“The Role Of Black Women In The Democratic Party”: A Group That Doesn’t Get Much Attention In Our Political Discussions

We’re hearing a lot these days about the angry white base of the Republican Party. Beyond analysis of this group as the core of support for presidential candidates like Donald Trump, there are people who suggest that Democrats (like President Obama) need to reach out to them either to calm the waters of our political divide or as people who might be lured back into the Democratic Party.

There are occasions when people also refer to the base of the Democratic Party. Often it is assumed that this group is made up of the most liberal activists – in this election cycle, Bernie Sanders supporters.

But take a moment to look at some of the data in a report about a group that doesn’t get much attention in our political discussions these days: The Status of Black Women in American Politics.

First of all, the number of black women who turn out to vote is higher than any other demographic group – 70% in 2012. That number has been rising since 1996, so it is more than a response to the candidacy of Barack Obama. And no group votes more consistently Democratic than black women. Here are the figures since 1992:

1992 Bill Clinton – 87%
1996 Bill Clinton – 89%
2000 Al Gore – 94%
2004 John Kerry – 90%
2008 Barack Obama – 96%
2012 Barack Obama – 96%

As a comparison, in the above elections no Democratic candidate got more than 48% of the vote from white women.

But, perhaps you say that the issue for Democrats these days isn’t presidential elections, but midterms and off-year elections. The report points to the following example:

In the 2013 gubernatorial election in Virginia, 91% of Black women voters voted for Democratic winner Terry McCauliffe, while 54% of non- Hispanic White women voters voted for Republican Ken Cuccinelli.

Some may suggest that this base of the Democratic Party doesn’t need to be catered to because they have no other place to go in our two-party system. There is some truth in that. Given the current status of the Republican Party, it is clear that they have no interest in wooing black women into their ranks. But when it comes to the future of the Democratic Party, it’s important to keep this in mind:

Finally, Black women represent a significant portion of the Rising American Electorate (RAE), an estimated 115 million eligible voters – and nearly half of the electorate – composed of unmarried women, people of color, and people under 30 years old. Black women sit at the intersection of these groups, representing just over half of the 26.9 million eligible Black voters and 19% of all eligible unmarried women voters (Lake, Ulibarri, and Treptow 2013). They also represent the most active and dependable contingent of the RAE, contributing to its growing influence and playing an essential role in building coalitions across RAE groups to influence electoral outcomes in future races.

Beyond all that, it is interesting to notice which groups in our political system continue to draw our attention and which ones are too often ignored. Black women are playing an increasingly active role lately in the #BlackLivesMatter movement. Democrats who ignore that do so at their own peril.

“Marco Rubio’s Big Problem — And His Party’s”: It’s Sort Of Like Being Cured Of Your Electoral Syphilis By Contracting Gonorrhea

Believe it or not, the Iowa caucuses are just over a month away. And Sen. Marco Rubio (R-Fla.) — establishment darling and the cognoscenti’s assumed front-runner — is heading to Iowa for a bus tour, bringing along a shiny new endorsement from Rep. Trey Gowdy of South Carolina, head of the special committee on Benghazi. Can you feel the excitement?

Probably not, which is why this is an excellent demonstration of Rubio’s problem, and the problem the GOP is facing as the actual voting approaches. While everyone waits for the voters to finally figure out that they ought to be supporting Rubio, the only candidate who at the moment looks like he might be able to defeat Donald Trump is Ted Cruz. From the perspective of the party’s fortunes in the general election, that would be sort of like being cured of your electoral syphilis by contracting gonorrhea.

On one hand, it’s understandable that the Rubio campaign would try to make a big deal out of Gowdy’s support, since Republican politicians have been stingy with endorsements this year and Gowdy is well-liked among his colleagues on Capitol Hill. But when Trump dismissed the endorsement by saying that Gowdy’s Benghazi hearings were “a total disaster,” you could almost hear Republican voters nodding in agreement. The special committee was just one more iteration of the pattern that has Republican voters so disgusted with their Washington leadership: touted as the vehicle to bring down Hillary Clinton, it ended up backfiring and doing nothing but make Republicans look foolish. So once again, Capitol Hill Republicans overpromised and showed their constituents that they’re ineffectual. It’s hard to imagine that too many base voters, in Iowa or anywhere else, are going to say, “Well, if Trey Gowdy likes Marco Rubio, that’s good enough for me.”

