“Nobody Died”: No, Obamacare’s Flaws Are Not Like Hurricane Katrina
It’s one thing for former George W. Bush flack and Sarah Palin staffer Nicolle Wallace to make a silly and self-serving link between the troubled rollout of President Obama’s Affordable Care Act and her boss’s handling of, wait for it, Hurricane Katrina. It’s another for the New York Times to pick up the cudgel and seriously make a comparison between the Affordable Care Act’s acknowledged problems and the deadly 2005 tragedy.
But that’s what the paper did Friday morning, with Michael D. Shear’s “Health Law Rollout’s Stumbles Draw Comparisons to Bush’s Hurricane Response.” Other media are using the Times piece to make the same comparison. ABC’s “Good Morning America” did a whole segment on it; as I write, the chyron on MSNBC asks “Obama’s Katrina?”
Shear put it this way:
The disastrous rollout of [Obama’s} health care law not only threatens the rest of his agenda but also raises questions about his competence in the same way that the Bush administration’s botched response to Hurricane Katrina undermined any semblance of Republican efficiency….
“The echoes to the fall of 2005 are really eerie,” said Peter D. Feaver, a top national security official in Mr. Bush’s second term. “Katrina, which is shorthand for bungled administration policy, matches to the rollout of the website.”
No, Mr. Feaver, Katrina isn’t shorthand for “bungled administration policy.” It’s an actual tragedy in which at least 1,800 people lost their lives. Thousands of others were left stranded without food or water in their flooded neighborhoods, on freeway viaducts, in hospitals and nursing homes, and in the televised hell-hole of the Superdome. A million people were displaced, some of them permanently. Whole neighborhoods remain unrestored eight years later. There was at least $123 million in destruction, twice as much as in Hurricane Sandy.
In the ACA holocaust, by comparison, an undetermined number of people may lose health insurance policies they like. Many more, perhaps millions, have been frustrated by a kludgy website. On the other hand, at least 100,000 have signed up for insurance through the exchanges and another 500,000 or so have been newly covered by Medicaid expansion.
Oh, and there have been zero deaths as a result of the ACA woes — unless you count the death of credibility among journalists and pundits who would make such a lame and cruel comparison.
In Katrina, a toxic mix of indifference to the plight of poor, black New Orleans residents and genuine colorblind incompetence made a natural disaster worse. Bush, you’ll recall, threw a birthday party for Sen. John McCain, and then flew over the ravaged Gulf region without stopping. When he did visit, he praised his lame FEMA director Michael Brown – whose job as a commissioner of the International Arabian Horse Association had been great training for running the nation’s disaster preparedness agency – with the iconic “Heckuva job, Brownie.”
Obama, by contrast, stepped forward when the website troubles emerged. “Nobody is madder than me about the fact that the website isn’t working as well as it should, which means it’s going to get fixed,” he told a crowd Oct. 21. It’s still not fixed, although it’s working better, and the president has continued to push his staff for answers and apologize for the rollout woes, last week in an interview with NBC’s Chuck Todd; last night in a press conference. “There were times I thought we got slapped around unjustly,” the president said. “This one is deserved. It’s on us.” There has been nothing close to a “Heckuva job, Brownie” moment.
Finally, in Hurricane Katrina, most of the victims were poor African-Americans. In the current ACA controversy, the vast majority of people losing their private insurance policies are young and middle-aged white men who aren’t affluent, but are doing well enough that they don’t qualify for federal subsidies. That makes the Katrina-ACA comparison particularly outrageous, especially for journalists.
All that will ultimately matter is whether and when the site gets fixed, and the turmoil in the individual market, where some people are losing policies they want to keep, subsides. We still don’t know if the president’s proposed “fix,” which should let at least some of those folks hold onto their existing insurance, is meaningful enough to quell the political panic among some Democrats and people losing insurance, yet limited enough that it doesn’t undermine the goal of getting a bigger pool of people into the individual market for ACA-approved health insurance plans (rather than the junk insurance that currently dominates the individual market).
It’s clearly a mess, with genuine political and public policy implications. It’s fine for shrill Republicans to call it Obama’s Katrina, or his Iraq, or his Iran Contra – when it comes to this president, they have no credibility and they have no shame; they’ll say anything. But for the media to pick up on the GOP narrative and sincerely compare the ACA rollout stumble to a national tragedy like Hurricane Katrina?
Someone might call it the media’s Katrina — if it was fair to use a tragedy in which thousands died as a metaphor for mere incompetence. So I’ll just call it incredibly lame.

“The Vets We Reject And Ignore”: Leave No Fallen Comrade Behind Applies At Home And To All Veterans, Regardless Of “Bad Paper”
Today, we honor the nation’s 22 million veterans, including more than 2.5 million who served in Iraq, Afghanistan and other fronts in the war against Al Qaeda. But we are turning our backs on hundreds of thousands of veterans who were discharged “under conditions other than honorable” and so do not qualify as veterans under federal law.
