“Troubling To Think What Might Happen”: Why A Romney Win Would Be Bad For America

There’s a strong case against Mitt Romney’s candidacy that has nothing to do with ideology. Which is probably a good thing, because no one really knows where Romney fits on the ideological spectrum, and if he really has any deeply held policy views at all.

My own sense, as I’ve written before, is that Romney’s party label tells us pretty much all we need to know about how he’d govern. He’s the nominee of a party that has adopted a far-right platform, and if he were to win he’d have little choice but to stick to it. Conservatives have long viewed Romney’s ideological credentials with skepticism; under a Romney presidency, they’d be perpetually on-guard for any hint of betrayal. Failure to govern as the conservative he swore he was during the GOP primaries would open a rift in the party and threaten to destroy his presidency.

But part of Romney’s appeal to swing voters is an assumption that he’s faking it – that he said the words he needed to say to win the Republican nomination, but that as president he’d revert to Massachusetts Mitt, the middle-of-the-road pragmatist who shunned culture war politics and wasn’t averse to working with Democrats. I have a hard time seeing this, but for the sake of argument, let’s say it actually is his intent. Even then – and even if you think this would work out OK for the country from a policy standpoint – there’s still a compelling reason to fear a Romney win on November 6.

The basic problem has to do with the behavior of Romney’s party over the past four years – reflexive opposition and obstruction rooted in electoral strategy, not ideology – and the lesson that politicians from both parties would draw if it results in a one-term Obama presidency.

Essentially, Republicans looked around when Obama was sworn-in and saw political opportunity. They had lost the White House and faced steep Democratic majorities in the Senate and House. In a way, this made them weak; they had no power to advance their own agenda. But it also gave them strength; they had considerable power to stall Obama’s agenda, and with economic anxiety rampant, it seemed logical to assume voters would blame the ruling party if things didn’t turn around quickly.

The result is that Republicans devoted themselves not to constructively criticizing Democratic proposals, crafting feasible alternatives, and accepting olive branches from the administration but instead to cranking up the hysteria and treating virtually every Obama initiative as a step toward socialism. They matched this with legislative obstruction, tying up scores nominations, forcing a record number of filibusters, and forcing Democrats to pass their agenda on party-line votes.

The calculation was that Republican cooperation would signal to the public that progress was being made and that Obama was living up to his promise to change Washington. But if they railed against him and his agenda instead, Republicans would create an air of controversy around every Obama proposal and bring his approval rating down that much faster.

Mostly cut out of this equation has been policy. Congressional Republicans bitterly deride the stimulus, even though it was loaded up with tax cuts and infrastructure spending that Republicans had traditionally supported. But where was their viable alternative? Healthcare is even more egregious. Obama spent months cultivating Republican support and adopted a basic framework – an individual mandate that would strengthen private insurers – that originated on the right. Not only did they unanimously oppose it; they’ve still failed to produce their own plan to replace the Affordable Care Act – despite promising to do so for more than two years. And while they did rally around Paul Ryan’s long-term budget blueprint, Republicans have had nothing to say on the country’s immediate jobs crisis, offering only tired rhetoric about high taxes and wasteful government. And, as Jonathan Bernstein points out, they’ve offered nothing substantive on foreign policy, settling instead for fake scandals and symbolism.

If Romney wins in two weeks, Republicans may well find themselves with complete control of Washington again. And they will have achieved it by doing nothing but opposing, attacking and obstructing Obama. As Norm Ornstein and Tom Mann explain in “It’s Even Worse Than It Looks,” this kind of conduct by an opposition party works in parliamentary democracies like Britain. But our system isn’t designed for it. If Republicans win back power with it, though, there’s no reason to think they won’t behave the same way again the next time Democrats claim power. For that matter, it’s possible Democrats will begin to behave the same way.

