“Doubling Down On W”: Determined To Take What Didn’t Work From 2001 To 2008 And Do It Again, In A More Extreme Form
2015 was, of course, the year of Donald Trump, whose rise has inspired horror among establishment Republicans and, let’s face it, glee — call it Trumpenfreude — among many Democrats. But Trumpism has in one way worked to the G.O.P. establishment’s advantage: it has distracted pundits and the press from the hard right turn even conventional Republican candidates have taken, a turn whose radicalism would have seemed implausible not long ago.
After all, you might have expected the debacle of George W. Bush’s presidency — a debacle not just for the nation, but for the Republican Party, which saw Democrats both take the White House and achieve some major parts of their agenda — to inspire some reconsideration of W-type policies. What we’ve seen instead is a doubling down, a determination to take whatever didn’t work from 2001 to 2008 and do it again, in a more extreme form.
Start with the example that’s easiest to quantify, tax cuts.
Big tax cuts tilted toward the wealthy were the Bush administration’s signature domestic policy. They were sold at the time as fiscally responsible, a matter of giving back part of the budget surplus America was running when W took office. (Alan Greenspan infamously argued that tax cuts were needed to avoid paying off federal debt too fast.) Since then, however, over-the-top warnings about the evils of debt and deficits have become a routine part of Republican rhetoric; and even conservatives occasionally admit that soaring inequality is a problem.
Moreover, it’s harder than ever to claim that tax cuts are the key to prosperity. At this point the private sector has added more than twice as many jobs under President Obama as it did over the corresponding period under W, a period that doesn’t include the Great Recession.
You might think, then, that Bush-style tax cuts would be out of favor. In fact, however, establishment candidates like Marco Rubio and Jeb Bush are proposing much bigger tax cuts than W ever did. And independent analysis of Jeb’s proposal shows that it’s even more tilted toward the wealthy than anything his brother did.
What about other economic policies? The Bush administration’s determination to dismantle any restraints on banks — at one staged event, a top official used a chain saw on stacks of regulations — looks remarkably bad in retrospect. But conservatives have bought into the thoroughly debunked narrative that government somehow caused the Great Recession, and all of the Republican candidates have declared their determination to repeal Dodd-Frank, the fairly modest set of regulations imposed after the financial crisis.
The only real move away from W-era economic ideology has been on monetary policy, and it has been a move toward right-wing fantasyland. True, Ted Cruz is alone among the top contenders in calling explicitly for a return to the gold standard — you could say that he wants to Cruzify mankind upon a cross of gold. (Sorry.) But where the Bush administration once endorsed “aggressive monetary policy” to fight recessions, these days hostility toward the Fed’s efforts to help the economy is G.O.P. orthodoxy, even though the right’s warnings about imminent inflation have been wrong again and again.
Last but not least, there’s foreign policy. You might have imagined that the story of the Iraq war, where we were not, in fact, welcomed as liberators, where a vast expenditure of blood and treasure left the Middle East less stable than before, would inspire some caution about military force as the policy of first resort. Yet swagger-and-bomb posturing is more or less universal among the leading candidates. And let’s not forget that back when Jeb Bush was considered the front-runner, he assembled a foreign-policy team literally dominated by the architects of debacle in Iraq.
The point is that while the mainstream contenders may have better manners than Mr. Trump or the widely loathed Mr. Cruz, when you get to substance it becomes clear that all of them are frighteningly radical, and that none of them seem to have learned anything from past disasters.
Why does this matter? Right now conventional wisdom, as captured by the bookies and the betting markets, suggests even or better-than-even odds that Mr. Trump or Mr. Cruz will be the nominee, in which case everyone will be aware of the candidate’s extremism. But there’s still a substantial chance that the outsiders will falter and someone less obviously out there — probably Mr. Rubio — will end up on top.
And if this happens, it will be important to realize that not being Donald Trump doesn’t make someone a moderate, or even halfway reasonable. The truth is that there are no moderates in the Republican primary, and being reasonable appears to be a disqualifying characteristic for anyone seeking the party’s nod.

“The Donald And The Decider”: American Political Discourse Hasn’t Been Dumbed Down, Just Its Conservative Wing
Almost six months have passed since Donald Trump overtook Jeb Bush in polls of Republican voters. At the time, most pundits dismissed the Trump phenomenon as a blip, predicting that voters would soon return to more conventional candidates. Instead, however, his lead just kept widening. Even more striking, the triumvirate of trash-talk — Mr. Trump, Ben Carson, and Ted Cruz — now commands the support of roughly 60 percent of the primary electorate.