Their discharges, which include overly broad categories encompassing everything from administrative discharges for minor misconduct to dishonorable discharges following a court-martial, nevertheless make them ineligible for the health care, employment, housing and education benefits offered by the Department of Veterans Affairs.
Because of the “bad paper” they carry in the form of their discharge certificates, many of these veterans struggle upon leaving the military. And when they falter, the burden for supporting them falls heavily on their local communities because federal agencies cannot, by law, help them.
No federal agency publishes the numbers of bad paper discharges. But historical studies suggest that at least several hundred thousand veterans fall into this category. Approximately 260,000 of the 8.7 million Vietnam-era veterans were pushed out of the service with bad paper. More recently, according to documents separately obtained by the Colorado Springs Gazette, the Army discharged 76,165 soldiers between 2006 and 2012 with bad paper. Of these recent Army discharges, only one in seven were kicked out following a criminal conviction for a serious offense. The rest were discharged for smaller breaches of military discipline like missing duty or abusing alcohol or drugs. For many of them, their misconduct was likely related to the stresses of war.
Instead of showing compassion for these troops who were carrying the invisible wounds of war, their commanders kicked them out. These troops’ getting pushed out under such circumstances would be enough of a blow, but these commanders compounded the injury by giving them bad paper, instead of merely administratively separating them from the service.
While assessing the needs of veterans in the Western United States, my research team met with community leaders and nonprofit agency staff members in seven cities with the largest populations of veterans, and interviewed others in outlying cities and rural areas as well. Across these communities, veterans with bad paper were believed to be significantly overrepresented in the at-risk veterans populations. All too frequently these veterans become part of the nation’s chronically homeless or incarcerated populations.
When they end up in distress or on the streets, their communities must bear this burden alone.
We have a moral obligation to those who serve, especially those who serve us in combat. At times, the military must discharge those who can’t perform or conform. However, commanders should exercise far greater discretion and compassion in trimming the ranks. Bad discharges indelibly mark veterans as damaged goods and cost society a great deal too.
Congress should also allow the V.A. to more broadly provide mental health care, homelessness support and other forms of crisis intervention to veterans with bad paper. The V.A. has case-by-case authority to do so now, but that does not help veterans with bad paper who have acute needs. A more compassionate policy would not diminish the military’s ability to maintain discipline, nor would it cheapen the valor of those who have served honorably.
The military has a process to fix bad paper, but that process takes too much time, and veterans often need legal help to prevail in an incredibly bureaucratic and difficult process.
The story of John Shepherd Jr., who earned a Bronze Star for valor in Vietnam but was kicked out after disobeying an order to return to combat after developing severe post-traumatic stress disorder, shows how difficult these cases can be. Mr. Shepherd went without V.A. support for 40 years until a team of students and lawyers at Yale Law School helped him correct his record this month.
Excellent programs exist to help veterans in such cases, but they deserve more resources. Small investments in pro bono legal services can help unlock a lifetime of access to the V.A. and help the neediest veterans with bad paper move on with their lives.
Finally, the veterans community should do more to lift up those veterans who have been discharged with bad paper, particularly in those cases where combat experience lies at the heart of the bad discharge. The American military ethos calls on all of us to leave no fallen comrade behind. That applies at home, too, and to all veterans, regardless of whether they carry bad paper.

“Thank You For Your Service, Or Not”: Republicans Thank Veterans By Cutting Food Stamps
The next time I hear a Republican member of the U.S. House of Representatives thank a veteran for his or her service, I’ll hurl.
Veterans Day is on Monday. This year the holiday will come 10 days after cuts in federal food aid demanded by House Republicans go into effect. The cuts mean that 47 million hungry Americans, including almost 1 million veterans, will be even hungrier and more malnourished than they were last Veterans Day.
Mother’s Day won’t be much better because 80 percent, or 37 million, of the food aid recipients are women and children. And for the record, 10 percent or almost 5 million of the recipients are senior citizens.
I hope the House Republican budget guru, Rep. Paul Ryan, R-Wis., is proud of his handiwork because it’s a callous way of thanking vets for their service. Before the cuts, the average veteran received a little more than $4 a day for food from the feds. Now vets will have to get by on even less. Don’t try this at home, because if you try to eat on $4 a day, you will be malnourished pretty quickly. The GOP went to the mat to get these cuts and now they want even more.
The Republican hostility towards vets is just the latest episode in the sad saga of vets under the GOP. George W. Bush and his vice president Dick Cheney both avoided serving in Vietnam when they were of draft age in the 1960’s. But that didn’t stop the deadly duo from sending more than 4,000 brave young Americans to their deaths in Iraq based on a lie about the existence of weapons of mass destruction there.