For a contrast, look at the Iowa endorsements Sen. Ted Cruz (R-Tex.) has gotten. There’s Rep. Steve King, who’s an embarrassment to the national party but is also perhaps the single most anti-immigrant member of Congress, a good thing to be right now (particularly given that immigration is Rubio’s area of greatest vulnerability among primary voters). There’s Bob Vander Plaats of the Family Leader, probably the state’s most influential evangelical activist. And there’s Steve Deace, the state’s most important conservative talk radio host. It’s an anti-establishment triumvirate, each with a genuine ability to bring voters along with them, all backing Cruz.

Of course, as much of a boost as a candidate can get from winning Iowa, it doesn’t guarantee anything, as Mike Huckabee and Rick Santorum, the winners of the last two caucuses, can attest. (Little-known fact: both Huckabee and Santorum are running for president this year.) But unlike them, Cruz has laid a foundation in money and organization to take advantage of all the attention a win in Iowa would produce.

If you’re a Rubio supporter, you’re probably frustrated with the fact that your party’s base seems stubbornly unwilling to recognize Rubio’s obvious advantages for the general election. By now, a vigorous debate about electability should have been in full swing, with Republican voters trying to determine which candidate would have the greatest appeal to independent voters and do best against Hillary Clinton. But that discussion has been pretty quiet, for the simple reason that the voters don’t seem to care very much. They’re angry about the state of the country and they’re fed up with their party’s leadership, so telling them that Rubio has more crossover potential than Cruz isn’t going to be all that persuasive.

So Marco Rubio can have Trey Gowdy vouch for him, but at this moment, and for the purposes of the election’s first contest, it probably won’t do any good. That isn’t to say that things won’t change — it never hurts to remind ourselves that the voting hasn’t started yet, and there will almost certainly be a few twists and turns before the party picks its nominee. But the anger of the Republican base at the party’s leadership has all along been the driving force of this campaign, and that’s one thing that probably isn’t going to change. The question is who can best turn it to their advantage.

“Fool Me Twice, New York Times…”: Long Past Time People Started Saying The Washington Bureau Has A Serious Problem?

In my experience, you can fool a golden retriever exactly twice with the old hidden ball trick. Our late dog Big Red was as exuberant an animal as ever lived. I used to say that if he wasn’t wet, cold, and hungry, Red was happy.

Then I had to rescue him from the Arkansas River during a sleet storm. He’d plunged in to chase ducks but couldn’t clamber back up the steep, slippery bank on his own. Coated in mud with icicles hanging from his coat, Red remained optimistic. See, after his walk came supper. His eyes shone like a puppy’s all the way home.

Anyway, that dog would fetch his beloved tennis ball until your arm ached from throwing it. Prank him with a fake toss and he’d charge off and search eagerly before returning with a quizzical look. A second fake drew less assiduous searching. After that, he kept his eyes riveted on your hand. No fooling him anymore.

It will be seen that Big Red would have been overqualified to edit The New York Times. Responding to the Washington bureau’s latest embarrassing front page blunder, Times executive editor Dean Baquet appeared to agree with the newspaper’s public editor Margaret Sullivan that something needed to be done about “the rampant use of anonymous sources” who turned out to be blowing smoke, or worse.

A second senior editor, Matt Purdy, offered an alibi when he claimed, “We got it wrong because our very good sources had it wrong… That’s an explanation, not an excuse. We have an obligation to get facts right and we work very hard to do that.”

Reporters Matt Apuzzo and Michael S. Schmidt were absolved from blame. They’d simply written down what their excellent sources told them.

OK, that was a ball fake.

The above quotes don’t actually appear in public editor Sullivan’s analysis of the latest New York Times bogus blockbuster. They’re actually taken from her July 27 article headlined “A Clinton Story Fraught With Inaccuracies: How It Happened and What Next?”

Perhaps you remember “Criminal Inquiry Sought in Hillary Clinton’s Use of Email” — at least that was the original headline. Reporters Schmidt and Apuzzo had cited “senior government officials” hinting that the former secretary of state was in immediate legal peril.

Except, uh-oh, “virtually everything about the story turned out to be wrong. Clinton was not a target. The referral was not criminal. And as the story itself noted, the emails in question had most likely not been classified at the time Clinton saw them.”

It was, in short, a total journalistic failure, although you can still hear pundits predicting Hillary’s imminent indictment in the non-existent criminal probe.