But how can this be happening? After all, the antiestablishment candidates now dominating the field, aside from being deeply ignorant about policy, have a habit of making false claims, then refusing to acknowledge error. Why don’t Republican voters seem to care?
Well, part of the answer has to be that the party taught them not to care. Bluster and belligerence as substitutes for analysis, disdain for any kind of measured response, dismissal of inconvenient facts reported by the “liberal media” didn’t suddenly arrive on the Republican scene last summer. On the contrary, they have long been key elements of the party brand. So how are voters supposed to know where to draw the line?
Let’s talk first about the legacy of He Who Must Not Be Named.
I don’t know how many readers remember the 2000 election, but during the campaign Republicans tried — largely successfully — to make the election about likability, not policy. George W. Bush was supposed to get your vote because he was someone you’d enjoy having a beer with, unlike that stiff, boring guy Al Gore with all his facts and figures.
And when Mr. Gore tried to talk about policy differences, Mr. Bush responded not on the substance but by mocking his opponent’s “fuzzy math” — a phrase gleefully picked up by his supporters. The press corps played right along with this deliberate dumbing-down: Mr. Gore was deemed to have lost debates, not because he was wrong, but because he was, reporters declared, snooty and superior, unlike the affably dishonest W.
Then came 9/11, and the affable guy was repackaged as a war leader. But the repackaging was never framed in terms of substantive arguments over foreign policy. Instead, Mr. Bush and his handlers sold swagger. He was the man you could trust to keep us safe because he talked tough and dressed up as a fighter pilot. He proudly declared that he was the “decider” — and that he made his decisions based on his “gut.”
The subtext was that real leaders don’t waste time on hard thinking, that listening to experts is a sign of weakness, that attitude is all you need. And while Mr. Bush’s debacles in Iraq and New Orleans eventually ended America’s faith in his personal gut, the elevation of attitude over analysis only tightened its grip on his party, an evolution highlighted when John McCain, who once upon a time had a reputation for policy independence, chose the eminently unqualified Sarah Palin as his running mate.
So Donald Trump as a political phenomenon is very much in a line of succession that runs from W. through Mrs. Palin, and in many ways he’s entirely representative of the Republican mainstream. For example, were you shocked when Mr. Trump revealed his admiration for Vladimir Putin? He was only articulating a feeling that was already widespread in his party.
Meanwhile, what do the establishment candidates have to offer as an alternative? On policy substance, not much. Remember, back when he was the presumed front-runner, Jeb Bush assembled a team of foreign-policy “experts,” people who had academic credentials and chairs at right-wing think tanks. But the team was dominated by neoconservative hard-liners, people committed, despite past failures, to the belief that shock and awe solve all problems.

In other words, Mr. Bush wasn’t articulating a notably different policy than what we’re now hearing from Trump et al; all he offered was belligerence with a thin veneer of respectability. Marco Rubio, who has succeeded him as the establishment favorite, is much the same, with a few added evasions. Why should anyone be surprised to see this posturing, er, trumped by the unapologetic belligerence offered by nonestablishment candidates?
In case you’re wondering, nothing like this process has happened on the Democratic side. When Hillary Clinton and Bernie Sanders debate, say, financial regulation, it’s a real discussion, with both candidates evidently well informed about the issues. American political discourse as a whole hasn’t been dumbed down, just its conservative wing.
Going back to Republicans, does this mean that Mr. Trump will actually be the nominee? I have no idea. But it’s important to realize that he isn’t someone who suddenly intruded into Republican politics from an alternative universe. He, or someone like him, is where the party has been headed for a long time.

“The Rubio-Schumer Gang Of Eight Bill”: How Ted Cruz Will Try To Destroy Marco Rubio
Imagine you’re Ted Cruz. Things are proceeding according to plan — you’re in second place nationwide and ahead in some polls in Iowa, you’re consolidating the support of evangelicals, most of your opponents are falling behind or falling away, and, after treating you like a fringe figure for so long, the media is finally taking seriously the idea that you might be the party’s nominee. There are only two guys standing in your way. The first is Donald Trump, and who knows what he’s going to do or say. The second is Marco Rubio and, if you can take him out, it’ll be down to you and The Donald — at which point even the party establishment that so despises you will probably rally to your side.
So how can you sweep Rubio aside and make it a two-man race? The answer Cruz has seized upon is immigration, Rubio’s soft and vulnerable underbelly.
This tactic came out in Tuesday night’s debate, when Cruz said, “You know, there was a time for choosing, as Reagan put it. When there was a battle over amnesty and some chose, like Senator Rubio, to stand with Barack Obama and Chuck Schumer and support a massive amnesty plan.” He even called a bill that Rubio co-wrote the “Rubio-Schumer Gang of Eight bill,” which is pretty low.
