“Will The House GOP Stop The War on ISIS?”: If You Hamper The War Effort Of One Side, You Automatically Help That Of The Other
So here, with Congress now trying to figure out what to do about President Obama’s request for funding for the Syrian rebels, we have a glimpse, as rare in its way as an eclipse or a meteor shower, of two Republican pathologies colliding head-on. The first is their biological urge to oppose Obama on all matters. The second is the House Republicans’ chronic eleventh-hour melodramatics about keeping the government funded every September. I could throw in a third—John McCain’s ever-mounting and ever-more-obvious personal bitterness toward Obama—but we’ll lay him aside for today and focus on this joining of the two pathologies, which in the worst-case scenario threatens to derail Obama’s anti-ISIS campaign before it even starts.
Fast background: Congress has to pass a continuing resolution by September 30 or we’ll have a government shutdown again. Actually, in practical terms, it has to pass it within the next few days, because the Jewish holidays are coming and Congress is going on recess so members can go back home and campaign.
In an election year, no one on the GOP side wants to risk a government shutdown (check that—Ted Cruz still kind of does!). The two parties are mostly arguing about the Export-Import Bank, the newest piece of coal for the tea party fire, but that’s the kind of thing they usually agree at the last minute to extend for another six months.
But that was the pre-ISIS state of play. Then we all saw the beheading videos, and fighting the Islamic State became a matter of urgency. Obama had asked Congress for $500 million in aid to the Syrian rebels back in June, but Congress, in its laconic, congressional way, was originally going to wait until next year to get around to that. But now the administration wants that $500 million—which is actually part of a larger $2 billion request that would include other money for operations in Iraq and Ukraine—to be passed now. And it wants it included in the “CR,” as they call it.
As you probably know, the House Republicans met Thursday morning in the aftermath of Obama’s speech to figure out how to proceed. As you probably also know, they didn’t figure it out. Some support Obama’s request—John Boehner does, and the relevant committee chairmen. Others, of course, don’t trust Obama. Some want to keep the Syria money in the CR. Others want to pry it out and have two votes, one on government funding and one on the Syria dough.
What would be the point of this? There is no point. Long Island Republican Peter King said something in Politico about how “it sends a stronger message” if it’s a separate vote, which is nonsense. Can you picture Bashar al-Assad sitting in Damascus talking with a top aide and saying, “Well, I don’t think $500 million is a serious amount of money,” and the aide says, “Gee, boss, I don’t know, I mean, they passed it on a separate vote”?
Please. The only reason to have a separate vote is to diddle the White House around. “Assert congressional prerogative” is the more euphemistic way to put it, but I can guarantee you that if President Romney were asking for this money, the only thing Republicans would be debating would be how many times they could each vote yea. Similarly, the shocking demand among some Republicans for greater action—for ground troops, even—is equally hypocritical. If Obama had proposed ground troops, they’d be hyperventilating about how scandalous it was of him to want to send our troops into harm’s way. They’re just looking for a hook—the handiest excuse to oppose Obama that they can find.
Obviously, passing the $500 million in the quickest way possible is what sends the strongest “message,” as if anyone even cares about such messages. What matters is that the money gets authorized. If the House Republicans pull it out of the resolution and make it a free-standing vote that will happen later, then all that accomplishes is that it gives talk-radio land and the conservative Twittersphere a few days to badger Republicans about casting a pro-Obama vote (and right before an election). And if that happens, and the right finds some excuse to work itself into a lather over this, Boehner may just decide that the easiest thing is to send them home without voting on Syria at all.
In one of his more famous essays, “Pacifism and the War,” George Orwell wrote that pacifism “is objectively pro-fascist. This is elementary common sense. If you hamper the war effort of one side you automatically help that of the other.” Orwell was writing of course about World War II, which I concede this is not (although I submit that it would be nice to see similar rhetorical restraint from the Republicans, who never tire of invoking Munich when they’re harping on Obama for not being tough enough). But if it isn’t World War II, neither is it the last Iraq War, which was completely unprovoked and based on lies. ISIS has killed Americans, and its threat to the region is clear and obvious. The Islamic State is evil by any measure. House Republicans may not trust the president and may prefer to see all this done differently. But without going as far as Orwell did (he later walked back the essay, after all) we can fairly ask if they want to have done nothing to check the Islamic State’s march.
