“Mitch McConnell’s Muddle”: Leadership Just Isn’t An Option

Senate Minority Leader Mitch McConnell (R-Ky.) has found himself in an awkward position. He’s an unpopular incumbent facing a credible Republican primary challenger and a credible Democratic opponent. His own campaign staff doesn’t really like him, either.

No matter which direction McConnell tries to lead his caucus, the Kentucky Republican risks alienating some key constituency’s support, so he’s left to just bite his tongue, doing nothing.

Last month, for example, when much of his caucus was at odds over a government-shutdown strategy, Senate Republicans needed some leadership. McConnell went out of his way to steer clear of the fight.

This month, Senate Republicans are at odds over U.S. policy in Syria, and once more, McConnell doesn’t want to talk about it.

Only one of the top five members of the bipartisan congressional hierarchy still sits on the fence about launching a punitive strike against Syria: Mitch McConnell, the Senate minority leader.

The Kentucky Republican emerged from the White House on Monday as the only member of the bicameral leadership group still uncommitted to voting in favor of legislation authorizing military action.

McConnell looks to be taking as much time as he can. He’s weighing his political considerations back home, where an isolationist stance would provide clear short-term benefit, against the pressures of his leadership role at the Capitol, where he’s spent almost three decades as a Republican voice for a hawkish defense posture and an interventionist foreign policy.

This is the point at which congressional leaders try to, you know, lead. But McConnell, now afraid of his own shadow, is struggling to figure out which course will cause him the least amount of trouble. So as literally every other congressional leader takes a side — in this case, in support of using force in Syria — the Senate’s top Republican is left to effectively declare, “I’ll get back to you some other time.”

Perhaps McConnell is waiting to announce a position late on a Friday afternoon when he assumes it’ll make less news? More to the point, perhaps “Senate Minority Leader” is the wrong title for a lawmaker who feels so trapped, leadership isn’t really an option?

Sean Sullivan walked through some of the troubles weighing on McConnell.

For starters, McConnell is facing reelection in 2014 and a primary challenger who has said that the United States should not get involved in Syria. If he argues the opposite view, McConnell would immediately fuel debate and elevate the issue in the campaign.

What’s more, fellow Kentucky Republican Sen. Rand Paul (R-Ky.) has come out in full force against military intervention. If McConnell had come out of the meeting Tuesday as supportive of Obama’s plan, he would instantly be triggering a story about discord over Syria within the Kentucky GOP delegation. And he would risk alienating Paul’s supporters. (Paul has endorsed McConnell’s bid for reelection.)

Third, there is some disagreement among Senate Republicans about which stance the United States should take with Syria, and the fault lines are complex.

No wonder McConnell is struggling. It’s getting to the point that he no longer remembers his positions on key issues.

“For Most, There’s Been No Shared Sacrifice”: Syria And The Myth That Americans Are “War Weary”

Perhaps the most misleading phrase in the debate over Syria is “war weary.” Americans, say commentators and politicians across the political spectrum, are exhausted by a decade of fighting in Iraq and Afghanistan, with sideshows in Libya and Yemen. Now Syria? Where does it stop? Americans must be weary.

Of exactly what?

The truth is that for most Americans, the constant combat has imposed no burdens, required no sacrifices and involved no disruptions. True, the money spent has been substantial. From 2001 to 2012, reckons the Congressional Budget Office (CBO), the wars in Iraq and Afghanistan along with related operations cost $1.4 trillion. Although that’s a lot even by Washington standards, it pales next to all federal spending and the economy’s total production. From 2001 to 2012, federal spending totaled $33.3 trillion; the wars were 4 percent of that. Over the same period, the American economy produced $163 trillion of goods and services. War spending equaled nine-tenths of 1 percent of that.

As important, no special tax was ever imposed to pay war costs. They were simply added to budget deficits, so that few, if any, Americans suffered a loss of income. It’s doubtful that much other government spending was crowded out by the wars.

