“Foraging For Food”: What Harry Reid Learned At The Grocery Store

The speaker is Harry Reid, the Senate Democratic Leader. The place is the Senate floor. The time is last week, after the House Republicans committed the latest outrage, voting to cut the food stamp program, always part of the farm bill – until now. Hear Harry speak on one of life’s simple pleasures:

One of my favorite things that I really like to do in Nevada and here, in Washington, is go grocery shopping. It’s such a diversion for me. I love going grocery shopping to look around, buy the things. Landra and I are without our children and our grandchildren. We live alone. But we still buy food. And I enjoy that so very, very much.

So I know, have a good idea how much $4 will buy or $4.50 to be specific. That’s not money to buy … a pound of hamburger. They have different grades of hamburger. They have the expensive kind, not so expensive and the cheaper kind. Even the cheaper kind you couldn’t buy a pound of that most of the time. A gallon of milk (is) about $4. You couldn’t buy them both the same day. It’s possible to (make) important reforms in both the farm and food stamp programs without balancing the budget on the backs of people who are hungry.

This is one of the most humane speeches I’ve ever come across in the Senate. It may be a first. Seldom does a majority leader, who holds so much power in his hands, seem so humble and down to earth. More often than not, the voices in that clubby chamber drone on longer than necessary, with nobody listening, trying to summon the spirit of Daniel Webster.

The straightforward Reid put his finger on the universal importance of going out to find – or forage – food for yourself and your family. Whether you are man, woman or child, that is an elemental need and the ancient way that we became civilized, by sitting down to break bread, cook meat or gather berries together.

In times of trouble, the government should be your friend trying to help you, not an enemy scheming to take away what little you have. That is not “conservative.” That’s firebrand radical. Federal food stamp assistance goes back to the Great Depression, for heaven’s sake, when government lent a helping hand.

Harold Ickes, an advisor to President Franklin D. Roosevelt, famously observed the obvious: “People need to eat three times a day.” A blunt statement with sense and compassion between the lines.

I hope everyone knows by now the food stamp troublemakers – the same ones who threaten to shut down the government – are about 40 House Republicans, most of them tea party people who were elected in 2010. They promised to create chaos here in Washington – and then they spit out “D.C.” They ran for office on a platform of practically burning the building down, or least closing the Capitol, the citadel of our democracy.

They have no knowledge of Congress and no interest in its traditions. They respect neither seniority nor authority. They don’t even listen to their own Speaker, John Boehner. Poor country club guy from small-town Ohio, Boehner can’t control these angry white people who showed up with everything but their pitchforks. Sorry, but they are an intolerable faction and this latest act is unconscionable. In fact, let’s call it what it is: un-American.

Paul Krugman, the op-ed columnist for The New York Times, spoke out strongly against “the war on food stamps.” He quoted the GOP golden boy, Rep. Paul Ryan of Wisconsin, disparaging food and nutrition assistance as “a hammock” instead of a safety net. Ryan is a sharp-tongued instigator of all the madness – in both senses of the word. I have news for Krugman: These people, except for Ryan, are not likely to read The New York Times. They are anti-establishment, anti-intellectual, anti-government, anti-immigrant. If anything, they would take take criticism from The Times as a compliment.

The political party they resemble most is the one Abraham Lincoln despised, the defiant Know-Nothings, back before the Civil War. I think that’s why President Obama can’t wrap his mind around how much damage they plan to do to his presidency and the government and the American people. He’s a man of reason living in unreasonable times. He has the milk of human kindness in his bones; but his political foes have no mercy on the less fortunate among us, not even on children. They would take food out of the mouths of babes.

Reid said it best in his un-common sense statement: Don’t balance the budget on the backs of people who are hungry. Amen.