I actually don’t think it will come to that. Even so, if I were a moderate Syrian Sunni, I wouldn’t be putting in orders for any tactical ballistic missiles just yet.

“Oil And Gas”: The Combustible Mix Of Ted Cruz And The House GOP
Congress will have to act fairly soon to approve a new stopgap spending measure, called a “continuing resolution,” to prevent a government shutdown at the end of the month. Leaders in both parties and both chambers seem fairly optimistic – especially now that President Obama has postponed an announcement on immigration executive actions – that an ugly fight can be avoided.
But as we learned during the Republican shutdown last fall, congressional leaders don’t always get what they want.
Sen. Ted Cruz again met with a small group of House Republicans late Tuesday night, this time to discuss over pizza a conservative strategy on the continuing resolution.
While many of the Cruz meetings have seemed to lack a specific agenda or resolution, members trickled out of Tuesday’s nearly two-hour meeting repeating a similar refrain: We want a new expiration date on the CR.
The House GOP leadership seems to have adopted a let’s-not-screw-this-up-again strategy. They’ll advance a “clean” spending measure that will keep the government open through mid-December, then act again during the lame-duck session that will follow the midterm elections. No muss, no fuss.
Cruz isn’t sure he likes that plan. The far-right Texan, for example, yesterday suggested members use “any and all means necessary” to prevent President Obama from using his executive powers to further address immigration policy. In the context of the continuing resolution, that presumably means Cruz would like to see measures added to the spending bill to tie the president’s hands – and if those measures aren’t there, then the spending bill should be blocked, regardless of the consequences.
The senator and his allies also have concerns about the length of the CR and a possible extension of the Export-Import Bank.
Whether their concerns have the traction necessary to shut down the government again is another matter entirely.
The fact remains that most House Republicans appear eager to spend as little time as possible on Capitol Hill before the elections. The goal, in general, is to keep the government’s lights on and get back to the campaign trail. Luckily for the GOP, most voters no longer seem to remember last year’s ridiculous shutdown, and so long as Republicans don’t do it again, they probably won’t face any real consequences for their actions at all.
And so when Cruz interjects to argue that he and his far-right cohorts should do it again, it’s a tough sell for the Texas Republican.
Still, strange things happen when Cruz and House Republicans huddle for private meetings.
As we discussed earlier in the summer, Cruz met privately with a group of House Republicans in late July to urge them to ignore their own leadership and oppose their party’s border bill. Less than a day later, House GOP leaders were forced to pull their preferred legislation – too many of House Speaker John Boehner’s members were listening to Cruz, not him.
It’s part of a growing pattern. Last September, for example, Boehner presented a plan to avoid a government shutdown. Cruz met directly with House Republicans, urged them to ignore their own leader’s plan, and GOP House members followed his advice. A month later, Cruz held another meeting with House Republicans, this time in a private room at a Capitol Hill restaurant.
This year, in April, the Texas senator again gathered House Republicans, this time for a private meeting in his office. In June, less than an hour after House Republicans elected a new leadership team, Cruz invited House Republicans to join him for “an evening of discussion and fellowship.”
In July, as Congress prepared for some 11th-hour legislating before their month-long break, Cruz and House Republicans met to plot strategy, and a week later, they huddled once more.
The Texas Republican doesn’t seem to get along with other senators, but he spends an inordinate amount of time huddling with House Republicans who actually seem to listen to his advice.
This time, though, the odds are against Cruz’s success. Will the House GOP majority really move towards a government shutdown – two months before Election Day – in the hopes of blocking executive actions on immigration that haven’t even been introduced? The fact that Cruz and his allies would consider such a tactic is itself remarkable, but he’s nevertheless likely to lose this round.

