“Enthusiasm Does Not Equal Organization”: Decentralized Political Organizing Could Be A Problem For Team Sanders
Journalists are just now coming to grips with this, and there’s always a danger on such subjects of buying campaign spin. But there does seem to be a growing recognition that Hillary Clinton’s campaign differs from its 2008 predecessor because of a pervasive emphasis on organization-building in the states.
WaPo’s Matea Gold and Anu Narayanswamy come at the story from a different angle today, noting that HRC’s high “burn rate” for contributions is being driven by systemic investments in campaign infrastructure:
Details in the newly filed reports paint a picture of a campaign harnessing the latest technological tools and constructing the kind of deep ground operation that Clinton lacked in her 2008 bid. That kind of organizing capability has gained importance as Sen. Bernie Sanders (I-Vt.), one of Clinton’s rivals for the Democratic nomination, has drawn large crowds and gained ground in polls….
Clinton’s operation is paying rent in 25 cities across nine states, Federal Election Commission filings show. Along with about 340 staff members on the payroll, the campaign had hired nearly 60 field organizers by the end of June.
“It’s a sign that she’s approaching the campaign differently than the last time,” [David] Axelrod said. “They didn’t have as thoughtful an approach to laying the foundation for that campaign, and it ended up hurting them when it ended up being an organizational fight.”
At the “Politico Caucus” subsite, where there’s a sort of large focus group of early-state “Insiders,” the judgment is even clearer, per Katie Glueck:
Asked to assess what Clinton is doing right, and wrong, in their states, almost every Caucus participant — Democrats and Republicans — answered the question of what she’s doing right by saying Clinton has pulled together a strong staff and is doing all of the little things right when it comes to being organized for the early state contests and beyond.
“Doing right: building and investing in a monster field operation. Scares the hell out of this Republican knowing that many of those staff will easily pivot to organizing for the general election,” an Iowa Republican said.
“HRC is building a campaign rooted in organizing,” added a New Hampshire Democrat. “I’ve been to several house parties & campaign events and there are always new faces present — faces that weren’t involved in the 2012 presidential race. There is absolutely no one taking this primary race for granted whatsoever.”
“The organizing strategy is straight out of the Obama 2007 playbook,” an Iowa Democrat added. “The crew is enthusiastic and well-trained on the basics (pledge cards, pledge cards, pledge cards). Sanders and O’Malley will find it impossible to compete with the sheer size of the organizing.”
In New Hampshire, in particular, Democrats also largely lauded Clinton for visiting more rural parts of the state that are often overlooked. And across the board, her staff was praised for keeping cool amid the rise of Bernie Sanders.
Meanwhile, there’s also some recognition that the impressive enthusiasm that suffuses Bernie Sanders’ campaign is not automatically transmittable into a good organization, helpful as it is. At TNR earlier this week, Suzy Khimm suggested that the Occupy-influenced passion for decentralized political organizing could be a problem for Team Sanders:
Sanders is betting that passion will enable him to surmount the serious obstacles he faces in broadening his base of support. But that also means the campaign needs to find a way to corral popular enthusiasm into more traditional, on-the-ground organizing if Sanders wants a real shot at expanding his base beyond largely white, liberal enclaves. That means convincing more supporters to embrace a more centralized, hierarchical type of organizing, while still preserving the authentic, grassroots populism that Sanders embodies for his fans.
Iowa will be the acid test of this challenge. Caucus rules place an emphasis on local organizers knowing exactly what is expected of them in almost any circumstance, within the rubric of a Caucus Night strategy with some central direction. The epitome of the organization-outbids-enthusiam hypothesis occurred in 2004, when Howard Dean’s armies of orange-hatted volunteers may have done more to alienate than to organize Iowa Democrats, leading to a disastrous third-place finish despite strong poll numbers and an endorsement from Tom Harkin.
It’s all hypothetical at this point, of course. But neither crowd sizes nor expenditure numbers precisely capture the kind of qualities a campaign needs to win in a place like Iowa.

“The Hunt For Clinton ‘Scandals'”: Newly Released Emails Reveal The Hillary You (Still) Don’t Know
With the release of the first batch of the thousands of emails that Hillary Clinton turned over to the State Department, what has America learned about the former Secretary of State and current presidential candidate?
Nothing voyeuristic or venal to thrill journalists ever on the hunt for Clinton “scandals” — but just a few things that voters might be learning for the first time, if all they know about her is what the mainstream media always tell them.
