“Obama’s Leadership Is Right For Today”: Persuasion, Conciliation, Education And Patience

“Because of his unsure and indecisive leadership in the field of foreign policy, questions are being raised on all sides,” the writer declared, adding that the administration was “plagued by a Hamlet-like psychosis which seems to paralyze it every time decisive action is required.” Is the writer one of the many recent critics of Barack Obama’s foreign policy? Actually, it’s Richard Nixon, writing in 1961 about President John F. Kennedy. Criticizing presidents for weakness is a standard practice in Washington because the world is a messy place and, when bad things happen, Washington can be blamed for them. But to determine what the United States — and Obama — should be doing, we have to first understand the nature of the world and the dangers within it.

From 1947 until 1990, the United States faced a mortal threat, an enemy that was strategic, political, military and ideological. Washington had to keep together an alliance that faced up to the foe and persuaded countries in the middle not to give in. This meant that concerns about resolve and credibility were paramount. In this context, presidents had to continually reassure allies. This is why Dean Acheson is said to have remarked in exasperation about Europe’s persistent doubts about America’s resolve, “NATO is an alliance, not a psychiatrist’s couch!”

But the world today looks very different — far more peaceful and stable than at any point in decades and, by some measures, centuries. The United States faces no enemy anywhere on the scale of Soviet Russia. Its military spending is about that of the next 14 countries combined, most of which are treaty allies of Washington. The number of democracies around the world has grown by more than 50 percent in the past quarter-century. The countries that recently have been aggressive or acted as Washington’s adversaries are getting significant pushback. Russia has alienated Ukraine, Eastern Europe and Western Europe with its recent aggression, for which the short-term costs have grown and the long-term costs — energy diversification in Europe — have only begun to build. China has scared and angered almost all of its maritime neighbors, with each clamoring for greater U.S. involvement in Asia. Even a regional foe such as Iran has found that the costs of its aggressive foreign policy have mounted. In 2006, Iran’s favorability rating in Egypt, Jordan and Saudi Arabia was in the 75 percent to 85 percent range, according to Zogby Research. By 2012, it had fallen to about 30 percent.

In this context, what is needed from Washington is not a heroic exertion of American military power but rather a sustained effort to engage with allies, isolate enemies, support free markets and democratic values and push these positive trends forward. The Obama administration is, in fact, deeply internationalist — building on alliances in Europe and Asia, working with institutions such as the International Monetary Fund and the United Nations, isolating adversaries and strengthening the global order that has proved so beneficial to the United States and the world since 1945.

The administration has fought al-Qaeda and its allies ferociously. But it has been disciplined about the use of force, and understandably so. An America that exaggerates threats, overreacts to problems and intervenes unilaterally would produce the very damage to its credibility that people are worried about. After all, just six years ago, the United States’ closest allies were distancing themselves from Washington because it was seen as aggressive, expansionist and militaristic. Iran was popular in the Middle East in 2006 because it was seen as standing up to an imperialist America that had invaded and occupied an Arab country. And nothing damaged U.S. credibility in the Cold War more than Vietnam.

Obama is battling a knee-jerk sentiment in Washington in which the only kind of international leadership that means anything is the use of military force. “Just because we have the best hammer does not mean that every problem is a nail,” he said in his speech Wednesday at West Point. A similar sentiment was expressed in the farewell address of President Dwight D. Eisenhower, a strong leader who refused to intervene in the Suez crisis, the French collapse in Vietnam, two Taiwan Strait confrontations and the Hungarian uprising of 1956. At the time, many critics blasted the president for his passivity and wished that he would be more interventionist. A Democratic Advisory Council committee headed by Acheson called Eisenhower’s foreign policy “weak, vacillating, and tardy.” But Eisenhower kept his powder dry, confident that force was not the only way to show strength. “I’ll tell you what leadership is,” he told his speechwriter. “It’s persuasion — and conciliation — and education — and patience . It’s long, slow, tough work. That’s the only kind of leadership I know — or believe in — or will practice.”

Maybe that’s the Obama Doctrine.

“War Rarely Conforms To Slogans”: Obama Outlines A Doctrine Where Restraint Makes Us Stronger

By laying out a long-term foreign policy vision in a speech at West Point on Wednesday, President Obama challenged his critics, at home and abroad, not to speak in vague terms about U.S. “decline” or “weakness” but to answer the question: Exactly what would you do differently?

