“The Legacy We Could Create For Freddie Gray”: Ensuring A Good Start For The Very Young, A Priority As High As Jobs And Education

A determined young woman is graduating this month from Howard University with dreams of attending law school. Her LinkedIn page attests to a life of both making and seizing opportunities, from serving as a House of Representatives page while in high school, to working at a fashion firm, a law office and the White House.

All of this would have seemed farfetched 10 years ago when 12-year-old Talitha Halley of New Orleans saw Hurricane Katrina wipe out her home and community, spent an awful week in the Superdome, and ended up on a bus to Houston with her mother and older sister.

The high school in their new Houston neighborhood, Sharpstown, was 96 percent minority. More than 8 in 10 students were eligible for a free or reduced-price lunch. It had a gang problem and a dropout problem. Only about a third of freshmen were making it to their senior years — putting Sharpstown in the top ranks of 1,700 “dropout factories” that Johns Hopkins researchers identified in 2007 for a national Associated Press study. Sharpstown went on to star in the 2012 film Dropout Nation on PBS’ Frontline.

But Halley had a loving, encouraging mother and Sharpstown had Communities in Schools, a dropout prevention group that puts people inside schools to link students with whatever they need — “whether it’s food, school supplies, health care, counseling, academic assistance, or a positive role model.” Halley joined a support group it sponsored for teenage Katrina refugees, applied to be a House page, visited Howard and vowed to go there, and inspired many friends and mentors and to help her achieve her dreams. As the first in her family to earn a college degree, The Washington Post reported that she is graduating with only $15,000 in debt on a $200,000 education.

Freddie Gray lived in a Baltimore neighborhood plagued by similar problems, but his trajectory was very different. He fell four grades behind in reading. He dropped out of high school. He was arrested many times, mostly on drug-related charges. And then he died after sustaining a fatal injury while in police custody.

Why wasn’t Gray more like Halley? It’s a haunting question. The easy answer is just that he wasn’t motivated enough, just didn’t try hard enough. Look further, though, and Gray was up against a deck so stacked that it likely would have crushed anyone, even Halley. His mother was an illiterate heroin addict, and he spent his early childhood in houses with peeling lead paint. His lead levels were so alarming as an infant and toddler that his family sued one of its landlords. He and his two sisters began getting monthly “lead checks” as part of a settlement in 2010.

The National Institutes of Health lists a devastating array of symptoms and long-term complications from lead poisoning. They include aggressive behavior, irritability, low appetite and energy, behavior or attention problems, failure at school, reduced IQ and — in young children — loss of previous developmental skills. “The younger the child, the more harmful lead can be,” NIH warns.

Did Gray’s lead settlement make him dependent and rob him of his will to get ahead? Or was he permanently damaged long before that in ways that make it very difficult to succeed? Where was the government when the Gray family’s landlords were letting paint poison their tenants? Where were the home visits that might have picked up on the situation, the services that might have prevented such costly harm to children and to society?

There are many people talking these days about fixing poverty, income inequality, mass incarceration, unjust sentencing, and police practices that lead to tragedy. President Obama said recently that his mission in office and “for the rest of my life” will be to make sure minority youths have the chance to achieve their dreams. Republican presidential candidates are also in the mix; almost all hewing to the line that government “help” hurts the poor.

The GOP argument ignores history. Government policies, from slavery to Jim Crow, from poll taxes to the mortgage redlining, that kept black people out of good neighborhoods with good schools pretty much put us where we are today. It’s appropriate that the government do all it can to make things right, for as long as it takes.

Furthermore, and this goes for politicians across the board, it’s fine and necessary to help teenagers, prisoners, preschoolers, the working poor, anyone who needs it — but our energy and resources really ought to be concentrated far more than they are on poor children from birth to age 3. They are at increased risk of irreparable damage to their brains, bodies, mental health, and overall potential. Ensuring a good start for the very young should be a priority as high as jobs and education for both parties. As Abigail Adams would say, remember the babies. And remember Freddie Gray.

“In Many Ways, Our Policy Legs Are Like Toothpicks”: Protests Are Fine, But Policy Is Where Change Needs To Happen

On the Thursday before Baltimore burned, Mr. Lee went to Washington.