According to the New York Times – a “liberal” newspaper that no longer attempts to conceal its longstanding animus against the Clintons – this initial batch of 3,000-plus emails is “striking” in its “banality,” because so many of the messages from her early months as the nation’s third-ranking official deal with daily problems like scheduling, fax machines, and snow days at Foggy Bottom. Seeking to embarrass her whenever possible, the Times account leads with her apparent concern over possible press comment on a 2009 joint interview with her most notorious predecessor.
Evidently she fretted, for a few minutes at least, that her “distant” relationship with President Obama might be compared invidiously to former Secretary of State Henry Kissinger’s leech-like fastening upon his old boss, Richard M. Nixon.
“In thinking about the Kissinger interview, the only issue I think that might be raised is that I see POTUS at least once a week while K saw Nixon every day,” noted Clinton in an email to aides, using the abbreviation for President of the United States. Then the woman who helped to impeach Nixon snarked: “Of course, if I were dealing w that POTUS I’d probably camp in his office to prevent him from doing something problematic.”
Like so many matters dredged up in her old emails, that fleeting anxiety has faded into oblivion. As for weightier decisions, declares Times reporter Peter Baker, those must have been discussed and debated on the telephone rather than via email, where she seemed “acutely aware that anything she wrote could someday be read by a wider audience.” (A strange observation in a newspaper where the working assumption is that she schemed to conceal her emails from public scrutiny forever, but never mind.)
Still, if these emails offer no hint of titillating scandal or slander, they cannot be said to offer no insight into America’s best-known female leader. While the Times grudgingly concedes that these messages reveal “hints of personality,” Time magazine found a woman in full – and someone whose very existence may surprise voters more familiar with the secretive, imperious, self-centered figure so often caricatured in American media over the past 25 years.
Time informs us that the “complex portrait” of Clinton emerging from the emails shows “a management style that is efficient under pressure and reflective in the late hours of the day,” with “bursts of thinking” that sometimes erupted during “sleepless nights circling the globe.” Nothing new there: Everyone knows she is sharp, thoughtful, and driven to get stuff done. But Time describes her with adjectives rarely used in conventional profiles: “humble,” “self-deprecating,” “concerned,” “generous,” and “one of the best bosses” that members of her staff have ever had.
Humble? She usually went out of her way to meet with friends and colleagues, rather than insisting they come to her. Self-deprecating? She joked constantly about herself and her foibles. Concerned? She repeatedly sought ways to help a young girl she had met in Yemen — and she admonished John Podesta, an old friend who now serves as her campaign chair, to “wear socks to bed to keep your feet warm.” Generous? She often expressed gratitude to staff and kept close track of births, illnesses, and other milestones affecting friends, acquaintances, and employees.
Does any of that sound familiar? Not unless you’ve spoken with people who know Hillary Clinton well. The point isn’t that she is any kind of paragon. She is simply a human being, whose friends and former staffers might also mention her flashes of impatience and temper, her wariness toward the press, her efforts to protect family privacy that can sometimes seem excessively secretive.
The question is whether major media outlets, often hostile and suspicious toward Clinton, can yet draw a fuller portrait of a candidate who is so well known; a candidate whose true character, in all its complexity, has been obscured by negative coverage for so many years; a candidate who, despite those persistent distortions, may yet make history again.

“The Donald Show”: Let The Lunacy Begin; The Loopy Side Of American Politics
Oh, joy! Oh, goody! Oh, happy day! For those of us who love the loopy side of American politics, our dream of some serious loco for 2016 has arrived: Donnie Trump in the race! For president. Of the United States. No, really!
“Wow,” exclaimed a beaming Donald Trump as he stepped onstage, basking in the cheers of a throng that had assembled for his launch into the 2016 presidential race. “That is some group of people,” he gushed. “Thousands.”
He announced his candidacy from — where else? — Trump Tower, the luxury skyscraper on tony Fifth Avenue in Manhattan. The celebrity billionaire, who has splashed the Trump brand on casinos, hotels, resorts, condos, neckties, and even steaks, now wants to put it on the Republican Party. Indeed, The Donald declared that he should be our president because, “We need somebody that can take the brand of the United States and make it great again.” There you go — the U.S. is a brand, like a Big Mac, the Nike swoosh or Vidal Sassoon hair spray.
As for qualifications, Trump brandished his wealth, exclaiming that only someone “really rich” has what it takes to be America’s CEO. This view that one’s net worth is the measure of one’s worthiness squares with an earlier self-assessment by Donnie: “Let me tell you, I’m a really smart guy.”
Of course, smart is as smart does, so what does Mr. Smartypants propose to do as president? He claims he has “a foolproof way of winning the war with ISIS,” the barbaric terrorists marauding through Syria, Iraq and elsewhere. Excellent! What is his plan? It’s a secret, he says, “I don’t want the enemy to know what I’m doing.”
