“The Wrong Résumé”: The Myth Of The Businessman President – A Prelude To Disaster

Lost in the exhaust of mendacity left in Las Vegas this week, after Donald Trump brought his birther fantasies to town on behalf of Mitt Romney, was a curious statement by the man who has now cinched the Republican nomination for president.

On Tuesday, the same day Trump proved yet again that money and truth, like money and taste, are seldom twined, Romney talked about amending the Constitution to require the president to have business experience. He spoke approvingly of a notion from a store owner who wanted to make anyone who does not have at least three years of business background ineligible to lead the country.

“He said, ‘I’d like to have a provision in the Constitution that in addition to the age of the president and the citizenship of the president and the birth place of the president being set by the Constitution, I’d like it also to say that the president has to spend at least three years working in business before he could become president of the United States,’” said Romney, cheerfully summarizing this rewrite of the founders’ governing blueprint.

Well, there goes Teddy Roosevelt, the writer, rancher and police commissioner, not to mention his distant cousin Franklin Roosevelt, the assistant naval secretary and politician, or Dwight Eisenhower, the career soldier. Ike’s résumé, which includes defeating the world’s most concentrated form of evil in Nazi Germany, would not be enough to qualify him for the presidency.

Romney has made business experience the main reason to elect him. Without his business past or his projections of business future, there is no there there. But history shows that time in the money trade is more often than not a prelude to a disastrous presidency. The less experience in business, the better the president.

In a scholarly ranking of great presidents, a 2009 survey conducted by C-Span,6 of the 10 best leaders lacked sufficient business experience to be president by Romney’s rumination. This list includes Ronald Reagan, the actor, union activist and corporate spokesman, and John F. Kennedy, the naval officer, writer and politician. There is one failed businessman on the list of great presidents, the haberdasher Harry S. Truman.

By contrast, two 20th century businessmen — George W. Bush, whose sweetheart deal with the Texas Rangers made him a multimillionaire, and Herbert Hoover, who came by his mining fortune honestly — were ranked among the worst presidents ever by the same historians. Bush left the country in a sea of debt and an economic crisis rivaled only by the one that engulfed Hoover.

Both George W. Bush and Romney are Harvard Business School graduates, further padding their business cred. Once they started governing, both men failed to improve the economic lives of those under them.

At Bain Capital, Romney as C.E.O. practiced a very Darwinian form of capitalism for 14 years; he points to his time there as a model for how he would turn around the American economy. But it’s clear that enriching a handful of shareholders often has very little to do with job creation. The point of private equity, after all, is to make deals that turn investments into profits — nothing more. In that realm, Romney has succeeded.

Once he moved from running Bain to running the Bay State, Romney was a failure at job creation. His state ranked 47th. Job growth nationwide, even under the sluggish economy of George W. Bush, was five times higher than it was in the Massachusetts run by Romney from 2003 to 2007. This was reflected in his approval ratings — 34 percent in the last full year of his term, making him one of the most unpopular governors in the country, ranked 48 out of 50.

The biggest job creator of modern times, Bill Clinton, wouldn’t know a spreadsheet from a cooked derivative. His business experience was nil, but he had governing smarts, and his instincts were usually right. Under Clinton’s watch, the United States added 23 million new jobs — this after he raised “job-killing” taxes on the rich.

Romney never mentions Clinton’s formula for prosperity, or that of Franklin Roosevelt, the other business-challenged president who took the American economy to new highs. Roosevelt had been through a traumatic life experience, the diagnosis of polio, that made him a man of resolve, with empathy for the average person.

“If you spent two years in bed trying to wiggle your toes, after that anything would seem easy,” said Roosevelt. When he ran for president in 1932, his theme was “the forgotten man.”

Romney has shown a strange tendency to fetishize wealth, from his belief that “corporations are people” to his boasting of how many Cadillacs his wife drives. His European role model would have to be Silvio Berlusconi, Italy’s richest man. A media tycoon, the Rupert Murdoch of his country, Berlusconi was laughably bad as a three-time prime minister.

