“Ted Cruz Is Trolling Congress”: It’s Time The Media Calls Him On It
In the accountability-free zone that passes for Sunday morning news shows, it takes a lot for a politician to generate any kind of pushback from their intellectually malleable hosts. So, it passes as noteworthy when Bob Schieffer, host of CBS News’ Face the Nation, recently followed up on a ridiculously false statement by one of his show’s guests, Texas Senator Ted Cruz.
BOB SCHIEFFER: All right, lemme—lemme go back to one thing and—the question I asked you was, “Would you ever conceive of threatening to shut down the government again?”
SEN. TED CRUZ: Well, as I said, I didn’t threaten to shut down the government the last time. I don’t think we should ever shut down the government. I repeatedly voted—
BOB SCHIEFFER: Well—
SEN. TED CRUZ: —to fund the federal government.
BOB SCHIEFFER: Senator—
(OVERTALK)
BOB SCHIEFFER: —if you didn’t threaten to shut down the government, who was it that did? I mean, but we’ll go on—
Not exactly withering cross-examination, to be sure. But what even the transcript of the absurd exchange doesn’t fully capture, though this video clip does, is Schieffer’s astonishment—to the point of outright amusement—at Cruz’s brazen embrace of an obvious lie. The clubby world of DC punditry depends upon an unspoken agreement of plausible deniability between both pundits and politicians. So when one of the latter so clearly and consistently leaps off the cliff of reality, members of the former who try to stick with the equivocating, “both sides” script risk being taken down as well. That someone like Schieffer could be reduced to near giggles by Cruz’s duplicitousness symbolizes how timid and soft the Washington press corps has grown. And it reveals how ill-prepared the media is to deal with someone like Cruz, whose shtick is naked, intellectual dishonesty.
Put more simply, Cruz is little more than a Congressional troll. Since his election fifteen months ago, he has embarked upon a non-stop campaign of willful antagonism, privileged contrarianism, and unabashed self-aggrandizement. Trolls peddle phony outrage and crave undeserved attention and, not coincidentally, Cruz’s political toolkit contains just two elements: monkey wrenches and soapboxes.
As just one among 100 in the “world’s greatest deliberative body,” Cruz tends to get written off by the press as merely a colorful, mostly harmless crank. The Senate’s precarious legislative process and the House’s deep polarization, however, means Cruz’s disingenuous obstructionism makes an already dysfunctional Congress even more unpredictably combustible. All last summer, he ran a traveling political medicine show for the FEMA-camps-and-Benghazi-conspiracy crowd, touting the potential for repealing Obamacare as part of the impending government budget showdown. Though his trolling was an obvious fundraising and publicity stunt with zero chance of success, Republicans in Congress went along with his no-win scenario, taking the whole of the federal government down with his party in October.
In the past week, Cruz pulled two more variations on this same reckless behavior. While Senate Republican leaders had already accepted the necessity of passing a clean debt limit bill and were willing to let Democrats approve it with a simple majority, Cruz nearly blew up the process by threatening a filibuster at the last minute. Facing yet another publicity disaster, not to mention risking the full faith and credit of the nation’s financial system yet again, twelve GOP Senators reluctantly voted for passage. And while disaster was temporarily avoided in that case, Cruz likely killed off the House’s numerical advantage on immigration reform when he unexpectedly stuck the incendiary “amnesty” label on Speaker Boehner’s broad principles for reform last week.
Of course, no one should shed tears for folks like Senate Minority Leader Mitch McConnell when they have to publicly confront the embarrassment of the GOP’s slouching towards Bethlehem. And if the Republicans’ refusal to address immigration before next fall’s midterm elections costs it seats in the House or its chance for the majority in the Senate, so much the better. But make no mistake, Republican self-immolation on this scale means millions of Americans are burned in the backdraft.
