“They Love You When You’re Gone”: Jeb Broke The Cardinal Rule Of Well-Liked Ex-oliticians; He Came Out Of Retirement
Some people are already waxing nostalgic about Rep. John Boehner, who has resigned as the Speaker of the House and leaving Congress.
Testy and stiff, the hard-drinking Ohio Republican wasn’t exactly a beloved fixture on the national scene. Sniffling over the pope helped soften Boehner’s image, but the main thing that’s made him more likable is the fact he’ll be gone soon.
It’s a strange American phenomenon. No matter how low they get in the polls, politicians start becoming more popular the minute they leave office.
Blamed for high gas prices and the Iran hostage crisis, Jimmy Carter got booted from the White House after four years. Today he is cheered wherever he goes. This is partly because of the charitable work he’s done since leaving government, and partly because Americans have a soft spot for the politically departed.
Saddled with Ronald Reagan’s sputtering economy, George H.W. Bush also lost the presidency after one anemic term. He’s never been more popular than he is today.
Same for Bill Clinton who, despite his impeachment saga, draws crowds like a rock star. Even George W. Bush, the brains behind the disastrous U.S. occupation of Iraq, is more fondly regarded now than during his last few years in the Oval Office.
Which brings us to his younger brother, Jeb, whose popularity has been creeping in the wrong direction ever since he announced his candidacy for president.
A mind-bending new Quinnipiac University poll shows Jeb running fourth among Republicans in Florida, behind Donald Trump, Ben Carson, and Marco Rubio.
For those of you too young, too old, or too new to the Sunshine State, John Ellis Bush doesn’t just happen to reside in Florida. He was the governor for eight years, elected and re-elected with the crossover support of conservative Democrats.
His entire presidential campaign has been crafted around his self-buffed legacy as Florida’s chief executive, touting it in every stump speech and in every debate. Yet now, only 13 months before Election Day, he’s mired in fourth place in the one state where it was supposed to be a slam dunk. How is this possible?
The explanation might be simpler than you think: Jeb broke the cardinal rule of well-liked ex-politicians. He came out of retirement.
Not so long ago, when he was still a private Coral Gables businessman, he was a venerated and unassailable figure among Florida Republicans.
Check out the latest numbers:
Trump leads the pack in Florida with 28 percent. Next comes Carson at 16 percent, followed by Rubio with 14 percent.
Jeb is hanging on at 12 percent.
It’s one thing to be trailing a silly character like Trump in places like Iowa or New Hampshire, but to be 16 points down in a critical swing state, your home state, is truly shocking.
Rubio’s a legit contender, but Carson is a loony bird who can’t go more than a week without babbling something that requires a hasty “clarification.” His recent comment suggesting that the victims of the Oregon college massacre were too passive during the shootings was particularly idiotic.
It’s astounding that Jeb is lagging behind even this guy in Florida.
Sure, the former governor didn’t show much fire during the two televised debates. He’s also had some stumbles of his own, including that appalling “stuff happens” remark about the Oregon killings.
But stacked up beside the insult-belching Trump and the spacey Carson, Jeb should be looking like Winston Churchill.
Imagine if you were one of the wealthy donors who wrote a six- or even a seven-figure check to the Bush Super PAC early this year, thinking you were betting on a sure winner. Now you’re looking at the headlines and lunging for the bourbon.
The situation is so serious that Jeb is considering taking his ex-president brother on the fundraising trail, a once-unthinkable strategy. He risks reminding voters about Iraq and the 2008 financial meltdown that left the country with a Bush hangover. A seven-year absence from the scene is what has boosted George W’s numbers.
It’s too early for Jeb’s supporters to panic, because the race is far from over. He has collected more money than any other Republican, and he’s finally starting to spend some on advertising.
Jeb hopes that the conservative infatuation with Donald Trump will fade, Ben Carson will go home to Mars and other long-shot candidates will go broke and drop out. That’s the only path back to the top of the polls.
Where he would probably still be, if only he’d stayed retired.

“Devolving The Gingrich Revolution”: In The End, It’s All About The Same Thing Gingrich Was About; “Not To Reform, But To Destroy”
According to Mike DeBonis, the Freedom Caucus usurpers in the House might not be as focused on WHO becomes Speaker as much as HOW he (I don’t think any women are under consideration) wields the gavel.
When the 40 or so Republican lawmakers responsible for the recent upheaval in the House talk about what it would take to quell their rebellion, they do not necessarily talk about the debt ceiling, the federal budget or any other demand of the party’s energized conservative base.
