“We’re All Gonna Die!”: If You’re Hiding Under Your Bed In Terror, You’ve Just Found Your Presidential Candidate
Acting on the time-tested theory of presidential candidacies known as “Why the hell not?”, Senator Lindsey Graham joined the 2016 GOP contest today. And right from the outset, after thanking folks for coming and saying he’s running, Graham got to his candidacy’s central rationale:
I want to be president to protect our nation that we all love so much from all threats foreign and domestic.
So get ready. I know I’m ready.
I want to be president to defeat the enemies trying to kill us, not just penalize them or criticize them or contain them, but defeat them.
Ronald Reagan’s policy of “peace through strength” kept America safe during the Cold War. But we will never enjoy peaceful co-existence with radical Islam because its followers are committed to destroying us and our way of life. However, America can have “Security through Strength.”
If you think about it, that almost sounds like Graham is saying that Reaganism isn’t enough, a disturbing hint of heresy. Since we can’t have peace, Graham implies, we might as well just get ready for war.
And unless his entire career has been a ruse, that’s exactly what we’d get with a Lindsey Graham presidency. You thought George W. Bush liked to play on Americans’ fears to justify military action? Well that was nothing. Lindsey Graham has never met a foreign policy challenge that didn’t terrify him down to the marrow of his bones. Let the other candidates treat voters like children, telling them that there are serious threats to America that must be confronted. Only Lindsey Graham has the courage to look voters in the eye and say forthrightly: terrorists are coming to kill your children, unless Iran gets to them first and incinerates them in a nuclear blast.
For Graham, the threats are everywhere. Domestic? You betcha — he needs his AR-15 because there could be a natural disaster resulting in “armed gangs roaming around neighborhoods.” Foreign? Oh goodness, yes. On ISIS, “This president needs to rise to the occasion before we all get killed back here at home.”
For Graham, not only is the world filled with specific dangers, but it’s terrifying in an overarching way, leading to a kind of free-floating anxiety that seems to influence how he views any particular issue. Others may see a threat here and a threat there, but Graham knows that they add up to certain doom. Two years ago, he told Fox News, “The trifecta from hell is unfolding in front of us. Iran is about to get a nuclear weapon, Syria is about to infect the entire region, taking Jordan down, and Egypt could become a failed state…I’m just telling you, we live in the most dangerous times imaginable.”
Last year, he said, “The world is literally about to blow up,” which might have been a Joe Biden “literally,” meaning “not literally,” but maybe not. “I’m running because of what I see on television,” he said two weeks ago. “The world is falling apart.”
And every problem we face can only lead to catastrophe. “I believe that if we get Syria wrong, within six months — and you can quote me on this — there will be a war between Iran and Israel over their nuclear program,” he said in September 2013. “My fear is that it won’t come to America on top of a missile, it’ll come in the belly of a ship in the Charleston or New York harbor.” Almost two years later, though Graham certainly believes the Obama administration has gotten Syria wrong, Israel and Iran have not gone to war and Charleston harbor remains oddly un-nuked.
But he will not be deterred. “The world is exploding in terror and violence but the biggest threat of all is the nuclear ambitions of the radical Islamists who control Iran,” he said in his announcement speech. “Simply put, radical Islam is running wild.”
Graham argues that none of his opponents have the foreign policy experience he does, which is true enough — they’re all either governors or freshman senators. But that fact raises the question of what value one gets from experience. Some people take from their experience with the world that many challenges are complex, understanding of the myriad moving parts in any foreign crisis is necessary to make wise decisions, and different situations may require different approaches. Graham’s experience with the world, on the other hand, has obviously taught him that 1) we’re all gonna die, and 2) the answer to just about any problem is military force.
What impact he will have on the race remains to be seen. It isn’t as though the other GOP candidates are a bunch of doves. They all talk about how they want to increase military spending, and with the exception of Rand Paul they all advocate a return to some version of Bush-era hawkishness and its accompanying military adventurism. Only Graham, though, is offering a campaign based on true white-knuckle terror. It’s hard to see it going over all that well.

“The Many Rebrandings Of Rick Santorum”: In The Middle Of At Least His Third Rebranding, And He’s Just Not Very Good At It
Rick Santorum is often portrayed as a stubborn man of principle, an unusual politician who’ll run for president in the face of terrible poll numbers, and despite an electorate increasingly hostile to his unsettlingly passionate social conservatism. But this isn’t really true. Santorum, who announced his 2016 presidential candidacy on Wednesday, is in the middle of at least his third rebranding. He’s just not very good at it.
