“G.O.P. Candidates And Obama’s Failure To Fail”: Republicans Had Nothing To Say About Any Of The Supposed Obama Disaster Areas

What did the men who would be president talk about during last week’s prime-time Republican debate? Well, there were 19 references to God, while the economy rated only 10 mentions. Republicans in Congress have voted dozens of times to repeal all or part of Obamacare, but the candidates only named President Obama’s signature policy nine times over the course of two hours. And energy, another erstwhile G.O.P. favorite, came up only four times.

Strange, isn’t it? The shared premise of everyone on the Republican side is that the Obama years have been a time of policy disaster on every front. Yet the candidates on that stage had almost nothing to say about any of the supposed disaster areas.

And there was a good reason they seemed so tongue-tied: Out there in the real world, none of the disasters their party predicted have actually come to pass. President Obama just keeps failing to fail. And that’s a big problem for the G.O.P. — even bigger than Donald Trump.

Start with health reform. Talk to right-wingers, and they will inevitably assert that it has been a disaster. But ask exactly what form this disaster has taken, and at best you get unverified anecdotes about rate hikes and declining quality.

Meanwhile, actual numbers show that the Affordable Care Act has sharply reduced the number of uninsured Americans — especially in blue states that have been willing to expand Medicaid — while costing substantially less than expected. The newly insured are, by and large, pleased with their coverage, and the law has clearly improved access to care.

Needless to say, right-wing think tanks are still cranking out “studies” purporting to show that health reform is a failure. But it’s a losing game, and judging from last week’s debate Republican politicians know it.

But what about side effects? Obamacare was supposed to be a job-killer — in fact, when Marco Rubio was asked how he would boost the economy, pretty much all he had to suggest was repealing health and financial reforms. But in the year and a half since Obamacare went fully into effect, the U.S. economy has added an average of 237,000 private-sector jobs per month. That’s pretty good. In fact, it’s better than anything we’ve seen since the 1990s.

Which brings us to the economy.

There was remarkably little economic discussion at the debate, although Jeb Bush is still boasting about his record in Florida — that is, his experience in presiding over a gigantic housing bubble, and providentially leaving office before the bubble burst. Why didn’t the other candidates say more? Probably because at this point the Obama economy doesn’t look too bad. Put it this way: if you compare unemployment rates over the course of the Obama administration with unemployment rates under Reagan, Mr. Obama ends up looking better – unemployment was higher when he took office, and it’s now lower than it was at this point under Reagan.

O.K., there are many reasons to qualify that assessment, notably the fact that measured unemployment is low in part because of a decline in the percentage of Americans in the labor force. Still, the Obama economy has utterly failed to deliver the disasters — hyperinflation! a plunging dollar! fiscal crisis! — that just about everyone on the right predicted. And this has evidently left the Republican presidential field with nothing much to say.

One last point: traditionally, Republicans love to talk about how liberals with their environmentalism and war on coal are standing in the way of America’s energy future. But there was only a bit of that last week — perhaps because domestic oil production has soared and oil imports have plunged since Mr. Obama took office.

What’s the common theme linking all the disasters that Republicans predicted, but which failed to materialize? If I had to summarize the G.O.P.’s attitude on domestic policy, it would be that no good deed goes unpunished. Try to help the unfortunate, support the economy in hard times, or limit pollution, and you will face the wrath of the invisible hand. The only way to thrive, the right insists, is to be nice to the rich and cruel to the poor, while letting corporations do as they please.

According to this worldview, a leader like President Obama who raises taxes on the 1 percent while subsidizing health care for lower-income families, who provides stimulus in a recession, who regulates banks and expands environmental protection, will surely preside over disaster in every direction.

But he hasn’t. I’m not saying that America is in great shape, because it isn’t. Economic recovery has come too slowly, and is still incomplete; Obamacare isn’t the system anyone would have designed from scratch; and we’re nowhere close to doing enough on climate change. But we’re doing far better than any of those guys in Cleveland will ever admit.