They speak instead about rule changes, committee assignments and the hallowed pursuit of “regular order” — a frequently invoked, civics-textbook ideal by which legislation bubbles up through subcommittees to committees to the floor to the president’s desk and into law.
“The false, lazy narrative is that we want a more conservative speaker,” Rep. Justin Amash (R-Mich.) told reporters at a forum of hard-line House members last week. “But the reality is: What we want is a process-focused speaker. What we need is a speaker who follows the House rules.”
There are those who fear that such a change would make the House even more ungovernable than it already is. But putting those concerns aside, it is interesting to take a historical look at where this “top-down” management the usurpers want to get rid of originated. Paul Glastris and Haley Sweetland Edwards laid it out for us not too long ago.
When Newt Gingrich became speaker of the House in the fall of 1994, he set about almost immediately creating “the most controversial majority leadership since 1910,” according to longtime Congress watchers and political scientists Thomas Mann and Norman Ornstein in their 2006 book, The Broken Branch. Under his leadership, backed up by seventy-three conservative Republican freshmen who swept to power that year, the goal was not to reform, but to destroy; not to compromise, but to advance a highly conservative agenda no matter the means.
Sound familiar? Those who suggest that the current iteration of the Freedom Caucus has its roots in the precedent set by Newt Gingrich have a point. But back then the usurpers embraced an opposite means to reach their ends.
Gingrich’s strategy, as he explained it to Mann and Ornstein, was simple: Cultivate a seething disdain for the institution of Congress itself, while simultaneously restructuring it so as to eliminate anything—powerful chairmen, contradictory facts from legislative support agencies, more moderate Republicans—that would stand in the way of his vision.
Gingrich’s first move in 1995 was to dismantle the decentralized, democratic committee system that the liberals and moderates had created in the 1970s and instead centralize that power on himself. Under his new rules, committee chairs were no longer determined by seniority or a vote by committee members, but instead appointed by the party leadership (read: by Newt himself, who often made appointees swear their loyalty to him). Subcommittees also lost their ability to set their own agendas and schedules; that too largely became the prerogative of the leadership. At the same time, Gingrich imposed six-year term limits and required chairs to be reappointed (by leadership) every two years. Finally, Gingrich protected, and in some cases bulked up, the staff leadership offices and increasingly had those offices write major pieces of legislation and hand them to the committees.
These rules, taken together, essentially stripped all congressional Republicans, especially those in previously senior positions, of power; instead, whether or not they advanced in their careers—whether they were reappointed or on which committee they were appointed—would be determined by party leaders based on their loyalty and subservience. (Two years after the Democrats took the majority in the House in 2007, they eliminated the term-limits rule; Speaker John Boehner reinstated it when the Republicans regained control in 2010.) “If you were thinking about the next stage in your career, you did what you were told to do,” observes Scott Lilly. The point of this centralization of power was to give the leadership maximum control of the legislative agenda and to jam through as many conservative bills as possible.
Fascinating, huh? The very rules these usurpers want to throw out are the ones put in place by the original usurper…Newt Gingrich.
Now the so-called “Freedom Caucus” will dress up their aims in talk of “regular order” and “decentralization.” But in the end, they’re all about the same thing Gingrich was about: “not to reform, but to destroy; not to compromise, but to advance a highly conservative agenda no matter the means.”

“Chaos Is The GOP’s New Normal”: Trembling And Moaning, Republicans Now Saying “Make It Stop, Make It Stop, Make It Stop”
At this point, I worry we’re going to start finding members of the Republican establishment curled up in their beds, eyes clenched shut and ears covered with trembling hands, moaning “make it stop, make it stop, make it stop.”
Pity their suffering, but remember that they brought it on themselves.
The insurrection that propelled billionaire Donald Trump into the lead for the GOP nomination and ultimately made House Speaker John Boehner (R-Ohio) surrender his gavel in frustration rages on unabated. This was no mere summer skirmish. If anything, the rebellion is gaining strength.
It is dawning on the party grandees that their most recent predictions of Trump’s demise, like earlier ones, were wrong. He lost some ground after a lackluster performance in the second debate, to be sure. But he still has a healthy lead, with his slide halted or even reversed, and continues to enjoy — astonishingly — more than double the support of any Republican candidate who has held elective office.
More incredible is that in second and third place are retired neurosurgeon Ben Carson and businesswoman Carly Fiorina, both of whom share Trump’s distinction of never having been elected even dogcatcher. According to the Real Clear Politics average of polls, Trump is at 23 percent, Carson at 17 percent and Fiorina at 10 percent. That adds up to fully half of GOP voters defiantly thumbing their noses at all the senators, governors and former-somebodies who are languishing down there in single-digit limbo. Jeb Bush, for all his money and pedigree, is at 8 percent.