“Secret Audio Nails Mitch!”: Endangered McConnell Busted Humiliating Himself On Tape
This year Senate Minority Leader Mitch McConnell chose to spend Father’s Day with two GOP political sugar daddies, Charles and David Koch, at their annual retreat, this time at the lovely St. Regis Monarch Bay resort in Orange County, California. As befit the day, McConnell brought the love: “I want to start by thanking you, Charles and David, for the important work you’re doing. I don’t know where we’d be without you.”
It’s a good thing McConnell sucked up to the wealthy right-wing industrialists. He could be looking for a job soon, once Kentuckians (and opponent Alison Lundergan Grimes) hear the audiotape of the session obtained by the Nation. (A transcript can be found here.)
The same weekend ISIL began approaching Baghdad, and Eric Cantor had just lost his primary for, among other reasons, being too cozy with big donors, McConnell took time to schmooze the Kochs and their network of funders and organizers. He wasn’t the only Senate candidate there: the next day, GOP Senate nominees Joni Ernst of Iowa, Tom Cotton of Arkansas and Cory Gardner of Colorado joined the retreat, the Nation’s Lauren Windsor has reported, and all pledged allegiance to the Kochs.
“The exposure to this group and to this network, and the opportunity to meet so many of you, really started my trajectory,” kvelled Ernst, who attended the summit last year. (You can hear audio of her remarks at the Huffington Post).
But only McConnell was devoted enough to spend Father’s Day addressing the Kochs – and only McConnell said anything substantive enough to ensure him home-state trouble.
Kentuckians may find themselves chagrined to learn that McConnell promised the Kochs and their friends that he would intensify gridlock if Republicans win control of the Senate. While legislation requires 60 votes, he noted, budget bills only require a simple majority, and he promised to attach “riders” defunding Obamacare, financial regulation laws and the entire Environmental Protection Agency to any spending bill — riders that President Obama would likely veto, which could trigger another government shutdown.
He also attacked Democrats for wasting time on their “gosh darn proposals” – like raising the minimum wage, which Kentuckians support by almost 2-1, and extending unemployment insurance, likewise backed by his state’s voters.
Here’s what McConnell said on those points, verbatim.
We can pass the spending bill, and I assure you that in the spending bill, we will be pushing back against this bureaucracy by doing what’s called placing riders in the bill: No money can be spent to do this or to do that. We’re going to go after them on healthcare, on financial services, on the Environmental Protection Agency, across the board.
And we’re not going to be debating all these gosh darn proposals. That’s all we do in the Senate is vote on things like raising the minimum wage — cost the country 500,000 new jobs; extending unemployment — that’s a great message for retirees; the student loan package the other day; that’s going to make things worse. These people believe in all the wrong things.
Kentuckians can decide who believes in all the wrong things come November.
In June the Nation first reported on the annual Koch retreat, loftily titled “American Courage: Our Commitment to a Free Society,” and heavily focused on helping the GOP take back the Senate. 2016 contender Sen. Marco Rubio attended along with McConnell, but it was the man the Kochs hope will be the Senate majority leader come January who headlined the crucial session “Free Speech: Defending First Amendment Rights.”
If dollars themselves could vote in Kentucky politics, McConnell would defeat Grimes in a landslide. At the Koch retreat, the Senate veteran depicted himself as a tireless soldier for the freedom of money in politics. He described the right to make unlimited political contributions as “the one freedom, that without which we can’t do anything.” His fealty to the cause of money in politics got embarrassing at times.
According to the Nation, McConnell talked about his many filibusters of campaign finance reform the way other men his age describe war battles. “The worst day of my political life was when President George W. Bush signed McCain-Feingold into law,” McConnell told the Kochs and their friends. Others might say 9/11, or the day President Reagan was shot (or further back, the assassinations of President Kennedy, Bobby Kennedy or Martin Luther King Jr.) But not Mitch.
