“Why McCain’s Shot Across Cruz’s Bow Matters”: In The Senate, ‘Assisting Mr. Cruz Would Amount To A Foreign Concept’

There was a fleeting moment around this point eight years ago in which some questioned John McCain’s eligibility for the presidency. The Republican senator, well on his way to becoming his party’s nominee, was born in the Panama Canal Zone in 1936, prompting some pointless questions about whether he was literally a “natural-born citizen.”

Few took those questions seriously; even McCain’s harshest critics dismissed the concerns out of hand; and the Senate quickly approved a resolution – written and sponsored by Democrat Claire McCaskill – declaring, “John Sidney McCain, III, is a ‘natural born citizen’ under Article II, Section 1 of the Constitution of the United States.” It passed without opposition.

The recent history adds a degree of irony to McCain’s comments about Ted Cruz yesterday.

Arizona Sen. John McCain said he doesn’t know if the Canadian-born Sen. Ted Cruz of Texas is eligible to be president, saying the Supreme Court might have to decide if Cruz is eligible to be president.

“I don’t know the answer to that,” said McCain on the Chris Merrill Show on KFYI550 on Wednesday of Cruz’s eligibility.

As the BuzzFeed report added, McCain went on to say, in reference to Cruz, “I think it’s worth looking into.” McCain added he thinks Cruz should try to get ahead of these eligibility issues, though without access to a time machine, how he’d go about doing this is a bit of a mystery.

It’s a genuine shame that Donald Trump has pushed this issue into the spotlight, because as best as I can tell, this entire line of attack is misguided. For all intents and purposes, natural-born citizens are those who were citizens at the time of their birth. This applies to Cruz. End of story.

I can think of about a thousand reasons to be concerned about a Cruz presidency, but his eligibility isn’t one of them.

What I find more interesting, however, is Cruz’s sudden need for friends in high places.

With the developments surrounding McCain in 2008 still in mind, the New York Times asked this morning, “Now the question is, will the Senate again weigh in to clarify the constitutional status of another one of its members and declare Mr. Cruz eligible to be president?”

The answer is, almost certainly not. Among senators from both parties, Ted Cruz is extremely unpopular. He’s gone out of his way to alienate his colleagues, pick fights with his own party leadership, and generally make as few friends in the chamber as possible during his tenure.

On the campaign trail, this serves as a point of pride. Cruz can, in complete honesty, boast to the Republican base that the GOP establishment inside the Beltway has nothing but disdain for him – and the feeling is mutual. John McCain himself once referred to Cruz as a “wacko bird,” which is why it’s not too surprising that the Arizona Republican was needlessly adding fuel to a foolish fire yesterday. He just doesn’t seem to like his colleague very much.

Right about now, Cruz would probably love to see the same level of Senate support McCain received eight years ago, but he shouldn’t hold his breath. As the Times added, for most senators in both parties, “assisting Mr. Cruz would amount to a foreign concept.”

“No Sense In Which That Description Is True”: Being Less Crazy Than Donald Trump Does Not Make Marco Rubio ‘Moderate’

Marco Rubio built his presidential campaign upon a strategy that has succeeded many times in the past, and (if betting markets are correct) stands a strong chance of succeeding again. He is running a campaign that is more or less optimized for the general election rather than the primary — a tactic that holds him back from viscerally channeling conservative anger, but which, by maximizing his electability, makes his nomination more attractive to party elites. But because Rubio has found himself principally challenged by Donald Trump and Ted Cruz, who are running campaigns based purely on gratifying Republican base instincts, his strategy has magnified the contrast to the point where Rubio’s principal ideological identifier is now “moderate.” The term has been employed everywhere — by Rubio’s rivals, by his friends, and by neutral reporters. There is no sense in which that description is true — not in relation to modern Republican politics, and perhaps not even in relation to his allegedly more extreme opponents.

