“Walker Latest To Fall Into London Quicksand”: The British Just Don’t Know What To Make Of GOP Extremism In The 21st century

Eventually, Republicans are really going to have to stop going to London.

When Mitt Romney went to the British capital, it was a disaster. When Bobby Jindal went to London, he became a laughingstock. When Chris Christie crossed the pond, he managed to stumble on vaccinations, of all things.

And so, when Wisconsin Gov. Scott Walker (R) arrived in London yesterday, there was a lingering fear: how exactly would he manage to screw this up? Now we know.

Wisconsin Gov. Scott Walker (R) on Wednesday dodged a question about whether he believes in evolution. Speaking at the Chatham House foreign policy think tank London, Walker was asked: “Are you comfortable with the idea of evolution? Do you believe in it?”

“For me, I am going to punt on that one as well,” he said. “That’s a question politicians shouldn’t be involved in one way or another. I am going to leave that up to you.

If you watch the video of the exchange, note that the interviewer prefaces the question by saying the issue is of particular interest when posed to “senior Republicans when they come to London.” The subtle – or perhaps not so subtle – implication is that the British just don’t know what to make of GOP extremism in the 21st century.

Indeed, after Walker refused to answer the question about whether he’s comfortable with modern biology, the interviewer, clearly taken aback by the governor’s reticence, responded with genuine incredulity. “Really?” he said when Walker “punted” on the issue. The interviewer quickly added, “Any British politician, right- or left-wing, would laugh [at the question] and say, ‘Of course evolution’s true.’”

As well they should.

And while I can appreciate the British curiosity about American Republicans, it’s worth emphasizing that the UK simply doesn’t have a major political party as far to the right as today’s Republican Party. It’s no wonder they marvel at the oddity of the GOP’s extremism.

Closer to home, let’s not overlook the fact that the recent Republican track record on scientific issues has been quite woeful of late. Just over the last few months, we’ve seen prominent GOP officials balk at climate science, contraception, vaccinations, post-bathroom hand-washing, and now evolutionary biology.

I shudder to think what the party will come up with next, though if gravity becomes a partisan political issue, all bets are off.

Postscript: I’d just add that Walker’s response to today’s question is obviously unsustainable. If he and his staff aren’t working on a real answer for American journalists who’ll soon press the governor for a batter response, they should be.

“The Country Paid Heavily For The Risks He Took”: It’s Not Too Soon To Judge George W. Bush’s Presidency On Key Issues

In the six years since he left the White House, President George W. Bush has often claimed that it is too early for historical judgments about his presidency. “It’s too soon to say how many of my decisions will turn out,” he wrote in Decision Points, his presidential memoir.

In this, Bush was indulging in what we will call the Truman Consolation. President Harry S. Truman was deeply unpopular during most of his time in the White House and in the years immediately afterward. Only decades later did historians begin to rate his presidency highly for the actions he took in the early years of the Cold War. At one time or another, when their poll ratings are slumping and their media coverage is biting, most modern American presidents like to believe they will eventually be vindicated, just as Truman was.

But Bush is largely wrong: In some of the most important areas of his presidency, it’s not too soon to draw conclusions. Just by judging against Bush’s own forecasts, some of the most far-reaching and important initiatives of his presidency didn’t work — or turned out poorly.

At the top of the list is the war in Iraq. Bush and his advisors badly misjudged what it would entail. They overestimated the international support the United States would be able to obtain for military action. They asserted before the war that American troops would need to stay in Iraq for no more than a couple of years. The administration’s public estimate before the war was that it would cost less than $100 billion; instead, it cost $2 trillion.

Intended originally as a short-term demonstration of American power and influence, the Iraq war over the longer term brought about the opposite. In its unhappy aftermath, Americans became increasingly cautious, more reluctant to become involved overseas. Overall, the war will go down as a strategic blunder of epic proportions, among the most serious in American history.