This last point is worth considering for a moment. There’s a school of thought that Democrats will always be open to entreaties from a Republican president, for the simple reason that they believe in an active and robust government. So, for instance, that George W. Bush found Democratic support – sometimes significant Democratic support – during his first term, even though Democrats were still furious over how he’d won the presidency. But if Republicans succeed in making Obama a one-termer, who’s to say how Democrats will react – and if their party base will even allow any cooperation with President Romney? (Again, this is accepting the idea that Romney would even try to reach out.)

Elections shape the behavior of political parties. Recall that Bill Clinton got more cooperation from Republicans as he beat them (first with the 1995 shutdown, then in the 1996 election), to the point that Republicans ultimately went looking for their own Clinton in 2000, keying in on the affable George W. Bush and his compassionate conservatism. The GOP’s post-2008 behavior has not been healthy for our system of government. It’s troubling to think what might happen if it’s rewarded.

“Don’t Worry, He’s Lying”: The Basic Gist Of The Case For Mitt Romney

Yesterday, I did an online debate with Buzz Bissinger, author of Friday Night Lights, for New York magazine. We went through a wide range of topics, but one thing we stuck on—for a while—was the issue of Mitt Romney’s political commitments. Bissinger refused to believe that Romney is the conservative he’s campaigned as for the last 18 months, and he insisted Romney would be more moderate than he’s appeared if elected president. Here’s the nut of his argument:

[T]ake a look at Romney’s record as Mass governor. He was not some crazoid conservative. He crossed party lines. He provided the template for Obamacare, for God’s sake.

Romney has at least shown some ability to cross lines, however weak. Obama has not. He is not politically adept. He is not good at crossing the aisle. I can only go on what I have read, but he does not like politics and all the gab and bullshit. Politics is gab and bullshit. So I think Romney has a much better chance of appealing to Dems than Obama will ever have appealing to Rs.

One thing I’ve noticed in defenses of Romney is this idea that we should trust that he’s lying to his conservative supporters, and will be more moderate once in office. This view was recently pushed by Bret Stephens of The Wall Street Journal, who wrote an entire column asserting that Romney has no intention of following through on any of his promises.

Since Romney is a chameleon—and happy to switch positions for electoral gain—I can see why some would look at him and assume that he doesn’t plan to carry out his stated plans if elected president. But there are two things worth remembering: First, that presidents almost always attempt to fulfill their campaign promises. Americans like to believe otherwise, but the truth is that the first-term agenda of most presidents mirrors their rhetoric during the campaign. Barack Obama promised middle-class tax cuts and health-care reform, and he delivered. Tax cuts and education reform formed the basis for George W. Bush’s campaign in 2000, and were the first items on his agenda in 2001. Mitt Romney has promised large, across-the-board tax cuts, increased military spending, and cuts to social services. Most likely, that’s what he’ll do.

One last thing: All of this is to say nothing of congressional Republicans, who are committed to following through on the right-wing budgets they passed last year. If Romney wins the White House, one of their own—Wisconsin Representative Paul Ryan—will be second-in-command, and it’s absurd to think that they won’t want him to make a push for implementing the Ryan budget. Indeed, as long as they control the Senate, Republicans will be able to pass the Ryan budget without a single Democratic vote. And if they don’t? As Bush demonstrated in his first term, it’s not hard to find a few vulnerable Democrats who will support your priorities for the sake of electoral safety.

“A Very Sketchy Deal”: Mitt Romney’s Grab Bag Of Right-Wing Disasterous Bush Policies

Mitt Romney’s entire presidential campaign is premised on the idea that—as a former businessman—he is best qualified to fix the economy. It went unnoticed, but while talking tax reform, President Obama pushed against that with an effective attack on the shaky numbers behind Romney’s tax plan:

Now, Governor Romney was a very successful investor. If somebody came to you, Governor, with a plan that said, here, I want to spend $7 or $8 trillion, and then we’re going to pay for it, but we can’t tell you until maybe after the election how we’re going to do it, you wouldn’t take such a sketchy deal and neither should you, the American people, because the math doesn’t add up.

