“Not Sounding Like A Professional Politician”: The One Reason Donald Trump Was The Clear Winner Of The First GOP Debate
It was billed as The Donald Trump Show, and the Republican front-runner delivered. He mugged. He pouted. He projected outrage without being troubled by specificity or fact. When he got punched — and the moderators threw haymakers all night — he stuck out his chin and punched back.
Trump made it through the first Republican debate by avoiding the one mistake that could have seriously damaged his insurgent campaign: sounding like a professional politician. For that reason alone, he seemed to me the clear winner.
I watched the debate at the House of Blues in downtown Cleveland with a crowd of true-believer conservatives at a viewing party sponsored by the American Conservative Union. It might not have been a representative sample of Republican primary voters, and I should note that there was an open bar. So my observations should not be confused with actual political science.
That said, it was fascinating that Trump got the loudest cheers, by far, from the beginning of the debate until about three-fourths of the way through, when either exhaustion or the bar began to take a toll and the crowd’s attention seemed to wander.
Anyone who thought the Fox News moderators might go easy on the GOP field, or at least its leader, was mistaken. Yet when Bret Baier maneuvered Trump into acknowledging that he might run in the general election as an independent, there were oohs and aahs — but no catcalls. When Megyn Kelly pressed him on the crude and hurtful things he has said about women, Trump’s shrug — “What I say is what I say” — got a laugh, and his attack on “political correctness” drew applause. When Chris Wallace burrowed in on his four corporate bankruptcies, Trump’s explanation that he was just playing by the rules went over just fine.
One particularly telling moment, I thought, came when Trump was asked about his previous support of Democrats, including likely nominee Hillary Clinton. The gist of Trump’s answer was this: Hey, I gave lots of money to politicians of both parties because that’s what rich and powerful people do, and in exchange they get access and influence. It’s a rotten system but that’s the way it works, and let’s not pretend otherwise.
I think that exchange might help befuddled politicians and pundits understand the Trump insurrection. That is how the system works. For voters who feel powerless and marginalized, I believe it is refreshing and perhaps liberating to hear an insider talk honestly about the role big money plays in politics.
Will Trump’s poll numbers continue to rise? I have no idea. But I think the GOP establishment is whistling past the graveyard if it thinks the Trump bubble has burst.
It was impossible this week to walk anywhere in this lakeside city’s revivifying downtown without bumping into members of the Republican Party’s political elite, and conversations with them suggested a kind of magical thinking: Somehow, they assume, this whole Trump thing will go poof and disappear. Order will be restored to the GOP universe.
That may come to pass. But I’m pretty sure it didn’t happen Thursday night.
Oh yes, there were nine other men on that stage at Quicken Loans Arena. The consensus here seemed to be that Ohio Gov. John Kasich, who just squeaked into the prime-time debate, had a good evening and should continue his rise in the polls. There was also a lot of buzz about Sen. Marco Rubio (Fla.), who some saw as smooth and almost Obama-esque in a hopey-changey kind of way.
Jeb Bush, by my reckoning, had a fair-to-middling night. I felt no passion from the House of Blues crowd for anything he said. If he ends up being the nominee, it will be because the party falls in line, not in love.
The political cognoscenti seem to think that neurosurgeon Ben Carson had a terrible evening. I wouldn’t be surprised if his poll numbers went up. Just a hunch, but he came across as genuine and charming.
As for the “kiddie table” debate held earlier Thursday, the conventional wisdom is right: Businesswoman Carly Fiorina was the star and should at least vault into the top 10. I think she’s wrong about most everything, but she’s sharp as a tack.
The GOP race is full of excitement. There’s one problem: On most issues, from women’s health to national security, the party is far out of step with the general electorate. Keep that in mind as this political version of “Game of Thrones” continues to unfold.

“This Promises To Be Fun”: Christmas Comes Early This Year — The Gift Of A Trump-Fueled GOP Debate
I feel like a kid the week before Christmas. There’s just one present under the tree, but it’s all a columnist could ever hope for: the first Republican debate!