“From TPA To TPP; A Trade Deal Explainer”: A Mix Of Policy, Procedure, And 2016 Politics

There is no shortage of acronyms or confusion surrounding the trade deal legislation being debated in Washington.

Hillary Clinton weighed in on the trade debate Sunday during a campaign stop in Iowa. Or maybe she didn’t. Or she did, but not in the way people thought she did. Confused or frustrated yet? You’re not alone. Between TPP, TPA, TAA, TTIP, and any other number of letter t-laden acronyms, it has become difficult to pinpoint what, specifically, lawmakers are actually talking about as this process moves forward. That’s a problem.

Trade policy is complicated. Congressional procedure is complicated. Politics are often deliberately made complicated by lawmakers or candidates who see limited benefit in weighing in on thorny or increasingly complex issues. The ongoing fight on Capitol Hill over trade combines them all—a mix of policy, procedure, and 2016 politics. That means it’s probably worth breaking down a few top-line points on all three.

The policy

The Trans-Pacific Partnership (TPP) is the name of the 12-nation trade talks that are currently ongoing. There is no deal, though Obama administration officials say they are closing in on one. President Barack Obama has made reaching a deal on TPP one of the top goals of his second term and a cornerstone of his foreign and domestic policy agenda. It is also a top priority of Republican leadership in the House and Senate. Many Democrats, stung by past major trade agreements, are skeptical of the direction of the negotiations. But it’s important to note, again, there is technically no deal … yet.

Think about negotiating with 11 other countries. They’ve all got their own politics, their own legislatures, and their own powerful industries. How could you possibly get all 11 to agree on the same principles, let alone a specific trade deal? It’s not easy. So it would make sense to create a mechanism to try and streamline the process, right? Meet the Trade Promotion Authority (TPA). TPA is not the trade deal (again, that’s TPP). It is, more or less, a procedural mechanism designed to ease the passage of any deal. TPA, also known as “fast-track,” doesn’t prevent lawmakers from voting on a final deal, but it does prevent amendments. Obama administration officials say explicitly they need TPA to reach a final agreement on TPP. Other nations, as Obama’s team explains it, simply don’t trust that the U.S. can get a deal through Congress untouched without it. (This is a serious point of disagreement between Obama and Democrats opposed to the trade deal.)

While TPA is not (repeat: is not) the actual trade deal, it does require legislation and a vote. Democrats opposed or who are wavering on trade see that bill as one of the last points of leverage should Obama actually finalize a deal. If TPA passes and Obama’s team reaches an agreement on TPP, there’s little confidence within the ranks of those opposed to a deal that momentum could be halted at that point. For a unified labor movement, progressive activists, and Democrats opposed to the deal, that has painted TPA as a must-kill item on the agenda.

The procedure

Last week House Democrats chose to vote to sink their own priority, Trade Adjustment Assistance (TAA), in order to slow down Obama’s (TPA). So what the heck does this have to do with TPA? Well, nothing really. Except that program, used to provide aid to U.S. workers displaced due to trade, is expiring. Democrats, who are overwhelmingly supportive of the program, saw an opening in the TPA legislation and it became the vehicle to extend (and actually expand) the program.

House Democrats opposed to the underlying trade negotiations quietly settled on a strategy to deliberately kill their own priority in order to re-set the broader trade debate. That meant voting against TAA, even in the wake of (and perhaps because of in some cases) personal lobbying from Obama. In an interesting twist, House lawmakers actually had the votes to pass the TPA measure separately, but without TAA attached, that goes nowhere for the moment.

Obama and Republican leaders are now left with trying to find another route to get TPA to the president’s desk. One possibility is swinging a huge number of Democrats who just a few days ago voted against TAA. That seems unlikely, save for an epic weekend of lobbying by the White House legislative affairs team. But House and Senate leaders can get quite crafty when it comes to passing bills they badly want to move. So it’s safe to say there’s more to be written in this story.