Since then, “sketchy deal” has become something of a catchphrase for the president; to wit, in an Iowa speech yesterday, he used it to contrast Romney’s plan with “deals” of the past:

Romney still benefits from a presumption of competence, and Obama would be well-served by hammering on the essential vapidness of Romney’s economic plan. It’s not just that his tax promises don’t add up—even with a $25,000 limit on deductions, there’s not enough revenue raised to pay for an across-the-board cut and cuts to taxes on capital gains and investment income—but that his five point plan to create 12 million jobs does nothing of the sort.

The definitive debunking was done by The Washington Post’s Glenn Kessler, who found that Romney’s numbers just don’t add up. On his website, Romney’s economic advisors say that “History shows that a recovery rooted in policies contained in the Romney plan will create about 12 million jobs in the first term of a Romney presidency.” Team Romney even goes as far as to cite exact job-creation numbers for each plank of the plan: 3 million from Romney’s energy policies, 7 million from his tax policies, and 2 million from cracking down on China.

But as Kessler shows, the Romney campaign has little evidence for any of its claims. There’s no study showing that the Romney energy plan would create 3 million jobs—at most, there’s a Citigroup report that predicts that rate of job growth over the next eight years as a result of policies already adopted (and opposed by Romney). The 7 million jobs number? It comes from a ten-year estimate of what might happen with Romney’s policies. And the 2 million jobs claim comes from a 2011 International Trade Commission report which estimates gains if China stopped infringing on American intellectual property. The problem is that the study was highly contingent on last year’s job market, which was far worse than the current one.

Perhaps the most damning indictment of Romney’s claim is the simple fact that “12 million jobs” is the current projection for job growth over the next four years under the current policies. In essence, Romney’s promise is to take credit for the results of Obama’s policies if he’s elected president.

“Sketchy deal” is the right way to describe Romney’s offer to the American public. Rather than put forth a plan to deal with our short-term economic problems, he’s offered a grab bag of right-wing proposals that are indistinguishable from the disasterous policies of the Bush administration. He’s betting that better packaging is all it takes to sell the public the same bill of goods. And judging from the close polls, he might be right.

“A More Extreme Place”: Mitt Romney Is Not George W. Bush, He’s Worse

Much to Democrats’ chagrin, George W. Bush hasn’t played much of a role in larger 2012 political conversation. His name was rarely uttered during the Republican presidential primaries; the failed former president hid during the party’s national convention; and Mitt Romney did his level best to ignore the news when Bush endorsed him.

It came as a pleasant surprise, then, when a voter broached the subject last night. She noted she’s been “disappointed with the lack of progress” over the last four years, but she’s afraid of going back to Bush-era policies and wanted Romney to explain how they’re different.

Romney responded by answering a previous question about contraception. When he got around to responding, Romney stressed oil drilling and trade as examples of why “President Bush had a very different path for a very different time” — despite the fact that Romney and Bush have the same positions on oil drilling and trade.

What struck me as interesting was Obama making a counter-intuitive point — he said Romney and Bush are different, but Romney is worse:

“You know, there are some things where Governor Romney’s different from George Bush. George Bush didn’t propose turning Medicare into a voucher. George Bush embraced comprehensive immigration reform; he didn’t call for ‘self-deportation.’ George Bush never suggested that we eliminate funding for Planned Parenthood.

“So there are differences between Governor Romney and George Bush, but they’re not on economic policy. In some ways, he’s gone to a more extreme place when it comes to social policy, and I think that’s a mistake.”

Now, when I heard the question, my first thoughts turned to the fact that Romney has surrounded himself with former Bush/Cheney aides who are shaping a Bush/Cheney platform. Obama didn’t mention this.