In his announcement speech in Western Pennsylvania, Santorum pitched himself as a defender of the working man who also happens to be a foreign policy expert. Santorum bragged that in an issue of ISIS’s online magazine, Dabiq, “under the headline ‘In the Words of Our Enemy’ was my picture and a quote. … They know who I am, and I know who they are!” To be clear, while it would be unsettling to find your face in an ISIS magazine, it’s not that hard to get ISIS to know who you are. You basically just have to talk about ISIS. In the same section, Dabiq quoted two other “enemies”: Virginia State Senator Richard Black and former CIA officer Gary Berntsen, a frequent Fox and Friends guest who has less than 1,600 followers on Twitter. Gary 2016!
For someone who is supposedly dedicated to what he thinks is right, not what is popular, a list of Santorum’s political books makes for a decent guide to the trends of the Republican Party of the last ten years. It Takes a Family, released in 2005, was a rebuttal to Hillary Clinton’s It Takes a Village. It is concerned with apparently controversial social issues such as women working outside the home. His 2012 book American Patriots, printed on faux antique paper, is a Tea Partyish celebration of Revolutionary War-era Americans “heroes and heroines from all walks of life” (not just white guys). Last year’s Blue Collar Conservatives is about helping the working class. (“There was a time not long ago when Americans without college degrees could expect to earn a decent and steady income in exchange for hard work.”) His publisher says, “Santorum provides a game plan for Republicans to bounce back, regain popularity, and return to the party’s original values.” It’s less a game plan for the party’s comeback than one for Santorum’s.
Santorum tried to remake himself in both of his last two losing campaigns, in 2006 and 2012. His political career began in the 90s, when Republicans were focused on welfare reform and teen moms and the crime rate, and he ran with those issues. He campaigned on welfare reform, he said single moms were “breeding more criminals” and that politicians shouldn’t be afraid of “kicking them in the butt.” The target of that kind of rhetoric was not lost on black voters at the time. But for a while, it worked really well. The Harrisburg Patriot News reported in July 2005, “A Santorum victory in a state that has voted Democratic in recent presidential elections would solidify his reputation within the GOP and with conservatives nationally. It would also add fuel to a rumored 2008 presidential run, party officials and analysts said.” Maybe that’s why Santorum keeps running these long-shot campaigns. He was promised this, and he can’t believe it didn’t work out for him.
But by summer 2005, Santorum was clearly in trouble, trailing opponents by as much as 14 points in polls. He was closely tied to the increasingly unpopular president, and his social conservatism had started to rub people the wrong way. In 2002, Santorum had blamed the Catholic priest sex abuse scandal on Boston’s liberal culture. In 2003, he suggested that if we allowed gay marriage, we’d have to allow “man on child, man on dog.” It was “man on dog” that led to Santorum’s greatest branding issue: his Google problem. Sex columnist Dan Savage held a contest to turn “santorum” into a sex term. Savage’s SpreadingSantorum.com rose in Google rankings to outrank the candidate’s campaign site. The top result is now a Wikipedia page for “Campaign for ‘santorum’ neologism,” where it remains a reminder of, if not the neologism, the way that Santorum was turned into an online joke by gay rights activists.
Going into his 2006 Senate reelection campaign, Santorum’s persona changed to reflect the times. Demographic trends meant bashing inner cities and women with jobs and gays had diminishing returns. The white share of the vote shrunk from 84.6 percent in 1992 to 76.3 in 2008, according to Pew Research Center. Opposition to gay marriage dropped more than 10 points from 1996 to 2006, though a majority still opposed it. In 2004, as Senate Republican Conference Committee chair, he met with presidents of historically black colleges and universities in an attempt to get the GOP to reach out to minorities. In 2005, The New York Times Magazine explained that Santorum was an earnest man of faith who’d earned endorsements from leaders in the African-American community in Philadelphia. In April 2006, his campaign staged a photo op in which Santorum packed up food for low-income people. (Alas, the TV news cameras did not show up.)