The largest cost, of course, involves Americans killed and those who suffered life-altering wounds, both physical and mental. As of Sept. 3, the Pentagon counted 4,489 deaths connected to the war in Iraq and 2,266 connected to the war in Afghanistan, including some U.S. civilians. To these numbers must be added thousands more with serious injuries. Through September 2011, according to the CBO, 740,000 veterans from deployments in Iraq and Afghanistan had received treatment from the Veterans Health Administration. In a study of veterans treated from 2004 to 2009, the CBO found that 21 percent were diagnosed with post-traumatic stress disorder, 2 percent with traumatic brain injury and another 5 percent with both.

The pain, suffering, sorrow and anguish of these and other losses are borne by a tiny sliver of Americans: those who joined the volunteer military, plus their families and close friends. There was no draft. There was no shared sacrifice, as there was in World War II, Korea and (to a lesser extent) even Vietnam. Those who have made the sacrifices have a right to feel “weary.” For the rest of us, it’s a self-indulgence.

What many Americans seem to mean by “weary” is “frustrated.” They’re frustrated and disillusioned that so much fighting over so many years has not brought the clear-cut psychological and strategic benefits of “victory.” For others, the lesson is more stark: These foreign military forays were a waste and, in many respects, have done more harm than good. One way or another, there’s a widespread impatience with our engagements when patience is often required for success.

If it is to be useful, the debate over Syria must broach larger issues. The United States cannot be the world’s policeman. It cannot rectify every wrong or redress every atrocity. It cannot impose the “American way of life” and values on diverse peoples who have their own ways of life and values. But the United States isn’t Monaco. Since World War II, we have assumed a sizable responsibility for the international order. We have done this not so much out of idealism as out of self-interest. The large lesson of that war was that American absence from the global stage ultimately contributed to a global tragedy from which we could not remain aloof.

This lesson endures. But it lacks a firm footing in public opinion. Members of the World War II generation have largely died. Their experience is now an abstraction. The new applications of an old doctrine often suffer from carelessness and expedience — sometimes too much eagerness, sometimes too little. We do have overriding interests in a stable global order. To state an obvious case: It cannot be in our interests (or the world’s) for Iran to acquire nuclear weapons.

Whatever we do in Syria must spring from a sober calculation of national interest so that it commands broad public support. The worst outcome would be a retreat justified by nothing more than an exaggerated and artificial sense of “war weariness.”

“A Progressive Perspective”: Congress Should Approve The President’s Request To Punish The Use Of Chemical Weapons

I began my work in politics and the Progressive Movement working for civil rights and the end of the Viet Nam War in the 1960’s. And I worked hard to end one of the greatest foreign policy outrages of my lifetime – the War in Iraq.

I believe that U.S. military and covert actions to support the status quo in Central and South America, Africa and Asia were utterly indefensible.

But I also believe that there are times when the use of military force is not only justified – but required.

Bashar al Assad cannot be allowed to use chemical weapons to kill 1,400 people – over 400 children – in the plain site of the entire world – with impunity. It’s that simple.

Since the end of World War I – almost a century ago – there has been a worldwide consensus that human society will not allow combatants in conflicts to use chemical or biological weapons. After World War II, nuclear weapons were added to the list.

These true weapons of mass destruction present a danger far beyond their effects on the immediate combatants – or even the innocent bystanders – of a particular conflict. If the world allows and thereby legitimates their use, it will unleash forces that could endanger huge swaths of human society – and even the existence of humanity itself.

While chemical weapons cannot do damage as extensive as nuclear or radiological weapons – they have the potential of killing and maiming tens of thousands of our fellow human beings within hours or minutes. And their horrific effects have been graphically demonstrated in real time on the television screens of the world documenting Assad’s attacks on innocent civilians.

Sometime in the last century, human society entered a gauntlet. As we pass through that gauntlet, a race is on to determine whether our values and political structures evolve fast enough to keep up with the geometric increases in our technology? If they do, technology could propel human beings into an awesome and unprecedented period of freedom, possibility and fulfillment. If not, we could destroy ourselves and turn into an evolutionary dead end – like our cousins the Neanderthals.

To survive that gauntlet, it is critically important that we do everything in our power to absolutely ban the use of weapons of mass destruction – and to make those who violate that ban into worldwide pariahs. We must make their use unthinkable.

In political and historic narratives – some moments take on an iconic, symbolic importance. Assad’s use of chemical weapons is now one of them. Will the world stand idly by while we watch – up close and personal – as a government uses chemical weapons with impunity? Or will someone take action to require that the perpetrators of this crime be made to pay a price?

