“The GOP Primary Is Where Ideas Go To Die”: You Can’t Be A Smart Candidate In A Party That Wants To Be Stupid

So now we have us some candidates, on the Republican side. Who’s the big kahuna? Jeb Bush? He keeps getting called front-runner, and I suppose he is, even though the polls sometimes say otherwise. Scott Walker? Certainly a player. Rand Paul? Pretty bad rollout, but he has his base. The youthful, advantageously ethnicized Marco Rubio? Some as-yet-unannounced entrant who can hop in and shake things up?

Each has a claim, sort of, but the 800-pound gorilla of this primary process is none of the above. It’s the same person it was in 2008, and again in 2012, when two quite plausible mainstream-conservative candidates had to haul themselves so far to the right that they ended up being unelectable. It’s the Republican primary voter.

To be more blunt about it: the aging, white, very conservative, revanchist, fearful voter for whom the primary season is not chiefly an exercise in choosing a credible nominee who might win in November, but a Parris Island-style ideological obstacle course on which each candidate must strain to outdo his competitors—the hate-on-immigrants wall climb, the gay-bashing rope climb, the death-to-the-moocher-class monkey bridge. This voter calls the shots, and after the candidates have run his gauntlet, it’s almost impossible for them to come out looking appealing to a majority of the general electorate.

You will recall the hash this voter made of 2012. He booed the mention of a United States soldier during a debate because the soldier happened to be gay. He booed contraception—mere birth control, which the vast majority of Republican women, like all women, use. He lustily cheered the death penalty. He tossed Rick Perry out on his ear in part because the Texas governor had the audacity to utter a few relatively humane words about children of undocumented immigrants. He created an atmosphere in which the candidates on one debate stage were terrified of the idea of supporting a single dollar in tax increases even if placed against an offsetting $10 in spending cuts.

He is a demanding fellow. And he is already asserting his will this time around. Why else did Bush endorse Indiana Governor Mike Pence’s religious freedom bill in an instant, only to see Pence himself walk the bill back three days later? Bet Jeb would like to have that one back. But he can’t. The primary voter—along of course with the conservative media from Limbaugh and Fox on down—won’t permit it.

Now, as it happens, some of these candidates come to us with a few serious and unorthodox ideas. We all know about Rand Paul and his ideas about sentencing reform and racial disparities. He deserved credit for them. He was a lot quicker on the draw on Ferguson than Hillary Clinton was. But how much do we think he’s going to be talking up this issue as the Iowa voting nears? Time might prove me wrong here, but Paul has already, ah, soul-searched his way to more standard right-wing positions on Israel and war, so there’s reason to think that while he might not do the same on prison issues, he’ll just quietly drop them.

More interesting in this regard is Rubio. I read his campaign book not long ago, along with five others, for a piece I wrote for The New York Review of Books. Rubio’s book was the best of the lot by far. It was for the most part actually about policy. He put forward a few perfectly good ideas in the book. For example, he favors “income-based repayment” on student loans, which would lower many students’ monthly student-loan bills. It’s a fine idea. The Obama administration is already doing it.

Beyond the pages of the book, Rubio has in the past couple of years staked out some positions that stood out at the time as not consisting of fare from the standard GOP menu. He’d like to expand the Earned Income Tax Credit to more childless couples. Again, there are synergies here with the current occupant of the house Rubio wants to move into—the Obama administration is taking up this idea.

Now, there is to be sure another Rubio, one who’d feel right at home on Parris Island. He is apparently now the quasi-official blessed-be-the-warmakers candidate, with his reflexive hard lines on Iran and Cuba. Along with Senate colleague Mike Lee of Utah, he also has put forth a tax plan that would deplete the treasury by some $4 trillion over 10 years—for context, consider that George W. Bush’s first tax cut cost $1.35 trillion over a decade—in order that most of those dollars be placed in the hands where the Republicans’ God says they belong, i.e., the 1 percent of the people who already hold nearly half the country’s wealth.

I think it’s a safe bet that we’ll see the neocon Rubio and the supply-side Rubio out on the stump. But the Rubio who wants to make life better for indebted students and working-poor childless couples? Either we won’t see that Rubio at all, or we will see him and he’ll finish fourth in Iowa and New Hampshire and go home. You can’t be a smart candidate in a party that wants to be stupid.