By July 2006, he was distributing a listicle titled ”Fifty Things You May Not Know About Rick Santorum,” which included warm and fuzzy items like cracking down on puppy mills. The New York Times reported:
He needs to reintroduce himself over the next four months, he said, to get beyond the stereotypes. …
A kinder, gentler Rick Santorum? ”People already know about the other stuff,” he said. ”You guys remind them every day about the other stuff. Let’s tell the rest of the story.”
The listicle did not stop the senator from losing by 18 points to now-Senator Bob Casey.
During the 2012 Republican primary, Santorum faced a very different electorate, and he reshaped himself to appeal to people hurt by the Great Recession, trying to distinguish himself as the voice of the working class. He called for manufacturing subsidies. He was the son of immigrants. His grandfather “sort of coal-mined his way to freedom.” (Back in 1994, Santorum talked about how his father got his “biggest break” with World War II; he escaped the mines through the G.I. Bill, which paid for his psychology degree.) He came out against the term “middle class” because it was some kind of class warfare. He even tried to recast his signature issues, telling a Michigan crowd in February 2012, “All reporters in the back, they say, ‘Oh there’s Santorum talking about social issues again.’ … No, I’m talking about freedom. I’m talking about government imposing themselves on your lives.”
Santorum stuck with his new blue-collar image after he lost to Mitt Romney. “When all you do is talk to people who are owners, talk to folks who are Type As who want to succeed economically, we’re talking to a very small group of people,” he said in 2013.
“I never went to a country club until I was in college,” Santorum told the National Review recently, like a true man of the people. But now he’s blue collar plus. National Review explained:
If he runs in 2016, he says, it won’t be as a candidate defined by his Catholic, socially conservative views. He’s been there and done that, he says. In 2016, he is more likely to define himself as an economic populist and foreign-policy hawk.
In the months before his official campaign announcement, Santorum started playing up the hawk thing. In April, Santorum said that in 2016, Republicans will be “going up against a secretary of state, someone with a tremendous amount of experience and knowledge in this area—most of it wrong—but someone who’s knowledgeable, someone who’s an expert.” That means they “need to look at someone to go up against Mrs. Clinton who has background experience and knowledge and has gotten it right when she’s gotten it wrong.” (They both supported the Iraq war.) He pointed to the eight years he served on the Senate Armed Services Committee. At the South Carolina Freedom Summit this month, Santorm said of ISIS, “If these folks want to return to a 7th Century version of Islam, then let’s load up our bombers and bomb them back to the 7th Century.”
“Going up against a potential nominee who’s a former secretary of state, it’d be good to have someone with more experience than just a briefing book for the debate,” Santorum told NPR recently. A couple weeks earlier, he told voters in Iowa, “We have to have a president who understands the difference between a friend and an enemy. … Iran, enemy. Israel, friend. It’s real simple.” Briefing book? No. Little Golden Book? Yes!
Given that he’s polling at about 2.3 percent, Santorum is likely hoping that the 2016 primary is something like 2012’s, and voters will cycle through alternatives to the mainstream moderate Republican candidate until they get to him. What can he do to get Americans’ attention? Voters rarely care that much about foreign policy. Santorum will try on a new identity. For the sake of entertainment, let’s hope he’ll try to compete with Hillary Clinton not on foreign policy but on being a champion of single ladies.

“Calling Them Out”: Rand Paul Is Pushing The GOP To Confront Its Terrorism Problem. Too Bad The Other 2016 Candidates Won’t Listen
Any time there’s a genuine difference of opinion concerning a policy issue within a presidential primary it’s worthy of note, even if there’s only one candidate standing apart from the others. Rand Paul may be the one you’d expect would dissent from his peers when it comes to foreign policy, but he nevertheless surprised many when he said on Wednesday that it was his own party that bore responsibility for the rise of ISIS.
When asked on Morning Joe how he’d respond to attacks from foreign policy hawks like Lindsey Graham, Paul responded, “ISIS exists and grew stronger because of the hawks in our party who gave arms indiscriminately, and most of these arms were snatched up by ISIS.” He even tied his Republican colleagues to the despised Hillary Clinton: “ISIS is all over Libya because these same hawks in my party loved Hillary Clinton’s war in Libya, they just wanted more of it.”