The politics

The procedure and the policy have presented a political conundrum on the campaign trail for Clinton. She was Obama’s secretary of state when negotiations on TPP started and was supportive at the time. But the party continues to hold a general distrust for trade deals. As Clinton presses for a “better agreement” and leaves the door open to eventually supporting a final deal, Vermont Senator Bernie Sanders and former Maryland Governor Martin O’Malley have made attacking the trade deal a central point of their campaigns. Both weighed in to oppose TPA.

Clinton, for her part, has held her fire, instead broadly focusing on the need for a strong final deal on the TPP. There’s a reason. Read through the previous sections above. Does that sound like a process a presidential candidate would want to explain on the campaign trail? No. Especially not when the underlying issue is so divisive among the most activated members of the party, as it is for Democrats. Clinton, on Sunday, was talking about the broader trade negotiations, not the specifics of the fast-track legislative process. That, it appears, is something that her team has decided there is simply no benefit to weigh in on. As Robby Mook, Clinton’s campaign manager, said on CBS’s Face the Nation Sunday: “The back and forth that’s happening right now is about procedures and parliamentary this and that.”

Conclusion

This stuff is complex, and that’s even before one gets into the specifics of TPP itself—an enormously important negotiation that touches on just about every sector of the U.S. economy and more than 40 percent of the world’s. That, in a nutshell, is exactly why figuring out what each lawmaker or candidate means when they say something on the issue, matters. No matter how many times they use the letter “T” in the acronyms.

“We’re All Gonna Die!”: If You’re Hiding Under Your Bed In Terror, You’ve Just Found Your Presidential Candidate

Acting on the time-tested theory of presidential candidacies known as “Why the hell not?”, Senator Lindsey Graham joined the 2016 GOP contest today. And right from the outset, after thanking folks for coming and saying he’s running, Graham got to his candidacy’s central rationale:

I want to be president to protect our nation that we all love so much from all threats foreign and domestic.

So get ready. I know I’m ready.

I want to be president to defeat the enemies trying to kill us, not just penalize them or criticize them or contain them, but defeat them.

Ronald Reagan’s policy of “peace through strength” kept America safe during the Cold War. But we will never enjoy peaceful co-existence with radical Islam because its followers are committed to destroying us and our way of life. However, America can have “Security through Strength.”

If you think about it, that almost sounds like Graham is saying that Reaganism isn’t enough, a disturbing hint of heresy. Since we can’t have peace, Graham implies, we might as well just get ready for war.

And unless his entire career has been a ruse, that’s exactly what we’d get with a Lindsey Graham presidency. You thought George W. Bush liked to play on Americans’ fears to justify military action? Well that was nothing. Lindsey Graham has never met a foreign policy challenge that didn’t terrify him down to the marrow of his bones. Let the other candidates treat voters like children, telling them that there are serious threats to America that must be confronted. Only Lindsey Graham has the courage to look voters in the eye and say forthrightly: terrorists are coming to kill your children, unless Iran gets to them first and incinerates them in a nuclear blast.

For Graham, the threats are everywhere. Domestic? You betcha — he needs his AR-15 because there could be a natural disaster resulting in “armed gangs roaming around neighborhoods.” Foreign? Oh goodness, yes. On ISIS, “This president needs to rise to the occasion before we all get killed back here at home.”

For Graham, not only is the world filled with specific dangers, but it’s terrifying in an overarching way, leading to a kind of free-floating anxiety that seems to influence how he views any particular issue. Others may see a threat here and a threat there, but Graham knows that they add up to certain doom.  Two years ago, he told Fox News, “The trifecta from hell is unfolding in front of us. Iran is about to get a nuclear weapon, Syria is about to infect the entire region, taking Jordan down, and Egypt could become a failed state…I’m just telling you, we live in the most dangerous times imaginable.”

Last year, he said, “The world is literally about to blow up,” which might have been a Joe Biden “literally,” meaning “not literally,” but maybe not. “I’m running because of what I see on television,” he said two weeks ago. “The world is falling apart.”