This is as close as we have gotten to an Obama Doctrine, and here it is : The United States “will use military force, unilaterally if necessary, when our core interests demand it — when our people are threatened; when our livelihoods are at stake; when the security of our allies is in danger.”

But in other cases, “when issues of global concern do not pose a direct threat to the United States . . . we should not go it alone.” Instead, Obama said, “we must mobilize allies and partners to take collective action” and “broaden our tools to include diplomacy and development; sanctions and isolation; appeals to international law and — if just, necessary and effective — multilateral military action.”

In 2008, Obama won his party’s nomination and the election as a pragmatic antiwar candidate specifically protesting our intervention in Iraq. He declared in 2002 that he was opposed not to all wars but to “a dumb war.” It was clear Wednesday that it remains a source of pride to him that he has brought what he called “a long season of war” to an end.

And he was unabashed in insisting that “some of our most costly mistakes came not from our restraint but from our willingness to rush into military adventures — without thinking through the consequences.”

Responding, perhaps in frustration, to a wave of reproach that has descended upon him because of his reluctance to use U.S. military power, he offered this riposte: “Tough talk often draws headlines, but war rarely conforms to slogans.”

Here was Obama throwing down the gauntlet to his foes. His address should force a reckoning with a key issue: Americans, by all the evidence of the polls, are skeptical of military action abroad. They reached this point not because they have undergone some large philosophical or ideological conversion. Rather, they arrived at a practical judgment after the experience of two long wars that failed — particularly in the instance of Iraq — to produce the results their supporters promised. It was the same after Vietnam: Most Americans now have a much higher bar for when they would be willing to commit lives and treasure overseas.

The war-weariness the country feels is thus not Obama’s creation. His election was itself a response to that weariness. His foreign policy reflects a determination to move the country not to isolation but to the more measured approach to military intervention practiced during the presidencies of both George H.W. Bush and Bill Clinton.

Those in the United States and elsewhere who have faulted Obama won’t be persuaded by the pains he took to locate himself in a middle ground between isolationism and hyper-interventionism. They may like hearing him say that the United States is “the one indispensable nation” that “must always lead on the world stage,” but many of them won’t be convinced that he means it.

The president is right to argue that the United States “has rarely been stronger relative to the rest of the world” and to take on those who “suggest that America is in decline.” Yet the ghost of declinism haunts the international stage and will not be exorcised easily.

This speech should be an opening bid. Obama’s efforts should be aimed less at moving those domestic opponents who will never be assuaged than at making plain to the rest of the world that the United States really does have a vital interest in promoting the “international norms” the president extolled, and in fostering conditions conducive to a “world of greater freedom and tolerance” that “helps keep us safe.” It also means paying close attention to how policy is implemented, avoiding mixed signals of the sort that characterized last fall’s Syrian crisis.

As for the president’s critics, they have an obligation to answer his challenge. Those who believe that the United States should underwrite a world order friendly to our values and interests need to accept that the promiscuous deployment of U.S. troops abroad is the surest way to undermine support for this mission at home. In calling for restraint and realism — and by insisting on raising the threshold for wars of choice — Obama may yet prove himself to be the best friend American internationalists have.

“The Longest War”: Afghanistan, The Soon To Be Forgotten War

President Obama made a surprise visit to Afghanistan yesterday, telling American troops that while “Afghanistan is still a very dangerous place,” they can take pride in what they’ve accomplished. “More Afghans have hope in their future, and so much of that is because of you.” As we honor the service members who gave their lives in all of America’s wars, it’s a good time to ask how we’ll look at the longest one we’ve ever fought. By the time we wind down our mission there at the end of this year, the Afghanistan war will have lasted over 13 years.

Here’s a prediction, one I make with no pleasure: when we pull most of our troops out of the country later this year, most Americans will quickly try to forget Afghanistan even exists.

Consider this: How much have you thought about Iraq lately? When the last U.S. troops left there in December 2011 after nearly nine years of war, the public was relieved that we could finally wash our hands of what was probably the worst foreign policy disaster in American history, with over 4,000 Americans dead (not to mention hundreds of thousands of Iraqis) and a couple of trillion dollars spent, all for a war sold on false pretenses. But unless you’ve been paying attention to the stories on the inside pages, you may not have noticed that Iraq is not exactly the thriving, peaceful democracy we hoped we would leave behind. The country is beset by factional violence; according to the United Nations, 7,818 Iraqi civilians were killed in attacks in 2013. No country in the world saw more terrorism.