Whatever you think of the particulars of Paul’s analysis, his charges probably aren’t going to go over too well in a party where the consensus is that everything in Iraq was going swimmingly until Barack Obama came in and mucked it all up. Jeb Bush spoke for the other candidates when he recently said, “ISIS didn’t exist when my brother was president. Al Qaeda in Iraq was wiped out when my brother was president.” As it happens, neither of those assertions is even remotely true. But the fact that Paul is making the claims he is means Republicans might have to grapple with the substance of an alternative perspective on ISIS in particular and terrorism in general.
The prevailing view among Republicans is that the most important thing when confronting terrorism is, as with all foreign policy questions, strength. If you are strong, any problem can be solved. Likewise, all failures come from weakness. Barack Obama fails because he is weak (and also because he hates America, but that’s another story).
Rand Paul, even in his unsophisticated way, is saying something fundamentally different: Strength not only isn’t enough, sometimes it can make things worse. Seemingly alone among the Republican candidates, he realizes that there’s such a thing as unintended consequences. You can have all the strength in the world — as, for all intents and purposes, the U.S. military does — and still find events not working out the way you want.
One might think that the experience of the last decade and a half would have taught us all that. In justifying their support for the Iraq War, Republicans will often say that “the world is better off without Saddam Hussein,” as though it were self-evident that conditions improve once you remove a brutal dictator. But it’s not at all clear that that’s true — Saddam is gone, but a couple hundred thousand Iraqi civilians have been killed, a corrupt sectarian government in Baghdad allowed ISIS to take hold, Iran’s strength in the region was enhanced — all things that the architects of the Iraq War either didn’t consider or thought wouldn’t happen.
ISIS itself offers a demonstration of a common unintended consequence terrorism analysts have been talking about for a while, which is that a strategy aimed at decapitating terrorist groups can actually produce more violence. When one leader is killed, his successor feels the need to prove his mettle by expanding the group’s ambitions and increasing its level of brutality. ISIS started out as Al Qaeda in Iraq (AQI), led by Abu Musab al-Zarqawi; after Zarqawi was killed by an American airstrike, an action hailed at the time as a great victory, the group not only didn’t disappear, it evolved into the ISIS we see today.
Yet to hear most of the Republicans tell it, all we need to solve the problem is strength. They quote action heroes as though there might be some genuine insight from Hollywood B-movies on how to combat terrorism. “Have you seen the movie Taken?” says Marco Rubio. “Liam Neeson. He had a line, and this is what our strategy should be: ‘We will look for you, we will find you, and we will kill you.'” Or Rick Santorum: “They want to bring back a 7th-century version of jihad. So here’s my suggestion: We load up our bombers, and we bomb them back to the 7th century.” So strong.
Yet when it comes time to say what specifically they would do about ISIS or Syria if they were to become president, the candidates grow suddenly vague. It’s almost as though, the tough talk notwithstanding, they know that getting into too much detail about the policy challenge will inevitably force them to confront the possibility that saying they’ll be strong doesn’t quite answer the question.
Perhaps on a debate stage a few months from now, Rand Paul will manage to get his opponents to address that possibility. Or maybe they’ll be able to just give a look of steely resolve, quote a movie they saw, get an ovation from the crowd, and move on.

“The Politics Of War”: We Endanger The Peace And Confuse All Issues When We Obscure The Truth
This Memorial Day the nation remembers all those people who died while serving in the American armed forces. More than 1,316,000 military personnel have died during military conflicts in this nation’s history.
The mission of the U.S. military is to fight and win our nation’s wars. The U.S. has the most powerful military in the history of the world, but it should not be utilized as a political tool, or for retribution. The government and its leaders must do their best to make the right decisions, to be truthful with the American people, and to provide all the necessary support needed to fulfill the military’s mission. Unfortunately, this has not always been the case.
Following the al-Qaeda terrorist attacks on New York and Washington DC on September 11, 2001, President George W. Bush began to plan a response. Vice President Dick Cheney and neo-con members of the administration, including Defense Secretary Donald Rumsfeld and his deputy, Paul Wolfowitz, immediately set their sites on Saddam Hussein, Iraq’s tyrannical ruler. They were disappointed that Hussein had not been toppled during the first Gulf War in 1991. Soon the administration made the claim that Iraq possessed weapons of mass destruction, and that Hussein was linked to the terrorist group al-Qaeda.