Sadly, the press rarely connects the dots on the long-term, real-world damage of Cruz’s legislative sabotage. In fact, his tactics have so mesmerized the media that what would otherwise be unprecedented intransigence by the rest of the GOP caucus gets normalized. For example, there was this New York Times story last week, which soft-peddled Cruz’s key role in sparking the potential debt ceiling disaster but that gave credit to Senate Republican leaders for having “rescued” the aforementioned debt ceiling vote. Politico, as only it can do, one-upped the Times with a long, behind-the-scenes process story that also glossed over Cruz as provocateur and instead featured this laugher of a quote from Senator John McCain about Mitch McConnell’s “yea” vote: “I must say it was a very courageous act.” Yes, inside the Beltway, it takes “courage” for the Senate Minority Leader to vote for a bill to pay for things that Congress has already spent money on.
The usual suspects, apathy and ignorance, are no doubt contributing factors in the political press’s unwillingness to call out Cruz’s spiteful grandstanding. I suspect subconscious bias is at work as well. The “Everybody hates him” reputation Cruz has now firmly and deservedly established sounds an awful a lot like the old newsroom shibboleth about objectivity—that when both parties are complaining about your reporting that’s a sure sign you’re doing it right. If you’ve ever wondered how far afield from honest governance a politician can wander before the “objective” media finally calls out his or her bullshit, Ted Cruz looks to be the ongoing case study.
This kind of journalistic negligence emboldens other extremist Republicans in Congress to sow even more dysfunction, though. In addition, the lack of public accountability only serves to discourage more rational members of the GOP who might otherwise be tempted to leverage intra-party pressure in stopping the needless obstruction. Indeed, it’s gotten so bad that the fear of facing a primary threat on the right from the next wannabe Ted Cruz—whom the press will lavish with uncritical attention—has reduced some feckless House Republicans to concern trolling with their Congressional votes, as part of what’s being called the “vote no, hope yes” caucus.
In the end, this is the most pernicious effect of Cruz’s trolling—the way his deceitful behavior disconnects political rhetoric and action from the good faith of those Americans he represents—and more importantly—how it impacts those Americans he doesn’t. Any press corps that proclaims to be a beacon of truth and accountability in a free society should feel compelled to call out these anti-democratic tactics for what they are. Failure to do so really is no laughing matter.

“The Importance Of Having Health Insurance”: The 2014 Factor No One Is Talking About — Seniors Are Turning On The GOP
Congressional Republicans have passed a budget, raised the debt limit and punted on immigration reform with one goal in mind. They want to make the 2014 midterm elections about Obamacare.
The party seems to be so confident of this strategy that it doesn’t appear to have any “Plan B,” as The Washington Post‘s Greg Sargent continually points out.
While going all-in on the Affordable Care Act makes sense inside the right-wing mindset, where the law is one Fox News interview from disappearing to wherever Mitt Romney was supposed to go, seniors — America’s most reliable voters — may end up leading a backlash against a post-government-shutdown Republican Party that is even less popular now than when George W. Bush left office.
Undoubtably, the poll numbers for the president’s health law remain low months after HealthCare.gov’s bungled rollout — even though it has helped lead the country to the lowest uninsured rate in five years.
But since the 2010 election, after which real, live Americans began gaining health insurance coverage due to the Affordable Care Act, has there been even one election that has been swayed by Obamacare?
Having been the godfather of the law didn’t cost Mitt Romney the 2012 GOP primary. Having signed the bill into law didn’t cost President Obama his re-election. It didn’t stop Democrats from picking up seats in the Senate and the House. Since 2012, Governor Chris Christie (R-NJ) was re-elected after accepting Medicaid expansion and Terry McAuliffe won Virginia’s governorship with a jobs plan centered upon expanding Medicaid.
In Florida, Democrat Alex Sink narrowly leads Republican David Jolly in a special election to replace Rep. Bill Young (R-FL), who passed away late last year. As Jolly attacks Sink on Obamacare, Sink defends the most popular part of the law — the ban on insurers considering pre-existing conditions — and attacks Jolly on Medicare.
Republicans exploited seniors’ fears of Medicare cuts in 2010 — then voted for the same cuts when they took the House. They also went a step further by proposing a plan to radically remake the single-payer system that provides health coverage to every American 65 or older.
