“A Presidency Is Not On The Line”: The Vote On Syria Is Important, But It Will Not Dictate The Fate Obama’s His Presidency
The Hill published an item this morning that helps capture much of the Beltway thinking about Congress’ upcoming votes on military intervention in Syria. “The fate of President Obama’s second term hangs on his Tuesday speech to the nation about Syria,” the piece argues. “If Congress votes against a military attack on President Bashar Assad’s regime, Obama’s credibility may be shot, perhaps for the rest of his tenure.”
This is certainly the conventional wisdom, eagerly touted by Republicans. If Congress rejects the White House’s call for action, Obama’s defeat will be so catastrophic, he might as well resign.
Obviously, the House and Senate votes are very important; it’d be foolish to argue otherwise. The world is watching, and if the president’s call for authorization is rejected by Congress, it will carry significant consequences — for Syria, for U.S. foreign policy, and for the administration.
But let’s not go too overboard.
Yes, Obama is prepared to use force in response to Syria’s alleged use of chemical weapons, and lawmakers seem prepared to turn down the president’s request. But let’s not lose sight of the larger dynamic here: Obama asks Congress for a lot of things, and lawmakers routinely say no. Kevin Drum’s take rings true:
[W]hy would rejecting Obama’s request “incapacitate the president for three long years”? I’m not asking this in the usual rhetorical way, where I pretend not to know even though I really do. I’m really asking. Presidents suffer defeats all the time. Obama lost on cap-and-trade. He’s lost on plenty of judicial and executive branch nominations. He couldn’t get agreement for a grand bargain. He lost on gun control. What’s more, Republicans have been opposing him on virtually everything from the day he took office. In what concrete way would a defeat on Syria change this dynamic in even the slightest way?
Legislation that Congress was unlikely to pass will face equally long odds regardless of the outcome of the Syria debate. Likewise, it’s hard to imagine any lawmakers looking at a bill that might yet pass and saying, “Well, I was prepared to vote for this, but since the authorization to use force in Syria didn’t work out, forget it.”
Obama couldn’t get Congress to focus on job creation. Or gun violence. Or really much of anything at all. A loss on a Syria resolution may have some qualitative differences — it’s foreign policy, not domestic — but Clinton lost House votes on Bosnia and Kosovo, and his presidency didn’t magically collapse on the spot.
If Obama comes up short on Syria, it’d really just be a reminder that congressional Republicans will simply reject everything the president wants out of hand, even when they agree with him — which is something we already knew.
Brian Beutler is thinking along the same lines.
When President Obama decided to seek authorization to bomb Syria, he didn’t just throw the fate of his plans into the hands of 535 unpredictable members of Congress. He also made himself vulnerable to overblown suggestions that his entire second term is on the line.
Political reporters have a weakness for narratives, and the narrative of a weakened president is irresistible. Moreover, members of Congress will feed that narrative. Even Democrats. If you’re Nancy Pelosi or Harry Reid, a great way to pad your vote count is to plead to your caucus that if the resolution fails, Obama will become a lame duck a year earlier than he ought to.
This pitch is both morally and factually incorrect.
Lawmakers who were prepared to vote for immigration reform won’t change their minds over Syria. The same is true of lawmakers who want to hold the debt ceiling hostage, change the sequestration policy, or really do much anything. The vote on Syria is important, but it will not dictate the fate of Obama’s presidency.
Just to be clear, the outcome of this foreign policy fight matters. In the short term, it will carry life-and-death consequences in Syria, and in the medium term, it will likely affect the nation’s diplomatic and national security efforts (though I’ve long argued that Republican radicalism has put the U.S. in a post-treaty phase anyway).
But the notion that Congress can effectively end Obama’s presidency with one vote on a resolution on force in Syria appears to be an overstatement. Some Republicans may want to use it as an excuse to reject an agenda they disapprove of anyway, and some in the media may see a pretense to write the president’s political obituary, but both are a little over the top.

“Heads I Win, Tails You Lose”: On Syria, Republicans Once Again Are Playing “A Rigged Sports Game”
“I am going to support the president’s call for action,” House Speaker John Boehner (R-Ohio) said on Tuesday, in reference to U.S. policy in Syria. “I believe my colleagues should support this call for action.”