But in some ways, the president’s response was even more effective: if you loved Bush’s economic policies, but didn’t think he was right-wing enough on Medicare, immigration, and women’s health, then Mitt Romney’s the candidate for you.

I have a hunch the woman in the audience who posed the question wasn’t reassured.

“Believe Me Because I Said So”: Mitt Romney Goes From Etch A Sketch To Sketchy

“Lead from behind” may be a sound bite the Obama administration regrets, but debating from behind is clearly something President Obama is very good at. He got the first debate’s wakeup call while Mitt Romney let the encounter in Denver mislead him into confusing petulance with strength.

For Obama’s supporters, the fact that the president played offense, had a strategy and seemed happy in his work was reason enough for elation. But the most electorally significant performance was Romney’s. Under pressure this time, the former Massachusetts governor displayed his least attractive sides. He engaged in pointless on-stage litigation of the debate rules. He repeatedly demonstrated his disrespect for both the president and Candy Crowley, the moderator. And Romney was just plain querulous when anyone dared question him about the gaping holes in his tax and budget plans.

Any high school debate coach would tell a student that declaring, “Believe me because I said so,” is not an argument. Yet Romney confused biography with specificity and boasting with answering a straightforward inquiry. “Well, of course, they add up,” Romney insisted of his budget numbers. “I — I was — I was someone who ran businesses for 25 years, and balanced the budget. I ran the Olympics and balanced the budget.” Romney was saying: Trust me because I’m an important guy who has done important stuff. He gave his listeners no basis on which to verify the trust he demanded.

Romney’s stonewalling was so obvious that it opened the way for one of Obama’s most effective lines of the evening: “If somebody came to you, Governor, with a plan that said, here, I want to spend $7 or $8 trillion, and then we’re going to pay for it, but we can’t tell you until maybe after the election how we’re going to do it, you wouldn’t have taken such a sketchy deal. And neither should you, the American people, because the math doesn’t add up.” Obama sought to make that point in the last debate. This time he had a metaphor and a story to go with the arithmetic.

Romney also covertly disclosed that he, like George W. Bush before him, has every intention of cutting taxes on the rich. Like Bush, he used stealthy language to try to achieve a great fiscal coverup.

Here was Romney on Tuesday: “I will not, under any circumstances, reduce the share that’s being paid by the highest-income taxpayers.” Here was Bush in 2000: “After my plan is in place, the wealthiest Americans will pay a higher percentage of taxes [than] they do today.”

This really matters: Romney intends, as Bush did, to push for steep tax cuts for the wealthy. His only pledge is that he’ll keep the share of the total tax take paid by the wealthy unchanged, presumably by reducing other taxes too. And this is supposed to lead to lower deficits? How?

The most instructive contrast between Debate I and Debate II was the extent to which Romney’s ideas crumbled at the slightest contact with challenge. Romney and Paul Ryan are erecting a Potemkin village designed to survive only until the polls close on Nov. 6. They cannot say directly that they really believe in slashing taxes on the rich and backing away from so much of what government does because they know that neither idea will sell. So they offer soothing language to the middle class, photo ops at homeless programs to convey compassion and a steady stream of attacks on Obama, aimed at shifting all the attention his way.

For his part, Obama looks strong when he calmly and methodically confronts the exceptionally large philosophical and practical differences that now divide the parties. He looks weak when he fuzzes up those differences in the hope of avoiding conflict. The fight is often asymmetric because Obama speaks for balance — between tax increases and spending cuts to reduce the deficit, between a thriving market and an active government — while today’s conservatives have no interest in balance.

In the first debate, Obama let Romney back into the race by failing to shake his opponent’s self-presentation. But Romney also put himself into contention by pretending to be a moderate, shelving his plutocratic side and hiding his party’s long-term objectives.

In the second debate, the disguise fell. Romney revealed more of himself than he wanted to and asked voters to endorse a radical tax-cutting program without providing them the details that matter. Sketchy is one word for this. Deceptive is another.
