“No Naivete”: Negotiating With The GOP Is A Dead End

The framing of this question may well reveal more about the state of American politics and media commentary on dysfunctional government than the responses. The implicit assumption is that President Obama’s personal relationships with individual Republicans (or the presumed lack thereof) and his supposed reticence in tabling bold proposals for resolving the nation’s fiscal problems is a (if not the) major reason so little progress has been made in reaching a bipartisan consensus. I believe that assumption is greatly at odds with reality and distracts readers from the core governing problems confronting the country today.

Presidential leadership is contextual—shaped by our unique constitutional arrangements and the electoral, partisan, and institutional constraints that flow from them. Under present conditions of deep ideological polarization of the parties, rough parity between the parties that fuels a strategic hyperpartisanship, and divided party government, opportunities for cross-party coalitions on controversial policies are severely limited. Constraints on presidential leadership today are exacerbated by the relentlessly oppositional stand taken by the Republicans since Obama’s election, their continuing embrace of Grover Norquist’s “no new tax” pledge, and their willingness since gaining the House majority in 2011 to use a series of manufactured crises to impose their policy preferences on the Democrats with whom they share power.

Ironically, Obama tried harder and longer than the results merited to work cooperatively with Republicans in Congress. He has learned painfully that his public embrace of a policy virtually ensures Republican opposition and that intensive negotiations with Republican leaders are likely to lead to a dead end. No bourbon and branch-water laced meetings with Republicans in Congress or pre-emptive compromises with them will induce cooperative behavior.

Obama has now set out on the right course in his dealings with Republicans in Congress. No naiveté about the opposition he faces but a determination to make some cooperation in the electoral interests of enough Republicans to break the “taxes are off the table” logjam and move forward with an economic agenda that makes sense to most nonpartisan analysts and most Americans.

“Intent On Dismantling The Government”: The Sequester And The Tea Party Plot

Imagine a plot to undermine the government of the United States, to destroy much of its capacity to do the public’s business, and to sow distrust among the population.

Imagine further that the plotters infiltrate Congress and state governments, reshape their districts to give them disproportionate influence in Washington, and use the media to spread big lies about the government.

Finally, imagine they not only paralyze the government but are on the verge of dismantling pieces of it.

Far-fetched? Perhaps. But take a look at what’s been happening in Washington and many state capitals since Tea Party fanatics gained effective control of the Republican Party, and you’d be forgiven if you see parallels.

Tea Party Republicans are crowing about the “sequestration” cuts beginning today (Friday). “This will be the first significant tea party victory in that we got what we set out to do in changing Washington,” says Rep. Tim Huelskamp (Kan.), a Tea Partier who was first elected in 2010.

Sequestration is only the start. What they set out to do was not simply change Washington but eviscerate the U.S. government — “drown it in the bathtub,” in the words of their guru Grover Norquist – slashing Social Security and Medicare, ending worker protections we’ve had since the 1930s, eroding civil rights and voting rights, terminating programs that have helped the poor for generations, and making it impossible for the government to invest in our future.

Sequestration grew out of a strategy hatched soon after they took over the House in 2011, to achieve their goals by holding hostage the full faith and credit of the United States – notwithstanding the Constitution’s instruction that the public debt of the United States “not be questioned.”

To avoid default on the public debt, the White House and House Republicans agreed to harsh and arbitrary “sequestered” spending cuts if they couldn’t come up with a more reasonable deal in the interim. But the Tea Partiers had no intention of agreeing to anything more reasonable. They knew the only way to dismember the federal government was through large spending cuts without tax increases.

Nor do they seem to mind the higher unemployment their strategy will almost certainly bring about. Sequestration combined with January’s fiscal cliff deal is expected to slow economic growth by 1.5 percentage points this year – dangerous for an economy now crawling at about 2 percent. It will be even worse if the Tea Partiers refuse to extend the government’s spending authority, which expires March 27.

A conspiracy theorist might think they welcome more joblessness because they want Americans to be even more fearful and angry. Tea Partiers use fear and anger in their war against the government – blaming the anemic recovery on government deficits and the government’s size, and selling a poisonous snake-oil of austerity economics and trickle-down economics as the remedy.