Might I be wrong about the primary voter? Sure, I might. Maybe the fear of losing to Hillary Clinton and being shut out of the White House for 12 or 16 consecutive years will tame this beast. But the early signs suggest the opposite.

After all, how did Scott Walker bolt to the front of the pack? It wasn’t by talking about how to expand health care. It was by giving one speech, at an event hosted by one of Congress’ most fanatical reactionaries (Steve King of Iowa), bragging about how he crushed Wisconsin’s municipal unions. That’s how you get ahead in this GOP. I’d imagine Rubio and Paul and the rest of them took note.

“To The Permanent War Caucus, It’s Always 1938”: When The Hitler Card Won’t Do, Play The Chamberlain Card

If he accomplished nothing else during his presidency, Barack Obama has surely earned a place in the Bad Political Analogies Hall of Fame. According to savants on Fox News and right-wing editorial pages, Obama is both Adolf Hitler and Neville Chamberlain, the British prime minister who capitulated to Nazi territorial demands in 1938.

That is, to the more fervid exponents of the Sore Loser Party, President Obama is both a psychotic dictator and a spineless appeaser of tyrants.

(I am indebted for this insight to Washington, D.C., attorney Mike Godwin, promulgator of “Godwin’s Law,” which holds that the first person to play the Hitler card in a political argument automatically loses.)

I’m thinking the law also needs a Chamberlain corollary, because the Permanent War Caucus on the Republican right accuses every American president who negotiates an arms pact with our putative enemies of weakening national security. Always and with no known exceptions.

President Nixon got compared to Neville Chamberlain for his (strategically brilliant) opening to China, as well as for the SALT (Strategic Arms Limitation Treaty) with the Soviet Union.

In 1988, something called the Conservative Caucus, Inc. took out full-page newspaper ads arguing that “appeasement is as unwise in 1988 as in 1938.” The ad mocked President Reagan with Chamberlain’s iconic umbrella, and compared Soviet premier Mikhail Gorbachev to Hitler.

In 1989, of course, the Berlin Wall fell and the USSR imploded.

Jonathan Chait sums up the right’s paradoxical case against Obama, weakling dictator: “He is naive in the face of evil, desperate for agreement, more willing to help his enemies than his friends. The problem is that conservatives have made this same diagnosis of every American president for 70 years…Their analysis of the Iran negotiations is not an analysis at all, but an impulse.”

Despite the fact that Tehran made concessions most observers thought were impossible, the right hates this deal because they hate all deals. Today, Israeli prime minister Benjamin Netanyahu and his U.S. supporters, such as the forever-wrong William Kristol, describe Iran’s leaders as the new Führer. The apocalyptic enemy before that was the Tehran regime’s bitter enemy, Saddam Hussein.

Anyway, we all know how invading Iraq worked out.

Iran is five times Iraq’s size, has three times its population, and has extremely forbidding terrain.

No matter. To the Permanent War Caucus, it’s always 1938 and blitzkrieg is eternally threatened. Netanyahu has been predicting Iran’s imminent acquisition of nuclear weapons for almost 20 years now — although the Wile E. Coyote bomb cartoon is a relatively recent touch.

Israel, of course, has a nuclear arsenal of its own.

But what really makes the Hitler/Chamberlain comparison so foolish isn’t simply that it’s a cliché. It’s that it completely misrepresents the power balance between the U.S., its allies, Britain, France, Germany, Russia, and China, and militarily weak, politically and strategically isolated Iran.

In 1938, Nazi Germany had the strongest military in the world. (Indeed, there’s a revisionist school that holds Neville Chamberlain was wise to postpone an inevitable war while Britain re-armed.)

Shiite Iran, by contrast, can scarcely project power much beyond its borders, and is threatened by traditional enemies on all sides. Examine a map of the Middle East. Tehran is almost 1,000 miles from Jerusalem. Ethnically and linguistically distinct, the Persians are surrounded by hostile Sunni Arab states, including Saudi Arabia, which repress their own Shiite minorities, and are fanatically opposed to the Ayatollahs.

Almost unknown in this country, U.S. client Saddam Hussein’s 1980 invasion of Iran — complete with nerve gas attacks on the Persians and Kurds –remains a bitter memory. ISIS terrorists are massacring Shiites by the thousands in Iraq and Syria. For that matter, check out the U.S. military bases ringing the Persian Gulf, along with omnipresent, nuclear-armed aircraft carriers and submarines.

