“When The President Was White And Male”: Will Someone Tell Wayne LaPierre ‘Normal’ Is Gone For Good?
Maybe conservatives are done with dog-whistle politics.
After all, NRA chief Wayne LaPierre traded his dog whistle for an air horn at a recent gathering of the gun faithful in Washington, D.C. “I have to tell you,” he said, “eight years of one demographically symbolic president is enough.”
Subtle, it was not.
Still, as insults go, it was a rather neatly crafted twofer. On one hand, it demeaned the nation’s first African-American president and welcomed the day the White House is, well… de-Negro-fied. On the other hand, it also demeaned the candidate seeking to become the nation’s first female-American president and promised to save the White House from, well… woman-ification. Evidently, LaPierre wants America to get back to normal; “normal” being defined as “the president is white and male.”
So out come the air horns, blatting Woman! Woman! Woman! seeking to reduce a former senator and Secretary of State to the sum of her chromosomes. Now the race is apparently on to see who will be first to tag the former law professor, senator, and Secretary of State with which crude, sexist epithet. Oh, the suspense.
The blazing irony is that conservatives have at least two “demographically symbolic” candidates vying for their favor: Marco Rubio, a Cuban-American senator from Florida and Ted Cruz (does no one else see Joe McCarthy staring back when they look at this guy?), a senator from Texas whose father was born in Cuba.
So the “normal” LaPierre seeks is threatened, regardless.
Not that he is the only one tripped up by Clinton’s woman-ness. Consider, a recent piece from Time magazine which argued that Clinton is “the perfect age to be president” because, at 67, she is “postmenopausal.” Granted, the essay, by a doctor named Julie Holland, flatters Clinton and women of her age, assuring us that, having been freed from the “cyclical forces” that “dominated” the first half of her life, she emerges with the “experience and self-assurance” to be president.
Still, could you not have happily gone the rest of your days without contemplating Hillary Clinton’s “cyclical forces”? More to the point, can you imagine such an essay being written about a male candidate? Marco Rubio is 43, which means he’s probably already had his first digital prostate exam. Will anyone analyze how that factors into his readiness for the presidency? Rick Perry is 65. If he jumps in, will anyone speculate on how possible issues of erectile dysfunction might inform his foreign policy?
Here’s the thing about “demographically symbolic” presidents and candidates: They tend to function like Rorschach inkblots. Meaning that what we see in them reveals more about us than them. Where Barack Obama is concerned, the right-wing panic over birth certificates and fist bumps and the left-wing tendency to idealize and canonize his every exhalation revealed the rank bigotry and messy irresolution beneath our “post-racial” happy talk. Where Clinton is concerned, these very early indications suggest her woman-ness will likewise be a minefield for friend, foe and media — even more, perhaps, than in 2008.
And that’s not to mention Cruz and Rubio. Who do you think will be the first to wear a sombrero to a Cruz rally in misguided solidarity, or to tell the Miami-born Rubio to go back where he came from?
Point being that in America, markers of identity — gender, race, ethnicity — have a way of becoming identity itself, of blinding us to the singular, individual one in front of us. And campaigns tend to magnify that failing. To put that another way: Strap in. It’s going to be a very long 19 months until the 2016 election. Even so, one thing is already clear, and it should please the rest of us, if not Wayne LaPierre.
“Normal” is gone for good.

“Field Starting To Get Pretty Crowded”: Everyone’s Hopping On The Populist Bandwagon; Will It Lead To Actual Policy Change?
There’s no shortage of groups and people who want the 2016 presidential race to be about their issue of choice, hoping that all the candidates will be forced to answer their questions and maybe even support their preferred policy solutions. But if you call yourself an economic populist — even if the word “populism” wasn’t so central to how you talked about the economy a year or two ago — you may have a better shot than most at seeing the 2016 debate move to your ground.