The verdict is still out on Barack Obama, the community organizer, lawyer and writer. Because he got hit with the Bush hangover, his overall job numbers show a net loss of about 850,000, from January 2009 to the present. But if you start a year into his presidency, Obama has added almost four million jobs.

We aren’t electing a C.E.O. to occupy the White House. We’re looking for good judgment, broad life experience, flashes of wisdom. Still, for those who insist on making business the bottom line in who they pick, the past is indeed predictive.

“Pants On Fire”: Not To Put Too Fine A Point On It, Mitt Romney Lies Quite A Bit

There are those who tell the truth. There are those who distort the truth. And then there’s Mitt Romney.

Every political campaign exaggerates and dissembles. This practice may not be admirable — it’s surely one reason so many Americans are disenchanted with politics — but it’s something we’ve all come to expect. Candidates claim the right to make any boast or accusation as long as there’s a kernel of veracity in there somewhere.

Even by this lax standard, Romney too often fails. Not to put too fine a point on it, he lies. Quite a bit.

“Since President Obama assumed office three years ago, federal spending has accelerated at a pace without precedent in recent history,” Romney claims on his campaign Web site. This is utterly false. The truth is that spending has slowed markedly under Obama.

An analysis published last week by MarketWatch, a financial news Web site owned by Dow Jones & Co., compared the yearly growth of federal spending under presidents going back to Ronald Reagan. Citing figures from the Office of Management and Budget and the Congressional Budget Office, MarketWatch concluded that “there has been no huge increase in spending under the current president, despite what you hear.”

Quite the contrary: Spending has increased at a yearly rate of only 1.4 percent during Obama’s tenure, even if you include some stimulus spending (in the 2009 fiscal year) that technically should be attributed to President George W. Bush. This is by far the smallest — I repeat, smallest — increase in spending of any recent president. (The Washington Post’s Fact Checker concluded the spending increase figure should have been 3.3 percent.)

In Bush’s first term, by contrast, federal spending increased at an annual rate of 7.3 percent; in his second term, the annual rise averaged 8.1 percent. Reagan comes next, in terms of profligacy, followed by George H.W. Bush, Bill Clinton and finally Obama, the thriftiest of them all.

The MarketWatch analysis was re-analyzed by the nonpartisan watchdogs at Politifact who found it “Mostly True” — adding the qualifier because some of the restraint in spending under Obama “was fueled by demands from congressional Republicans.” Duly noted, and if Romney wants to claim credit for the GOP, he’s free to do so. But he’s not free to say that “federal spending has accelerated” under Obama, because any way you look at it, that’s a lie.

Another example: Obama “went around the Middle East and apologized for America,” Romney said in March. “You know, instead of apologizing for America he should have stood up and said that as the president of the United States we all take credit for the greatness of this country.” That’s two lies for the price of one. Obama did not, in fact, go around the Middle East, or anywhere else, apologizing for America. And he did, on many occasions, trumpet American greatness and exceptionalism.

Romney offers few specifics, but the conservative Heritage Foundation published a list of “Barack Obama’s Top 10 Apologies” — not one of which is an apology at all.

One alleged instance is a speech Obama gave to the Turkish parliament in 2009, in which he said the United States “is still working through some of our own darker periods in our history . . . [and] still struggles with the legacies of slavery and segregation, the past treatment of Native Americans.” If the folks at Heritage and at the Romney campaign don’t know that this is a simple statement of fact, they really ought to get out more.

Romney does single out the following Obama statement from a 2009 interview: “I believe in American exceptionalism, just as I suspect that the Brits believe in British exceptionalism and the Greeks believe in Greek exceptionalism.” Romney says this acknowledgment — that others might have as much national pride as we do — means Obama doesn’t really believe in American exceptionalism at all.

But in the same interview, Obama went on to say he was “enormously proud of my country and its role and history in the world,” and to tout U.S. economic and military might as well as the nation’s “exceptional” democratic values. So he should be accused of chest-thumping, not groveling.

