“Non-Citizens, United”: Republicans Want To Create A New Social Stratum Of Sub-Citizens
Lots of leading Republicans are saying they want to pass “immigration reform” this year. But those scare-quotes are there for good reason — the reform many of them are talking about is an assortment of bad ideas, most of them involving multiple layers of enforcement — the fence-‘em-out, lock-‘em-up strategy that has been failing America for, oh, the last quarter-century.
It’s an old, familiar line. But there is one new idea in the Republican mix. It’s legalization without citizenship – giving some of the 11 million unauthorized immigrants a chance to live and work here, but not to become Americans. Not now, probably not ever.
America sees itself as a land of opportunity and equality, but Republicans want to carve out an exception. If you have ever been “illegal,” no citizenship for you.
The Republican National Committee passed a resolution opposing “any form of amnesty that would propose a pathway to citizenship for illegal aliens.”
United States Representative Bob Goodlatte, the Virginia Republican who heads the House Judiciary Committee, told a town hall meeting in Verona, Va., that he opposes the immigration bill that passed the Senate because it contains what he calls a “special path” to citizenship.
“The folks who want to have a path to citizenship have held everything else hostage,” Mr. Goodlatte said. “Now we want to say, ‘Look, we understand what you want, but we think a legal status in the United States but not a special path to citizenship might be appropriate.’”
That Senate bill he was criticizing has a lot of enforcement measures that Republicans insisted on. It also contains a long, difficult, expensive but at least potentially achievable path to move from unauthorized immigrant to American.
Polls show that most Americans agree with the Senate’s approach. They support giving immigrants a chance to naturalize, as long as they get right with the law and go to the back of the citizenship line. But hard-core Republicans don’t want that, and those were the people Mr. Goodlatte was trying not to rile up.
Immigration-reform advocates are turning up the heat this month with rallies and town-hall meetings, warning the world that the Republican option — creating a new social stratum of sub-citizens — is not acceptable. These are the citizens and aspiring citizens whom Mr. Goodlatte is likening to hostage-takers.
Frank Sharry, executive director of the pro-immigrant organization America’s Voice, is right: “America is at its best when we extend the welcome mat to people regardless of race, religion and national origin, and we have been at our worst when we don’t.”
Or, as the guitarist Ry Cooder put it in a song on his politically enraged 2011 album, “Pull Up Some Dust and Sit Down”
Republicans changed the lock on Heaven’s door.

“Petulant Little Children”: Why The Republican Obamacare “No Strategy At All” Strategy Fell Apart
After President Obama signed the Affordable Care Act, conservative writer David Frum, who had been a speechwriter for George W. Bush, chided his compatriots for the strategy they had employed in opposing it. Had they worked with Obama on a compromise, he argued, the result could have been a more conservative version of the law; by simply opposing it in its entirety, they wound up with nothing once the law passed. For raising this criticism, Frum was declared a traitor and banished from the conservative movement; these days his (still conservative) ideas get a better hearing on the left than the right.
And what has been the Republican strategy on health-care reform since the ACA’s passage? Well, first they tried to kill it through the courts. That didn’t work, though they won for Republican governors the right to refuse the Medicaid dollars that would enable them to offer insurance to their states’ poor (congrats on that), though many of them are coming around to accept the money. In the one house of Congress they control, they’ve held dozens of symbolic repeal votes, so many that it’s become a national joke. They’re now threatening to shut down the government (very bad) or default on America’s debts (even worse) unless Obama agrees to shut the law down, a plan even many within their own party realize is insane. So they’ve ended up looking like petulant children who don’t know when they’ve lost, not to mention viciously cruel ideologues who would literally rather see people go without health insurance than allow them to get it through a system tainted in any way by contact with a law with Barack Obama’s signature on it.
So once again, they’re not getting what they want substantively, and they’re losing politically as well. Even Newt Gingrich—Newt Gingrich!—is criticizing them for not bothering to come up with the “replace” part of “repeal and replace.” Why didn’t they? It’s partly because, as I’ve argued before, the whole topic of health-care reform is something they just don’t care about. But Ed Kilgore adds an important insight: their stance of opposition to every single component of what is a pretty conservative reform plan not only left them defending the status quo, but has pushed them step by step so far to the right that they’ve now reached a point where they’ve almost rejected the very idea of insurance. They’re attacking Obamacare on the grounds that healthy people will have to buy insurance, but might not use it as much as sick people, even going so far as to encourage young people to stay uninsured. But that’s how insurance works! Is it a “bad deal” for many healthy young people? Absolutely, just like car insurance is a bad deal for people who never get into an accident, and homeowner’s insurance is a bad deal for people whose houses never burn down. You don’t have to be a health-care wonk to hear them saying these things and say, “Geez, these people are nuts.”