I’m not arguing that there’s much we can do about it now, or that we should have stayed. But as far as Americans are concerned, Iraq’s problems are now Iraq’s to solve, and most of us would rather just not think about it.

We’ll be keeping troops in Afghanistan after the end of this year, to do targeted counterterrorism and training of Afghan forces. The number hasn’t yet been determined, but it will be small enough that we can say we’re no longer at war there. And for all we know today, things could turn out great. Perhaps the Afghan government will manage to clear itself of the corruption with which it has been infected, and perhaps the country will not be riven by factional violence. Perhaps we will leave behind a state with enough strength and legitimacy to hold the country together. But if those things don’t happen, most Americans won’t want to hear about it.

Afghanistan will get put in the same corner of our minds we now place Iraq. So many misguided decisions from those at the top, so much sacrifice from those on the ground, and for what? The answer is too painful to contemplate, so we’ll prefer to thank the veterans for their service and not spend too much time thinking about the larger questions of what the war meant.

“Let’s Not Be Misled”: In VA Scandal, Let’s Have Accountability For All — Including Congress

While Congress eagerly prepares its latest political stunt – a resolution to oust Gen. Eric Shinseki as Veterans Affairs Secretary – members might want to consider their own responsibility for the scandalous inadequacy of veterans’ health care. Unlike most of them, especially on the Republican side, Shinseki opposed the incompetent war plans of the Bush administration that left so many American service men and women grievously wounded. And unlike most of them, especially on the Republican side, Shinseki has done much to reduce the backlog of veterans seeking care, despite the congressional failure to provide sufficient funding.

Anyone paying attention knows by now that those secret waiting lists at VA facilities – which may have led to the premature deaths of scores of injured veterans – are a direct consequence of policy decisions made in the White House years before Barack Obama got there. The misguided invasion of Iraq, carried out with insufficient numbers of troops shielded by insufficient armor, led directly to thousands of new cases of traumatic brain injury, post-traumatic stress disorder (PTSD), and other physical and mental illnesses requiring speedy treatment.

A substantial portion of the estimated three-trillion-dollar price of that war is represented by the cost of decent care for veterans. But even as that war raged on, the Bush administration and Republicans in Congress repeatedly refused to appropriate sufficient funding for VA health care. This financial stinginess toward vets was consistent with Bush’s refusal to take any steps to pay for his expensive war (and to protect his skewed tax cuts instead). As Alec McGillis explained in The New Republic, legislators who voted for war while opposing expansion of the VA are hypocrites, particularly when they claim to care about veterans.  So are the Republican governors who claim to care about vets but refuse to expand Medicaid, which would provide coverage for more than 250,000 impoverished veterans.

Breaking down the voting record, year after year, the pattern along party lines is clear: Republicans regularly seek cuts in VA funding and oppose Democratic efforts to increase that funding – a pattern that extends back to the first years of the Iraq and Afghan conflicts and continues to this day. As recently as last February, Senate Republicans filibustered a Democratic bill that would have added $20 billion in VA funding over the next decade, which would have built at least 26 new VA health care facilities. The Republicans killed that bill because Democratic leaders refused to add an amendment on Iran sanctions – designed to scuttle the ongoing nuclear negotiations – and because they just don’t want to spend more money on vets. Senator Bernie Sanders, the Vermont independent who chairs the Veterans Affairs Committee, said the costs of the expansion bill would be covered by savings from the end of troop deployments in Iraq and Afghanistan. But with cruel irony, according to The Washington Post, “Republicans indicated that they prefer to dedicate the savings toward deficit reduction” rather than improved services.

What those who have served should get is the kind of care that has made the VA among the most successful health systems in the world (for those who can access its services). Instead they will get political swaggering, as members of Congress seek to score points against President Obama by attacking Shinseki, and dogmatic opportunism, as right-wing ideologues insist the VA is just another big government program to cut or even abolish. The Republicans who are susceptible to such proposals should be very careful, lest they arouse the anger of the normally conservative American Legion and Veterans of Foreign Wars, whose leaders react with anger and outrage to the idea of privatization. As American Legion commander Dan Dellinger said in congressional testimony last week, his organization overwhelmingly “finds that veterans are extremely satisfied with their health care team and medical providers.”