“Free To Be Hungry”: Conservatives Believe That Freedom Is Just Another Word For “Not Enough To Eat”

The word “freedom” looms large in modern conservative rhetoric. Lobbying groups are given names like FreedomWorks; health reform is denounced not just for its cost but as an assault on, yes, freedom. Oh, and remember when we were supposed to refer to pommes frites as “freedom fries”?

The right’s definition of freedom, however, isn’t one that, say, F.D.R. would recognize. In particular, the third of his famous Four Freedoms — freedom from want — seems to have been turned on its head. Conservatives seem, in particular, to believe that freedom’s just another word for not enough to eat.

Hence the war on food stamps, which House Republicans have just voted to cut sharply even while voting to increase farm subsidies.

In a way, you can see why the food stamp program — or, to use its proper name, the Supplemental Nutritional Assistance Program (SNAP) — has become a target. Conservatives are deeply committed to the view that the size of government has exploded under President Obama but face the awkward fact that public employment is down sharply, while overall spending has been falling fast as a share of G.D.P. SNAP, however, really has grown a lot, with enrollment rising from 26 million Americans in 2007 to almost 48 million now.

Conservatives look at this and see what, to their great disappointment, they can’t find elsewhere in the data: runaway, explosive growth in a government program. The rest of us, however, see a safety-net program doing exactly what it’s supposed to do: help more people in a time of widespread economic distress.

The recent growth of SNAP has indeed been unusual, but then so have the times, in the worst possible way. The Great Recession of 2007-9 was the worst slump since the Great Depression, and the recovery that followed has been very weak. Multiple careful economic studies have shown that the economic downturn explains the great bulk of the increase in food stamp use. And while the economic news has been generally bad, one piece of good news is that food stamps have at least mitigated the hardship, keeping millions of Americans out of poverty.

Nor is that the program’s only benefit. The evidence is now overwhelming that spending cuts in a depressed economy deepen the slump, yet government spending has been falling anyway. SNAP, however, is one program that has been expanding, and as such it has indirectly helped save hundreds of thousands of jobs.

But, say the usual suspects, the recession ended in 2009. Why hasn’t recovery brought the SNAP rolls down? The answer is, while the recession did indeed officially end in 2009, what we’ve had since then is a recovery of, by and for a small number of people at the top of the income distribution, with none of the gains trickling down to the less fortunate. Adjusted for inflation, the income of the top 1 percent rose 31 percent from 2009 to 2012, but the real income of the bottom 40 percent actually fell 6 percent. Why should food stamp usage have gone down?

Still, is SNAP in general a good idea? Or is it, as Paul Ryan, the chairman of the House Budget Committee, puts it, an example of turning the safety net into “a hammock that lulls able-bodied people to lives of dependency and complacency.”

One answer is, some hammock: last year, average food stamp benefits were $4.45 a day. Also, about those “able-bodied people”: almost two-thirds of SNAP beneficiaries are children, the elderly or the disabled, and most of the rest are adults with children.

Beyond that, however, you might think that ensuring adequate nutrition for children, which is a large part of what SNAP does, actually makes it less, not more likely that those children will be poor and need public assistance when they grow up. And that’s what the evidence shows. The economists Hilary Hoynes and Diane Whitmore Schanzenbach have studied the impact of the food stamp program in the 1960s and 1970s, when it was gradually rolled out across the country. They found that children who received early assistance grew up, on average, to be healthier and more productive adults than those who didn’t — and they were also, it turns out, less likely to turn to the safety net for help.

SNAP, in short, is public policy at its best. It not only helps those in need; it helps them help themselves. And it has done yeoman work in the economic crisis, mitigating suffering and protecting jobs at a time when all too many policy makers seem determined to do the opposite. So it tells you something that conservatives have singled out this of all programs for special ire.

Even some conservative pundits worry that the war on food stamps, especially combined with the vote to increase farm subsidies, is bad for the G.O.P., because it makes Republicans look like meanspirited class warriors. Indeed it does. And that’s because they are.

