“The Trouble With Christie”: It’s More Than Ordinary Narcissism

I was there in Tampa in August, 2012, for Governor Chris Christie’s keynote address at the Republican National Convention, and from the first line I knew this guy was trouble: “Well! This stage and this moment are very improbable for me.” For twenty-four overwrought minutes, Christie spoke, proudly, glowingly, about the subject that really gets him fired up, which is himself—how he always faces the hard truths; how he wants to be respected more than loved; how, of his two parents, he’s much more like his tough, brutally honest Sicilian mother (“I am her son!”) than like his good-hearted, lovable Irish father. It was later observed that the Governor almost forgot to mention the Party’s Presidential candidate, Mitt Romney, whose nomination Christie was in Tampa to kick off; less widely remarked was that he also practically disowned his sole surviving parent, who was in the audience listening, and presumably didn’t mind.

The trouble with Christie has to do with more than ordinary narcissism, which, after all, is practically an entry requirement for a political career. When Barack Obama used to tell crowds during the 2008 campaign, “This is not about me. It’s about you,” I always interpreted the words to mean that it actually was about him. But Obama, whose ego is so securely under control that his self-sufficiency has become a point of criticism among Washington pundits, would never devote more than a paragraph to his own personality (as opposed to his biography)—which was the subject not just of Christie’s convention keynote speech but of his entire political career. What struck me in Tampa even more than his self-infatuated lyrics was the score they were set to—the particular combination of bluster, self-pity, sentimentality, and inextinguishable hostility wrapped in appeals to higher things. (After declaring that Democrats “believe the American people are content to live the lie with them,” Christie waved the flag of bipartisanship, saying, “We lose when we play along with their game of scaring and dividing.”) Those are dangerously combustible elements in a political personality. Americans older than fifty are all too familiar with them.

The engineered traffic nightmare in Fort Lee, New Jersey, is, of course, being called Bridgegate. The suffix has been used, overused, and misused for almost every political scandal since a “third-rate burglary” at the Democratic National Committee’s headquarters on the night of June 16, 1972. In the case of Bridgegate, there are several key limiting factors. It’s a state scandal, not a national one. A potential Presidency might be at stake, but not an actual one. No evidence ties the Governor directly to the havoc visited on one of New Jersey’s five hundred and sixty-six municipalities—not yet, anyway. On the scale of Teapot Dome and Iran-Contra and even Monica, the four-day closing of two approach lanes to the George Washington Bridge is very minor league.

So why do I keep having flashbacks to 1972? Some of the parallels are weirdly exact. Whether or not he ordered the Watergate bugging, Richard Nixon ran a campaign of dirty tricks for two reasons: he wanted to run up the score going into his second term, and he was a supremely mean-spirited man. Nixon’s reëlection campaign reached out to as many Democrats as possible (not just elected officials but rank-and-file blue-collar workers and Catholics). Nixon ran not as the Republican Party’s leader but, in the words of his bumper sticker, as just “President Nixon.” His landslide win over George McGovern translated into no Republican advantage in congressional races—the Democrats more than held their own. The Washington Posts David Broder later called it “an extraordinarily selfish victory.”

Christie’s 2013 reëlection tracks closely with this story: an all-out effort to court Democrats in order to maximize his personal power, and a landslide victory in November, with all the benefit going to the Governor, not to his fellow-Republicans in the state legislature. On Christmas, the Times published a piece about Christie’s long record of bullying and retribution. In it, the Fort Lee traffic jam was mentioned as just one of many cases (and, I have to admit, not the one that stayed with me) of vengefulness so petty that it inescapably called to mind the American President who incarnated that quality, and was brought down by it.

In the e-mails that went public last week when the scandal broke, the tone of Christie’s aides and appointees displays the thuggery and overweening arrogance that were characteristic of Nixon’s men when the President was at the height of his popularity—utter contempt for opponents, not the slightest anxiety about getting caught. In both cases, whether or not the boss sanctioned these actions, the tone came from the top. It’s the way officials talk when they feel they have nothing to fear, when there’s a kind of competition to sound toughest, because that’s what the boss wants and rewards. Once all hell broke loose, Christie insisted, in a compelling and self-indulgent press conference that, like his keynote speech, was all about himself, that he was the scandal’s biggest victim. “I am not a bully,” he said, in an echo of one of Nixon’s most famous remarks.