The announcement was a showbiz extravaganza. Literally. The crowd was there to cheer the self-promoting hypester who wants to be president — but not necessarily to support him. That’s because some of these over-the-top enthusiasts were actors! Yes, hired at $50 a pop to do a three-hour performance as Donnie’s “crowd.” An outfit named Extra Mile Casting had been retained to puff up the audience: “We are looking to cast people for the event to wear T-shirts and carry signs and help cheer him,” said Extra Mile in an email to its list of actors who work as extras in films, TV shows, ads, etc. When The Donald Show was done, the actors were seen dumping their signs in the trash and going on to their next showbiz gig.
For his part, Trump gave a rambling, bumbling, almost-incoherent 40-minute rant. Citing his chief qualification for the highest office in the land, he said: “I’m really rich. …And by the way, I’m not even saying that to brag. …That’s the kind of thinking you need for this country.” And his immigration policy is simply, well, simplistic. He “would build a great wall” on the Mexican border to stop all the rapists and other criminals who, he claims, are streaming into the U.S. in droves. “And nobody builds walls better than me, believe me.” Wow, apparently he’s going to build the wall himself! Then he added a jingoistic gringosim to this Good Neighbor policy, declaring, “And I’ll have Mexico pay for that wall.”
And what’s his economic policy, you ask? It’s a whopper: “I will be the greatest jobs president God ever created,” he bellowed.
No, no, Donnie — don’t even try to blame God for creating you or your nuttiness. You truly are a self-made man, spawned from the fumes of your own gaseous ego. Yet you’re a godsend for people seeking comic relief in politics.
Such goofiness explains why Trump is starting his run for the White House with some 70 percent of voters (including more than half of Republicans) viewing him UNfavorably. But, as a brand-name celebrity, The Donald will qualify to be in the GOP’s presidential debates — so let the lunacy begin!

“Not To Worry, The Negativity Is Coming”: Why The GOP’s 2016 Bloodbath Is Going To Be Great Fun — And Instructive
If there are any Republicans out there who haven’t joined the presidential race, they’ll probably be getting in soon — even if a Donald Trump campaign is too much to hope for.
With a remarkable 15 announced or soon-to-announce candidates, including such dynamos as Lindsey Graham and George Pataki, there’s still one thing we haven’t seen yet: the Republican candidates attacking each other. There’s been a vague insinuation here and an implied criticism there, but no real verbal fisticuffs to speak of. But worry not: The negativity is coming, and when it does, it will come fast and hard.
The first contest of the primary season is still eight months away, but as it gets closer, each candidate will start seeing their relative place in the contest come into focus. And the more it does, the greater the incentive will be to take potential opponents down a peg.
Whoever’s in front (if anyone actually moves to the front) will want to beat back challenges from below. Those behind will want to punch upward to pull down the leader. And everyone will want to strike out laterally to make sure they’re the ones with a chance to climb upward.
Once the primaries begin, desperation will set in for some candidates, which inevitably leads them to sign off on nastier rhetoric and advertising than they ever thought they’d engage in. If all goes well, it’ll be a spectacle of insults, attacks, and character assassination. Should be great fun.
Lest you think I’m being too cynical, let’s not forget that just because you’re criticizing another candidate instead of touting your own virtues doesn’t mean you aren’t contributing something valuable to the debate. There are reasons to vote for candidates, but there are also reasons to vote against them — and if their opponents don’t tell us, we might not learn about them at all. As I heard a political consultant say once, no candidate is going to tell voters, “I hope you vote for me, but before you do, there are a few things you ought to know…” If Jeb Bush’s diligent opposition researchers discover that Scott Walker once shot a man in Reno just to watch him die, then we should hope they’ll share that information with the rest of us.
So when the race gets adversarial, we shouldn’t reflexively condemn the fact that the candidates are criticizing each other. It’s important to remember that when candidates are being “positive,” they’re just as likely to be feeding the voters pabulum. In fact, research on political advertising I did in my former life as an academic showed that positive ads were less likely to concern policy issues and more likely to contain inaccuracies than negative ads. What’s more helpful to voters: showing them a soft-focus picture of my family and sharing my deep love for America, or telling them that the numbers in my opponent’s tax plan don’t add up?
There are better questions to ask than whether the candidates are being “positive” or “negative.” Is the criticism they’re making accurate and fair? Does it tell us something meaningful about the candidate being criticized? Is it relevant to the job he or she will be doing as president? If the answer to those is yes, then there’s nothing wrong with it.
For instance, if I were running against the newest entrant, Lindsey Graham, I might note that while he touts his experience in foreign policy as the foundation of his campaign, on foreign policy questions he’s perpetually wetting his pants in terror, which has some disturbing implications for his decision-making as president. Is there anything illegitimate about that?