Rubio burst onto the national scene in 2010 as a self-described “movement conservative” who managed to draw backing from important Establishment Republicans, like the Bush family, and tea party groups. On foreign policy, he has embraced full-scale neoconservatism, winning enthusiastic plaudits from figures in the right-wing intelligentsia, like William Kristol. While much of the Republican Party has recoiled from the excesses of the Bush administration’s wild-eyed response to the 9/11 attacks, Rubio has not. He was one of 32 senators to oppose the USA Freedom Act, which restrained the federal government’s ability to conduct surveillance. He was one of just 21 senators opposing a prohibition on torture, insisting, “I do not support telegraphing to the enemy what interrogation techniques we will or won’t use.” Indeed, Rubio now delights his audiences by promising to torture suspected terrorists, who will “get a one-way ticket to Guantánamo, where we’re going to find out everything they know.”

On social issues, Rubio has endorsed a complete ban on abortions, even in cases of rape and incest (a stance locating Rubio to the right of George W. Bush). He has promised to reverse executive orders protecting LGBT citizens from discrimination and to appoint justices who would reverse same-sex marriage. The centerpiece of Rubio’s domestic policy is a massive tax cut — more than three times the size of the Bush tax cut, and nearly half of which would go to the highest-earning 5 percent of taxpayers. By reducing federal revenue by more than a quarter, Rubio’s plan would dominate all facets of his domestic program, which is otherwise a mix of conventional Republican proposals to eliminate Obamacare, jack up defense spending, and protect retirement benefits for everybody 55 and up. Rubio has voted for the Paul Ryan budget (“by and large, it’s exactly the direction we should be headed”). He has proposed to deregulate the financial system, thrilling Wall Street. (Richard Bove, author of Guardians of Prosperity: Why America Needs Big Banks, wrote a grateful op-ed headlined, “Thank you, Marco Rubio.”)

What, then, accounts for Rubio’s moderate image? One reason is the issues Rubio has chosen to emphasize. His conventionally conservative domestic policies would, if enacted, bring about an epochal shift in the role of government and the distribution of wealth in the American economy. (And given his party’s entrenched majorities in Congress, Rubio would be able to enact those policies.) But Rubio has not emphasized these ideas publicly. He has given far more attention to his plan to increase college affordability. As Rubio has said, “You’ll hear me spend a tremendous amount of time talking about higher-education reform.” This formulation perhaps gives away more than Rubio intends. Rubio’s higher-education reform plan, while largely innocuous, is also minuscule in scale — a third-tier throwaway line in a State of the Union speech. Its importance is trivial in comparison to his radical domestic-policy commitments. Rubio spends a tremendous amount of time talking about it because doing so allows him to position his platform as new and different from those of a generic Republican without any of the risk of actual heterodoxy.

A second reason is Rubio’s ill-fated 2013 attempt to shepherd bipartisan immigration reform through Congress. Because of the prominence of his role in that episode, which consumed a large share of his brief tenure in national politics, Rubio’s support for reform has disproportionately colored his public image. But his history provides no reason to believe the issue sits close to Rubio’s heart. As a Senate candidate in 2010, Rubio forcefully opposed any path to citizenship as “amnesty.” In the wake of the 2012 election, after the Republican Party wrote a post-mortem calling for the passage of immigration reform and efforts to reach out to young people and minorities, Rubio loyally reversed his position and led the pro-reform charge, and initially he drew support from important figures in the party. But when restrictionists revolted against the bill, Rubio abandoned his own proposal and has promised never to support comprehensive reform again. The fairest conclusion to draw from his two reversals is that Rubio does not hold especially strong beliefs on the issue at all, taking whichever position seems to be the most effective means of advancing traditional Republican policies (for which he has displayed consistent support). Republican donors naturally adore Rubio.

While Rubio’s willingness to sponsor immigration reform tells us very little about his convictions, though, it reveals a great deal about his political strategy. Rubio is a political pragmatist. And pragmatism is the fundamental divide inside the GOP. While split on foreign policy between neo-conservatism and neo-isolationism, Republicans have near-unanimity on economic and social policy. A domestic Rubio presidency would look very much like a Cruz presidency or a Bush or a Walker presidency. Any Republican would sign the bills passed by Paul Ryan’s House and Mitch McConnell’s Senate.

