“The GOP’s Weird Social Security Gambit”: If That’s Christie’s Lead Issue, It Doesn’t Say A Lot For His Political Instincts

Now I know we don’t really care about Chris Christie and he’s less popular in New Jersey these days than air pollution in Elizabeth, but he actually said something interesting in his little “Hey, I’m still here” media blitz. He went after Social Security for no apparent reason.

Bizarre is the only word I can come up with for Christie’s proposal to means-test Social Security while also raising the retirement age to 69. It’s bizarre first because most experts think means-testing, which for Christie would start at $80,000, would be the death of the system. As the standard line goes, it would turn Social Security from an entitlement program to a welfare program, and welfare programs aren’t popular, so support for it would plunge, and it would end.

Of course, some people want that, so there is support for the idea among conservative policymakers. But here’s the thing, which is reason No. 2 the idea is bizarre: Who exactly was clamoring for this? Nobody! It’s been years since we’ve heard anyone making a big fuss about means-testing. Conservatives know it’s totally unrealistic, so they just don’t bring it up much. It’s akin to liberals and marginal tax rate north of 50 percent on dollars earned above some really huge amount. We’re for it in theory, sure, but we know it’s not in the cards, so there’s no point in even bringing it up. If that’s Christie’s lead issue, it doesn’t say a lot for his political instincts. You don’t even get truth-teller cred for this one, except from Pete Peterson and maybe The Washington Post editorial board (which hasn’t weighed in on Christie that I’ve seen but which generally backs “reining in” entitlements).

In New Hampshire over the weekend, many of the other leading Republicans, most notably Jeb Bush and Marco Rubio, agreed with Christie on the retirement-age question. I don’t think this is crazy talk. We’re living longer, and while people who perform hard physical labor if anything should have their retirement ages lowered, more of us do the kind of work that we can keep doing after 65. The retirement age is 67 in Norway, and other European countries are debating an increase to 67. The age at which an American will be eligible to receive full benefits will rise from 65 to 67 by 2027, so an increase is already on the books.

But while I may not think the idea is crazy talk, my fellow Americans are decidedly cool to it, disagreeing with such a proposal by nearly 2-to-1 in most polls you see. And of course any talk about changing Social Security scares old people, who have increasingly been voting Republican.

So why are Republicans talking about it? It’s kind of mystifying. I suppose business broadly supports it. But I think it’s mostly become just an anti-government thing. The real position is to oppose Social Security entirely, because it’s socialism and so forth. But of course they can’t say that, so they back things like means-testing and raising the retirement age. That is a benefits cut, which I suppose they think in the back of their minds will help whittle away at the whole thing over time. Any time you hear a Republican talk about “saving” Social Security or Medicare, they mean “save” in the sense of “destroy.” Or at least “disfigure.”

On the other side, Democrats are suddenly talking about increasing benefits. In the Senate in late March, Elizabeth Warren introduced a mostly symbolic resolution calling for an increase in benefits (it didn’t say exactly how) and it got the support of 42 of 44 voting Democratic senators. Joe Manchin, even! (The nays were Delaware’s Tom Carper, a longtime deficit hawk, and Heidi Heitkamp, who represents deep-red North Dakota.)

No word on all this yet from You Know Who. But what Hillary Clinton does on Social Security will be a real indicator of how drunk on Populism Kool-Aid she’s willing to allow herself to get. Will she, for example, support raising the payroll tax cap? Right now, earnings up to $118,500 are subject to the Social Security and Medicare tax. (That figure rises every year with inflation.) For many liberals—though by no means all, since a lot of them dislike the payroll tax in the first place—doubling, tripling, quadrupling that cap is kind of an obvious step. It even polls well.

The last time she was a presidential candidate, Clinton seems to have tried to have it both ways on this one. It was Barack Obama who pretty consistently supported raising the cap, even if he didn’t talk about it much. According to this interesting report from the left-ish economics journal Dollars and Sense, Clinton’s campaign distributed a flier in Nevada lighting into Obama for wanting to raise the cap so he could “send more of Nevada families’ hard-earned dollars to Washington.”

Yet apparently an AP reporter heard Clinton tell an Iowa voter that she’d support a so-called doughnut-hole approach that would keep the cap where it is and then re-impose a payroll tax at a higher income level (at the time she is supposed to have suggested $200,000). That would spare the vast majority of upper-middle-class earners—voters with lots of political muscle, that is—from a tax increase.