He didn’t have far to go. Rev. Tony Lee is the 46-year-old pastor of Community of Hope, an AME church housed in a shopping mall in Hillcrest Heights, Maryland, just minutes from the D.C. line. Under the auspices of the National Coalition on Black Civic Participation, a Washington-based advocacy group, he led a delegation of 200 African-American men to Capitol Hill. They went to their capital to talk to their legislators about issues that impact their lives: racially stratified policing, education reform, voting rights and more.

It was not about protest. It was about policy.

“Protests,” Lee told me in a telephone interview, “are one way that pushes people’s feet to the fire. Whatever the issue is, it’s brought to the forefront. But … there’s still a need for people to do legislative advocacy, dealing with policy, whether it’s from the national to the local, showing people how to be engaged and (affecting) the policies that have such direct impact.”

Too often, said Lee, African-Americans have focused solely on protest — an important element of social change, but not the only one. He used the analogy of weightlifters that focus solely on building upper-body mass while “their legs are toothpicks. … In many ways, our policy legs are like toothpicks. Most people don’t know how to engage that. What you find in the policy area is more the politicos, more the people who have been doing this stuff a while. But we want just everyday brothers — and sisters — to see how they can get engaged in policy and to make sure that their legislators, whether it’s federal, or … local, city, state, know who they are, hear their voices…”

Full disclosure: I’ve known Rev. Tony Lee for about eight years. He christened my granddaughter. And I couldn’t think of a better person to respond to Tracy. As I said in my last column, she is a reader from Austin, Texas, a 55-year-old white woman, who wrote me that she is heartsick about police violence against unarmed African-American men. I decided to focus a series of columns — open-ended and running irregularly — on finding answers to the question she asked me:

What can I do?

“I have a framework for people like her and for others,” said Lee. “It’s educate, advocate, and participate. Educate means to get educated on the issue. A lot of times, what will happen is … you can end up having a lot of blind spots because you haven’t educated yourself on the issues. … Some of those local and national organizations have a great wealth of information that you can be able to educate yourself on what’s happening around some of the issues.”

Nor, he said, should she keep what she learns to herself. “As she’s becoming more informed, start talking to the people in her life. She should never minimize what it means to talk to people who are around her, people that she daily deals with. It sounds like that would be white people. She can talk to her friends and her neighbors and … educate them on what she’s learning.”

Having educated herself, he said, she should advocate, i.e., start “to deal with and talk about these issues and how she feels about them to people who are in decision-making authority in her region, whether it’s her local lawmakers or even her national representatives.”

Tracy, said Lee, should understand the advantage her skin color affords her. “It’s one thing for some of her lawmakers to hear from some of the usual suspects. It’s another thing for them to hear from constituents that aren’t black, but are white … to hear from some of their constituents who say, ‘Hey, this is wrong.’” Even the civil rights movement, he points out, included white Americans of conscience, who realized it was not just a struggle for “black” rights, but for human rights.

Which brings us to the third leg of Lee’s model for civic engagement: participate.

“Just get connected,” he said. “All organizations can use volunteers, (even if) it’s just to come in and say, ‘I’d love to work the phones for you all for a couple of hours a week.’ But find a space to participate. The other piece of participation is to be able to give. Many of the organizations in her region and nationally, need resources to be able to do the work. … Never think that any gift is too small.”

Nor, he said, does giving stop there. “You may be in a position of fund-raising. It may be that you are able, not just to give, but to shape sessions among personal networks to be able to raise funds for some of these organizations.

Educate, advocate, participate. It is, admittedly, not an agenda as immediately and viscerally gratifying as street protest, but it highlights a salient truth about American social transformation.

On the street is where the change is demanded. At the table is where it is made.

“Race, Class And Neglect”: Baltimore, And America, Don’t Have To Be As Unjust As They Are

Every time you’re tempted to say that America is moving forward on race — that prejudice is no longer as important as it used to be — along comes an atrocity to puncture your complacency. Almost everyone realizes, I hope, that the Freddie Gray affair wasn’t an isolated incident, that it’s unique only to the extent that for once there seems to be a real possibility that justice may be done.

And the riots in Baltimore, destructive as they are, have served at least one useful purpose: drawing attention to the grotesque inequalities that poison the lives of too many Americans.

Yet I do worry that the centrality of race and racism to this particular story may convey the false impression that debilitating poverty and alienation from society are uniquely black experiences. In fact, much though by no means all of the horror one sees in Baltimore and many other places is really about class, about the devastating effects of extreme and rising inequality.