The only people he praises more than the Koch brothers are the five-member Supreme Court majority that voted to abolish McCain-Feingold in the Citizens United decision, calling the John Roberts-led bench:
The best Supreme Court in anybody’s memory on the issue of First Amendment political speech…[Now] you can give to the candidate of your choice, You can give to Americans for Prosperity, or something else, a variety of different ways to push back against the party of government…I’m really proud of this Supreme Court…It’s only five to four, and I pray for the health of the five.
But not the other four, obviously. Tough luck, RBG.
When David Koch himself, during the question and answer session, complained about a New York Times editorial lamenting the influence of big Koch money, and asked about Democrats’ attempts to start the process of amending the Constitution to state that Congress may in fact regulate campaign contributions, McConnell was at his feistiest.
“This is an act of true radicalism,” McConnell declared. “It shows how far they’re willing to go to quiet the voices of their critics … The IRS, the SEC and the FEC. They’re on a full-tilt assault to use the power of the government to go after their critics.”
By comparison with the seasoned McConnell, Senate candidates Joni Ernst, Tom Cotton and Cory Gardner were restrained, as Lauren Windsor reports in the Huffington Post. A grateful Gardner, happy about all the Koch-related third-party money flowing into his race, told the crowd that among the people most excited about his run was “the station manager at Channel 9 in Denver because he knew the activity that would be taking place on the airwaves.”
Tom Cotton likewise thanked the group for its role in his success. “[The Koch-funded] Americans for Prosperity in Arkansas has played a critical role in turning our state from a one-party Democratic state … building the kind of constant engagement to get people in the state invested in their communities,” Cotton explained.
But only McConnell went on record endorsing the Koch brothers’ entire big money agenda, while mocking popular “gosh darn” Democratic policies like a minimum wage hike, restoring extended unemployment insurance and easing the student loan burden. McConnell’s role in blocking her student-loan compromise earned him a visit to Kentucky by Sen. Elizabeth Warren, on behalf of Grimes. ”Mitch McConnell says it’s more important to protect the billionaires,” she told the crowd. “And that’s what this race is all about.”
It would be ironic if the Koch brothers won their GOP Senate majority, but McConnell wasn’t around to lead it.

“The Tea Party Is Abandoning Paul Ryan”: It’s No Longer A Matter Of ‘If’ The Full Movement Will Turn On Him, It’s When
When Mitt Romney chose Representative Paul Ryan as his running mate in the 2012 presidential election, the tea party was ecstatic. “It’s a big step toward what the tea party has been trying to accomplish,” Matt Kibbe, the president and CEO of FreedomWorks, said at the time. “It gives people a reason to be more enthusiastic about the Republican ticket.” But just two years later, Kibbe and his fellow tea party activists are singing a different tune: Ryan has betrayed the movement.
The first significant break between Ryan and the tea party came at the beginning of this year, when he collaborated with Senator Patty Murray, the Democratic chair of the Senate Budget Committee, on a budget that avoided another government shutdown. That deal replaced $65 billion of the sequester over the next two years by requiring federal workers to contribute more to their pensions, implementing new fees on airline tickets, and cutting spending a decade from now. While the deal actually reduced the deficit by $20 billion in total, the far right was furious. “It is disappointing to see Chairman Ryan forget lessons learned this past spring, when House Republicans united to win reasonable spending limits in the face of President Obama’s hysterical predictions that even modest cuts would harm our nation,” said Tim Phillips, the president of American for Prosperity. Erik Erickson, of Red State, wrote “Bend over America, here it comes.”
If Ryan hoped to recover any good will with his famous budget—the one he releases each year as head of the House Budget Committee—those hopes were quickly dashed. Sarah Palin called it “a joke” and other tea party leaders criticized it for insufficiently cutting spending. Those comments are tough to square with the previous praise tea party leaders have heaped on Ryan. The “Path to Prosperity” is one of the main reasons that they were thrilled with Romney’s selection of Ryan as his running mate, and the 2014 Ryan Budget is just as conservative as in the past. (Only in this version and the FY 2014 one was Ryan able to balance the budget in ten years.)
