“Stark Raving Mad”: Liz Cheney Slips Further Down The Rabbit Hole
The point of Liz Cheney’s Wall Street Journal op-ed today is fairly predictable and not altogether uncommon among far-right activists — she wants the Republican Party to resist the urge to become more mainstream, and instead “fight” harder against the GOP’s real and imagined enemies. But in execution, Cheney’s piece is a rather extraordinary work of delusion.
Jon Chait highlights some of the more glaring problems with the op-ed — he uses it to argue, persuasively, that Cheney is “obviously stark raving mad” — which reads like a bizarre rant from a partisan so filled with rage towards President Obama that reason was thrown out the window when the writer made a right-hand turn into Crazy Town. Cheney is certain, for reasons that remain mysterious, that Obama has “launched a war on Americans’ Second Amendment rights,” is deliberately sabotaging capitalism, and wants to destroy the nation’s global standing on purpose.
It’s a truly ridiculous tirade with all the sophistication and accuracy of a Breitbart comments section. But there’s also an unintentionally amusing part — Cheney’s unhinged rant includes this Ronald Reagan quote from 1961:
“Freedom is never more than one generation away from extinction. We didn’t pass it on to our children in the bloodstream. The only way they can inherit the freedom we have known is if we fight for it, protect it, defend it and then hand it to them with the well-taught lessons of how they in their lifetime must do the same. And if you and I don’t do this, then you and I may well spend our sunset years telling our children and our children’s children what it once was like in America when men were free.”
This is, to be sure, a popular quote on the right, and if it seems familiar to long-time readers, it’s because I’ve written about it several times before.
In this case, however, Cheney forgot to look up the context in which Reagan made these comments before relying on it. Indeed, note that at one point in the quote, Reagan said, “And if you and I don’t do this,” although in Cheney’s piece, there’s no frame of reference to tell the reader what “this” is.
And what was Reagan referring to at the time? I’m glad you asked.
“This” was referring to preventing the creation of Medicare. Reagan warned Americans in 1961 that Medicare, if approved, would turn the United States into a dystopian nightmare. In the same recording Cheney quoted, Reagan argued that if Medicare became law, we’d see federal officials empowered to dictate where physicians could practice medicine, and open the door to government control over where Americans were allowed to live. In fact, he warned that if Medicare passed, there was a real possibility that the federal government would control where Americans go and what we do for a living.
And so, freedom-loving Americans had to stop Medicare or we “may well spend our sunset years telling our children and our children’s children what it once was like in America when men were free.”
We now know, with the benefit of hindsight, that Reagan’s paranoid rant was wrong, and hysterically so. His predictions didn’t come true, and Medicare did not destroy American freedom. Those who are actually in their sunset years are delighted with Medicare, and are not sitting around, longing wistfully for an America where seniors seeking medical care were forced into poverty.
Cheney, either out of confusion, negligence, ignorance, or willful disregard of the truth, thinks Reagan’s warnings from a half-century ago “still ring true.” They do? How? What is Cheney talking about?
As Chait added, far-right paranoia seems to be bequeathed from one generation of deranged conservatives to the next. Social Security was going to destroy America, they said. When that didn’t happen, it was Medicare that would crush our way of life, they said. When that didn’t happen either, it was the Affordable Care Act — the dreaded “Obamcare” — that threatened everything Americans hold dear.
The delusions, like Cheney’s op-ed, are laughable.

“Outraged”: Republicans Overcome With “Sequestration NIMBYism”
It’s been about two weeks since Brian Beutler coined a helpful phrase: “sequestration NIMBYism.” Republicans love the sequester policy they hated as recently as last month, and think it’s terrific that these deep, mindless spending cuts have taken effect.
But they’re not at all pleased about sequestration cuts that hurt their own constituents. As Brian explained two weeks ago, the across-the-board nature of the policy makes it nearly inevitable that lawmakers will see some consequences in their districts and states, “but when those consequences materialize, Republicans either blame the administration or plead for special treatment.”
Jed Lewison explained this morning:
After years of doing nothing but talk about the need to cut spending, Republicans have finally started to get what they want — and it turns out they don’t like it. But instead of doing the obvious thing, which would be to change their position on austerity, they’re simply issuing press releases and statements about how they don’t like the cuts that are taking place in their own back yard.