Character is destiny, and politicians usually get the scandals they deserve, with a sense of inevitability about them. Warren G. Harding surrounded himself with corrupt pols and businessmen, then checked out, leading to the most sensational case of bribery in American history. Ronald Reagan combined zealotry and fantasy, and Oliver North acted them out. Bill Clinton was libidinous and truth-parsing but also cautious, while George W. Bush was an incurious crusader who believed himself chosen by God and drove almost the entire national-security establishment into lawlessness without thinking twice. Christie, more than any of these, is reminiscent of the President whose petty hatefulness destroyed him—which is why, as NBC’s newscaster said when signing off on an early report on that long-ago burglary, I don’t think we’ve heard the last of this.

“Enemies Of The Poor”: Republicans Are Doing All They Can To Hurt The Poor

Suddenly it’s O.K., even mandatory, for politicians with national ambitions to talk about helping the poor. This is easy for Democrats, who can go back to being the party of F.D.R. and L.B.J. It’s much more difficult for Republicans, who are having a hard time shaking their reputation for reverse Robin-Hoodism, for being the party that takes from the poor and gives to the rich.

And the reason that reputation is so hard to shake is that it’s justified. It’s not much of an exaggeration to say that right now Republicans are doing all they can to hurt the poor, and they would have inflicted vast additional harm if they had won the 2012 election. Moreover, G.O.P. harshness toward the less fortunate isn’t just a matter of spite (although that’s part of it); it’s deeply rooted in the party’s ideology, which is why recent speeches by leading Republicans declaring that they do too care about the poor have been almost completely devoid of policy specifics.

Let’s start with the recent Republican track record.

The most important current policy development in America is the rollout of the Affordable Care Act, a k a Obamacare. Most Republican-controlled states are, however, refusing to implement a key part of the act, the expansion of Medicaid, thereby denying health coverage to almost five million low-income Americans. And the amazing thing is that they’re going to great lengths to block aid to the poor even though letting the aid through would cost almost nothing; nearly all the costs of Medicaid expansion would be paid by Washington.

Meanwhile, those Republican-controlled states are slashing unemployment benefits, education financing and more. As I said, it’s not much of an exaggeration to say that the G.O.P. is hurting the poor as much as it can.

What would Republicans have done if they had won the White House in 2012? Much more of the same. Bear in mind that every budget the G.O.P. has offered since it took over the House in 2010 involves savage cuts in Medicaid, food stamps and other antipoverty programs.

Still, can’t Republicans change their approach? The answer, I’m sorry to say, is almost surely no.

First of all, they’re deeply committed to the view that efforts to aid the poor are actually perpetuating poverty, by reducing incentives to work. And to be fair, this view isn’t completely wrong.

True, it’s total nonsense when applied to unemployment insurance. The notion that unemployment is high because we’re “paying people not to work” is a fallacy (no matter how desperate you make the unemployed, their desperation does nothing to create more jobs) wrapped in a falsehood (very few people are choosing to remain unemployed and keep collecting benefit checks).

But our patchwork, uncoordinated system of antipoverty programs does have the effect of penalizing efforts by lower-income households to improve their position: the more they earn, the fewer benefits they can collect. In effect, these households face very high marginal tax rates. A large fraction, in some cases 80 cents or more, of each additional dollar they earn is clawed back by the government.

The question is what we could do to reduce these high effective tax rates. We could simply slash benefits; this would reduce the disincentive to work, but only by intensifying the misery of the poor. And the poor would become less productive as well as more miserable; it’s hard to take advantage of a low marginal tax rate when you’re suffering from poor nutrition and inadequate health care.

Alternatively, we could reduce the rate at which benefits phase out. In fact, one of the unheralded virtues of Obamacare is that it does just that. That is, it doesn’t just improve the lot of the poor; it improves their incentives, because the subsidies families receive for health care fade out gradually with higher income, instead of simply disappearing for anyone too affluent to receive Medicaid. But improving incentives this way means spending more, not less, on the safety net, and taxes on the affluent have to rise to pay for that spending. And it’s hard to imagine any leading Republican being willing to go down that road — or surviving the inevitable primary challenge if he did.