But the Bush administration was cherry picking raw intelligence, much of which was unverified. The “evidence” against Hussein was presented to Congress, which on October 11, 2002, passed the Joint Resolution to Authorize the Use of United States Forces Against Iraq. In early 2003, the British and Spanish governments proposed a U.N. resolution that gave Iraq a deadline for compliance with previous resolutions on WMDs or face military actions. The resolution was withdrawn because France, Germany, Canada and Russia were opposed to military action; instead they called for further diplomacy. In early March, Chief U.N. Weapons Inspector Hans Blix said that progress had been made with the inspections and no WMD’s had been found in Iraq.
The administration, which rejected Blix’s assessment, began making the case for war to the American people. In February, President Bush conducted a series of interviews with news organizations, including the Spanish language channel Telemundo. I was the head of news for Telemundo at that time, and I was present for our session. The president told Telemundo’s Pedro Sevcec that he had not made a decision to go to war. Following the interview, I asked the president, “What about Jacques Chirac,” referring to the French president. President Bush swatted me on the shoulder with the back of his hand and said dismissively, “Oh, he’ll come around.” “We’re going to war,” I thought.
The American invasion of Iraq began on March 20. Vice President Cheney had predicted we would be greeted as liberators. He was wrong. The Iraqi forces were quickly defeated but the administration mismanaged the occupation. The Ba’athist government had collapsed, Hussein’s military was disarmed, and a power vacuum ensued. Sectarian violence broke out between the Shias and the Sunnis. U.S. backed Nouri al-Maliki, a Shiite, became Prime Minister in 2006, but his government alienated the country’s Sunni minority.
In 2007, President Bush implemented a troop surge in Iraq. By adding 20,000 additional U.S. troops, primarily in capital city Baghdad, the president hoped to buy time for reconciliation among the factions. The situation on the ground stabilized, but Sunnis still distrusted the Maliki government.
In 2008, the Bush administration negotiated a Status of Forces Agreement with Iraq granting U.S. troops in the country legal immunities with the understanding the troops would be withdrawn by 2012. When negotiations began to extend U.S. military presence, only a smaller number, Maliki and various Iraqi party leaders agreed to the extended troop deployment, but did not want to continue the legal immunities. These immunities are a condition everywhere U.S. troops are based.
Some critics said President Barack Obama could have done more to secure the legal immunities, but that is debatable. In an interview on CBS News’ Face the Nation Sunday, Senator John McCain (R-AZ) once again claimed an agreement could have been reached with Maliki through negotiations. Nonetheless, President Obama withdrew American combat troops and fulfilled a campaign promise.
The Maliki government collapsed in 2014. In the summer of 2014, ISIS, an Islamic terrorist group that had been incubating for more than a decade in Syria, launched a military offensive in Northern Iraq and declared an Islamic caliphate. ISIS, which is Sunni, has slaughtered thousands of people in its expansion in the region. But many Iraqi Sunnis find ISIS preferable to the Shiite government in Baghdad.
Iraq under Hussein had served as a counter balance against Iran, its bitter enemy. With Hussein gone, Iran, a Shiite country, began working closely with the Shiite government in Baghdad. Iran’s influence in the region has grown, especially with the spread of ISIS. Iraq is in turmoil and it is unlikely all of the factions, including the Kurds in the north, will come together again.
The Iraq War has been costly. More than 4,500 members of the U.S military have been killed since the invasion. Hundreds of thousands of casualties have been suffered by Iraqis. Two years ago the “Costs of Wars” project, part of the Watson Institute for International Studies at Brown University, estimated that the Iraq War had already cost America more than $2 trillion. And many veterans of Iraq, who have returned home, are unemployed, suffering from post traumatic stress disorder, or have committed suicide.
Former Vice President Dick Cheney and many Republican presidential candidates blame President Obama for today’s chaos in Iraq and the region. Yet these candidates do not offer a plan or a solution. In fact, former Senator Rick Santorum recently said, “If these folks (ISIS) want to return to a 7th-century version of Islam, then let’s load up our bombers and bomb them back to the 7th century.” ISIS and Iraq have turned into political fodder for the Republican base.
The 2003 invasion of Iraq, and subsequent mismanagement by the Bush administration, is the biggest mistake the U.S. has made since Vietnam. It has led to a series of unintended and disastrous consequences. And there is no light at the end of this tunnel for America.
Perhaps the architects of the Iraq War should have heeded the counsel of their spiritual leader, President Ronald Reagan. In a 1985 Veterans Day speech he said, “We endanger the peace and confuse all issues when we obscure the truth.”