I would bet Clinton goes this route if she does anything, although four years on, the re-imposition number will likely be higher than $200,000. But even just putting it into the conversation will be important. The entire Social Security debate is about how to cut it, not how to expand it. And yes, a tax is a tax, and it’s always risky to talk about one, but as taxes go, this one is probably less risky than most. People like Social Security and seem to grasp that what they pay in, they get back, which is still true for the vast majority of retirees, who get somewhat more back in benefits than they put in.

So let the Republicans talk about how to cut. Clinton ought to do the opposite. She should do it in her responsible, Wellesley-girl way. She’s not Warren and shouldn’t try to be. But she can still leave the Republicans looking stingy and small.

“It Takes A Party”: Personality-Based Political Analysis Is Always A Dubious Venture

So Hillary Clinton is officially running, to nobody’s surprise. And you know what’s coming: endless attempts to psychoanalyze the candidate, endless attempts to read significance into what she says or doesn’t say about President Obama, endless thumb-sucking about her “positioning” on this or that issue.

Please pay no attention. Personality-based political analysis is always a dubious venture — in my experience, pundits are terrible judges of character. Those old enough to remember the 2000 election may also remember how we were assured that George W. Bush was a nice, affable fellow who would pursue moderate, bipartisan policies.

In any case, there has never been a time in American history when the alleged personal traits of candidates mattered less. As we head into 2016, each party is quite unified on major policy issues — and these unified positions are very far from each other. The huge, substantive gulf between the parties will be reflected in the policy positions of whomever they nominate, and will almost surely be reflected in the actual policies adopted by whoever wins.

For example, any Democrat would, if elected, seek to maintain the basic U.S. social insurance programs — Social Security, Medicare, and Medicaid — in essentially their current form, while also preserving and extending the Affordable Care Act. Any Republican would seek to destroy Obamacare, make deep cuts in Medicaid, and probably try to convert Medicare into a voucher system.

Any Democrat would retain the tax hikes on high-income Americans that went into effect in 2013, and possibly seek more. Any Republican would try to cut taxes on the wealthy — House Republicans plan to vote next week to repeal the estate tax — while slashing programs that aid low-income families.

Any Democrat would try to preserve the 2010 financial reform, which has recently been looking much more effective than critics suggested. Any Republican would seek to roll it back, eliminating both consumer protection and the extra regulation applied to large, “systemically important” financial institutions.

And any Democrat would try to move forward on climate policy, through executive action if necessary, while any Republican — whether or not he is an outright climate-science denialist — would block efforts to limit greenhouse gas emissions.

How did the parties get this far apart? Political scientists suggest that it has a lot to do with income inequality. As the wealthy grow richer compared with everyone else, their policy preferences have moved to the right — and they have pulled the Republican Party ever further in their direction. Meanwhile, the influence of big money on Democrats has at least eroded a bit, now that Wall Street, furious over regulations and modest tax hikes, has deserted the party en masse. The result is a level of political polarization not seen since the Civil War.

Now, some people won’t want to acknowledge that the choices in the 2016 election are as stark as I’ve asserted. Political commentators who specialize in covering personalities rather than issues will balk at the assertion that their alleged area of expertise matters not at all. Self-proclaimed centrists will look for a middle ground that doesn’t actually exist. And as a result, we’ll hear many assertions that the candidates don’t really mean what they say. There will, however, be an asymmetry in the way this supposed gap between rhetoric and real views is presented.

On one side, suppose that Ms. Clinton is indeed the Democratic nominee. If so, you can be sure that she’ll be accused, early and often, of insincerity, of not being the populist progressive she claims to be.

On the other side, suppose that the Republican nominee is a supposed moderate like Jeb Bush or Marco Rubio. In either case we’d be sure to hear many assertions from political pundits that the candidate doesn’t believe a lot of what he says. But in their cases this alleged insincerity would be presented as a virtue, not a vice — sure, Mr. Bush is saying crazy things about health care and climate change, but he doesn’t really mean it, and he’d be reasonable once in office. Just like his brother.

As you can probably tell, I’m dreading the next 18 months, which will be full of sound bites and fury, signifying nothing. O.K., I guess we might learn a few things — Where will Ms. Clinton come out on trade agreements like the Trans-Pacific Partnership? How much influence will Republican Fed-bashers exert? — but the differences between the parties are so clear and dramatic that it’s hard to see how anyone who has been paying attention could be undecided even now, or be induced to change his or her mind between now and the election.

One thing is for sure: American voters will be getting a real choice. May the best party win.