“Diary Of A Legislative Terrorist”: Ted Cruz Goes Nuclear Against His Own Party To Save His Own Skin

After months of attempting to tie the continued funding of the government to his demand that the Affordable Care Act be demolished, Texas Senator Ted Cruz is now coming face to face with what happens to demagogues who write political checks they can never hope to cash—and it isn’t pretty.

With a strategy that is now crumbling beneath his feet, it is all too clear that Ted Cruz made one heck of a miscalculation—one that promises to put an end to a budding political career that many believed would lead all the way to 1600 Pennsylvania Avenue.

So, how did it happen?

It began with Mr. Cruz placing a populist bet that he could use the August town hall season to change the math on Capitol Hill while enlisting millions to his ultimate cause—his candidacy to become President of the United States in 2016.

As the Texas Senator likely saw it, he could swoop in on the gatherings of like-minded, adoring members of his base and, by using the media to spread his message, convince watching independents that the Affordable Care act was so detrimental to the nation’s future that there was no legislative action—no matter how radical or extreme—that should be avoided in the quest to rid the country of the scourge of healthcare reform.

If Cruz’s efforts somehow succeeded beyond what most would have viewed as a rational expectation and the Senator was able to force enough Republican votes—and maybe even a few Democratic votes—to his way of thinking, Cruz would be portrayed as a great and heroic warrior.

This would be true even if there were, ultimately, insufficient votes for Cruz to win the battle.

And if his fellow Republicans in the Senate chose not to go along with his tactics, the Senator would, at the least, depart the town hall circuit with pockets full of publicity and legions of adoring minions who would henceforth view him as a great leader willing to fall on his own sword while appearing to bravely ignore his own political future if that is what it took to save his country from the evils of Obamacare.

It wasn’t a completely insane gambit.

The problem, however, was that Cruz’s entire strategy was dependent upon his expectation that the majority of Americans who continue to dislike the Affordable Care Act (and they do) would be willing to support a government shutdown brought about by Cruz’s effort to tie the destruction of Obamacare to the continuing operations of government.

That is where it all began to fall apart.

It turns out that, while the majority of Americans may continue to view Obamacare with a jaundiced eye, they are not at all prepared to accept Cruz’s radical, ‘take no prisoners’ approach as a solution.

With right-leaning publications like “Hot Air” screaming headlines like  “Republican poll: Public opposed to a government shutdown to defund ObamaCare, including Republicans”, it began to dawn on the Texas Senator that he had made a serious miscalculation and that being credited with causing a shutdown was not going to be the political bonus he had anticipated.

Cruz reacted as might be expected—he began looking for a way to squirm out of his predicament. Immediately, he turned to boldly stating that any government shutdown would not be his fault—but rather the fault of the President.

Why? Because while he had initially perceived getting the credit for a shutdown to be a good thing, the data revealed he had badly judged the intent of the public. Therefore, he had to find a way to continue his plan while pushing the blame of shutdown to the other side—a tall order leaving Cruz to employ a deeply flawed logic that could only appeal to the lowest of low-information voters when attempting to sell us on the idea that this would all be Obama’s fault.

But having discovered the great flaw in his grand design, Cruz really had nowhere else to go.

If you, somehow, remain unclear as to the absurdity of Cruz’s attempt to argue that a shutdown would fall on the shoulders of the White House, consider that this logic would be akin to someone pointing a gun to the head of your puppy before turning to you and demanding that, if you want to save your hapless pooch, you must hand over to him your child’s entire college fund which you have been contributing to for some twenty years.

When you, understandably, refuse to make the trade—despite the fact that you could give the perpetrator the entire fund and deny your child her dreams for the future in order to save the pup—the perpetrator follows through on his terrible deed and then blames you for the death of the poor little puppy. Why? Because he gave you the chance to save the dog’s life and it was within your power to do so, no matter how repugnant. Never mind that the perpetrator had no right to put your dog’s life into the balance in the first place.