This attack isn’t surprising; that Gang of Eight bill has been just waiting to be exploited. Back in 2013, Rubio joined with a bipartisan group of senators to write the comprehensive immigration reform bill, which passed the Senate and then died in the House. Even though the bill had a lot of what Republicans wanted, Rubio was immediately excoriated by the very Tea Partiers who had championed his election in 2010, called a traitor and an alien-coddler because the bill included a path to citizenship for undocumented immigrants. Rubio has since distanced himself from the effort, but it clings to him still.
Why is it such a big deal? Well, as Rubio knows, immigration is one of the main reasons so many white, older Republican voters feel out of place in a changing America. It was the subject of endless conflicts between the Obama administration and Republicans in Congress. Obama’s executive actions on immigration are the evidence conservatives hold up to support their assertion that the president is a tyrant who ignores the law. Those executive actions were the cause of one of our many government shutdown crises. And it has been one of the main sources of conflict between the party establishment, which believed that the GOP needs to support comprehensive reform in order to make an opening with Latino voters and thus have a chance at winning the White House, and the base voters and conservative members of Congress who say, “Hell no.” So, as complex as the issue is, it isn’t hard for Rubio’s opponents to say that there’s a right side and a wrong side on immigration, and the senator is (or at least was) on the wrong side.
Cruz himself has been moving steadily to the right on this issue over the course of the campaign, though his precise position on the question of undocumented immigrants has at times been hard to pin down. While he has always opposed a path to citizenship, at various points he has seemed to support work permits that would allow the undocumented to stay in the country legally. This is what Rubio is referring to when he says that Cruz supports “legalization.”
But Cruz is now backing away from that position, saying in the debate, “I have never supported legalization, and I do not intend to support legalization.” Ask him about it now, and he’ll talk only about border walls and deportation. He has even come out in favor of repealing birthright citizenship, the constitutional principle that anyone born in the United States is a United States citizen.
When he gets asked about his work on the 2013 bill, Rubio has a long, detailed answer, one he’s repeated many times. It hits all the appropriate notes — slamming the Obama administration, talking about how border security must be accomplished first, noting that the E-Verify system has to be in place so employers don’t hire the undocumented, and explaining the lengthy process that would be required for an undocumented person to get citizenship, a process that could take as much as a couple of decades. His basic point is that once we do all the things Republicans want, then we can get around to thinking about a path to citizenship — but it’s so far down the road, it would be after he served even two terms as president.
But after Rubio gives that long, detailed answer, Cruz can just point to him and say, “Nope, he supports amnesty.” Which, depending on how you define it, is true.
Had the Gang of Eight bill managed to pass the House, Rubio would have been hailed in many quarters as a hero, someone who had broken the logjam, found a solution to a complex policy problem, and delivered the GOP something it desperately needed, a chance to win over one of the fastest-growing parts of the electorate. But as it is, that 2013 bill is a millstone around Rubio’s neck, one that someone like Ted Cruz is happy to pull on to make Rubio’s burden even heavier.
In the context of this primary campaign, it’s far better to have never tried to accomplish much of anything on policy, like Cruz. Rubio did try, and Cruz is going to make him pay. While the issue of terrorism may fade in the coming weeks and months, immigration will always be there in this campaign. And as long as they’re both in the race, Ted Cruz is going to pound Marco Rubio on it without mercy, until one of these two sons of immigrants leaves the race.

“Not The Worldview Of Most Americans”: Donald Trump Ushers In A New Era Of Pitchfork Populism
Donald Trump became the driving force in U.S. politics by giving voice to anger, fear and resentment that were already there, just below the surface, waiting for their moment and messenger.
At present, Trump’s target is any believer in Islam who seeks to enter the United States. Back in June, he launched his campaign with invective toward any Latino immigrant living in this country without documents. He attacks President Obama less for his policies than for his identity — not for what the president does but for who he is. Trump has made himself the champion of a fading, embattled “us” in a life-or-death struggle against a swarming, threatening “them.”
The blustery billionaire’s “us” is nowhere near a majority of the U.S. electorate, but it might be enough to win him the Republican nomination for president. And even if he falls short, the forces he has loosed will not easily be tamped down.
Trump’s rally Monday in Mount Pleasant, S.C., was a lesson in what his campaign is really about. Just hours earlier, he had issued a statement saying all Muslims should be barred entry to the United States in light of the San Bernardino, Calif., terrorist rampage. The subtext was clear: All Muslims are potential terrorists. We have to keep them out.
Some commentators pronounced, for the umpteenth time, that “Trump has finally gone too far.” But the Mount Pleasant crowd apparently thought otherwise.