(I’ve lost track of how often Kenneth Starr acolytes in the Washington media had Mrs. Clinton measured for an orange prison jumpsuit during the phony “Whitewater” investigation. Check out Joe Conason’s and my ebook The Hunting of Hillary for details.)

The newspaper’s latest embarrassing failure, involving as it does a matter of national security, is far more significant. “U.S. Visa Process Missed San Bernardino Wife’s Online Zealotry,” a December 12 front page headline read. But once again, the Times came up far short.

This time, ace reporters Schmidt and Apuzzo had found unnamed “American law enforcement officials” who claimed that San Bernardino terrorist Tashfeen Malik had “talked openly on social media about her views on violent jihad,” and that feckless US immigration officials had failed to check her Facebook page. The implication was clear: Had they done so fourteen innocent Americans might still be alive.

Once again, however, the secret insiders were wrong. There was nothing open about Tashfeen Malik’s crazed musings. Written in Urdu under a pseudonym, as FBI director James B. Comey subsequently made clear, they’d been sent as private messages not visible to the public. No way investigators could have found them without a search warrant.

Evidently, The Times’ trusted sources (the same individuals?) didn’t know enough about how Facebook and similar social media sites work to be aware of these issues. Reporters and editors seemingly didn’t know enough to ask.

Also once again, the newspaper dragged its feet for most of a week before admitting error. Absent the insistence of Washington Post blogger Erik Wemple, it might never have done so. The Times’ stalling also had the effect of giving Republican presidential candidates time to falsely blame everything on Obama administration’s imagined “political correctness.”

For his part, Baquet, the executive editor, just back from snuffling in the brush for his lost tennis ball, told Margaret Sullivan that he “rejected the idea that the sources had a political agenda that caused them to plant falsehoods.” He did allow as how she was correct that the Times needed more stringent reporting procedures.

Gosh, you think?

Otherwise, isn’t it past time people started saying out loud that the newspaper’s vaunted Washington bureau has a serious problem?

“The GOP House In A Landslide”: House Of Representatives Is So Firmly In The GOP’s Hands

On the Republican side, at the very least, this may be the year for political scientists and analysts to try to forget everything that they think they know. But we still need to have some rational basis for what we’re saying, right? I mean, who can fault David Wasserman over at the Cook Political Report for using the presidential blowouts of 1964, 1972, and 1984 to try to guesstimate how a 2016 blowout might affect control of the House of Representatives? It’s as good a place to start as I can think of, so why not take a look?

Indeed, there’s nothing wrong with looking at the best precedents we have, and it can even be described as basic due diligence. But I think you have to go a little deeper than just looking at raw numbers.

To begin with, any scenario in which the Democratic Party enjoyed the benefit of the Solid South is simply not applicable to the present. The 1964 election, which came right on the heels of LBJ signing the Civil Rights Act, was pretty much the starting point of the realignment that over the next fifty years methodically flipped the South into a Republican stronghold. I’d argue that this process wasn’t really complete until the 2010 midterms, although the 2002 midterms wiped out a half dozen southern Democratic senators. It took decades for the South to stop voting for the Democratic Party on the state and local level. Even in the 1992 election where Clinton, despite some successes, lost most southern states, southern Democrats did quite well in the congressional elections. Today, this type of ticket-splitting is extremely rare.

By the time we get to the 1972 landslide, things are slightly more familiar, but it still basically holds true that the South chose Nixon for president and the Democrats in the down-ticket races. The corollary today would be the South voting uniformly for Hillary Clinton while returning almost all of their Republican senators and representatives to Congress. I don’t see that happening, although I can foresee Clinton winning a few southern states. Obama won Virginia and Florida twice, North Carolina once, and was within spitting distance in Georgia. It remains to be seen how the people of Arkansas feel about their royal family in our present climate, but I have my doubts that it will even be a competitive state.

Still, we’re talking about a hypothetical landslide election in which the Republicans nominate someone so divisive and controversial that they wind up losing supposedly safe red states. It’s probably true that in that kind of scenario, the House seats would tend to split. Senate seats would be more vulnerable, but I don’t see Richard Shelby losing in Alabama no matter how badly Trump or Cruz or Carson do at the top of the ticket.