The real problem is that, as usually happens in a complex political world, the Republican “strategy” to oppose Obamacare was no strategy at all. It was a bunch of ad-hoc decisions, based on a mixture of reason, ill-informed judgment and emotion, made by people not necessarily working together, over an extended period of time. And now it’s falling apart.

“Weight Loss, No Exercise”: Four Years Later, The Second Half Of The Republican “Repeal And Replace” Plan
At his press conference late last week, President Obama chided congressional Republicans for voting to repeal the Affordable Care Act several dozen times without offering a credible alternative. “They used to say they had a replacement,” he told reporters. “That never actually arrived, right? I mean, I’ve been hearing about this whole replacement thing for two years — now I just don’t hear about it, because basically they don’t have an agenda to provide health insurance to people at affordable rates.”
Au contraire, Republicans responded.
The 173-member strong Republican Study Committee is on track to roll out legislation this fall that would replace the 2010 Affordable Care Act with a comprehensive alternative, Chairman Steve Scalise told CQ Roll Call on Thursday.
Though it wouldn’t be the first Obamacare repeal-and-replace proposal floated by individual GOP lawmakers in either chamber of Congress, the RSC bill is one that could at least gain traction on the House floor, given the conservative group’s size and influence.
Oh good, it only took four years for House Republicans to come up with a health care plan they like.
So, what’s in it? No one outside the Republican Study Committee actually knows, and even the RSC isn’t altogether sure since the plan isn’t finished. But Scalise, the Louisiana Republican who chairs the RSC, insists some of the popular provisions in “Obamacare” will remain intact, including protections for people with pre-existing conditions.
“We address that to make sure that people with pre-existing conditions cannot be discriminated against,” he told Roll Call. But, he promised the bill would not “put in place mandates that increase the costs of health care and push people out of the insurance that they like,” Scalise said.
In related news, the Republican Study Committee has a weight-loss plan in which everyone eats all the deserts they want and never exercises.
Look, it’s extremely difficult to craft a health care system that protects people with pre-existing conditions while eliminating mandates, scrapping industry regulations, and keeping costs down. Indeed, it’s why Republicans came up with mandates in the first place — the mandates were seen as the lynchpin that made their larger reform efforts work.
Indeed, it’s partly why Democrats used to push so hard to see the GOP alternative. Dems assumed, correctly, that once Republicans got past their talking points and chest-thumping, they’d see that actually solving the problem required provisions that some folks wouldn’t like.
But let’s not pre-judge, right? Maybe the right-wing members of the Republican Study Committee have figured out a creative way to help those who can’t afford coverage and protect those with pre-existing conditions and reduce health care costs and cut the costs for prescription medication and cover preventive care and cut the deficit by hundreds of billions of dollars — just like the Affordable Care Act does. What’s more, maybe they’ll do all of this without raising taxes and/or including elements in the plan that are unpopular.
I seriously doubt it, but I suppose it’s possible.
What seems more likely to me, though, is that the Republican Study Committee will eventually finish and unveil their “Obamacare” alternative and invite side-by-side comparisons between the two approaches — which will in turn make the Affordable Care Act look even better.

“The Eve Of Destruction”: Behind The GOP Curtain, The Year That Has Been, The Year That Is About To Be
It is almost impossible to find an establishment Republican in town who’s not downright morose about the 2013 that has been and is about to be. Most dance around it in public, but they see this year as a disaster in the making, even if most elected Republicans don’t know it or admit it.
Several influential Republicans told us the party is actually in a worse place than it was Nov. 7, the day after the disastrous election. This is their case:
The party is hurting itself even more with the very voters they need to start winning back: Hispanics, blacks, gays, women and swing voters of all stripes.
The few Republicans who stood up and tried to move the party ahead were swatted into submission: Speaker John Boehner on fiscal matters and Sen. Marco Rubio on immigration are the poster boys for this.
Republicans are all flirting with a fall that could see influential party voices threatening to default on the debt or shut down the government — and therefore ending all hopes of proving they are not insane when it comes to governance.
These Republicans came into the year exceptionally hopeful the party would finally wise up and put immigration and irresponsible rhetoric and governing behind them. Instead, Republicans dug a deeper hole. This probably doesn’t matter for 2014, because off-year elections are notoriously low-turnout affairs where older whites show up in disproportionate numbers. But elite Republican strategists and donors tell us they are increasingly worried the past nine months make 2016 look very bleak — unless elected GOP officials in Washington change course, and fast.