What Republicans disagree about is how to handle a situation where the president does not sign those bills. Cruz’s response to whip up conservative suspicions that the Republican failure to enact its agenda over President Obama’s objections represents a secret betrayal. Trump’s response is to break the stalemate through unique force of personality. Both of them signal their solidarity with the base through demonstrations of anger and cultural resentment. But, while making themselves attractive to their base, Trump and Cruz harden a cultural polarization that seems to leave their party at a disadvantage in the general election. He avoids statements that make him appear ostentatiously deranged, like Cruz visually comparing Obama to a Nazi, or Trump … doing just about everything Trump has done. The third cause of Rubio’s moderate image is that he declines to indulge right-wing paranoia on such topics as whether Obama is a Marxist, or the looming threat of Sharia law in the United States, trading the opportunity to indicate solidarity with the base for general election viability. He husbands his potential electoral weakness for matters of policy, not symbolism.

Rubio’s value to the party is that he approaches its predicament realistically. He will reach out to Democratic-leaning constituencies with personal appeal without compromising on core agenda items Republicans care about. Everything Rubio says — his message of generational change, a “new American century,” his frequent invocations of his parents — ties into his youth and heritage as the son of immigrants. If Democrats attack his policies, he will change the subject to his biography. “If I’m our nominee, how is Hillary Clinton gonna lecture me about living paycheck to paycheck?” he boasted at a Republican debate. “I was raised paycheck to paycheck.” Rubio is the embodiment of the Republican donor class’s conviction that it needs to alter nothing more than its face.

“Wilier Than Trump Could Ever Dream Of Being”: Trump Should Think Twice About Picking On Bill Clinton

Donald Trump might be picking the wrong schoolyard fight.

His modus operandi is to bully. And it’s proved to be an ideal strategy for tying his Republican rivals in knots. But now he’s trying it on someone whose powers of political legerdemain are legendary: Bill Clinton.

The 69-year-old former president is wilier than Trump could ever dream of being. This is the man who hung the 1995-96 government shutdown around the neck of his chief political adversary, House Speaker Newt Gingrich. A formidable huckster in his own right, Gingrich was the It Boy of conservatism and the leader of an ascendant “Republican Revolution,” but after losing his budget showdown with Clinton, his career went into permanent eclipse.

Gingrich’s oafish understudies then mounted an ill-advised impeachment campaign against Clinton, which only burnished the president’s credentials as a victim of partisan fanaticism.

Trump, by contrast, is a cad whose vulgarity and brutishness are given cover by the fact that those very qualities are cheered by a large portion of the Republican base. He’s making the P.T. Barnum bet on the Republican electorate, and so far it’s paying off.

In recent days, Trump has pounced on Hillary Clinton’s husband, in particular his record of cheating, as a new stratagem to upend her campaign. On Twitter, he asserted: “If Hillary thinks she can unleash her husband, with his terrible record of women abuse, while playing the women’s card on me, she’s wrong!”

But this only underscores another difference between Bill Clinton and Donald Trump: The former president’s record on so-called women’s issues is stellar. He appointed the first women to become U.S. attorney general and secretary of state, added Ruth Bader Ginsburg to the U.S. Supreme Court and signed the Violence Against Women Act, along with other measures that benefited women.

That’s the lesson of the Clinton White House. Slick Willie was capable of being unfaithful to his wife — in ways that disgusted women and men everywhere — and yet he also acted with foresight and responsibility in formulating policies that women care deeply about. “Compartmentalizing” is the word pundits used to describe this seeming paradox. But in fact it’s a common enough trait in political figures: Their public service is distinct from their private lives.

It is highly doubtful that Trump has the same ability. His almost cartoonish narcissism results in everything becoming personal. Challenge him in the most tentative way and he’s your enemy. And if you happen to be a woman, get ready for the most juvenile of sexist taunts.

Fox News anchor Megyn Kelly learned that lesson on live TV. During the first Republican presidential primary debate, she pressed Trump on comments he had made about women in the past, among other issues. He responded over the next several days with a peevish onslaught that culminated in a crude suggestion that Kelly had been menstruating.

