“Conservatives’ Contradictions On American Power”: Forgetting Where A Strong America Came From
Do conservatives still believe in American greatness?
The question is not intended to discourage the healthy debate being pushed by Rand Paul and his allies over whether Republicans in the George W. Bush years were too eager to deploy our country’s armed forces overseas. After the steep costs of the Iraq war, it is a very necessary discussion.
But Paul has inadvertently called our attention to a deep contradiction within American conservatism.
Those who share Paul’s philosophical orientation are quite right in seeing the rise of American power in the world as closely linked to the rise of the New Deal-Great Society state at home. But this means that those who want the United States to play a strong role in global affairs need to ask themselves if their attitudes toward government’s role in our country, which are similar to Paul’s, are consistent with their vision of American influence abroad.
After World War II, there was a rough consensus in America, confirmed during Dwight Eisenhower’s presidency in the 1950s, in favor of an energetic national government.
We emerged from the war as a global power that had learned lessons from the Great Depression. Government action could lessen the likelihood of another disastrous economic downturn and build a more just and prosperous society at home by investing in our people and our future.
Thus did the Marshall Plan and the GI Bill go hand in hand. The Marshall Plan eased Western Europe’s recovery from the devastation of war, thereby protecting friendly governments and opening new markets for American goods. The GI Bill educated a generation of veterans, spurring prosperity from the bottom up by enabling millions to join a growing middle class.
Eisenhower built on these achievements by creating the first college loan program and launching the interstate highway system. It’s no accident that the former was established by the National Defense Education Act while the latter was known as the National Interstate and Defense Highways Act.
Lyndon Johnson operated in the same tradition. It’s worth remembering that passage of the landmark civil rights acts was helped along by our competition with the Soviet Union. We realized we could not appeal to the nonwhite, nonaligned parts of the world if we practiced racism at home.
And we fought poverty — for moral reasons but also because we wanted to show the world that we could combine our market system with economic justice. We forget that we succeeded. A strengthened Social Security system combined with Medicare slashed poverty rates among the elderly. Food stamps dealt with a real problem of hunger in our nation while Medicaid brought regular health care to millions who did not have it before.
Through it all, Keynesian economics kept our economy humming while widely shared prosperity created the sense of national solidarity that a world role required.
Paul and his allies deserve credit for consistency. They are against the entire deal.
“As government grows, liberty becomes marginalized,” Paul declared at the Conservative Political Action Conference, which announced Saturday that the libertarian senator from Kentucky had placed first in its 2016 presidential straw poll. I think the evidence of all the years since World War II proves Paul flatly wrong. But then I am not a conservative.
But what of conservatives who endorse continued American global leadership but would drastically reduce government’s investments in our citizens and our infrastructure, in economic security and in health care?
Do they honestly think voters will endorse the military spending they seek even as they throw 40 million to 50 million of our fellow citizens off health insurance and weaken health coverage for our elderly? Can they continue to deny that their goal of an internationally influential America demands more revenue than they currently seem willing to provide? Have conservatives on the Supreme Court pondered what eviscerating the Voting Rights Act would do to the image of our democracy around the globe?
And do conservatives who say they favor American greatness think they are strengthening our nation and its ability to shape events abroad with an ongoing budget stalemate created by their refusal to reach agreement with President Obama on a deal that combines spending cuts and new taxes? Would they rather waste the next three years than make any further concessions to a president the voters just reelected?
Rand Paul is very clear on the country he seeks. Conservatives who reject his approach to foreign policy need to consider where the strong America they honor came from in the first place.

“The Dubya Albatross”: Why Republicans Can Never Distance Themselves From George W. Bush
When he was performing his Full Jeb of Sunday show interviews over the weekend, Jeb Bush got asked everywhere whether he’s running for president, and each time he gave the same practiced answer (not thinking about it yet). He also got asked whether his brother’s disastrous presidency, and the fact that Dubya left office with abysmal approval ratings (Gallup had him in the 20s for much of 2008) would be a drag on him. Jeb gave the answer you’d expect: history will be kind to my brother, I’m very proud of him, and so on. Of course it’s true that Jeb, what with his last name and all, would have to “grapple” with his brother’s legacy more than other candidates. But when we think about it in those terms, I think we overlook something important about how the Bush legacy will continue to operate on Republicans, not just Jeb but all of them.