Take, for example, issues of health and mortality. Many people have pointed out that there are a number of black neighborhoods in Baltimore where life expectancy compares unfavorably with impoverished Third World nations. But what’s really striking on a national basis is the way class disparities in death rates have been soaring even among whites.

Most notably, mortality among white women has increased sharply since the 1990s, with the rise surely concentrated among the poor and poorly educated; life expectancy among less educated whites has been falling at rates reminiscent of the collapse of life expectancy in post-Communist Russia.

And yes, these excess deaths are the result of inequality and lack of opportunity, even in those cases where their direct cause lies in self-destructive behavior. Overuse of prescription drugs, smoking, and obesity account for a lot of early deaths, but there’s a reason such behaviors are so widespread, and that reason has to do with an economy that leaves tens of millions behind.

It has been disheartening to see some commentators still writing as if poverty were simply a matter of values, as if the poor just mysteriously make bad choices and all would be well if they adopted middle-class values. Maybe, just maybe, that was a sustainable argument four decades ago, but at this point it should be obvious that middle-class values only flourish in an economy that offers middle-class jobs.

The great sociologist William Julius Wilson argued long ago that widely-decried social changes among blacks, like the decline of traditional families, were actually caused by the disappearance of well-paying jobs in inner cities. His argument contained an implicit prediction: if other racial groups were to face a similar loss of job opportunity, their behavior would change in similar ways.

And so it has proved. Lagging wages — actually declining in real terms for half of working men — and work instability have been followed by sharp declines in marriage, rising births out of wedlock, and more.

As Isabel Sawhill of the Brookings Institution writes: “Blacks have faced, and will continue to face, unique challenges. But when we look for the reasons why less skilled blacks are failing to marry and join the middle class, it is largely for the same reasons that marriage and a middle-class lifestyle is eluding a growing number of whites as well.”

So it is, as I said, disheartening still to see commentators suggesting that the poor are causing their own poverty, and could easily escape if only they acted like members of the upper middle class.

And it’s also disheartening to see commentators still purveying another debunked myth, that we’ve spent vast sums fighting poverty to no avail (because of values, you see.)

In reality, federal spending on means-tested programs other than Medicaid has fluctuated between 1 and 2 percent of G.D.P. for decades, going up in recessions and down in recoveries. That’s not a lot of money — it’s far less than other advanced countries spend — and not all of it goes to families below the poverty line.

Despite this, measures that correct well-known flaws in the statistics show that we have made some real progress against poverty. And we would make a lot more progress if we were even a fraction as generous toward the needy as we imagine ourselves to be.

The point is that there is no excuse for fatalism as we contemplate the evils of poverty in America. Shrugging your shoulders as you attribute it all to values is an act of malign neglect. The poor don’t need lectures on morality, they need more resources — which we can afford to provide — and better economic opportunities, which we can also afford to provide through everything from training and subsidies to higher minimum wages. Baltimore, and America, don’t have to be as unjust as they are.

“Those Bad Things Are Gone Now”: How The Supreme Court Is About To Explode America’s Racial Wealth Gap

When discussing race, the conservative argument is best expressed by the famous words of Chief Justice John Roberts: “The best way to stop discrimination on the basis of race is to stop discriminating on the basis of race.” Translation: America has done bad things in its history, but those bad things are gone now, so we should move past those horrors and look forward.

Conservatives believe that if blacks and Latinos simply work hard, get a good education and earn a good income, historical racial wealth gaps will disappear. The problem is that this sentiment ignores the ways that race continues to affect Americans today. A new report from Demos and Brandeis University, “The Racial Wealth Gap: Why Policy Matters,” makes this point strongly. The report shows that focusing on education alone will do little to reduce racial wealth gaps for households at the median, and that the Supreme Court, through upcoming decisions, could soon make the wealth gap explode.

Wealth is the whole of an individual’s accumulated assets, not the amount of money they make each year. As such, in his recent book, “The Son Also Rises,” Gregory Clark finds that the residual benefits of wealth remain for 10 to 15 generations. To understand why that matters, consider the fact that Loretta Lynch, Obama’s recent nomination for U.S. attorney general, is the great-great-granddaughter of a slave who escaped to freedom. (That’s four generations). Consider also that most people on Social Security today went to segregated schools. (That’s two generations.) If Clark is correct in his thesis, then the impacts of wealth built on the foundations of American slavery and segregation will continue to affect Lynch’s great-great-great grandchildren.