Imagine what assumptions the political cognoscenti would be making if it were Bush, not Trump, who had maintained such an impressive lead since July, both nationally and in the early primary states. The smart money — which seems pretty dumb this year — would surely anoint him the odds-on favorite to win the nomination. Yet it is taken as an article of faith by Republican wise men and women that Trump will surely lose. Somehow.
He might, of course. Running for president is hard, and Trump has already made some rookie mistakes. But after getting where he is on bluster, charisma and personal energy, he is now putting together an organization capable of performing the nuts and bolts work of a viable campaign. He even shows new self-awareness, acknowledging to interviewers that the last debate may not have been his best outing.
And there is a reason for Trump’s success that goes beyond his skill at burnishing his personal brand: He is saying what much of the GOP base wants to hear.
The party establishment has only itself to blame. From the moment President Obama took office, Republicans in Congress have been selling the base a bill of goods. They demonized Obamacare and cynically swore to repeal it, knowing they could not. They balked at sensible immigration reform, deciding instead to do nothing. They engaged in Pyrrhic brinkmanship over the budget and the debt ceiling, fully aware that in the end they would have to back down.
Promising to do the impossible was an effective short-term strategy for raising money and winning midterm elections. But if you keep firing up your supporters and letting them down, they become disillusioned. They begin to think the problem might not be Obama and the Democrats. It might be you.
That same dynamic is happening in the House, where Boehner’s decision to walk away has emboldened, not chastened, the ultraconservative revolutionaries in the GOP ranks. Look at the way they chased out hapless Majority Leader Kevin McCarthy (R-Calif.), who on Thursday abandoned his bid to succeed Boehner because of opposition from the radical Freedom Caucus.
If he chooses, Boehner can use his remaining weeks in office to keep his party from further injuring itself by shutting down the government or playing chicken with the debt ceiling. But it will only be a matter of time before the next speaker has to quell some far-right tantrum.
In the Democratic Party, the conflict is ideological — left vs. center-left. In the GOP, the struggle looks existential.
Put another way, it’s not hard to imagine a party in which there’s room for both Hillary Clinton and Bernie Sanders, and you can easily imagine one supporting the other as standard-bearer. But a tent that can hold, say, both Trump’s view on undocumented immigrants — hunt them down and kick them out — and Bush’s support for compassionate reform? That’s not a political party, it’s a food fight.
The Republican establishment may ultimately find some way to drag one of its presidential candidates through the primaries. But chaos, Trump has shown, is the GOP’s new normal.

“A Genuinely Dangerous Situation”: The Republican Party’s Dysfunction Is An Embarrassment To Us All
The movement within the House Republican conference to make Paul Ryan the next speaker has evolved into a desperate clamor, with members from almost every faction practically begging him to enter the race.
Ryan remains reluctant, if not quite Shermanesque in his reluctance, and for obvious reasons. Ryan has political ambitions beyond the House, but knows that the speakership is an office built to destroy a Republican leader’s partisan bona fides. Ryan is a great theoretical fit for the speakership, because he shares the right’s ideological extremism and the party establishment’s pragmatism, but stands to lose his good will with conservatives the instant he applies that pragmatism to funding the government or increasing the debt limit.
Under the circumstances, the only way for him to occupy the speakership without cashing in all his political stock would be to bring the House Freedom Caucus to heel in advance: Make its members pledge support to him, irrespective of his tactical opposition to defaulting on the debt and shutting down the government. The central question is whether House hardliners are chastened enough after two weeks of chaos to let Ryan dictate terms to them, not the other way around, and we have no indication that they are yet.
Assuming Ryan sticks to his guns and refuses the speakership (and that Boehner will ultimately resign, whether or not a new speaker has been elected), rank and file Republicans are going to have to take a serious look at forming a temporary coalition with Democrats.
At this point, Congress accomplishes little more than the bare minimum required to maintain status quo governance. Sometimes it’s unable to muster even that (see the Export-Import Bank, for just one example). But this thin record isn’t the bragging right of the Republican Party. It’s a bipartisan effort. And in the House, it’s mostly a Democratic one. The onus is on Democrats to supply most of the votes for the handful of things Congress actually does.