The problem is that their solution — to make the cuts in somebody else’s back yard — isn’t really a solution. It’s just political spin. There is no magic wand to make spending cuts be painless and for Republicans to pretend otherwise is transparently dishonest and defies common sense.
We’ve covered this a bit in recent weeks, but Republican criticism of sequestration cuts appears to be intensifying. Of particular interest at this point is which cuts, in particular, have become cause for alarm.
Is it concern over Head Start closings? Food-safety furloughs? Struggling Americans going without housing assistance? Setbacks for medical research into Alzheimer’s disease and influenza? Layoffs at nuclear containment sites? Disruptions in the courts?
No, as is it turns out, the one issue that finally managed to capture Republicans’ attention is … airports.
We learned last week that the FAA, left with no choice thanks to the sequester Republicans are so fond of, is closing many air traffic control facilities in April. GOP members of Congress are outraged.
Sequestration generally provides agencies little flexibility to determine what parts of their budgets to cut — agencies with broad missions have to cut every program by the same percentage. But the majority of FAA’s employees are air traffic controllers, and as a result, FAA has identified and announced its intent to close nearly 150 relatively low-volume towers to help meet its $600 million sequestration this fiscal year.
A group of Senate Democrats and Republicans led by Jerry Moran (R-KS) attempted to reverse the scheduled closures during the debate over funding the government, and make up the spending cuts with unobligated FAA capital funds, but their amendment did not receive a vote.
The effort reflects a pattern among lawmakers — particularly GOP lawmakers — to decry sequestration cuts in their own states and districts, but decline to support a sequestration replacement plan that includes higher revenue. Instead, they support keeping small airports in their jurisdictions open at the expense of financing improvements at higher-traffic airports.
A variety of far-right Republicans, many of whom demand deep and lasting spending cuts, are now demanding that sequestration cuts bypass their constituents.
In one especially amusing story, a Texas Republican whined that spending cuts under the sequester may — wait for it — hurt the economy.
As Greg Sargent recently put it, “Welcome to Sequestration Nation.”
Note to Congress: it’s a stupid policy doing real harm to real people. Just turn the darn thing off.

“Political Whiplash”: On Gay Marriage, GOP Is Damned If the Court Does, And Damned If It Doesn’t
However the Supreme Court rules on the question of gay marriage, Prop 8, and the Defense of Marriage Act (or DOMA, as it’s widely known), the rapid shifts in how the country views same sex marriages is giving the GOP a case of political whiplash, as some leaders try to go with the flow and others scream “stop.”
On the one hand you have Karl Rove envisioning a pro-gay-marriage Republican presidential nominee in three years; on the other, you have former Arkansas governor Mike Huckabee predicting a cataclysmic split in the Republican Party if that happens. If Republicans do flip on gay marriage, Huckabee said last week, “they’re going to lose a large part of their base because evangelicals will take a walk.”
So the immediate question facing conservatives is what outcome they should be quietly rooting for when the Supreme Court hands down its decisions. I think Hot Air’s Allahpundit has it about right:
I’ve read a bunch of pieces lately claiming that SCOTUS striking down gay-marriage laws will actually be a gift to GOP politicians because it’ll take this issue off the table. Rubio and Paul and Jindal et al. won’t have to squirm over whether to endorse SSM, back a federalist approach to the issue, or oppose it on the merits. They can just shrug and say “The Court was wrong but whaddaya gonna do?” and move on to other business. Take it from Huckabee: That won’t happen. Abortion’s technically been “off the table” for 40 years and yet it’s still an absolute litmus test for any potential GOP nominee (and any potential Democratic nominee too).
He goes on to argue that the best case for Republicans is for the court to hold up Prop 8, allowing pols to oppose it but say it should be up to the states. (It’s a rule of politics that in most cases when federal candidates insist a tough issue be left up to the states, they’re trying to avoid pissing off an important constituency.) Note that the “best outcome” is still pretty bad for the GOP: Young voters, who overwhelmingly favor gay marriage, and—oh yeah—voted in greater numbers in 2012 than seniors, will see through a pol trying to play both sides of the issue.