The point is that a party committed to small government and low taxes on the rich is, more or less necessarily, a party committed to hurting, not helping, the poor.

Will this ever change? Well, Republicans weren’t always like this. In fact, all of our major antipoverty programs — Medicaid, food stamps, the earned-income tax credit — used to have bipartisan support. And maybe someday moderation will return to the G.O.P.

For now, however, Republicans are in a deep sense enemies of America’s poor. And that will remain true no matter how hard the likes of Paul Ryan and Marco Rubio try to convince us otherwise.

“How Radical Becomes Normal”: The Fight Over Unemployment Benefits Underscores The Right’s Extremism

So this is showdown week in Congress for extension of unemployment benefits. Frankly, it looks bleak. No, it’s not that the public is against it. In fact far from it—58 percent support the extension in a new poll. But as I’ve written a kajillion times these last few years, it unfortunately doesn’t much matter what the people think. Republicans in Congress care only about the views of the more radical half of their party. And in that same poll, Republicans opposed the extension 54-42.

As long as that remains the case (and there’s no reason it’s likely to change), “UI,” as they call it on the Hill, seems a heavy lift. Republicans are insisting on cuts from elsewhere in the federal budget to pay for the benefits’ $6.4 billion cost. And Democrats are talking with them. But there’s no progress yet. In fact, it seems today that even the six Republicans who voted in the Senate last week to allow debate to proceed would not vote to extend the benefits just yet.

But let’s take a step back here, because introducing a little bit of historical context shows just how extreme the Republicans’ position is, and it shows us how, over time, what used to be crazy-radical becomes normal with the people.

When George W. Bush was president, noted Labor Secretary Thomas Perez on Jim Lehrer’s PBS show last week, unemployment benefits were extended five times, “no strings attached any of those times.” So as long as it was a Republican president under whom their constituents were out of work, they were happy to vote to extend the benefits. The last extension under Bush, in late 2008, passed 368-28 in the House of Representatives. Remember, this was with no “pay-fors,” in the argot. This vote took place a month before Election Day, which may have partly motivated 142 Republicans to vote for it with only the real hard-shellers going against it.

Now let’s move forward to 2010. We have a new president from a different party. The economy is struggling. The Republicans of course haven’t exactly been supportive of Barack Obama’s agenda, but on this one, they’re ready to agree. All but one. Jim Bunning, then a GOP senator from Kentucky, insisted that he wasn’t against extending such benefits, but he was against increasing the deficit by a few billion bucks.

But even then, the Senate GOP leadership wasn’t with Bunning. I remember that time well. Bunning had a few defenders among his colleagues, but basically, his position was seen as extreme by Democrats and even many or possibly most Republicans. Bunning finally got the message after a couple of weeks of antics—which included him whining that his noble filibuster against helping the nation’s jobless was preventing him from watching an important Kentucky Wildcats basketball game—and relented.

But what was considered extreme and nutty then is standard operating procedure today. A key development here was Rand Paul saying a couple of weeks ago that benefits beyond 26 weeks just make people lazy. That unleashed the right-wing id. In addition to that, of course, there’s the standing GOP House opposition to anything with Obama’s name on it. And this is how radical becomes normal.

Friday, I was at a meeting with a group of House Democratic lawmakers. They offered a few ideas about how they might get Republicans to agree. John Garamendi of California talked about a few billion being spent on a program in Afghanistan that he thought the GOP might play ball on. There were a few other notions, but none of them, I noticed, bruited with much confidence that they’d actually get anywhere.

Several echoed Connecticut’s Rosa DeLauro in saying that they just have to win the battle in the court of public opinion. “These are Americans’ stories,” DeLauro said. “When people hear them, they’re moved.” There’s no doubt that that’s true. But it was true of gun safety, and it was true of immigration reform, and numerous other things.

I don’t know if the Democrats can win this on the floor. Maybe the horrible jobs report from December helps a little, maybe not. But since public opinion is already on their side, they can at least take this issue and make it hurt Republicans in states with high unemployment or Republicans who are singing a different tune than they did in 2010, a list that starts with Mitch McConnell, who agreed to the 2010 extension and is now going around saying that if Democrats want UI benefits extended, they’d have to agree to a one-year delay in the individual mandate under Obamacare.