I thought of this when reading Peter Beinart’s take on Jeb, wherein he says something I think misses the mark:
That’s why Jeb Bush will never seriously challenge for the presidency—because to seriously challenge for the presidency, a Republican will have to pointedly distance himself from Jeb’s older brother. No Republican will enjoy credibility as a deficit hawk unless he or she acknowledges that George W. Bush squandered the budget surplus he inherited. No Republican will be able to promise foreign-policy competence unless he or she acknowledges the Bush administration’s disastrous mismanagement in Afghanistan and Iraq. It won’t be enough for a candidate merely to keep his or her distance from W. John McCain and Mitt Romney tried that, and they failed because the Obama campaign hung Bush around their neck every chance it got. To seriously compete, the next Republican candidate for president will have to preempt that Democratic line of attack by repudiating key aspects of Bush’s legacy. Jeb Bush would find that excruciatingly hard even if he wanted to. And as his interviews Sunday make clear, he doesn’t even want to try.
The focus on ideas like credibility and pre-empting attacks makes it seem as though this is really an issue of rhetoric and positioning, but it’s more than that. Let’s go through point by point. Does a Republican need to establish credibility as a deficit hawk? No, because the definition of deficit hawkery is endlessly malleable; Republicans who want to give huge tax cuts to the rich and increase military spending pretend to be deficit hawks just by saying “We need to rein in entitlements,” and people in the press believe them. Nobody voted for Barack Obama because they didn’t think Mitt Romney was enough of a legitimate deficit hawk. Does the next Republican candidate need to promise foreign-policy competence? Ask Michael Dukakis how important establishing your competence is to winning the White House. And did McCain and Romney lose because they didn’t create enough distance between themselves and Bush by not repudiating parts of his legacy?
Ah, here’s where it gets tricky. What, exactly, should they have repudiated, or should future Republican presidential contenders repudiate? Bush’s tax cuts for the wealthy that helped explode the deficit? His military adventurism? Appointing right-wing judges? Undermining environmental and workplace protections? The trouble is that those things are central to conservative ideology as it exists today. During much of the Bush years, Republicans controlled all three branches of government, and got pretty much everything they had ever wanted. You can tweak Bush’s legacy around the edges, but if you don’t believe in nearly everything he did, you aren’t really a Republican.
This reminds me of a terrific piece this magazine ran about the Iraq War in the fall of 2005 by Sam Rosenfeld and Matthew Yglesias called “The Competence Dodge.” Their argument was that while the Bush administration was most certainly screwing up the war, even if they had been more competent, it would only have made a small difference. The problem wasn’t the details of the execution; the problem was that invading Iraq was a terrible idea. The same is true of the Bush administration more broadly. Yes, they screwed some things up. But on the whole, the problems sprang from their goals. The people who run for the Republican nomination in 2016 are going to share those goals, and the Democrats will once again say “You just want to take us back to the Bush years.” That will be true whether any of them are named Bush or not.

“Remaining In Denial”: The GOP Must Come To Terms With George W. Bush’s Disastrous Presidency
It’s still freezing in much of country, but it’s springtime for Republican intellectuals.
With the Romney debacle behind them, a number of analysts have gone public with accounts of the party’s failures and ambitious proposals for its reform. Over the last few weeks, Ross Douthat, Michael Gerson and Pete Wehner, Yuval Levin, Ramesh Ponnuru, Jim Pethothoukis, David Frum, and Tod Lindberg have all weighed in on where the GOP should go.
The proposals include promising ideas, such as emphasizing tax and regulatory simplification over income tax cuts, or moving away from hard-line positions on abortion and gay marriage. Nevertheless, these plans are a misleading point of departure for GOP renewal. That’s because their authors remain in denial about the cause of Republicans’ unpopularity: the catastrophic failure of the Bush presidency.
Start with foreign policy. From the 1960s until the 21st century, Republicans reliably enjoyed the trust of the public to manage America’s foreign affairs and protect its national security. The attacks of September 11 gave George W. Bush the opportunity to build on that reputation. Instead, he squandered it by mismanaging the war in Afghanistan and plunging the nation into a disaster in Iraq.
Not every setback was Bush’s fault. Nevertheless, the president bears more personal responsibility for foreign policy than any other issue. In most Americans’ minds, then, Afghanistan and Iraq were Bush’s wars. By the conventional logic of politics, that means that they are Republican wars, too.
