“Obama Vs The Republican Cavaliers”: Defending A Long Bipartisan Tradition Of Negotiating Even With Adversaries We Deeply Mistrust

If you wondered why President Obama gave such a passionate and, yes, partisan speech on behalf of the Iran nuclear deal Wednesday, all you had to do was tune in to the Republican presidential debate the next night.

Anyone who still thinks the president has any chance of turning the opposition party his way after watching the candidates (or listening to Republicans in Congress) no doubt also believes fervently in Santa Claus. In fact, the case for Santa — made so powerfully in “Miracle on 34th Street” — is more plausible.

The candidates gathered together by Fox News in Cleveland suggested that the hardest decision the next president will face is whether killing Obamacare or voiding the Iran deal ought to be the first order of business. All who spoke on foreign policy sought to paint the “Obama-Clinton” international strategy as “failed” and “dangerous.”

Obama does not need any private briefings on how Republicans are thinking. He realizes, as everyone else should, that there’s only one way to save the Iran accord. Republicans will have the votes to pass a measure disapproving it, and he needs to keep enough Democrats on his side to sustain his veto.

He also knows that he is in an ongoing battle for public opinion over a very big issue. In broad terms, this is an argument over whether the foreign policy of George W. Bush, with its proclivity toward unilateral military action, or his own approach, which stresses alliances and diplomacy, is more likely to defend the United States’ long-term interest.

The president was not wrong when he said that “many of the same people who argued for the war in Iraq are now making the case against the Iran nuclear deal.” And in light of the language used by Cleveland’s Cavaliers of Unilateralism, it was useful that he reminded Americans of the run-up to the Iraq invasion, when “those calling for war labeled themselves strong and decisive, while dismissing those who disagreed as weak — even appeasers of a malevolent adversary.”

Lest we forget, in September 2002, shortly before the midterm elections, Bush dismissed Democrats who called for U.N. support before U.S. military action in Iraq. “If I were running for office,” Bush said, “I’m not sure how I’d explain to the American people — say, ‘Vote for me, and, oh, by the way, on a matter of national security, I think I’m going to wait for somebody else to act.’ ” Now that’s partisan.

In foreign policy, the past isn’t even past because we have not resolved the debate over how to use U.S. power that opened after the attacks of Sept. 11, 2001. In a June Gallup survey , Americans were as split as ever on whether the war in Iraq itself was a mistake: 51 percent said it was, 46 percent said it wasn’t. Among Democrats, 68 percent said it was a mistake; only 31 percent of Republicans did. Independents split much like the country as a whole.

Those who counsel Obama to be more conciliatory toward Republicans in defending an agreement that could block Iranian nuclear ambitions for at least a decade (and probably more) are nostalgic for a time when many Republicans supported negotiated settlements, saw containment policies as preferable to the aggressive rollback of adversaries and were committed to building international alliances.

Such Republicans still exist, but there are not many of them left in Congress. And we should have enough respect for the party’s presidential candidates to believe that they mean what they are saying when, for example, one of them (Scott Walker) insists that “Iran is not a place we should be doing business with,” while another (Jeb Bush) declares that “we need to stop the Iran agreement, for sure, because the Iranian mullahs have . . . blood on their hands.”

Obama is defending a long bipartisan tradition of negotiating even with adversaries we deeply and rightly mistrust, the prime example being the Soviet Union. For now, the consensus across party lines in favor of such diplomacy is broken. Many of us would like to see it restored, but the evidence of Obama’s time in office is unambiguous: Friendly gestures won’t win over those determined to block his policies.

In the short run, Obama simply has to win enough votes for his Iran deal. For the long run, he has to convince Americans that his measured approach to the world is the safest path for the country. Defending this view aggressively is no vice.

“Republicans In Need Of A Reagan Refresher”: Pointing To Reagan As Some Kind Of Platonic Ideal Is Ridiculous

A couple of weeks ago, New Jersey Gov. Chris Christie’s (R) presidential campaign launched a new television ad, condemning the international nuclear agreement. The funny part, however, was Christie’s argument that Obama should have followed the example set by … Ronald Reagan.

The subject came up again last night, when Sen. Rand Paul (R-Ky.) was asked whether he’s prepared to abandon the U.S. commitment to the diplomatic deal on the first day of his imaginary presidency. The senator replied:

“I oppose the Iranian deal, and will vote against it. I don’t think that the president negotiated from a position of strength, but I don’t immediately discount negotiations. I’m a Reagan conservative.”

Paul went on to note that Reagan negotiated with the USSR, which is proof that the United States can engage in talks with our foes, though Paul opposes the Iran deal anyway for reasons he didn’t specify.