Most people in the world wish that someone had stepped up to stop the horrific genocide in Rwanda. Most now believe President Clinton and NATO did the right thing to prevent ethnic cleansing in Kosovo.

History will judge us harshly, if we stand by idly, and legitimate the use of chemical weapons – and weapons of mass destruction in general – by allowing their use in the view of the full world to go unpunished.

And let’s be clear. We’re not debating who has the right to possess these weapons – or to possess nuclear weapons and other weapons of mass destruction here — a major topic of political debate in the world for the last decade. We are talking about their actual use.

If we agree that we cannot allow that actual use to occur with utter impunity, then the only question remaining is – who will act to impose a serious sanction?

Unfortunately the United Nations has not yet evolved into an institution that has the ability to escape gridlock if one of the world’s major powers stands in the way. It will not act. Russia and China will prevent it.

So as a practical matter, if the United States does not lead some sort of international action to do so, it will not happen.

Of course the legacy of the War in Iraq casts a giant shadow on this showdown over chemical weapons in Syria. Its legacy casts doubt on the accuracy of American intelligence, and causes everyday Americans to be very reluctant to support any use of force in the world.

But this is not Iraq. The President is not asking for authorization to go to war – or to become engaged in the Syrian Civil War. He is not proposing – as Bush proposed in Iraq – an American military invasion. He is not proposing a campaign of “regime change” or “nation building.” America’s decision will surely have implications for the Syrian Civil War, but this decision is not even mainly about the Syrian Civil War. It is mainly about the use of chemical weapons.

The President is proposing that the Congress authorize him to take action in this very narrow circumstance. He is proposing that the world community demonstrate that if someone uses chemical weapons, there will be a substantial cost to that action – that we do not allow such an act to occur with impunity. Because if the world sits by, the message will be crystal clear: that the use of chemical weapons has once again become an acceptable means of armed conflict. That would be a tragedy – and would endanger the future of all of the world’s children – who could one day find themselves writhing in pain and gasping for breath like the Syrian children we all watched on television.

Condemnation and “moral outrage” against the use of chemical weapons do not constitute a sanction. They are, in fact, no sanction at all. We would never allow the perpetrator of a rape or murder in the United States to be subjected to “moral outrage” and sent home to contemplate his deed. How much less can we allow that to the be case when a government has murdered 1,400 of its own people using weapons that have been universally condemned by the entire international community for almost 100 years. That defies common sense.

I would argue that the control – and ultimate elimination of weapons of mass destruction – chemical, biological and nuclear – is one of the most critical priorities for Progressives like myself, and for our entire society. To secure the future of our species, we must eliminate them – not only from the hands of tyrants like Assad, or unreliable nation states, or non-state actors – but from all of the world’s arsenals, including our own.

We have begun to make progress down that long and difficult road with the end of the Cold War, the chemical weapons treaty, nuclear weapons treaties – and most importantly, the developing worldwide consensus that their use is unthinkable.

The world cannot afford an iconic use of chemical weapons to go unpunished. And the United States of America alone in the world has the ability to lead an appropriate international response.

“Unlike The Invasion Of Iraq”: The Syrian Government’s Use Of Chemical Weapons Matters To U. S. National Security

On Saturday President Obama said that a large-scale chemical weapons attack “presents a serious danger to our national security.”

This is a key notion in the debate about whether the U.S. should again choose to meddle in the Middle East.

The president gave three reasons:

1) “It risks making a mockery of the global prohibition on the use of chemical weapons.”

Earlier this week Ian Bremmer told Business Insider the U.S. “has to respond given international norms against the use of chemical weapons” because the “costs of not responding at this point are too high.”

The international norm argument underlies Obama’s “question for every member of Congress and every member of the global community: What message will we send if a dictator can gas hundreds of children to death in plain sight and pay no price?”

2) “It endangers our friends and our partners along Syria’s borders, including Israel, Jordan, Turkey, Lebanon and Iraq.”

The U.S. stated, in a law signed by Obama in July 2012, that the strategic environment in the Middle East poses “great challenges to the national security of the United States and our allies in the region, particularly our most important ally in the region.”