Yet Republican reformers are reluctant to admit the obstacle that Bush’s legacy poses to public confidence on foreign affairs. Although they acknowledge that the wars have been unpopular and expensive, they present these facts in the passive voice, as if the deaths of nearly 7,000 Americans were the result of weather or other uncontrollable forces. Here is how Gerson and Wehner describe the loss of the GOP’s foreign policy advantage: “Nor has the decidedly mixed legacy of the wars in Iraq and Afghanistan over the last decade worked to bolster the Republicans’ electoral advantage in the conduct of foreign policy; if anything, the opposite is the case.” Who do they think they’re fooling?
Then there’s the economy. The reformers write eloquently, and correctly, of the need for Republican responses to long-term problems of unemployment, wage stagnation, and rising health-care and education costs. As with foreign policy, however, they are reluctant to acknowledge that the Bush administration did little to reverse these trends, and in some ways exacerbated them. In an otherwise compelling critique of Republicans’ fixation on marginal income tax rates, Ponnuru manages not to mention that the Bush administration regarded tax cuts as a signature achievement. Ordinary citizens have longer memories.
I emphasize foreign policy and the economy because these are areas of Bush’s most dramatic failures. But Bush’s record as an administrative centralizer and critic of Social Security also overshadows Republican efforts in education and entitlement reform. It’s not good enough for Republicans to pledge that things will be different next time. To convince Americans that they’re serious, reformers need to name names about the cause of the public’s justifiable mistrust.
To be fair, the reformers are in a difficult position. They won’t attract converts within the party if they mount a frontal assault on its idols. And they know that Bush and his policies remain popular both with Republicans in office and with many base voters.
What’s more, several of the reformers have professional ties with the Bush administration. Frum, Gerson, and Wehner all worked as speechwriters in the White House. For them, rejection of the Bush legacy amounts to rejection of their own work. That’s not easy for even the most rigorous thinker.
But the reformers’ connections to the Bush administration reflect the GOP’s larger problem: an institutional and intellectual elite dominated by alumni or associates of the Bush administration. As Robert Draper reported in The New York Times Magazine, the RNC committee established late last year to investigate the party’s failings was staffed with the likes of Ari Fleischer, Bush’s press secretary. Such a team is not very likely to ask tough questions — or to recognize unflattering answers. In addition to new policies, Republicans desperately need new personnel.
It takes a long time for political parties to recover from defeat. Since winning suggests that they’re doing something right, it takes even longer to recover from victory. Because it reassured Republicans that aggressive war, fiscal policies that favor the rich, and the ideologically-inspired transformation of beloved domestic programs were fundamentally popular, the re-election of George W. Bush in 2004 was like a drug that relieves symptoms without treating the underlying disease. Conservative intellectuals must help the GOP break its dependence on these dangerous nostrums — and its continuing allegiance to the doctor who prescribed them.

“Completely Unhinged”: John McCain Is Lost In A Fog Of Partisan Rage
Looking back at the tragic and deadly attack on the U.S. consulate in Benghazi last fall, we know quite a bit about what happened. We also know, thanks to an independent investigation, that “Republican charges of a cover-up” were “pure fiction.”
But as Sen. John McCain (R-Ariz.) argued yesterday, he can’t be bothered with facts — he has a partisan vendetta to pursue.
For those who can’t watch clips online, “Meet the Press” host David Gregory pressed the Republican senator on the unsubstantiated charge that the Obama administration has engaged in a “massive cover-up.” Gregory asked a simple question: “A cover-up of what?”
McCain, just a few days after explaining how important it is not to be “disagreeable,” became unusually belligerent, asking the host whether he cares about the deaths of four Americans.
Gregory tried to get an answer anyway, responding, “You said there is a cover-up. A cover-up of what?” McCain, unable to think of anything substantive, said, “Of the information concerning the deaths of four brave Americans.”
Even for McCain, whose capacity has deteriorated sharply in recent years, this was a pathetic display.
Remember, McCain has had several months to think about this. He’s sat through classified and unclassified briefings. He’s participated in a series of congressional hearings. He’s (presumably) read the results of independent investigations, and had his own questions answered, verbally and in writing.
And yet after all of this, McCain is not only ignorant of the basics, he doesn’t understand his own conspiracy theory. The senator, after pondering the issue since September, still believes there’s an elaborate “cover-up,” but doesn’t know why he thinks this.