How could Thursday night in Cleveland fail to be one of the most entertaining political spectacles we’ve seen in a long time? There are, far as I can tell, 17 candidates for the GOP nomination. Nobody’s quite sure which 10 will qualify for the prime-time clash, with the rest relegated to an earlier also-rans debate. Fox News, which is organizing the festivities, says it will use an average of national polls to make the cut, but won’t say which polls.
One hopes the poor candidates at least hear the good or bad news before they arrive in Cleveland. Imagine the phone call Rick Perry’s campaign might get: “Um, has the governor’s plane landed yet? Because it turns out we need him on stage quite a bit earlier than we thought.”
That would be a shame because Perry gave arguably the most memorable debate performance of the 2012 campaign, though not in a good way. But if Fox News were to go by the RealClearPolitics polling averages, as of one week before the debate Perry would be bounced out of the main event. A late entrant, Ohio Gov. John Kasich, would take his place.
Mind you, Perry is at 2.2 percent in the polls, on average, while Kasich is at 3.2 percent. In a recent Post poll, Perry actually led Kasich by 4 percent to 2 percent; in other surveys, the difference is within the margin of error. On such small or perhaps nonexistent distinctions may hang political careers.
So for the candidates on the bubble, life must be fraught. But we already know who’s going to be the star of the evening. Are you ready for your close-up, Mr. Trump?
Every recent poll of Republicans has put Donald Trump in first place. The RealClearPolitics average has him at 19.8 percent, trailed by Wisconsin Gov. Scott Walker at 13.6 percent, establishment favorite Jeb Bush at 12.6 percent and everyone else in single digits.
When I look at the Trump phenomenon, I can’t help but recall something Gen. David Petraeus said to my Post colleague Rick Atkinson as they surveyed the battlefield during the early days of the Iraq invasion: “Tell me how this ends.”
A gaffe that might have ended a normal campaign — derisively questioning the war record of Sen. John McCain (R-Ariz.), who was shot down over Vietnam, held as a POW and tortured — seems only to have made Trump stronger (as, ahem, I had predicted). The lack of any relationship between his wildly slanderous allegations about Mexican immigrants and the factual record seems not to bother his fans one bit. The fact that he supports universal health care, when opposing any such thing is a Republican article of faith, seems a minor detail far outweighed by the loud and irrepressible Trumpness of his being.
Maybe Trump will somehow self-destruct in the debate. But who among his rivals is more skilled at projecting a persona on television? Trump knows how to filibuster and won’t hesitate to turn an inconvenient question back on the questioner. Even if he brings nothing to the lectern but bombast, he might emerge unscathed.
The question becomes whether the others go after him. Perry, if he makes it to the big dance, surely will. But what about the rest? Will they throw proper punches, legal under Marquess of Queensberry rules, against an opponent who kicks, bites and gouges?
And how will the non-Trump candidates seek to present themselves in the most positive light? Will Walker refute Trump’s allegation that Wisconsin is “doing terribly,” or will he just brag about his victories over organized labor? Will Bush break into Spanish? Will Sen. Marco Rubio (Fla.), drowned out of late, try to crank up the volume? Will retired neurosurgeon Ben Carson again compare the Affordable Care Act to slavery?
Can Mike Huckabee come up with an even more offensive Holocaust analogy for the Iran nuclear deal? Can Sen. Rand Paul (Ky.) remind voters that, you know, he’s still in the race? Will Sen. Ted Cruz (Tex.) help Mr. Trump with his jacket and ask if he’d like a glass of water? Will Kasich make himself the flavor of the month? Will New Jersey Gov. Chris Christie punch somebody?
Going out on a limb here: This promises to be fun.

“Ted Cruz’s Super Stingy Sugar Daddies”: Cruz’s Own Super PAC Hedging Against Him
Ted Cruz’s coterie of supportive super PACs are crawling with cash—but it’s not doing him much good at the moment.