So let’s not be misled about the VA by Washington’s loudmouths and poseurs – the warmongers who never face up to the price of their enthusiasm in lives and treasure. When politicians demand accountability from their betters, including a war hero like Eric Shinseki, let’s remember that they should be held accountable, too.

“Truly Something To Behold”: Republicans War-Monger, Then Complain When We’re Overwhelmed By Sick Vets

It took very little time at all for reports of falsified records covering up delays at a Veterans Administration hospital in Phoenix to balloon into just another who’s up-who’s down Washington political story. From the New York Timesfront-page article today declaring in its headline that the “V.A. Accusations Aggravate Woes for White House”:

Republican lawmakers intensified their criticism of Mr. Obama, and some made it clear they intended to use the incidents at the hospitals as fodder for a broader political theme about incompetence in his administration.

“The election of President Obama ushered in a new era of big government and with it a renewed flurry of mismanagement,” Representative Kevin McCarthy of California, the House Republican whip, said in a statement. “If the president truly did not know about these scandals and mistakes, we should doubt his ability to properly manage the leviathan government that he helped create.”

Representative Eric Cantor of Virginia, the No. 2 Republican in the House, told reporters on Tuesday that Mr. Obama had not acted swiftly enough. He added that “it is time for our president to come forward and take responsibility for this and do the right thing by these veterans and begin to show that he actually cares about getting it straight.”

Meanwhile, after Obama addressed the Phoenix scandal at the White House this morning, Republican Senate leader Mitch McConnell huffed, “Unfortunately [we] have yet to hear” Obama treating the “VA crisis with the seriousness it deserves.”

The hypocrisy on view here is truly something to behold. If V.A. employees in Phoenix, or anywhere else, were engaged in fraud and cover-up of the sort that is being alleged, that is a travesty and heads will have to roll, as one already has. And it’s fair to ask, as we did with the bungled rollout of healthcare.gov, why the White House hasn’t paid more attention to the nuts and bolt functioning of the federal bureaucracy. But for Republicans to expand the scandal into a broader indictment of Obama’s overall handling of veterans affairs means overlooking some relevant context.

For starters, there is the matter of funding. If there’s been one side pushing for greater resources for the Veterans Administration in the age of austerity these past five years, it hasn’t been the Republicans. It was the much-maligned economic stimulus package of 2009 that included $1 billion for the V.A. While the V.A. itself was protected from the budget sequestration that Republicans fought to keep in place last year, many other veterans programs—providing mental health services and housing, among other things—were hit hard by the sequestration cuts. And when the Senate was poised to pass a $24 billion bill for federal healthcare an education programs for veterans three months ago, Senate Republicans, led by McConnell, blocked it in a filibuster, saying the bill would bust the budget and complaining that Senate Democrats had refused to allow an amendment on Iran sanctions to be attached to the bill.

But there is a whole other level of context to consider here as well. There is a pretty basic reason for backlogs at V.A. facilities and in the disability claims process, the other ongoing V.A. mess. Put simply: when you go to war, you get more wounded veterans, and in a country without a universal health care system, they are all funneled into this one agency with limited capacity. Every one of the Republican leaders quoted above attacking Obama for the V.A. backlogs strongly supported launching the wars in Iraq and Afghanistan that resulted in nearly 7,000 fatalities and a huge surge in medical needs and disability claims. Nearly one-half of veterans returning from Iraq and Afghanistan have filed claims for permanent disability compensation. These claims need to be assessed for their validity, just as we attempt to do with claims for other programs, such as Social Security disability, unless we want to simply throw open the doors on a compensation program that is already expected to cost close to a trillion dollars for Iraq and Afghanistan vets. Making the assessment all the more challenging is the nature of the disability claims being made. Awarding disability status for a missing limb is easy. Harder are the much larger numbers of claims for traumatic brain injury caused by the IED explosions that were the greatest threat to our service members in these two wars of occupation. Consider this graph:

Something, it appears, happened around 2003 that caused the rate of traumatic brain injuries in the U.S. military to spike. Now what could that have been? Whatever it was, it happened while Barack Obama was in the Illinois state Senate, giving an obscure speech against invading Iraq. He is now having to reckon with the fallout from that event, as is his responsibility to do as commander in chief. But you’d think that those who had actually played a part in bringing about that event would have enough self-awareness to resist scoring political points off of the years-later fallout. Apparently, though, even that is too much to ask.
