On Tuesday, the day after his letter to Hezbollah’s masters became public, Cotton provided a clue about his motives: He’d had a breakfast date with the National Defense Industrial Association — a trade group for Lockheed Martin, Northrop Grumman, Boeing and the like.
You’re not allowed to know what Cotton said to the defense contractors. The event was “off the record and strictly non-attribution.” But you can bet it was what Dwight Eisenhower meant when he warned of the military-industrial complex.
The defense industry contributed more than $25 million in the 2014 election cycle and spent more than $250 million lobbying over that time period, according to the Center for Responsive Politics. For the defense industry, this is a good investment: If Senate Republicans blow up nuclear talks, it makes war with Iran that much more likely — and nobody would benefit as much from that war as military contractors.
Alternatively, Republicania could raise revenue for their city-state by charging visitors for tours. That’s a viable option, because nothing at the National Zoo is quite as exotic as Cotton, who after just two months on the job has led his colleagues to break with more than two centuries of foreign policy tradition.
Cotton, appearing on CNN on Tuesday morning, maintained that his effort was not political. “Nor do I believe this letter is unprecedented,” he said — although the Republicania national archivists have not found a precedent.
Perhaps they will come up with an open letter from American legislators written to King George III in 1783 warning him that the efforts of Benjamin Franklin, John Jay and John Adams might be undone with the stroke of a quill. They may uncover an 1898 cable from American senators to Maria Christina, the Spanish queen regent,cautioning her that many of them would remain in office “decades” after President William McKinley was gone. Or maybe they will uncover a letter from senators to Joseph Stalin in 1945, educating him on the constitutional separation of powers before he negotiated with Franklin Roosevelt at Yalta.
But Republicania archivists are unlikely to locate such documents, because they were never written.
Sen. Susan Collins (Maine), one of just seven Republican senators not to sign Cotton’s letter to the ayatollahs, said she thought it “more appropriate for members of the Senate to give advice to the president” and U.S. negotiators.
Spoken like a true American — which, in the corridors of Republicania these days, is nigh unto treason.

“Deluded And Dysfunctional, The Republicans Have Lost The Plot”: They’ve Run Out Of People To Blame For Not Compromising
Recently, in an effort to embarrass Republicans pandering to their scientifically challenged base, Senate Democrats proposed a series of votes on climate change. While most Americans and the overwhelming majority of scientists believe climate change is real and people are the primary cause of it, Republican voters are evenly divided on whether it exists at all, and reject the idea that we are responsible.
One amendment, by the Democratic senator Brian Schatz, stated simply that climate change is real and human activity significantly contributes to it. Republican senator John Hoeven offered a compromise: take the word “significantly” out. When asked why, he said: “It was about finding that balance that would bring bipartisan support to the bill.”
Reaching across the aisle in search of compromise and consensus is the professed goal of almost every candidate for public office in the US, particularly in recent times, when presidents have come to personify not unity but division. Over the past six decades, the 10 most polarising years in terms of presidential approval have been under either George W Bush or Barack Obama.
As a means, bipartisanship is, of course, an admirable goal: the more politicians are able to work together, put the interests of their constituents first and get things done, the better. The grandstanding, bickering and procedural one-upmanship that characterises so much of what passes for politics is one of the things that makes electorates cynical and drives down voter turnout.
But as an end in itself, bipartisanship is at best shallow and at worst corrosive. For it entirely depends what parties are joining together to do. This is particularly true in America, where constituencies are openly gerrymandered, both parties are funded by big money, and legislation is often written by corporate lobbyists.
Bipartisan efforts over the past couple of decades have produced the Iraq war, the deregulation of the financial industry, the bank bailout made necessary by that deregulation, the slashing of welfare to the poor, and an exponential increase in incarceration. As the hapless Steve Martin says to his hopeless travel companion, John Candy, in Planes, Trains and Automobiles: “You know, I was thinking, when we put our heads together … we’ve really gotten nowhere.”