“I wrote something today that I think is very very salient, very important and probably not politically correct, but I don’t care,” Trump said. Then he read his no-Muslims statement and the crowd responded with a huge, raucous ovation.
And Muslims were not his only target at that rally. He railed at the journalists covering the event, pointing them out at the back of the room and calling them “scum” for supposedly never showing how big his crowds are. He also focused the crowd’s attention on Black Lives Matter protesters in the back of the room, declaring that they should be ejected but treated gently.
Trump’s audience in Mount Pleasant appeared to be overwhelmingly white. If it mirrored his support base in the polls, it was also older and less educated than the Republican electorate as a whole. A vastly wealthy tycoon who was born with a silver spoon in his mouth and lives in a Manhattan penthouse has somehow become the unlikely spokesman for a segment of voters who feel most threatened by what the nation has become.
Demographic change means that whites will no longer be the majority by the middle of the century. When you call the electric company to pay a bill, you’re asked to push as a button “ para continuar en español .” Incomes are stagnant except for those at the very top; manufacturing jobs are gone; and if you don’t have a college degree, you’re trapped on the wrong side of the wall between middle-class comfort and lower-class misery.
To add insult to injury, serving his second term as president is a black man who was educated at Ivy League schools and whose father was a Muslim. For Trump’s supporters, it is hard to imagine a more perfect target for fear and loathing.
The people at Trump’s rallies do not necessarily believe he will do all the things he promises. Is it really possible to round up and deport 11 million undocumented immigrants? Will Mexico really pay for building an impenetrable wall along the border? Is it legally or practically feasible to identify and turn back every Muslim seeking entry to the country? Is a pledge to “bomb the s—” out of the Islamic State any different from what Obama is already doing or any more likely to prevent another terrorist attack?
It’s not that Trump will do the impossible, it’s that he might do something .
Trump gives unfiltered voice to the anger and frustration some Americans feel. When he says he refuses to be “politically correct,” what he means is that he rejects the traditional constraints of public discourse. He doesn’t chastise his supporters for racism, nativism or religious bigotry; instead, he validates such views, bringing them out of the closet where they had been hiding.
Whatever happens to Trump’s candidacy, he has exposed a kind of rage that we haven’t seen in many years. His pitchfork populism is not the worldview of most Americans, to be sure. But it is likely to remain a significant political force — even if the Republican establishment somehow quashes the Trump rebellion.

“No Middle Ground”: It’s Not Just Donald Trump’s Popularity, But Cruz’s And Carson’s Too That Endanger The GOP
The Republican Party has a problem. And it’s not just about Donald Trump.
But first, let’s talk about Trump. The billionaire candidate is certainly a thorn in the side of the GOP. He’s sucked all the oxygen out of the room in the presidential primaries, and his inflammatory statements are increasingly giving his party a bad reputation. Although prominent Republicans have taken steps to distance themselves from Trump, the party faces increasing criticism for his antics.
But Republicans can’t just shut him out of the race because of the threat of a third-party Trump candidacy. If Trump feels mistreated by the party and ends up running as an independent, the votes he could siphon off from the Republican nominee might lead to a Democratic victory. It’s a conundrum.
There is, though, a bigger problem. According to recent polling, nationwide, Trump’s lead among Republican presidential candidates is 35 percent. His next closest competitor is Texas Sen. Ted Cruz, whose support stands at 16 percent. Third in line is Ben Carson, polling at 13 percent. None of those individuals is generally considered a feasible candidate for a general election. Their positions are so far to the right that if they were to become the Republican nominee, the party would risk alienating the moderate voters needed to win. Unfortunately for the party, their best general election candidates are polling toward the bottom of the pack. Florida Sen. Marco Rubio is performing the best at 9 percent, but all the other candidates are at or below 4 percent.
There are some who feel that Trump’s poll numbers don’t tell the whole story and that his lead may be falsely inflated. If that’s true, does that theory also help explain the popularity of the other far right candidates at the top of the polls? Or has the party as a whole moved to the right? If you add up the support for Trump, Cruz and Carson, the numbers seem to indicate that 64 percent of Republicans polled are supporting the most extreme candidates. Even if the rest of the field consolidated, would any of the other candidates be able to garner enough support for the Republican Party to put its most viable candidate forward for the general election?
Whether Trump is the cause or a symptom of the challenges facing the Republican Party is a matter for another day. However, if current poll numbers are to be believed, there doesn’t seem to be much appetite among the party’s base for selecting a nominee that could capture the moderate middle necessary to win an election. That is a bigger problem for the party than Trump could ever be.