One needn’t have a particle of sympathy for Iran’s odious theocratic government to see that we’ve got them totally outgunned and surrounded. Economic sanctions engineered by the Obama administration have really hurt. So yes, if they thought they could trust us, it would be very much in Tehran’s interest to make a deal and stick to it — putting the nuclear temptation aside in favor of what amounts to anti-invasion insurance.

But can we trust them?

President Obama explained his thinking to the New York Times’s Thomas Friedman: “We are powerful enough to be able to test these propositions without putting ourselves at risk. And that’s the thing…people don’t seem to understand.”

“[W]ith respect to Iran…a dangerous country, one that has engaged in activities that resulted in the death of U.S. citizens, but the truth of the matter is: Iran’s defense budget is $30 billion. Our defense budget is closer to $600 billion. Iran understands that they cannot fight us. You asked about an Obama doctrine. The doctrine is: We will engage, but we preserve all our capabilities.”

If you’re really strong, in other words, act strong.

“How A President Paul Would Remake Society”: Rand Paul Is Building A Bridge — To The Early 1800s

The official launch of Rand Paul’s presidential campaign this week showcased an interesting blend of proposals, with the junior senator from Kentucky agitating against the forthcoming Iran deal, racially unjust incarceration, and NSA surveillance. The bulk of it, however, was dedicated to a libertarian vision of government — one drastically at odds with the last century of American governance and more.

This vision isn’t just contained to his speeches. Paul’s budget proposals provide a blueprint for how a President Paul would remake society, and the result is eyewateringly radical. When it comes to domestic policy, his views are far to the right even of Paul Ryan, whose budgets would decimate the legacy of the New Deal. It’s a vision of government from the age of Thomas Jefferson, and ludicrously unsuited to the 21st century.

And yet Paul, despite fashioning himself as an outsider, will likely be a contender in the Republican primary, which means his ideas deserve close scrutiny.

Dylan Matthews has done a deep dive into the various Paul budgets of the last three years, and the findings are jarring. “The gap between Paul’s budget and Ryan’s,” he writes, “is nearly as big as the gap between Ryan’s and Democrats.”

On one occasion or another, Paul has proposed completely abolishing the Departments of Education, Housing and Urban Development, and Energy; the Bureaus of Reclamation and Indian Affairs; all foreign aid; and the Earned Income Tax Credit and Child Tax Credit. On the tax side, he proposes a flat income tax and scrapping the tax on estates, capital gains, dividends, large gifts, as well as the Alternative Minimum Tax.

As Matt Bruenig concludes, this would amount to a stupendous redistribution of income from poor to rich, likely unprecedented in American history. The poor would see their taxes massively increased, while the rich would enjoy a corresponding decrease.

In Paul’s dream world, other government departments get merely eviscerated. The Interior Department is cut by 78 percent, State by 71 percent, the General Services Administration by 85 percent, and the Transportation and Agriculture departments by a comparatively modest 49 percent cut each. The military was cut by 30 percent in early budgets, though Paul has since reversed himself on that.

But wait, there’s more! Science gets gored by Paul, with 20 percent of funding taken from the National Institutes of Health, 25 percent from NASA, 20 percent from the U.S. Geological Survey, 62 percent from the National Science Foundation, and even 20 percent from the Centers for Disease Control and Prevention (which, you may recall, recently prevented an outbreak of Ebola in the U.S.).

These aggressive cuts to discretionary spending are the simple result of huge tax reductions combined with a balanced budget. But Paul also appears to be groping as far towards the libertarian “night watchman state” — limited to the police, military, and courts — as he dares. Though Paul’s views, tainted by roots in his father’s very long history of bigoted conspiracy nutbaggery, are far from the austere purity of Robert Nozick, it’s clear Paul thinks most of what the government has done since the 1930s is illegitimate.

He’s a supporter of the Lochner doctrine, named after a 1905 Supreme Court case that conveniently discovered an unwritten “liberty of contract” in the 14th Amendment and thus abolished most laws regulating working conditions. He’s a fan of the Supreme Court decisions against the New Deal. His latest budget argues that anything but a flat tax is likely unconstitutional. It seems clear that if he had his druthers, he really would abolish everything but the police, the military, and the courts.