The 1984 election seems almost modern compared to 1964 and 1972. At least the modern Democratic coalition was beginning to take form. But even in 1984 the Democrats still enjoyed a lot of stubborn southern support on the congressional level.

What’s more relevant today is the way party support has been split between urban/suburban and suburban/exurban/rural. This, in combination with aggressive (mainly Republican-controlled) gerrymandering, has resulted in very few true swing districts in Congress. It’s also resulted in a situation where the Democrats can win the overall congressional popular vote by a substantial margin and still not even come close to controlling House of Representatives.

Also interesting is just how persistent the disbelief is in the idea that Donald Trump might be the nominee. Wasserman refers to “the remoteness of a scenario in which Trump would face Hillary Clinton in a one-on-one contest.” Over at the Washington Examiner, Tim Carney assures us that Trump will lose Iowa, thereby become a “loser” himself, and wind up getting his butt handed to him in New Hampshire.

They could certainly be right, but I think they’re a little over-confident personally. I also think a landslide election is just as much of a possibility with Cruz as with Trump. And a brokered convention is a real wildcard. It could wind up preventing a landslide by cutting off the nomination of a Trump or a Cruz, but it could also be just the thing that makes a landslide possible. After all, this isn’t the year that the Republican base will tolerate having the Establishment step in and pick a nominee that they haven’t voted for.

But, it’s true. The House of Representatives is so firmly in the GOP’s hands, that even a landslide defeat on the presidential level might not be enough to wrench control away from them.

It wouldn’t hurt, though.

“Governor For President? No Thanks”: Challenging “Broder’s Law” That Says Governors Are Best For The Oval Office

Let me declare the end of an era: the governor-era in presidential elections. It was mostly nice while it lasted. Senators seem be in, for those who are actually politicians.

For years, pundits felt with all their hearts that governors were golden kings when it came to running for president. This political gospel was spread throughout the land, mostly because the dean of Washington opinion-makers, the late David Broder of The Washington Post, believed it devoutly. Broder’s law was repeated on Sunday talk shows until it had an aura all its own.

Let’s review the facts on the ground. Among the four front-runners in this cycle – Donald Trump (R), Ben Carson (R), Hillary Clinton (D) and Bernie Sanders (D) – the Republicans have zero political experience, and the Democrats have served as senators.

Meanwhile, the governors in the running are lagging far behind. Former Maryland Gov. Martin O’Malley (D) thought being a model-good governor would give him a certain “je ne sais quoi.” Clearly not; he’s a distant third behind the opponents with congressional experience. The former mayor of Baltimore has yet to gain traction, though he’s followed all the signs to higher office.

John Kasich, the Republican governor of a swing state, would be the strong candidate to beat in Broder’s book. He’s in the single digits, last I looked. Three sitting Republican governors, Bobby Jindal of Louisiana, Scott Walker of Wisconsin and Rick Perry of Texas, fell out of contention. New Jersey Gov. Chris Christie is hanging on but looks like a loser, too. Two young Cuban-America senators, Marco Rubio and Ted Cruz, are outrunning Christie in this race.

The late Broder believed in governors the way my grandfather believed in building highways in the Eisenhower era. Don’t get me wrong; I liked Broder and he was kind about my wish to get into his line of work. The reasoning was simple: Those with executive authority over a state have better job training to govern the nation.

In the span of decades from Presidents Jimmy Carter to Ronald Reagan, Bill Clinton to George W. Bush, indeed it was true that governors often made it to the Oval Office. This paradigm crossed party lines, since Carter and Clinton were Southern Democrats and Reagan and Bush were governors of California and Texas, respectively.

The truth is, I noticed the old Broder faith beginning to break down in 2008, but I didn’t want to say anything at first. (I mentioned it in The Huffington Post.) The Democratic crop of candidates fielded more senators than you could shake a stick at: not only Barack Obama and Hillary Clinton, but also Chris Dodd and Joe Biden. The telegenic Republican nominee, Matt Romney, a perfectly good governor of Massachusetts, lost to a younger freshman senator whose oratory could coax the stars out of the sky.

So here’s the thing. The reason why public trust in sitting governors as candidates is not part of the 21st landscape is this. The American people were so disillusioned with George W. Bush’s presidency – marked by war-mongering in the beginning, Hurricane Katrina in the middle and an economic downturn in the end – that governors have no special favor anymore. In fact, they may have to work to overcome that label.

It’s a 2016 amendment to Broder’s law.