Jolly, a lobbyist, has never officially endorsed or voted for the plan created by Rep. Paul Ryan (R-WI) to turn Medicare into a voucher system. However, nearly every sitting Republican member of the House has.
Ryan’s plan and opposition to Obamacare earned him boos when he spoke at the AARP convention as Mitt Romney’s running mate in 2012. And it was certainly part of the reason he was barely visible in the last few weeks of the campaign.
And since the 2012 election, Republicans’ standing with seniors has only deteriorated.
“In 2010, seniors voted for Republicans by a 21-point margin (38 percent to 59 percent),” Democracy Corps’ Erica Siefert noted in her post “Why Seniors Are Turning Against The GOP,” published months before the government shutdown.
In the latest McClatchy-Marist National Poll, the GOP only had a 4-point margin over Democrats.
The same poll found that 58 percent of adults 45-59 and 54 percent of those 60 and older had an unfavorable view of the president. However, 73 percent of adults 45-59 and 74 percent of those 60 and older also reported an unfavorable view of Republicans in Congress.
Democrats recognize that Obamacare may be a liability and are circulating talking points that call attention to the fact that “65 percent of voters agree with the statement ‘we’ve wasted too much time talking about Obamacare and we have other problems to deal with.’” This aligns with polls that show again and again that most people would rather keep and fix the law than repeal it completely.
But it’s quite possible that the GOP’s stand on Medicare could ultimately be more harmful to their prospects than Obamacare is for Democrats.
Any Republican who sticks with repeal can be charged with wanting to raise prescription drug prices for seniors. Along with eliminating the closing of the Medicare drug “donut hole,” repeal also would erase subsidies that are potentially helping millions of older Americans afford care.
“I just cried, I was so relieved,” said 58-year-old Maureen Grey after using her new plan — purchased with the help of Obamacare subsidies — to visit a doctor.
Adults aged 55-64 make up 31 percent of the new enrollees in the health care marketplaces set up by the law. A new Associated Press report notes that workers nearing retirement have been hardest hit by the Great Recession and are in the most desperate need of what the law offers:
Aging boomers are more likely to be in debt as they enter retirement than were previous generations, with many having purchased more expensive homes with smaller down payments, said economist Olivia Mitchell of University of Pennsylvania’s Wharton School. One in five has unpaid medical bills and 17 percent are underwater with their home values. Fourteen percent are uninsured.
As of December, 46 percent of older jobseekers were among the long-term unemployed compared with less than 25 percent before the recession.
And those financial setbacks happened just as their health care needs became more acute. Americans in their mid-50s to mid-60s are more likely to be diagnosed with diabetes than other age groups, younger or older, accounting for 3 in 10 of the adult diabetes diagnoses in the United States each year. And every year after age 50, the rate of cancer diagnosis climbs.
For many of these Americans, the Medicare guarantee isn’t some distant, theoretical promise. It’s a necessity.
And with Obamacare bridging the gap until retirement, Republicans may find that their decision to make the 2014 election about health care will be as ill-advised as shutting down the government to defund it.

“Spoiler Alert”: GOP Leaders Hope To Maintain Party Unity By Doing Nothing For The Rest Of The Year
The debt ceiling has been lifted, an omnibus spending bill has been passed, the farm bill is finished and a bipartisan budget has been signed by President Obama. All the must-pass legislation of this Congress, in other words, has been dealt with, leaving leaders in the House GOP with one big choice and three options.
The choice: What to do between now and November’s congressional elections.
The options:
- Push for immigration reform.
- Push for tax reform.
- Do absolutely nothing and hope that saying some combination of “Obamacare” and “Benghazi” every 30 seconds between now and November will be enough to maintain the Republican hold on the House and retake the majority in the Senate.
Spoiler alert! They’re going with option No. 3.
According to Robert Costa of the Washington Post, congressional GOP leadership has decided that in order to maintain party unity and put themselves in the best position to win in November, Republicans would be best off doing a whole lot of nothing for the next nine months.