“Heightening Inequality To Even More Astronomical Levels”: If Inequality Worries Republicans, Why Do They Keep Making It Worse?

You can tell things have gotten very bad when the issue of economic inequality — a serious national problem mostly ignored for more than three decades — is suddenly in political vogue. And you can be sure things have gotten very, very bad when Republicans — who usually insist that inequality is natural, inevitable, even beneficial — suddenly claim they’re worried about it, too.

As the 2016 contenders officially declare their intentions, all of them seem aware that voters want to restore a vestige of fairness to the American economy. Regardless of personal ideology or political reliance on plutocratic billionaires, every presidential candidate must, at the very least, display concern for working families, single mothers, indebted students, and everyone struggling to achieve or maintain a decent living.

Yet how concerned are they, really? In the video that announced her candidacy, Hillary Clinton spoke briefly but bluntly: “Americans have fought their way back from tough economic times, but the deck is still stacked in favor of those at the top. Everyday Americans need a champion, and I want to be that champion.” The only Democrat in the race so far, Clinton realizes that a populist agenda will be required to excite her party base — and to answer those who regard her as too wealthy and too well connected to empathize with the downtrodden.

That unflattering portrait omits many relevant facts about Clinton’s life, from her own modest origins to her many years of advocacy for the disadvantaged, especially women and children. She spoke out publicly about economic fairness long before doing so became politically fashionable, both as a United States senator and during her last presidential campaign. Now the skeptics can listen and decide for themselves.

But voters should also listen closely to the Republicans who mock Clinton’s populism and assert that they are the true spokesmen for the working class. What do they propose to address inequality? And how “authentic” is their concern?

At least two of the Republican candidates, Senator Rand Paul (R-KY) and Senator Ted Cruz (R-TX), want to institute a so-called flat tax — which would severely exacerbate inequality by reducing tax levies on the wealthy and increasing the burden on everyone else. Such plans would cost the Treasury an annual amount estimated between $700 billion and $1 trillion. Yet Paul and Cruz insist that they will simultaneously slash taxes, increase defense spending, and balance the budget — and so does Senator Marco Rubio (R-FL), who proposes his own regressive tax breaks for the rich.

Those promises are mathematically impossible — unless, perhaps, the federal government permanently ended all discretionary spending on student aid, unemployment insurance, health care, veterans benefits, environmental protection, food safety, and dozens of other programs necessary to working- and middle-class families. Somehow they never mention that part.

While decrying economic inequality, Republicans tend not to emphasize their other proposed giveaways that would benefit wealthy donors, such as Paul’s plan to end capital gains taxes, or Rubio’s plan to end not only all taxes on capital gains but on interest and inherited estates, too — leaving only wage earners to be taxed. Schemes like this delight the Koch brothers precisely because they would heighten inequality to an even more astronomical level.

Although Republicans often mention the “right to rise,” as Jeb Bush would put it, they’re hostile to any measure that would actually elevate the incomes of those at the bottom — for example, increasing the minimum wage. Indeed, they tend to be opposed to the very idea of a legislated wage floor because, as Rubio once said, “I don’t think a minimum-wage law works.”

The Florida senator’s economic knowledge is as weak as his budgetary arithmetic. The most recent studies show that in states without a minimum- wage law, inequality is considerably worse than in states with a minimum wage that is at least a dollar above the federal minimum.

But don’t worry, Rubio says he knows a better way to reduce inequality than either higher wages or fairer taxes. Instead, for people languishing in low-wage jobs, government should “incentivize the creation of innovations in education that are accessible.”

So he offers something for everyone: The wealthy get still more big tax cuts; and the not-so-wealthy get a few phrases of incomprehensible, pseudo-wonkish jargon.

“The GOP Primary Is Where Ideas Go To Die”: You Can’t Be A Smart Candidate In A Party That Wants To Be Stupid

So now we have us some candidates, on the Republican side. Who’s the big kahuna? Jeb Bush? He keeps getting called front-runner, and I suppose he is, even though the polls sometimes say otherwise. Scott Walker? Certainly a player. Rand Paul? Pretty bad rollout, but he has his base. The youthful, advantageously ethnicized Marco Rubio? Some as-yet-unannounced entrant who can hop in and shake things up?

Each has a claim, sort of, but the 800-pound gorilla of this primary process is none of the above. It’s the same person it was in 2008, and again in 2012, when two quite plausible mainstream-conservative candidates had to haul themselves so far to the right that they ended up being unelectable. It’s the Republican primary voter.