In the 48 hours that followed, most of Boehner’s colleagues from his own party — which is to say, the members he ostensibly leads — announced their intention to ignore the Speaker’s suggestion.
By some measures, this might raise doubts about Boehner’s leadership abilities. The Speaker’s office doesn’t see it that way.
Speaker John Boehner’s (R-OH) office reiterated Friday that it’s President Obama’s responsibility to sway the public on the need to strike Syria and warned that lawmakers will represent their constituents.
“The speaker has consistently said the president has an obligation to make his case for intervention directly to the American people,” said Boehner spokesman Brendan Buck. “Members of Congress represent the views of their constituents, and only a president can convince the public that military action is required.”
Let’s put aside, for now, the notion that members of Congress represent the views of their constituents — an assertion that doesn’t seem to apply to how Republicans approach immigration, gun violence, taxes, job creation, entitlements, civil rights, health care, or education.
Instead, let’s try to fully appreciate the rules as they’ve been laid out for the political establishment, because it seems as if the last few days have been devoted to the political establishment and the chattering class planting some goalposts pretty deep.
If congressional Republicans ignore President Obama, it’s evidence of Obama failing. If congressional Republicans ignore their own party’s leaders, it’s still evidence of Obama failing.
If the president bypasses Congress to pursue his national security strategy, he’s dictatorial. If he seeks congressional authorization for his national security strategy, he’s weak and undermining the stature of his office.
If lawmakers reject a resolution authorizing force in Syria, Obama will struggle to get anything through Congress for the rest of his term. If lawmakers approve a resolution authorizing force in Syria, Obama will struggle to get anything through Congress for the rest of his term.
If the president uses the military to intervene in Syria, Obama will have undermined the credibility of the United States on the global stage. If the president honors a congressional vote against using the military to intervene in Syria, Obama will have undermined the credibility of the United States on the global stage.
I’m starting to think this game is rigged in a heads-I-win; tails-you-lose sort of way.
For what it’s worth, while the ultimate outcome on Capitol Hill is in doubt, I’m not at all convinced this is a make-or-break moment for Obama’s presidency, and he might as well resign if the votes for his Syria policy don’t materialize. Greg Sargent had a compelling piece on the larger context this morning:
If Congress says No, and Obama announces that he will abide by the vote — arguing that the people have spoken, that democracy and the rule of law will prevail, and that our country will be stronger for it — then it’s very possible that the Dem base will rally behind him…. If Obama heeds Congress, the liberal base — and liberal lawmakers — would likely have Obama’s back. Independents, who have tilted strongly against an attack, might be supportive, too.
And so, several questions for the political science egghead types and anyone else who cares to answer. Do voters really perceive situations like these in the same terms pundits and Congressional lawmakers do, i.e., in terms of what they tell us about presidential strength or weakness? Do voters really expect presidents to bend Congress to their will, or do they see Congress as its own animal and don’t hold presidents accountable for its behavior?
I imagine for many political observers, it’s easy to think of political “wins” and “losses” in a sports context — victories are inherently good and defeats are inherently bad. And if the president goes to Congress seeking authorization for a military strike in Syria, and lawmakers reject the appeal, it would be, by definition, a loss for the president.
But it might simultaneously be a win for democracy that leaves the public with the outcome the American mainstream wants. Voters may well react to news organizations obsessing over “Crushing Presidential Defeat on Capitol Hill,” but I’m not convinced the public would reflexively see it that way.
If Congress balks and the White House honors the vote, most Americans would be pleased, not outraged, right?

“Mitt The Prophet”: Still Pandering, The Romney Camp Shows Its Continued Detachment From Reality
In preparation for a review on 2012 campaign books for the Monthly, I’ve been reading Jonathan Alter’s fine book The Center Holds this week, and have been marveling anew at the detachment from reality exhibited by Mitt Romney and his advisers, culminating in their inability to understand how and why they lost (or even that they had lost, until well after the race had been decided).
So it’s amusing to read McKay Coppins’ BuzzFeed article today indicating that the people who thought they’d be running the country right now are declaring Romney a prophet whose views are being vindicated every day:
From his widely mocked warnings about a hostile Russia to his adamant opposition to the increasingly unpopular implementation of Obamacare, the ex-candidate’s canon of campaign rhetoric now offers cause for vindication — and remorse — to Romney’s friends, supporters, and former advisers.