I could go on and on, from Romney’s laughable charge that Obama is guilty of “appeasement” (ask Osama bin Laden) to claims of his job-creating prowess at Bain Capital. He seems to believe voters are too dumb to discover what the facts really are — or too jaded to care.

On both counts, I disagree.

“Give ’Em Hell Barry”: An Engaged President With The Strength To Fight

Progressives have yearned for President Obama to follow Harry Truman’s strategy from the 1948 campaign by giving his Republican opponents hell. Now that Obama is doing just that, his critics say he’s not looking presidential.

As a longtime advocate of the Truman approach (and a fan of Give ’Em Hell Harry and his way of doing politics), I think Obama is doing the right thing. Critics of the battling style miss what Obama needs to get done in this campaign and also ignore the extent to which so many of his foes refuse to treat him in a presidential way. Far better for him to be a fully engaged fighter with passion for what he’s saying than a distant, regal figure pretending that the other side is playing by a dainty set of rules.

But if 1948 is to be the model, what can we learn from Truman’s experience, and how does that election relate to the one we’re having in 2012?

The similarities are important. Truman in 1946, like Obama in 2010 (and, for that matter, Bill Clinton in 1994), suffered a severe setback in midterm elections that substantially strengthened the hands of his congressional adversaries. Truman’s opponent, Thomas E. Dewey, was a Northeastern Republican governor who, like Mitt Romney, was not a favorite of the most conservative wing of his party. But unlike Romney, Dewey was a genuine moderate trying hard not be ensnared in the agenda of the GOP Congress.

For Truman, tying the “do-nothing” Republican Congress around Dewey’s neck was essential to reminding the many New Dealers in the electorate of the identity of FDR’s true heir. Dewey spent the whole campaign in a box. If he danced away from congressional Republicans, he looked unprincipled. If he embraced them, he put himself right where Truman wanted him.

To the extent that Romney can be tied to an unpopular Republican House and an obstructionist minority in the Senate, their unpopularity will rub off on him. But unlike Dewey, Romney has largely endorsed his congressional colleagues’ agenda. Obama’s task is to argue that whatever moderate sounds Romney made during his career in Massachusetts politics, these are irrelevant to how he would govern with the GOP likely to be in the congressional saddle. Obama wants to paint Romney as someone who would be a pawn of a runaway right-wing Congress, thus challenging both Romney’s strength of conviction and his ideology. As Truman did with Dewey, Obama wants to offer Romney the unpalatable choice of offending his party or offending swing voters.

There is also an advantage in Obama directly taking on Romney’s background in private equity at Bain Capital. By raising these questions himself, Obama signaled that he would not let criticisms from such Democrats as Newark Mayor Cory Booker force him to back down from a challenge he knows he needs to lodge against Romney’s claims as a “job creator.” By the end of last week, Booker had eased off while the Bain issue was still alive, to the point that even Rush Limbaugh was forced to acknowledge that private equity was about profit-making, not job creation.

And if Republicans wish to argue that Obama’s vigorous anti-Romney campaigning is un-presidential, they have to answer for George W. Bush’s unashamed attacks against Democrat John Kerry in 2004. Sara Fagen, an adviser to Bush in that campaign, recently told Peter Baker of the New York Times that Bush “almost never mentioned” Kerry, “certainly not this early.”

The truth of this depends on what the meaning of the word “almost” is. In February 2004, for example, Bush mocked Kerry — he referred to him as “one senator from Massachusetts” — as being “for tax cuts and against them. For NAFTA and against NAFTA. For the Patriot Act and against the Patriot Act. In favor of liberating Iraq and opposed to it.” The next month, Bush accused Kerry by name of being “willing to gut the intelligence services” with a “deeply irresponsible” proposal to cut intelligence spending. There is no record of Republicans complaining that these political assaults were beneath a president.

