“So Much For Sincerity”: Republicans’ Hispanic Outreach Effort Off To A Rocky Start
In January, not long after President Barack Obama trounced Mitt Romney by 44 percent among Latino voters, the GOP-aligned Hispanic Leadership Network issued a new set of “tonally sensitive messaging points” for Republicans to use when engaging with Latino and Hispanic voters. The idea behind the memo seemed to be that, if Republicans won’t attract Hispanics with appealing policy proposals, they should at least try to stop driving them away with racially charged language.
Clearly, Representative Don Young (R-AK) didn’t get the message.
Congressman Young went disastrously off-script during an interview with Alaskan radio station KRBD, released Thursday, when he used a racial slur to describe the workers on his father’s ranch.
“My father had a ranch; we used to have 50-60 wetbacks to pick tomatoes,” Young said. “It takes two people to pick the same tomatoes now. It’s all done by machine.”
Quickly realizing that he had made a tremendous error, Young issued an apology of sorts late Thursday night.
“I used a term that was commonly used during my days growing up on a farm in central California,” Young said in a statement. “I know that this term is not used in the same way nowadays and I meant no disrespect.”
Putting aside the question of what context Young thinks could possibly make the term “wetback” acceptable—or for that matter, not disrespectful—his explanation clearly fails to undo the damage done by his offensive statement.
With an eye towards damage control, Republican leaders quickly blasted Young’s comments.
“Congressman Young’s remarks were offensive and beneath the dignity of the office he holds,” House Speaker John Boehner (R-OH) said in a statement. “I don’t care why he said it—there’s no excuse and it warrants an immediate apology.”
Republican National Committee chairman Reince Priebus concurred, saying “The words used by Representative Young emphatically do not represent the beliefs of the Republican Party,” adding, “Offensive language and ethnic slurs have no place in our public discourse.”
Indeed, it was Priebus who just last week released a report urging that “if we want ethnic minority voters to support Republicans, we have to engage them, and show our sincerity.” In just 10 days since that report, Young labeled Hispanic workers as wetbacks, Senate Republicans started a racially charged campaign against President Obama’s only Latino cabinet nominee, and North Carolina governor Pat McCrory unceremoniously shuttered his state’s Office of Hispanic/Latino affairs. And that’s not even touching the Conservative Political Action Conference, which featured birther jokes and a minority “outreach” panel arguing that slavery was good for black Americans.
So much for showing sincerity.
Ultimately, the biggest problem with the GOP’s minority outreach program is simple: Most Republicans seem to have very little interest in actually appealing to minority communities. Polling suggests that Hispanic voters align much more closely with Democrats than Republicans on a wide range of social and economic issues. But instead of working to find common ground on these policy splits, Republicans chose to simply soften their rhetoric — and they haven’t even done that successfully.
If Republican politicians cannot even uphold their own “stop using racial slurs” rule, then their chances of making real inroads with minority communities seem more remote than ever.

“At Stake, The Core Of The GOP”: How Conservatives Might Hurt Republicans On Immigration
Us. Them.
There is quite a lot of posturing about who will introduce what part of comprehensive immigration reform (CIR), 2013-style. It seems an article of faith that Republicans will take the lead on several initiatives, because they know that a bill associated with President Obama will be too much for them to sell to their base, and because party leaders genuinely want to take the issue off the front burner.
But how is this supposed to work?
GOP strategists and the establishment certainly understand that the party has a problem with Hispanics. And yes, the inability of Congress to pass immigration reform has contributed to the idea that Republicans don’t want it.
But the real thing that’s turned off Hispanics has nothing to do with legislation or even enforcement. (If enforcement was correlated with political adulation, President Obama would be in trouble with Latinos. He is not.)
What mattered is what the party stood for at its core: What it expects of others and what it expects of everyone else. And the core of the Republican Party today does not believe that the immigration reform approach now championed by its own leaders is right for the country or fair to Americans who already live here.