Thus, by Cruz’s logic, because the President will not destroy his own law, duly passed by Congress, signed into law by that President and adjudicated legal by the United States Supreme Court, and all because a first term Senator and a few of his friends demand he do so, the fault for the resulting threatened punishment is on the President —not on Cruz himself.

There were additional flaws in Ted Cruz’s grand plan.

Faced with a public that does not favor closing up government in order to extract the end of the President’s signature legislation, the likelihood of persuading Cruz’s fellow Republicans in the Senate to go along with his strategy drops to near zero. While it was always a pipedream to imagine that there would ever have been enough votes in the Senate to make Cruz’s dreams of Obamacare defunding come true—even if a majority of voters supported the notion—without a public hunger for extreme measures, any hope Cruz might have harbored for Senate support were—and are–doomed.

And if, by some miracle, Cruz could use public sentiment to turn enough Democrats and Republicans in the Senate to his way of thinking, hell would freeze over before the President of the United States would go along with any continuing resolution that includes the destruction of his own, signature legislation.

As Congressman Tom Cole (R-OK) put it, “It’s awfully hard to repeal Obamacare when a guy named Obama is President.”

While Senator Cruz certainly would have relished an ultimate victory that included defunding Obamacare, he surely knew this was an unlikely result to his campaign. But his true objective, despite his falsely courageous protestations otherwise, was never to actually pull off the death of Obamacare—rather, his objective was to portray himself as a committed leader who was willing and able to single-handedly shut down the government in a greater cause. Cruz was placing this bet in the belief that were he to earn the credit for a government shutdown over the Obamacare issue, he would become a true hero in the hearts and minds not only of the Republican base—but the millions of independent Americans who both object to Obamacare and would not be personally affected by a shuttering of the government.

Who knew the public would show such disdain for Cruz’s tactics?

Realizing that Cruz had put his penchant for demagoguery ahead of the fortunes of his own party, key Republican leaders, both inside and outside of government, began to speak up and to do so loudly.

Karl Rove published an op-ed taking Cruz—and other Republicans who would favor a shutdown—to task for being willing to inflict the serious political damage such an action would cause the Republican Party. As for the elected ‘insiders’, we’ve learned that Fox Fox News Sunday talk show host Chris Wallace was flooded with reams of opposition research aimed at Cruz as Wallace prepared for yesterday’s show—all of which was provided by Republicans!

Ted Cruz’s response to his massive failure?

Speaking during his appearance on the Fox Sunday show, Cruz said—

“Any vote for cloture, any vote to allow Harry Reid to add funding to Obamacare with just a 51-vote threshold, a vote for cloture is a vote for Obamacare. And I think Senate Republicans are going to stand side-by-side with Speaker [John] Boehner and House Republicans, listening to the people and stopping this train wreck that is Obamacare.”

What that means is that Ted Cruz now plans on taking his party down with him by using a procedural tactic in the Senate that would brand any Republican voting for cloture—thereby agreeing to send the House bill to a vote of the Senate where it will surely be defeated—as a ‘supporter’ of Obamacare.

And if the Senate Republicans were to buckle to Cruz and refuse to vote in favor of cloture, the House Bill will remain stalled in the Senate and the government will shut down with the Republicans clearly taking all the blame.

Either way, Cruz has now created a lose-lose scenario for his Republican colleagues in the Senate that either brings an unwanted government shutdown or invites a never-ending flurry of primary challenges to his GOP cohorts…and all to save whatever credibility Ted Cruz might still be hanging onto with a narrow slice of the GOP base.

All of this brings us to one, inescapable conclusion…Ted Cruz is desperate.

How bad is it?

As one House GOP aide put it, “Nancy Pelosi is more well-liked around here.”

Ouch.