It is therefore unsurprising that addressing just one aspect of this disparity cannot solve racial wealth gaps. Demos/Brandeis find that equalizing graduation rates would reduce the wealth gap between blacks and whites by 1 percent, and between Latinos and whites by 3 percent at the median. Equalizing the distribution of income would only reduce the wealth gap by 11 percent for blacks and 9 percent for Latinos. Part of the durability of wealth gaps is the disproportionate benefits that whites still enjoy: They face less job market discrimination and are more likely to reap a big inheritance, for example. This means that the returns to education and income are generally higher for whites. But even after controlling for these returns, income and education can’t explain the entire wealth gap.

Because America’s primary vehicle for wealth accumulation is our homes, much of the explanation of the racial wealth gap lies in unequal homeownership rates. According to the Brandeis/Demos analysis, equalizing homeownership would reduce the racial wealth gap by 31 percent for blacks and 28 percent for Latinos. This effect is muted because centuries of discrimination—including racial exclusion from neighborhoods where home values appreciate, redlining, and discriminatory lending practices—mean that people of color are segregated into relatively poor neighborhoods. Indeed, in 1969, civil rights activist John Lewis bought a three-bedroom house for $35,000 in Venetian Hills, Atlanta. He and his wife were the first black family in the middle-class neighborhood. In his book, “Walking with the Wind,” he notes that, “within two years… the white owners began moving out.” Had the value of his house simply kept up with inflation, it would be worth $222,881 today. But Zillow shows that three-bedroom houses in Venetian Hills, Atlanta, are currently selling for around $65,000 to $100,000.

Systematic disinvestment in communities of color means that even when blacks and Latinos own their homes, they are worth far less than white homes. In addition, blacks and Latinos are targets of shady lending. They are more likely to be offered a subprime loan even if they are qualified to receive a better rate. In the wake of the financial crisis, big banks like Blackstone scooped up foreclosed homes and are now offering them to people of color to rent, further pulling wealth out of these communities to benefit rich whites.

The financial crisis had a disparate impact on people of color. A Center for Responsible Lending report examined the loans originated during the subprime boom (2005 to 2008), and found that blacks and Latinos were almost twice as likely to have foreclosed during the crisis. The New York Times reported that Wells Fargo “saw the black community as fertile ground for subprime mortgages, as working-class blacks were hungry to be a part of the nation’s home-owning mania.” They discovered that loan officers “pushed customers who could have qualified for prime loans into subprime mortgages” and “stated in an affidavit… that employees had referred to blacks as ‘mud people’ and to subprime lending as ‘ghetto loans.’”

These problems are troubling, but, as unlikely as it seems, things are about to get even worse. The Supreme Court is set to decide Texas Department of Housing and Community Affairs v. The Inclusive Communities Project, a landmark case challenging the disparate impact test, which allows a practice to be considered discriminatory if it disproportionately and negatively impacts communities of color, even if a discriminatory intent can’t be proven.

The case involves an excellent example of why disparate impact is so important: Nearly all of the tax credits that the Texas Department of Housing and Community Affairs had approved were in predominantly non-white neighborhoods. At the same time, the department disproportionately denied the claims in white neighborhoods. A federal judge decided that regardless of racial intent, the result had a “disparate impact” and increased neighborhood segregation. As Nikole Hannah-Jones has extensively documented, disparate impact has been crucial in holding banks accountable. For instance, the Justice Department used it to settle with Bank of America for $335 million after it was discovered that a mortgage company purchased by BofA had been pushing blacks and Latinos into subprime loans when a similar white borrower would have qualified for a prime loan. Because there was no official policy that required blacks and Latinos to get worse loans, the case would not have been won but for the disparate-impact statute.

The Supreme Court has already decimated the Voting Rights Act, opening the door for onerous restrictions on voting. They upheld a law banning affirmative action at state universities and have already crushed integration efforts at K-12 schools. Worryingly, as Demos Senior Fellow Ian Haney López told ProPublica, “It is unusual for the Court to agree to hear a case when the law is clearly settled. It’s even more unusual to agree to hear the issue three years in a row.” Given the importance of neighborhood poverty to upward mobility and wealth building, this case had the potential to be the most destructive, dramatically curtailing opportunity and making the wealth gap into a chasm. As Patrick Sharkey notes, “Neighborhood poverty alone accounts for a greater portion of the black-white downward mobility gap than the effects of parental education, occupation, labor force participation, and a range of other family characteristics combined.”