“We don’t have 218 votes in the House for the big issues, so what else are we going to do?” California GOP Rep. Devin Nunes told Costa. “We can do a few things on immigration and work on our principles, but in terms of real legislating, we’re unable to get in a good negotiating position.”
While the GOP has a clear majority in the House, Nunes’ remarks reflect the divided nature of the Republican caucus, in which the Tea Party faction is too small to command a governing majority, but is large enough to keep less-conservative GOPers from getting anything done.
Republicans’ decision to wait out the remainder of 2014 is, according to GOP pollster and spinmeister Frank Luntz, “[A]n acknowledgment of where they stand, where nothing can happen in divided government so we may essentially have the status quo.”
“Significant immigration reform and fundamental tax reform are probably not going to happen,” he added.
That’s not to say that Republicans will literally do nothing, however. On the contrary, they plan to introduce a slew of bills that have no chance of passing but will supposedly win the support of undecided swing-voters. Costa reports that a bill to fully repeal and replace Obamacare is planned to be released in the spring or the summer, and that GOP leaders hope to introduce similarly DOA bills focused on jobs, energy and regulations.
“It’s a natural progression,” Minnesota Republican Rep. Vin Weber told Costa, speaking of the party’s new plan. “If you’re a Republican in Congress, you’ve learned that when we shut down the government, we lose. Now that we’ve had some success in avoiding another shutdown, our fortunes seem to be rising, so maybe we don’t want big things to happen.”
Now there’s a bumper-sticker. “Vote Republican in 2014: We don’t want big things to happen.”

“A Party Of One”: Ted Cruz Flips Off The GOP And The Country
Only a week ago Politico introduced us to a new Ted Cruz. The freshman senator who brought his party to historic public-approval lows by forcing last fall’s government shutdown had since worked on “thawing” his relationship with fellow Republicans. In “Ted Cruz plays nice,” we learned the effort was paying off: The firebrand was already “getting along reasonably well with most of his GOP colleagues.”
That was then. Now Cruz is promising to filibuster the debt-ceiling bill passed by House Democrats with 28 GOP votes. He wasn’t expected to scuttle the deal, but he will force at least five of his GOP colleagues to join the Senate’s 55 Democrats to get it passed. Already, as the Senate votes, Kentucky’s Mitch McConnell and Texas’ John Cornyn, both facing primary challenges from their right, had to flip no votes to yes to defeat the filibuster. The actual measure still hasn’t passed. (Update: The Senate evaded the filibuster with additional Republicans joining Cornyn and McConnell to make the final vote to advance the bill 67-31; then all 43 Republicans voted against it.)
“Under no circumstances will I agree to the Senate’s raising the debt ceiling with just 50 votes. I intend to object and force a 60-vote threshold,” Cruz told reporters Tuesday. “They don’t have to vote for it, I think Republicans should stand together and do the right thing. We should have every Republican stand together and follow the responsible course of action, which is to insist on meaningful spending reforms before raising the debt ceiling.”
So what happened to Politico’s new Ted Cruz? Well, he’s probably looked over at Chris Christie and realized that another 2016 contender has self-imploded more spectacularly than he did. Although Cruz saw his own national-poll standing drop after his shutdown histrionics, it was nothing compared with Christie’s plunge. Tragically for Christie, he now trails Hillary Clinton, in a hypothetic 2016 matchup, by more than the wildly polarizing Cruz does.
In a February Texas Monthly profile, Cruz hardly seems worried about the enmity of his fellow Republicans. He’s unapologetic about his role in the hugely unpopular government shutdown. He considers himself vindicated by the Affordable Care Act troubles that emerged after the shutdown, from glitches in the website to the controversy over canceled plans. And he remains the most popular statewide figure in Texas politics.
Politico’s case for a kinder, gentler Cruz was never convincing anyway. The only evidence mustered was that he’d dined with Sen. John McCain, who famously called him a “wacko bird” last year, and cracked jokes with Sen. Lindsey Graham, who subsequently praised him to reporter Manu Raju.