Things have only grown worse since then. In July, Ryan confirmed their suspicions when he announced a new deficit-neutral antipoverty program. In doing so, he effectively disowned his budget, which proposes huge cuts to programs for low-income Americans. Tea party groups have yet to weigh in on Ryan’s proposal, but it’s hard to see how they’d approve. If the spending cuts in Ryan’s 2015 budget were too small, then his antipoverty agenda, which doesn’t cut welfare spending at all, won’t be acceptable.
This past week, Ryan has hit the media circuit to publicize his new memoir, The Way Forward, in which he puts more distance between himself and the tea party. He has eschewed the phrase “makers and takers” and even rejected his previous analogy of the social safety net as a “hammock” that “lulls able-bodied people to lives of dependency and complacency.” Ryan’s repudiation of these phrases will be seen as yet another dismissal of the tea party worldview.
The final straw may have been his description of the government shutdown. In The Way Forward, Ryan calls that political strategy a “suicide mission.” As Sam Stein and Arthur Delaney write in the Huffington Post, Ryan’s account whitewashes his actual role in the shutdown. He was more supportive of it than he admits. But the message is clear: The tea party’s strategy hurt the Republican Party and should not be repeated. This has not gone over well on the right. In Politico Magazine, Scottie Nell Hughes, the news director of the Tea Party News Network, writes, “[W]e of the grassroots GOP are in no mood to hear that our push for defunding Obamacare and using the debt ceiling to force President Obama to curb reckless spending had all the wisdom of a Japanese kamikaze.”
“If Paul Ryan does not have enough tact to forgo insulting the conservatives within his own party,” she added, “then I have serious doubts he has the wisdom and judgment needed to lead the GOP to victory in 2016.”
Ryan’s fall from grace on the right is emblematic of his transition from ideologue to practical policymaker. In the process, Ryan has received a better reception on the left. At The Week, writer Ryan Cooper called it a “marked improvement from his previous efforts.” But this transformation is not without its costs: Ryan is no longer the tea party golden boy.
“I’m very disappointed in Paul Ryan,” Judson Phillips, the founder of the Tea Party Nation, writes in an email. “He has a raging case of Potomac Fever and his only goal now seems to be embracing John Boehner’s freshly laundered white flag of surrender.”
Ryan has not yet alienated his more conservative colleagues in Congress. And many activists, particularly those less attentive to the daily happenings in Washington, may not have even noticed his betrayal. But repeatedly this year, Ryan’s actions have made it clear that he is distancing himself from the tea party. It’s no longer a matter of if the full movement will turn on him. It’s a matter of when.

“Taking Cover Behind What’s Left Unsaid”: The GOP’s Midterm Strategy Is As Hollow As Their Ideas Are
The most interesting thing about Senator Mark Pryor’s decision to tout his support for the Affordable Care Act in a well-financed, statewide television ad isn’t that he stands apart from other embattled Democrats this election cycle. It’s that Republicans scrambled to spin the story, insisting to reporters that Pryor couldn’t possibly be running on Obamacare if he won’t refer to the law by name.
This was poorly disguised Calvinball, a standard that Republicans invented for the special case of the ACA. Literally no other members of Congress are expected to refer to the laws they’ve helped pass by name or nickname. Republicans in the aughts weren’t expected to refer to the “Economic Growth and Tax Relief Reconciliation Act,” or “EGTRRA,” or “the Bush tax cuts,” or “the Bush tax cuts for the rich,” no matter how unpopular the moniker became. They ran on having cut taxes, and wanting to renew those tax cuts. And sure enough when President Obama set about trying to let “the Bush tax cuts” expire, he conveniently omitted the popular ones. Which is to say, the vast majority of them. He made those permanent.
Nevertheless, several reporters fell into line. And good for the ref workers. Score one for them.
