“The Massive Irony For Ted Cruz”: Bromance On The Rocks: Surging Ted Cruz Begins To Poke Donald Trump
Ted Cruz’s moment has arrived.
Less than 10 weeks before Iowa voters cast the first votes of the presidential campaign season in Feb. 1 caucuses, a new Quinnipiac poll shows the Texas senator statistically tied with Republican presidential front-runner Donald Trump for the lead in the state. Perhaps not so coincidentally, Cruz is tentatively beginning to take on the brash New York billionaire after months of cozying up.
Twice in recent days, the Texan has seized opportunities to distance himself from Trump’s policies and rhetoric.
First, Cruz disagreed with Trump after the New Yorker expressed openness to setting up a registry of Muslim Americans in the wake of the Paris terrorist attacks. “I’m a big fan of Donald Trump’s but I’m not a fan of government registries of American citizens,” Cruz told reporters in Iowa, according to Politico. “The First Amendment protects religious liberty, I’ve spent the past several decades defending religious liberty.”
Then over the weekend, he politely chided inflammatory rhetoric from fellow Republicans on immigration, citing Trump, in an interview with The Associated Press. “Tone matters,” Cruz said. “Are there some in the Republican Party whose rhetoric is unhelpful with regard to immigration? Yes.”
Cruz’s campaign said to expect more distinctions to come.
“Senator Cruz has drawn policy contrasts with his opponents before and he will continue to do so as he shares his own record and positions with voters on the campaign trail,” said Catherine Frazier, Cruz’s spokeswoman. “As the field continues to narrow, it’s only natural that the contrasts between the front-runners will become more evident.”
The contrast-drawing follows an unusual summer and fall bromance between Trump and Cruz that included a July meeting at Trump Tower in New York, instigated by the Texan, and a September rally on Capitol Hill headlined by the two Republican candidates. On Oct. 8, Cruz admitted his strategy was to eventually win over Trump’s supporters. “In time, I don’t believe Donald is going to be the nominee, and I think in time the lion’s share of his supporters end up with us,” he told WABC’s Rita Cosby.
Trump’s persistent national lead since July, defying a steady stream of predictions about an impending implosion, has forced a strategic shift for Cruz. The Texan is looking to capitalize as he rises to the top tier of the GOP race and as former Iowa front-runner Ben Carson sinks under scrutiny. The new Quinnipiac poll of Iowa Republicans, released Tuesday, found Trump at 25 percent, with Cruz at 23 percent — a 2 percent gap that is inside the survey’s margin of error. Carson was third in the Quinnipiac Poll with 18 percent.
“Ted Cruz should be taken very seriously. He’s laid out a very well thought out grassroots and fundraising network across the country. He’s been very strategic in his timing,” said Ron Bonjean, a veteran Republican operative who is not affiliated with any of the presidential campaigns.
For Cruz, Trump presents an obstacle and an opportunity. The politically incorrect New Yorker has been outperforming the Texas firebrand at his own greatest talent: deploying scorched-earth rhetoric to channel the anti-establishment sentiments in the GOP. But Trump’s bravado gives Cruz a chance to paint himself as something nobody in Washington would accuse him of being: prudent and measured.
“There is massive irony here for Ted Cruz to be asking Donald Trump to tone it down,” said Bonjean. “He’s trying to look like the most adult candidate in the room — the most realistic alternative that could take away Trump voters.”
The irony is that Cruz has built an image upon angering Republican leaders with tactics like incubating the government shutdown of 2013, forcing weekend work as he makes a stand, and calling Senate Majority Leader Mitch McConnell a liar on the floor this summer. It has been a tactical use of his Senate seat, Bonjean said, that has enabled Cruz to cultivate his conservative base and that now positions him to seize his political advantage. “He has built a foundation brick by brick for this moment.”
The appeal of Cruz is straightforward: He’s a crusader for tea party and evangelical Christian causes with the scars to show for smashing fists with a Republican Party leadership that is increasingly disliked by the base. And he has an unusually large war chest for a non-establishment figure — $26.5 million as of his third quarter filing with the Federal Election Commission, along with $37.8 million as of June 30 by a quartet of super PACs supporting him — towering over the fundraising of past Iowa caucus winners Rick Santorum and Mike Huckabee, who are running again and trying to appeal to the same conservative base.