The blown opportunities and self-inflected wounds are adding up:
Hispanics. Nearly every Republican who stumbled away from 2012 promised to quit alienating the fastest-growing demographic in American politics. So what have they done since? Alienated Hispanic voters — again.
It is easy to dismiss as anomaly some of the nasty rhetoric — such as Rep. Don Young calling immigrants “wetbacks” or Rep. Steve King suggesting the children of illegal immigrants are being used as drug mules. But it’s impossible for most Hispanics not to walk away from the immigration debate believing the vast majority of elected Republicans are against a pathway to citizenship.
House Republicans are dragging their feet on immigration reform — a measure that most Republican leaders agree is essential to getting back in the game with Hispanic voters before the next presidential election. House leaders say there’s no chance they’ll bring up the broad measure that has passed the Senate. Instead, they plan a piecemeal, one-bill-a-month approach that is likely to suffocate comprehensive reform.
Some Republicans are praying that leaders will find a way to jam through something President Barack Obama can sign. But current signs point to failure. The House will be tied up all fall over fiscal issues — and there’s unlikely to be time to litigate immigration reform even if most members want to, which they don’t.
“If Republicans don’t pass immigration reform, it’ll be a black cloud that’ll follow the party around through the next presidential election and possibly through the decade,” warned Scott Reed, senior political strategist at the U.S. Chamber of Commerce.
African Americans. Republicans hurt themselves with other minorities by responding lamely — and, in some cases, offensively — to the Trayvon Martin case, and to the Supreme Court ruling that gutted Voting Rights Act protections.
“You can perform an autopsy until you’re blue in the face,” said Michael Steele, the former Republican National Committee chairman, now with Purple Nation Solutions. “But if the people you’re trying to reach have no faith or trust in the words you are saying, it doesn’t matter.”
It would be easy to dismiss Steele as bitter because he was forced out of the RNC and has feuded with his successor, Reince Priebus, since. But he has done something few Republicans have: risen to the top of American politics as a black Republican. On voting rights, Steele said, the party needs to actively deal with African-American complaints about voter suppression and impediments to voters’ registration. “We need to be saying: ‘We respect, yes, the rule of law. But we also respect your constitutional right to vote,’” he said. “We just can’t sit back and rely on, ‘Oh, gee, you know, we freed the slaves.’”
Steele was even more incensed about Republican reaction to the Martin case. “What African-Americans heard was insensitive,” he said. “Republicans gave a very sterile or pro forma response. There was no sense of even expressing regret or remorse to Trayvon’s mother.”
Republicans tell us privately that pressure from conservative media only encourages their public voices to say things that offend black audiences.
Gays. Polls show the Republicans’ traditional view is rapidly becoming a minority view in politics, but the party has done nothing this year to make itself more appealing to persuadable gay voters.
“We come off like we’re angry and frustrated that more of our fellow Americans aren’t angry and frustrated,” said a senior Mitt Romney campaign official who asked not to be named.
Republicans did show progress in the form of restraint, with many leaders offering a muted reaction to a pair of Supreme Court rulings related to same-sex marriage. In the past, many would have taken to the airwaves to condemn what they see as the crumbling culture around them. A number of top Republicans are counseling a more libertarian approach, letting people live their lives and letting states, or better the church, set the rules for marriage at the local level.
Swing voters. Republicans are in jeopardy of convincing voters they simply cannot govern. Their favorable ratings are terrible and getting worse. But there is broad concern it could go from worse to an unmitigated disaster this fall. Most urgently, according to a slew of key Republicans we interviewed, conservative GOP senators have got to give up their insistence that the party allow the government to shut down after Sept. 30 if they don’t get their way on defunding Obamacare.
The quixotic drive — led by Rubio, Sen. Ted Cruz (R-Texas) and Sen. Mike Lee (R-Utah) — is part of Rubio’s effort to make up with the conservative base after he was stunned by the backlash over his deal-making on immigration. Pollsters say the funding fight makes Republicans look even more obstructionist and causes voters to worry about the effect a shutdown would have on their own finances.
Whit Ayres of North Star Opinion Research, who has been drilling down on this issue for the conservative public-opinion group Resurgent Republic, said: “Shutting down the government is the one way that Republicans can turn Obamacare from a political advantage to a political disadvantage in 2014.”

“The End Of The Evangelical Era”: The Stamp Of Approval Of Christian Conservatives Has Become Far Less Meaningful
Saturday, Rick Santorum and Ted Cruz, two of the many candidates whose names are being bandied about for the 2016 presidential race, made a pilgrimage to Iowa to speak at the Family Leadership Summit. There, as part of a nine-hour marathon of speeches to an audience of 1,500 evangelical Christians, Cruz and Santorum joined a host of conservative politicians and public figures—including Donald Trump, that standard-bearer of wingnuttery—in lambasting Obamacare, the Internal Revenue Service, and the GOP establishment. Pastor Rafael Cruz, father of Senator Cruz, spoke vividly and at length about liberals’ attempts to turn the country into a socialist paradise. “Socialism requires that government becomes your god,” he said. “That’s why they have to destroy the concept of God. They have to destroy all loyalties except loyalty to government. That’s what’s behind homosexual marriage.”