And if Democrats win, great. But it looks like they’ll only win by agreeing to the pay-for demand, which means that there’ll be new demands next time. There’s no end to how far right these people will go.

“Beyond Polarization To Warfare”: It’s The Broader Acceptance Of Political Warfare In The Conservative Movement That’s Most Alarming

At WaPo’s Monkey Cage subsite today, there’s an important piece by University of Texas political scientist Sean Theriault that gets to a distinction in political attitudes that some of us have been trying to articulate ever since the radicalization of one of our two major parties occurred:

I have been studying party polarization in Congress for more than a decade. The more I study it, the more I question that it is the root cause of what it is that Americans hate about Congress. Pundits and political scientists alike point to party polarization as the culprit for all sorts of congressional ills. I, too, have contributed to this chorus bemoaning party polarization. But increasingly, I’ve come to think that our problem today isn’t just polarization in Congress; it’s the related but more serious problem of political warfare….

Perhaps my home state of Texas unnecessarily reinforces the distinction I want to make between these two dimensions. Little separates my two senators’ voting records – of the 279 votes that senators took in 2013, Ted Cruz and John Cornyn disagreed less than 9 percent of the time (the largest category of their disagreement, incidentally, was on confirmation votes). In terms of ideology, they are both very conservative. Cruz, to no one’s surprise, is the most conservative. Cornyn is the 13th most conservative, which is actually further down the list than he was in 2012, when he ranked second. Cornyn’s voting record is more conservative than conservative stalwarts Tom Coburn and Richard Shelby. Marco Rubio and Ted Cruz disagreed on twice as many votes as John Cornyn and Ted Cruz.

The difference between my senators is that when John Cornyn shows up for a meeting with fellow senators, he brings a pad of paper and pencil and tries to figure out how to solve problems. Ted Cruz, on the other hand, brings a battle plan.

That’s probably why Cornyn has attracted a right-wing primary challenge from Rep. Steve Stockman.

The rise of “politics as warfare” on the Right, accompanied with militarist rhetoric, is one that my Democratic Strategist colleagues James Vega and J.P. Green and I discussed in a Strategy Memo last year. We discerned this tendency in the willingness of conservatives to paralyze government instead of redirecting its policies, and in the recent efforts to strike at democracy itself via large-scale voter disenfranchisement initiatives. And while we noted the genesis of extremist politics in radical ideology, we also warned that “Establishment” Republicans aiming at electoral victories at all costs were funding and leading the scorched-earth permanent campaign.

All I’d add at this point is that it’s not terribly surprising that people who think of much of the policy legacy of the twentieth century as a betrayal of the very purpose of America–and even as defiance of the Divine Will–would view liberals in the dehumanizing way that participants in an actual shooting war so often exhibit. But it’s the broader acceptance of political warfare in the conservative movement and the GOP–typified by the perpetual rage against the Obama administration–that’s most alarming.

“There Won’t Be Any Highs Ahead”: Congress Deserves Public’s Contempt For Its Obsession With Destroying Obamacare

Congress is back—and the House has an ambitious plan for the year ahead. OK, an ambitious plan to cement its place in history as the Do-Nothingest Congress of all time.

The House has scheduled all of 97 days in session before the November elections, with many of them being half days or pro forma ones. And Majority Leader Eric Cantor’s memo to his troops outlining the plan for the year ahead made it clear that there is at most a bare-bones agenda, focused like a laser, yet again, on repealing or further sullying and delegitimizing Obamacare. The only possible good news coming out of that is that the obsessive focus on killing Obamacare may provide the excuse for House leaders to extend the debt ceiling without blackmail this time, by convincing their rank-and-file that it is the best way to avoid distractions and keep the focus on the health insurance law.

The obsession with Obamacare, and the near-universal belief among Republican lawmakers and conservative spinmeisters that the law will collapse spectacularly of its own weight, is fascinating.

Remember that when Sen. Ted Cruz incited the shutdown last year over the demand to defund Obamacare, his argument was that this was the last chance before the law was implemented in January—after which it would be impossible to stop it, because so many Americans would be delighted with its benefits. Cruz told Sean Hannity last July, “If we don’t do it [defund Obamacare] now, in all likelihood, Obamacare will never, ever be repealed. Why is that? Because on January 1, the exchanges kick in, the subsidies kick in; … their plan is to get the American people addicted to the sugar, addicted to the subsidies, and once that happens, in all likelihood, it never gets …”

At which point Hannity agreed, saying, “It’s over—it never gets repealed.”