It’s also worth noting here that the Roe parallel works, but only to a point. As Media Matters’s Lara Schwartz wrote yesterday, the notion that the 40-year-old decision polarized the issue is nonsensical. As Yale Law School’s Linda Greenhouse (who used to cover the court for the New York Times) and Reva Siegel relate, “To the question of whether one can avoid conflict over such issues by avoiding courts, the answer from an accurate pre-history of Roe v. Wade is: no. The abortion conflict escalated before the Supreme Court ruled.”

“His Instincts Fail Him Again”: John Boehner Is Weak In The Face Of Pressure From Right-Wing Ideologues
House Speaker John Boehner (R-Ohio), two months ago:
Republicans’ efforts to undo President Barack Obama’s health care reform law appear to have come to an end, as House Speaker John Boehner described it Thursday as the “law of the land.”
In an interview with ABC News, the nation’s top elected Republican seemed to indicate that Congress wouldn’t engage in the type of repeated repeal votes the way it had in the past two years.
House Speaker John Boehner (R-Ohio), three days ago:
“This week, the House passed Republicans’ balanced budget that fully repeals and defunds ObamaCare to protect families, workers and seniors from its devastating consequences. The House will continue working to scrap the law in its entirety….”
Note the amount of time that’s elapsed: we’re not talking about Boehner changing his mind over the course of three years; we’re talking about taking wildly different positions over two months. In January, the Affordable Care Act is the “law of the land,” and Congress has better things to do than to waste time trying to repeal a law that isn’t going anywhere. And in March, Boehner reversed course entirely — congressional Republicans have already voted several dozen times to repeal the reform law, and the Speaker sees no reason to become more constructive now.
I don’t know Boehner personally, but I suspect what he said in January was sincere — the guy probably doesn’t want to be known as the Speaker who pointlessly spun his wheels, voting repeatedly on health care for no particular reason, so as the new Congress got underway, he envisioned a more productive session for governing. And then the Speaker was reminded what party he’s in and how little his caucus cares about constructive legislating.
But the larger point gets back to something we talked about on Thursday: I suspect Boehner’s instincts aren’t as ridiculous as his caucus’.
Pressed for an answer, before he has time to do the full political calculation, Boehner reflexively takes a sensible line on everything from taxes to energy to immigration. Even in 2011, during the debt-ceiling crisis he didn’t want to instigate — his instincts told him this was a bad idea — Boehner’s gut told him to take President Obama’s offer for a “Grand Bargain.” He had to reverse course when his allies balked.
When the Speaker’s followers tell him to change his mind, he puts his head down, and does what he’s told to do.
The problem isn’t necessarily that the House Speaker is a right-wing ideologue, but rather, that he’s weak in the face of pressure from right-wing ideologues. It might help explain why Boehner struggles in his post — he’s not allowed to follow his own instincts, which would otherwise serve him well, because of the radicalization of his caucus.

“Too Little, Too Late”: Why The GOP’s Efforts To Reach Out To Women Are Doomed To Fail
Why should women vote for a party that’s actively working against their needs and interests?
On Monday, the GOP released a report detailing its “Growth and Opportunity Project,” a new initiative that explores reasons for the party’s November defeat and posits strategies for winning future elections. If it wasn’t evident before, it is now abundantly clear that the Republican establishment officially attributes its November loss to a failure in style, not substance. The 100-page report details the party’s inability to effectively communicate its policies and priorities to women, immigrants, young people, and people of color. It largely ignores the possibility that what motivated the majority of American voters, and in particular women, to give President Obama a second term was an aversion to the GOP’s outdated vision for the nation.
Acknowledging that Obama won the single women’s vote by a “whopping 36 percent,” the report’s authors suggest ways the party can be more inclusive of this critical voting bloc: Making a better effort to listen to female voters; fighting against the Democratic rhetoric against the “so-called War on Women”; doing a better job communicating the GOP’s policies and employing female spokespeople to do it; and using Women’s History Month to “remind voters of the Republican’s Party historical role in advancing the women’s rights movement.”
I’m glad they specified “historical” role in advancing the women’s rights movement, given that their current role seems squarely focused on rolling back women’s rights. It’s encouraging that GOP strategists in Washington want to spend more time listening to women voters, but there is no indication that Republican lawmakers will respond to that feedback. As Rachel Maddow said on her program this week, while Beltway leaders are “preaching about how to appear more reasonable to the womenfolk among us,” Republican governance has become a competition – a race – “to see who can get the most extreme the fastest.”
And a race it is.