But nobody’s naïve here — we know that the accurate, meaningful, and relevant criticisms are likely to be fewer than the ones charging candidates with sins like insufficient ideological purity or dangerous flip-floppery, not to mention the ones that delve into the candidates’ personal lives. And with so many candidates, the chances that the race will devolve into a thunderdome of pummelling and recrimination are pretty high. But in and of itself, that doesn’t mean the Republican primaries will be any less edifying than they would be if they were entirely civil and polite. At least it’ll be entertaining.

“An Outdated Reference”: Millennials Don’t Really Remember Ronald Reagan, And That’s A Problem For The Reagan-Loving GOP
In the summer of 2004, when I was 16, Ronald Reagan died. Washington, D.C., was within driving distance of our home, so when my mom proposed we go see the former president lying in state in the Capitol, I was game.
But that experience is about the extent to which he features in my political consciousness. Since then, I’ve become more and more interested in politics and less and less interested in Ronald Reagan. It’s not that I’m anti-Gipper — though I have been known to make a few Zombie Reagan jokes with each passing election cycle. It’s just that fealty to Reagan is not the measuring stick I naturally reach for when evaluating a candidate.
I don’t think this Reagan apathy is unique to me. I’m a decade older than 2016’s first-time voters, who were born in — oh geez — 1998. When I was visiting the Capitol, they were getting ready to graduate from kindergarten. So if Ronald Reagan appears but dimly in my political consciousness, he’s almost on par with Millard Fillmore for them.
At best, Reagan might be a George Washington-type figure for some millennials: He’s got some good quotes and we may have vaguely positive feelings about him, but when it comes to concrete policy decisions, Reagan fades into the background, eclipsed by more recent figures and considerations.
This may be due to the way high school history is taught, with minimal attention given to everything post-Marshall Plan. (I left an Advanced Placement history class with no idea who or what an Iran-Contra was.) But I suspect a more significant factor is simply the passage of time: Reagan left the White House 10 years before this election’s new voters were born. At 18, that’s more than half a lifetime. Add to that the breakneck pace at which the modern news cycle moves and you have a perfect recipe for Reagan’s near irrelevance to the bulk of the younger generation.
No one at Republican headquarters seems to have really absorbed this fact yet, even though the voters who can remember Reagan are not the ones the GOP needs to worry about attracting.
Indeed, for Republican presidential candidates, appeals to Reagan’s legacy are de rigueur. Donald Trump, Bobby Jindal, and Ted Cruz are all eager to cite Reagan as the greatest president in recent history — even when that’s not the question they were asked. Carly Fiorina published an effusive blog post praising Reagan on his birthday during her 2010 Senate campaign; Rick Perry echoes his speeches; Rubio quotes Reagan quoting obscure quotes. Rand Paul mentions Reagan often on topics ranging from taxes to Iran, though he has been willing to call out Reagan’s intemperate fiscal policy.
Jeb Bush, to his credit, said in 2009 that Republicans should abandon the Reagan nostalgia for a more forward-thinking message. But so far his campaign isn’t living up to that hype — Bush has even hired numerous Reagan advisers to his own team. Similarly, Mike Huckabee argued in 2011 that Reagan would not be elected by the modern GOP, only to announce a “Reagan, Thatcher, and Pope John Paul II Tour” tour for pastors from early primary states. And Rick Santorum pointed out last year that Reagan is an outdated reference, but just two months earlier he’d all but claimed the Reagan mantle for himself.
And that’s the heart of the problem: that there exists such an idea as the “Reagan mantle,” and that it’s desired even by Republicans who seem to get that Reagan may not be the best campaign icon in 2015.
This is bad marketing for an aging party that struggles to appeal to young people, but it’s even worse for policy innovation. As Jim Antle has ably argued at The American Conservative, appeals to the idealized Reagan of the Republican establishment’s memory have led to an excessively hawkish, unthoughtful GOP that values economic freedom while discounting civil liberties (a defining issue for millennials, who aren’t exactly on board with Reagan’s acceleration of the drug war, either).
Of course, political movements need motivational figures, and conservatives are particularly inclined to be inspired by and committed to the past.
But the invocation of Reagan in the Republican Party today is a malleable shorthand for “things we like,” as the real Reagan’s legacy is reduced to a myth of low taxes and aggressive foreign policy. As Richard Gamble writes, it is difficult to “point to any concrete evidence that the Reagan Revolution fundamentally altered the nation’s trajectory toward bloated, centralized, interventionist government,” and keeping Reagan around as a tired symbol of small government makes it similarly difficult to progress toward that goal — or capture the interest of the next generation.