A little later in the debate, Sen. Ted Cruz (R-Texas) also added a dash of Ronaldus Magnus and Iran. Responding to a question on cyber-security, the Republican senator said, “It is worth emphasizing that Iran released our hostages in 1981 the day Ronald Reagan was sworn into office.”

It’s worth emphasizing that Cruz’s story is based on a GOP fairy tale.

Regardless, the underlying point remains the same: when it comes to U.S. policy towards Iran, the current crop of Republican presidential candidates keep pointing to Reagan as the model for contemporary leaders to follow. Perhaps they haven’t thought this through.

Let’s again set the record straight: the Reagan White House illegally tried to sell weapons to Iran in order to help finance an illegal war in Central America. It was one of the biggest scandals in American history. Much of Reagan’s national-security team ended up under criminal indictment.

At one point in 1986, Reagan delivered a nationally televised address in which he looked at the camera and promised Americans the scandal wasn’t true. Four months later, he was forced to deliver another televised address, conceding the fact that his claims in the first one weren’t true.

I can appreciate why Republicans find all of this quite inconvenient now, and why the right may prefer to wipe the scandal from the party’s collective memories, but when the subject of U.S. policy towards Iran comes up, pointing to Reagan as some kind of Platonic ideal is ridiculous.

“Kinder, Gentler, Not In Substance, But In Tone”: Maybe Jeb Bush Doesn’t Have To Pander To The Right Wing After All

When Jeb Bush said last December that the Republican nominee would have to be willing to “lose the primary to win the general without violating your principles,” it sounded like either a starkly realistic assessment of the dynamics of Republican presidential politics or an awfully naïve statement of what was actually possible for a Republican candidate. Most observers — myself included — thought that he’d have no choice but to mirror the anger of committed Republican voters. As the candidate perceived by base voters and the most moderate of the contenders, he’d have to go through the same ritual that Mitt Romney did — genuflection to the right.

But so far, it doesn’t seem to be happening. Bush is offering a kinder, gentler conservatism than the other candidates — not in substance, but in tone. And even though he’s trailing Donald Trump in the polls, at this point it looks like his strategy might just pay off.

Let’s be clear about one thing: Jeb Bush is very, very conservative. His answers to almost every policy question are firmly within today’s Republican consensus. He wants a belligerent foreign policy, tax cuts and slashing of regulations, a repeal of the Affordable Care Act, raising the eligibility age for Medicare and possibly voucherizing the program, and so on. Even on immigration, Bush  favors a path to “legal status” that would allow the 11 million undocumented immigrants in this country to stay, but wouldn’t allow them to become citizens.

But Bush isn’t trying to sound mad, and he doesn’t seem particularly spooked by the Trump candidacy. He was candid in condemning Trump’s remarks about Mexican immigrants, and just did an interview with Telemundo — in Spanish — where he talked about how his family speaks Spanish at home, and about bigotry his children have faced. In an interview published today, he admits that human activity contributes to climate change, though like any good Republican he doesn’t actually want to do anything about it.

What this all adds up to is a candidate who in substance is almost indistinguishable from other Republicans, but sounds very different in tone. And what are the results? One way to look at it is that Bush can’t seem to break out. He’s been surpassed in the polls by Donald Trump, but he hasn’t really fallen — the Huffpost Pollster average has him at 13.9 percent, about where he’s been since people started polling this race.

But none of the other candidates have broken out, either. Trump, Bush, and Scott Walker are the only ones who ever score in double digits. Candidates who at various times were thought to have great potential, like Marco Rubio, Rand Paul, and Ted Cruz, don’t seem to be going anywhere. They’re trying desperately to find ways to get noticed — Paul takes a chainsaw to the tax code, Cruz calls Mitch McConnell a liar, Mike Huckabee compares President Obama to Hitler — but none of it seems to work.

If you’re Bush, your path to victory looks like this: Trump soaks up all the attention for a while, but eventually gets bored (and hasn’t bothered to mount an actual campaign that can deliver votes), and either fades or just packs it in. Meanwhile, the conservative vote is split. Once the voting starts, the failing candidates will begin to fall away one by one. But by the time most of them are gone and their supporters have coalesced around a single candidate like Scott Walker, it’s too late — Jeb has built his lead and is piling up delegates, has all the money in the world, and can vanquish that last opponent on his way to the convention in Cleveland.

It sounds perfectly plausible. And if it happens that way, the party’s conservatives will have the next chapter in their long narrative of betrayal already written. Once again, they’ll say, the establishment foisted a moderate on a party that didn’t want him, and the result was disaster. If only they had nominated a true conservative, then victory would have been theirs.

Unless, of course, Bush’s entire theory about winning the general by being prepared to lose the primary is correct, and he ends up gaining the White House. Either way — at least for the moment — it doesn’t seem like such a bad idea for Jeb Bush to keep sounding like a nice guy, and keep a lid on the most embarrassing pandering to the right wing.