But if Obamacare is a huge liability for Democrats, why are conservatives and GOP operatives desperate to control the narrative surrounding Pryor’s decision to run on the law? If your opponent’s stepping on rakes, why not just stand back and let him?
The answer is that with respect to both Obamacare and other issues Republicans must rely on diversions from policy and outcomes when expressing their substantive and strategic views. We’ve reached a point in the fight over Obamacare where the best thing Republicans have on their side is the law’s unpopular brand. Particularly in states like Arkansas, where President Obama is widely loathed but his signature law has cut the uninsurance rate nearly in half. It’s deeply silly to argue that Pryor isn’t running on Obamacare unless he refers to it using one of two unpopular slogans. But that’s the argument.
Instead, Pryor says, “I helped pass a law that prevents insurance companies from canceling your policy if you get sick or deny [sic] coverage based on pre-existing conditions.” Maybe he shouldn’t have said anything about “a law” at all, but that’s a niggling, semantic critique. That Republicans working to defeat Pryor are asking reporters to squeeze the word “Obamacare” into this sentence is an admission that they’ve lost the policy fight. They criticize Pryor for eschewing the label, because the label’s just about the only thing they’re comfortable assailing. In this way, they resemble Democrats six and eight years ago, running against the Bush tax cuts (for the rich), knowing that they had no intention of letting anything but the most regressive of those tax cuts expire.
In that sense, the GOP’s obsession with the moniker, and only the moniker, is excellent news for Obamacare’s political durability. But only if the people who cover politics are clear about the implications of the GOP’s rhetoric. Unlike Democrats, who were generally clear about the fact that they planned to make most of the Bush tax cuts permanent, Pryor’s opponent, Representative Tom Cotton, acknowledges that the pre-Obamacare status quo, in which insurers denied coverage to people with pre-existing health conditions, was “broken,” but nevertheless maintains that his goal is to repeal the law that makes that practice illegal.
Cotton repeated that mantra just this week, on the trail with Mitt Romney, who, in an amusing twist, tried to save Cotton from himself. “Tom Cotton is going to make sure that we change Obamacare, making sure that people can keep insurance and those that have pre-existing conditions can have coverage,” Romney said, “but he doesn’t want to see the federal government telling people in Arkansas what kind of insurance they have to have or making it more expensive.” Those are remarkably accommodating priorities. They’re just not ones Cotton is prepared to espouse just yet.
In this way, the politics of Obamacare in Arkansas mirror the politics of legislative brinksmanship in Kentucky. Just two days ago, Mitch McConnell, the embattled Senate minority leader who hopes to become majority leader next year, vowed to lard up appropriations bills with partisan policy riders and allow the president to choose between a veto, precipitating a government shutdown, and a bitter pill. A classic take it or leave it proposition.
McConnell said it would be up to the president to decide whether to veto spending bills that would keep the government open.
Obama “needs to be challenged, and the best way to do that is through the funding process,” McConnell said. “He would have to make a decision on a given bill, whether there’s more in it that he likes than dislikes.”
It wouldn’t be much of a challenge to Obama if McConnell plans to cave the moment the president whips out his veto pen. So the threat is pretty clear. Nevertheless, McConnell’s campaign wasn’t pleased by the ensuing deluge of stories about how a GOP majority would embrace high-stakes confrontations and potentially shut down the government again. And in a very narrow sense they have a point—McConnell never said he’d shut down the government. Political scientist Jonathan Bernstein, no McConnell partisan, was among those who defended McConnell on this score.
But much like Cotton can’t credibly claim to support protections for people with pre-existing medical conditions when his plan is to repeal Obamacare, McConnell can’t sidestep the implications of his publicly declared strategy. He can’t say “when we’re in power, we’re going to put two and two together,” and then get angry when the headlines say, “McConnell promises four.”
That won’t stop him from trying to, though. And to an unappreciated extent, the broader Republican strategy heading into November is to speak in abstractions, and take cover behind what’s left unsaid.