And for Republicans who are looking to shake up the party, immigration remains a fabulous issue. Fabulous. A conservative revolt is inevitable, I think. The talk show vocalists of the base just hate the idea that de-facto amnesty will depend upon President Obama’s enforcement initiatives. They hate the fact that the GOP leadership has bought into the (Democratic/media) idea that undocumented Latinos need and want government subsidies and sanction for their crime. They don’t believe that Hispanics will shift toward the GOP anyway, unless the GOP truly focuses on the things that conservatives like to essentialize about Hispanics: They’re family-oriented, religious, entrepreneurial.
But they recognize that Marco Rubio is the best voice the party has right now, and it’s still January of 2013.
Give it time.
Is it fair to magnetize U.S. borders and give businesses a cheap supply of new labor at the expense of Americans who are looking for jobs? Will the tax base really broaden because most new immigrants won’t make enough money to pay federal income taxes?
The moment conservatives make immigration into a 2014 election issue, insisting that their candidates either disavow what they voted on in 2013 or promise to repeal it is the moment that the party’s attempt to make amends with Hispanics gets put on hold.
An enterprising 2016 presidential candidate (Sen. Ted Cruz? Sarah Palin?) could step in to represent this part of the party.
Truth be told, I don’t know how Republicans solve their “Latino” problem anytime soon. It is manifold and multi-causal. But the coming “us versus them” backlash will not be helpful.

“The Moment Of Truth”: Is Immigration Reform The End Of The Line For GOP-Tea Party Alliance?
As Republican elected officials—hoping to save their political party from going the way of the dinosaur—race to grab as much credit as possible for a newly minted immigration reform effort designed to create a pathway to citizenship for some 11 million people illegally in the United States, the moment of truth for the GOP-Tea Party alliance may now be at hand.
And make no mistake…it’s going to get ugly.
While the immigration plan proposed on Monday by a bipartisan panel of eight U.S. Senators would create what the group is calling a “tough but fair path to citizenship for unauthorized immigrants currently living in the United States that is contingent upon securing our borders and tracking whether legal immigrants have left the country when required”, it seems unlikely that Tea Party backed Members in the House of Representatives can support any such plan without being viewed as having sold out the most basic of Tea Party principles. As a result, any action in the Senate to approve such a reform effort is likely to kick off an inter-party war in the House that will make the battles inside the GOP caucus over the fiscal cliff, debt ceiling and tax increases for the 1 percent appear, by comparison, to be a walk in the park on Sunday.
The problem is as simple as it is glaring.
A willingness on the part of Tea Party supported elected officials to abide a policy that could lead to 11 million illegals achieving American citizenship or green card status would be seen as the ultimate betrayal of the principles that give the Tea Party movement its strength—not to mention its financial support. Thus, a Tea Party backed politician who votes for any immigration reform bill will be seen to have sold out the movement in favor of the preservation of the Republican Party— an action that would be anathema to many loyal Tea Partiers.
As Matt Maggio writes in the Greensborough TEA Party Examiner:
“Another reason why the Tea Party will shift its focus to immigration now is that – with this year’s election now over – many of those in “traditional” Republican circles who had seen the Tea Party as a helpful parallel force for their goals are now out of active involvement. As such, the Tea Party’s own grassroots main issues – illegal aliens, taxes, Obamacare, and bailouts – are what will matter in the movement, not the Republican Party’s goals.”
The issue also presents a political ‘Sophie’s Choice’ for members of the GOP Congressional caucus who come to Washington without the strong backing of the Tea Party and choose not to overtly identify with the group. Despite their non-reliance on espousing Tea Party principles in their rhetoric and Congressional voting records, these elected officials will, nevertheless, be forced to choose between continuing a policy that has alienated the Hispanic community (fast becoming the most important voting block in the nation as proven by the 2012 presidential race) and will lead to political irrelevancy for their party, or get behind the GOP survival effort and face the inevitable electoral nightmare for Republican elected officials everywhere—a Tea Party backed primary challenge.
Talk about a Catch-22 with no way out.