And every problem we face can only lead to catastrophe. “I believe that if we get Syria wrong, within six months — and you can quote me on this — there will be a war between Iran and Israel over their nuclear program,” he said in September 2013. “My fear is that it won’t come to America on top of a missile, it’ll come in the belly of a ship in the Charleston or New York harbor.” Almost two years later, though Graham certainly believes the Obama administration has gotten Syria wrong, Israel and Iran have not gone to war and Charleston harbor remains oddly un-nuked.

But he will not be deterred. “The world is exploding in terror and violence but the biggest threat of all is the nuclear ambitions of the radical Islamists who control Iran,” he said in his announcement speech. “Simply put, radical Islam is running wild.”

Graham argues that none of his opponents have the foreign policy experience he does, which is true enough — they’re all either governors or freshman senators. But that fact raises the question of what value one gets from experience. Some people take from their experience with the world that many challenges are complex, understanding of the myriad moving parts in any foreign crisis is necessary to make wise decisions, and different situations may require different approaches. Graham’s experience with the world, on the other hand, has obviously taught him that 1) we’re all gonna die, and 2) the answer to just about any problem is military force.

What impact he will have on the race remains to be seen. It isn’t as though the other GOP candidates are a bunch of doves. They all talk about how they want to increase military spending, and with the exception of Rand Paul they all advocate a return to some version of Bush-era hawkishness and its accompanying military adventurism. Only Graham, though, is offering a campaign based on true white-knuckle terror. It’s hard to see it going over all that well.

“What Makes Us Exceptional”: Our Willingness To Confront Squarely Our Imperfections And To Learn From Our Mistakes

This week President Obama did something unprecedented…he took responsibility for a terrible mistake that took the lives of two good men.

Here’s a part of what he said:

But one of the things that sets America apart from many other nations, one of the things that makes us exceptional is our willingness to confront squarely our imperfections and to learn from our mistakes.

In some ways, that echoes what he said at the 50th Anniversary Celebration in Selma.

What greater expression of faith in the American experiment than this, what greater form of patriotism is there than the belief that America is not yet finished, that we are strong enough to be self-critical, that each successive generation can look upon our imperfections and decide that it is in our power to remake this nation to more closely align with our highest ideals?

Of course, the events he was commemorating at that time didn’t happen on his watch. So the personal burden wasn’t as heavy.

But I was reminded of another time when President Obama’s administration made a mistake and he stepped right up to take responsibility. It was when the rollout of healthcare.gov was such a disaster. Here’s what he said then:

…there are going to be ups and downs during the course of my presidency. And I think I said early on when I was running – I am not a perfect man, and I will not be a perfect President, but I’ll wake up every single day working as hard as I can on behalf of Americans out there from every walk of life who are working hard, meeting their responsibilities, but sometimes are struggling because the way the system works isn’t giving them a fair shot.

And that pledge I haven’t broken. That commitment, that promise, continues to be – continues to hold – the promise that I wouldn’t be perfect, number one, but also the promise that as long as I’ve got the honor of having this office, I’m just going to work as hard as I can to make things better for folks…

I make no apologies for us taking this on – because somebody sooner or later had to do it. I do make apologies for not having executed better over the last several months.

At the time, I remember thinking that was one of the most courageous things I’d ever seen a president do. And now, under even more somber circumstances, he’s done it again.

Some people think that our exceptionalism as a country comes from being better than everyone else and focusing only on the positive. Admitting mistakes certainly makes us vulnerable. But pretending to be perfect is nothing but a lie. And it robs us of both the ability to learn from our mistakes and to embrace the kind of humility that opens the door to empathy for others.

President Obama has been willing to put his ego aside, admit when he’s been wrong, and make a determined effort to learn from those mistakes. Those are the kinds of lessons that we – as individuals – need to learn. But they also apply to how we go about “perfecting our union.”

“Let Her Socialist Freak Flag Fly?”: Why Republicans Won’t Convince The Electorate That Hillary Clinton Is A Radical

One of the persistent conservative narratives about Hillary Clinton is that her identity as a supposedly moderate Democrat is a ruse, meant to conceal her radical leftist intents. If and when she reaches her long-held goal of becoming president, the mask will be removed and the true horror of her socialist scheme will be revealed.