A similar fate will befall the second-most far-reaching aspect of Bush’s legacy, his historic tax cuts. Bush argued that they would stimulate the economy and spur economic growth. The short-term benefits proved dubious at best, but the harmful long-term consequences were incalculable, both for the federal government and, more importantly, for American society.

When Bush took office, America was in a brief period of budgetary surplus. There was actually a debate, forgotten and almost unimaginable today, about how to use the surplus: Pay down the debt? Launch new federal initiatives? Bush chose to cut taxes, and then did so in ways (tax cuts on dividends and capital gains) that proved immensely beneficial to the wealthiest Americans.

It’s true that President Barack Obama eventually allowed the Bush cuts on upper-income Americans to expire. But the damage had been done. Over the course of nearly a decade, the federal government became increasingly short of funds, while wealthy Americans built up greater and greater assets. Whenever you use a road, bridge or airport that needs repairs (or read a news story about the Pentagon complaining about budget constraints), you might pause to think about the Bush tax cuts and the role they played in shaping the America we see today.

Bush’s second round of tax cuts, in 2003, were historic in another sense. By then, he had already dispatched American troops to Iraq. In every previous military conflict since the Civil War, American presidents had raised taxes to help defray the costs. Bush bucked this historical trend: He lowered them.

It’s true that in a few other policy areas judgments of Bush’s presidency may improve over the years as events unfold and as more information comes to light.

The primary example could be counter-terrorism. The Senate’s recent report on enhanced interrogation techniques makes current judgments on that dark era even harsher than they would have been otherwise. Torture is torture, and no passage of time will change the moral judgments on that.

On the other hand, in the immediate aftermath of the Charlie Hebdo attacks in Paris, some Europeans began to ask why the attackers had not been kept under greater surveillance. If such terrorist attacks were to continue over many years, then judgments on the Bush-era surveillance programs might eventually come to be less harsh than they are today. Or they may come to be seen as the true beginning of a new surveillance state. More time needs to pass before historical judgments on this issue can take shape.

Overall, Bush’s presidency is likely to be remembered for his lack of caution and restraint. Once, in the midst of a discussion with his military advisors, Bush made a telling observation: “Someone has got to be risk-averse in this process, and it better be you, because I’m not.”

George W. Bush was certainly not risk-averse. He took gambles both in foreign policy and with the economy. Sometimes they paid off. Yet overall, the country paid heavily for the risks he took. History isn’t likely to revise that judgment.

“The GOP; Still The Party Of Stupid”: Scott Walker’s Speech Was A Little More Than A Series Of Red-Meat Appetizers And Entrees

Mitt Romney definitely had his down sides as a candidate: the retread factor, and, as I noted two weeks ago, the fact that he made all those dramatic and (apparently) wrong predictions about the future of the economy. But I will say this for him. He did pass the this-guy-looks-and-sounds-like-a-plausible-president test. I always thought that was his greatest strength. He’s central casting.

None of these remaining people looks much like a president, with the exception of Jeb Bush; and more to the point, they don’t sound like presidents either. They sound like they’re running for RNC chairman at best, or more likely leader of the Tea Party caucus. So despite all this spin from conservatives about what a strong field this is, as usual the opposite is the truth. It’s an astonishingly weak field, unified not only in their opposition to Barack Obama and the federal government but also in their hostility to actual ideas that might stand a chance of addressing the country’s actual problems.

I’ve just been reading through their “books.” Yes, I know. You’re welcome. They’re ridiculous. I can’t say this with 100 percent certainty, but I may not have seen the word “wages” once. I certainly didn’t see a discussion of wage stagnation anywhere. That’s just one of a hundred examples I could cite.

It’s not so much that they come up short in terms of personal resumes. God knows, the current incumbent had a short one. Being a sitting or former governor, or a sitting senator—those are qualification enough. And I don’t doubt that they’re intelligent people.