This extreme suspicion of federal government is only matched by his reverence for rich people and businesses; Paul does not touch property law, special legal protections for corporations, or even the wretched mortgage interest deduction. His position would fit reasonably well in the Gilded Age or the pre-World War I era, when “due process” for workers was often non-existent.

But it was Thomas Jefferson who made the most sustained effort to bring the libertarian utopia into being. Fighting against Alexander Hamilton and his allies, Jefferson did about all he could, especially early in his first term, to implement the night watchman state. It didn’t work very well, and he began abandoning the effort by the end of his term — and he was living in an agrarian slave society. Trying it in 2016 is patently preposterous.

“Let Her Socialist Freak Flag Fly?”: Why Republicans Won’t Convince The Electorate That Hillary Clinton Is A Radical

One of the persistent conservative narratives about Hillary Clinton is that her identity as a supposedly moderate Democrat is a ruse, meant to conceal her radical leftist intents. If and when she reaches her long-held goal of becoming president, the mask will be removed and the true horror of her socialist scheme will be revealed.

That is, of course, assuming we reach January 2017 with Barack Obama having failed in his own plan to turn America into a dungeon of Stalinist oppression and misery. But the idea that Clinton is, like her husband, a moderate Democrat, is something that many conservatives have trouble abiding, particularly when the prospect of her becoming president becomes more salient.

So lest Republicans become complacent about the prospects for a second Clinton presidency (a real danger, no doubt), Liz Mair argues in the Daily Beast that Republicans shouldn’t fool themselves into thinking that the former secretary of state is much like the first President Clinton:

…tying Hillary Clinton to her husband is an act of political malpractice that ignores the fact that on economic issues, she was—during his presidency, during her 2008 campaign, and still today—significantly to the left of him.

For whatever else one may say about him, Bill Clinton was and is a centrist. His presidency is remembered for the taming of the deficit, his advocacy for free trade, his signature of welfare reform, his legislation cutting the long-term capital gains tax rate, and perhaps most famously, his declaration that “the era of big government is over.”

That would not have been true if Hillary had had it her way. And if she has her way now—and if she makes it to the White House—a very un-Bill-like big government will remain in the cards for some time.

Even if her bill of particulars is pretty weak, Mair is right insofar as Hillary Clinton is running in 2016 and Bill Clinton left office in 2001. In the time since, the Democratic Party has itself moved to the left in some ways, and a party’s nominee is always going to reflect the party’s consensus (with some small variation). If Bill Clinton were running now, he wouldn’t be the same candidate he was then. It isn’t that Hillary has been waiting for two decades to let her socialist freak flag fly, as I’m sure many conservatives believe; it’s that her party has evolved, and she’s evolved along with it. For instance, to be a Democrat now means to believe in full marriage equality and to question the War on Drugs, which wasn’t true in 1992. At that time there was a comprehensive debate about the party’s ideological direction, which Bill Clinton led; now there’s a remarkable degree of ideological unity.

There are still ways in which Hillary Clinton is to the right of the median Democrat; she certainly retains more hawkish instincts in foreign affairs, and I don’t know if she has abandoned her previous support of the death penalty (though that’s something presidents don’t do anything about). However you might judge her, we sometimes forget when we try to make such an assessment that it isn’t necessary for a president to be an ideological radical for him or her to be a disaster in office. Richard Nixon was something of a moderate, but that made him no less corrupt. There are ways in which George W. Bush was less than a right-wing ideologue; that mitigates the disaster he wrought at home and abroad not at all.

The real things conservatives dislike about Hillary Clinton have little to do with ideology. They think she’s a power-hungry, dishonest, overly secretive conniver who has no scruples. Someone could be all those things, and believe almost anything about policy.

This is something both liberals and conservatives will argue about when it comes to the Republican candidates, too. I tend to think that the actual policy differences between those candidates are tiny, and it’s the attitudinal differences that are significant. If you actually went down a list of every issue you could come up with, you’d find that Jeb Bush and Ted Cruz disagree on only a couple of things, but Cruz presents himself as a proud far-right ideologue, while Bush doesn’t.