While the Republican members of the group of eight—including Senators Marco Rubio of Florida, John McCain of Arizona, Lindsey Graham of South Carolina, and Jeff Flake of Arizona—have sought to appease the most extreme wing of their party by including language that would prevent much in the way of forward movement for illegal immigrants until a committee to be formed of Southwestern state leaders first approve the satisfactory completion of new efforts to secure the border, it is highly unlikely that this language contained in the bipartisan framework will pass muster with enough Senate Democrats to allow such a provision to make it into a final Senate bill.
After all, it is these very Southwestern elected officials—including Governor Jan Brewer of Arizona—who have made a career out of doing everything in their power to block illegal immigration and, as a result, are likely to never give the “thumbs up” that would be required to allow the process of legalizing immigrants to begin.
This means that any bill to make it out of the Senate would likely create a less restrictive opportunity for legalization, putting increased pressure of those House Republicans who want to vote for the legislation in the effort to please Hispanics and preserve their political party’s future.
At the end of what will surely be a hard-fought process, the odds are that the nation will get some sort of new immigration policy that will allow both political parties to claim a measure of credit. But the odds are equally good that the inevitable battle supreme that will play out inside the House Republican caucus will drive the final wedge between mainstream Congressional Republicans and their Tea Party flank—splitting off the extremist from the GOP caucus once and for all.

“To Accommodate Or To Suppress”: Election 2012, A Vote For The Future Or A Vote For The Past?
The 2012 presidential election is fundamentally a contest between our future and our past. Barack Obama’s America is the America that will be; Mitt Romney’s is the America that was. And the distance between the two is greater, perhaps, than in any election we’ve had since the Civil War.
The demographic bases of the rival coalitions couldn’t be more different. Monday’s poll from the Pew Research Center is just the latest to show Obama with a decisive lead (in this case, 21 percentage points) among voters younger than 30. Obama’s margin declines to six points among voters ages 30 through 44, and he breaks even with Romney among voters ages 45 through 64. Romney’s home turf is voters 65 and older; among those, he leads Obama by 19 points.
Age polarization is not specific to the presidential election. On a host of issues, as diverse as gay and lesbian rights and skepticism about the merits of capitalism, polls have shown that younger voters are consistently more tolerant and well to the left of their elders.
Nor is age the only metric through which we can differentiate our future from our past. The other is race, as the nation grows more racially diverse (or, more bluntly, less white) each year. While the 2000 Census put whites’ share of the U.S. population at 69.1 percent, that share had declined to 63.7 percent in the 2010 Census, while the proportion of Hispanics rose from 12.5 percent to 16.3 percent. In raw numbers, total white population increased by just 1.2 percent during the decade, while the African American segment grew by 12.3 percent and the Hispanic share by 43 percent. Demographers predict that the white share of the U.S. population will fall beneath 50 percent in the 2050 Census.
Rather than trying to establish a foothold among America’s growing minorities, however, Romney and the Republicans have decided to forgo an appeal to Hispanic voters by opposing legislation that would grant legal status to undocumented immigrants brought here as children and by backing legislation that effectively requires Hispanics to carry documentation papers in certain states. Republicans seek a majority through winning an ever-higher share of white voters. The Washington Post reported last week that its polling showed the greatest racial gap between the Democratic and Republican presidential candidates since the 1988 election, with Romney favored by 60 percent of white voters and Obama by 80 percent of minority voters (a figure that may prove low, if three-quarters of the Hispanic vote goes to Obama, as some other polls suggest it will). The problem for Republicans, of course, is that the minority vote is a far larger share of the total vote today than it was 24 years ago.
By repeatedly estranging minorities and opposing social policies favored by the young, the Republicans have opted for a King Canute strategy: standing on the shore and commanding the tide to stop. Republicans with an eye toward the future, most notably George W. Bush and Karl Rove, have urged the party to embrace immigration reform, but the base is rabidly anti-immigrant and its antipathy is reinforced daily by talk radio hosts and Fox News chatterers who depict an America under siege by alien forces.