Like Truman — and, for that matter, like Bush — Obama confronts a sharply divided country, the need to rally his own supporters and the imperative of convincing undecided voters that electing his opponent would be a dangerous risk. What Truman taught is that Americans would rather see a president with the strength to fight than a politician with such sensitive sensibilities that he leaves all the tough stuff to others.

“Whistling Pass The Graveyard”: The Path To Amnesia, How To Forget On Memorial Day

It’s the saddest reading around: the little announcements that dribble out of the Pentagon every day or two — those terse, relatively uninformative death notices: rank; name; age; small town, suburb, or second-level city of origin; means of death (“small arms fire,” “improvised explosive device,” “the result of gunshot wounds inflicted by an individual wearing an Afghan National Army uniform,” or sometimes something vaguer like “while conducting combat operations,” “supporting Operation Enduring Freedom,” or simply no explanation at all); and the unit the dead soldier belonged to. They are seldom 100 words, even with the usual opening line: “The Department of Defense announced today the death of a soldier who was supporting Operation Enduring Freedom.” Sometimes they include more than one death.

They are essentially bureaucratic notices designed to draw little attention to themselves. Yet cumulatively, in their hundreds over the last decade, they represent a grim archive of America’s still ongoing, already largely forgotten second Afghan War, and I’ve read them obsessively for years.

Into the Memory Hole

May is the official month of remembrance when it comes to our war dead, ending as it does on the long Memorial Day weekend when Americans typically take to the road and kill themselves and each other in far greater numbers than will die in Afghanistan. It’s a weekend for which the police tend to predict rising fatalities and news reports tend to celebrate any declines in deaths on our roads and highways.

Quiz Americans and a surprising number undoubtedly won’t have thought about the “memorial” in Memorial Day at all — especially now that it’s largely a marker of the start of summer and an excuse for cookouts.

How many today are aware that, as Decoration Day, it began in 1865 in a nation still torn by grief over the loss of — we now know — up to 750,000 dead in the first modern war, a wrenching civil catastrophe in a then-smaller and still under-populated country? How many know that the first Decoration Day was held in 1865 with 10,000 freed slaves and some Union soldiers parading on a Charleston, South Carolina, race track previously frequented by planters and transformed in wartime into a grim outdoor prison? The former slaves were honoring Union prisoners who had died there and been hastily buried in unmarked graves, but as historian Kenneth Jackson has written, they were also offering “a declaration of the meaning of the war and of their own freedom.”

Those ceremonies migrated north in 1866, became official at national cemeteries in 1868, and grew into ever more elaborate civic remembrances over the years. Even the South, which had previously marked its grief separately, began to take part after World War I as the ceremonies were extended to the remembrance of all American war dead. Only in 1968, in the midst of another deeply unpopular war, did Congress make it official as Memorial Day, creating the now traditional long holiday weekend.

And yet, when it comes to the major war the United States is still fighting, now in its 11th year, the word remembrance is surely inappropriate, as is the “Memorial” in Memorial Day. It’s not just that the dead of the Afghan War have largely been tossed down the memory hole of history (even if they do get official attention on Memorial Day itself). Even the fact that Americans are still dying in Afghanistan seems largely to have been forgotten, along with the war itself.

As the endlessly plummeting opinion polls indicate, the Afghan War is one Americans would clearly prefer to forget — yesterday, not tomorrow. It was, in fact, regularly classified as “the forgotten war” almost from the moment that the Bush administration turned its attention to the invasion of Iraq in 2002 and so declared its urge to create a Pax Americana in the Greater Middle East. Despite the massive “surge” of troops, special operations forces, CIA agents, and civilian personnel sent to Afghanistan by President Obama in 2009-2010, and the ending of the military part of the Iraq debacle in 2011, the Afghan War has never made it out of the grave of forgetfulness to which it was so early consigned.

Count on one thing: there will be no Afghan version of Maya Lin, no Afghan Wall on the National Mall. Unlike the Vietnam conflict, tens of thousands of books won’t be pouring out for decades to come arguing passionately about the conflict. There may not even be a “who lost Afghanistan” debate in its aftermath.