The populism bandwagon is starting to get pretty crowded. As Matea Gold reported yesterday, the Democratic millionaires and billionaires of the Democracy Alliance were heartened at their recent gathering by Hillary Clinton’s argument that “the deck is stacked in favor of those already at the top,” and “the organization is urging donors to contribute to an expanded suite of advocacy groups and think tanks devoted to economic inequality.” As one participant said, “The election will be won or lost on this.”
This morning I got on a conference call with a group of liberal organizations holding a conference in Washington this weekend called “Populism2015,” the primary goal of which seems to be political organizing aimed specifically at pushing issues of economic equality into the presidential campaign.
Groups with a general ideological perspective like the ones involved in this effort (including the Campaign for America’s Future and USAction) often shift their focus as the political debate changes. When we’re debating health care, they make a push on health care; when we’re debating trade, they do the same with trade; and so on. There’s nothing wrong with that kind of political opportunism, since it’s often how movements make progress, by adapting their message and demands to the environment of the moment. And if their goal is to get Hillary Clinton (and whatever other Democrats run) to talk about inequality, then they’ve already succeeded.
But the devil is really in the details.
The Populism2015 folks have an agenda that includes increased public investment to create jobs, higher taxes on the wealthy, a $15 minimum wage, breaking up the big banks, increasing Social Security benefits, and opposition to the Trans-Pacific Partnership trade deal President Obama is currently trying to get through Congress. It’s likely that Clinton will embrace some of these items, but not others. The question is whether grassroots activism can generate the pressure that will not only bring her over, but ultimately translate into policy change.
That’s where it gets daunting. For instance, one of the items the liberal groups listed was getting big money out of politics. When I asked how they were going to accomplish that given a string of Supreme Court decisions making it easier for just the opposite to occur, they said that the first step was to organize to change state and local laws, and that would ultimately translate to a national effort. Which is great, but they didn’t seem to want to talk about how it’s all but impossible to imagine how a constitutional amendment to overturn decisions like Citizens United could be accomplished (and for the record, Clinton says she’s got a campaign finance reform plan, but hasn’t yet revealed what it is).
Campaign finance reform could well be one of those issues that lots of people pay lip service to, but little definable progress ends up being seen on in the near term. On some of the other items on the populist agenda, on the other hand, it’s easier to envision policy change relatively soon. One state after another is passing increases in the minimum wage, and the push for a $15 minimum could make the $10.10 rate President Obama has advocated seem like a moderate compromise.
As Roger Hickey of the Campaign for America’s Future said on the call: “We’re in a populist moment here in America, and even conservative Republicans tell us that.” It’s true that the GOP candidates are starting to frame their arguments in populist terms, as weird as it is for a Republican advocating something like eliminating the capital gains tax to say he just wants to help the little guy fight against entrenched power.
When the other side is adopting your language and claiming to share your goals, you may be halfway to victory. It’s the other half that’s the hard part.

“It Takes A Party”: Personality-Based Political Analysis Is Always A Dubious Venture
So Hillary Clinton is officially running, to nobody’s surprise. And you know what’s coming: endless attempts to psychoanalyze the candidate, endless attempts to read significance into what she says or doesn’t say about President Obama, endless thumb-sucking about her “positioning” on this or that issue.
Please pay no attention. Personality-based political analysis is always a dubious venture — in my experience, pundits are terrible judges of character. Those old enough to remember the 2000 election may also remember how we were assured that George W. Bush was a nice, affable fellow who would pursue moderate, bipartisan policies.
In any case, there has never been a time in American history when the alleged personal traits of candidates mattered less. As we head into 2016, each party is quite unified on major policy issues — and these unified positions are very far from each other. The huge, substantive gulf between the parties will be reflected in the policy positions of whomever they nominate, and will almost surely be reflected in the actual policies adopted by whoever wins.