The Republican presidential contender, a first-term senator from Texas, has an unusual network of super PACs in place to boost his White House prospects. Instead of giving his imprimatur to one main super PAC, which is the norm, Cruz has four officially sanctioned super PACs: Keep the Promise PAC, Keep the Promise I, Keep the Promise II, and Keep the Promise III. National Review reported that this set-up is designed to give individual billionaires and their families maximal control over how their cash gets spent.
And there’s the rub. FEC filings show that those four PACs, combined, have taken in a healthy $39 million—but only spent a teeny tiny little fraction of that on the senator’s presidential efforts. And one of the PACs actually donated to one of Cruz’s 2016 rivals.
This news comes as Cruz faces lackluster poll numbers and less than a week before the first GOP debate. RealClearPolitics’ average gives him just 5.2 percent of the vote, lagging behind fellow conservative firebrands Rand Paul and Ben Carson. And a recent Fox News poll showed his support among likely Republican primary voters got cut in half since mid-March—from 10 percent to just 4 percent.
And while Cruz’s PACs have kept their powder dry, other 2016 contenders’ backers are spending big. The Conservative Solutions Project spent seven figures on TV ads touting Sen. Marco Rubio’s record on Iran, per the Tampa Bay Times. And, according to the Cincinnati Enquirer, the John Kasich-backing New Day for America has already spent $1.7 million blanketing New Hampshire televisions with ads touting the Ohio governor’s record.
Candidates who aren’t running for president are getting similar boosts; Pat Toomey, a vulnerable Republican senator in Pennsylvania, is benefitting from a $1.5 million TV, direct mail, and digital video ad campaign from Concerned Veterans for America.
But Ted Cruz doesn’t seem to be getting that kind of love. And in his home state, it’s raised a few eyebrows.
“Are these people really planning to spend this money?” queried one Texas Republican insider, adding that he thought the super PACs’ gun-shy approach to spending was “bizarre.”
So while Cruz has made a host of positive headlines for the cash that his supporting super PACs have raked in, he doesn’t actually seem to have benefitted much from their largesse.
First off, there’s Keep the Promise I, a PAC that gets the bulk of its cash from billionaire investor Robert Mercer. In this quarter of the year, the PAC took in more than $11 million and spent only $536,169.90. The kicker? Of that $536,169.90, a sweet five hundred grand went to a super PAC backing Carly Fiorina—who, of course, is also running for president. Against Cruz.
CNN, which first reported on Carly’s PAC’s money, called the contribution “unusual,” which is certainly a nice way to put it. Of the remaining $36,000 that the PAC spent, $20,000 went to a D.C.-based polling company. The remaining $16,169.90 went to Bracewell and Giuliani LLP for legal consulting. So from April through July of this year, the biggest benefactor of a putatively pro-Cruz super PAC was Carly Fiorina.
“It’s Cruz’s own super PAC hedging against him before the first debate,” said the Republican insider.
Then there’s Keep the Promise II—funded solely by a $10 million donation from Toby Neugebauer, son of Rep. Randy Neugebauer—and Keep the Promise III, funded by the fracking-enriched Wilks family. Those two PACs, combined, raised $25 million this quarter. Keep the Promise II didn’t spend anything, and Keep the Promise III spent just $5,025.
Finally, there’s the Keep the Promise PAC, which doesn’t appear to be dominated by one major donor or donor family. It brought in a comparatively modest $1.8 million this quarter and spent about $97,000. Most of that went to covering legal fees, software, and media production. The PAC also spent $1,698.39 at an Austin Apple Store on a computer. This all means that while this PAC looks like it’s been busier than the other three, it’s still not doing a whole lot.
Cruz’s atypical super PAC situation was designed to give donors more control over how their money got spent. But no one anticipated that these donors would be so stingy—except when it comes to boosting a Cruz competitor.