If wounded soldiers were lucky enough to make it out of Iraq alive, things didn’t get much better back home. During the Bush/Cheney administration, hospitals administered by the Veterans Administration were poorly staffed and inadequately equipped. The corridors of the “crown jewel” of the military hospital system, Walter Reed Hospital, were plagued with garbage and rats.
The tea party caucus in Congress forced $5 million a year in cuts for food aid. Why? Because the GOP shot down President Obama’s proposal to eliminate $6 billion in federal tax freebies to oil companies and firms that own corporate jets. While millionaires, billionaires and oil company executives fly the friendly federal skies, almost 1 million veterans are still in the desert, fighting hard. This time they struggle in a fight for food in the land of plenty.

“The Shot Not Heard”: How President Obama Left The Neocons Feeling Foolish

Before you make the mistake of taking President Obama’s most strident critics regarding the Syrian deal too seriously, ponder this: With few exceptions, those calling the Russian-American agreement to eliminate Bashar al-Assad’s nerve gas arsenal a capitulation, a sellout, and a shameful retreat also think bombing Damascus wouldn’t have been nearly enough.
Nothing short of a boots-on American invasion of Syria would have satisfied these jokers. Prominent among them is Senator John McCain (R-AZ), who views the diplomatic breakthrough as “an act of provocative weakness on America’s part.”
McCain, who has vigorously supported all nine of the nation’s last three wars on about 316 TV talk shows, is never happy unless the U.S. is attacking somebody. Only violent solutions strike him as realistic. That’s probably the single biggest reason he never became president.
Then there’s Eliot A. Cohen, founding father of the Project for a New American Century, a now-defunct Washington pressure group whose messianic schemes for a U.S. empire stretching from the Mediterranean to Afghanistan inspired the Iraq War. Featuring such luminaries as Dick Cheney, Donald Rumsfeld and Paul Wolfowitz, to these geniuses, overthrowing Saddam Hussein was only the beginning. Next on their agenda was Iran, in case you wonder why the mad ayatollahs have been tinkering with nukes.
So anyway, just as President Obama was getting ready to ask Congress to endorse a punitive strike against Syrian chemical weapon sites, Cohen published a Washington Post column scolding Americans for their cowardice. The families of the war dead, he allowed, were entitled to their sorrow.
“But for the great mass of the American public,” he wrote “for their leaders and the elites who shape public opinion, ‘war-weariness’ is unearned cant, unworthy of a serious nation and dangerous in a violent world…Americans can change the channel if they find the images too disturbing.”
Got that citizens? Shut up, pay your taxes and avert your eyes.
Next the Obama administration pulled a large Russian rabbit out of its hat, leaving the neocons feeling foolish. For all the hugger-mugger about “red lines” and the White House’s odd decision to position a naval task force within striking range of Damascus before deciding to ask congressional permission, the end result was nevertheless remarkable.
Clumsy? Definitely. But it’s not a Bruce Willis movie; it’s a foreign policy.
“By hook or by crook,” Kevin Drum writes “Obama (a) raised the issue of Assad’s chemical weapons to an international level, (b) got Vladimir Putin (!) to take a lead role in reining them in, (c) got Assad to join the chemical weapons ban and agree to give up his stockpiles, and (d) [did] it all while keeping military pressure as an active option, but without ever firing a shot.”
In other words, for all the nonsensical talk of “appeasement,” the very crafty President Putin and the Syrian dictator now own this deal. Meanwhile, U.S. military options remain unchanged. President Obama has bought himself considerable freedom of action.
Mike Tomasky has it right: “If Assad is mad enough to use [chemical weapons] again, Obama won’t mess with Congress or even Russia. He’ll be credited by most observers…for having shown restraint the first time, and more people will agree at that point that Assad must be punished.”
Then there’s Charles Krauthammer, the Post columnist who accuses Obama of “epic incompetence,” complaining that the Russians prefer to keep Bashar al-Assad in power. He worries that “Assad is the key link in the anti-Western Shiite crescent stretching from Tehran through Damascus and Beirut to the Mediterranean.”
Hmm… Isn’t something missing here? Let’s go to the maps. It’s roughly 900 miles from Tehran to Damascus via, oh yeah… Baghdad. See, it’s precisely the U.S. invasion of Iraq championed by Krauthammer and his chums that created this supposedly scary alliance. Sectarian strife among Sunni and Shiite Muslims has erupted there at irregular intervals for almost 1,400 years. Shouldn’t these brilliant thinkers have thought of that before now?