They likewise use the disruption and paralysis they’ve sown in Washington to persuade Americans government is necessarily dysfunctional, and politics inherently bad. Their continuing showdowns and standoffs are, in this sense, part of the plot.

What is the President’s response? He still wants a so-called “grand bargain” of “balanced” spending cuts (including cuts in the projected growth of Social Security and Medicare) combined with tax increases on the wealthy. So far, though, he has agreed to a gross imbalance — $1.5 trillion in cuts to Republicans’ $600 billion in tax increases on the rich.

The President apparently believes Republicans are serious about deficit reduction, when in fact the Tea Partiers now running the GOP are serious only about dismembering the government.

And he seems to accept that the budget deficit is the largest economic problem facing the nation, when in reality the largest problem is continuing high unemployment (some 20 million Americans unemployed or under-employed), declining real wages, and widening inequality. Deficit reduction now or in the near-term will only make these worse.

Besides, the deficit is now down to about 5 percent of GDP – where it was when Bill Clinton took office. It is projected to mushroom in later years mainly because healthcare costs are expected to rise faster than the economy is expected to grow, and the American population is aging. These trends have little or nothing to do with government programs. In fact, Medicare is far more efficient than private health insurance.

I suggest the President forget about a “grand bargain.” In fact, he should stop talking about the budget deficit and start talking about jobs and wages, and widening inequality – as he did in the campaign. And he should give up all hope of making a deal with the Tea Partiers who now run the Republican Party.

Instead, the President should let the public see the Tea Partiers for who they are — a small, radical minority intent on dismantling the government of the United States. As long as they are allowed to dictate the terms of public debate they will continue to hold the rest of us hostage to their extremism.

“Reagan Has Left The Premises”: The Republican Party Needs A Reality Check

In the summer of 1999, George W. Bush chose the first major policy speech of his presidential campaign to pick a fight with Grover Norquist. Bush flatly rejected the “destructive” view “that if government would only get out of our way, all our problems would be solved” — a vision the Texas governor dismissed as having “no higher goal, no nobler purpose, than leave us alone.”

Norquist had proposed to define conservatism as the “leave us alone” coalition — a movement united by a desire to get government off our backs. Bush countered that “the American government is not the enemy of the American people.”

Ed Crane, then the president of the libertarian Cato Institute, said the speech sounded as if it had been written by someone “moonlighting for Hillary Rodham Clinton.” I can formally deny that charge. But the Bush campaign was purposely attempting to alter the image of the Republican Party. And the party — rendered more open to change by eight years in the presidential wilderness — gave Bush the leeway to make necessary ideological adjustments.

It is the nature of resilient institutions to take stock of new realities and adjust accordingly. In a new cover essay for Commentary magazine, Peter Wehner and I detail the examples of Bill Clinton and Tony Blair. Clinton broke a long Democratic presidential losing streak by emphasizing middle-class values, advocating the end of “welfare as we know it” and standing up to extreme elements within his coalition (thereby creating the “Sister Souljah moment”). In Britain, Blair went after the “moral chaos” that led to youth crime, abandoned his party’s official commitment to public ownership of the means of production and launched New Labor.

The Republican Party now needs similar transformation. Out of the past six presidential elections, four have gone to the Democratic nominee, at an average yield of 327 electoral votes to 211 for the Republican. During the preceding two decades, from 1968 to 1988, Republicans won five out of six elections, averaging 417 electoral votes to Democrats’ 113.

This stunning reversal of electoral fortunes has taken place for a variety of reasons: changing demographics; the end of a GOP foreign policy advantage during the Cold War; a serious gap in candidate quality; the declining relevance of economic policies that seem better suited to the 1980s; and an occasionally deserved reputation for being judgmental and censorious.

A full Republican appreciation of these disturbing fundamentals was delayed by the 2010 midterms, in which an unreconstructed anti-government message seemed to be riding a wave. Just two years later came that wave’s withdrawing roar. The Republican nominee, Mitt Romney, lost by 5 million votes to a beatable incumbent presiding over an anemic economy. The explanation is not purely technical or personality oriented. At the national level, Republicans have a winning message for a nation that no longer exists.