“I think about the campaign every single day, and what a shame it is who we have in the White House,” said Spencer Zwick, who worked as Romney’s finance director and is a close friend to his family. “I look at things happening and I say, you know what? Mitt was actually right when he talked about Russia, and he was actually right when he talked about how hard it was going to be to implement Obamacare, and he was actually right when he talked about the economy. I think there are a lot of everyday Americans who are now feeling the effects of what [Romney] said was going to happen, unfortunately.”
Give me a break. Nobody in Obama’s camp denied there were issues on which the U.S. and Russia would disagreed, and nobody predicted implementation of Obamacare would be a walk in the park, particularly given the viciously irresponsible determination of Republicans to screw it up while blocking with their House veto the simple legislative “fixes” major legislation always requires. Besides, Romney’s “prophecies” were virtually all throwaway lines aimed at pandering to conservatives to get them off his case so that he could run his campaign on the only issue he cared about: making himself the CEO of the U.S. economy.
Another quote from Spencer Zwick in Coppins’ piece gets at the truth of his and other Romneyites’ complaint:
“It’s frustrating because there’s no way to correct it,” Zwick said. “We don’t do what they do in the U.K. and lead the opposition party when you lose. When you lose there is no way to sort of be vindicated. There’s no way to say, ‘OK, well, I didn’t win the presidency but I’m going to continue to fight.’ There’s no fighting. There’s no platform to do that. Fifty million Americans voted for the guy and yet it’s all for nothing.”
Yeah, it’s tough to go from measuring the drapes in your White House office to being a political outcast with no appreciation from much of anyone in either party and no prospects for another campaign. But please, don’t pretend that the heavily financed mendacious shuffle which the Romney campaign represented from beginning to end was in fact some sort of prophetic stance.

“Mitch McConnell’s Muddle”: Leadership Just Isn’t An Option
Senate Minority Leader Mitch McConnell (R-Ky.) has found himself in an awkward position. He’s an unpopular incumbent facing a credible Republican primary challenger and a credible Democratic opponent. His own campaign staff doesn’t really like him, either.
No matter which direction McConnell tries to lead his caucus, the Kentucky Republican risks alienating some key constituency’s support, so he’s left to just bite his tongue, doing nothing.
Last month, for example, when much of his caucus was at odds over a government-shutdown strategy, Senate Republicans needed some leadership. McConnell went out of his way to steer clear of the fight.
This month, Senate Republicans are at odds over U.S. policy in Syria, and once more, McConnell doesn’t want to talk about it.
Only one of the top five members of the bipartisan congressional hierarchy still sits on the fence about launching a punitive strike against Syria: Mitch McConnell, the Senate minority leader.
The Kentucky Republican emerged from the White House on Monday as the only member of the bicameral leadership group still uncommitted to voting in favor of legislation authorizing military action.
McConnell looks to be taking as much time as he can. He’s weighing his political considerations back home, where an isolationist stance would provide clear short-term benefit, against the pressures of his leadership role at the Capitol, where he’s spent almost three decades as a Republican voice for a hawkish defense posture and an interventionist foreign policy.
This is the point at which congressional leaders try to, you know, lead. But McConnell, now afraid of his own shadow, is struggling to figure out which course will cause him the least amount of trouble. So as literally every other congressional leader takes a side — in this case, in support of using force in Syria — the Senate’s top Republican is left to effectively declare, “I’ll get back to you some other time.”
Perhaps McConnell is waiting to announce a position late on a Friday afternoon when he assumes it’ll make less news? More to the point, perhaps “Senate Minority Leader” is the wrong title for a lawmaker who feels so trapped, leadership isn’t really an option?
Sean Sullivan walked through some of the troubles weighing on McConnell.
For starters, McConnell is facing reelection in 2014 and a primary challenger who has said that the United States should not get involved in Syria. If he argues the opposite view, McConnell would immediately fuel debate and elevate the issue in the campaign.
What’s more, fellow Kentucky Republican Sen. Rand Paul (R-Ky.) has come out in full force against military intervention. If McConnell had come out of the meeting Tuesday as supportive of Obama’s plan, he would instantly be triggering a story about discord over Syria within the Kentucky GOP delegation. And he would risk alienating Paul’s supporters. (Paul has endorsed McConnell’s bid for reelection.)