The awful and bumpy rollout of the plan changed all that; now, for Cruz, Hannity, and everyone else in the right-wing echo chamber, there won’t be any highs ahead, or at least the highs and sugar addictions will be overwhelmed by bad drugs and overdoses.

Which view is right? We don’t know for sure, but there is some interesting evidence in the rollout of the Medicare Part D plan in 2005, via an excellent analysis by Georgetown University’s Center on Health Insurance Reform. The report makes clear that there are many parallels between Part D and Obamacare.

First, both plans passed with substantial partisan tension, which tarnished the initial public views of them. Second, both plans created much confusion in the public, with small proportions of Americans having even a basic understanding of what was in the plans and how they would work. Third, both plans had a lot of time after passage and before they actually took effect to prepare for a massive rollout. Fourth, neither had its website ready to roll when the deadline hit, and both had crashes and long delays to gain access. Fifth, even after the websites became more reliable, other problems persisted, including inadequate call centers and inexperienced navigators at the local level who were unprepared with full or sophisticated answers to questions posed by those trying to sign up. Sixth, supporters of the laws issued cautions when they were first unveiled, warning of glitches ahead and asking the public for understanding and help at ameliorating the problems.

Now for the differences. While Medicare Part D was the subject of serious partisan chicanery—the infamous three-hour vote in the House; the conference committee that barred key Senate Democrats from participating, including Senate Democratic Leader Tom Daschle; the “bait and switch” that in the end took out all the parts of the bill that had made Ted Kennedy an initial partner of the Bush administration—once it was law, most Democrats worked hard to make the plan accessible and workable for seniors, as did Democratic governors and state legislatures.

Of course, the opposite is true of Obamacare. Despite yeoman efforts to make the bill bipartisan—months and months of negotiation by Senate Finance Chairman Max Baucus with Chuck Grassley and other Senate Republicans, starting from a framework devised and endorsed by Grassley—it got not a single GOP vote. But after passage, it has received nothing but yeoman efforts to sabotage it, including from a slew of Republican governors denying insurance to the most needy of their constituents simply to stymie the law’s implementation. And whenever a Republican talks about how to make the law work better, instead of blowing it up (Jack Kingston of Georgia comes to mind), he or she is vilified by partisans and their media acolytes.

Second, the mainstream media reported on the glitches in the Medicare Part D plan but did not jump all over them with front-page or highlighted stories, or repeated and lengthy inquests on Sunday talk shows. The opposite has been true of Obamacare, with an added twist that reflects the new economic and political realities for media, as reported in a piece by Maggie Mahar at healthinsurance.org. Mahar investigated a ballyhooed article in the Fort Worth Star-Telegram titled “Obamacare Stirs Anxiety for Thousands.” The cases of those who were purportedly shafted by Obamacare proved to be false or exaggerated, and three of the four cases cited were tea-party adherents who strongly opposed the law, two of whom had never even checked for prices on the exchanges. After a lengthy stonewall by the paper’s editors, it became clear that no one had fact-checked the piece, which was written by a reporter with no expertise in health policy, under a tight time frame, assigned by an editor who only wanted bad news, not any stories of those who had been helped by the new law. This is more a case of underresourced news outlets eager to report bad news than bias, but it reflects the tougher climate for a law that affects far more people in far more ways than Part D did.

Eight years after its rocky rollout and deep public skepticism, the Medicare Part D plan is widely popular. I have no idea if that will be the case with Obamacare—and if achieving popularity takes any length of time, the political damage, in this November election and maybe even in 2016, will already have been done. What I do know is that there are going to be a whole lot of winners under the Affordable Care Act, and a smaller number, but still a significant one, of losers or those caught up in the inevitable upheaval to the health care system.

And I know if your only legislative or policy plan for 2014, in the face of a sluggish economy, a crisis of long-term unemployment, and a host of other short and long-term problems facing the country, is to bet on the spectacular failure of the health care plan, you deserve the public contempt your Congress is receiving.