The exchange on “Meet the Press” wasn’t awkward; it wasn’t bizarre; it was alarming.
This was the point at which it might have dawned on everyone watching, including journalists who still consider the senator credible on foreign policy and national security, “Good lord, John McCain has no idea what he’s talking about.”
I hate to be a stickler for such things, but as a rule, when the ranking member on the Senate Armed Services Committee accuses the White House on national television of orchestrating a cover-up as part of a terrorist attack, it’s not too much to ask that the senator have some idea what he’s talking about.
But in this case, McCain is simply lost in a fog of his own partisan rage. At this point, the man doesn’t understand what he doesn’t understand, and worse, he just doesn’t care. McCain no longer thinks it matters that he can’t back up his accusations; he simply wants to keep making them. And if you press him for details he should understand, the increasingly unhinged senator will suggest you’re indifferent to the deaths of Americans at terrorists’ hands.
Why? Because he’s John McCain.
Incidentally, this was McCain’s fourth Sunday show appearance of the new year — that’s four appearances in seven weeks — which suggests he’ll have another opportunity to answer similar questions in a national setting very soon.

On “Emboldening” Republicans: Ruining President Obama’s Day Is About All The Grand Strategy Republicans Have Right Now
Good decisions seldom come from worrying whether the other side thinks you’re weak.
I want to expand on something I brought up yesterday on the utility, for the opposition party, of doing nothing more with your efforts than becoming the biggest pain in the president’s ass you possibly can. As of now, Republicans have mounted an unprecedented filibuster against Chuck Hagel’s nomination to be Secretary of Defense, the latest in a long line of cases in which they looked at a prevailing norm of doing business in Washington and realized that there was no reason they couldn’t violate it. Sure, up until now we had an unspoken agreement that the president would get to appoint pretty much whoever he wants to his cabinet unless the nominee was a drunk, a criminal, or grossly unqualified. But Republicans feel perfectly free to cast that agreement aside. Why? Because screw you, Obama, that’s why. In any case, it looks at the moment as though this filibuster will be temporary, and Hagel will eventually get confirmed.
So now, there are two ways to look at this. Having caused all this trouble, will the Republicans feel like they got it out of their system and calm themselves down a bit? Or will they be emboldened to find new and creative ways to throw monkey wrenches into the gears of government?
As Michael Tomasky points out, the whole idea of appointing a Republican was to avoid this kind of mess:
The only utility to a Democratic president of having a Republican SecDef is that Republicans will cut the guy some slack and not pester him the way they might go after a Democrat. Hagel obviously will not fulfill that purpose, so I’m not sure what good Hagel is to Obama anyway. He’s more trouble than he’s worth. Hagel ought to think about withdrawing his name. I’d rather see a Democrat running the shop anyway. The only problem with Hagel withdrawing is that it escalates this craziness.
I agree with Tomasky in that I don’t particularly care on a substantive level whether Chuck Hagel becomes Secretary of Defense. From what I can tell he’ll be neither the best occupant of that position we’ve had nor the worst. I also think that the idea that he’ll fundamentally shape American foreign policy is overblown; Barack Obama seems to have a pretty clear idea of what he wants, and Hagel isn’t going to steamroll him into doing things he doesn’t want to do. It isn’t like he’ll be Don Rumsfeld, blundering about the world causing destruction while his president is too busy contemplating his place in history to notice. But would it really escalate the craziness if Hagel did withdraw?
I think there’s always reason to be skeptical of arguments that involve somebody getting “emboldened” to act in ways they otherwise wouldn’t. You may recall that we heard this a lot from the Bush administration and its supporters during the long years of the Iraq War. We couldn’t even discuss getting out, they argued, because that would “embolden” the terrorists. But if you will recall, lack of boldness wasn’t al Qaeda’s problem. And no, I’m not saying congressional Republicans are like terrorists, but the principle is basically the same. It’s true that people’s future behavior can be shaped by whether they think they won or lost the last battle. But good decisions seldom come from worrying whether you look weak to the other side.
I’m sure that as far as many Republicans are concerned, they already won on the whole Hagel question, because their goal wasn’t to stop someone they genuinely believe has troubling views, or to move the Pentagon more in a direction they want; their goal was to ruin Barack Obama’s day. And if Hagel withdrew his nomination, it wouldn’t “embolden” them, because ruining Obama’s day is about all the grand strategy they have right now.