Every savvy and ambitious woman in America knows that scenario. Tick off a powerful man and wait for the backlash. The more out-gunned the man is intellectually, the viler the putdown you can expect.

References to women’s menstrual cycles or their use of a toilet — all part of Trump’s charm offensive — are not the way to win female votes, Republican or Democratic. Women are more than half of the population and they vote in higher percentages than men. Our vote matters. And it’s not just the stereotypical issues that move women; we care about education, equal pay and health care policy.

If Trump hopes to pull himself out of the verbal gutter and address female voters, he’s going to have to start talking real policy. But that brings up a third key difference between him and the Clintons.

Bill and Hillary have long, long records of formulating, enacting and defending policies. They’re not records of unqualified success or popularity, to be sure. But there is not a policy area in American government in which they have not taken a leading role at the highest level.

Trump, when he has attempted even the roughest outline of a policy, has proved to be a charlatan. He’d like to claim that Hillary Clinton is using her gender to sell herself, but she doesn’t have to. Her chops dwarf those of anyone the Republican Party can stand against her. That is what she will run on.

If the GOP chooses Trump as the nominee, the general election will be a referendum on him — not on Hillary, as Republican strategists might wish it to be.

So let him tear into Bill and Hillary in any way he likes. The smart money, as always, is on the Clintons.

“Stick A Fork In Ben Carson”: A Man Who Has Already Come To Grips With Failure

Two days before Christmas, Steven Ginsberg and Robert Costa of the Washington Post landed an interview with Ben Carson. It was conducted in Carson’s basement man-cave. The below ground-level setting is appropriate because the transcript reads like an obituary.

Dr. Carson laments virtually everything, from his annoying advisers who keep urging him to be more combative, to his inability to get mulligans for his many missteps, to the quality of the electorate, to the way the media twists his words, to the way his campaign has spent money. The overwhelming sense you get is of a man who has already come to grips with failure.

And that’s a failure in itself because the interview was supposed to demonstrate that he understands his campaign’s problems and is preparing to retool and make a big push before Iowa.

What struck me more than anything, though, is how there was no mention of any of the 13 ridiculous things that Ben Carson actually believes. The mistakes, insofar as they are detailed at all, are limited to foreign policy blunders, like his insistence that the Chinese have a large presence in Syria. But, arguably, Carson began to slip right around the time that it came out that he thinks the Egyptian pyramids were built to store grain. It became increasingly clear that Carson doesn’t just have some far-right views on abortion and war crimes and the Holocaust and censorship, he actually has a borderline crazy belief system.

One wonders in this day and age how much this actually hurts you in a Republican nominating contest. After all, the guy in first place is the country’s most famous Birther. There are certainly areas where being an over-the-top bomb thrower helps you win support from the GOP base. Arguably, this was the way Carson won his initial popularity and support on the right. I assume this is what his advisers believe, too, and it’s why they’ve urged him to throw bombs not just at the president and his health care plan and reproductive rights, but at his Republican opponents.

Maybe his lack of foreign policy experience really is the best explanation for his precipitous fall in the polls. The only problem with that explanation is that Donald Trump should have suffered right along with Carson in the aftermath of the attacks in Paris and San Bernardino. Maybe Trump’s bluster and bravado cover his lack of expertise better than Carson’s mellower act.

Whatever the explanation, Carson seems like a man who is already beaten before the first vote is cast. And he knows that he’s injured his reputation in the bargain.

Carson: A weak person isn’t selected by CNN and Time magazine as one of the 20 foremost physicians and surgeons in America. That was before they discovered that I’m conservative. A weak person doesn’t have all of these honorary degrees. Most people of accomplishment have one, maybe two or three honorary degrees at most. It’s the highest award that a university gives out. I have 67. That’s probably not indicative of a weak person who doesn’t get things done.

Costa: Has this campaign helped or hurt that reputation, that legacy?

Carson: Without question, it will hurt it. But it’s not about me. I’m willing to sacrifice that legacy and that reputation if we can get our country turned around. One person is not a big deal as far as I’m concerned.

If Carson thought there were the slightest chance that he’d win the nomination, he’d certainly not answer that question by saying that “without question” the campaign will end up hurting his reputation.