Should Republicans prevail in this election and seek to build a more-than-one-term plurality, they will confront a stark choice: Either Romney must persuade his party to reverse its stance on immigration, or the party must seek to extend the scope of its voter-suppression efforts. Put another way, they must try to either accommodate the future or suppress it.
Accommodation with diversity and modernity, however, is simply not part of the Republican DNA. Today’s Republican Party has largely cornered the market on religious fundamentalists, even as the number of GOP scientists has dwindled (a 2009 Pew poll of scientists found that just 6 percent self-identified as Republicans, while 55 percent said they were Democrats). Many of the largest Republican funders come from economic sectors hardly distinguished by significant productivity increases or their contributions to mass prosperity (casino gambling, Wall Street), while Silicon Valley remains more Democratic turf. (By the way, all those messages Republican CEOs have been sending their employees , predicting layoffs should Obama be reelected? Have any of them promised raises if Romney wins? Just askin’.)
Two Americas are facing off in next week’s election. By their makeup, the Democrats are bound to move, if haltingly, into the future, while the Republicans parade proudly into the pre-New Deal past — some of it mythic, lots of it ugly. The differences could not be clearer.

“Remaining Vigilant”: Attorney General Eric Holder, “Civil Rights Under Renewed Threat”
In an address to the National Council of La Raza convention in Las Vegas on Saturday, Attorney General Eric Holder told the Hispanic advocacy group that the gains of the Civil Rights era were coming “under renewed threat,” and touted the administration’s efforts in protecting the rights of minority groups and immigrants.
“Many of you know this firsthand – and have felt the impact of division, and even discrimination, in your own lives,” said Holder in his address, according to prepared remarks released by the Justice Department.”
The attorney general pledged that the civil rights advocacy group would “never have a more committed partner than the United States Department of Justice” and touted the administration’s record on those issues.
In particular, Holder highlighted the Supreme Court’s ruling last week striking down much of Arizona’s law targeting illegal immigration.
In a 5-3 ruling, the court rejected most provisions of the law, but let stand a key measure allowing police to check the legal status of those stopped on suspicion of committing unrelated offenses.
Holder said with the decision, the justices were “confirming the federal government’s exclusive authority to regulate with regard to immigration issues.”
But Holder, expressed concerns over the provision left standing. “We’ll work to ensure – as the Court affirmed – that such laws cannot be seen as a license to engage in racial profiling. And we’ll continue to enforce federal prohibitions against racial and ethnic discrimination, in order – as President Obama has promised – to “uphold our tradition as a nation of laws and a nation of immigrants,” he said.
The attorney general also touted the administration’s decision to halt the deportation of some young illegal immigrants, a move popular within the Hispanic community, calling it “a significant – and long-overdue – improvement to our nation’s immigration policy.”
Holder said the next step was for lawmakers to push through more comprehensive immigration reform and he said the administration would “keep working with Congressional leaders – from both parties – to advance the passage of critical legislation like the DREAM Act.”
Holder’s address to the prominent Hispanic organization comes as both President Obama and presumptive GOP nominee Mitt Romney’s campaigns boost their efforts to win over voters from the key demographic. Hispanics hold sway in many pivotal battleground states, adding to their importance this election cycle.
Polls, however, show Hispanics overwhelmingly backing Obama, bolstered in part by the decision to change deportation rules.
Holder told the civil rights group that the DOJ would remain vigilant to protect the rights of all Americans.
“Over the past three years, our Civil Rights Division has filed more criminal civil rights cases than during any other period in its history – including record numbers of human trafficking, hate crimes, and police misconduct cases,” said Holder, pledging that such efforts would remain a “top priority” for the department.
The Obama administration is also sending Vice President Biden to the convention. He is scheduled to speak on Tuesday.
Romney, however, will not be attending, and chose instead to send a surrogate, former Commerce Secretary Carlos Gutierrez. Gutierrez was not given a speaking role and instead met with attendees at the conference.