More than highlighting the candidates and issues that will drive the 2016 primaries, the event illustrates the waning influence of Christian conservative leaders like Iowa’s Bob Vander Plaats, the summit organizer. Most GOP contenders will seek a blessing from multiple evangelical heavyweights—Ralph Reed, Pat Robertson, and James Dobson, to name a few—but these are, increasingly, empty rituals. Even if the aging scions of the Christian Right can agree on the best GOP candidate (which, in 2012, they struggled mightily to do), their stamp of approval is far less meaningful for evangelical voters than it was two decades ago.
At the summit, Congressman Steve King, the Iowa arch-conservative, encouraged pastors to defy the Internal Revenue Service, which forbids religious leaders whose churches have tax-exempt status from speaking out on partisan issues, and preach politics from the pulpit. Ted Cruz mocked his Republican colleagues for their failure to repeal Obamacare and suggested that the U.S. reform its tax code by dismantling the IRS. Santorum scolded moderate and libertarian Republicans for abandoning social issues like same-sex marriage. These are red-meat issues for older conservative Christians, but could hurt Republicans among younger and more moderate evangelicals. For example, a recent poll from the Public Religion Research Institute showed that a slim majority of young white evangelical Protestants supports same-sex marriage.
Other potential 2016 candidates are already in Vander Plaats’ sights, even if they were absent at the summit. Texas Governor Rick Perry attended last year’s Family Leadership Summit and Vander Plaats has spoken approvingly of Senator Rand Paul. Notably, however, Vander Plaats is less enthusiastic about politicians with even a whiff of moderate sympathies; he decried Senator Marco Rubio’s bipartisan work on immigration reform, saying there was “no way” Iowa evangelicals would vote for him in 2016. He also had critical words for New Jersey Governor Chris Christie; according to Vander Plaats, Christie’s conservative credentials aren’t strong enough to capture the nomination.
George W. Bush was the last Republican candidate who was considered sufficiently socially conservative to garner approval from evangelical leaders like Robertson and Jerry Falwell and still win a general election. In January 2012, faced with the prospect of Mitt Romney—a moderate and a Mormon—as the presumptive Republican nominee, 150 members of the evangelical old guard gathered on a ranch in Texas to reach a consensus on the best alternative to Romney. After mulling their alternatives in the motley GOP field, which included Bachmann, Santorum, Rick Perry, and Newt Gingrich, the leaders endorsed Santorum, a Catholic with a strong emphasis on social issues and a sharp contrast to Romney the business maven.
Their followers’ response, in the primaries that followed, was mixed. Romney’s eventual nomination remained almost certain; conservative evangelicals’ support for Santorum only helped delay the inevitable until May. But in the general election, nearly eight in ten evangelicals voted for Romney.
“The days of evangelical leaders crowning political princes are well behind us,” says Robert P. Jones, the CEO of Public Religion Research Institute, a nonprofit public opinion research organization. “Evangelicals are still a huge part of the GOP base, but they’re no longer taking their cues from a handful of well-known leaders.”
Keeping the spotlight on Iowa is one of the best ways for Christian conservative leaders to retain some influence over the nomination process. But preserving their foothold will be an uphill battle. To Vander Plaats’ chagrin, Iowa Governor Terry Branstad, a Republican, is threatening to do away with the Ames Straw Poll, an event that’s traditionally been important for party fundraising, saying that it has “outlived its usefulness.” The Straw Poll, which was first held in 1979, has been a crucial way for the Christian Right to advance their agenda in the presidential race since 1988, when Pat Robertson pulled off a spectacular first-place finish, setting the tone for the rest of the primary. If the Iowa Republican Party scraps the event, Vander Plaats says, his group is ready to fill the gap with another Family Leadership Summit in 2015. But it wouldn’t be the same kind of media magnet as the Ames Straw Poll, which offers fried butter on a stick as well as GOP candidates.
The extreme rhetoric that revved up the crowd this past weekend isn’t likely to resonate as strongly among mainstream GOP voters or even more moderate evangelicals. If the Family Leadership Summit is any guide, the efforts of potential 2016 candidates like Ted Cruz to secure evangelical leaders’ support—and, by proxy, Christian conservatives’ votes—will define the margins, not the center, of the GOP race.