In retrospect, last year’s Republican primary process was entirely disconnected from the actual needs of the party. One candidate pledged to build a 20-foot-high electrical fence at the border crowned with the sign, in English and Spanish, “It will kill you — Warning.” Another promised, as president, to speak out against the damage done to American society by contraception. Another warned that vaccinations may cause “mental retardation.” In the course of 20 debates and in tens of millions of dollars of ads, issues such as upward mobility, education, poverty, safer communities and the environment were rarely mentioned.

A Republican recovery in presidential politics will depend on two factors. First, candidates will need to do more than rebrand existing policy approaches or translate them into Spanish. Some serious rethinking is necessary, particularly on economic matters. In our Commentary essay, we raise ideas such as ending corporate welfare, breaking up the mega-banks, improving the treatment of families in the tax code, and encouraging economic mobility through education reform and improved job training. Whatever form Republican proposals eventually take, they must move beyond Reagan-era nostalgia.

Second, Republican primary voters, party activists and party leaders have a choice to make, ruthlessly clarified by recent events. They can take the path of Democrats in 1988, doubling down on a faltering ideology. Or they can follow the model of Democrats in 1992 and their own party in 2000, giving their nominee the leeway needed to oppose outworn or extreme ideas and to produce an agenda relevant to our time.

“Doomed To Bloodletting”: The Republican Rabid Right Is Leading The Party To Ruin

Any credible account of the career of U.S. senator Saxby Chambliss, a Georgia Republican, must acknowledge this salient fact: He is conservative. He’s no maverick who managed to win a powerful office in a crimson state despite staking out positions that challenged the beliefs of his base.

He has opposed abortion rights, gay rights and government regulations on business. The American Conservative Union, whose ratings are considered the gold standard for grading elected officials on adherence to conservative dogma, gives him a lifetime score of 92.5 out of 100.

Still, Chambliss now finds himself under fire from right-wing extremists in the Republican Party — absolutists who believe that even a handshake with President Obama is a dangerous sign of collaboration with the enemy. So the senator will retire in 2014 rather than face a primary challenge from the right.

This is another unsettling development for the GOP, another sign of a party engaged in civil war. If Saxby Chambliss does not meet the standard for conservatism, then Republicans are doomed to bloodletting well into the foreseeable future. If a score of 92.5, which usually counts as an A, doesn’t pass muster, then the GOP is starting down the road to extinction.

The rabid right’s hostility to Chambliss grows out of his membership in the “Gang of Six,” a bipartisan group of senators who have toiled over the last couple of years to come to a compromise that would begin to eliminate federal budget deficits. Though he signed onto anti-tax activist Grover Norquist’s no-tax-increase pledge when he first sought a congressional seat, he has lately begun to voice doubt about its usefulness — as any reasonable person would.

If Tea Partiers were as worried about red ink as they claim, they would throw Chambliss a parade and hail him as a hero. But they’ve begun muttering about his conservative bona fides instead.

Last year, Georgia blogger Erick Erickson, a leader of the right-wing faction, wrote: “Saxby has consistently stabbed conservatives in the back and it is time to take him out.” By the time Chambliss voted in the earliest hours of New Year’s Day to support a tax hike on Americans earning more than $400,000 a year — a deal which, by the way, cemented in place George W. Bush’s tax cuts for everyone else — he was doomed among the absolutists.

Chambliss has said publicly that he’s not running from a primary challenge, but instead leaving a Congress that he finds dysfunctional.

But he is disingenuous — “The one thing I was totally confident of was my re-election,” he told reporters last week — in suggesting that the prospect of a primary challenge didn’t factor into his plans. He might have won, but he would have been forced to defend his decision to employ negotiation and compromise with his Democratic colleagues, strategies Republican extremists despise. He would have encountered rabid challengers willing to accuse him of grotesque crimes against party dogma. And he may have been forced to renounce the statesmanlike image he has spent the last few years building.

The senator is right about this much: Politics has become ugly and ruinous, especially inside the Republican Party. He joins a list of towering conservative figures who have left office — or been run out — after encountering the lunatic ravings of the crazed ultra-right. That includes Bob Bennett of Utah and Richard Lugar of Indiana, GOP stalwarts who lost to challenges by ultraconservatives.

And who might replace Chambliss? Several Georgia Republicans are eyeing the race, including U.S. representative Paul Broun, who told a church audience last year: “All that stuff I was taught about evolution and embryology and Big Bang theory, all that is lies straight from the pit of hell.” Broun, by the way, is a physician who sits on the House Committee on Science, Space and Technology.