“Products Of Today’s Republican Party”: The Only Way GOP Governors Can Run For President Is By Shafting Their Own States
Given that there are currently 31 Republican governors, it’s natural that more than a few of them would be both successful enough and ambitious enough to run for president. Two more governors are about to formally enter the race: Louisiana’s Bobby Jindal will announce his candidacy today, and New Jersey’s Chris Christie is reportedly ready to join as early as next week. There will end up being as many as four current governors in the race (those two, plus Scott Walker and John Kasich), plus four former governors (Jeb Bush, Rick Perry, Mike Huckabee, George Pataki).
Let’s put the former governors aside for the moment. There’s something curious going on with the sitting governors: three of them are extremely unpopular at home, and the fourth may be the one who provides the explanation why.
Let’s start with the new entrants. Bobby Jindal has long been regarded as a future presidential candidate, but his current profile makes you wonder why he’s bothering to run for president. It’s not just that he’s currently averaging 0.7 percent in presidential polls, putting him in 15th place. Jindal just got through a budget crisis with a ridiculous tax gimmick that made him an object of national ridicule, and nobody is arguing they need to emulate Louisiana’s record of success. One recent poll put his approval in the state at 31 percent.
Chris Christie isn’t doing any better. His approval is now at 30 percent, and it’s pretty clear his tough-guy schtick wore thin a while ago, even in New Jersey (let alone in places like Iowa).
Then there’s Scott Walker, who’s in the first tier of presidential candidates, but has the approval of only 41 percent of Wisconsinites. As the New York Times describes today, he’s in a battle with Republicans in the state legislature:
Leaders of Mr. Walker’s party, which controls the Legislature, are balking at his demands for the state’s budget. Critics say the governor’s spending blueprint is aimed more at appealing to conservatives in early-voting states like Iowa than doing what is best for Wisconsin.
Lawmakers are stymied over how to pay for road and bridge repairs without raising taxes or fees, which Mr. Walker has ruled out.
The governor’s fellow Republicans rejected his proposal to borrow $1.3 billion for the roadwork, arguing that adding to the state’s debt is irresponsible.
And therein lies part of the problem: appealing to the GOP primary electorate means, among other things, never raising taxes, even when refusing to do so initiates a budget crisis. It also means rejecting the Affordable Care Act’s expansion of Medicaid, which shoots your state in the foot for the purpose of ideological anti-Obama purity.
In many ways, Walker has governed from the outset like someone thinking about a presidential primary. He set out to destroy the state’s public employee unions, and now wants to slash hundreds of millions of dollars from the University of Wisconsin budget, not to mention going after tenure (take that, elitists!), which would make it much harder to recruit quality faculty to the state’s beloved university. Those kinds of moves guarantee that he’ll always be a divisive governor, cheering members of his own party and alienating those in the opposing party.
But that’s how you need to govern if you’re going to be able to mount a presidential campaign that isn’t consumed by explaining your heresies. Which brings us to Ohio governor John Kasich, who not only accepted the Medicaid expansion, he invoked a religious imperative to explain his decision to do so. “I don’t know about you, lady,” he told a GOP donor who criticized him for it, “but when I get to the pearly gates, I’m going to have an answer for what I’ve done for the poor.”
Chris Christie accepted the Medicaid expansion too, but at least he can argue that he did so under pressure from a Democratic legislature. And he has attempted to make up for his sin of allowing 400,000 low-income people to get health insurance by proposing to cut Social Security. But Kasich could find himself explaining over and over that he’s a real conservative despite his accommodation to the ACA.
Kasich might try this argument: If this was so terrible, how come I’m the only governor in this race with approval ratings at home over 50 percent?
The problem is that GOP primary voters will probably reply, Who cares? As far as they’re concerned, “success” isn’t defined by whether your constituents are happy with the job you’ve done. Practical achievements like improving the health of your state or even fostering strong job creation are all well and good, but they have to take a back seat to ideological achievements like crushing a labor union, fighting Obamacare, or resisting tax increases.