“We Don’t Make Deals With Bullies”: No Yielding On Obamacare, Debt Ceiling Or Government Shutdown

Republicans in the House are like a bunch of 3-year-olds playing with matches. Their hapless leaders don’t have the sense to scold them and send them to their rooms — which means President Obama has to be the disciplinarian in this dysfunctional family.

Mature adults in the GOP should have explained reality to these tantrum-throwing tykes long ago: It simply is not within their constitutional power to make Obamacare go away. They can scream at the top of their lungs, roll around on the floor, hold their breath until they turn blue, waste everybody’s time with 41 useless votes — whatever. All they can really do is hurt themselves or others.

Yet here we are, with Speaker John Boehner (Ohio) cowed into letting his members threaten to shut down the government unless they are allowed to stay up all night watching television and eating candy. Also, unless the Senate and Obama agree to nullify health-care reform before it fully takes effect.

I happen to believe that Obamacare is a great accomplishment, providing access to medical insurance to millions of Americans who lack it and bringing the nation much closer to universal health care. It’s an imperfect law, to be sure, but it could be made much better with the kind of constructive tinkering that responsible leaders performed on Social Security and Medicare.

Even if Obamacare were tremendously flawed, however, it would be wrong to let a bunch of extremist ideologues hold the country hostage in this manner. If Republicans want to repeal the reforms, they should win the Senate and the presidency. If not, they’re welcome to pout and sulk all they want — but not to use extortion to get their way.

At issue is not just the threat of a federal shutdown, which will happen Oct. 1 unless Congress passes a continuing resolution to fund government operations. The debt ceiling has to be raised before the Treasury hits its borrowing limit, which will happen around Oct. 18. If House Republicans don’t kill or neutralize Obamacare with the funding bill, they are ready to threaten the nation — and the global economy — with a potentially catastrophic default.

The proper response — really, the only response — is to say no. And mean it.

Obama is, by nature, a reasonable and flexible man, but this time he must not yield. Even if you leave aside what delaying or defunding Obamacare would mean for his legacy — erasing his most significant domestic accomplishment — it would be irresponsible for him to bow to the GOP zealots’ demands.

The practical impact of acquiescing would be huge. Individuals who have been uninsured are anticipating access to adequate care. State governments, insurance companies and health-care providers have spent vast amounts of time and money preparing for the law to take effect. To suddenly say “never mind” would be unbelievably reckless.

The political implication of compromising with blackmailers would be an unthinkable surrender of presidential authority. The next time he says “I will do this” or “I will not do that,” why should Congress or the American people take him seriously? How could that possibly enhance Obama’s image on the world stage?

Obama has said he will not accept a budget deal that cripples Obamacare and will never negotiate on the debt ceiling. Even if the Republicans carry through with their threats — and this may happen — the president has no option but to stand his ground.

You don’t deal with bullies by making a deal to keep the peace. That only rewards and encourages them. You have to push back.

The thing is, this showdown is a sure political loser for the GOP — and smart Republicans know it. Boehner doesn’t want this fight and, in fact, should be grateful if Obama hangs tough and shows the crazies the limits of their power. Most Republicans in the Senate don’t want this fight. It’s doubtful that even a majority of House Republicans really, truly want this fight, no matter what they say publicly.

But irresponsible demagogues — I mean you, Sen. Ted Cruz (R-Tex.) — have whipped the GOP base into a frenzy of unrealistic expectations. House members who balk at jumping off the cliff risk being labeled “moderate,” which is the very worst thing you can call a Republican — and the most likely thing to shorten his or her political career.

The way to end this madness is by firmly saying no. If Boehner won’t do it, Obama must.

“Hostages Are A Pre-requisite”: Coming To Terms With The Normalization Of Republican Extortion Politics

President Obama spoke yesterday to the Business Roundtable, and used some language to describe Republican tactics that raised a few eyebrows — not because he was incorrect, but because his word choice was provocative.

In his remarks, Mr. Obama accused what he called “a faction” of Republicans in the House of trying to “extort” him by refusing to raise the nation’s debt ceiling unless the president’s health care plan is repealed.