That is, of course, assuming we reach January 2017 with Barack Obama having failed in his own plan to turn America into a dungeon of Stalinist oppression and misery. But the idea that Clinton is, like her husband, a moderate Democrat, is something that many conservatives have trouble abiding, particularly when the prospect of her becoming president becomes more salient.

So lest Republicans become complacent about the prospects for a second Clinton presidency (a real danger, no doubt), Liz Mair argues in the Daily Beast that Republicans shouldn’t fool themselves into thinking that the former secretary of state is much like the first President Clinton:

…tying Hillary Clinton to her husband is an act of political malpractice that ignores the fact that on economic issues, she was—during his presidency, during her 2008 campaign, and still today—significantly to the left of him.

For whatever else one may say about him, Bill Clinton was and is a centrist. His presidency is remembered for the taming of the deficit, his advocacy for free trade, his signature of welfare reform, his legislation cutting the long-term capital gains tax rate, and perhaps most famously, his declaration that “the era of big government is over.”

That would not have been true if Hillary had had it her way. And if she has her way now—and if she makes it to the White House—a very un-Bill-like big government will remain in the cards for some time.

Even if her bill of particulars is pretty weak, Mair is right insofar as Hillary Clinton is running in 2016 and Bill Clinton left office in 2001. In the time since, the Democratic Party has itself moved to the left in some ways, and a party’s nominee is always going to reflect the party’s consensus (with some small variation). If Bill Clinton were running now, he wouldn’t be the same candidate he was then. It isn’t that Hillary has been waiting for two decades to let her socialist freak flag fly, as I’m sure many conservatives believe; it’s that her party has evolved, and she’s evolved along with it. For instance, to be a Democrat now means to believe in full marriage equality and to question the War on Drugs, which wasn’t true in 1992. At that time there was a comprehensive debate about the party’s ideological direction, which Bill Clinton led; now there’s a remarkable degree of ideological unity.

There are still ways in which Hillary Clinton is to the right of the median Democrat; she certainly retains more hawkish instincts in foreign affairs, and I don’t know if she has abandoned her previous support of the death penalty (though that’s something presidents don’t do anything about). However you might judge her, we sometimes forget when we try to make such an assessment that it isn’t necessary for a president to be an ideological radical for him or her to be a disaster in office. Richard Nixon was something of a moderate, but that made him no less corrupt. There are ways in which George W. Bush was less than a right-wing ideologue; that mitigates the disaster he wrought at home and abroad not at all.

The real things conservatives dislike about Hillary Clinton have little to do with ideology. They think she’s a power-hungry, dishonest, overly secretive conniver who has no scruples. Someone could be all those things, and believe almost anything about policy.

This is something both liberals and conservatives will argue about when it comes to the Republican candidates, too. I tend to think that the actual policy differences between those candidates are tiny, and it’s the attitudinal differences that are significant. If you actually went down a list of every issue you could come up with, you’d find that Jeb Bush and Ted Cruz disagree on only a couple of things, but Cruz presents himself as a proud far-right ideologue, while Bush doesn’t.

Many conservatives believe that Bush is actually some kind of liberal simply because he talks about immigrants as though they were human beings and supports Common Core (which many other Republicans used to like before they decided it’s some kind of communist indoctrination program). My guess is that Bush looked closely at Mitt Romney’s ham-handed attempts to convince primary voters that he was actually a doctrinaire right-winger (“I was a severely conservative Republican governor“) and concluded that the best course is to not fight too strongly against the notion that he’s a moderate, despite what little truth there may be to it.

In any case, this kind of ideological name-calling is a feature of nearly every presidential campaign: each candidate says, “I’m mainstream, and my opponent is a radical.” Sometimes it’s true and sometimes it isn’t, but I suspect Republicans are going to have a hard time convincing the electorate that Hillary Clinton is an ideological extremist, whatever they tell themselves.