And several of America’s other allies in the region are calling for U.S. intervention aimed at toppling Assad so that the devastating 29-month conflict ends.

“Obama never needed to go searching for a coalition of the willing for Syria; one … has been knocking, in fact, at the door of the Oval Office for quite some time,” Interpreter Magazine Editor-in-Chief Michael D. Weiss wrote in Foreign Policy. “Israel, Jordan, Kuwait, Qatar, Saudi Arabia, Turkey, and the United Arab Emirates, all see Syria as a grave short-term threat to their national security.”

3) “It could lead to escalating use of chemical weapons, or their proliferation to terrorist groups who would do our people harm.”

This reason involves the fear that Assad would transfer chemical weapons to Hezbollah, the Lebanese-based terrorist group and Iranian proxy that has more than 60,000 rockets pointed at Israel.

Furthermore, Michael Gordon of The New York Times reported that effective strikes “may also send a signal to Iran that the White House is prepared to back up its words, no small consideration for an administration that has proclaimed that the use of military force remains an option if the leadership in Iran insists on fielding a nuclear weapon.”

In Obama’s words: “If we won’t enforce accountability in the face of this heinous act, what does it say about our resolve to stand up to others who flout fundamental international rules?”

So, unlike the invasion of Iraq, it appears that the Assad’s regime’s perceived large-scale use of chemical weapons — and a response to such an action — actually involves legitimate national security interests.

“Peter King For President?”: Republicans Had Better Hope Not

If U.S. Representative Peter King (R-NY) is serious about pursuing the Republican nomination for president in 2016, then the GOP will have a real problem on its hands.

Congressman King’s interest in a White House bid was first reported on Wednesday night by Newsmax. The next day, the Long Island Republican elaborated on his plans in an interview with ABC News.

“I’m going to certainly give it thought. I’m going to see where it goes,” King explained. “My concern right now is I don’t see anyone at the national level speaking enough on, to me, what’s important – national security, homeland security, counterterrorism.”

“The big debate that Republicans seem to have in the Senate on foreign policy is whether or not, you know, the CIA was going to use a drone to kill an American in Starbucks,” he added, in a shot at Kentucky senator Rand Paul. “To me, we should be going beyond that and we should go back to being a party – whether it’s Eisenhower, Reagan, Bush – of having a strong national defense, and that should be, to me, an essential part of the presidential debate. And so far, that’s missing.”

Of course, if national defense has been missing from the presidential debate, it’s probably just because said debate won’t begin for another two years. But if King does insist on bringing the issue to the forefront of the Republican presidential primaries, then that’s very bad news for the GOP.

King’s positions on homeland security and foreign policy line up rather neatly with those of the George W. Bush administration (notably, former attorney general and noted torture advocate Michael Mukasey was the first Republican to go on record in support of King’s hypothetical candidacy). In other words, they are ridiculously unpopular. If voters were clamoring for a return to the Bush era, then Mitt Romney — whose diplomatic and national security teams were stacked with Bush administration veterans — presumably would not have been the first Republican presidential candidate in three decades to lose to his opponent on questions of foreign policy and national security (President Obama trounced Romney 56 to 44 percent among voters focused on the subject, according to exit polls.)

Making matters worse is King’s apparent inability to advocate for these positions without invoking startling racism. If the Republican plan to appear less hostile to minorities isn’t already completely dead by 2016, then a presidential campaign by a man who has declared that “we have too many mosques in this country,” and that “85 percent of American Muslim community leaders are an enemy living amongst us” — among many other racist broadsides against the Muslim community — would certainly deliver the coup de grâce.

Furthermore, a King candidacy would be sure to bring out the worst in his fellow candidates. With a lifetime 75 percent rating from the American Conservative Union, King would draw attacks from the right throughout the primaries; it’s not hard to imagine a fierce argument over King’s support for closing the gun show loophole, for example, becoming the 2016 version of “let him die!

And none of these issues with a potential King candidacy even touch his decades-long support for a violent terrorist organization.

Happily for Republicans, King is likely just floating a presidential bid as a way to raise both his own profile and money for his congressional campaigns. But if he actually does enter the 2016 race, it would result in another huge blow to the Republican Party’s already tattered brand.