You can stick a fork in him. His presidential ambitions are done.

“A Foreign-Policy Party No More”: On Foreign Policy, The GOP’s Candidates For President Are Either Ignorant Or Insane

Fairly early on in this week’s Republican presidential debate, Ted Cruz was reminded about his recent quote in which he vowed to “carpet bomb ISIS into oblivion,” testing whether “sand can glow in the dark.” Asked whether he’s prepared to decimate a populated city like Raqqa, informally known as the ISIS capital in Syria, the Texas senator hedged.

“You would carpet bomb where ISIS is, not a city, but the location of the troops,” Cruz said, adding, “[T]he object isn’t to level a city. The object is to kill the ISIS terrorists.”

This plainly didn’t make any sense. It’s as if Cruz referenced carpet bombing – indiscriminate bombing of large areas, without regard for collateral damage – without having any idea what it means. To hear the Texas Republican tell it, there’s such a thing as precision, “directed” carpet bombing, which is a contradiction in terms.

The gibberish, however, was par for the course. Writing in the Washington Post, Dan Drezner, a center-right scholar, said yesterday, “When it comes to foreign policy, the GOP’s candidates for president in 2016 are either ignorant or insane.”

The overwhelming bulk of what the GOP candidates had to say last night was pure, unadulterated horses***. […]

When I came of political age, the Republican Party had a surfeit of smart, tough-minded foreign policy folk: Brent Scowcroft, Robert Gates, James Baker, Bob Zoellick, Richard Haass, and Lawrence Eagleburger. I pity these people having to listen to what was said on the GOP main stage last night.

Keep in mind, this isn’t so much about subjective questions. Knowing what we know now, was the invasion of Iraq in 2003 a good idea or a bad idea? Marco Rubio says it was a good idea; most people who’ve been conscious for the last 12 years say the opposite; and it can be a topic of spirited conversation.

When a center-right observer like Drezner talks about Republican presidential candidates being “either ignorant or insane,” he’s not referring to debatable judgment calls. He’s referring to an entire field of GOP candidates who at times seemed lost as to what foreign policies actually are.

Slate’s Fred Kaplan noted the debate was “devoted to national security and terrorism, about which most of the nine major candidates proved they knew nothing, a fact that some tried to conceal by making stuff up.”

How did the party that used to dominate on foreign policy fall to such cringe-worthy depths?

Part of the problem is likely the result of the demise of the Republican Party’s elder statesmen. In the not-too-distant past, the GOP was guided on foreign policy by responsible, learned hands – experienced officials like Dick Lugar, John Warner, and Brent Scowcroft – who approached international affairs with degree of maturity. Those Republicans now tend to agree with President Obama.

Which leads to another potential explanation: the more Obama represents some kind of “sensible center” on matters of foreign policy, the more his radicalized Republican critics feel the need to move even further to the right.

I also wouldn’t discount the role of post-policy thinking of the broader debate: the national GOP candidates are speaking to (and for) a party that has no patience for substantive details, historical lessons, nuance, or diplomacy. Heck, we’re talking about a party that has convinced itself that the key to defeating terrorists is literally using the phrase “radical Islam,” as if the words have magical national-security implications. That’s ridiculous, of course, but it’s emblematic of a party that approaches foreign policy itself with all the maturity of a Saturday-morning cartoon.

Finally, some context is probably in order. At the end of the Bush/Cheney era, the GOP’s entire approach to international affairs was discredited and in tatters. It needed to be rebuilt, reconsidered, and molded anew into something coherent. That never happened – the intra-party debate never really occurred, except to the extent that Republicans agreed that Obama is always wrong, even when he’s right, and those who agree with him must always be rejected, even when they’re Republicans in good standing.

Taken together, there’s something genuinely pathetic about the Republican Party’s once-great credibility on these issues. As Rachel put it on the show last night, “We really need two parties who are good at this issue in order to have good policy on this issue. We need good debate because this stuff is hard and our best decisions will come out of good, robust debate. Can the Republican Party hold up its end of the debate?”

It’s hard to be optimistic, isn’t it?