Obama and other Democrats — as well as many moderate Republicans — have wondered how long it will be before the raging fever breaks on the rabid right. Well, by the time it does, the patient — the Republican Party — might be dead.

“Fools On The Hill”: “Nothing” Is Why Some Members Of Congress Went To Washington

We used to have a ship of state, and now we have a ship of fools.

To call what happened on Capitol Hill over the past few days Kabuki is to insult Kabuki. What actually happened was more like ancient farce when actors used to come out and hit each other over the head with socks full of cowpies.

Contrary to what you have heard, we did not face up to a financial or economic or budgetary crisis. All Congress and the White House did was slog through another political crisis.

And the way they did it was comical: a 2 a.m. vote in the Senate followed by an 11 p.m. vote in the House. This is drive-by government.

That the White House was going to win was never in doubt. Barack Obama won reelection in November by nearly 5 million votes. According to CBS News, his approval rating is at 57 percent.

The members of Congress, on the other hand, are close to being put in stocks and pelted with vegetables. According to CBS, congressional job approval is at 11 percent. Any lower than that and Congress might as well move to Canada and try there.

One of the reasons our politicians are held in such low regard is that what they do is so divorced from reality.

What was the No. 1 issue of the last election? What did both sides promise the American people? As I recall, it was jobs, jobs and more jobs. But what did the recent fiscal cliff law do about creating more jobs? Nothing.

Some politicians like nothing. Nothing is why they went to Washington. They want to shrink government, in the famous words of Grover Norquist, “down to the size where we can drown it in the bathtub.”

Why? Because as Mitt Romney said in the campaign, 47 percent of voters “believe that they are victims, who believe the government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing, to you-name-it.”

(If you haven’t heard much from Romney since the election, it’s probably because he has been down in the Cayman Islands visiting his money.)

In this view, the government spends far too much on “entitlements” like Medicare. Medicare costs are strangling America, we hear, and according to the Congressional Budget Office, spending for Medicare in 2012 was a very hefty $555 billion.

But Medicare recipients are not exactly rolling in dough. In 2006, the last study my ace research team (Wikipedia) could find, the “average household income of Medicare enrollees was $22,600 compared with a U.S. median income of $48,201.”

Yet these people are viewed as greed-heads sucking up precious dollars that could be better spent on … defense contractors!

The defense budget for 2012 was more than $600 billion, which is nearly twice as much as the rest of the planet combined. We outspend China, the next biggest military power in the world, by about 6-to-1.

Maybe this wild spending would not be so bad if it bought us quick and easy victories over ill-armed opponents. But it doesn’t. We have poured more than a trillion dollars into the war in Afghanistan over the past 11 years — to say nothing of more than 2,000 precious U.S. lives lost — and we are still fighting there.

Some say this is good for the U.S. economy because it means we have to buy more and more bullets and bombs and drones, but personally I’d rather buy more liver transplants for the 47 percent.

Yet nobody in Washington is talking about serious cuts to the defense budget. On the contrary, they are talking about ways to avoid making serious cuts to the defense budget.

In the meantime, the government borrows more and more money, which means it keeps bumping up against the debt ceiling. The debt ceiling was invented as a way to keep Congress from spending too much, but it doesn’t work.

So we keep raising the debt ceiling. We raised it 18 times under Ronald Reagan, four times under Bill Clinton, seven times under George W. Bush and three times, as of August 2011, under Barack Obama.

As Obama points out, the debt ceiling does not allow Congress to spend more money. It merely allows the government to pay the bills Congress has already racked up.

In just a few weeks, we will face another crisis over the debt ceiling. It shouldn’t be a crisis, but politics will make it a crisis.

It’s a broken system. It’s why Americans hate politics.

Late on Jan. 1, President Obama briefly addressed the nation from a nearly empty White House briefing room. “I think, hopefully, in the new year we’ll focus on seeing if we can put a package like this together with a little bit less drama, a little less brinksmanship, not scare the heck out of folks quite as much,” he said.

A little bit less drama? Drama is what government is about these days. Drama is the only thing our elected leaders seem good at.

So you bring the socks. I’ll bring the cowpies.