“This Whole Debate Is A Charade”: Let’s Stop Pretending Republicans Have A Serious Critique Of The Iran Deal

Secretary of State John Kerry went to Capitol Hill today to testify before the Senate Armed Services Committee about the deal to restrain Iran’s nuclear program. As expected he absorbed a lot of insults and invective from Republicans who are critical of the deal. Along with Secretary of Energy Ernest Moniz and Secretary of the Treasury Jack Lew, Kerry tried to rebut the criticisms as best he could.

But you could see in Kerry’s occasionally exasperated expression something that we all ought to be willing to acknowledge: This whole debate is a charade.

There’s a reason no Republican has managed to answer President Obama’s challenge to articulate an alternative that would be preferable to what the six-party negotiations produced, and it isn’t because this deal is perfect or couldn’t have been better. It’s that from where Republicans sit, any deal negotiated with Iran is a bad one by definition.

That’s partly because it was negotiated by the Obama administration, of course, and the GOP has gotten itself to a position where opposition to pretty much anything Barack Obama does is not just reflexive but mandatory for any elected Republican who wants to keep his job. It’s also because the sustained critique of Obama’s foreign policy that Republicans have pushed for the last six and a half years is that everything Obama does is “weak.” The word comes up again and again in Republican statements about foreign policy; ask them what they’d do differently, and in every situation their answer always revolves around being stronger. The content of this strength is rarely detailed, but when it is it usually involves more aggressive use of the military.

And it assumes that when dealing with adversaries like Iran, negotiation is weak, again by definition. Negotiation means talking to those we hate, and even offering them concessions. Successful negotiation ends with an outcome that our adversaries actually praise, when what we really want is for them to fall to their knees and surrender to our might. This is what elected Republicans believe, and more importantly, it’s what they’ve been telling their constituents for years, so it’s what those constituents demand.

So there was literally no deal this administration could have negotiated with Iran that Republicans would have agreed to. None. From their perspective, the substance of the deal never mattered. No one who has been remotely attentive to our politics in recent years could honestly deny that.

And there’s something important to understand about whether Republicans have an alternative. Yes, it’s a reasonable rhetorical point to demand that they explain what other kind of deal they’d support. But right now, they are actually proposing an alternative: that the U.S. pull out of this deal. And we need to explore what that means.

You can argue that this deal should have been different, but when it comes time to vote on whether it should go forward, members of Congress will be choosing between two options, neither of them hypothetical. A yes vote means all the parties — not only Iran and the United States, but also the United Nations, China, Russia, and the European Union — implement this deal. A no vote, in contrast, doesn’t mean that some fantasy deal will fall from the sky. It means that the U.S. walks away from this deal, and it collapses.

That also could mean that the existing sanctions regime collapses. We can keep our sanctions on Iran, but the reason sanctions have been so devastating to the country’s economy is that they haven’t just come from the U.S., but also from the United Nations, the European Union, and elsewhere. If those other sanctions were to disappear, Iran would get most of what it wanted without having to fulfill any obligations at all. And if they want to pursue a nuclear weapon, they could then go right ahead.

So now that the deal is on the table and congressional votes are on their way, what Republicans really need to explain is not what sort of deal they might have preferred. We know their answer to that question — they’ll say they would have rather had a deal where Iran gives us everything we want, and we give up nothing. But that’s irrelevant at this point. What they need to explain now is why the U.S. pulling out of this deal — and what happens afterward — will be preferable to implementing it, imperfections and all. Do they think the Iranians will come crawling back and make further concessions? Do they think the rest of the world’s powers, which support the deal they helped negotiate, will just follow us and impose new sanctions in the hope that eventually that might lead to more negotiations (which, like these, would take years) and ultimately the fantasy deal where Iran capitulates? What precisely is the chain of events Republicans think will occur if we pull out?

If they’ve given that question even a moment’s consideration, you wouldn’t know it to listen to them. But it’s what they ought to be asked now.

“Rand 2015 Runs From Rand 2007 On Iran”: Changed His Tune To Match The Rest Of The Republican Field

In 2007, Rand Paul gave his first interview to Alex Jones, the conspiracy theorist radio host and founder of Infowars.com.

Paul was helping his father, then-Congressman Ron Paul, campaign for the Republican presidential nomination and, Jones said, the entirety of his audience helped to make up the elder Paul’s base of fervent supporters.

Jones was struck by the younger Paul’s similarity to his father. “You know, talking to you, you sound so much like your dad,” Jones said. “This is great! We have, like, a Ron Paul clone!”