“You have never in the history of the United States seen the threat of not raising the debt ceiling to extort a president or a governing party,” Mr. Obama said. “It’s irresponsible.”

Mr. Obama called upon the business leaders to try to convince lawmakers to avoid the kind of “brinksmanship” that would lead to promises of “apocalypse” every few months. “What I will not do is to create a habit, a pattern whereby the full faith and credit of the united states ends up being a bargaining chip to make policy,” he said. “I’m tired of it,” he added. “And I suspect you are too.”

For the president to publicly reference Republican “extortion” tactics struck some as excessive. That’s a shame; Obama’s right.

Let’s step back for a moment. A traditional, transactional method of governing was in place in Washington for generations, and it worked fairly well. In some cases, policymakers would rely on intra-policy cooperation (“I’ll go along with some of the provisions you want if you go along with some of the provisions I want”), and in other cases it’s been inter-policy cooperation (“I can help move that bill you like if you help me move this other bill that I like”).

The transactional model was never easy, of course, and parties that were supposed to disagree usually did, but governing happened. Bills passed. Policymaking and compromises existed. The nation did not simply bounce from one self-imposed, manufactured crisis to the next.

In the wake of the radicalization of Republican politics, the system broke down, largely because GOP officials came to believe they can no longer accept concessions on anything, and anyone who dares compromise with those they disagree with deserves to lose in a Republican primary.

What matters, of course, is what’s replaced transactional politics.

I tend to describe it as extortion politics, which we may be getting used to, but which has no modern precedent in the American system of government.

Consider an example from earlier this year. House Republicans approved a budget plan and challenged Senate Democrats to do the same, assuming they’d fail. The GOP miscalculated and Senate Dems approved their own budget plan in the spring.

From there, lawmakers were supposed to enter bipartisan, bicameral negotiations, which is what always happens when the House and Senate approve competing budget blueprints. But a funny thing happened — Republicans refused to enter the budget talks they said they wanted.

It hasn’t generated much attention, but it’s important to understand why. GOP lawmakers couldn’t go to the negotiating table because that would mean … negotiating. Republicans weren’t prepared to compromise on anything, so why bother with budget talks? What GOP officials wanted instead was to wait until the fall when they might at least try to claim leverage in an extortion plot.

In other words, hostages have become a prerequisite to Republican governance.

We’ve actually reached the point at which the GOP seems genuinely and literally confused about the meaning of the word “compromise.” Consider this item from a week ago:

One group of conservatives on Thursday pressed what they called a compromise: a one-year stopgap spending bill that would raise the debt ceiling for a year, delay all aspects of the health care law for a year, and give back some of the Pentagon cuts as a sweetener. Backers insisted on Thursday that it was a package Mr. Obama should be able to accept.

Got that? In this approach, Republicans would get the health care delay they want and the spending levels they want. What would Democrats get? Nothing except the relief that comes with knowing that the hostage the GOP was threatening would live to see another day.

This, in the delusional minds of congressional Republicans, is not only a “compromise,” it’s the kind of deal the White House might actually go for.

This has become the norm in every major legislative fight since January 2011. Faced with a challenge, Republicans won’t compromise or consider possible concessions; they’ll instead reach for the nearest hostage and start making threats. The nation shifts from one crisis to the next, not because we have to, but because Republicans have made it their m.o. In the last Congress, Republicans created a debt-ceiling crisis and three separate shutdown threats. In this Congress, we’re only nine months in and we’re already facing a shutdown crisis this month and a new debt-ceiling crisis next month.

In each instance, the GOP approach is the same: so long as our demands are met, and we don’t have to compromise, we won’t have to hurt anyone on purpose.

So before the Beltway gets too bent out of shape over Obama using the word “extort” in a speech, I have a question: can anyone think of a more apt description of what’s tragically become the new status quo in Washington?