Many conservatives believe that Bush is actually some kind of liberal simply because he talks about immigrants as though they were human beings and supports Common Core (which many other Republicans used to like before they decided it’s some kind of communist indoctrination program). My guess is that Bush looked closely at Mitt Romney’s ham-handed attempts to convince primary voters that he was actually a doctrinaire right-winger (“I was a severely conservative Republican governor“) and concluded that the best course is to not fight too strongly against the notion that he’s a moderate, despite what little truth there may be to it.

In any case, this kind of ideological name-calling is a feature of nearly every presidential campaign: each candidate says, “I’m mainstream, and my opponent is a radical.” Sometimes it’s true and sometimes it isn’t, but I suspect Republicans are going to have a hard time convincing the electorate that Hillary Clinton is an ideological extremist, whatever they tell themselves.

“The Latest Illustration Of Delusional Paranoia”: Dick Cheney’s Ongoing Descent Into Insanity Accidentally Clarifies Iran Debate

Every so often Dick Cheney will appear in public to vocalize his latest irritable mental gesture. Today he appeared with right-wing radio host Hugh Hewitt to assert the following: “I vacillate between the various theories I’ve heard, but you know, if you had somebody as president who wanted to take America down, who wanted to fundamentally weaken our position in the world and reduce our capacity to influence events, turn our back on our allies and encourage our adversaries, it would look exactly like what Barack Obama’s doing.”

Cheney’s regular utterances tend to meld together into an undifferentiated belligerent growl, but in this case he is (inadvertently) telling us something useful. The former vice-president is endorsing, or at least half-endorsing, the right-wing belief that to dismiss Barack Obama as a naif and a failure is far too kind. No, Obama is carrying out a secret plan to undermine American power. Versions of this theory have been fleshed out by such figures as Rush Limbaugh, Rudy Giuliani, and Dinesh D’Souza. They hold that Obama, driven by well-hidden black rage, seeks to humiliate the country that has oppressed African-Americans. This line of thought, while too deranged for Republican leaders to publicly endorse, has a great deal of influence among conservatives. Cheney’s comments serve as the latest illustration of the delusional paranoia running through even the very highest levels of the Republican Party.

Cheney’s logic also helpfully (and, again, inadvertently) illustrates the dilemma surrounding the current debate over Iran’s nuclear program. Like all Republican officeholders and some Democratic ones, Cheney thinks Obama has struck a weak deal with Iran. Unlike most of them, Cheney suspects Obama has done so not out of naïveté but out of a cunning plan to actually encourage the Iranian nuclear program.

But what if we apply Cheney’s analytic method to his own administration’s Iran policy? After all, it was under the Bush administration that the Iranian nuclear program flourished, bringing the regime from 164 to 8,000 centrifuges. Even so hawkish a failure as Lindsey Graham concedes that the previous administration utterly botched the task of preventing a nuclear Iran. (“I think the Bush administration, they were a miserable failure when it came to controlling Iran’s nuclear ambition,” Graham said.)

What’s more, the expansion of Iran’s power under Bush was not limited to the blossoming of its nuclear program. In 2003, an extremely hostile neighboring regime (that had launched a war against it two decades before) was deposed, creating a power vacuum that Iran filled. Cheney seems to have played a role there. A Cheney-style analysis of the Bush administration’s Iran policy would conclude that it was carrying out a deliberate plan to elevate Iran’s standing.

Such a conclusion would obviously be insane. But it happens to fit the facts far more tightly than the same conclusion about Obama’s Iran policy. And this, in turn, reminds us that the most plausible real-world alternative to Obama’s Iran deal is not some “better deal.” The alternative is either war or threatening war while refusing to negotiate.

It is true that the deal Obama struck is probably not going to leave the Middle East a terribly secure place. Iran will most likely test the international community’s willingness to uphold the letter of the agreement, and its willingness to reimpose sanctions if and when Iran violates its terms. History shows that containing the nuclear ambitions of a determined state is extremely hard. Obama’s approach implicitly acknowledges the limits of American leverage, trading away its maximal demand to end all Iranian nuclear work completely in return for pragmatic concessions (like the elimination of advanced centrifuges, and the establishment of a vigorous inspection regime) that at least offer a chance to contain Iran’s race to the bomb. The Bush approach claimed to deny Iran any right whatsoever to nuclear research, but its actual success at holding this line was less than nothing.

The Bush administration has been out of power long enough to allow Obama’s critics to conveniently forget how the conservative Iran strategy actually operates in practice; Cheney’s comments offer a timely reminder.