Comity in the polity is overrated and should certainly not be mistaken for what is right or even popular. And even if it wasn’t overrated, bipartisanship is not always possible. Half of Republicans still believe the US did find weapons of mass destruction in Iraq, over half believe climate change is a hoax, and almost half do not believe in evolution. There is a limit to how much agreement you can reach with people with whom you disagree on fundamental matters of fact, let alone principle.
But if the parties cannot work together, they are at least supposed to work separately. What has become evident since Republican victories in November’s midterm elections, which delivered them both houses of Congress, is that they don’t just have a problem compromising with Democrats – they cannot even compromise with each other. For the past four years they have revelled in their dysfunctionality, using Obama as a foil. Apparently unaware that brinkmanship is supposed to take you to the edge, not over it, they have shut down the government and almost forced the nation to default on its debts through a series a spectacular temper tantrums.
As the Republican congressman Marlin Stutzman pointed out in a particularly candid moment 18 months ago, when Republican obduracy caused a government shutdown, “We have to get something out of this. And I don’t know what that even is.”
These hissy fits have invariably been aimed at forcing Obama to undo the very things he pledged to do if elected, and to which Republicans have no plausible, coherent response: during his first term that was Obamacare; now it is immigration reform. Opposition, in short, had become not a temporary electoral state but a permanent ideological mindset in which their role was not to produce workable ideas but to resist them.
When they won the Senate as well as the House, they were supposed to work together to produce Republican legislation that Obama would be forced to veto, definitively exposing the real source of the gridlock. In fact, they are simply imploding under the weight of their own obstinacy. They’ve run out of people to blame for not compromising with them. So now they’re blaming each other.
“The Republicans are like Fido when he finally catches the car,” the Democratic senator Charles Schumer told the New York Times. “Now they don’t have any clue about what to do. They are realising that being in the majority is both less fun and more difficult than they thought.”
Their current internal feud was prompted by Obama’s executive order for modest immigration reform, which was enacted last November. It aims to prevent the deportation of up to 5 million undocumented immigrants living in the US, provide many with work permits, and shift the focus of immigration control to deportations of convicted criminals and recent arrivals.
The Republican-controlled House, where funding bills must originate and legislation can be passed by a simple majority, has voted for a Department of Homeland Security (DHS) bill that would eviscerate Obama’s reforms. But to get the bill through the 100-seat Senate they need 60 votes. Senate Republicans have only 54 seats and Democrats, who are unanimously opposed to the bill, keep filibustering it.
In a functional party the Republican Speaker, John Boehner, would work out what changes he could make to the bill to give the Republican Senate majority leader, Mitch McConnell, a fighting chance of getting the requisite majority to pass legislation they could both take credit for. Instead, Boehner has offered McConnell not compromise but commiserations. “He’s got a tough job over there; I’ve got a tough job over here. God bless him, and good luck.”
The House has sent the same bill to the Senate twice. The Senate has failed to pass it several times. In effect, they’ve treated the Republican-controlled Senate no differently to how they treated its Democratic predecessor, with similar results. Reflexively, House Republicans have their bottom lip extended and at the ready. “We sent them a bill,” representative Michael Burgess told Politico, “and they need to pass it. They need to pass our bill.” A tantrum is not far off. “Politically, [McConnell] needs to make a lot of noise,” says representative John Carter.
Senate Republicans, meanwhile, roll their eyes, count to 10 and wait patiently for the noise to give way to reason. “We can go through the motions, sure, but I don’t think we’re fooling anybody,” said Republican senator Jeff Flake about the prospect of another doomed vote. “Because we need [Democratic] support to get on the bill.”
If they don’t find a solution by 27 February, then the DHS will be shut down and Obama won’t have had a thing to do with it. The true source of the gridlock over the past six years will be clearer than ever. The emperor will be out there, twerking, in the buff.
“It’s not an issue of commitment, it’s a matter of math,” said the Republican senator John McCain – perhaps failing to realise that math, like science, is no competition for blind faith and bad politics.