To be more blunt about it: the aging, white, very conservative, revanchist, fearful voter for whom the primary season is not chiefly an exercise in choosing a credible nominee who might win in November, but a Parris Island-style ideological obstacle course on which each candidate must strain to outdo his competitors—the hate-on-immigrants wall climb, the gay-bashing rope climb, the death-to-the-moocher-class monkey bridge. This voter calls the shots, and after the candidates have run his gauntlet, it’s almost impossible for them to come out looking appealing to a majority of the general electorate.

You will recall the hash this voter made of 2012. He booed the mention of a United States soldier during a debate because the soldier happened to be gay. He booed contraception—mere birth control, which the vast majority of Republican women, like all women, use. He lustily cheered the death penalty. He tossed Rick Perry out on his ear in part because the Texas governor had the audacity to utter a few relatively humane words about children of undocumented immigrants. He created an atmosphere in which the candidates on one debate stage were terrified of the idea of supporting a single dollar in tax increases even if placed against an offsetting $10 in spending cuts.

He is a demanding fellow. And he is already asserting his will this time around. Why else did Bush endorse Indiana Governor Mike Pence’s religious freedom bill in an instant, only to see Pence himself walk the bill back three days later? Bet Jeb would like to have that one back. But he can’t. The primary voter—along of course with the conservative media from Limbaugh and Fox on down—won’t permit it.

Now, as it happens, some of these candidates come to us with a few serious and unorthodox ideas. We all know about Rand Paul and his ideas about sentencing reform and racial disparities. He deserved credit for them. He was a lot quicker on the draw on Ferguson than Hillary Clinton was. But how much do we think he’s going to be talking up this issue as the Iowa voting nears? Time might prove me wrong here, but Paul has already, ah, soul-searched his way to more standard right-wing positions on Israel and war, so there’s reason to think that while he might not do the same on prison issues, he’ll just quietly drop them.

More interesting in this regard is Rubio. I read his campaign book not long ago, along with five others, for a piece I wrote for The New York Review of Books. Rubio’s book was the best of the lot by far. It was for the most part actually about policy. He put forward a few perfectly good ideas in the book. For example, he favors “income-based repayment” on student loans, which would lower many students’ monthly student-loan bills. It’s a fine idea. The Obama administration is already doing it.

Beyond the pages of the book, Rubio has in the past couple of years staked out some positions that stood out at the time as not consisting of fare from the standard GOP menu. He’d like to expand the Earned Income Tax Credit to more childless couples. Again, there are synergies here with the current occupant of the house Rubio wants to move into—the Obama administration is taking up this idea.

Now, there is to be sure another Rubio, one who’d feel right at home on Parris Island. He is apparently now the quasi-official blessed-be-the-warmakers candidate, with his reflexive hard lines on Iran and Cuba. Along with Senate colleague Mike Lee of Utah, he also has put forth a tax plan that would deplete the treasury by some $4 trillion over 10 years—for context, consider that George W. Bush’s first tax cut cost $1.35 trillion over a decade—in order that most of those dollars be placed in the hands where the Republicans’ God says they belong, i.e., the 1 percent of the people who already hold nearly half the country’s wealth.

I think it’s a safe bet that we’ll see the neocon Rubio and the supply-side Rubio out on the stump. But the Rubio who wants to make life better for indebted students and working-poor childless couples? Either we won’t see that Rubio at all, or we will see him and he’ll finish fourth in Iowa and New Hampshire and go home. You can’t be a smart candidate in a party that wants to be stupid.

Might I be wrong about the primary voter? Sure, I might. Maybe the fear of losing to Hillary Clinton and being shut out of the White House for 12 or 16 consecutive years will tame this beast. But the early signs suggest the opposite.

After all, how did Scott Walker bolt to the front of the pack? It wasn’t by talking about how to expand health care. It was by giving one speech, at an event hosted by one of Congress’ most fanatical reactionaries (Steve King of Iowa), bragging about how he crushed Wisconsin’s municipal unions. That’s how you get ahead in this GOP. I’d imagine Rubio and Paul and the rest of them took note.

“He’s Not A Reformer He’s A Fraud”: Marco Rubio Is The Most Disingenuous Republican Running For President

Most of the Republican Party’s primary candidates have internalized something that was blindingly obvious to everyone who watched the 2012 elections unfold. So long as traditional turnout patterns hold, Republicans can’t keep up with Democrats in presidential contests. To win, they need to alter the turnout pattern, and to alter the turnout pattern, they need to break with GOP orthodoxy in some way.