For example, any Democrat would, if elected, seek to maintain the basic U.S. social insurance programs — Social Security, Medicare, and Medicaid — in essentially their current form, while also preserving and extending the Affordable Care Act. Any Republican would seek to destroy Obamacare, make deep cuts in Medicaid, and probably try to convert Medicare into a voucher system.
Any Democrat would retain the tax hikes on high-income Americans that went into effect in 2013, and possibly seek more. Any Republican would try to cut taxes on the wealthy — House Republicans plan to vote next week to repeal the estate tax — while slashing programs that aid low-income families.
Any Democrat would try to preserve the 2010 financial reform, which has recently been looking much more effective than critics suggested. Any Republican would seek to roll it back, eliminating both consumer protection and the extra regulation applied to large, “systemically important” financial institutions.
And any Democrat would try to move forward on climate policy, through executive action if necessary, while any Republican — whether or not he is an outright climate-science denialist — would block efforts to limit greenhouse gas emissions.
How did the parties get this far apart? Political scientists suggest that it has a lot to do with income inequality. As the wealthy grow richer compared with everyone else, their policy preferences have moved to the right — and they have pulled the Republican Party ever further in their direction. Meanwhile, the influence of big money on Democrats has at least eroded a bit, now that Wall Street, furious over regulations and modest tax hikes, has deserted the party en masse. The result is a level of political polarization not seen since the Civil War.
Now, some people won’t want to acknowledge that the choices in the 2016 election are as stark as I’ve asserted. Political commentators who specialize in covering personalities rather than issues will balk at the assertion that their alleged area of expertise matters not at all. Self-proclaimed centrists will look for a middle ground that doesn’t actually exist. And as a result, we’ll hear many assertions that the candidates don’t really mean what they say. There will, however, be an asymmetry in the way this supposed gap between rhetoric and real views is presented.
On one side, suppose that Ms. Clinton is indeed the Democratic nominee. If so, you can be sure that she’ll be accused, early and often, of insincerity, of not being the populist progressive she claims to be.
On the other side, suppose that the Republican nominee is a supposed moderate like Jeb Bush or Marco Rubio. In either case we’d be sure to hear many assertions from political pundits that the candidate doesn’t believe a lot of what he says. But in their cases this alleged insincerity would be presented as a virtue, not a vice — sure, Mr. Bush is saying crazy things about health care and climate change, but he doesn’t really mean it, and he’d be reasonable once in office. Just like his brother.
As you can probably tell, I’m dreading the next 18 months, which will be full of sound bites and fury, signifying nothing. O.K., I guess we might learn a few things — Where will Ms. Clinton come out on trade agreements like the Trans-Pacific Partnership? How much influence will Republican Fed-bashers exert? — but the differences between the parties are so clear and dramatic that it’s hard to see how anyone who has been paying attention could be undecided even now, or be induced to change his or her mind between now and the election.
One thing is for sure: American voters will be getting a real choice. May the best party win.

“Heightening Inequality To Even More Astronomical Levels”: If Inequality Worries Republicans, Why Do They Keep Making It Worse?
You can tell things have gotten very bad when the issue of economic inequality — a serious national problem mostly ignored for more than three decades — is suddenly in political vogue. And you can be sure things have gotten very, very bad when Republicans — who usually insist that inequality is natural, inevitable, even beneficial — suddenly claim they’re worried about it, too.
As the 2016 contenders officially declare their intentions, all of them seem aware that voters want to restore a vestige of fairness to the American economy. Regardless of personal ideology or political reliance on plutocratic billionaires, every presidential candidate must, at the very least, display concern for working families, single mothers, indebted students, and everyone struggling to achieve or maintain a decent living.
Yet how concerned are they, really? In the video that announced her candidacy, Hillary Clinton spoke briefly but bluntly: “Americans have fought their way back from tough economic times, but the deck is still stacked in favor of those at the top. Everyday Americans need a champion, and I want to be that champion.” The only Democrat in the race so far, Clinton realizes that a populist agenda will be required to excite her party base — and to answer those who regard her as too wealthy and too well connected to empathize with the downtrodden.