Demos and Brandeis suggest policies to boost homeownership, like better enforcement of anti-discrimination laws, lowering the cap on the mortgage interest deduction so blacks and Latinos can benefit and authorizing Fannie Mae and Freddie Mac to allow homeowners to modify their loans. In addition, America needs to systematically invest in poor neighborhoods. Equalizing public school education funds for poor and nonwhite schools would increase home prices in poor neighborhoods. In addition, a baby bond program would directly reduce wealth gaps by giving children money that could be used for a down payment on a house or an investment in their education. What’s clear is that we cannot simply hope that wealth gaps will disappear. These gaps were created by racially biased federal policies and need to be remedied by public policy as well. Government created the white middle class in the 1950s; now it’s time to create a black and Latino middle class. The Supreme Court, with its supposedly race-neutral philosophy, will only make it more difficult to close racial wealth gaps.

“Descending Into Crankdom”: Rudy’s Warped Obama Hit Falls Flat

Generally speaking, when you start a comment with the qualifier “I know this is a horrible thing to say,” it’s a good sign you shouldn’t say it.  It’s sort of like starting a sentence with “This is probably going to sound racist, but…” Just stop.  Right there.  Don’t go on.  You’ve already warned yourself.

Former New York City mayor Rudy Giuliani has become the latest politician to not listen to his own vocalized alarm bells.  After warning a roomful of Republican big-wigs that what he was about to say a horrible thing, Giuliani said a horrible thing.

“I do not believe that the president loves America,” Giuliani told the conservative audience at an event for Wisconsin Gov. Scott Walker in New York Wednesday night.  “He doesn’t love you.  And he doesn’t love me. He wasn’t brought up the way you were brought up and I was brought up through love of this country.”

What the effing eff, Giuliani?!?

Not that anyone else present dissented or disagreed.  Actually I imagine the 60 or so Republicans in the audience then grabbed the party favor dog whistles from in their swag bags and hooped and hollered it up.

Scott Walker apparently spoke as well but his aides insisted his comments were all off the record.  Presumably Giuilani’s aides were passed out in a corner somewhere, high on their own horses or something else. And after his speech rant, Giuliani doubled down in an interview with Politico.

While ugly insults against President Obama are so frequent these days it’s hard to be surprised, Giuliani’s assertion that Obama “wasn’t brought up the way you were brought up and I was brought up” is still breathtaking.  Made to a room of Republican business executives and media figures, who its pretty safe to assume were mostly white, Giuliani might as well have just outright said Obama “isn’t like us.” It would be refreshing to see the Republican Party, which so desperately wants to appeal to the diversity of American voters, forcefully stand up against those within its ranks who insult that diversity.

It’s striking that Giuliani made his remarks at an event for Scott Walker, who the day before made news by defending the fact that he’d not graduated from college and yet should still be considered qualified to be president. That is also a debate about elitism, about who belongs and who doesn’t. One could imagine a room of presumably top-educated conservatives (Giuliani, for instance, went to NYU Law School) ostracizing Walker. But no, Walker has the pro-business, anti-worker policies to be in the club. Plus, of course, he’s white.

Part of what’s appealing—in fact, the only thing that’s appealing—about Scott Walker being president is that he would represent and connect with the millions of Americans who haven’t gone to college and yet still work hard and deserve their shot at the American Dream. The president should be the president for all Americans, not just those with the same educational background he or she shares. The same should go for race. Giuliani’s remarks echo Mitt Romney’s infamous “47 percent” remarks in the last presidential election, suggesting that not only was almost half of the country lazy, don’t take personal responsibility and simply “don’t care for their lives,” but that it wouldn’t be his job as president to “worry about those people.” Given the changing demographic realities in America, and the fact that he was running against the nation’s first black president, it was hard to not hear Romney’s comments through the lens of race.

Especially when taken together, Giuliani and Romney’s comments reveal a deeper Republican truth—the idea that certain Americans are more important than others and those Americans should be the ones the president is like and even “loves” and certainly thinks about first and foremost.  Call them “job creators” or “patriots” or whatever you want: They’re probably white, and definitely well off.  Call it “trickle down politics,” the fundamentally elitist Republican notion that taking care of “us” at the top should be the priority of political leadership.  Theoretically, it eventually trickles down, though we’ve been waiting centuries for more than a dribble.

Rudy Giuliani’s comments are narrow-minded, ugly and just plain offensive. But what’s even more disturbing is the biased, morally superior, elitist Republican worldview that his comments merely reflect.