Cruz is battling on a second front with presidential rival and fellow Sen. Marco Rubio, seeking to cast the Floridian as an establishment-friendly foil to his insurgent persona. The two first-term senators, who have been neck and neck for third place in an average of national polls, are duking it out over Rubio’s support for immigration reform in 2013 and Cruz’s vote this year to curtail the government’s bulk collection of Americans’ phone data.
Meanwhile, Trump has suggested Cruz is copying his ideas, telling conservative radio host Laura Ingraham last week that “Ted Cruz is now agreeing with me 100 percent.” The confrontational New Yorker has also indicated he’ll take the gloves off if Cruz becomes a threat to his nomination.
“If he catches on, I guess we’ll have to go to war,” Trump said last Monday on CNBC’s “Squawk Box.”

“The Party That Couldn’t Kabuki Straight”: Prone To Fights To The Death Over Strategy, Tactics And Above All, Symbolism
If you have been following the intra-GOP brouhaha in the U.S. House semi-carefully, you probably realize that much of the conflict between Freedom Caucus bravos and the other Republicans has been over how much hysteria to expend on efforts to force presidential vetoes of prized legislation instead of letting their bills succumb to Senate filibusters. Perhaps some of these birds actually do believe Obama would allow them to kill funding for Planned Parenthood or revoke his executive actions on immigration or mess up Obamacare in the face of a government shutdown or a debt limit default. But for the most part they seem to think there’s vast electoral or psychological or moral gold to be mined from showing exactly what they would do if one of their hirelings was in the White House.
Presumably that’s why the Kabuki Theater exercise of sending Obama a budget reconciliation bill–which cannot be filibustered–that “defunds” Planned Parenthood and repeals key parts of Obamacare has run afoul of right-wing opposition, per a report from Politico‘s Seung Min Kim:
[T]hree conservative members of Senate Majority Leader Mitch McConnell’s conference — Sens. Ted Cruz of Texas, Marco Rubio of Florida and Mike Lee of Utah — have already vowed to vote against the current reconciliation package that repeals major parts of Obamacare, arguing it doesn’t go far enough. If those votes don’t budge, McConnell can’t afford to lose any more votes from his 54-member ranks.
Meanwhile, a provision in the reconciliation bill that defunds Planned Parenthood for one year could cause some heartburn for moderates who don’t support stripping money from the women’s health group.
A draft bill did pass the House on Friday, but over the opposition of Heritage Action, which will make another effort to blow it up in the Senate unless the Obamacare repeal language is broader. But that could make the bill vulnerable to a parliamentarian’s ruling that it violates the Byrd Rule limiting reconciliation bills to provisions germane to the federal budget.
You will note that Marco Rubio, the smart-money favorite to become the Republican Establishment’s darling and win the GOP presidential nomination, is right there with Ted Cruz on obstructing any bill that leaves any significant element of Obamacare standing–on paper, of course. This is presumably a gesture by Rubio to reassure ideologues he would make the executive branch an instrument of their will should they allow his name to grace the top of the ballot next year.
This is the congressional party Paul Ryan will apparently try to lead as Speaker–one prone to fights to the death over strategy, tactics and above all symbolism.

“House Freedom Caucus Demands”: Granting The Insurgents Continuing Power To Be Disruptive
It is looking likely that Rep. Paul Ryan will be elected Speaker of the House next week. Who knows what has transpired behind closed doors, but the word is that he and the Freedom Caucus reached a deal that won enough of them over for him to be elected.
What we also know is that the Freedom Caucus designed a questionnaire for speaker candidates. Kevin Quealy and Carl Hulse have done us all a service by translating those demands from Congressional legalese into plain English.
In looking at the list of 21 items, a lot of the things they are pushing for would simply undo the reforms instituted by Newt Gingrich that put power in the hands of the House Leadership – specifically the Speaker. In that way, they grant the insurgents continuing power to be disruptive.
But there are a few things that would mean pretty immediate chaos. For example, item 13 asks: are you willing to hold the debt limit hostage until we prevail on other issues? Specifically, the Freedom Caucus wants “structural entitlement reforms” in the 2016 budget and the Default Prevention Act (which President Obama has promised to veto) included in any legislation that raises the debt ceiling.