Third, there is some disagreement among Senate Republicans about which stance the United States should take with Syria, and the fault lines are complex.
No wonder McConnell is struggling. It’s getting to the point that he no longer remembers his positions on key issues.

“The Unknowns That Are Known”: No One Cares What Donald Rumsfeld Or The Cheney’s Think About Syria
A sneering Liz Cheney, looking to unseat Wyoming GOP Sen. Mike Enzi, told a Tea Party town hall in Jackson Hole Tuesday night that she would not support a congressional resolution to back President Obama’s planned Syria strike, deriding him for “an amateurish approach to national security and foreign policy.”
The daughter of the man responsible for fabricating the case for the Iraq war, the man who famously insisted “we will, in fact, be treated as liberators” and who had no plan for when that predictably turned out not to be the case – the daughter of that man is upset that Obama doesn’t seem to have a clear plan for Syria. This news comes on the heels of disgraced former Defense Secretary Donald Rumsfeld, Cheney’s partner in war crime, blasting Obama’s plan as “feckless” and deriding him as the “so-called commander in chief.”
So let’s recap: The team responsible for one of the worst decisions in American foreign policy history is kneecapping the president in a time of crisis. Of course, Dick Cheney has been attacking Obama from the beginning, insisting before he was inaugurated that he was making America less safe by promising to end torture and close Guantánamo. But now his daughter is taking her Obama contempt so far that she’s bucking her dad’s neocon friends and resisting the president’s Syria plans.
Cheney’s turnaround is pretty striking. She was a co-founder of the neocon group Keep America Safe, along with always-wrong war-lover William Kristol. TNR’s Marc Tracy has detailed Cheney’s long list of statements backing action against Assad going back to 2007. As an assistant secretary of state she tried to use funds for regime change in Syria and Iran. Just last month, the Washington Post’s Jennifer Rubin (who’s in the running to share Kristol’s title of “always wrong”) listed Cheney as among the rising Republican stars who would buck “the isolationist trend in our party and in the country itself.” But now, running in a state that’s skeptical of more foreign interventions, she’s siding with the isolationists.
Cheney downplays the extent to which she’s split from former GOP allies. “The press will try to portray this Syria debate as a battle between wings of the Republican Party,” she told the friendly right-wing audience. “Don’t believe them.” But in fact there is a split in the GOP, and Cheney is putting herself on Team Rand Paul.
Except she’ll never get to Washington to join Team Rand Paul. Trailing Sen. Mike Enzi by 30 points in recent polls, she sounded a little unhinged in her Jackson Hole remarks, comparing herself to Winston Churchill standing up to Adolf Hitler – although it wasn’t clear who is playing the role of Hitler, Enzi or Obama – and accusing congressional Democrats and Republicans of lying about the depredations of Obamacare. She promised to abolish the EPA, the IRS and the Department of Education.
Cheney also went on a rant against the Jackson Hole News & Guide – the only paper covering her remarks Tuesday – for reporting on the $220 fine she had to pay for misrepresenting her address to get a fishing license.
“Newspapers are dying, and that’s not a bad thing,” she said. “We’re not depending on the Jackson Hole News & Guide to get the news out. We’re depending on ourselves. We’re going to go over their heads.” Cheney then said if each supporter talked to 10 friends about her, they wouldn’t need the newspaper. An audience member then singled out the News & Guide reporter in the crowd, and Cheney supporters refused to be interviewed afterward. Friendly!
That’s the old Cheney charm. Also this past week she got in a fight with her sister Mary when she came out against gay marriage in order to hit the conservative Enzi from the right. The normally quiet Mary Cheney, who is married to her longtime partner Heather Poe, hit her sister back:
“For the record, I love my sister, but she is dead wrong on the issue of marriage,” she wrote.
Even Dick Cheney has come out in support of gay marriage, citing his daughter’s relationship. Poor Liz can’t even find the courage to join the rest of her family. And it’s sad, because she’s opening the rift even though she has almost no chance of unseating Enzi.
But bashing Obama gets her back on the same page as her father, so family holidays may not be so tense after all.