“Gravely Wrong And Unapologetic”: Neoconservatives; That Iraq Question Roiling The GOP Field Is Stupid
The Iraq hypotheticals currently ensnaring the Republican Party’s presidential candidates are “asinine” and the worst of “gotcha journalism,” argue some of the neoconservative thinkers who advocated most aggressively for the 2003 invasion.
Questioning whether the United States should have gone to war in Iraq is pointless, they say, because decision-makers never get to make future decisions with the benefit of hindsight.
“Nobody lives life backwards,” said Eliot Cohen, a founding member of the Project for a New American Century and later a top aide to Secretary of State Condoleezza Rice. “At the time, reasonable people could disagree over whether to go to war in Iraq. It’s really a silly hypothetical, and the people who ask it should know better. You don’t get to relive history that way.”
“It reflects more on the media’s obsession with a new litmus test,” said Danielle Pletka, the vice president for foreign and defense policy studies at the American Enterprise Institute. “One isn’t president or commander in chief in hindsight.”
The United States continues to suffer the consequences of the Iraq war: thousands of American lives lost at a cost of billions of dollars. Assessments after the initial invasion found that the massive weapons of mass destruction program the Bush administration used as one of the primary reasons to go to war simply didn’t exist.
And in the instability that followed the U.S. withdrawal from the country, another deadly terrorist group emerged: the so-called Islamic State, which has beheaded Americans and threatens U.S. allies in the region.
So the price of invasion has certainly been very steep, and worth assessing.
The press has savaged Republican presidential candidates Jeb Bush and Marco Rubio over the past week for saying both that the invasion of Iraq was the right decision and that they would not have invaded Iraq with the benefit of current knowledge—that intelligence assessments of Iraq’s WMD program were wildly incorrect.
In the years after the invasion of Iraq, neoconservatives have expressed few regrets about their efforts to encourage the toppling of Saddam Hussein via invasion.
Bill Kristol, the founder and editor of the hawkish Weekly Standard, said that even knowing what we know now, he would have still pushed for an invasion.
“Then would have surged troops much earlier,” he said, “and would not have thrown it all away after the war was effectively won at the end of 2008.”
But Kristol doesn’t hold it against Republicans like Bush and Rubio for thinking differently: “Can’t blame candidates for not wanting to spend time and effort taking on the politically correct No position,” he said.
And those who disagree with The Weekly Standard’s editor, one of the most ardent advocates of the invasion, shouldn’t expect an apology. In an email to The Daily Beast, Kristol signed off:

The Iraq question, first asked by Fox News’ Megyn Kelly of Jeb Bush, should not have been unexpected. Nor was it inconsequential: The heart of the question is whether, absent the threat of a major Iraqi WMD program, the invasion of Iraq was still wise.
But both Cohen and Pletka said the structure of the question pointed to something deeper about American press coverage of American politicians—the desire to catch a politician off guard in a moment of uncertainty rather than trying to achieve a deeper understanding of where candidates stand on various issues and how they would react in a crisis.
“I think it’s an asinine question that says more about the politicization of debate than it does about the candidates themselves,” Pletka said.
Cohen, who wrote his first book in 1978 and joined the policy planning staff of the office of the secretary of defense in 1990, called the “gotcha journalism” view of foreign policy poisonous and counterproductive—and said it is more prevalent now than in previous years.
“In past eras in the United States, people would have serious conversations about foreign policy…which is going to be necessary, because the world is now such a complicated place,” Cohen said. “People are going to [need] the patience to examine each of the candidates on both sides and get a sense of where they stand.”
The press, he said, should focus on building up a “composite portrait” of presidential candidates and their foreign policy views on China and on Iran.

“Anyone in their right mind hasn’t been happy if you look at Iraq—you certainly have to ask yourself [about] the return that we got for the investment in blood and treasure…People should ask themselves what are the lessons to be learned from the whole Iraqi experience,” Cohen said.
While he dismissed the current GOP debate as a “silly hypothetical,” Cohen did say revisiting the Iraq War is necessary. He identified three areas presidential candidates should be questioned about on Iraq: What the war taught us about America’s ability to acquire intelligence on weapons of mass destruction programs; the ability of the U.S. government to adapt to challenges such as counterinsurgency and building up a foreign military, and how to disengage properly after an invasion.