Few Afghan veterans are likely to return from the war to infuse with new energy an antiwar movement that remains small indeed, nor will they worry about being “spit upon.” There will be little controversy. They — their traumas and their wounds — will, like so many bureaucratic notices, disappear into the American ether, leaving behind only an emptiness and misery, here and in Afghanistan, as perhaps befits a bankrupting, never-ending imperial war on the global frontiers.

Whistling Past the Graveyard of Empires

If nothing else, the path to American amnesia is worth recalling on this Memorial Day.

Though few here remember it that way, the invasion of Afghanistan was launched on a cult of the dead. These were the dead civilians from the Twin Towers in New York City. It was to their memory that the only “Wall” of this era — the 9/11 Memorial at Ground Zero in lower Manhattan — has been built. Theirs are the biographies that are still remembered in annual rites nationwide. They are, and remain, the dead of the Afghan War, even though they died before it began.

On the other hand, from the moment the invasion of Afghanistan was launched, how to deal with the actual American war dead was always considered a problematic matter. The Bush administration and the military high command, with the Vietnam War still etched in their collective memories, feared those uniformed bodies coming home (as they feared and banished the “body count” of enemy dead in the field). They remembered the return of the “body bags” of the Vietnam era as a kind of nightmare, stoking a fierce antiwar movement, which they were determined not to see repeated.

As a result, in the early years of the Afghan and then Iraq wars, the Bush administration took relatively draconian steps to cut the media off from any images of the returning war dead. They strictly enforced a Pentagon ban, in existence since the first Gulf War, on media coverage and images of the coffins arriving from the war fronts at Dover Air Force Base in Delaware. At the same time, much publicity was given to the way President Bush met privately and emotionally — theoretically beyond the view of the media — with the families of the dead.

And yet, banned or not, for a period the war dead proliferated. In those early years of Washington’s two increasingly catastrophic wars on the Eurasian mainland, newspapers regularly produced full-page or double-page “walls of heroes” with tiny images of the faces of the American dead, while their names were repeatedly read in somber tones on television. In a similar fashion, the antiwar movement toured the country with little “cemeteries” or displays of combat boots representing the war dead.

The Pentagon ban ended with the arrival of the Obama administration. In October 2009, six months after the Pentagon rescinded it, in an obvious rebuke to his predecessor, President Obama traveled to Dover Air Base. There, inside a plane bringing the bodies of the dead home, he reportedly prayed over the coffins and was later photographed offering a salute as one of them was carried off the plane. But by the time the arrival of the dead could be covered, few seemed to care.

The Bush administration, it turns out, needn’t have worried. In an America largely detached from war, the Iraq War would end without fanfare or anyone here visibly giving much of a damn. Similarly, the Afghan War would continue to limp from one disaster to the next, from an American “kill team” murdering Afghan civilians “for sport” to troops urinating on Afghan corpses (and videotaping the event), or mugging for the camera with enemy body parts, or an American sergeant running amok, or the burning of Korans, or the raising of an SS banner. And, of course, ever more regularly, ever more unnervingly, Afghan “allies” would turn their guns on American and NATO troops and blow them away. It’s a phenomenon almost unheard of in such wars, but so common in Afghanistan these days that it’s gotten its own label: “green-on-blue violence.”

This has been the road to oblivion and it’s paved with forgotten bodies. Forgetfulness, of course, comes at a price, which includes the escalating long-term costs of paying for the American war-wounded and war-traumatized. On this Memorial Day, there will undoubtedly be much cant in the form of tributes to “our heroes” and then, Tuesday morning, when the mangled cars have been towed away, the barbeque grills cleaned, and the “heroes” set aside, the forgetting will continue. If the Obama administration has its way and American special operations forces, trainers, and advisors in reduced but still significant numbers remain in Afghanistan until perhaps 2024, we have more than another decade of forgetting ahead of us in a tragedy that will, by then, be beyond all comprehension.