Jeb Bush is jilting the conservative movement by swearing off red meat, hoping an even temperament will appeal to uncommitted voters. Senator Rand Paul is courting young and minority voters by promising to challenge the surveillance and carceral states.

Senator Marco Rubio, who will announce his candidacy for president on Monday, was supposed to lead a GOP breakaway faction in support of comprehensive immigration reform, but was unable to persuade House Republicans to ignore the nativist right, and the whole thing blew up in his face. In regrouping, he’s determined that the key to restoring Republican viability in presidential elections is to woo middle class voters with fiscal policies that challenge conservative orthodoxy.

His new basic insight is correct. The GOP’s obsession with distributing resources up the income scale is the single biggest factor impeding it from reaching new constituencies, both because it reflects unpopular values and because it makes them unable to address emerging national needs that require spending money.

It also happens to be the raison d’être of the conservative establishment. Challenging the right’s commitment to lowering taxes on high earners, and reducing transfers to the poor and working classes, will encounter vast resistance. Where Paul can appeal to the moral and religious sensibilities of elderly whites who might otherwise oppose criminal justice reforms, a real challenge to GOP fiscal orthodoxy will get no quarter from GOP donors.

If Rubio were both serious and talented enough to move his party away from its most inhibiting orthodoxy, in defiance of those donors, his candidacy would represent a watershed. His appeal to constituencies outside of the GOP base would be both sincere and persuasive.

But Rubio is not that politician. He is no likelier to succeed at persuading Republican supply-siders to reimagine their fiscal priorities than he was at persuading nativists to support a citizenship guarantee for unauthorized immigrants. In fact, nobody understands the obstacles facing Marco Rubio better than Marco Rubio. But rather than abandon his reformist pretensions, or advance them knowing he will ultimately lose, Rubio has chosen to claim the mantle of reform and surrender to the right simultaneously—to make promises to nontraditional voters he knows he can’t keep. My colleague Danny Vinik proposes that Rubio wants to “improve the lives of poor Americans” but he must “tailor [his] solutions to gain substantial support in the GOP, and those compromises would cause more harm to the poor.” I think this makes Rubio the most disingenuous candidate in the field.

Nothing captures Rubio’s irreconcilable commitments quite like the evolution of his plan to reform the tax code. From the outset, Rubio never intended to sideline the interests of the wealthy. As originally conceived, his tax plan would’ve paired modest middle class benefits with very large tax cuts for high earners, much like George W. Bush’s first big tax cut in 2001. But when conservatives voiced dissatisfaction with that particular distribution, Rubio responded not by telling them to buzz off, or by eliminating the middle-income benefits and plying the savings into further high-end tax cuts. He kept the benefits, and layered hugely regressive additional tax cuts for the wealthy on top of an already unaffordable plan. What once would have increased deficits by $2.4 trillion over a decade, according to the Tax Policy Center, would now increase them by trillions more. The beneficiaries would be investors, who would no longer pay any tax on capital gains and dividends, and wealthy families, whose enormous bequests would be subject to no tax either.

Unbelievably, this play to have it both ways still doesn’t satisfy supply-siders. “This business side of the plan is pretty darn good and I like it,” Larry Kudlow told Politico’s Ben White. “The personal side of it is a mess and will be politically and economically indefensible and he is going to take tremendous criticism for it and my guess is he will have to back off it very fast.”

That a Republican’s tax math doesn’t add up is nothing new in politics. But most Republicans brush off the shortfalls with vague promises to make huge reductions in social spending. That’s what Mitt Romney did, and what Paul Ryan did back when he chaired the House budget committee. This didn’t put them on the level, but it helped complete a picture—that cutting taxes was a higher priority to them than supporting lower and middle class incomes. Rubio, by contrast, says he will hold anti-poverty spending flat. Now that Ryan is no longer responsible for writing Republican budgets, and doesn’t have to reconcile his incompatible priorities, he also claims he wants to hold anti-poverty spending flat. Rubio isn’t so lucky. As a presidential candidate, he, unlike Ryan, will be held to account for all of his tax and spending proposals.

Either Rubio is promising to run up bigger deficits than any president in history, or he’s swindling someone. Upper income tax cuts, middle class tax credits, anti-poverty spending—at least one of these will have to give. The experience of watching his tax plan evolve tells us a great deal about which one won’t.