So what do the Russians want? In a word, stability. Unlike the U.S., Russia has a large Muslim minority. Roughly 1 in 6 Russians is Muslim. Like the Tsarnaev bothers of Boston, MA, nearly all are Sunni. What Putin definitely doesn’t want is Chechen separatists getting their hands on nerve gas. Driving overland, Syria’s roughly as close to Chechnya as to Iran.
Can Putin be trusted? To do what’s good for Russia, yes. As President Obama explained to George Stephanopoulos, the Cold War is over. “I don’t think that Mr. Putin has the same values that we do,” he said. “But what I’ve also said to him directly is that we both have an interest in preventing chaos, we both have an interest in preventing terrorism. The situation in Syria right now is untenable.”
And he also quoted Ronald Reagan: “Trust, but verify.”

“It’s Working”: The Ultimate Reason To Support Resolution Authorizing Use of Military Force To Stop Chemical Weapons In Syria
The ultimate reason to support the Congressional resolution to authorize the use of military force to stop chemical weapons use in Syria is clear: it’s working.
Over a year ago, the U.S. proposed that Syria turn over its chemical weapons for destruction by the international community and join the chemical weapons treaty that bans their possession or use. Syria refused, and Russia refused to demand that it do so.
Today they have both said yes. There is only one reason. They hope to stop the use of military force that President Obama has proposed to degrade their ability to deliver these weapons — and make the regime pay a price for the indiscriminate slaughter of 1,400 adults and children using chemical weapons containing poison sarin gas.
Many of my fellow Progressives — who like me were strong opponents of the Iraq War — support President Obama’s request for Congressional authorization to use force to sanction chemical weapons use in Syria and deter its future use. They include Congressman Keith Ellison, the Co-Chair of the Congressional Progressive Caucus; former anti-war presidential candidate Howard Dean, progressive columnists E.J. Dionne and Gene Robinson; and of course former House Speaker Nancy Pelosi.
But for those who do not want to see the use of military force in Syria, the best thing they can do to assure that the military action is not needed is to support the Congressional resolution authorizing the president to use military force if necessary. That is the absolute best way to make certain the Syrian regime actually gives up its chemical weapons once and for all — and that there is no need for the U.S. to take military action to force Assad to comply.
As the President argued last night, we need to make certain that the Russians and Syrians are absolutely convinced that if they do not make good on their new promise to turn over Syrian chemical weapons, military action will ensue — it’s that simple.
Three additional arguments have been used over the last few days that need to be addressed:
1). Some have argued that it is never justified to use force to counter malicious use of violence.
There are some Progressives who are truly pacifists — who feel that the use of force and violence is never justified.
I respect the convictions of those who hold pacifist views, but I do not agree with them.
When Governor Orville Faubus of Arkansas refused to allow the integration of the schools in Little Rock, Arkansas in 1954, it would have been easier for the rest of America to simply shake our collective fingers and decry racism. It would have also been more popular. Instead the federal government sent troops from the National Guard to enforce the desegregation order with the threat of force.
Sometimes the threat — or actual use — of force is necessary — especially to prevent violence.
That’s why we empower police departments with the ability to use the force of arms when necessary to prevent violent acts.
2). Some politicians worry that supporting the President’s proposal is simply too unpopular. They should remember that polls showed the public opposed the possible bombing campaign in 1999 that was aimed at protecting Kosovars from ethnic cleansing as well. A Gallup poll in February 1999 showed that 45 percent of the public opposed the proposed bombing compared with only 43 percent who supported it.
After the campaign was successful at achieving its goals, that opposition turned into public support, and the issue played very little role in the November 2000 Congressional elections.
3). Some opponents say simply, the use of poison gas in Syria is just not our problem. Let someone else worry about it, they say.
In fact, of course, nothing could be further from the truth. If the use of chemical weapons and other weapons of mass destruction can occur with impunity any where on our small planet, they will be used more and more frequently in military conflicts. And if they are, they pose a massive danger for human beings everywhere.
If Assad can get away with using these weapons with impunity, that will ultimately endanger us all.
But assume for a moment it were possible to isolate their use, so that it would never impact those of us thousands of miles away from the streets of suburban Damascus. Can we just ignore the suffering of those who are its victims?
There was another story about another middle eastern road – the road to Jericho – where the hero of the tale did not ignore an injured foreigner who lay suffering by the roadside. That of course was the story of the Good Samaritan – the quintessential story that is at the center of the Christian New Testament. It was the story Jesus used to explain what it meant to “love your neighbor as yourself.”
Can we sit by and ignore the cries of people in foreign lands who are slaughtered in Rwanda, or ethnically cleansed in Kosovo, or gassed by the Nazis? I don’t think so. And sometimes getting involved is not always clean and sterile. Sometimes it is messy and inconvenient and difficult.