That unflattering portrait omits many relevant facts about Clinton’s life, from her own modest origins to her many years of advocacy for the disadvantaged, especially women and children. She spoke out publicly about economic fairness long before doing so became politically fashionable, both as a United States senator and during her last presidential campaign. Now the skeptics can listen and decide for themselves.
But voters should also listen closely to the Republicans who mock Clinton’s populism and assert that they are the true spokesmen for the working class. What do they propose to address inequality? And how “authentic” is their concern?
At least two of the Republican candidates, Senator Rand Paul (R-KY) and Senator Ted Cruz (R-TX), want to institute a so-called flat tax — which would severely exacerbate inequality by reducing tax levies on the wealthy and increasing the burden on everyone else. Such plans would cost the Treasury an annual amount estimated between $700 billion and $1 trillion. Yet Paul and Cruz insist that they will simultaneously slash taxes, increase defense spending, and balance the budget — and so does Senator Marco Rubio (R-FL), who proposes his own regressive tax breaks for the rich.
Those promises are mathematically impossible — unless, perhaps, the federal government permanently ended all discretionary spending on student aid, unemployment insurance, health care, veterans benefits, environmental protection, food safety, and dozens of other programs necessary to working- and middle-class families. Somehow they never mention that part.
While decrying economic inequality, Republicans tend not to emphasize their other proposed giveaways that would benefit wealthy donors, such as Paul’s plan to end capital gains taxes, or Rubio’s plan to end not only all taxes on capital gains but on interest and inherited estates, too — leaving only wage earners to be taxed. Schemes like this delight the Koch brothers precisely because they would heighten inequality to an even more astronomical level.
Although Republicans often mention the “right to rise,” as Jeb Bush would put it, they’re hostile to any measure that would actually elevate the incomes of those at the bottom — for example, increasing the minimum wage. Indeed, they tend to be opposed to the very idea of a legislated wage floor because, as Rubio once said, “I don’t think a minimum-wage law works.”
The Florida senator’s economic knowledge is as weak as his budgetary arithmetic. The most recent studies show that in states without a minimum- wage law, inequality is considerably worse than in states with a minimum wage that is at least a dollar above the federal minimum.
But don’t worry, Rubio says he knows a better way to reduce inequality than either higher wages or fairer taxes. Instead, for people languishing in low-wage jobs, government should “incentivize the creation of innovations in education that are accessible.”
So he offers something for everyone: The wealthy get still more big tax cuts; and the not-so-wealthy get a few phrases of incomprehensible, pseudo-wonkish jargon.

“The Next Attack On Voting Rights”: Why Democrats Should Fight For A Constitutional Right-To-Vote Amendment
The last round of voter restrictions came after the 2010 Republican wave, when new GOP majorities passed voter identification laws and slashed ballot access in states like Pennsylvania, Ohio, and Florida. Now, three months after the 2014 Republican wave, another class of state lawmakers are prepping another assault on voting rights under the same guise of “uniformity” and “ballot integrity.”
In Georgia, reports Zachary Roth for MSNBC, Republicans are pushing a bill to slash early voting from the present maximum of 21 days to 12 days. The goal, says Rep. Ed Rydners, a sponsor of the proposal, is “clarity and uniformity.” “There were complaints of some voters having more opportunities than others,” he said, “This legislation offers equal access statewide.” If cities like Atlanta want to have more voting access, said Rydners, they could open more precincts and “pay to have poll workers present.”
In Missouri, this new push comes as a constitutional amendment overturning a 2006 ruling from the state Supreme Court, which struck down voter ID as illegal under the state’s Constitution. Last Wednesday, notes Roth, the state’s House of Representatives gave “initial approval” to two measures: “One would put a constitutional amendment on the ballot asking voters to allow voter ID, and the other would implement the ID requirement, should the amendment pass.” The rationale? Voter fraud. “It’s not disenfranchising voters,” says state Sen. Will Kraus, who sponsored the amendment. “Voters who vote multiple times are diluting their vote.”