Under the circumstances, there’s a real logic to electing a coalition speaker—a placeholder who doesn’t fear activist retribution and can basically keep his hand on the tiller for the next year and a half, accomplishing little, but creating no damage. This person might have to make some nominal concessions to Democrats—no more debt limit or appropriations-driven extortion crises. Maybe the Benghazi committee would have to go. But the output of Congress would basically go unchanged.
The reason this is so unlikely, of course, is that partisan realities are solidified. Most Republicans might secretly wish for a drama-free resolution to the speakership crisis, but none of them want to place their careers on the line to join the coalition. Democrats, too, have a strong incentive to let Republicans eat themselves alive.
But that is ultimately the source of the House Freedom Caucus’ power. If one Republican were willing to make the sacrifice, or Boehner were willing to stick it out for the remainder of his elected term, the Freedom Caucus would be neutered. Instead, the Freedom Caucus is empowered to play whack-a-mole with various pretenders to the speakership, and can hold out until a candidate emerges who will make insane promises to them, and then attempt to deliver. Crises at every turn. Everyone loses, except them—and perhaps the press, which is understandably reveling in this story.
There’s also probably some difficult-to-measure upside for Democrats, who right now look like the model of competence and maturity compared to Republicans. But on the whole, it’s a disaster. There’s nothing partisan or biased about saying that one of the two major political parties in the country is broken, unable to work within its main governing institution, liable to inflict severe economic damage on the country. It’s a genuinely bad state of affairs, a huge embarrassment for the country, and—unless Boehner, Ryan, or some other white knight asserts himself—a genuinely dangerous situation.

“Wanted: One House Speaker (No Experience Necessary)”: No Work Required, Excellent Benefits, Unlimited Time-Off
When House Speaker John Boehner (R-Ohio) unexpectedly announced his retirement two weeks ago, many on Capitol Hill feared an ugly free-for-all, with a dozen or more House Republicans hoping to take advantage of the unique opportunity.
GOP leaders, desperate to avoid such chaotic circumstances, moved quickly, rallying behind House Majority Leader Kevin McCarthy (R-Calif.). He faced two challengers – one of whom entered the Speaker’s race late – but the unruly mess of a massive field of candidates never materialized.
Instead, a different kind of unruly mess forced McCarthy to quit.
There’s no shortage of questions about what happens now – to the party, to the country – but the most immediate question is who will to try to be the next Speaker of the House.
Rep. Lynn Westmoreland (R-Ga.) threw his hat into the ring yesterday, and Rep. Darrell Issa (R-Calif.) is reportedly “considering” it. Reps. Jason Chaffetz (R-Utah) and Dan Webster (R-Fla.), both of whom took on McCarthy, are very likely to give it another shot.
Rep. Tom Cole’s (R-Okla.) name came up quite a bit yesterday as a more mainstream option, while Reps. Trey Gowdy (R-S.C.) and Jeb Hensarling (R-Tex.) heard their names floated.
Former House Speaker Newt Gingrich (R-Ga.), who resigned in disgrace nearly two decades ago, said yesterday he’s open to reclaiming his old post if Republicans rally behind him. (Seriously, that’s what he said.)
And while it’s certainly possible that one of these men may end up as the GOP’s nominee, let’s not pretend any of them are at the top of the Republican wish-list. Politico noted the Republican Party’s favorite.

The Wisconsin Republican is getting bombarded with calls and one-on-one appeals from GOP lawmakers, urging him to be the party’s white knight. Boehner has had multiple conversations with the Ways and Means Committee chairman. Even before he dropped his own bid, McCarthy told Ryan he should do it. And the list goes on: House Republican Conference Chair Cathy McMorris Rodgers (R-Wash.) spoke to him about it on the House floor, and Financial Services Chairman Jeb Hensarling (R-Texas) also has pushed Ryan to reconsider.
Referring to Ryan, Trey Gowdy said, “I have spent more time trying to talk him into running [for Speaker] than I did my wife into marrying me.”
The Republican Party’s problem is that Paul Ryan really doesn’t want to be Speaker. Almost immediately after Boehner announced he’s stepping down, Ryan quickly made clear he would not run. Almost immediately after McCarthy withdrew from consideration, the Wisconsin congressman once again said he “will not” be a candidate for Speaker.
But this time, the party is pushing him anyway. Boehner was heard saying yesterday that “it has to be Ryan” – even if Ryan himself disagrees.
For what it’s worth, Ryan’s rhetoric shifted slightly late last night, and though different reporters are hearing different things, the Washington Post, citing “top GOP sources,” said this morning that Ryan “is seriously considering a bid for House speaker.”
It’s a miserable job, and Ryan knows it, but that doesn’t mean he’ll ignore the intensifying pressure.