But the problem in the first instance isn’t them. Let me put it this way. The greatest cardiologist in the world could move to town. But if everybody wants to eat chili-cheese fries all day and nobody wants to have bypass surgery, there’s still going to be a lot of heart disease.

You follow me? There could be a man in this presidential field who is the political equivalent of that cardiologist—Lincoln and TR and Reagan all rolled into one, with a little bit of Thatcher on the side and what the hell, a tiny dash of Clinton, just for crossover appeal. And it wouldn’t matter. He wouldn’t be able to demonstrate the breadth of his vision, because that isn’t what the GOP base of today wants.

I finally sat myself down and watched that Scott Walker speech from last week that everyone is raving about. If this was the standout speech, I sure made the right decision in not subjecting myself to the rest of them. It was little more than a series of red-meat appetizers and entrees: Wisconsin defunded Planned Parenthood, said no to Obamacare, passed some kind of law against “frivolous” lawsuits, and moved to crack down on voter “fraud””—all of that besides, of course, his big move, busting the public-employee unions. There wasn’t a single concrete idea about addressing any of the major problems the country faces.

Walker’s blandishments toward the base were bland enough to get under the skin even of James Pethokoukis, the conservative economics writer who laid into the Wisconsin Governor for one particular bit of surreality:

Opportunity is equal? The data, unfortunately, do not seem to support Walker’s optimistic claim. First, there are other countries, such as Sweden and Canada, where the chances of escaping the bottom are just as good as in the United States. Second, American mobility rates have been stagnant over the past 40 years. Third, mobility rates vary greatly by race with 74 percent of white sons making it out of the bottom fifth versus 49 percent of African-American sons. Fourth, even the smartest kids have only a 1-in-4 chance of making it from the bottom fifth to the top fifth.

That’s a conservative writer, remember. And he’s right, obviously. But try to imagine Walker or any GOP candidate acknowledging these complications. That opportunity is not equal in America! That Sweden and Canada are our equals! That it’s harder on black people! That candidate would be hooted out of the Republican Party faster than you can say Charles Murray.

Walker, I see, has surged in a new Iowa poll, while the only one who at least looks like president, John Ellis Bush, has taken a tumble and is viewed more negatively by potential caucus-goers than he once was (46 favorable, 43 unfavorable). We can’t say for sure why Bush has fallen, but it seems clear that Walker has gained on the strength, so to speak, of his empty-calorie bromides.

He’s gained because those items— kicking Planned Parenthood, denying your own citizens subsidized health-care coverage, pretending that voter fraud is a thing—are what pass for ideas in today’s GOP. Walker is even more vacuous on foreign policy, as Martha Raddatz revealed yesterday, twisting him around like a pretzel with a couple of mildly tough questions on Syria. The Democratic Party has its problems, but at least Democrats are talking about middle-class wage stagnation, which is the country’s core economic quandary. Rick Santorum is, in fairness, but a) his solutions are the same ones conservatives have been advertising for years (lower taxes, less regulation, more two-parent families) and b) he’s not going anywhere in the polls so far, undoubtedly precisely because he’s trying to drop the homosexuality-is-bestiality shtick and talk about actual economic problems.

But you can’t really discuss economic problems as a Republican presidential candidate, because in the pond of voters where you’ll be fishing, “America” has no such problems. Some people—roughly 47 percent of them—have economic problems, but that’s all their fault, you see. So these candidates are about to spend a year pandering to that. That will make them weak in more ways than one.

“We Have One President At A Time”: Boehner’s Invitation To Netanyahu Backfires On Them Both

The political ramifications are clear: House Speaker John Boehner and Israeli Prime Minister Benjamin Netanyahu made a colossal mistake by conspiring behind President Obama’s back, and the move has ricocheted on both of them.

The big, scary issue underlying the contretemps — how to deal with Iran’s nuclear program — is a more complicated story. I believe strongly that Obama’s approach, which requires the patience to give negotiations a chance, is the right one. To the extent that a case can be made for a more bellicose approach, Boehner and Netanyahu have undermined it.