Given that the Treasury has informed Congress that the debt limit will be reached November 3rd – exactly one week after the House votes for a new Speaker – that doesn’t give Paul Ryan a lot of time to work this one out.
Making that job even harder is item 7 which seeks to institutionalize the so-called “Hastert Rule.” It would require that Republicans consider only legislation that has the support of the majority of their party. That would eliminate the possibility for Ryan to develop a coalition of moderate Republicans and Democrats to raise the debt ceiling.
If all that weren’t bad enough, item 15 demands that the new Speaker refuse to pass a budget that contains funding for Planned Parenthood, “unconditional amnesty,” the Iran deal and Obamacare. In other words…”We demand a government shutdown!”
There are several other interesting items, like a demand to impeach the IRS Commissioner, turn the highway program over to states, stick to the spending caps in sequestration, etc. But in a deliciously hypocritical move, item 6 demands that Republicans who signed the discharge petition to fund the Ex-Im Bank be punished, while items 4 & 5 demand that members who oppose rule changes and/or vote their conscience not be punished.
If Rep. Ryan has in any way agreed to these demands, things are going to blow up in the House very quickly. If he and the Freedom Caucus simply put off dealing with them, things are going to blow up in the House very quickly. Get my drift?

“Default Prevention Act, Really?”: House GOP Plays With Matches; Will The Economy Burn?
The Republican-led Congress has just 12 days before the nation’s debt ceiling has to be raised. If lawmakers fail to meet their responsibilities, the country won’t be able to pay its bills, we’ll default on our debts, the full faith and credit of the United States will be in jeopardy, and the economic consequences will be severe.
At this point, congressional Republicans appear to be divided into two groups. The first, which includes the GOP leadership, knows it must raise the debt ceiling, but this faction has no idea how to complete the simple task. The second, which includes far-right members in both chambers, wants to hold the debt ceiling hostage, threatening to crash the economy on purpose unless Democrats meets their demands, but this faction hasn’t bothered to fill out the ransom note.
So far, markets aren’t panicking, because everyone is working from the assumption that Republicans won’t deliberately create a recession for no reason – though anything’s possible.
What’s striking, though, is how little work is getting done. We’re 12 days away from a dangerous deadline – Congress is only in session for 7 of those 12 days – and Congress isn’t even trying to move towards a resolution yet. Instead, the GOP-led House spent time yesterday on something called the “Default Prevention Act.”
With the potential for an unprecedented federal default two weeks away, House Republicans on Wednesday plan to pass legislation not to avert disaster, but rather to manage it, channeling daily tax collections to the nation’s creditors and Social Security recipients if the government’s borrowing limit is not lifted.
Let’s put this in everyday terms. Imagine a gang told you they plan to burn down your town unless their demands are met. You’re skeptical and tell the gang to go away. But the gang members stick around and say, “Before we burn down your town, let’s start making plans to prioritize which parts of the town you might want to rescue before we turn violent.”
That, in a nutshell, is what the “Default Prevention Act” is all about – the gang members passed a bill yesterday to prioritize which bills they’ll allow the United States to pay, and which bills will get burned by their fire.
The problem, of course, is that all of this is completely insane.
What we’re talking about is a plan in which Republicans try to manage the fire from their own arson, “channeling daily tax collections to the nation’s creditors and Social Security recipients” after they refuse, on purpose, to raise the debt ceiling.
And why would GOP lawmakers prioritize the nation’s creditors and Social Security recipients? On the former, because so much of the global economy rests on U.S. Treasury bonds, a deliberate default risks crashing financial systems across the planet. That would be … catastrophically bad.
On the latter, congressional Republicans don’t want to be responsible for cutting off Social Security checks for millions of American seniors, right in time for the holidays.
The “Default Prevention Act” is, by this measure, misnamed. It would prevent the nation from defaulting on some debts, while encouraging the nation to default on others.
Making matters just a little worse, Slate’s Jordan Weissmann explained that the GOP plan appears to be illegal and literally impossible to implement.
[E]ven if the government could borrow to pay bondholders and seniors, crossing the debt limit would still be plenty apocalyptic. Treasury’s computers still might not be capable of prioritizing its obligations, in which case we’d still end up failing to pay some bondholders despite Congress’s intentions.