When Jones noted that the elder Paul was the only anti-war candidate, Rand replied, “I tell people in speeches, I say you know, we’re against the Iraq war, we have been since the beginning, but we’re also against the Iran war—you know, the one that hasn’t started yet. You know, the thing is I think people want to paint my father into some corner, but if you look at it, intellectually, look at the evidence that Iran is not a threat.”

As evidence of this, he said, you needn’t look further than the fact that “Iran cannot even refine their own gasoline.”

And further, Paul said, “even our own intelligence community consensus opinion now is that they’re not a threat. My dad says, they don’t have an air force! They don’t have a navy! You know, it’s ridiculous to think that they’re a threat to our national security. It’s not even that viable to say they’re a threat to Israel. Most people say Israel has 100 nuclear weapons.”

Eight years later, Paul’s beliefs are very different.

In response to the agreement reached Tuesday between Iran, the United States, the UK, France, China, Russia and Germany to diminish Iran’s nuclear program, Paul, now the junior Senator from Kentucky and candidate for the Republican presidential nomination, released a statement outlining his opposition.

“The proposed agreement with Iran is unacceptable for the following reasons:

1) sanctions relief precedes evidence of compliance

2) Iran is left with significant nuclear capacity

3) it lifts the ban on selling advanced weapons to Iran

I will, therefore, vote against the agreement. While I continue to believe negotiations are preferable to war, I would prefer to keep the interim agreement in place instead of accepting a bad deal.”

Asked how Paul’s position had shifted so dramatically since he was campaigning for his father, Doug Stafford, his senior campaign adviser, said, “Foreign policy should reflect events and events change. Senator Paul has always thought Iran getting a nuclear weapon was a bad idea and dangerous. But over the last eight years, as Iran has made progress in their nuclear enrichment program, it’s become more of a threat. Not allowing your opinions to reflect changing threats would be foolish.”

But it’s just frankly not true, as the Alex Jones interview demonstrates.

What is true is that the Iran deal places Paul in an impossible bind. Paul’s positions are usually so nuanced that they escape criticism of flip-flopping, but his shift on Iran is unusually clear—even if it was gradual.

Whether compromise is a wise strategy for Paul in the primary is uncertain. Paul is currently polling at 6.6 percent—behind Jeb Bush, Donald Trump, Scott Walker, Marco Rubio, Ben Carson and Mike Huckabee. Paul is not going to vault back into the top tier by siphoning off votes from more establishment candidates, whose supporters will never buy him as one of their own. And he won’t mobilize his libertarian base by taking them for granted.

In April, reporter David Weigel, outlined in detail Paul’s transformation for Bloomberg Politics. In 2011, while in the Senate, Paul was still vocally opposed to war, telling reporter Zaid Jilani he wanted to “influence” Iran instead. In 2012, while again campaigning for his father, he reiterated their anti-war position while clarifying that Ron Paul “doesn’t want Iran to have nuclear weapons…But should they get nuclear weapons, he thinks that there are some choices.” A few weeks later, Paul explained to CNN that when it came to preventing Iran from obtaining nuclear weapons, “I did finally come down to the conclusion that doing something was better than doing nothing.”

By 2013, Paul was saying that “the most pressing issue of the day” was how to contend with Iran’s nuclear program, and said that although he still did not want war, if he were in the White House while a deal collapsed, “I would say all options are on the table, and that would include military.”

Back in March, Paul was faced with a choice: sign the open letter penned by his Senate colleague, Tom Cotton, which Cotton explicitly said was designed to halt negotiations, or be the only presidential contender in the Senate to not sign it, and risk losing support in the fallout.

Despite the fact that Paul had maintained—and continues to maintain—that he favors negotiations, he compromised and opted for the first choice, contorting himself uncomfortably in his effort to explain his decision and irking some of the longtime libertarian supporters he inherited from his father in the process.

He has pursued a similar strategy with the deal.

The Atlantic’s David Frum made what on its face felt like a reckless prediction on Tuesday: “The Rand Paul Candidacy for the Republican Nomination Is Over.” Frum’s case was that throughout the course of his short Senate career, Paul has been able to carve out space for himself within his party by mostly focusing on the issue of domestic surveillance, which comfortably placed him in opposition to the hawks he bemoans and to President Obama. The deal presented for Paul a no-win: Were he to support the deal, however, Frum argued, he would “find himself isolated with the old Ron Paul constituency,” but were he to oppose it, he would vanish amid a sea of similar voices in the primary field.

The best explanation for Paul’s new position may come from Paul himself.

In an interview with The Today Show’s Savannah Guthrie in April, the same day two attack ads were released tying him to Obama on the issue, Paul said, “2007 was a long time ago and events do change over long periods of time. We’re talking about a time when I wasn’t running for office, when I was helping someone else run for office.”

So when the facts change—be they the facts of the issue at hand or the facts of Paul’s personal political objectives—Paul changes his mind.