First, the politics. Why on earth would anyone think it was a good idea to arrange for Netanyahu to speak to a joint session of Congress without telling Obama or anyone in his administration about the invitation?

Yes, Congress has an important role to play in international affairs. And yes, the days are long gone when disputes among officials over foreign policy ended at the water’s edge; members of Congress routinely gallivant around the globe and share their freelance views of what the United States should or should not be doing. But inviting a foreign leader to speak at the Capitol without even informing the president, let alone consulting him, is a bald-faced usurpation for which there is no recent precedent.

Pending legislation, which Obama threatens to veto, would automatically impose tough sanctions against Iran if the drawn-out, multiparty nuclear negotiations fail. If Boehner wanted to build support for sanctions, he failed spectacularly.

Sen. Robert Menendez of New Jersey, the ranking Democrat on the Foreign Relations Committee and a vocal hawk on Iran policy, announced Tuesday that he would not vote for his own bill imposing automatic sanctions — at least not until after a March 24 deadline for negotiators to produce the outlines of an agreement. Nine of his pro-sanctions Democratic colleagues in the Senate joined him, meaning the bill is unlikely to win the necessary 60 votes for passage.

If Boehner’s aim was to paint Obama as somehow soft on Iran, he failed at that, too. The speaker inadvertently turned the focus on himself and has had to spend the week explaining why he went behind the president’s back, not even giving the White House a heads-up until hours before the March 3 speech was announced.

Netanyahu, for his part, may have thought this was a way to boost his prospects in the upcoming Israeli election, scheduled for March 17. Or he may have fantasized that somehow, by openly siding with the Republican Party, he could snatch U.S. foreign policy out of Obama’s hands. Judging by the pounding he is taking from the Israeli media, he was mistaken on both counts.

Note to all foreign leaders: We have one president at a time. Americans respected this fact when George W. Bush was president, for better or worse. And we respect it now.

The speech episode borders on farce, but the larger debate over Iran’s nuclear ambitions could not be more serious. The central issue is whether a negotiated deal will leave Iran with the theoretical capability to build a nuclear bomb if it were to decide to do so. No amount of diplomatic legerdemain, it seems to me, can avoid answering this question with a simple yes or no.

If you say yes, as Netanyahu does, then Iran must be stripped of all ability to enrich uranium. It is easy to understand why the Israeli government sees a ­nuclear-capable Iran as an existential threat — and also worries that other regional powers concerned about Iran’s growing influence, such as Saudi Arabia, might decide that they, too, need to get into the nuclear game.

Iran insists, however, that it has the right to a peaceful nuclear program. The government in Tehran is unlikely to give up that right but may be willing to limit itself to low-grade enrichment that produces material incapable of being used in a bomb. At least some infrastructure for high-grade enrichment would remain, however — and so would some risk of an eventual Iranian bomb.

Is this good enough? If the alternative is war with Iran, it may have to be.

I do not believe that war is in the interest of the United States. I also do not believe that war is in the interest of Israel, but of course Netanyahu has the right — he would say the duty, if he concludes that force is required — to disagree. Nothing that remotely resembles a perfect outcome is in sight. It must be better to keep talking than start bombing.

“The Likud Lobby”: Let’s Stop Pretending Israel Isn’t A Partisan Issue

When House Speaker John Boehner invited Israeli Prime Minister Benjamin Netanyahu to address Congress without bothering to let the White House know, as is normal practice when dealing with foreign leaders, he no doubt thought he was getting a little sauce for the gander. You want to find ways to get Republicans mad, President Obama? Okay, how about if I invite the leader of one of our closest allies here to basically lobby against your position on Iran? How do you like that?

Boehner was right on that score: President Obama doesn’t like it very much. Neither did Nancy Pelosi, who blasted Boehner’s move this morning as “inappropriate,” adding: “It’s out of the ordinary that the Speaker would decide that he would be inviting people to a joint session without any bipartisan consultation.”