Governors who run for president are happy to tell you that being a governor is the best preparation for being president, and they have a point. While senators can get away with just making self-aggrandizing speeches without actually accomplishing anything (see Cruz, Ted), governors have no choice but to make similar kinds of decisions to the ones presidents make. They have to set priorities, formulate budgets, and work with a legislature, not to mention the fact that most governors eventually face some kind of crisis that tests their ability to act in trying circumstances. While senators can say “I sponsored some nice bills,” governors have lengthier records to run on.
But it may be no accident that most of the Republican governors currently running for president aren’t popular at home. They’re products of today’s Republican Party, where unflagging commitment to conservative doctrine is what counts as success.

“Conservative GOP Governors Are Accepting Obamacare”: Wagging A Finger With One Hand, Holding Out The Other Hand For The Money
Many GOP governors who loudly condemned Obamacare are secretly signing up for the Affordable Care Act’s Medicaid Expansion. And they aren’t just Republicans in Democrat states. A growing number are from Southern conservative states, like Alabama and Tennessee.
Tennessee Governor Bill Haslam announced his state would oppose Obamacare, saying that he would rather have any money sent to his state go to private insurance, according to Bill Barrow with the Associated Press. But after getting reelected, Haslam announced that he had struck a deal that would allow that Medicaid expansion, according to Dave Boucher with The Tennessean.
Ditto Alabama Governor Robert Bentley, who once claimed that “the anything but Affordable Care Act has done nothing to gain our trust,” according to Tom Baxter with Saporta Report. But there was Bentley, after getting easily reelected, claiming “he could support the expansion in the form of a block grant, with a lot of strings attached,” Baxter writes.
In other red states, Republicans are doing the same, wagging a finger at Obamacare with one hand and holding out the other hand for the money. Kansas Governor Sam Brownback condemned GOP Governors for taking the Medicaid expansion money, as noted on his own website. But then, buffeted by a deficit from ill-advised tax cuts, Brownback took the money, calling it something else, in order to balance the budget, according to Salon.
It is unlikely that Representative Mike Pence cast many votes in favor of Obamacare while in Congress. But as Indiana Governor, he’s signed on to the Medicaid expansion, according to Dana Milbank from the Washington Post.
Arizona Gov. Jan Brewer joined her name to the lawsuits challenging the constitutionality of Obamacare. But then, she signed up for the dollars from Washington, DC after dodging a primary challenge, as reported by CBS.
Florida Governor Rick Scott, another Republican, had few kind words for Obama or the ACA. But once it was clear that he wouldn’t face a primary challenger, Scott took the money, according to the Miami Herald, hoping to boost his reelection chances. He was able to hold onto the Governor’s Mansion in Tallahassee as a result.
And it was Ohio Governor John Kasich who called for repealing Obamacare, well, at least most of it. Now he’s saying it is here to stay, as noted by CNN, and other Republicans better get used to it being around.
Michael Hiltzik with the Los Angeles Times is reporting that even Texas is considering the Medicaid expansion, modeled after Utah’s acceptance of the ACA plan.
There are a few reasons for this. While the House of Representatives and Senate can pass repeal after repeal votes, governors have to balance budgets. Also, many of these governors talk the conservative talk to beat back or forestall Tea Party primary challengers. Given that only a dwindling number of these are succeeding, there’s no need to kowtow to this group after reelection. They can use some creative accounting to accept the money, or call it something else so it will have a lower profile (Alabama could call it Bamacare, for example).
Of course, this is bound to infuriate the most conservative members of the Republican Party, but only if they are paying attention. Besides, this is still the party of Jeb Bush, who was linked to a firm that benefited from Obamacare, as reported by The Daily Mail. It’s also the party of Mitt Romney, whose Romneycare had many similarities to Obamacare, according to health expert Brad Burd.