Afghanistan has often enough been called “the graveyard of empires.” Americans have made it a habit to whistle past that graveyard, looking the other way — a form of obliviousness much aided by the fact that the American war dead conveniently come from the less well known or forgotten places in our country. They are so much easier to ignore thanks to that.

Except in their hometowns, how easy the war dead are to forget in an era when corporations go to war but Americans largely don’t. So far, 1,980 American military personnel (and significant but largely unacknowledged numbers of private contractors) have died in Afghanistan, as have 1,028 NATO and allied troops, and (despite U.N. efforts to count them) unknown but staggering numbers of Afghans.

So far in the month of May, 22 American dead have been listed in those Pentagon announcements. If you want a little memorial to a war that shouldn’t be, check out their hometowns and you’ll experience a kind of modern graveyard poetry. Consider it an elegy to the dead of second- or third-tier cities, suburbs, and small towns whose names are resonant exactly because they are part of your country, but seldom or never heard by you.

Here, then, on this Memorial Day, are not the names of the May dead, but of their hometowns, announcement by announcement, placed at the graveside of a war that we can’t bear to remember and that simply won’t go away. If it’s the undead of wars, the deaths from it remain a quiet crime against American humanity:

“He Who Must Not Be Named”: Republicans Dissatified The Word “Romney” Has Passed Barack Obama’s Lips

Go ahead, name him.

As I mentioned the other day, reporters are both repulsed by and attracted to negative campaigning, and I think that probably goes for most of us as well. On one hand, we want to say, “Tut, tut, you shouldn’t be doing that.” On the other hand, not only can’t we look away, but we desperately want our own favored candidate to go negative, so we can get the visceral satisfaction from watching our disfavored candidate get assaulted. It’s analogous to the way we feel when watching a movie or reading a story: if the bad guy doesn’t get killed in the end, we’re left feeling unsatisfied.

But we also have a series of campaign conventions regarding what kind of behavior is acceptable that have little or nothing to justify them. One that has always mystified me is the idea that it’s impolite to mention your opponent by name. Instead, you’re supposed to say “my opponent” and speak of “the other party,” as if to make clear whom you’re talking about is somehow rude. This is supposed to be doubly true for the president, for whom it is perfectly acceptable to criticize the guy running to take his job, but unseemly to do so by saying the man’s name. So today The New York Times dutifully rounds up a bunch of people expressing their displeasure that the word “Romney” has passed Barack Obama’s lips in such a vulgar fashion:

But some veterans of past campaigns, particularly Republicans, questioned whether it would take some of the sheen off Mr. Obama’s stature as president. Rather than appearing above the fray, Mr. Obama may look like just another officeseeker.

Sara Fagen, an adviser to President George W. Bush during his 2004 campaign against Senator John Kerry, and later the White House political director, said the campaign was conscious to avoid that. “He almost never mentioned him and certainly not this early,” she said. “President Bush understood it diminished the office by going after his opponent directly.”

That does not mean Mr. Bush’s campaign went soft on Mr. Kerry. But the president largely left it to others to be so direct until summer. Vice President Dick Cheney opened the debate with a sharp speech criticizing Mr. Kerry in March 2004 at the same time the campaign began airing its first negative advertisements. When Mr. Bush criticized Mr. Kerry, he generally used phrases like “my opponent.” Only in July did he start naming him regularly.

That was the case for previous presidents like Ronald Reagan in 1984 and Bill Clinton in 1996.

Oh please. Here’s the thing: this is a democracy. If the president wants a second term, he has to campaign for it. And the idea that the “stature” of his office is intact if he says “My opponent is wrong,” but terribly damaged if he says, “Governor Romney is wrong” is just ridiculous. Nobody ever explains why one is supposed to be preferable to the other, and there is not a shred of evidence that voters react negatively to the president using his opponent’s name. No one out there in the country thinks it’s weird or beneath the office. The only people who ever say that are people from the other party pretending to disapprove. Voters may be stupid, but they aren’t that stupid.