But maybe this skirmish over diplomatic protocol is a good thing for everyone. Maybe we can stop pretending that Americans and Israelis are nothing more than loving and committed allies offering unwavering support to one another, when the truth is that parties in both countries are active participants in each other’s partisan politics.

The current disagreement is about negotiations with Iran over its nuclear program. There’s a bill in the Senate, sponsored by Republican Mark Kirk and Democrat Bob Menendez, to impose new sanctions on Iran if a deal isn’t struck by June 30. The administration says that passing such legislation now, while the negotiations are at a sensitive point, would guarantee failure: the Iranians would pull out, then ramp up their nuclear program.

Republicans, and some Democrats like Menendez, don’t think so. They seem to believe that the only thing that produces results is being “tough,” and that even in diplomacy there are no carrots, only sticks. This also happens to be the position of the Netanyahu administration, which supports the sanctions bill. But not all in the Israeli government agree. Josh Rogin and Eli Lake report that the Mossad, the Israeli intelligence agency, has been telling both the Obama administration and whatever American senators will listen that “if legislation that imposed a trigger leading to future sanctions on Iran was signed into law, it would cause the talks to collapse.”

So the Republicans have asked Netanyahu to come join them in this debate, and he is more than willing. Which shouldn’t be much of a surprise. For years we’ve had one party (the Republicans) that is fervently committed to the right-wing Likud’s vision for Israel, and another party (the Democrats) that is much more committed to the Israeli Labor party’s vision. When each holds the White House, they put those beliefs into policy. But both will say only that we all have a bipartisan commitment to “support” the Jewish state, as though what “support” means is always simple and clear.

Meanwhile, Netanyahu has done what he can to help Republicans. In 2012, his all-but-explicit advocacy for Mitt Romney ended up getting him in trouble back home. The current Israeli ambassador to the U.S. is American-born political operative Ron Dermer; as Josh Marshall says: “His relationship with Netanyahu has been compared to Karl Rove’s with George W. Bush. And a main reason for his being Ambassador is his ties to DC Republicans.”

And here’s a colorful illustration of the symbiotic relationship between the GOP and Netanyahu’s Likud. The Republican Party’s greatest patron is casino mogul Sheldon Adelson, who spent somewhere between $100 and $150 million trying to unseat Barack Obama in 2012. And who is Benjamin Netanyahu’s greatest patron? None other than Sheldon Adelson, who a few years ago created a free daily newspaper, Israel Hayom, whose primary purpose is to blanket the country with news favorable to Netanyahu.

It has long been true that the debate about what Israel should do — with regard to the Palestinians or anything else — is infinitely more varied and robust in Israel itself than here in the United States, where the only allowable public position for a politician to take is that we support whatever the Israeli government wants to do. This unanimity is maintained by a variety of forces, most notably the American Israel Public Affairs Committee (AIPAC), which calls itself “America’s Pro-Israel Lobby,” but in practice has for decades been not the Israel lobby but the Likud lobby, representing one particular faction in Israeli politics.

Benjamin Netanyahu is the leader of his country, but he’s also the leader of that faction, and at the moment he’s in the midst of an election campaign (one the Obama administration would be all too happy to see him lose). If Congressional Republicans want him to come be a spokesperson for the Republican position in the debate over Iran, that’s fine. But we should use the occasion to allow ourselves a little honestly. Yes, the United States and Israel are close allies whose core interests are aligned. But in neither country is there agreement about how to serve those interests. There’s no such thing as a “pro-Israel” position on this issue, because Israelis themselves have a profound dispute about it, just as there’s no such thing as one “pro-America” position on anything we argue about.

So we can call this speech what it is: an effort by one conservative politician to help a bunch of other conservative politicians achieve their preferred policy. Maybe afterward, John Boehner can return the favor and cut some ads advocating Netanyahu’s reelection. Though I’m not sure how well that would go over in Israel.