In New Hampshire, according to a recent report from the Brennan Center for Justice, Republicans are aiming for a hat trick of voter restrictions. If signed into law, their bills would limit voter registration efforts and reduce other registration opportunities, make it harder for students to register and vote, and reduce the number of precincts open per voter, a move that would lengthen voting lines and make the process a greater chore for working people and others with difficult schedules.
Likewise, per the Brennan Center, Mississippi Republicans are pursuing a bill that would “decrease the likelihood that otherwise-eligible voters who cast provisional ballots will have their votes counted in the races for which they are eligible,” and in Indiana, lawmakers have introduced measures to end automated straight-ticket voting and “secure” absentee ballots by requiring a voter identification number. “I just think people need to take the time to learn about who they are voting for before going in rather than just pushing a button for straight party,” said Rep. Milo Smith, chair of the Indiana House Elections Committee. “I think that makes for a better election process.”
It’s always worth noting the scant evidence for these moves. In Missouri, for instance, the Brennan Center found only four cases of in-person voter fraud, for a “documented fraud rate” of 0.0003 percent. There is no problem to solve; the policy rationale for limiting registration drives or requiring photo identification—instead of a standard-issue registration card—doesn’t exist. And if it did, there’s no reason for a restrictive approach; automatic registration and free ID cards are just as effective as anything proposed by state and federal Republicans.
Politically, however, there’s a lot to gain from these laws. Every new barrier to voting makes it harder for the most marginal voters to get to the polls. And given the demographics of voting—the least frequent voters are poorer, browner, and less educated than their most frequent counterparts—it’s in the Republican Party’s interest to shrink the electorate as much as possible.
It’s the undeniable partisanship of new voter laws that explains the new “right-to-vote” plank in the platform of the Democratic National Committee. At its winter meeting last week, the DNC endorsed a constitutional amendment for the affirmative right to vote. “The Democratic Party stands for inclusion, and we know that we are all better when everyone has a voice in the democratic process. The right to vote is a moral imperative, and I am proud to support this resolution,” said DNC Vice Chair of Voter Expansion and Protection Donna Brazile in a statement.
Readers with an eye toward the Constitution might say that we already have a right to vote. “The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude,” says the 15th Amendment, ratified 145 years ago this month. There’s also the 14th Amendment, which treats the individual right to vote as sacrosanct barring crime or rebellion.
But notice the language. The 15th Amendment forbids governments from denying or abridging the right to vote on the basis of identity, but it says nothing about obstacles to exercising the franchise. And while the 24th Amendment forbids poll taxes and other racialized barriers to voting, the Constitution is mum on race-neutral disenfranchisement. Put differently, the Constitution allows voter suppression as long as it doesn’t trip any of its race or gender wires.
The goal of a right-to-vote amendment is to change the dynamic and place the burden on restrictionists. In a sense, it would make the pre–Holder v. Shelby Voting Rights Act a standard for the entire country. States and localities would have to make voting as accessible as possible, with a high standard for new barriers.
And while the odds of winning a right-to-vote amendment are low—one reason Democrats should invest more effort in state elections—there’s tremendous value in mobilizing around the issue. A movement for a right-to-vote amendment could encourage laws and norms that expand participation irrespective of an amendment in that direction. Think of it as a liberal counterpart to the “personhood” amendments used to mobilize anti-abortion conservatives around smaller—but just as potent—limits to abortion rights.
Indeed, if she hasn’t, Hillary Clinton should take notice of this DNC resolution. To win in 2016, Clinton will have to repeat Obama’s performance with black Americans and other minorities. Building that enthusiasm won’t be easy, but something like a right-to-vote proposal could help her start that fire.