It’s clear that Cruz has 2016 fever again, and a debt-ceiling filibuster is just what he needs to cement his status as the Tea Party standard-bearer (he’s in a virtual tie with Sen. Rand Paul in the latest Tea Party polls). Cruz is heading to Iowa yet again next month, and in April he’ll visit the first-primary state, New Hampshire, for a “Freedom Summit,” along with Rand Paul and Mike Huckabee.
A few Republicans have criticized Cruz’s debt-limit showboating. “Maybe Ted Cruz should spend a little time trying to win the Senate instead of attacking his fellow Republicans,” Rep. Adam Kinzinger, R-Ill., said Tuesday. “I thought that Ted Cruz was past [that], but maybe he isn’t.”
On CNN’s “Crossfire” Nevada GOP Sen. Dean Heller also opposed Cruz’s filibuster plan. “I don’t think it’s right,” he said. “At the end of the day, we’re going to pass a clean debt ceiling increase with Ted’s or without Ted’s support, with my support or without my support. But at the end of the day, there’s going to be a debt ceiling increase and it’s going to be clean.”
That’s true. We now know one thing: Ted Cruz is no longer playing nice. He forced 12 of his fellow Republican senators effectively to go on record in favor of hiking the debt limit, votes that will put them on the bad side of Tea Party primary challengers and the nihilistic right-wingers at Heritage. Ted Cruz has proved that he’s a party of one, unable to work effectively with his fellow Republicans, or on behalf of his country.

“Always Pick Door Number 2”: The Lessons Of John Boehner’s Latest Failure
A last-ditch plan by House Republicans to extract concessions in exchange for hiking the nation’s borrowing limit fell apart Tuesday morning, with conservative holdouts leaving the party short of the necessary votes.
That the GOP caved isn’t as surprising as the speed with which it did, just a few minutes into a morning conference meeting. All along, it was clear Republicans had no leverage with their debt-ceiling threats; they’d caved before, and public opinion was firmly against more debt limit extortion.
Still, the GOP’s latest debt ceiling defeat is yet another sign of how difficult it has become for Speaker John Boehner (R-Ohio) to move anything through his divided caucus. And Boehner’s inability to control his party is a real liability, as it’s given Democrats even less reason to concede ground in future negotiations — not only on the debt ceiling, but on other major issues as well.
Even after Republicans self immolated during last year’s debt ceiling negotiations by offering a fantastical hostage list, the party again wanted to extract some kind of concessions this time. But though the ask list was smaller, the party again couldn’t agree on a single plan, and a handful of proposals quickly collapsed. In a weird Bizarro World twist, the last idea — to restore pension benefits to some veterans — would have had Republicans either voting to raise spending, or voting against the military.
In the end, the potential damage to the GOP was so great that party leaders knew they had two options on the debt ceiling: Stand firm and destroy the party’s approval rating (again), or ask Democrats for help. Boehner gave the finger to the Tea Party and picked Door Number 2.
So now, Democrats and President Obama, who insisted throughout the ordeal that they would only support a clean debt ceiling vote, have watched the GOP cave once again. When Republicans return with more debt ceiling demands in the future, Democrats will surely be emboldened to shrug them off and say “nope” again, confident the demands are merely more empty threats.
But will Boehner keep bucking the right wing? Immigration offers a salient test case, with Boehner seemingly interested in passing some reforms, and conservative critics blasting any action as “amnesty.”
The fallout for Republicans from spiking immigration this year wouldn’t be as visceral as the damage from, say, the government shutdown. But it would give Democrats a huge talking point — “Republicans are anti-immigration” — and further impinge on the party’s ability to court minority voters.
In short, Boehner is, as he has been for some time, caught between his need to appease the right and his need to do his job. The latest debt ceiling brouhaha has only exposed how tricky that balancing act is, and shown Democrats that, with a little pressure, they can force him to dump the right and seek out their help.