This week Andrew Jenkins of RH Reality Check reported on some of the most recent Republican efforts to chip away at women’s access to care:
Arkansas just passed a bill banning abortions after 12 weeks of pregnancy, while South Dakota just passed a bill to expand its 72-hour waiting period, which was already one of the longest in the country, in a state with only one abortion clinic. The North Dakota Senate just approved a ban on abortions after six weeks of pregnancy, the most restrictive in the country. And in Kansas, a state House committee just passed a 70-page bill that defines life at fertilization and requires that physicians lie to their patients.
That’s not all.
Republicans in Texas remain hard at work leading national efforts in steamrolling access to women’s health care. Previous budget cuts and funding restrictions have already closed more than 50 clinics and are making it more difficult, if not impossible, for nearly 200,000 women to access care. Last week the Texas Senate Education Committee moved a bill forward that would ban Planned Parenthood and other organizations from providing sexuality education in schools, and the governor recently promised to advance a 20-week abortion ban.
In Wisconsin, four Planned Parenthood clinics closed as a result of a GOP-led ban that prevents the organization and other clinics from receiving state funds. In Oklahoma, a major Planned Parenthood facility closed after the state’s department of health cut off funding through the WIC program, forcing low-income women to go elsewhere to obtain vouchers for themselves and their children. Last month, Republicans in Michigan introduced a bill that would require women to get a vaginal ultrasound at least two hours before obtaining an abortion.
Mississippi is about to close its only abortion clinic thanks to a requirement that abortion doctors have admitting privileges at a local hospital (and local hospitals’ refusal to grant those privileges) – a move the Republican governor has applauded as being the first step in ending abortion in that state. Earlier this year, a Republican (female!) representative in New Mexico proposed legislation that would have allowed for women who terminated pregnancies resulting from rape to be charged with a felony for tampering with evidence. (She promptly rescinded and then proposed a new bill that would instead charge abortion providers with facilitating the destruction of evidence.)
The new GOP report also suggested that Republicans “talk about people and families, not just numbers and statistics.” In releasing his 2014 budget proposal last week, Paul Ryan certainly provided an interesting perspective into how the GOP proposes taking care of women and families. According to the National Women’s Law Center (NWLC), the Ryan budget includes significant reductions for “childcare and Head Start, K-12 education and Pell grants, job training, civil rights enforcement, women’s preventive health care, domestic violence prevention and more.” It would dismantle Medicaid, Medicare, and the food stamp program. It would repeal the Affordable Care Act (ACA), denying nearly 15 million women access to affordable health insurance and Medicaid and forcing women to pay more for prescription drugs, including family planning. As NWLC pointed out, repealing the ACA would “allow insurance companies to continue charging women higher premiums than men, deny coverage to women with so-called pre-existing conditions like domestic violence, and refuse to cover maternity care.”
The ACA is certainly providing fertile ground for GOP lawmakers to show how much they care about women. Twenty states now restrict abortion coverage in health insurance plans that will be offered through the insurance exchanges, and 18 states restrict abortion coverage in insurance plans for public employees. Nearly all of those states are Republican-led. Additionally, 14 Republican governors have reported they will not participate in the Medicaid expansion programs that are a critical part of the ACA, denying access to a broad range of health services to millions of women.
On top of all this, 22 Republican senators and 138 Republican members of the House voted last month against the Violence Against Women Act, a critical piece of legislation that provides assistance to victims of domestic and sexual violence.
In their report, the GOP strategists recommended developing training programs in messaging, communications, and recruiting that address the best ways to communicate with women. “Our candidates, spokespeople and staff need to use language that addresses concerns that are on women’s minds in order to let them know we are fighting for them,” they state. Given the above-mentioned pieces of legislation, the GOP will be hard-pressed to convince women the party is fighting for them. It’s patronizing to think that using different language, new messaging, and female spokespersons will convince women to support a party that is so clearly working against their best interests. Women are smart enough to know that a party that calls itself home to lawmakers relentlessly fighting to chip away at family planning and abortion access, food stamps, affordable health care, education, civil rights, and a social safety net providing tenuous stability to millions of marginalized individuals is not a party committed to truly understanding or addressing their priorities.
Maybe next year the GOP will make a more earnest attempt at celebrating Women’s History Month. Although, by that time, their state leaders might have alienated half the women in the country, and it will be too late.