The mere threat of such an accidental default could cause markets to seize. If the Treasury did successfully keep money flowing to its lenders, meanwhile, the government still wouldn’t be able to cover all of its other costs, and thus would be forced to implement massive, immediate spending cuts to other programs, likely dragging the U.S. and probably the rest of the world into a recession.
He’s referring, of course, to a recession that could easily be avoided by simply raising the debt ceiling – a simple, procedural vote that costs nothing.

“Paul Ryan Is Doomed, Too”: He Will End Up In The Same Position As Boehner — Held Hostage By The Freedom Caucus
A week ago, Paul Ryan looked doomed. Now, he looks really, truly doomed.
The Wisconsin Republican, who achieved national prominence as Mitt Romney’s running mate in 2012, seems more likely than ever to become the next speaker of the House. A devout man of faith, he will need your prayers.
When incumbent John A. Boehner (R-Ohio) announced his resignation, Ryan made clear he did not want the job. Who on earth would? Boehner spent his tenure trying — and failing — to corral ultra-conservative Republicans into a working majority.
GOP victories in the 2010 midterm elections had swept into office a group of nihilistic renegades who believe the way to change Washington is to blow it up.
Now calling themselves the Freedom Caucus, these 40 or so legislative bomb-throwers insisted on fighting battles they had no chance of winning and repeatedly took the country to the brink of calamity.
They threatened government shutdowns (and achieved one). They tried to block routine increases in the federal debt ceiling. They kept the House from passing spending bills in key areas, such as transportation, where there once was bipartisan agreement. They insisted on more than 50 useless attempts to repeal all or part of the Affordable Care Act, knowing these measures would fail in the Senate or be vetoed by President Obama.
As presumptive speaker, Ryan can look forward to more of the same.
Ryan is seen as the only figure who could potentially unite the fractious GOP caucus. As such, he has leverage — and he is trying his best to use it.
He insisted on having the support of all 247 Republicans before he would accept the job. But now he is reportedly willing to settle for less.
The Freedom Caucus announced Wednesday that a “supermajority” of its members would back Ryan. There was no official endorsement from the group, however, which means the unspecified majority fell short of 80 percent.
That doesn’t sound so bad — perhaps 10 or fewer unreconciled renegades, who theoretically could be marginalized. “I believe this is a positive step toward a unified Republican team,” Ryan said. But in courting the ultra-conservatives, he reportedly made concessions that seem to guarantee that the speaker’s gavel will be a symbol of misery, not of power.
The main problem is that Ryan is said to have promised to follow the “Hastert rule,” named for former speaker Dennis Hastert (R-Ill.), requiring that legislation have the support of a majority of the GOP caucus before it is brought to the House floor.
Boehner had to break the Hastert rule whenever ultra-conservatives threatened to bring about disaster — a potentially catastrophic default because the debt limit needed to be raised, for example. In those instances, Boehner got the legislation passed with a cobbled-together majority comprising Democrats and moderate Republicans.
To keep his job, Boehner generally kept to the Hastert rule on other, less critical legislation. This is what made the Congresses he led so spectacularly unproductive.
In 2013, the Senate passed a comprehensive immigration reform bill. Had Boehner brought the legislation to the floor of the House, it almost surely would have passed — but with the votes of Democrats and GOP moderates. A majority of the Republican caucus opposed comprehensive reform, so Boehner never allowed a vote on it.
Immigration, at least, is a hot-button issue; transportation is not. Yet Boehner could not even get a majority of his caucus to support a routine six-year transportation bill. This is the kind of legislation that used to be a simple matter of arithmetic and routinely passed with broad bipartisan support. For today’s House Republicans, however, fixing roads and bridges is somehow an ideological issue. Just about everything, in fact, is an ideological issue.
If Ryan does become speaker and respects the Hastert rule, he will end up in the same position as Boehner — held hostage by the Freedom Caucus. In his meeting with the group, moreover, he reportedly softened his demand to eliminate a House procedure in which any member can call for a vote to “vacate the chair,” or kick the speaker out of his job. And he also reportedly promised to devolve more power to the rank and file, which is precisely the opposite of what needs to happen.
If Ryan gets the job, he will likely enjoy a honeymoon period. But the fundamental problem — no functional GOP majority — will remain. Ryan believes government should be small. Much of his caucus believes it should be thwarted.
Sounds like doom to me.
